Maj. David Davenport said. Speaking during a town hall event at U.S. Army Europe headquarters on Clay Kaserne in Wiesbaden, the command sergeant major of Army Training and Doctrine Command
discussed expanding the focuses of TRADOC for the future of the U.S. Army’s more than 91,000 NCOs, citing new career maps, more emphasis on civilian education, attention to broadening opportunities, and increased opportunities for joint professional military education. Even the name has changed, he explained, referencing the noncommissioned officer education system, or NCOES. “We will no longer call it the NCOES. We will call it the NCOPDS, the noncommissioned officer professional development system,” he said,

“because there is more to being a noncommissioned officer than just going to your required primary military education.” In his remarks, Davenport also explained the Army’s need for STEP, an acronym that stands for “select, train, educate and promote,” a relatively new Army program that he calls a “forcing function to get our NCOs to school.” STEP is an implementation of the noncommissioned officer professional development system across the Army, in accordance with Secretary of See ‘NCOs’ on page 2
Members of the U.S. Army Garrison Wiesbaden community came together for the Black History Month Observance Feb. 15 at the Tony Bass Auditorium on Clay Kaserne. The observance was hosted by 5th Signal Command (Theater) and featured guest speaker Sgt. Maj. Robert Atkinson, the U.S. Army Europe G-1 sergeant major. Atkinson spoke about the history of the 25th Infantry Division Bicycle Corps, a primarily black unit that conducted tests for the Army on the feasibility of using bicycles on the battlefield in the late 1800s. As part of their testing and evaluation mission the unit once rode about 1,900 miles from Fort Missoula, Montana to St. Louis, Missouri in June 1897. Atkinson said he didn’t previously know anything about the 25th Infantry Division Bicycle Corps, but was fascinated by what he learned and the lessons the story can provide for Soldiers today. “I truly believe that stewardship in your profession, in this great profession that we have, is a must for Soldiers,” Atkinson said. Atkinson noted the unit’s 1,900-mile ride happened in 1897, which he described as a difficult time for black Americans. “This was decades before

the Army Directive 2015-31. “A year ago, we had almost 14,000 noncommissioned officers that hadn’t been to school,” Davenport said, referring to the professional military development classes provided by the Army and required for each rank. “Of that 14,000, 4,000 were in their grade three or more years. Of that 4,000, 1,200 had been scheduled for school six or more times and didn’t go.” “This is why we need STEP,” he added. “This last year we are down to about 4,000 right now.”
Davenport discussed a multitude of changes within STEP, innovations and future programs currently in the process or already implemented by TRADOC. He cited a reworking of the structured self-development courses, which are required online courses for promotion, the addition of instructor badges for wear on the uniform, and even a new service school academic evaluation report, known as the Department of the Army Form 1059. At the end of the brief, Davenport held a candid Q&A session with attendees.
“I think it should’ve been mandatory for all NCOs to be here,” said Sgt. 1st Class Leroy A. Hunter, a noncommissioned officer assigned to the U.S. Army Europe inspector general class who attended the event. “He put out some revolutionary information that us as leaders, not only as potential students of the future, need to know so that we can take care of our Soldiers.” Davenport invited anyone interested in learning more about these changes to read his blog at the TRADOC News Center at www.tradocnews. org.
Overseas housing allowance survey open now U.S. Army Europe Release U.S. Army Europe is asking service members in Germany who are residing off-post in privately leased or rental housing to take part in the annual housing survey. The survey is instrumental in ensuring accurate housing allowance rates for military families living off post.
This survey is critical for ensuring OHA rates are properly set at overseas locations and directly affects the amount of housing allowance paid to service members. “The OHA survey is very important because it gives service members an opportunity to directly affect the amount of their utility and recurring maintenance allowance.” said Bill Gordon, U.S.
Army Europe personnel division’s chief of military pay policy. Gordon also explained that service members taking the survey will be asked to enter in their previous monthly utility expenses. The Defense Travel Management Office will begin its month-long Overseas Housing Allowance Utility survey March 1.

