Every minute counts; 86 MDG & CEG initiate 24/7 ambulance services by Staff Sgt. Kirby Turbak 86th Airlift Wing Public Affairs On June 15, the 86th Medical Operations Squadron commenced 24/7 ambulance services on Ramstein Air Base. In the past, base ambulances were only available weekdays from 6 a.m. to 8 p.m., not including American holidays. “If medics weren’t on duty, we’d

have to call a downtown ambulance to come in,” said John Thompson, 86th Civil Engineer Squadron fire chief. “Their average response time to get to the base and through the gate is 12 to 20 minutes. If you broke your ankle at the gym, 12-20 minutes is one thing, but if you’re having heart issues or trouble breathing, a quick response time means everything.” While base firefighters learn basic

life support skills, they lack any transport capability for those having a medical emergency. Recognizing these needs, 86th Medical Group leadership began sourcing additional ambulance services staff members. Those efforts were approved in early 2019 and additional ambulance members began to arrive at Ramstein. The MDG started their training

program and reached out to the 86th CES Fire Protection Flight to see if they would be interested in striking a long-term arrangement that would house the ambulance service in one of the Ramstein fire stations. “In February, medical group ambulance staff and the fire protection flight started talking, but they needed See AMBULANCE SERVICES, Page 5

A&FRC hosts weekly Kaiserslautern tours for DOD service members, families Story and photos by Airman 1st Class Taylor D. Slater 86th Airlift Wing Public Affairs A tour of Kaiserslautern, Germany, open to all Department of Defense service members and their families, is scheduled nearly every Thursday from 8:15 a.m. to 3:45 p.m starting at the Passenger Terminal on Ramstein Air Base. The Ramstein Air Base Newcomers Tour, hosted by the United Service Organization and the 86th Force Support Squadron Airman and Family Readiness Center, features a walking tour of Kaiserslautern and lunch at a local German restaurant. Tour participants also learn about the history of Americans in Rhineland-Palatinate during a walk-through of the Documentation and Exhibition Center. Anne Warnock, USO Kaiserslautern area volunteer coordinator, said the tour unites American and German communities. “One way to feel at home in a new community is to get to know your community,” said Warnock. “This Kaiserslautern orientation is a way for the military community to experience this new culture.” During the tour, attendees are treated to a verbal history of Kaiserslautern from one of the tour guides. Mary

Laureana Aguirre-Garza, a USO tour guide, has been hosting tours for two years. “I love sharing the history, the culture, the living,” said Aguirre-Garza. “Opening the participants’ eyes to the treasures that we have in Kaiserslautern that are part of all of Europe.” Attendees also visit the Kaiserslautern train station where they learn about using public transit. At the German- Ramstein Air Base Newcomers Tour attendees learn about the history of Kaiserslautern while touring Kaiserslautern, June 27. The American Community Office RAB Newcomers Tour is scheduled for every Thursday from 8:15 a.m. to 3:45 p.m. Americans learn about German customs and laws. Edgar Lopez, an attendee, said he enjoyed his time on the tour June 27 and learned a lot of things about Germany that he didn’t know before. “It’s a good way to get your feet wet when you first get to Germany,” Lopez said. The Ramstein Air Base Newcomers Tour is scheduled for every Thursday barring federal and German holidays. Registration is required for the tour. Kaiserslautern drainage construction— road closures

From July 15 to about mid-September, a new rainwater drainage will be built in Parkstrasse and Tulpenstrasse by the Kaiserslautern urban drainage system. During the first phase, Parkstraße will be completely closed in the first two weeks of construction. During the second phase, Tulpenstrasse will be completely closed in sections. Pedestrians are not affected by these measures. Residents will also be informed. Ramstein Customs Office Closure

The US Army Customs office, located in Bldg. 305, will close at noon on July 18 in order to move from room 14 to 17. Wayne Phillips, 76th Airlift Squadron flight attendant instructor, received the honor of being Airlifter of the Week, June 27. U.S. Air Force Col. Matthew Husemann, 86th Airlift Wing vice commander, thanked Phillips for his hard work, contribution to the mission, and for being a “complete rock star.” Phillips devoted more than 100 hours on and off duty towards streamlining deployment readiness in the 76th AS. “It’s a very unique situation for us since we deploy out of Ramstein, there wasn’t a process for it, so I had to completely develop the process for it,” Phillips said. “I dug into regulation and contracts with all civilians to figure out who’s responsible for what, and made sure we’re going by the book, and not being additionally charged for any exercises. Also, I found out the process to palletize and mobilize the maintenance equipment on our military aircraft rather than sending them on a civilian aircraft.” In addition to his efforts in the mobility shop, Phillips dedicated 263 hours to training 28 new flight atten-

