The last three U.S. Army E-8C Joint Surveillance Target Attack Radar System aircrew members participated in a final flight with the U.S. Air Force at Ramstein Air Base, June 22.

The JSTARS, which is deployed to Ramstein Air Base from the Georgia Air National Guard’s 116th Air Control Wing at Robins Air Force Base, Georgia, is an airborne battle management, command and control, intelligence, surveillance and reconnaissance platform. JSTARS are operated by Guardsmen from the 116 ACW, active duty Airmen from the 461 ACW, and the U.S. Army’s 138th Military Intelligence Company.

Since 1994, Soldiers have worked alongside Airmen to provide surveillance and aerial situational awareness to theater commanders via the JSTARS for application in air and ground operations.

Kattie Neujahr, 138th MIC JSTARS deputy mission crew commander. “Our job is to ensure that the ground forces’ priority intelligence requirements are met. This wouldn’t be possible without the work of our joint mission crews.”

During the 28 years that joint aircrews were manning the JSTARS, Army and Air Force service members have integrated and shared knowledge to successfully complete many strategic operations.

Soldiers provide that ground perspective,” Neujahr said.

“It gives both services a better understanding of a complex battlefield.”

The men and women of the JSTARS team have been instrumental to overseas contingency operations, flying more than 85,000 combat hours in support of Operations Enduring Freedom, New Dawn, Odyssey Dawn and Unified Protector.

Since the attacks on 9/11, the JSTARS have been deployed everyday, making it the longest deployment in history of the Air Force.

The Army detachment is closing its door as the Air Force continues to retire the aging JSTARS fleet, making way for Robins to transition to four new

missions.

Lt. Col. Christopher Luczun, 10th Expeditionary Air Command and Control Squadron detachment commander, explained that the JSTARS platform is phasing out while the capability is moving to a system.

The divestment is a result of an ongoing effort to modernize the Air Force’s command and control capabilities. The aging JSTARS fleet is experiencing declining aircraft availability and rising modernization costs, making it cost-prohibitive to sustain. It also lacks relevancy and survivability in the future operational environment.

To date, the 116 ACW has retired 2 of the 16 operational aircraft with plans to retire the remaining 14 by 2024.

Hercules Innovation Lab opens doors to innovation

Story and photos by Senior Airman Thomas Karol 86th Airlift Wing Public Affairs The 86th Airlift Wing Hercules Innovation Lab held a ribboncutting ceremony recognizing its grand opening at Ramstein Air Base, June 29.

The HIL is now open in the Hercules Theatre to assist all Airmen who are interested in turning their projects and innovations into tangible solutions.

“I’m excited to see what our Airmen will do with this facility,” said Brig. Gen. Josh Olson, 86th Airlift Wing commander. “This center makes great strides in innovation and will do great things for Ramstein.”

The HIL is equipped with 3D printers, Wi-Fi enabled tablets and a staff that is willing to facilitate and foster ideas.

“We keeps things attainable and realistic by ensuring the problem set is clearly defined to find the best possible path to solve the issue outside of manning requirements,” said SSgt. Ryan Peatrowsky, noncommissioned officer in charge of the Hercules Innovation Lab. “We then look at leveraging current technology to address the idea or issue.”

Innovation labs are an Air Force-wide initiative seeking to tap in to the brain power and talent of Airmen. In an effort to accelerate change, Ramstein began purposefully working to construct the HIL in July 2021.

“We started as a spark cell and hub for innovation on the base,”

Peatrowsky said. “Airmen from across the base to come together here to brainstorm and implement their ideas. We are also a hub for cultural change.”

Ramstein leadership charged

Last week the Knights of 16th Sustainment Brigade hosted the "Army Heritage Month" celebration for everyone, regardless of unit assignment, on Smith Barracks, June 16. Army Heritage Month recognizes the achievements and contributions of Soldiers, Families, and Civilians have had upon our Military and Nation. The federally recognized holiday is used to enhance the sense of inclusion and unit cohesiveness, cross-cultural awareness and understanding, and focus on the interaction to promote equal opportunity, education and training. The event included a bouncy house, an Army tactical vehicle display, free food, and an array of outdoor games. Command Leadership conducted a cake cutting and allowed Soldiers from across that Brigade to dunk them in the dunk tank! Ramstein Air Base Airmen celebrate Pride Month

Celebrations included a Pride 5K Color Run and a Proud Voices panel discussion.