SHARP resources now available for DA civilians By Jason B. Cutshaw USASMDC/ARSTRAT Public Affairs
REDSTONE ARSENAL, Ala. — Army civilians are now able to utilize the Army’s Sexual Harassment/Assault Response and Prevention, or SHARP, program. Beginning in January, Secretary of the Army Directive 2017-02 provides for the immediate implementation, during a one-year pilot program, to allow SHARP professionals to be able to assist Department of the Army civilians by offering referral services, restricted and unrestricted reporting, and entering information into the Defense Sexual Assault Incident Database, or DSAID. “The significance of the SHARP Program being fully accessible to DA civilians is tremendous. It shows the Army’s intent on improving and enhancing the SHARP
program across the enterprise,” said Dr. Julie Lindahl, U.S. Army Space and Missile Defense Command/Army Forces Strategic Command SHARP program manager. “This further exemplifies that it takes people to complete the mission, so it’s important we take care of our people, both military and civilian. Additionally, it improves the readiness of the workforce, posturing us for resilient and steadfast capabilities.” With this new avenue of support, Army civilian employ-
ees will have access to the full Sexual Assault Prevention and Response, or SAPR, services that are offered to active-duty servicemembers. They will also have access to SAPR advocacy services of a Sexual Assault Response Coordinator, or SARC, and a SAPR victim advocate, or VA. This does not include additional medical entitlements or legal services to which they are not already authorized by law or policy. “This is a big deal because civilians work alongside Soldiers day in and day out, sometimes working the same mission and responsibilities so they deserve the same rights and options,” Lindahl said. “The military has a ‘one team, one fight’ mentality, so it’s only fair and equitable that all personnel be afforded services and support. There is no bias when it comes to sexual assault; it can happen to anyone
by anyone. We need to protect our people which in turn protects our mission.” DA civilians who believe they are victims of sexual assault may file either an unrestricted or restricted report and receive assistive services from SARCs, SHARP VAs and victim representatives, or VRs. SHARP cases will also be entered into DSAID. Unrestricted reporting will result in notification to the supervisor or chain of command and the appropriate military or civilian law enforcement agency. A criminal investigation will be initiated and prosecution is possible. Restricted reporting results in no notification to the supervisor, chain of command or law enforcement. No criminal investigation will occur, thus limiting the government’s ability to hold the alleged assailant accountable. “The SHARP program
provides services and support to victims of sexual assault by a non-intimate partner,” Lindahl said. “There are two reporting options — restricted and unrestricted — which Soldiers, DA civilians, and adult family members can elect. This new directive and trial period affords DA civilians sexual assault services and support, however they still go to the local Equal Employment Opportunity office for assistance with sexual harassment complaints.” Emergency medical services at a military medical treatment facility are authorized. Nonemergency medical services at a facility are not authorized unless the victim is otherwise legally entitled to the services. SARCs, VAs or VRs may help victims find off-post resources such as rape crisis centers and counseling services. Use of these services is strictly voluntary.
Take precautions to control your wheels in any weather U.S. Army Garrison Wiesbaden Safety Office release Winter is almost over, but if we can learn anything from our past, it is that winter always has surprises in store for us when we let our guard down. Accidents involving skidding or bad weather conditions are preventable. Bad weather doesn’t cause accidents. Weather conditions create driving hazards. It is up to you, the driver, to know how to deal with them. You are responsible for keeping your vehicle under control no matter what the road or weather. Here are some reminders of how to drive safely in winter conditions:
Before you start out
Clearing the entire windshield and all windows and mirrors and keeping brake and signal lights clear of ice and snow will help you be able to see as much as possible around you to avoid collisions. It is a good idea to carry a winter survival kit, especially on long trips or in isolated areas. This kit might include matches and a candle, a parka and sleeping bag or emergency blanket, food, first aid kit, jumper cables with safety goggles, gasoline, antifreeze, fuel conditioner for diesel fuel, wrenches for minor repairs, a spare fan belt and radiator hose, spare spark plugs and spark plug wire.