From February until the week before the ambulance crews moved into Fire Station One, MDG leadership held frequent meetings with CES leadership. The team set a goal of merging ambulance services and firefighters into one fire station by June 15. This was an aggressive timeline for them, but the benefits were huge and forced both teams to do whatever it took to make it happen. On Saturday, June 15, at 7:30 a.m., ambulance services began working out of Fire Station One for the first time in the history of Ramstein Air Base. Both fire and ambulance crews were excited to embark on this new relationship. “Being embedded here, it definitely helps us to build that relationship

with firefighters,” said Senior Airman Joshua Washington, 86th Medical Operations Squadron medical technician.

Now working closer as teammates, fire and medical are able to train and understand each other’s job better, making them one fluid machine.

Philips assisted the 86th AW’s vision to exercise integrated, synchronized, and accurate communication. The Airlifter of the Week program recognizes Ramstein Airmen who, through their hard work and dedication, make the 86th AW the “World’s Best Wing.” “Since moving to the fire station, we’ve been able to train with fire more often now,” said Washington. “We’ve been out to the fire pit with them and can see how they work, where they take patients and that helps prepare us for real-world incidents.” Reducing response times from 20 minutes down to seven is crucial when saving lives. In this endeavor, Team Ramstein collaboration helps emergency responders take care of Airmen and their families. Ramstein is constantly working toward maintaining the title “World’s Best Wing,” and that only happens when units are ready and cohesive. “If we’re living, working, and eating at the same facility, we all know each other,” said Thompson. “When we get out onto the scene, we’re team members, family members.” The efforts of the 86th MDG to increase their manning to accommodate the hours increase coupled with the fire protection flight being able to find the necessary space to allow them to move in will pay great dividends to the 15,000 people that live and work on Ramstein Air Base.

Paris Air Show: four lenses Story and photo by Master Sgt. Eric Burks 48th Fighter Wing Public Affairs Le Bourget airport, France — It’s a long way from the South Pole to Paris, and not many people — besides perhaps a handful of scientists — have careers that include business trips to both locations. But for U.S. Air National Guard Staff Sgt. Jennatte Berger, an avionics technician from the 109th Airlift Wing at Stratton Air National Guard Base in Scotia, New York, the recent hop across the Atlantic to France was a much shorter flight than her usual commute to Greenland and Antarctica, where her unit assists National Science Foundation operations in some of the most remote locations on the planet. “In support of Operation Deep Freeze, we’re in Antarctica each year from late fall through early spring flying on-continent missions for scientific research,” Berger said. The wing operates 10 LC-130 Hercules “Skibird” aircraft, modified with wheel-ski gear, in support of a wide range of Arctic and Antarctic scientific research on climate change, global warming, ozone depletion, earth history, astronomy and environmental change. So, why was this winter bird at an air show in a city known for berets and baguettes, far from the frozen tundra of penguins and polar ice? It’s the first time the wing, or any New York Air National Guard contingent, has participated in the Paris Air Show, according to a New York National Guard article. The 109th AW was invited to attend as an eight-bladed propeller upgrade, retrofitted to the LC-130s, is made in France for Collins Aerospace. The NP2000 propeller, which features curved blades, provides more power than a traditional propeller. This fleet upgrade enhances the wing’s capabilities to operate in locations where the runway is nothing more than snow, ice, or a mix of both. While technology drives performance capabilities, it’s the human element that ensures mission success. Berger is one of approximately 130 aircrew and support personnel from bases in Europe and the United States who attended this year’s Paris Air Show. “The experience has been phenomenal,” she said. “During the first four days of the trade show, I had lunch with the acting administrator of the Federal Aviation Administration, talking about real issues that are being addressed now, and I got to meet the CEO (Chief

