Warfare Center, NATO allies complete Spartan Warrior Exercise Story and photos by Airman Edgar Grimaldo 86th Airlift Wing Public Affairs Members of the U.S. Air Force, U.S. Marines, U.S. Army and NATO allies participated in Spartan Warrior 22-2, a semi-annual exercise encompassing all phases of large-scale combat operations at Einsiedlerhof Air Station, Feb. 7-10.

Throughout Spartan Warrior, the U.S. Air Forces in Europe Air Forces Africa Warfare Center used robust simulation assets to introduce air and ground scenarios, striving to simulate the entire structure of attack: find, fix, track, target, engage and assess.

Spartan Warrior 22-2 included units from Estonia, Lithuania, Germany, Netherlands, Norway and the United Kingdom in addition to the United States. The exercise provided training not just on a strategic level, but the tactical level as well, giving NATO allies an edge.

“We have retired military personnel with upwards of 25 years of experience that have served in crew positions supporting this exercise,” said Mike Taylor, 5 CTS exercise director. “These SMEs have the ability to put on world-class exercises.”

Along with decades of experience, the exercise brings personnel from across diverse backgrounds offering a wealth of knowledge.

U.S. forces in Europe live, train and operate with allies and partners across the continent to enhance readiness and responsiveness by increasing interoperability.

“We have eight countries participating, and the integration has been second to none,” Taylor said. “ Walking around the halls and seeing the interoperability between the different countries has been truly remarkable.”

As the U.S. Air Force continues to look for innovative ways to accomplish the mission, the Warfare Center continues to conduct these exercises by leveraging innovation on a semi-annual basis.

“To all the countries that participated in Spartan Warrior 22-2, we appreciate all the excitement, effort, and look forward to them coming back in the future,” Taylor said.

TALK OF THE TOWN: Union Community Ramstein-Miesenbach

by Gina Hutchins-Inman 86th Airlift Wing Public Affairs Many members of the Kaiserslautern Military Community have found temporary or even permanent homes in one of the many villages and towns surrounding Kaiserslautern or in the heart of the Palatinate Forest.

communities within the County of Kaiserslautern, the City of Kaiserslautern and the Union Community of Winnweiler in neighboring Donnersberg County. The series aims to inform American service members and their families about the communities they’re joining during their time in the KMC. Each month we will feature a different community and provide facts about its history, heritage,

and the local experiences it offers. A Union Community is an administrative territorial community composed of a group of individual towns or villages.

Our series will kick off with the introduction of the Union Community of RamsteinMiesenbach and invite you to discover interesting facts about your home away from home.

Communities The Union Community of Ramstein-Miesenbach was founded on Dec. 15, 1971 and is planning to celebrate its 50th anniversary this year. It is comprised of the four individual communities of Hütschenhausen, KottweilerSchwanden, Niedermohr and Steinwenden, as well as the City of Ramstein-Miesenbach.

With Ramstein Air Base being located within its boundaries, the union community is host to the largest air base in Europe, with organizations such as the 86th Airlift Wing, U.S. Air Forces in Europe and Air Forces Africa, Third Air Force, NATO Headquarters and a number of international tenant tunits.

The Mayor of the Union Community, Ralf Hechler, has been in office since 2016 and would like to extend a warm welcome (see box on page 7).

Romans to a runway There are traces of a

settlement prior to the Roman era along the old west-east road, located north of the West Palatinate moorland. Ceramic and coin findings are reminiscent of a settlement during the Roman era about 2000 years ago.

Ramstein was first officially mentioned in a certificate dated June 2, 1215, when emperor Friedrich II, grandson of Friedrich Barbarossa, granted the patronage of the mother church to Ramstein and of two daughter churches in Weilerbach and Spesbach to Reinhard of Lautern. In the late 14th century Ramstein became a part of the “Kurpfalz” (Electoral Palatinate) as a part of Bavaria.

The years after World War II and in particular the establishment of the air base in 1951, initiated by the French forces, brought about many economic and social changes. Ramstein village had to surrender about one third of its 4300 hectares of premises for the construction of the air base. In 1969, Ramstein and Miesenbach fused into one community, and in 1991 the City of Ramstein-Miesenbach was given its city rights.