Stay alert
Keep your eyes moving to be aware of the traffic situation all around you. Don’t just concentrate on what is right in front of you. Scan the distance and glance frequently at your mirrors — if you receive information too late, you will have to make a sudden move. Doubling the following distance at least between you and the vehicle ahead of you and maintaining as much free space around your vehicle as possible can help prevent collisions. Keep the sides and rear of your vehicle as clear of
other vehicles as possible and maintain communication with other drivers to make sure they see you and you understand one another’s intentions. Use your lights, horn, and even eye contact to communicate. Adjust your speed to road conditions and allow more travel time, paying attention constantly to the road conditions, which can vary even from one lane to the next.
React to road conditions
Build up your speed gradually before traveling uphill, shifting down
smoothly, possibly before you start up. As you reach the top, be ready for unseen hazards such as a sudden downhill grade or a stalled vehicle, and use lower gears instead of brakes to travel down a steep hill. Avoid sudden steering movements, and be ready to steer smoothly as you approach a curve. Plan any lane changes well ahead of time. On icy roads, any driving maneuver can set off a skid. Braking, steering, accelerating and taking your foot off the accelerator can all result in a loss of control. Carry out these moves with a light touch, being continually aware of the vehicle’s response. Brake correctly for the type of vehicle you are driving. For some braking systems, a quick, light pumping of the brakes is the way to stop on ice while maintaining steering control. Avoid locking the brakes. If you have air brakes, keep an eye on the air pressure. Anti-lock braking systems (ABS) should not be pumped. Check with the manufacturer for the correct operation of your braking system. Strive to maintain traction at all times. You need positive contact with the road surface to control the direction and speed of travel. Drive moderately and gently. Avoid sudden braking, accelerating or turning.

Due to construction and improvements on B455 behind the AAFES Main Exchange, the road will be limited to one-way heading south (toward Mainzerstrasse) from March 6 through the end of April. Drivers who use B455 to travel toward the Crestview and Aukamm housing areas should follow the “Umleitung” or detour signs and use Berlinerstrasse to New Yorkstrasse instead. New Yorkstrasse will remain open to two-way traffic throughout the construction. All drivers should expect traffic delays and are encouraged to plan ahead. Detour signs will say U1.
Spring ahead
As a reminder, the U.S. will spring forward March 12. So for about two weeks afterward, USAG Wiesbaden will be five hours ahead of Eastern Standard Time, six hours ahead of Central Standard Time, seven hours ahead of Mountain Time and eight hours ahead of Pacific Standard Time. Daylight saving time takes effect in Europe during the early hours of March 26. (Set your clocks ahead one hour before going to bed Sat., March 25.)

Clay Kaserne to get upgraded bike racks By Emily Jennings

Wiesbaden cyclists will have several new and improved places to park their bicycles on Clay Kaserne come spring. The Directorate of Public Works has begun work on six bicycle racks and shelters around Clay Kaserne, some new and some an improvement on existing structures. The scope of the project provides upgrades to some of the bike racks as well as the installation of a few new bike shelters where cyclists can leave their commuter bikes, safe from the weather. The new bike racks and shelters are expected to be complete by late spring, and will be conveniently located where people usually park their bikes. “DPW Master Planning chose the locations based on highest pedestrian and bike traffic areas on Clay,” said Klaus Hahn, chief, construction branch.