Executive Officer) of Lockheed Martin, which built our airframe.” Additionally, she said, the air show provided a venue to walk around and visit other companies developing new technology. “It’s a once-in-a-lifetime opportunity,” Berger said. The Air National Guard Airmen weren’t the only U.S. service members with a long flight to the Paris Air Show. U.S. Navy Lt. Adam Anderson, a mission commander from Patrol Squadron 9, Combat Aircrew 3, Naval Air Station Whidbey Island, Washington, was also participating in his first international air show. “It’s been awesome,” he said. “We get a window into a lot of communities that we don’t usually work with or know a lot about, such as the Army and Air Force units here, as well as our international partners.” Anderson’s squadron operates the P-8A Poseidon, stationed approximately 5,000 miles from Paris in Puget Sound, just over an hour north of Seattle in the Unites States’ Pacific Northwest region. Their aircraft, a multimission anti-submarine warfare platform, is the only long-range anti-submarine aerial asset in the U.S. armed forces. Talking with trade show visitors and members of the general public was another highlight, Anderson said. “It’s always really fun to talk about your job when people are interested, and everyone here is pretty interested in aviation in general, so it’s been great to share what I can about what we do.” While this year’s Paris Air Show featured the first public display of the K-46A Pegasus refueling platform, as well as a sophomore showing from the F-35A Lightning II — which performed an aerial demonstration during the 2017 air show — a few combat-tested veteran aircraft seemed to be “fan favorites” as well. U.S. Army 1st Lt. Ryan Johnson, Bravo Troop, 1st Squadron, 6th Cavalry Regiment, 1st Combat Aviation Brigade, 1st Infantry Division, stationed at Fort Riley, Kan., said his unit’s AH-64E Apache helicopters have demonstrated their effectiveness for more than two decades of combat operations. “The AH-64E is the most advanced attack helicopter on earth, and it’s been battle-proven in Operations Desert Storm, Enduring Freedom and Iraqi Freedom, as well as the recent conflict in Syria,” he said. “It’s a formidable platform that directly supports the ground force commander, and a tangible weapons system that instills fear in the enemy and promotes confidence amongst our ground forces.”

Johnson said it was beneficial to work with U.S. service members from the Air Force and Navy during the air show. “I had the opportunity to learn the capabilities of their weapons systems and transport aircraft, which improves my knowledge as an officer,” he said. “It helps me better support the ground force when I fully understand the other aviation platforms around me.” Johnson was also impressed during the trade show to see the range of innovative concepts on display from industry partners. “It’s been an incredible experience,” he said. “It’s been eye-opening for me in terms of the broadness of the aviation industry itself, and how industry and the Department of Defense and our NATO allies can all come together at this air show to demonstrate their capabilities, representing a larger community to push each other forward and advance technology.” Other participating U.S. Airmen and aircraft didn’t have quite so far to travel, as a C-130J Super Hercules from the 86th Airlift Wing at Ramstein Air Base, and an F-15E Strike Eagle from the 48th Fighter Wing at Royal Air Force Lakenheath, England, were also featured at the Paris Air Show. Like Berger, Anderson and Johnson, U.S. Air Force 1st Lt. Brandon “Animal” Shelley, a Weapon Systems Officer from the 48th FW’s 492nd Fighter Squadron, was also participating in his first international air show. “The fact I get to say that I can serve my country in a fast fighter jet is very special to me, and I feel very lucky to have that opportunity,” he said. “My work is very compartmentalized; I don’t often get to see the corporate effort and the civilian side of platform development and production, so being here has been really cool to see all the collaboration and involvement that goes into producing the

world’s greatest fighter jets.” The best part of the air show, Shelley said, was interacting with international partners. “I love just being able to talk about what we do and learn from others,” he said. “Coming here has really expanded my wealth of knowledge.” Ultimately, participating in the weeklong event was an opportunity to showcase what the United States brings to the table, according to Lt. Col. Ian Kemp, U.S. Air Forces in Europe - Air Forces Africa A3O and deputy air boss at the air show. “We were able to bring in aircraft from three different branches of the Department of Defense, representing tactical strike aircraft, tactical mobility, strategic airlift and refueling, and even our support to scientific exploration,” he said. “It demonstrates the depth and breadth of what we can do for the world in multiple different ways, showcasing our ability to work with our international partners.” The trade show allowed the U.S. to highlight the capabilities of aircraft, weapons systems, and to support the international needs, Kemp said. “It allows the manufacturers to meet the needs of military forces worldwide, and each of the aircraft we’ve brought demonstrates something that the industry currently is offering to those nations,” he said. Equally as important, he said, was the air show component, which was open to the general public from June 21-23. “When visitors come to this air show, they can see how the United States government is a partner in Europe and how individual aircrew and their respective aircraft give us the opportunity to support a multitude of mission sets that protect Europe and demonstrates our engagement as a nation,” Kemp said.