While there were about 2,000 inhabitants in Ramstein in the early 1900s, today’s population in the total union community is about 17,800, which in addition is also home to approximately 7,800 members of the Kaiserslautern Military Community (U.S. and NATO).

Hikes, bikes and other outdoor likes The Union Community of Ramstein-Miesenbach offers a multitude of leisure activities.

Hikes through the Palatinate Forest and moorland, the AZUR Freizeitbad offers aqua fun for young and old, including outdoor and indoor pools and a sauna facility the year around. Biking trails, for example a stretch along Barbarossa Radweg or Sickinger Mühlenradweg offer nature and an experience of the Palatinate Forest. The Pfälzer Seentour biking trail leads you to the lakes and ponds of the western Palatinate on a 62 km tour, which can be cycled on individual partial routes.

The Seewoog in Miesenbach is the ideal venue for a stroll around the lake, offers a picnic and grill area and a playground for children. A kiosk serves food and drinks on the lake terrace and in the summer months concerts may also take place for a relaxing musical afternoon.

An array of sports and culture clubs offer activities ranging from soccer to gymnastics and yoga, musical orchestras and choruses, film and photo fun, a voluntary fire department, a chess club and even a garden and floristic association, to name a few.

Prominent festivals are the “Seewoogfest” in June, the “Ramstein Summernights” at the CCR, the German-American Friendship Fest, the “Kerwe” in September, the Farmers Market in October, the “Wendelinusmarket” and Oktoberfest in October, and the Nikolaus Market in early December. Ramstein also normally hosts the largest Fasching Parade in the Westpfalz region and draws up to 30.000 spectators, with KMC participation, such as the funky USAFE Band, and various interest groups.

Organizations from neighboring France and other communities truly make this an exciting and fun-filled event with international spirit.

The in-house restaurant “Die Bühne / Backstage” provides catering for each occasion. The Museum im Westrich in the former townhall has historic artefacts on display. The Docu Center Ramstein, established in an assortment of containers, is dedicated to documenting the history of Americans in Rheinland-Pfalz since 1945.

who remained in the area, to the Stadtmuseum Kaiserslautern and is on display until Apr. 10.

The Stadtbücherei (library) has a broad selection of books and magazines, and offers readings and handcraft afternoons for children.

Ramstein Tax Center offers free assistance to KMC Story and photos by Senior Airman Thomas Karol 86th Airlift Wing Public Affairs The 86th Airlift Wing Legal Office Tax Center has officially opened and is offering tax services to members the Kaiserslautern Military Community at Ramstein Air Base, Feb. 16.

The 86 AW Legal Office opened the Tax Center located at building 2137 to assist members of the KMC their who fall under the Status of Forces Agreement with their tax needs and are able to work face-toface with one of the seven volunteers at no cost to them.

“The Ramstein Tax Center is a one-stop-shop where Airmen and their dependents can get their taxes done with the help of our awesome volunteers,” said 1st Lt. Ashley Hartshorn, Ramstein Tax Center officer in charge. “No one likes doing their taxes, but we are here to make it an easier and less stressful process.”

“We were only doing virtual services because of COVID-19, but now we are open for in person appointments so you can do your taxes much faster,” said U.S. Air Force Staff Sgt. Anekunle Akande, the non-commissioned officer in charge of the Ramstein Tax Center.

“All of our volunteers undergo training provided by the Internal Revenue Service and are fully qualified to help you with your needs.”

Members of the Kaiserslautern Military Community are encouraged to use the service and take advantage of the benefits. Also the tax center is always looking for volunteers to help out and as an added benefit will be able to

become more acquainted with the tax preparation process.

“The service we are providing is a way for us to give back to the community, which gives us so much,” Hartshorn said. “We are always happy to see people come and volunteer with us to help out.

It’s also great to help out because those who volunteer will gain a significant understanding of the tax process. It provides a big impact on the community we all live in a makes it a better place for everyone.”

With the autobahn and roundabouts, not to mention the scenery, driving off base is a privilege many enjoy.