More than 115 participants and volunteers joined the first annual Pride 5K Color Run and left slightly more colorful than when they arrived.

“This is only the beginning,” promised Staff Sgt. Caitlin Camara, dental technician from the 86th Dental Squadron. “Since the pandemic, we haven’t had the opportunity to throw many celebrations

The Proud Voices panel discussion included military and civilian Kaiserslautern Military Community members who volunteered to tell their stories and experiences, and educate Ramstein Airmen on the importance of LGBTQ+ pride and inclusion.

“The panel was created to provide a safe space for people to get support and answers to questions, whether it’s how to come out to family and coworkers or just how to be supportive of LGBTQ+ peers, coworkers or loved ones,” said Senior Master Sgt. Monica Doctor, 786th Force Support Squadron first sergeant. “The event’s goal was to provide the opportunity for connection, education, understanding, and even mentorship.”

As Pride Month comes to an

end, the many hands that put these events together hope that respect and support continues throughout the year.

“These events benefit the KMC community overall, as we have a diverse population that serves within the area,” said Doctor. “Our varied experiences and backgrounds make it possible to accomplish everything we do at Ramstein AB. We will be better leaders, peers and humans for what we can learn from each other. Being inclusive is key to having open conversations about what makes us all unique and finding ways to grow together no matter what month it is.”

Story and photos by Senior Airman Thomas Karol 86th Airlift Wing Public Affairs Hard work and dedication are two ways to describe most people who are nominated as Airlifter of the Month May. They are driven team members who lead from the front and have a stellar work ethic and a can-do attitude. For U.S. Air Force Staff Sgt. Javion Hoyle, 86th Maintenance Squadron aircraft fuels system craftsman, applying hard work and dedication is just another day at the office and another stepping stone to greatness.

Hoyle received accolades for his part streamlining aircraft fuel disposal.

“I am proud to have earned the title, but it was not all my doing,” Hoyle said. “My teammates are the best in the business and I couldn't do anything without them.”

Hoyle also stepped up and displayed his dedication to the Air Force core values by covering a short-notice temporary duty assignment when another member of his squadron was unable to fill it.

“He is always the first to volunteer,” said U.S. Air Force Master Sgt. Morgan Nickerson, 86 MXS accessories assistant flight chief.

“He is the first to show up to work and the last to leave. His work ethic is second to none. He deserves the title because of what he does for this unit, what he contributes to the mission and how he makes himself available to people in need of help.”

Hoyle led his team to create hoses from recycled material to remove fuel from aircraft and used his innovative leadership skills to come up with a solution to keep the mission moving.

“Hoyle was charged with making these hoses so we could properly dispose of fuel from aircraft while mitigating problems regarding the environment,” Nickerson said. “It was important work because of the danger that can come with it.”

He and his team removed 2,000 gallons of fuel from three separate aircraft so they could fix them.

They created 20-foot hoses from the leftover material to support this specific mission requirement.

Hoyle earned the title of Airlifter of the Month because of his work ethic, can-do attitude and ability to be flexible when his team needs help.

so as to not contaminate the environment.

Hoyle’s work ethic partly came from his previous duty station. In that high-tempo environment he learned the standards of greatness and how to apply them wherever he goes.

“Coming from Korea where the speed of the mission is high to here is quite the transition,” Nickerson said.” But, he never took his foot off the gas. He came here with the same attitude as he did there and has been killing it ever since he got here.”

According to Nickerson, Hoyle’s leadership is a hot commodity in the unit. He stated that without leadership like his the mission would not run as well as it does.

“He is one of the best leaders I have ever met,” Nickerson said. “He is always available to help Airmen out and teach them the ropes. He never takes the easy way out and shows people how to do it right.

Our new Airmen learn from his behavior and observe how he works and he keeps us in check at the top.

I could not ask for a better leader in this unit.”

Hoyle also tries to set a good example for his Airmen by leading from the front and says how he learned from greatness and wants to give back what he learned.