The new bike racks will also be more space efficient. “With the U-style approach, each rack can accommodate two bikes – one on each side,” Hahn said. Johnson said he hopes this is just the beginning. “Every year we are going to try to build upon this as we try to make Clay Kaserne a more pedestrian and bicycle friendly community.”

the cars in accordance with Army in Europe Regulation 190-1, Driver and Vehicle Requirements and the Instal-
lation Traffic Code for the U.S. Forces in Germany. “To avoid towing, owners should ensure their nonoperational vehicles are parked in an authorized location,” said Staff Sgt. Joseph Onessimo. “Wiesbaden’s FMWR manages a lot on Clay North near the Auto Skills Center for nonoperational vehicles that customers are currently repairing.” The Military Police tag all unregistered vehicles within the USAG Wiesbaden area. When a car is tagged, the owner has 72 hours to register it, or it can impounded. Once a car is towed to the impound lot, an owner can claim it by contacting Onessimo, proving ownership, paying the towing fees, and registering the car. Two 2nd Signal Brigade units were recently named the U.S. Army Network Enterprise Technology Command 2016 Network Enterprise Center of the Year in their respective categories, recognizing the highest standards for customer service and communications excellence across the command. The 509th Signal Battalion in Vicenza, Italy won the NETCOM NEC of the Year award for the medium category, and the 102nd Signal Battalion in Wiesbaden won for the large category, the unit’s fifth consecutive award. There are 132 NECs in NETCOM each evaluated for responsiveness in supporting enterprise establishment efforts, supported enterprise solutions, innovative demonstrated in solutions to resource shortfalls and other specified criteria. Members of the U.S. Army Garrison Wiesbaden community can take advantage of another tool to stay connected to local news sources while stationed in Germany. Similar to stateside County Emergency Notification Systems, KATWARN is a free mobile app service for official warning information using German zip codes. The app exclusively displays information from authorities, facilities and control centers in Germany. KATWARN tells users when there is a potentially dangerous situation and suggests what to do when alerted. With the ability to register seven different zip code areas, the app is a good resource to monitor activity in off-post areas while away from home. “This system, in addition to garrison alerts via AtHoc, is another tool to help protect yourself and your family while stationed overseas,” said Manuel Alvarado, emergency manager, USAG Wiesbaden. “The application and alerts are in English and are specific to your neighborhood, which benefits residents living in our off-post communities surrounding Wiesbaden.” Once you download the app and activate the “Guardian Angel” mode, users can type in their zip code or the name of the town to add specific locations. The warnings do not include weather, which is announced by the German Weather Service. The sender of each warning is indicated in the respective text message received. THESSALONIKI, Greece — Eight UH-60 Black Hawk helicopters and more than 70 other pieces of equipment arrived at the Port of Thessaloniki as part of the 10th Combat Aviation Brigade nine month rotational deployment in support of Operation Atlantic Resolve Feb. 25. The arrival of 10th CAB adds to the aviation capabilities to train with our allies and partners as well as responding to crises should it be required. Greek military aviators and key leaders welcomed their military Allies and expressed aspiration in looking forward to working together more often. Commissaries begin measuring regional savings
Defense Commissary Agency News Release FORT LEE, Va. — Commissary savings now will be reported more often and better reflect the cost of living where patrons shop, the director and CEO of the Defense Commissary Agency said.
“We have updated how we measure patron savings at the commissary,” Joseph H. Jeu said. “This enhanced way of calculating savings doesn’t change the actual dollars that patrons save, but it will give patrons a better understanding of price comparisons in their local area.” Historically, DeCA measured savings globally, by comparing national prices at commissaries against average market prices for the whole country. However, the cost of living varies by region, DeCA officials noted. To account for these geographic differences,
they said, Congress now requires DeCA to report on savings regionally, comparing prices with two or three commercial grocers, including super centers, in the local area of each commissary in the United States. Congress requires that DeCA maintain savings at current levels, even as the commissary system transforms its business operations and improves the shopping experience, officials said. The new savings rate provides an accurate baseline that will allow DeCA and Congress to monitor and protect patron savings, they added.