New German regulations state every driver must have two medical face masks inside their vehicle first aid kit in addition to the required reflective jacket, warning triangle and headlamp beam deflectors.

“The change has been directed by the German government in order to ensure drivers and first responders are able to stay safe,” said U.S. Air Force 1st Lt. Rachel Hammes, 86th Vehicle Readiness

The first aid kit must be German industry grade standard.

Current first aid kits are still valid, but two face masks must be added.

“You can’t use fabric masks in your first aid kit, and they cannot have been worn before,” said Hammes. “The masks have to be KN95, FFP2 or surgical masks to be acceptable.”

Drivers who are stopped by the polizei can be fined for not following this new regulation.

Currently, when getting a vehicle inspected at the 86 VRS privately owned vehicle inspection center, drivers will not fail due to not having masks in their safety kit, but are informed of the new mandate before they leave.

US Army exercise Allied Spirit 22 concludes in Hohenfels

by Spc. Nathaniel Gayle 22nd Mobile Public Affairs Approximately 5,200 soldiers from 15 nations concluded exercise Allied Spirit 22, led by the Latvian Army’s 1st Mechanized Infantry Brigade at the Joint Multinational Readiness Center in Hohenfels from Jan. 11-Feb. 5.

The German Army’s 1st Armored Division provided the higher headquarters for this most recent installment of the Allied Spirit series exercise, developed to enhance NATO and key partner readiness across specified warfighting functions.

“The Latvian, German and American battalions that formed parts of the Latvian Mechanized Infantry Brigade each had unique strengths, capabilities and weaknesses,” said U.S. Army Maj. Edward Gibbons, a 4th Security Forces Assistance Brigade Team Leader embedded within the Latvian brigade. “The brigade commander did a great job of connecting battalion commanders to understand and better leverage the unique capabilities of the battalions while developing operational plans.”

Participating nations included Germany, Hungary, Italy, Kosovo, Latvia, Lithuania, Netherlands, Moldova, Poland, Portugal, Slovenia, Spain, Turkey, the United Kingdom and the United States.

“The preparations for this exercise took more than a year,” said German Brig. Gen. Heico Hübner, commander of the 1st Panzer Division. “The possibility that Allied Spirit offers us — to plan with the commanders of the

German soldiers from the 401st Panzergrenadier Brigade coordinate an assault during Allied Spirit 22 at the Hohenfels Training Area, Jan. 31. Allied Spirit 22 is a U.S. Army Europe and Africa directed, 7th Army Training Command conducted, Joint Multinational Readiness Center hosted training exercise for NATO Allies and partners from Jan. 11 to 05 Feb. 5. The exercise develops and enhances NATO and partner interoperability and readiness across specified war-fighting functions.

brigades and battalions in this multinational configuration, to give orders, to see how we tactically work together — is unique.

This is a huge enrichment for the management process at the multinational level.”

U.S. units participating included the 3rd Battalion, 66th Armored Regiment from the 1st Armored Brigade Combat Team, 1st Infantry Division from Fort Riley, Kansas; 5th Battalion, 4th Air Defense Artillery Regiment stationed in Ansbach; and the 2nd Squadron, 227th General Support Aviation Brigade from Fort Hood, Texas.

“We have grown into a task force here during the exercise.

Dutch and Latvian engineers and Polish battle tanks support us directly. American battle tanks, German reconnaissance aircraft and Latvian specialists are in our battle sector,” said German Cpt. Sebastian Lauerbach, rear post commander of Panzergrenadier battalion 401. “The multinational aspect is visible just by looking at the individual soldiers.”

large exercises each year bringing together allies and partners to strengthen and test interoperability between NATO Allies and partners.

“Every rotation we have has ally and partner inclusion, but this is the biggest by far,” said U.S. Army Lt. Col. Jason Turner, JMRC’s chief of plans. “We have four brigades’ worth of combat power here all from different nations with another 5,000 soldiers in the training area, in the mud training together. All different nations, all coming together to fight one fight together.”

Unlike the two other main

exercise series at JMRC where U.S. brigade combat teams are the core of the training audience, Allied Spirit provides an allied brigade as the primary training audience augmented with U.S., allied and partner units.

