Active recycler

Ann B. commented: At least a few “yellow bag” containers should be placed again on Clay Kaserne and scheduled for emptying. I collect plastics daily and take sacks full home to my home yellow container. Response: Ann, I’m very happy that you are so proactive in recycling. There are a number of yellow bag/packaging containers located all over Clay Kaserne and yellow containers are scheduled to be placed at selected trash areas in September 2014 to include the area around the library and Building 1023 West. All community members are encouraged to recycle and to only place paper items in the blue containers.

Home-based business

Shawnda S. asked: I have a garrison-approved home-based business and am trying to find locations where I and other people with home-based businesses can set up. I have been asking around to see if there will be a Fall Bazaar like every other installation has. Is a Fall Bazaar possible this year, and if so, who handles it? Response: Shawnda, thanks for your interest in the upcoming bazaar. Wiesbaden Family, Morale, Welfare and Recreation hosts the 2014 Community Fall Bazaar Oct. 17-19 in Hangars 1035 and 1036 on Clay Kaserne. More than 75 vendors will be featured. When I moved to Wiesbaden and registered my pet, the rules were clearly explained to me, so I can only assume that this is a flagrant disregard of a known regulation. Is there any way that signs can be installed at various points along the Clay Housing walking trail to remind individuals that Clay Housing is not an off-leash area? Also, is there a way to re-educate members through area housing representatives or through the first sergeants to help curb the problem? Response: John, thanks for your concerns. Policy Letter 15 is quite clear that violations should be reported to the Military Police and building/section/area coordinators should be addressing violations brought to their attention. CP15 and other policies are also addressed in the Housing newcomer’s briefing and will be featured again in an upcoming Housing Newsletter. Should you observe a policy or regulatory violation in the future, please report it to the MP Desk as this will help garrison officials act upon these issues immediately. We are looking into the feasibility of placing signs at locations around the garrison.

Holiday Park accident

A memorial service was held in Kelsterbach Aug. 26 for 11-yearold Amber L. Walker who died Aug. 15 in an accident Amber Walker involving a ride at Holiday Park in Hassloch. Walker is survived by her mother, Claudia Walker, and father, Staff Sgt. Edmond Walker, who serves with the 1st Military Intelligence Battalion in Wiesbaden. Walker was remembered as a fun-loving GermanAmerican child, an artist and musician, with friends and family all over the world.

As per Army Regulation 600-8-1, captains, chief warrant officers 2 and sergeants first class and higher must complete casualty notification/assistance training Sept. 15-17. Recruiting for Special Forces

Active and reserve component members in all military branches and the Coast Guard are being invited to participate. “The survey is unprecedented in its scale and will influence policies that affect everyone in the services,” defense officials said. It’s voluntary and confidential. No one at the Defense Department will ever see how an individual service member responds, officials stressed. “No service member may be ordered or pressured to complete the survey or not to complete it,” officials said. Survey respondents can forward the survey to their personal email addresses and they can complete the survey on smart phones. Service members can use duty time to complete the survey. The study will help commanders at all levels evaluate current military workplace relations, professionalism and personal safety, officials said. The survey is being conducted independently of the Department of Defense by experts at the nonprofit, nonpartisan Rand Corporation. A full and public report of the Rand findings will be available in May 2015. (Defense Department release)

Rabbit advisory

If you see a rabbit that has visible puffiness around the eyes and appears fatigued (won’t run when you approach it), then it may be sick with a virus called Myxomotosis. Rabbits that become infected by the myxoma virus develop skin tumors followed by fatigue, fever, and panting and usually die within 14 days. The virus is rabbit-specific and does not pose a danger to humans (or cats/ dogs); however, as with any wild animal, contact should be avoided. If you notice a rabbit displaying symptoms of being sick, contact the Directorate of Public Works Customer Service at civ (0611) 705-9999.

Gearing up to build Hainerberg Housing’s new Access Control Point

Construction of the Access Control Point, originally planned to be completed at the same time, will take longer, officials said, with completion most likely not until the fall of 2015.