“Every team needs someone to turn to when they need help,” Hoyle said. “When I was a young Airmen I needed people to turn to and I wanted to pay it forward. I want to be a positive influence on my

Airmen so they can take care of business and help others when they need it.”

With his children being his prime motivation, Hoyle works to be a positive example for them everyday. Hoyle believes his performance and dedication to his job and personal life are a direct correlation to his family.

“Whether you like it or not your kids are always watching,” Hoyle said. “As a father it’s my job to set a positive example for them in all aspects of my life. It doesn’t matter if I’m at work, the gym or home, I try to be the best because my family deserves the best.”

Some people need a paragraph or more to explain themselves.

Nickerson says he can describe Hoyle in just one word.

“Fantastic,” Nickerson said. “He is just an all around great person.

When I send him to a job I know it's in good hands and I don’t have to worry about it. He doesn’t complain about the work and gets it done with little to no problems. I know if he wasn’t here we would be hurting right now.”

Hoyle said he plans on continuing to chase his professional goals.

He is determined to not make this achievement a one-off and more is to come.

“This is just one accomplishment in my career,” Hoyle said. “I want to continue doing as much as I can to make my team proud. They have been good to me, so I want to keep working hard and keep my head held high.”

The inclusive theater and music festival will present over 200 artists with and without handicaps, dancing, singing and acrobatic performances in about 20 different formations. The participants are from various countries and there will be a colorful program with differing individual events on stages throughout the pedestrian area.

Organized by various humanitarian organizations in conjunction with the City of Kaiserslautern and Kultursommer Rheinland-Pfalz, the aim is to promote inclusion.

ZURLAUBEN FEST, JULY 8-10, ZURLAUBEN UFER/MOSELLE RIVER BANK, TRIER

Enjoy a spectacular festival with wine and culinary delights directly along the banks of the Moselle River. The traditional and cozy Fishermen’s Village of Zurlauben is lined with pubs, cafes and restaurants. The three-day event includes fun activities, music, regional specialties and lots of wine. U.S. air traffic controllers stationed at Morón AB aren’t there to translate or interpret like traditional linguists, they use their language skill to support their primary job.

“In this career field there is an elite sub-unit of air traffic controllers that are dual-hat linguists,” said Staff Sgt. Tyler Carter, 496th ABS air traffic controller. “We are still performing as air traffic controllers, but we also perform Spanish linguist duties.”

U.S. and Spanish air traffic controllers sit side-by-side and work together to accomplish the mission.

“We can work interchangeably,” said Master Sgt. Lord Siegfried Quimson, 496th ABS air traffic control tower chief controller. “We still prioritize controlling our own aircraft and the Spanish prioritize controlling their own aircraft, but can facilitate the same requirements for both.”

U.S. Air Force controllers must first complete a nine-month course at the Defense Language Institute Foreign Language Center in Monterey, California.

The noncommissioned officers who attend the course are expected to maintain proficiency as air traffic controllers as well as become

tactically fluent in Spanish.

“There is a demand for native speakers and experienced Spanish speakers in air traffic control,” said Carter. “But, I’ve seen people with no prior experience in Spanish finish the course and be just as fluent as me and I’ve been speaking Spanish for years.”

Air traffic controllers stationed at Morón AB play a major role in the United States European Command’s ability to project airpower, making this partnership very valuable.

“The U.S. Air Force doesn’t have operational control of this airfield, nor this tower, we operate in cooperation with the Kingdom of Spain,” said Quimson. “Not only do we entrust our ATC’s with U.S. assets, but they are also ambassadors continuing to build upon a partnership we have here.”

The motto of the 496th ABS is “we project airpower,” and the U.S. controllers as well as the Spanish controllers are vital to achieving that mission.

It’s a good feeling to know that dual hat controllers like us have brought U.S. airpower to almost every Latin country that’s needed it, Carter said.

Dermatologists highly recommend that you apply sunscreen before participating in any outdoor activities to keep safe from the sun’s harmful ultraviolet rays.

Story and photo by Janet A. Aker Medical Health System Communications Individuals with darker skin complexions, or skin of color, are sometimes less likely to use sunscreens and protect themselves from excessive sunlight, dermatologists say.