New commissary store brand names unveiled Defense Commissary Agency News Release FORT LEE, Va. – The Defense Commissary Agency has chosen the names “Freedom’s Choice™” and “HomeBase™” for its private label product assortment. That announcement came from DeCA Director and CEO Joseph H. Jeu. Private label, also known as store brands, will be appearing on commissary shelves in May. “Commissary patrons have been telling us for quite some time that they want to take advantage of the value offered by store brands, but commissaries have not had
their own brand until now,” Jeu said. “We are proud of our new brands, and I believe our customers are going to be very pleased with the quality and low prices that Freedom’s Choice and HomeBase bring to our shelves.” Freedom’s Choice will be the commissary brand name for food items and HomeBase for nonfood items such as paper products and other household items. With the initial rollout targeted for May, patrons in commissaries worldwide can expect to see a number of DeCA’s Freedom’s Choice and HomeBase products. The number of Freedom’s Choice and HomeBase products will continue to grow over the next four to five years. “Freedom’s Choice and HomeBase will give our patrons another chance to save money without sacrificing quality on brands priced significantly lower than national brands,” Jeu said. “Our private label products will also be equal or lower in price to commercial grocery store brands.” In December, DeCA announced its partnership with SpartanNash to begin developing the commissary brands. SpartanNash, through its military division MDV, is the leading distributor of grocery products to military commissaries in the United States.

They’re everywhere. Whether it’s an early morning breakfast at the Wiesbaden Entertainment Center, community event, annual German-American Friendship Festival or late night entertainment in the WEC Lounge, they are on the job, making sure customers receive well-prepared food and beverages delivered with a smile. “In the short time that I’ve been here, we’ve built really good relationships with the people I work with and serve,” said Chris Huff, Wiesbaden Entertainment Center’s food and beverage manager. The Seattle native and Army veteran, who worked for years in the civilian food service industry, said, “It’s an honor to give back. On the civilian side, it’s all about profit -- but here our guests have a meaning.” Huff praised his staff and said that despite some challenges, like the recent federal hiring freeze, Wiesbaden Family and MWR has
increased its catering and banquet service. “They (the food and beverage staff) do an excellent job. They’re extremely flexible,” Huff said. “We do a lot of special events,” Huff said, explaining that MWR’s food and beverage operations are represented at karaoke and right arm nights, Armed Forces Entertainment evenings and even off-post, host nation events such as the Wiesbaden Stadtfest and Hochheimer Markt. “We just got a brand new Imbiss trailer that we’re going to roll out, which will make it so much easier for us to support events,” Huff said, adding, “and we’ll be able to do so much more than we have in the past.” “I love interacting with people and building personal relationships. I just try to make their day,” said Katrina Pennington as she served up hot cups of coffee recently in the Strike Zone of the Wiesbaden Entertainment Center. “A lot of people come here and they’re happy to see me – and I’m happy to see them.” The Chicago native and Army civilian who has worked for Wi-
esbaden MWR since June 2015 said having a positive attitude and looking at things through the customer’s eyes are her secrets to service with a smile. “I try to always be prepared to see things from the other person’s perspective and come in with the right attitude. Your job is customer service and you should be prepared to help people.” Likewise for Mike Roberts, a bartender in the Wiesbaden Entertainment Center Lounge, who said, “It’s all about people. You help people every day – new people, nice people, people from all walks of life and from all over America – all sizes and all shapes. We love them all. “I just think it’s a privilege to serve,” said Roberts, who has worked for MWR for more than two decades, seven of them in Wiesbaden, and hails from Keene, N.H. Sports and leisure Program aims to make tax-free shopping easier By Herald Union staff The Wiesbaden Chamber of Commerce and Industry recently announced they will be bringing back a program to help shoppers identify retailers that accept the Value Added Tax form and offer assistance in English. According to an article published in the Wiesbadener Kurier, due to the growing number of Americans among Wiesbaden shoppers the CCI has decided to revitalize a sticker campaign in coordination with local stores. The campaign encourages retailers to display “English Spoken Here” and “VAT-FormAccepted” stickers in their store front windows. The stickers were a suggestion from the U.S. Army as a way to make Wiesbaden stores more attractive to foreign shoppers. According to the CCI, the move of the U.S. Army Europe Headquarters from Heidelberg to Wiesbaden in 2012 along with a rise in tourists has resulted in a growing number of American customers in Wiesbaden. Wiesbaden High School RoboWarriors Robotics Club members are gearing up for their first regional competition in San Diego from March 8 to 11 with their robot, Frau POW! 9.0. And in April, they will compete in Las Vegas, according to a RoboWarriors release. This year’s contest is called FIRST STEAMworks, which is a competition to collect power nodes (balls) and gears to power a flying machine in Steampunk fashion. The game will be played in hundreds of district and regional competitions around the world, including over 250,000 students with $30 million in scholarships at stake, said RoboWarriors coach Frank Pendzich. “We’ve designed our robot to fo-