American flag at Veterans Park

Bill S. asked: How can we have a POW/MIA memorial at Veterans Park on Clay Kaserne and not have an American flag flying 24/7? There is a pole and no

flag, except the little baby ones you buy for your children on the Fourth of July and Memorial Day. Unacceptable. Response: As you noted, there is a flag pole at Veterans Park; however, the intent of this pole is to fly the POW/ MIA flag on authorized flag display days. As per AR 840-10, only one U.S. flag will be flown at one time on a U.S. Army installation. U.S. Army Garrison Wiesbaden’s U.S. flag is currently displayed in front of the U.S. Army Europe Headquarters on Boyd Boulevard. Permanent 24-hour display of the U.S. flag is authorized at memorials outside of the installation as long as the flag is properly illuminated with its own source of light during hours of darkness. This does not apply to our garrison since Veterans Park is inside the installation. As the symbol of the nation’s concern and commitment to achieving the fullest possible accounting of American prisoners of war or missing in action, Army installations are allowed to fly the POW/MIA flag beneath the flag of the United States on POW/MIA flag display days, specifically: Armed Forces Day, Memorial Day, Flay Day, Independence Day, National POW/MIA Recognition Day, Veterans Day and on occasions when the installation is hosting POW/MIA activities. Pop pop. The sound of gunshot echoes up the stairs. The smell of gunpowder wafts through the air. “You’re all going to die,” screams an unidentified man. The team of four police move swiftly forward as a unit, crouched and clutching each others’ vests. “Police,” one yells. “We’re coming.” Turning the corner, they face the shooter and with four against one, he drops his weapon. He’s handcuffed, and the danger is gone. Fortunately, it’s just a drill. The officer in charge breaks the scene with a hearty congratulations for a job well done, slapping the officers on their backs. The 529th Military Police Company teamed up with the 4th Precinct Polizei to participate in Polizei-led active shooter training to familiarize Polizei officer with American facilities and share tactics. The training culminated with exercises designed to practice tactics and test communication procedures between MP and Polizei dispatch centers Aug. 13-14 at Wiesbaden Middle School, according to LTC Joseph Hissim, director of Emergency Services. One of the lessons learned from the Washington D.C. Navy Yard shooting last September was that the D.C. Metropolitan Police responding to the installation to assist military police were not familiar with the base facilities, said Hissim. Stay safe on and around school buses When meeting children at the bus stop here are some things to remember: l Do wait on the same side of the street as the bus stop and meet your child at the bus stop. l Do not wait in a parked car, in a building or for your child to come to you. The bottom line is that when you meet your child at the bus stop, take charge of the situation. You are the adult — only you can reduce the risk and control the danger. When getting on and off the bus: l Be on time — walk, do not run to the bus stop. lWhen waiting for the bus, take at least three large steps away from the curb.

l Take your seat on the bus and stay in it while the bus is moving. If there are seat belts, buckle up. l When getting off the bus, take three large steps away from the curb and wait for the bus to leave before crossing the street. l Never cross the street in front of or behind the bus. Danger zones: l Educate your children on the danger zones as shown on the graphic below. Take extra precautions when near a school bus. Teach them to never cross in front of or behind a bus. Remember that traffic in Europe does not stop for loading and unloading of school buses (except where required on U.S. military installations). New bins, trash pickup helping recycle efforts U.S. Army Garrison Wiesbaden Directorate of Public Works officials recently announced an updated trash pick-up schedule for Aukamm Housing and the introduction of biodegradable (bio) waste bins in Aukamm and Hainerberg Housing to occur around mid-September. “We have an immediate change in the trash pick-up schedule for Aukamm Housing,” said Peter Zeisberger USAG Wiesbaden’s DPW landscape manager.