Poland provided the lead brigade in Allied Spirit 21.

Exercises like Allied Spirit enhance the exchange of ideas, techniques, tactics, and procedures across militaries.

“The exercise is designed to bring multinational units together,” said German Army Lt. Col. Christian Wagner, exchange officer and exercise planner to JMRC. “We can learn and experience the difficulties of different nations working together. Having different procedures in every army, you have to synchronize and compare procedures to select which is best for the task at hand.”

The Joint Multinational Readiness Center provides a mobile training capability to Europe that trains leaders, staffs, and units up to Brigade Combat Teams and multinational partners, to dominate in the conduct of Unified Land Operations anywhere in the world, “Within about a seven-day window, the nations will have to use existing tools of interoperability to establish their systems and operations together and improve upon the human, procedural, and technical domains of interoperability,” Turner said.

“Improving how they fight so that ultimately they can win.”

21 TSC Implements Army’s new suicide prevention initiative

by Eleanor Prohaska 21st Theater Sustainment Command Suicide among Service Members, veterans and their families is a public health and national security crisis, according to a November 2, 2021 statement by the White House. To decrease suicide rates within its ranks, the Army has implemented a science-based, public health approach “chain teach” initiative designed to reach the most junior leaders in teams and squads. The strategy is focused on prevention, rather than intervention, and is supported by comprehensive and integrated policies that address risk and protective factors.

The chain teach is implemented in sequence with higher echelons training lower echelon leaders in their roles and responsibilities, allowing for more complete and shared understanding in a safe environment. Gen. Joseph M. Martin, Army Vice Chief of Staff, led training for commanding generals, including Commander of the 21st Theater Sustainment Command, Maj. Gen. James Smith, this past November. In turn, Smith led training for his commanders February 1, 2022.

Subsequent training by 21st TSC commanders and unit leaders will be completed by the end of the month.

The initiative calls for every

leader in the active duty Army to have completed the chain teach

by March 1, and reserve components to finish by Sept. 1.

The Department of Defense reported 580 suicide deaths among Active Components, Reserve, and National Guard service members in 2020 and 202 suicide deaths among military family members in 2019.

“Suicides are devastating to Army families, teammates, and readiness,” said Smith. “We’re committed to understanding, identifying, and providing services and support to vulnerable individuals.”

Col. Grant T. Thimsen, 21st TSC Special Troops Battalion Commander, the topdown training and integrated public health approach demonstrates the importance the Army places on suicide prevention.

“Having a two-star command-

er training his subordinate commanders was a first for me,” said Thimsen. “The most somber statistic provided during the training was that the Army’s annual suicide rate has now surpassed that of the general population.

The Army is a family. We owe it to everyone in uniform to change that dynamic and drive down suicides across the entire force.”

He added that the new direct instruction, leader-led training fits well within Army culture.

“The Army approaches nearly everything it does through an operations process,” he said.

“Addressing suicide prevention should be no different. Suicide prevention is a command responsibility and requires command emphasis for successful implementation. People are the Army’s number one priority and resource. If we don’t have people we cannot accomplish our mission. Every member of the Army has volunteered to serve, therefore we owe it to those brave men and women to provide all available resources to assist them in their times of greatest need.”

Service Members who are deployed or stationed outside of the continental United States like those in the 21st TSC, may have different stressors and more limited access to protective factors than those stationed stateside.

“Being stationed OCONUS

brings with it several unique challenges, which increases the need to be vigilant regarding suicide prevention,” said Thimsen.

“Soldiers and families who are stationed OCONUS are geographically separated from many traditional support networks, like family and friends, that can prove problematic when trying to build and maintain resiliency.

Research shows that Service Members who have been at a duty station for less than a year are among those at highest risk for suicide.

“At the STB, we make a deliberate effort through Soldier and spouse sponsorship programs to quickly integrate new team members from the time of assignment,” said Thimsen. “Educating all incoming personnel on available resources within the organization and the garrison, and encouraging social interactions are a few ways we build resiliency.

Informing people that there are resources available is a crucial step in getting and remaining in front of any suicidal ideation or act.”

