Forward MESSAGE FROM THE PREMIER The Victorian Government is proud to support the China Digital Conference, Australia China Expo and the B2B Expo. As the engine room of Australia’s economy, Victoria generates almost 25 per cent of the nation’s economic activity. Victorian small and medium enterprises drive this activity, employing almost one in two people in Victoria’s private sector. Victorian small businesses are among the most innovative and productive in Australia and continue to perform on the global stage, creating long-term, high quality jobs. The Government recently established LaunchVic, a $60 million independent body to help accelerate startups, drive new ideas, enhance Victoria’s entrepreneurial culture and create jobs. Through the $200 million Future Industries Fund, the Government is investing in sectors which will drive economic growth and secure Victoria’s future as a competitive, innovative place to work. The Government is also investing in infrastructure and attracting investment. Our strong program of inbound and outbound trade missions, and support for industry events like this one, will continue to build Victoria’s reputation as an attractive growth economy. I commend the Australian Business Forum for supporting Victorian enterprise, and building business ties between Victoria and China. I wish all participating organisations a successful and prosperous event.

As China’s demand for Australia’s premium products and services continues to grow, and develops Australia’s SME market. With B2B Expo 2016, we are expanding more in the Australian market than ever before. We are extremely excited to launch this inaugural event, and for the direction it takes in the future. b2b Expo overview

T

he SME sector has proved to be a game-changer in the Australian economy, representing a staggering 98% of actively-trading businesses. The Australian government has been fostering this sector through international treaties, including the Free Trade Agreement between Australia and China, Japan and Korea which came into force in 2015. While the SME sector is a booming arena, these businesses are often under-resourced and time-poor. With over 2000 registrations for B2BEXPO2016 in Melbourne and Sydney, Australian Business Forum – ABF – confirms that the main drivers for the SME sector are; seeking equity partners, looking for investors and exploring business opportunities overseas. Other factors include developing trade channels through more distributors and suppliers, franchising and setting up offices in China. Ongoing growth of the SME sector makes it vital for the management to

Conflicting Messages for Cross Border Commerce

I

n the latest round of conflicting messages coming from Beijing, cross border e-commerce no longer looks to be the flavour of the month. After featuring prominently in the muchcelebrated “Internet Plus” strategy, which became a key pillar of the latest Five Year Plan and has been supported by Free Trade Zones popping up across China, things are looking a little less rosy in e-commerce imports camp. From Friday, every cross border commerce purchase will be subject to a new tax rate.

The Ministry of Finance says the new taxes will address ‘unfair competition’ which allowed imports to be cheaper than locally-bought products. Although the tax will hit some lower cost imports the most, such as milk powder priced under ¥500 ($77), the taxes are unlikely to significantly affect demand for premium products, as product quality and trust remain the two most cited reasons Chinese consumers shop cross border. Nevertheless, price is always a factor in China and the

new published rates are set to further increase when temporary discounts and waivers are removed. Unfortunately, the new import duties aren’t the only signs of Beijing’s teetering support for cross border commerce. Mid-last year, the Government announced it would close loopholes which allowed consumers to import products for personal consumption not otherwise allowed in China. This has been one of the drivers of cross border commerce. They stated that cross border products such as foreign cosmetics not tested on animals would be banned, a year after Chinese companies were allowed to sell cosmetics that weren’t subject to animal testing. More recently, Beijing has used another influential tool in its war chest – state media, and has been publishing some not-so-positive articles. For example, they identified that cross border complaints increased drastically last year – 369% – but without highlighting the context that is was just 1,059 complaints out of millions of cross border transactions and that sales in the category had also increased drastically too. Diminishing Government advocacy for cross border commerce won’t be well received by Jack Ma and his merry men in Hangzhou, who have announced global imports as one of three key

components driving its expansion this year. The company’s cross border division, Tmall Global, grew 179% last year, driving the opening of offices in Germany, France, Italy, the UK and five in the US. Last year, the company hired former Goldman Sachs vice chairman Michael Evans to lure foreign brands to the platform. Similarly, JD.com and a host of niche players have pinned their hopes on cross border commerce as a key growth driver. Even Walmart is jumping on the wagon with its new Global E-Buy app. Whilst e-commerce imports have been championed as a way to bolster Chinese consumption rates, most of China’s leaders would rather consumers supported and bought local products – whether it be toilet seats or cosmetics. Cross border commerce will continue to grow, but it won’t be with the same unbridled support from Beijing that it has enjoyed in the past. Brands whose Chinese strategy is purely based on cross border commerce would be prudent to explore other channels and hedge their bets.

Understanding the Chinese Consumer By Benjamin Sun, Co-Founder & Director of Think China

M

arketers need to understand that the difference between the China and Australia markets is not only about the “Great Firewall” and language barriers, but more importantly, the consumer motivations and behaviours. In other words, why do they buy?

the rising global economy in the 1950s and 1960s, consumption behaviour of China’s parents reflect their desire to enhance the lives of their children, and subsequently their own lives, by providing products and opportunities that they may, in the past, have been denied.