“From now on the packaging (yellow bag/containers) are emptied at Aukamm Housing on Mondays. “Additionally, the multi-stairwell residents at Aukamm and Hainerberg Housing will receive a biodegradable (bio) waste bin by mid-September 2014. Crestview Housing will follow later,” Zeisberger said. The containers for biodegradable/ biological waste are solely for compostable waste from the kitchen and garden, he explained. “Up to 40 percent of household refuse is biological waste. It is turned into compost in large-scale compost plants and can be used as fertilizer. Bio waste is also used in large bio gas plants for energy production. As a result, biological waste is 100 percent recyclable,” Zeisberger said. The state of Hessen is enacting a new law that will require all residents to recycle their biological waste with the new law taking effect in 2015, he said. Until then, the USAG Wiesbaden

will provide all housing areas with appropriate recycling containers. The pick-up schedule during the winter months (December to midMarch) is every second week. During the summer months (mid-March to the end of November) pick-up is weekly. Zeisberger offered the following tips for handling the bio waste bin: 4 Line your bin with newspaper to keep it dry and clean. 4Rinse your bin with a garden hose from time to time. 4 Wrap leftovers in newspaper to prevent odor and moisture. 4 Collect bio waste in special biodegradable bags. 4 For additional green waste such as leaves and grass, brown bags are available at the Self-Help Home Improvement Store in Hainerberg Housing and at the Reuse and Recycling Center on Clay Kaserne. Community members have been highly engaged in recycling, Zeisberger said, adding that thanks to improved recycling habits encouraged by such

programs as the Green Boot Program, the yellow waste containers for packaging materials will be back at various trash collection points on Clay Kaserne. Changes are scheduled for the beginning of September, he added. She said the orientation helped her “because the school is so big and I’m afraid I won’t know where I’m going.” Noting the differences from elementary: “I have more classes and bigger classrooms … and lockers,” and she looks forward to getting involved in some of the school’s extracurricular offerings such as the photo and outdoor clubs. Forrest Buck was a sixthgrader in Virginia, but he is new to the middle school scene. Having relocated to Wiesbaden during the summer, he made fast friends by getting involved in Boy Scouts and other activities during the break. He said he looks forward to changing classes and making even more new friends.

ALS ‘Ice Bucket Challenge’: By Capt. Stephen Hermann Wiesbaden Legal Center

A recent social media phenomenon is bringing awareness to support a cure for amyotrophic lateral sclerosis. Better known as the ALS “Ice Bucket Challenge,” this movement has helped the ALS Association raise over $22.9 million in the past few weeks While supporting charitable causes is important, some Army personnel have participated in the ALS “Ice Bucket Challenge” while in uniform. However well-intentioned, this is an impermissible endorsement of a non-federal entity. As stated in the Standards of Conduct and Joint Ethics Regulation, 5 CFR 2635.702(b),”An officer or employee may not use his or her government position or title or

any authority associated with his or her public office in a manner that could reasonably be construed to imply that the government sanctions or endorses the employee’s personal activities or those of another.” In layman’s terms, as a service member of the U.S. Army, you are prohibited from endorsing the ALS “Ice Bucket Challenge,” or any other fundraising organizations, while in your military uniform. However, there is no prohibition for taking part in fundraising of this nature when off-duty and clothed in civilian attire. If you have posted a video of your participation in ALS Ice Bucket Challenge, it is recommended that you remove the video from your social media account. IRS repeats warnings about phone scams The Internal Revenue Service and the Treasury Inspector General for Tax Administration continue to hear from taxpayers who have received unsolicited calls from individuals demanding payment while fraudulently claiming to be from the IRS. Based on the 90,000 complaints that TIGTA has received through its telephone hotline, to date, approximately 1,100 victims have been identified as having lost an estimated $5 million from these scams. “There are clear warning signs about these scams, which continue at high levels throughout the nation,” said IRS Commissioner John Koskinen. “Taxpayers should remember their first contact with the IRS will not be a call from out of the blue, but through official correspondence sent through the mail. A big red flag for these scams are angry, threatening calls from people who say