But the dangers of too much sunlight — from sunspots to skin cancer — are real risks for everyone regardless of skin complexion, doctors say.

Research does show that melanin, the natural pigments that affect skin tone, confer some natural protection against the risk of skin cancers caused by the ultraviolet rays in sunlight.

But everyone, of any complexion, is still at risk for sun-related skin cancers.

And aside from cancer, some other sun exposure risks and potential skin problems are actually more common in people with darker skin tones.

“More important to me, and my skin of color patients, is the increased risk of pigmentary issues,” said Navy Lt. Cmdr. (Dr.) James Contestable, a dermatologist from Camp Lejeune Naval Medical Center, North Carolina.

“Post-inflammatory hyperpigmentation, brown spots, and melasma are more common in skin of color. For this reason, I recom-

mend high-quality zinc oxides, iron oxides (found in tinted sunblock), and sun blocks that contain antioxidants and free radical quenchers,” he said.

Hyperpigmentation is among the most common reasons darker skinned people seek the care of a dermatologist, according to the National Institutes of Health.

Ultraviolet and infrared radiation from the sun is key in making melasma worse, experts say.

“The role of UVA and visible spectrum light in the development of pigmentary issues has come into focus over the past decade,” Contestable noted.

“Zinc provides broad UVA protection, and iron oxides provide good visible spectrum light protection. Finally, tinted sun blocks offer the advantage of avoiding the dreaded pasty white cast that can reduce adherence to sunscreens, specifically in the skin of color population,” he commented.

Contestable recommends the use of sunscreens that contain both a transparent “chemical” sunscreen and a broad spectrum “physical” blocker of UV rays like zinc oxide because of their “synergistic effect.”

Misperceptions A recent study published in the Journal of the American Academy of Dermatology found that individuals with darker skin complexions

are less likely to use sunscreens and practice other behaviors despite having experienced sunburns, which can be a precursor to skin cancer.

There are continuing misconceptions about the need for people with skin of color to use sunscreen daily and to stay out of the sun and wear protective clothing, and sunglasses like lighter skinned people are advised to do, according to experts.

Some individuals with skin of color are unaware of the need for photoprotection to protect against skin cancer due to the belief that their naturally dark skin tone is more capable of providing protection against skin damage from sun exposure, the study suggests.

Use sunscreen daily Some people with desk jobs don’t feel they need to use sunscreen or sun blockers daily because they are not out in the sun much.

Contestable’s answer to that?

“UVA and visible light pass through windows. Visible light is produced by our lighting fixtures inside, including computer screens and cell phones. Therefore, sunscreen still has a role even when indoors.”

“This is especially important in those who have pigmentary disorders such as melasma or postinflammatory hyperpigmentation.”

“I also say: How did you get to work? You typically have to walk

from the car to the office, and every bit of sun protection helps.”

SPF Level?

Contestable said he believes the target SPF level “should be the same for all skin types.”

“There is a hotly debated issue” about sunscreens with higher SPFs, Contestable said.

“Some experts will say that SPF 30 blocks 97% of UVB rays, ‘so why use a higher SPF?’ Their opinion is that with higher SPF, there is less overall gain as SPF 50 blocks 98% of UVB rays and SPF 100, 99%,” he said.

For patients of all skin tones, Contestable recommends anywhere from SPF 30 to SPF 100 because “it doesn’t cost much more to get the higher SPF.” Secondly, “in real-world use, we know that most people only apply 25%-50% of the amount of sunscreen needed to achieve the SPF on the label. My hope is that if someone applies half the amount of SPF 50 then they may achieve SPF 25, and there is some research that supports this linear relationship.”

Most people should just find a sunscreen that they like — and will use! Those with specific skin concerns or skin problems should get a personalized sunscreen and sun protection plan from their dermatologist, Contestable recommends.

Sun exposure tips Here are recommendations for sunscreen use and sun exposure from the Centers for Disease Control and Prevention that apply to people of all skin colors: • Use sunscreen or sun blockers daily • Apply 15 minutes before you go out so the product can be absorbed into the skin • Stay out of the sun as much as possible • When in the sun, wear a broad-brimmed hat, long-sleeve shirt and long pants, and sunglasses • Use products with SPF 15 or higher • Make sure the product label says broad spectrum and water resistant • One-half teaspoon is enough to cover the face and neck, or one arm.