One important fact is the Chinese government’s implementation of the one-child policy in 1979. Demographers estimate that the policy averted at least 200 million births between 1979 and 2009. From an online marketing perspective, it is important to recognize that the majority of China’s online consumers between ages 20 to 40 are from those only-child families.

WHAT DOES THIS MEAN TO MARKETERS?

For the parents and grandparents (post-50s) of the ‘one-child’ children, having lived through The Great Leap Forward and Cultural Revolution, they consider it an imperative to improve the conditions and experience for their children. Similar to parents in post-WWII America and Europe who wanted their children to benefit from

The 20 to 40 age group presents is a huge market and, unlike their elders, they are more willing to try new things, to indulge in luxury goods, are more brand conscious and more receptive to foreign ideas. The older generation are hesitant to spend money on themselves, but are more compelled to buy for the benefit of their child/ grandchild. One way to reach China’s older generation, one could argue, and as many local companies and increasingly more foreign enterprises are beginning to realise, may be by appealing to the Confucian values of respect for family elders; adopting an indirect marketing strategy.

Today, spending within the Chinese family is bottlenecked; ‘Post-50s’ are more financially secure, generating more disposable income, and allocating these funds directly to support their only-child or grandchild. It is important for Australian marketers to understand this social phenomenon in order to create more effective marketing campaigns to target their relevant audience.

New ombudsman to support small business and family enterprise By office of the Australian Small Business and Family Enterprise

T

he Office of the Australian Small Business and Family Enterprise Ombudsman (ASBFEO) commenced on 11 March this year. Former CEO of the Australian Chamber, Ms Kate Carnell, was appointed to the Ombudsman role. The role of the ASBFEO is to advocate for small businesses and family enterprises, to provide access to dispute resolution services, and to ensure that government policies take into account the needs of small businesses and family enterprises. The ASBFEO has recently launched a new and innovative online platform called thinkBIGsmallTALK to engage directly with small businesses and family enterprises, and to find out from them what they would like the office to focus on as their advocate.

The interactive website is a dynamic digital forum that allows users to not only put forward their views and opinions, but to rate the ideas of others and offer practical measures that will positively shape the Australian small business and family enterprise landscape. A discussion paper has also been launched, which contains ideas about the kinds of topics the small business community may be interested in raising with the ASBFEO. The discussion paper is designed to start a conversation with small business owners and prompt their thinking about the key challenges they’re facing as part of the day-to-day running of their business.

Once the formal consultation period concludes on 30 June 2016, we will gather the information and publish our first advocacy agenda and forward work plan reflecting the results of our discussions with the sector. While the official consultation period will conclude at the end of the June, the ASBFEO’s door is always open to hear from small businesses and family enterprises about how we could better support them. dvice on doing business with China is all around. Some of it is good, some bad, and some absolutely crucial to your business success. Even the best advice can’t, and shouldn’t, replace developing your own cross-cultural radar. “I learned twenty do’s and don’ts before going to China – how to hand over the business card and what gifts to give. Of course, these only covered a fraction of situations I experienced. Many of them still mystify me”, said one Australian business owner at the recent Australia-China Business Week in Shanghai. It’s tempting to memorise protocol tips. Mastering the respectful two-handed business card exchange is a fine start, but how do we go from there to build credibility, trust and strong business relationships? By understanding the cultural “why” behind the behaviours we meet. Culture tends to blindside us; we take our values for granted, often thinking of them “common sense”. The trick is knowing what values and practices are common and shared, and which ones are not. As many China experienced business people and scholars point out, China is modernising, not Westernising.

Chinese culture still values status, relationships and interdependence. Face and Guangxi often quoted as key, yet seldom fully understood. Face is the equivalent to ones status in society. It includes but goes beyond notions of reputation, extending to dignity and honour in the eyes of others. What Western cultures may dismiss as an insignificant mistake, such as being asked a question in a meeting and not knowing the answer, can cause a significant loss of face – especially when this happens in front of others. Giving face can involve praising others publicly, treating them to an expensive meal and giving a valuable gift. Gestures count, grand and small.

Switching on our cultural radar means asking “What are the cultural differences that matter?”. The key lies in understanding cultural values and where they came from. Then we can better navigate interactions, make sense of the advice of others and use those protocol tips effectively.

跨境电商角逐“一带一路 One Belt One Road”

一带一路”是指“丝绸之路经济 带”和“21世纪海上丝绸之路”的 简称,是中国对外主要经济战略。 一带一路是指主动发展国际合作伙伴 关系的一种发展理念。根据中国经济 网2016年最新数据显示,截至2015年 底,我国与“一带一路”相关国家贸易 额约占进出口总额的四分之一,投资建 设了50多个境外经贸合作区,承包工 程项目突破3000个。 2015年,我国企业共对“一带一路” 相关的49个国家进行了直接投资,投 资额同比增长18.2%。2015年,我 国承接“一带一路”相关国家服务外 包合同金额178.3亿美元,执行金额 121.5亿美元,同比分别增长42.6%和 23.4%。

中西方电商合作,将为国际贸易合作提 供更为便捷的交流环境,实现各国的开 放自由贸易。 2015年“双十一”时,中国消费者在 电商平台疯狂消费了1000亿人民币, 约合200亿澳元。

中国新型消费阶 层的崛起?