they are from the IRS and urging immediate payment. This is not how we operate. People should hang up immediately and contact TIGTA or the IRS.” Additionally, it is important for taxpayers to know that the IRS: • Never asks for credit card, debit card or prepaid card information over the telephone. • Never insists that taxpayers use a specific payment method to pay tax obligations. • Never requests immediate payment over the telephone and will not take enforcement action immediately following a phone conversation. Taxpayers usually receive prior notification of IRS enforcement action involving IRS tax liens or levies. Potential phone scam victims may be told that they owe money that must be paid immediately to the IRS or they are entitled to big refunds. When

unsuccessful the first time, sometimes phone scammers call back trying a new strategy. Other characteristics of these scams include: • Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves. • Scammers may be able to recite the last four digits of a victim’s Social Security number. • Scammers spoof the IRS toll-free number on caller ID to make it appear that it’s the IRS calling. • Scammers sometimes send bogus IRS emails to some victims to support their bogus calls. • Victims hear background noise of other calls being conducted to mimic a call site. • After threatening victims with jail time or driver’s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim. If you get a phone call from someone claiming to be from the IRS, here’s what you should do: • If you know you owe taxes or you think you might owe taxes, call the IRS at 1-800-829-1040. The IRS employees at that line can help you with a payment issue, if there really is such an issue. • If you know you don’t owe taxes or have no reason to think that you owe any taxes (for example, you’ve never

received a bill or the caller made some bogus threats as described above), then call and report the incident to TIGTA at 1-800-366-4484. • If you’ve been targeted by this scam, you should also contact the Federal Trade Commission and use their “FTC Complaint Assistant” at FTC.gov. Please add “IRS Telephone Scam” to the comments of your complaint. Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS. The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information. This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the email to phishing@irs.gov. For more information or to report a scam, go to www.irs.gov and type “scam” in the search box. ürth/Odenwald (64658) — This walk is midway between Darmstadt and Heidelberg in the scenic Odenwald area. As pretty as the trails were during past events, they were also rather steep at times. However, the five-km trail has historically been family-friendly and it shouldn’t be any different this year. From Wiesbaden, use Mainzer Strasse to connect with Autobahns 671, 60 and 67 to Darmstadt. Continue south on A5 and exit at Heppenheim (31), then use B-460 toward Fürth with the final few kilometer or two on B-38. From the KMC, use Autobahns 6 toward Mannheim and the Viernheimer Kreuz, and 659 toward Weinheim. Continue onto B-38 to reach the start at Fürth.

Parents, have your children received their annual influenza vaccines? Influenza, commonly known as “the flu,” is defined by the U.S. Centers for Disease Control and Prevention as a contagious disease that is seasonally spread throughout the United States. Everyone is susceptible to contracting the influenza virus. However, research shows risk is highest among children. The influenza virus is more dangerous than a common cold for most children. Each year more than 20,000 children under the age of 5 are hospitalized due to influenza complications, and some of those illnesses have resulted in death. All children under the age of 5 are susceptible to influenza complications, but research indicates certain children may be more vulnerable. The CDC reports severe influenza complications are most common among children under the age of 2. Furthermore, children with chronic health problems such as asthma, diabetes and disorders of the brain or nervous system (such as cerebral palsy and muscular dystrophy) have an increased risk of developing severe influenza complications. The severe health complications caused by the seasonal influenza virus can be prevented. To protect your children from the flu, the CDC recommends every child beginning at age 6 months receive an annual influenza vaccine. Because infants under 6 months are unable to receive the influenza vaccine, parents and older children in the household are highly encouraged to receive the influenza vaccine. There are a variety of influenza vaccines available for children. For instance, one type, called trivalent, protects against three strains of the influenza virus (usually, two types of influenza A viruses and one influenza B virus). while others are given as a mist sprayed into the nose. The wide variety of influenza vaccine options can be confusing for most parents. To determine the influenza vaccine most appropriate for your children, consult your pediatrician or primary care provider. The best way to protect your children from contracting the influenza virus is to ensure they — and you — receive an annual influenza vaccine. Once you