cus on delivering gears to our airship autonomously using a vision control system,” he said. “The drive train is a swerve-wheel system that is field centric, meaning we can go anywhere we want without steering. Just point the joystick and an onboard gyroscope takes the robot in the direction you want to go.” The robot can carry thirty balls and shoot columns of three balls at a time or dump them all at once, Pendzich said. Last year, the team were semifinalists at the Rockwell International Innovation in Control. This is the RoboWarriors’ ninth year competing. News and features Understanding the referral process for specialty care By Wiesbaden Army Health Clinic Patients enrolled to Wiesbaden Army Health Clinic are often referred to specialty providers at Landstuhl Regional Medical Center or to host nation providers in Wiesbaden and Mainz for specialty care. On average WAHC makes 462 referrals to LRMC and 388 to host nation providers each month. However, approximately 20 to 30 percent of referrals are not acted upon or used by patients. “We are fortunate to be supported by a robust host nation network of providers and hospitals and to be located relatively close to LRMC. However, patients often have challenges scheduling or completing referrals,” said Lt. Col. Nelson So, WAHC commander. “The Regional Health Command in Europe and LRMC have implemented systems to help remind patients of pending referrals and to book their specialty care appointments at LRMC or with host nation providers.”

Cash back option returns to Wiesbaden Exchange By Army & Air Force Exchange Service Public Affairs After an extended technical challenge, cash back at the Army & Air Force Exchange Service has returned. Shoppers using a debit card at the U.S. Army Garrison Wiesbaden Exchange can get cash back in increments of $10, $20 or $50. Cash back options at the Express, troop store and Military Clothing include $5, $10 or $20. The cash back option was temporarily unavailable while bank card vendors worked to correct functionality and security issues associated with certain chip cards during cash back transactions. The issue, which affected

Defense Secretary asks DoD to seek organizational efficiencies By Terri Moon Cronk DoD News, Defense Media Activity
Defense Secretary Jim Mattis has distributed guidance to the Defense Department concerning organizational and structural reforms and establishing cross-functional teams to address mission effectiveness and efficiencies, Pentagon spokesman Navy Capt. Jeff Davis said. “The secretary has directed the department to address several things,” he said, “[such as] the disestablishment of the office of the undersecretary of defense for acquisitions, technology and logistics, to reform the functions of the chief management officer, and to optimize information management and cyber operations.” Additionally, DoD will review its core business functions to make those operations more
efficient, Davis said. The memos call upon the department’s personnel to lead an “accelerated and fully transparent effort,” to develop implementation plans for establishing undersecretaries of defense for research and engineering and for acquisition and support. The plan should also include a recommendation for designating a chief information officer. Additional actions outlined in the memos include improving the function of or developing alternatives for the department’s chief management officer and streamlining business services and tasks that are replicated across service lines. “We have sometimes allowed our focus on service uniqueness to extend into business operations,” the secretary wrote, “leading to duplication of effort and costs we can no lon-