The Army’s shift to a suicide prevention model will help leaders establish healthy climates and a culture of connectedness, identify risk factors early and increase knowledge of helping agencies and resources, according to the chain teach curriculum.

“The evidence tells us this should reduce the number of Soldiers who die by suicide,” states training materials. “This approach will also ‘lift all boats’, regardless if a Soldier might have never been prone to suicidality, increase their personnel readiness, and increase quality of life. Through this, we achieve increased unit readiness.”

“The new Army suicide prevention strategy focuses heavily on the unit as a whole instead of solely the high risk populations within our formations,” said 16th Sustainment Brigade Commander Col. Angel Estrada.

“To get this right, commanders must focus extensive energy on building trust at all echelons to ensure the right dialogue, the right resources, and the right care is applied to meet the challenges our Soldiers face. If embraced holistically by leaders and Soldiers alike, it will have far reaching positive effects on the culture within our barracks, the culture within our motorpools, and the culture within our units as a whole. This is an investment in our units and Soldiers, our most precious resource.”

The Army’s new primary prevention approach is outlined in the new Army Suicide Prevention Program regulation scheduled to be published in the first quarter of CY22.

Retired Col. Gail Halvorsen, also known as the “Candy Bomber,” passed away Feb. 16. He was 101 years old. Starting his career in the U.S. Army Air Corps in 1942, Halvorsen served as a pilot until his retirement in 1974, after accumulating more than 8,000 flying hours and 31 years of military service. Halvorsen went down in history for his selfless acts during the Berlin Airlift in 1948 and 1949 by attaching handkerchief parachutes to chocolate bars and dropping them from his aircraft to the children below.

of the greatest Air Force in the world.”

Halvorsen went down in history for his selfless acts during the Berlin Airlift in 1948 and 1949. Then-Lt. Halvorsen took it upon himself to help boost the morale of the children in West Berlin by attaching handkerchief parachutes to chocolate bars and dropping them from his aircraft to the children below.

He would also rock the wings of his aircraft as he came in to notify the children of which plane was carrying the chocolate. The German children began calling him “Uncle Wiggly Wings.”

Soon, Halvorsen’s idea was expanded into “Operation Little Vittles,” which garnered public support and donations. By the end of the airlift, 25 plane crews had dropped 23 tons of chocolate, chewing gum and other candies over Berlin.

Halvorsen’s efforts stand as a symbol of the impact one small

gesture can have on an entire community.

“As I look back at Operation Little Vittles and the years that have followed, there is one human characteristic above all others that gave it birth — the silent gratitude of the children at a barbed wire fence in Berlin, July 1948,” he wrote in his autobiography.

The Berlin Airlift is arguably the mission that put heavies on the map. It was the first major victory over the Soviet Union in the Cold War, and it was a tremendous success for the thennew U. S. Air Force.

In 1994 after retiring, Halvorsen requested to assist in the delivery of food to refugees fleeing from the conflict in Bosnia.

“We have our freedom to choose, and when the freedom is taken away, air power is the only quick way to answer a crisis like that,” he recalled during an interview with Airman Magazine.

“Black History Month is to reflect the sacrifices of those who came before us,” said Miller.

“Make sure you know your heritage and your history. You will find some very interesting things if you talk to your grandma or great-grandma about what they experienced and learn from them.”

For example, Takis, Cheetos, candy and anything with simple carbohydrates would be poor options. When it is time for snacks, set a schedule such as, after school instead of grazing throughout the day. Yes, oral hygiene and dental check-ups are important, but let’s focus on nutrition and prevention this time.

Dental caries (aka cavities or tooth decay) is the most common chronic disease in children. What is dental caries in basic terms?

Imagine a teeter-totter with healthy teeth/gums on one end and cavities (disease) on the other end. On the healthy side: good oral hygiene, good nutrition, dental check-ups, and fluoride. On the cavity side: poor oral hygiene, unhealthy diet, avoiding the dentist, and more.

This a dynamic process that hinges on demineralization (loss of minerals) and remineralization (gain of minerals) of the teeth. Teeth

only have so many minerals, and if enough are removed, then the result is a hole (cavity).