One ounce — about the size of a full shot glass — is recommended for full body coverage so a six-ounce bottle doesn’t last long • Reapply at least every two hours and after any water exposure, no matter the SPF.

“This is a Spanish installation with a large U.S. presence,” said Lt. Col. Mark D. Nexon, 496th ABS commander. “We have the space for aircraft and the infrastructure to support significant fueling operations.”

As a power projection platform for the United States

European Command, Morón AB can also act as a relief valve for other missions flowing through Europe, generally into U.S. Central Command’s area of responsibility.

“Morón is a hotbed of activity, pairing the U.S. with our Spanish host partners,” said Col. William Wallis, 65th Air Base Group commander.

“When you see the ramp go from just a few aircraft to almost no available parking at all, then have all those aircraft pushed out a day or two later – that’s when you know our team rocks at power projection.”

The 496th ABS is specifically structured to handle a mass increase of personnel if mission requirements deem necessary.

“We have a relatively senior crew and very few first assignment Airmen,” Nexon said. “With the intent being that if this loca-

tion needs to scale up, we have all the leadership teams here and we’re able to project power whichever direction is required by the EUCOM commander.”

Airmen from the 496th ABS are regularly tasked with exercises, military operations, and Coronet missions, which involve moving and refueling aircraft as they cross the Atlantic Air Bridge.

Morón AB is an easy choice for Coronet missions because of its proximity to Europe, the Middle East, and Africa.

This important work could not be done without the partnership with the host nation and Spanish Air Force, said Nexon.

“We are a very committed partner to the Spanish,” Nexon said. “I’m really impressed by the professionalism of every functional area on this base.

German censuses, real estate property tax data collection

by 21st Theater Sustainment Command Staff Judge Advocate U.S. Forces personnel are exempt from most German registration and census laws. However, if you own any real estate in Germany, you will be required to respond to one special type of German census. There are two German censuses that are occurring this summer: a population census and a real property census. U.S. Forces personnel are not required to respond to the first but, if they own real property in Germany, are required to respond to the second. In addition, real property owners have to respond to yet another letter from the German tax office concerning data collection related to property tax reassessment.

Population Census Ten percent of the population residing in Germany will be randomly selected and interviewed for the population census (“Haushaltsbefragung”). The participation criteria is based on residency and registration.

It aims to gain data on persons and their economic family situation. U.S. Forces personnel with status under the NATO Status of Forces Agreement are exempt from German regulations in the field of registration of residence and aliens control. Therefore, if selected, you are NOT required to participate in the population census, but should inform the interviewer about your SOFA status.

Census concerning real property and buidlings The second census deals with real property and buildings (“Befragung zur Gebäude- und Wohnungszählung”). It applies to ALL owners of such property. There is no exception for U.S. Forces personnel with SOFA status. Persons who own real estate in Germany are obligated to comply. The census questionnaire can be completed online at https://www.zensus2022. de/DE/Home/_inhalt.html. After entering the access code contained in the letter requesting your participation, you can switch the language on the website from German to English. In the alternative, you can talk to the interviewer directly.

Failure to comply can ultimately trigger a fine.

Data collection for proerty tax reassessment You are also required to comply with a data collection effort related to property tax. The German States have been required to implement a property tax reform (“Feststellung des Grundsteuerwerts”). Therefore, they enacted new real estate property tax laws. While property tax continues to be assessed on an annual basis at the level of the German municipality in which the real estate is located, the calculation will now change.

Independent of the above-stated census concerning real property and buildings and in addition to it, ALL real estate owners have to submit a data collection return during the period July1 through October 31.

In order to allow for a proper assessment real estate owners have to submit electronically a tax return schedule with information on the location of the real estate, its size, the standard land value, the type of building, living space size, and the year of construction… The

new schedule from will be released on July 1, and needs to be summited no later than October 31.

Compliance requires registration on the ELSTER.de online tax platform. That triggers a tax number. Moreover, the schedule is only available in German and needs to be completed when logged on.