Air Force officials announce tour length changes

by Sarah Loicano Second Air Force Public Affairs Keesler Air Force Base, Miss. — After listening to feedback from Airmen and career field managers, Air Force officials are reducing targeted special duty and instructor tour lengths to create a more ready and resilient force. The tour length reduction from four to three years for military training instructors, military training leaders, Air Education and Training Command technical training instructors with prefix “T”, “J”, or “X”, and stateside professional military education instructors was announced July 1, 2019, renewing the focus on increasing operational readiness and improving Airmen resiliency. “The Air Force is committed to returning our experienced and professional workforce to their operational career fields and reducing the unique stressors associated with these special duty tours,” said Maj. Gen. Timothy Leahy, Second Air Force commander. “The decision to reduce tour lengths is about increasing our readiness and lethality while growing today’s Airmen for the force we need.”

All special duty-assigned Airmen serving as MTIs, MTLs, TTIs or stateside PME instructors on or after July 1, 2019, will receive a three-year assignment. Airmen already serving in one of these positions on or after July 1, 2018, through June 30, 2019, will have 30 days to either accept a three-year tour or opt to keep their original four-year tour. Airmen assigned to one of the targeted DSDs before July 1, 2018, or in an overseas tour, will finish their original assignment. Due to the length of time required to get Air Force recruiters trained and certified, the tour length reduction does not currently impact recruiting assignments. Building and maintaining community outreach efforts are critical to Air Force recruiting success, making 48 months the ideal recruiter tour length according to Air Force leadership. Restoring readiness is one of the Air Force’s top priorities. The tour length change addresses readiness by responding to career field managers’ concerns over retention, loss of operational expertise and assignment-related burnout. The unanimous feedback from a January 2019 survey of career field

managers’ supports a move to a shorter, more manageable tour length for MTIs, MTLs, technical and PME instructors. “This change is about ensuring we are creating additional opportunities for professional development, establishing a more resilient force and returning trained Airmen, with newly acquired professional and leadership training, back to their specific operational specialty,” said Chief Master Sgt. JoAnne Bass, Second Air Force command chief. “Reducing special duty tour lengths optimizes Airmen’s experience and performance both during their careerbroadening experience and their operational career field reintegration.” Input from across five Air Force training wings was factored into the decision to reduce tour lengths. A 2019 survey of MTLs and MTIs indicated that while DSD Airmen reported positive experiences with their career broadening positions, assignment fatigue began to sharply increase around the three-year mark. Survey participants cited a challenging work-life balance including shift work, professional demands and responsibilities outside typical duty hours and the time away

New commander serves as face of DLA support to EUCOM, AFRICOM by Michael Tuttle Defense Logistics Agency Troop Support Public Affairs The new commander of Defense Logistics Agency Europe & Africa will serve as the entry point for DLA’s warfighter support to U.S. European Command and U.S. Africa Command. “You are it … the single commander and the single DLA face to those customers,” Air Force Maj. Gen. Allan Day, DLA Logistics Operations director, told Army Col. Krista Hoffman during a change of command ceremony June 26 in Kaiserslautern. Hoffman took command from Army Col. Theodore Shinkle and will support customers with “the power of DLA’s nine supply chains,” Day said. DLA Europe & Africa’s support covers 55.8 million square miles and 104 nations, and includes food, fuel, repair parts, construction materials and medical supplies, as well as distribution and disposition services. The regional command’s more than

700 service members, civilian employees and local nationals have “earned not only a reputation for on-time delivery of goods and services, but also for being a ready and responsive mission enabler,” Day said. Shinkle said DLA Europe & Africa works with combatant commands to “achieve readiness effects together.” “It’s been an absolute privilege to share in that mission,” said Shinkle, who will go to Army Materiel Command in Huntsville, Alabama. “I take great pride by simply being associated with what this workforce has done.” Hoffman previously served as deputy commander for the DLA regional command serving U.S. CENTCOM & SOCOM. She also commanded DLA Distribution Europe in Germesheim, from 2014-2016. Army & Air Force Exchange Service Public Affairs It started as an offer to tempt his daughters to join him at a woodworking safety class. Captain Gerard “Hank” Mauterer didn’t know ordering a large drink would make the trip unforgettable. To use the woodworking facility on Kelley Barracks, Mauterer was required to take a safety course. He invited his wife, who shares his interest in woodworking, and offered to take his daughters to Subway before the class if they would also attend. His youngest daughter, Olivia, had the honor of pulling the prize tab on Mauterer’s drink — and discovered that he had