and your family have received your influenza vaccines, it will take approximately two weeks for antibodies to develop to protect your family against the influenza virus. The new school will meet Leed (Leadership in Energy and Environmental) Silver standards, Deaner said, including a variety of environmentally friendly features such as sensor lights, lower-flow toilets and other aspects designed to reduce costs and save resources. Other new features to meet 21st century educational specifications include turning classrooms into studio space with common areas, creating a new “black box” theater offering more flexibility and various other updated designs. “I think it’ll be a great building,” Deaner said, adding that designs for the new middle school and elementary school are at 35 percent completion with construction projected to start about six months after the high school is completed. “The new middle school will be located across the street from the current elementary school,” he said, explaining that students will stay in place in the current facility until the new middle school is completed. Once the new middle school is finished, those students will move and the old school will be demolished with construction of the new elementary school to occur in that space while students continue to attend school in the current facility. What you’ll miss when you leave Germany Although there are times when living in a foreign country is difficult and you’ll find yourself missing home, once you PCS out of Germany, there will be a pretty long list of things you’ll miss.

story by Susan Melnyk, contributing writer I found this out the hard way over the past few months, when our tour in Germany ended and we were PCS’ed back to the U.S. After just two years in Germany, I had fallen in love with the pace of life and the perks I’d come to take for granted in our short time there. Here are a few of the things I think you’ll also miss when you leave Germany, and a little reminder of what you should take full advantage of while you are still stationed overseas. Happy travels!! Bakeries Oh you beautiful, beautiful German bakeries. Upon arriving at our new home station back in the U.S., I was excited to learn that there was a European bakery in town. Although the place is fantastic and has a wide range of options, nothing quite matches the first time you walk into a German bakery, large or small. The range and quality of the baked breads, cakes, and pastries in Germany (and the rest of Europe) are unrivaled on the other continents. Throw out the scale and enjoy them while you’re there!

Shopping and grocery stores within walking distance If you lived off base in Germany, I can almost guarantee that you were within walking distance to a bakery, grocery store, or shops. Being able to walk to grab a little something for dinner or do a little window shopping is one of the great luxuries of being based in Europe. Leave the car at home and explore! Spend less time at the gym and more of it exploring this beautiful country. Unless you live in a larger city or right downtown in your town back in the states, its not often that you are close enough to walk to stores. Free festivals There are not usually any admission charges for carnivals, fairs, and festivals in Germany. Most wine festivals and city fairs are free to wander through, only charging you for what you eat and drink. This gives you the opportunity to take in tons of events on a budget and is the perfect way to get out and mingle with the locals. Sunday stores closed Okay, so when you first get to Germany and run out of groceries on Saturday night, you tell yourself you’ll grab some on Sunday at the local store. Been there? Yep… no dice. Closed, baby, closed. Sure, you can hit the commissary or PX, but you have probably cursed the Sunday store closures at least once. Here’s the thing (and bear with me just a second) — you are going to miss that.

Okay, so maybe at first, you’ll love the convenience of hitting Target on a Sunday afternoon, but what you’ll come to miss is the way that Sunday is so peaceful in Germany. Festivals are happening all over the place, people are preparing family meals or sitting for hours at little cafes and people-watching. There is a sense that the day is meant for family and rest. Real relaxation… not “I’ll run out and just do a little shopping and cleaning and yardwork” kind of relaxation, but real, quiet, thorough relaxation. Slow down, grab your kids or some friends and head to a festival, or stay in and read a book, but give into it. I promise, you’ll miss the quiet one Sunday in the future when you’re standing in a long line at Wal-Mart behind some screaming two year old. Especially if that two year old is yours! :) No matter how hard living in a foreign country can be some days, don’t forget that it won’t last forever, so take advantage of the many things you might miss out on once you’re back at home.

Speaking of bread... Germans make the most incredible bread. The range of choices in even the smallest bakeries are mind-boggling, and you could probably live in Germany for 10 years without trying all the
