Solid working relationship between the Police and the community they serve is a lasting solution in the ongoing and ever increasing battle against crime and criminality in the community. Hence the importance of implementation of Polisi Jamii initiative in Tanga.

ommunity Policing (Polisi Jamii) is not a new thing. It is a collaborative approach under Public Private Partnership. Polisi Jamii is a collaborative initiative involving the Police Force (Public Sector) and the community at large (Private Sector) in addressing the prevention of crimes in the community . The aim of Polisi Jamii is to assist crime prevention and maintenance of law and order. Crime prevention and maintenance and abiding to law and order is the responsibility of every

I congratulate Tanga Business Community for establishing Tanga Region Business Fund Against Crime (TARBFAC). This fund has been instrumental in implementing a number of development activities/ initiatives that addresses the main goal, prevention of crimes, maintenance of law and order and sustenance of peace. I salute the unity we have achieved so far through TARBFAC and urge All Tanga Business Community to continue supporting this fund in a sustainable way so as to continue to wage a prolonged and protracted war against a common enemy (crime) threatening the existence of general peace and peaceful business environment and our economic development. BRIEF REPORT ON TANGA REGION BUSIENESS FUND AGAINST CRIME (TARBFAC) OPERATIONS SINCE INCEPTION HISTORY AND OBJECTIVE OF ESTABLISHMENT OF THE FUND

anga Regional Business Fund Against Crime (TARBFAC) was established in response to a joint collaborative initiative done by Tanga Regional Authorities and the Management of Tanga Cement Company Ltd. On the other hand Tanga Cement Company Ltd in its programs had Community Policing agenda and were keen to implement in some way 3


As a result of all these developments, An Account No. 9752224439 named Business Fund Against Crime was established with EXIM BANK LTD Tanga in May 2007. Tanga Cement Company Ltd promised a commitment of a total of Tshs 100 million to the fund with the initial deposit of Tshs 25 Million made into the account immediately.

Police Commander. The commander convened a meeting of the business community with the aim to solicit more funds from the business community to assist in their endeavour to maintain law and order. Tanga Cement Co. Ltd said that their commitment needs the support of other stakeholders of the business community so that the fund becomes an all stakeholders fund and not the obligation of one player.

resolved that the fund should be sustainable for supporting the activities of the Police Force with regards to combating of crime and maintaining law and order. It was also resolved to form a cross sectional committee of the business community to manage the fund. As many business people were now on board, it was decided to broaden the CTI Business Fund Against Crime. The Fund’s name was hereafter changed to TANGA REGIONAL BUSINESS FUND AGAINST CRIME (TARBFAC), but maintained at the same bank and the same bank Account number.

THE INSPECTOR GENERAL OF POLICE (IGP) VISIT TO TANGA

T

he initiative of Tanga Region Business Fund Against Crime and its activities was noted even at the highest level of the Police Force. Hence in March 2008, the Inspector General of Police (IGP) visited Tanga Region. In his schedule in Tanga City, it include visit to all Police Posts of Magaoni, Magomeni, Gofu industrial, Pongwe as well as the Saruji Police Station.

IMPACT OF THE FUND TO THE MAINTANANCE OF LAW AND ORDER (Security) According to the report by the Regional Police Commander: • The number of criminal incidents has drastically been reduced, especially armed robbery and use of fire arms and the like. • The City of Tanga is calm and safe compared to other Cities and towns in the country • Community Policing has been done practically and the support to Mgambo to man Police Posts achieved and sustained. • Through the use of speed radar, accidents have been reduced in Tanga highways • The community have begun to understand that Law and Order can be sustained also through community Policing and that it is they have an obligation to assist. 7


All this success is attributed to the support to the Police Force through this Fund. However there is a need to make the fund sustainable through continued support from the business community.

This committee is also considered to be the security working committee affiliated to Tanga Region Business Council (TARBC) which is chaired by the Regional Administrative Secretary.

TESTIMONIES 1. MGAMBO - Mr NGEREZA Polisi Jamii is a good initiative. In areas like Magaoni and Magomeni the Posts have become very useful to the residents. We have seen a decline in Vibaka and one has to think twice before engaging in a criminal activity. Though we have been provided cell phones, these a limited to airtime we can afford. We have been working with the Police Force for more than two years now. I think it now time the Police Force has to trust the selected Mgambo or rather each post be provided with a Radio call sets for ease of quick cross communication. As regards to the monthly allowance, consideration should be done to increase it a bit, but should be scrapped completely as the case looks now. These posts need to be manned and patrols made in respective locations, one cannot do in an empty stomach.

2. Regional Traffic Officer commends the efforts made by the fund to date. His department has benefited from the fund contributions made, by assisting checking speed limits in highways, but also in the City by Traffic Police controls on traffic laws and order through constant patrols made by Police using motorcycles assigned to Traffic Police. As a way forward he recommends the following to be considered by the fund:•

To procure 3 modern Speed Radars which records the speed, date, vehicle number at that particular instance of occurrence and stores data as well, unlike the current ones. The RTO recommends these to be used:-

I would like to take this opportunity on behalf of OCD Tanga to send my sincere thanks to Tanga Businessmen network for a commendable contribution to finance various security projects. A lot of achievements have been attained in capacity building of infrastructure with regards to provision of security and tranquillity in our Region. We highly recognise and appreciate what has been done by TARBFAC. From OCD Tanga , this achievement can be noted but not limited to the following areas:• The fund has managed to create mutual cooperation between the Police Force and the community in a collective fight against crime.