It’s that time of year when we dress up warmly to go outside and sometimes our children will share hats and scarfs and unknowingly share a little something else as well. That little something is an annoying critter called a head louse. Head lice infestations are a common occurrence during the fall and winter months every year. Children ages 3 to 11 years old are most susceptible and it is spread through direct head-to-head contact.Although less common, older people can also be affected. Head lice are not in any way related to hygiene or cleanliness in the home or schools. In fact, they prefer a nice clean scalp. They do not pose a serious threat to your health but they are an annoyance because of the difficulty in eliminating the tiny parasitic insects. Also,
while head lice are not dangerous, they are extremely contagious. The biggest challenges are not only how to eliminate the little creatures and their eggs, but how to prevent them from spreading from one child to another.
How can we prevent the spread of head lice?
Head lice can be prevented by simply practicing a few interventions with your family on a regular basis to include: 1. Not sharing items with other children such as hats, coats, gloves, combs or hair accessories. 2. Encourage your child not to play with his/her own hair and avoid playing with other children’s hair. 3. Children with long hair should have their hair pinned or tied up. 4. Before sleepovers conduct a check of each child’s head for lice.
1. Inform your child’s school nurse if your child has head lice or you suspect that he/she may have been exposed. 2. Treat with pediculocide shampoo – available at the PX and local Apothekes, or through the Pharmacy at Wiesbaden Army Health Clinic. 3. Use the comb that comes with the shampoo to remove all the nits (eggs) from the hair. 4. Soak combs and brushes used with the shampoo for at least one hour. 5. Bedding, clothing, hats and stuffed animals must be washed in hot water (120F/50C). 6. Stuffed animals that cannot be washed should be placed in a closed plastic bag for seven days. 7. Vacuum mattresses, furniture and your car thoroughly. 8. Once treatment has started, your child can usually return to school or daycare within 24 to 48 hours, but check with their policy to make sure you meet their requirements for being louse and nit free. Remember, early detection is key to preventing the spread of head lice, so please be alert for these unwelcome visitors and take preventive steps to stop them from finding a home in your child’s hair. Referrals to host nation providers
The TRICARE Service Center needs 72 hours to process routine referrals for host nation providers. Once the referral is authorized by International SOS, the TRICARE Service Center will call patients to come in to schedule their appointment. Patients who do not receive a phone call within 5 days should walk in to the TRICARE Service Center. Host nation specialty clinic referral patients will also receive automated calls from the reminder system at two days, seven days, 14 days and 20 days to remind them of their open referral and to transfer them to the TRI-

CARE Service Center during business hours. The TRICARE Service Center will coordinate the first appointment with the host nation provider, give directions to the provider, and inform the patient of the number of authorized visits. Additional visits beyond the initial authorized visits must be authorized by ISOS. For acute referrals, patients should proceed directly from the PCM’s office to the TRICARE Service Center. The TRICARE Service Center will gain expedited authorization from ISOS and schedule the appointment. In emergency situations, the patients may go directly to the host nation medical facility, but will need to contact International SOS to report the emergency visit at the toll-free number