Nutrition is a key player influencing the teeter-totter one way or the other. There are three main components of nutrition we’ll focus on: sugar, frequency and acid. There are microorganisms everywhere, and our mouths are no exception. These bugs are factories — in goes sugar and out goes acid. Have you ever done the hardboiled egg in vinegar experiment? Vinegar is acidic and reacts with minerals in the eggshell (cal-

cium carbonate). If enough time has passed, the eggshell will be completely dissolved. In this analogy, the minerals in teeth (calcium phosphate) can be compared to the eggshell. The vinegar can be compared to the acid that bacteria produce from metabolizing sugar in addition to the acid we consume from foods or drinks.

High frequency of sugar and acid such as snacking on candy or sipping on soda throughout the day would be like soaking the hardboiled egg in the vinegar over and over again. Sugar, frequency and

acid stand out when considering nutrition’s importance with healthy teeth.

It’s getting down to crunch time. In order to keep the teetertotter leaning toward the healthy direction, the quality and frequency of what is consumed matters. To reiterate practical tips: schedule set snack times, avoid simple/refined carbohydrates and rinse with water after snacking can all help. Give your teeth a break in between meals by keeping the snacking and sipping to a “reaso-nibble” level; your teeth will thank you.

St Mark’s Square (Piazza San Marco) Dubbed by Napoleon as the ‘finest drawing room in Europe’, St Mark’s Square is the largest open space and most important square in Venice. The piazza plays host to cafes, orchestras, alfresco diners and tourists, creating a bustling atmosphere. Famous landmarks that line the square include the Doges Palace, St Mark’s Basilica and the Bell Tower. Make sure you go even if you are looking for that off the beaten track experience, as the square is fantastic and really offers a great vibe.

Experience another view of the city up the Campanile St Mark’s Campanile is St Mark’s Square Bell Tower. Take a visit up the famous bell tower and experience stunning views across Venice. The tower was built in the 7th century as a rumored lighthouse. The incredible views from the top of the Campanile, on a good day, can allow you to see as far as the Alps.

The observatory offers the choice of a lift for those that don’t want to battle with the large amount of stairs.

Try lots of dining experiences Venice has an array of stunning waterside restaurants for you to dine with a view. These are definitely a must!

Wander around and pick one with the view you would most like to eat and look out at. A restaurant with guests spilling out is always a good bit of advice!

Alternatively, for the perfect bite to eat on the go, try Antico Forno near Rialto Bridge. People were spilling out this little pizzeria and with only a few stools and side tables, this was a great place to grab a huge slice of pizza and continue explorations of Venice. Not only for convenience but for great value for money, the Antico Forno serves the biggest and thickest pizzas you will ever see for a great price.

Rialto Bridge The Rialto Bridge is one of four bridges that span the Grand Canal, as well as the oldest. The Rialto Bridge is the most visited and most photographed bridge in the city. Opened in 1591, for over 300 years it was the only way across the Grand Canal.

This famous bridge today is formed by two inclined ramps, with shops on each side, covered by a portico, mirroring its original structure.

Suso Gelatoteca Suso Gelatoteca is an ice cream shop and often described as the ‘best ice cream shop in Venice’. Described as the best by even the likes of Brad Pitt and Angelina Jolie, I would recommend this place to anyone. A little pricier than your normal ice cream parlor but definitely worth it!

Get lost It’s not something you would normally recommend advising. However, getting lost in Venice isn’t be a bad thing.

Unless you’re in a hurry to catch your train or be somewhere on time, ditch

the map and see where you end up. By exploring the quieter streets of Venice, you can stumble across more of this enchanting city than if you follow the map. For instance, you might find the Church of San Barnaba, which played a starring role in the hit movie “Indiana Jones and the Last Crusade.”

How to get there Venice is a 7 hours and 20 minute drive southeast of Stuttgart, 9 hours and 20 minutes southeast of Wiesbaden and Kaiserslautern. For train information click on DB Bahn. Did you know, that it is also possible to fly to Aviano via Space-A? Check out their Facebook page to view availability. Aviano is about an hour away from Venice.