洲逐渐增长的收入正创造出 一批新的消费者。这个消费 阶层绝大多数都产生于中 国,基于现在中国的工作人口已经远高 于欧美的工作人群。随着中国消费者购 买力的升高,他们的需求和喜好也成为 了全球经济一个很重要的影响因素。

他们是谁

的年收入。他们的需求和购买力会随着 中国的发展持续上升。

城市中产

根据中国国家统计局、高盛全球投资研 究的数据表明,中国有近1亿4千万的 中产阶级,他们的年收入大约为1万2 千美金。他们中间有近一半的人为近年 受中国收入上涨政策影响的人群。

李克强总理决定推动《中国制造2025》 与“互联网+”融合发展 “中国制造2025”是中国工业未来10 年的发展纲领,概念由2014年12月首 次提出,以实现中国由制造业大国到制 造业强国的转变。中国计划用三个十 年来实现此目标, “中国制造2025” 是“三步走”的第一步,将指导中国进 入全球制造业的第二方阵。“中国制 造2025”主要围绕创新驱动、智能转 型、绿色发展展开。

工业4.0 对全球经济意味着什么

工业4.0:互联网+制造业 工业4.0是继第三次工业革命—“信息 革命”后的第四次工业革命,也就是现 在常用的“物理信息融合”,核心就 是“互联网+”。互联网技术紧密的将 市场和企业相连接,消费者提出要求, 制造者根据要求设计出产品,降低了产 销之间的信息不对称,催生出“C2B 商业模式”。而工业4.0是实现这一模 式关键环节,工业4.0代表了“互联网 +制造业”的智能生产,能够真正实 现“C2B2C”的商业模式。

根据世界经济论坛的工业互联网的调 查报告,超过74%的受访企业认为 工业4.0对最优化配置资产、减少运 营成本、提高员工生产率、创造新利 润等“非常或极其重要”。据估计, 到2030年,与不采用工业4.0技术相 比,工业4.0可以使全球GDP多增加 15万亿美元,亚太地区多增加约4.2万 亿美元。

税改来袭: 跨境电商与代购的 存亡考验?

重磅消息:2016年3月24日,中 国财政部、海关总署、国家税务总 局正式发布《关于跨境电子商务零 售进口税收政策的通知》。我国将 于4月8日正式实施跨境电子商务 零售(企业对消费者,即B2C) 进口税收政策,并同步调整行邮税 政策。 “此政策对于跨境电商有何影响?”“ 什么产品受税改价格将会上调?” “ 对于购买哪些产品的消费者成本将会上 升?”“代购热潮是否将就此泯灭?” ,政策一出,双轨制下各方疑问接踵而 来——针对这些问题,澳大利亚商务论 坛(Australian Business Forum)今 天整理了相关专家及行业信息,将简要 分析新税改如下。

一、跨境电商面对税改的第一 反应 新规出台后,赶在4月8日政策实行节 点前,海淘、天猫、聚美优品等众所周 知的跨境电商纷纷展开大型促销活动, 解决库存积压。其中疯狂促销主要集中 在:母婴产品、保健品与化妆品类。

二、那么新税改到底规定了什 么 据中华人民共和国财政部关税司原文颁 布,为营造公平竞争的市场环境,促进 跨境电子商务健康发展,经国务院批 准,自2016年4月8日起,我国跨境电 子商务零售进口商品将不再按邮递物品 征收行邮税,而是按货物征收关税和进 口环节增值税、消费税。

同时,因保留行邮税,并取消行邮税费 50元以内免税等政策,跨境电商与近 年异常火热的个人代购,在此次双轨制 改革下,都将面临需要重新洗牌的严 峻形势。

需要注意的是本次颁布的“新税率”只 是短期内的暂行政策,而一旦限额以下 的增值税和消费税的临时优惠结束, 进口关税的减免被取消,新的税率还 将上涨。

四、跨境电商的机遇与挑战

根据新税改后的税率计算,单价在 500元以下的原本处于免征额度内的 商品将受影响较大,如食品、保健 品、奶粉和纸尿裤等,这类商品通过 跨境进口方式消费者成本将升高。但 对于高档化妆品而言,调整后的税率 相比调整前的行邮税税率,消费者成 本降低。因此,跨境电商平台及代购 纷纷以新税改为噱头清理相关积累库 存,根据税改价格调整了采购清单。

新规颁布后,税收双轨制下,“天猫国 际、京东全球购等大的电商平台,可能 会采取与供应商积极协调、重新整合供 应链、减少货物品类、优化成本等方式 积极应对,跨境电商进口产品的价格不 一定会与综合税率的提高线性相关。” 有多年跨境电商从业经验的深圳市星空 物语科技有限公司总经理梅星星说道, 但一二十人甚至更小的跨境电商团队, 则可能会面临重新洗牌。“这些小团队 因为在供应链上议价能力弱,最终可能 被兼并或被淘汰。” 而跨境电子商务企业对企业(B2B) 进口,虽仍按照现行有关税收政策执 行,整个跨境商务行业的洗牌,预计 也将一定程度波及到B2B企业的相关