Protect your personal email account By U.S. Army Criminal Investigation Command The world is connected by email. Worldwide, more than 200 billion emails are sent every day. For many, email is their primary method of communicating with others in the wired world — often preferring email to other forms of communication because it is “more efficient.” Email is used so frequently and for such a broad range of things, people’s lives are pretty well chronicled in their emails. Results of a recent Adobe email survey show email is a widely accepted part of our daily lives. • • •
About half of email users expect a response to their sent email within an hour. More than three-fourths of email users check work email while on vacation, and Nine out of 10 workers check personal email while at work.
Email can be risky and you could be vulnerable. Care should be taken to secure your email. According to the website www.identityforce.com, in 2016 more than 2 billion email addresses and passwords were compromised in some manner. If you have work email, fol-
low your employer’s guidelines. In the absence of work guidelines and for your personal email, consider these important email safety tips.
Passwords
Passwords, secret elements of authentication, are on the front line of defense preventing people and automated tools (e.g. password crackers) from illegally accessing your online accounts. Therefore, your choice of password and the frequency with which you change it are important security considerations. A password, however, need not be limited to a single word. It can be a passphrase. A passphrase is a string of characters that form a phrase. An example might be, “The song remains the same” or “I’ll see you on the dark side of the moon.” Passphrases are generally easier to remember than complex passwords and are more likely to survive a dictionary attack than is a single word. Handle your passwords as you would any personal and confidential information. Do not share any of them with anyone. Anyone asking you to divulge your password is undoubtedly a scammer. Be wary of emails you receive asking you to click a link and resubmit account particulars. That email might very well be a phishing attempt.
Forgetting passwords, especially if you opt for a complex password rather than a passphrase, is easy to do. Many sites use password recovery or security questions as a backup method to identify you if you forget your password. If you have the option of picking security questions, use those to which the answer cannot be easily guessed.
Two factor authentication
Although nothing is guaranteed to protect you in all situations, two factor authentication is the best way to prevent someone from accessing your accounts. If your email provider allows two factor authentication, use it. With two factor authentication enabled, any attempt to access your email account triggers an additional layer of protection. Access to your account will be interrupted and your provider will send a message with a temporary security code to your mobile phone. To complete the login process, you must successfully enter that security code. With two factor authentication, a hacker trying to compromise your email account would need to have your email username, password and mobile phone to be successful. The two factor security code changes with each use and a specific code expires after a certain amount

of time passes. Therefore, in order to compromise two factor authentication, a hacker would need to guess the same security code randomly selected by the email provider. The probability of guessing a six digit security code is a one in a million proposition.
Use multiple email addresses
Use a different email address for different facets of your life. For instance, one for financial dealings, one for online purchases and one for social emails. Also, using multiple email addresses for different facets of your life makes it easier to assess what information might have been compromised should a compromise ever happen.
Be mindful of how you access your email
Using publicly available computers at your local library, your hotel’s business center or an internet café are quick and convenient ways to check email. But, without proper precautions, doing so could be unsafe. If the computers are not properly configured or if anti-virus software is not being used, a hacker could install key logging software. Every keystroke, including your usernames and passwords for every site you log in to are saved and made available to the hacker. (The danger of this can be reduced with two factor authentication.) After checking your email, log out of the account. Forgetting to do so could be devastating. The next person to use that computer could have complete access to your account. That would include access to your inbox, stored emails, deleted emails, attachments to any of your emails, and email settings. A funloving prankster could send embarrassing emails, nasty emails or threatening emails. And, those emails would appear to have come from you. With access to account settings, someone could change your password, effectively locking you out of your email — forever, or simply delete your account. Equally important, after you have successfully logged out, close the browser you are using. An even better idea is to restart (reboot) the entire computer if it is configured to allow users to do so. Always, when using a public computer, make certain that the option to “remember me” is never checked and, if prompted to save your password, do not.

Palatinate bean stew Ingredients for 4 persons 3-4 cups of dried white beans 6-8 cups of vegetable broth 4 large potatoes 3 carrots 1 large onion 1 parsley root ½ stalk leak ¼ German celery ½ cup chopped parsley 4 Pfälzer smoked sausages (mettwuerstchen on the economy) 1 pound bacon, diced into ½ cubes 1 tablespoon margarine Salt to taste Pepper to taste Marjoram to taste
Soak the beans in water overnight. Make sure they are more than covered. Rinse beans the next day and strain. Place the beans, bacon and margarine in a pot and let simmer. Add 5 cups vegetable broth and let simmer for 30 minutes. Peel carrots, potatoes, and parsley root and dice into ½ inch cubes. Wash and cube celery and onions. Add potatoes, carrots, celery, onions and parsley root to bean, bacon and vegetable broth. Let simmer for 10 minutes. Add the leek and let it simmer for another 5-10 minutes. Now add the smoked sausages. Let it simmer with no lid for 8-10 minutes. Then remove sausages and cut into bite size pieces. Add seasoning to stew to match your taste. Put in a nice bowl with chopped parsley as a garnish and perhaps a nice dark rye bread. What a lovely dish for a cold evening!
