Pension flexibilities and DWP benefits From 6 April 2015, if you are aged at least 55 you will have more flexibility about what you do with your “defined contribution” pension. This is where you build up a pot of money rather than the right to a pension. For example, you (or your partner) might choose to: • take the whole amount as a lump sum • take a number of lump sums out • arrange “flexible drawdowns”, where lump sums or regular payments can be drawn down, or • buy an annuity. There are rules around how your pension, and any money you take from it, will be treated in the calculation of your entitlement to the following income-related benefits: • Employment and Support Allowance (income-related) • Housing Benefit • Income Support • Jobseeker’s Allowance (income-based) • Pension Credit • Universal Credit How your pension pot (or your partner’s pension pot) is treated depends on whether you or your partner have reached the qualifying age for Pension Credit. You can find out your qualifying age for Pension Credit by using the GOV.UK State Pension calculator at www.gov.uk/ calculate-state-pension. The way in which you use the new pension flexibilities could affect any future entitlement to benefits. This is explained below. If you (or your partner) are under the qualifying age for Pension Credit If you (or your partner) are under the qualifying age for Pension Credit, and you do not take any money from your pension pot, then it will not be taken into account when your benefit entitlement is worked out. If you or your partner does take money from your pension pot, it will be treated as either income or capital, depending on, for example, how regularly you withdraw it. It is your responsibility to tell DWP (and your Local Authority where appropriate) if you or your partner take any money from your pension pot.

If you (or your partner) are over the qualifying age for Pension Credit. Once you (or your partner) reach the qualifying age for Pension Credit, you are expected to use your pension(s) to help support yourself. If you choose not to buy an annuity after reaching the qualifying age for Pension Credit, an amount of “notional” income will be taken into account when your benefit is worked out. “Notional” income (in this case) is an amount equivalent to the income you would have received if you had bought an annuity. If you take an income from your pension pot, the amount which will be taken into account when assessing your benefit will be the higher of the actual income or notional income. If you take a cash lump sum, this will be taken into account as capital. It is your responsibility to tell DWP (and your Local Authority where appropriate) if you or your partner take any money from your pension pot. Deprivation rule If you spend, transfer or give away any money that you take from your pension pot, DWP will consider whether you have deliberately deprived yourself of that money in order to secure (or increase) your entitlement to benefits. If it is decided that you have deliberately deprived yourself, you will be treated as still having that money and it will be taken into account as income or capital when your benefit entitlement is worked out.

Further guidance... DWP staff can explain the rules around the treatment of income and capital, but this will not be a guarantee of your entitlement to benefits - each case is decided on its own individual circumstances. Further information is in the decision-making guidance at www.gov.uk Guidance to help you consider the options open to you can be found at “Pension Wise” at www. pensionwise.gov.uk Guidance is also available over the phone from The Pensions Advisory Service and face-to-face from some Citizens Advice Bureau offices. You can find a copy of this factsheet at www. gov.uk/government/publications/pensionflexibilities-and-dwp-benefits spotlight | 3

Local young people have given the Miles Platting Community Library container a new lease of life to celebrate the end of a successful community art project The container, which had been covered in unsightly graffiti, was given a fresh coat after Johnstone’s Paint kindly donated some green paint and the Adactus painting team took time out of their busy schedule to apply it. Young people who have been regularly attending arts sessions at the library over the last year then decorated the container with pictures of wildlife using stencils that they had helped to create. The group had been creating works of art every Thursday afternoon at the library, thanks to funding from Manchester City Council and GMP. They have been working with community artists

Fiona Smith and Jo Foley who helped the group to design stencils for the container art work before helping them to spray paint on the new designs. Participant Freja said “I liked doing the arts and crafts on the container because I like art and I am improving my skills. I love doing the art with Fiona because she is very creative just like me. I enjoyed myself spray painting”. The young people involved in the project were all presented with a certificate for their efforts at the last library art session at the end of May.

will be a number of out-and-about information sessions taking place in the next few months and we will invite you along to one of them. This will be a chance to find out more about the programme and ask any questions you might have. If you could email with your name, phone number and which district of Manchester you live in, that would be great. If you’re from a group and would like to find out more or book £12 tickets Please email ben.turner@mif.co.uk or ring 07976 560 498 to find out more, and hopefully arrange a time for someone to come and speak to you and your group about the range of performances on offer. If you know which commission you and your group would like to attend a booking form will be sent to you.

Manchester International Festival is committed to making its programme accessible to all residents and communities of Greater Manchester, and the organisations that work with them, and it would be great to welcome you along to an event this summer.

Whatever the weather might think, your garden knows its summer and there’s loads to do in the garden before you can sit back relax and put your feet up! If you haven’t done so already, wash down your patio area and garden furniture. Give any wooden garden furniture a new coating of wood stain for a fresh new look. There is an array of summer bedding plants around and if you don’t have much room in your garden, containers can be the fun end of the gardening scale. So enjoyable to put together and you can play around with different colour combinations and there is very little preparation required. A couple of hard and fast rules to remember when using containers: summer bedding plants will grow quite significantly over the season, so don’t pack them in too close. The traditional combining of an upright, central plant – such as a Geranium or Fuchsia – with several other smaller or trailing plants, almost guarantees success. (I have heard that the sale of yellow plants this year has been very high, understandable as yellow is an uplifting and happy shade!)

Below are some other tips on how to prepare your containers:• Use a good compost (don’t use garden soil) • Add a slow release fertiliser to the compost when planting up, these come in the forms of sticks, granules or tablets • Add water retention granules to compost, they can halve the number of times you have to water • Deadhead flowers to prolong blooms

Q&A

Pat’s Gardening Corner

Q&A Q.

My garden is looking like a jungle, I don’t know where to start - please help!

A. Once Spring arrives it’s amazing how quickly things start to grow (weeds in particular!).

I’d start by strimming the grass if it’s too long for a lawn mower. When it’s shortened it will be easier for you to mow it. Before you start strimming and mowing make sure there are no large objects in the grass that will damage the strimmer or mower. Once the grass is under control, you can sprinkle weed and feed, this will condition the grass and kill off lawn weeds. Where borders are overgrown with weeds, there is no easy way to get rid of them except to give them a good hoe and pull them out from the roots. You could use a weed killer but you may not be able to use the area for planting for sometime after.

Q. What plant food should I choose for improving the soil in my borders? A. After the long winter months, the nutrition left in the soil from last autumn has been washed

away by winter rains so to keep your plants healthy it is essential to provide food. There are many options but a general application of pelleted poultry manure will do the job for most of the garden.

Q.

Most of my garden is in shade are there any plants that like shade?

A. There are loads, shade is not a problem, it’s an ideal growing place for many of our most

treasured plants. For colour I would recommend Aquilegia, begonias, primulas, foxgloves, lilly of the valley and astilbe. For foliage I’d recommend hostas, ligularias, dunneras and a wide range of ferns.

…..Pause for thought

Consider your garden as ‘an extra room’ - it deserves as much consideration as the inside of your house. Please care for your garden and keep it tidy - it’s your responsibility! 14 | spotlight