* Kabuku – Mkata – Manga Highway stretch on the way to DSM * Mombo – Bwiko Highway on the way to Arusha * Muheza - Segera – Korogwe Highway on the way to Arusha.

• In those areas where the fund has managed to construct Police Posts e.g. Magomeni, Mikanjuni, Amboni etc. , the crime rate recorded has substantially been reduced, e.g, robbery and House breaking. Hence the community fear of crime and criminals has radically been reduced.

Procurent of Alcohol Tester – A recommendation to have 5 Testers to begin with for Tanga, Muheza, Korogwe, Lushoto and Handeni Districts. The above modern equipment will be a deterrent against speeding and drunken driving. The mind set of people change when they know modern technology is on hand, hence they try their best to abide by the law.

• Mobile Police through the use of Motorcycle has been a great assistance to the Police force, as it enabled the Police to have a quick response to calls, be at the scenes of crimes faster but also be able to reach areas which are difficult to access by vehicles. There are Motorcycles

(provided by the Fund). These are used by Traffic Police for keeping law and order in traffic rules and there are those which are used for normal patrol. The biggest challenge is fuel and maintenance of the motorcycles to ensure this service has continuity and is made sustainable. As regards to maintenance, a solution is on hand through utilisation of the newly constructed (by the Fund) garage at Mabawa Police when it becomes fully operational. This is a big achievement done by the fund. The Fund has been among security stakeholders that substantially contributed to manage security and safety for different National and International events that have been held in our Region. The Way Forward for the Fund should try to address the following: To continue financing Militia’s allowance who are working together with the Police and in reality have collective responsibility at the Police Posts and patrols in their local areas. To assist financing allowance for 2 technicians who shall work together with a Police mechanic at the Police garage, as a capacity building initiative. Contribution to Fuel for motorcycles for the Mobile Police force is a big challenge to the fund. To continue Community Policing awareness e.g. the issue of antinarcotic campaign as it has a bearing to crimes and lawlessness. Ways have to be instituted to create Sustainability of Fund through continued contribution by all stakeholders.

Though we appreciate the Mobile Police on Motorcycles, they should not only concentrate on people without Helmets when riding Motor Cycles, but also be inquisitive about various elements that may cause breakdown of law and order even big game crime plots. They should make patrols to remote areas like Magomeni, Magaoni, Mikanjuni where the majority of the people reside, as well as Industrial areas where criminals plan big game stealing and not patrols in the City center only. e have no objection to assisting the fund, However we need to know o have a report on what has the fund done before we come on board. A certain amount of Monthly contribution is not a problem as long as a proper system is instituted. This will avoid the request for a lump sum contribution from sponsors which normally is not there. n short - the Police Force is more able to make its presence felt, and this is Project Power. Therefore the fund must continue, and other businesses must be sensitized to support the fund, so that more people invest in Tanga. As an indication of way forward

Tanga is developing, this poses new challenges. For example, boda boda are providing a significant share in people transportation services, which is stretching to capacity some City Center roads. Soon will see the first traffic light being required in Tanga! etc Therefore, more investment into the fund will be required in the future. The Mgambo are involved in this project. This has become one of the success stories , Local Mgambos are made to link directly with the RPC, they have kept his office up to date with live news on crime and early apprehension of crooks.

The building of 9 Police Posts and allocation of officers at these posts who in collaboration with Mgambo has given the Public easy access to law enforcers . The purchase of piki piki has made it possible for officers to be first responders to reported crime incidents. This program enhances: • public relations • improves security • and lowers crime rates.

T

he term community or Polisi Jamii is a strategy and philosophy based on the notion that community interaction and support can help control crime and reduce fear with community members, helping to identify suspects, detain offenders, report problems to the police or otherwise target the social problems which give rise to a crime in the first place. Tanzania is a nation built on the foundations of peace and tranquillity, we need the unity we have achieved so far to wage a prolonged and protracted war against a common enemy (crime) threatening the existence and survival of peace in our communities.� In fact the basis of development of defence and security in Tanzania is the responsibility of the Tanzanian themselves and in particular every patriotic Tanzanian. Police alone will not be able to fight crime if residents do not support the crime control and prevention efforts. The country has no financial ability to employ a big paid force to manage its defence and security affairs. Hence the need to

bring on boards the community through this strategy of Polisi Jamii. We in Tanga commend the solid working relationship between the police and the community through Polisi Jamii Initiative. In Tanga Polisi Jamii has gone a mile further by the business providing financial resources through a special fund – The Tanga Region Business Fund Against Crime (TARBFAC), this is besides material contributions to the Police Force. This report has highlighted these various areas. All these contributions are directed to activities and programs that are geared to give support to the Police Force in maintenance of peace and order. Among the challenges faced by the TARBFAC is sustainability of the fund. As aforesaid the security in Tanzania is the responsibility of the Tanzanian themselves and in particular every patriotic Tanzanian. Achievements made have been noted, we plan forward for a sustained Polisi Jamii initiative. We shouldn’t let achievements reached to date go down the drain. We have to make forward plans. These needs financial resources and it is our collective responsibility to ensure that is done and ensure that this fund remains sustainable. Hence YOUR SUPPORT TO THE FUND.