Consequently, you may want to consider engaging a German tax consultant to carry out this task on your behalf as these professionals have special access rights to Elster.de.

Based on that information, the

finance office will calculate the real estate value and property tax assessment basis to be used by the municipalities in setting the new annual property tax.

The new rules will enter into effect as from Jan. 1, 2025, onwards and be based on the valuation date for the property set at Jan. 1. COOL CAVES from Page 1 some very cool caves and a cliff-hanger castle. The rolling hills and green valleys are a few of the landscape beauties that catch your eye while driving through this part of Germany. Consider visiting these over 6 millionyear-old caves with stalactites and stalagmites abounding, or travel nearby to the relatively “young” castle of Schloss Lichtenstein.

Bärenhöhle – Bear Cave Although the tour was in German, I was able to understand quite a bit and once in a while the tour guide would interject with English stories.

We saw a bear skeleton and found out that this once was home to hyenas, a wolf pack and, of course, bears.

One of the interesting details we heard was it took 15 years for the stalactites to grow 2cm, which is hard to believe when you saw how large and thick these dripping, hardened tear drops have become. When we were there, the cave temperature felt heavenly in hot late June.

Nebelhöhle – Fog Cave Considered a “show” cave of Germany, this cave was first documented as a “site-seeing” structure in 1486. The very long stairway down to the cave is one indicator of the spookiness of it. The Nebelhöhlenfest (on WhitMonday) is celebrated in this cave and is a German holiday after Pentecost to ward off evil spirits.

Little Lichtenstein Castle Most people stationed in Germany know of Liechtenstein, the country and the castle, but if you live in Baden-Württemberg you’ve probably heard of “Little Lichtenstein.” Commonly referred to as a fairy tale castle, it appears as if it might slide down the cliff.

This magical castle is breathtaking.

My family decided to take a little hike through the countryside on a beautiful spring day up to the castle. Unfortunately, my new hiking app was a little off and after an eight-mile hike and wonderful lunch we decided we were ready for a taxi ride back to the car. We got a funny story out of it and saw some amazing views.

There is ample parking right at the castle and far fewer

Little Lichtenstein Castle crowds than at the very popular castles in Germany. Parking here would have saved me quite a bit of family angst, but we got a great workout and meal, so “alles gut.” Also good to know: there is a ropes course that looked amazing, but after our arduous hike we decided to shelve that for the next visit.

Our lunch was delightful at the Altes Forsthaus and we timed it perfectly right after the lunch rush and right before coffee and cake time. We were able to sit in one of the towers for an incredible, memorable experience.

Cross-country skiing and hiking trails Cross-country skiing? Not quite the season this summer, but definitely something to keep in mind for winter. If you are a skier keep Sonnenbühl in mind as it is also considered the crosscountry skiing capital of the Baden-Württemberg area.

There are also hiking trails throughout this part of the Swabian Alb, and I used the Wandermap site and link, although I would say be careful of the definitions. I hike quite a bit and the levels were more difficult than I thought. We chose

an “advanced” hike but it felt more like a “pro.”

How to get there and important links: Both of the caves are part of the GeoPark of the Swabian Alb. This wonderful resource has many tours and nature adventures for the most ardent explorer.

• Bear Caves – Bärenhöhle: The “Bear Cave” is located in Sonnenbühl-Erpfingen, be sure to check this out on GPS settings because there are several towns that begin with Sonnenbühl, you may find yourself driving around.

• The Nebelhöhle – Fog Cave: The Fog Cave is located in Sonnenbühl-Genkingen, near the other caves but is not in the same town.

Getting to Schloss Lichtenstein: By car, it is approx. 2 hours and 50 minutes from Kaiserslautern, an hour from Stuttgart, and 3 hours from Wiesbaden.

66 Transportation Company conducts Change of Command

The 66th Transportation Company - “Road Kings,” 39th Transportation Battalion held a Change of Command ceremony at Kleber Kaserne in Kaiserslautern, June 16. During the ceremony, Capt. Brenda Y. Rodriguez assumed command from Capt. Marquis B. Clark. The 66th Transportation Company is a critical piece in the European sustainment mission.