won a $5,000 Exchange shopping spree. Mauterer, Chaplain for the 1st Battalion, 10th Special Forces Group Airborne, calls himself a “natural skeptic,” and so even when he saw he had won, he withheld excitement. “I don’t count my chickens before they’ve hatched,” Mauterer said. “It wasn’t until I got the call from the Exchange that I realized it was real.” Mauterer was one of three Subway Sip.Rip.Win peel-off game winners out of Patch Barracks who were honored this month in ceremonies with Exchange leadership. General Manager Michael Ryan congratulated Mauterer as he pre-

sented the family with a giant gift card in front of the Kelley Barracks Subway, where the winning cup was purchased, on June 24. Mauterer was also honored at the KMC Exchange on June 22, where he elected to use his shopping spree. The Exchange has been instrumental while the family is stationed overseas, Mauterer said. “The Exchange has items and name brands we have come to trust over the years,” Mauterer said. “The food court has been a sincere blessing and place of fellowship for us.” For Mauterer, returning to the Army as a Chaplain after 17 years as a civilian and seven previous years of service as a commissioned officer was

a calling. Mauterer deployed to Iraq in 2015 as part of Operation Inherent Resolve and, with his family, has been in Germany for 10 months. “This is where we are meant to be,” Mauterer said. “I don’t have any plans to retire because it’s not really up to me.” Mauterer and his family spent most of the unexpected funds on essentials — from laundry detergent and groceries to clothes for his teenaged daughters. However, there is one high-end item Mauterer and his wife are still considering. “We’d like to get an electronically-assisted bicycle,” Mauterer said. “That would certainly make riding around post a little easier!”

Summary of 2018 Annual Drinking Water Quality Report by 86 MDG Bioenvironmental Engineering Flight The 86th Medical Group’s Bioenvironmental Engineering Flight recently presented Ramstein Air Base’s Annual Drinking Water Quality Report. This report, which is required by Air Force Instruction and mirrors the Consumer Confidence Report required by the EPA in CONUS, is designed to inform community members about the quality of the water and services we have delivered during the past year. Our goal is to provide you with a safe, high quality and reliable drinking water supply. We are continually striving to improve services and protect vital community water resources. The 786th Civil Engineer Squadron (CES) Water Plant and Exterior Utility sections operate and maintain the KMC water distribution systems (Ramstein AB, CTS and Cold Storage) and equipment. CES personnel work 24 hours a day, 7 days a week to ensure the systems are pressurized and maintain sufficient disinfectant (Chlorine) residual. CES personnel conduct daily operational monitoring to maintain the high quality of their final product — our drinking water. The 86th Medical Group Bioenvironmental Engineering Flight routinely monitors water quality throughout the systems. Each week Bioenvironmental Engineering Flight tests chlorine and pH levels, and collects water samples for bacteriological and chemical analysis. All routine monitoring requirements are conducted in accordance with the Final

Governing Standards for Germany (FGS-G). The FGS-G defines the parameters to be monitored (incorporates most stringent US/German requirements), the sampling frequency, the maximum contaminant level (MCL), the notification procedures, and what processes should be initiated if non-compliance is detected (i.e., treatment techniques, bottled water issuance, etc). The U.S. Army Public Health Command Public Health Region — Europe (PHRE) at Landstuhl, a German and U.S. certified/accredited laboratory, performs most of the analytical requirements. The 86th MDG Bioenvironmental Engineering Flight routinely monitors for over 60 drinking water parameters. The table right shows the Jan. 1 to Dec. 31, 2018 results for Ramstein Air Base System. The complete report is available at www.ramstein.af.mil. Due to the exceptional quality of the local groundwater source, treatment is for the most part, unnecessary. Chlorination is accomplished because it provides a measurable means of ensuring water is properly disinfected. All of our water sources are chlorinated, except for Vogelweh, and some water sources are filtered. This is done to ensure the safest, most aesthetically pleasing product for our consumers. Since Nov. 1, 2007, Vogelweh, including Kapaun AS, has been supplied by the City of Kaiserslautern water provider Stadtwerke Kaiserslautern (SWK). Both CTS compounds are supplied with drinking water since January

FIVE MUST-VISIT PARKS IN FRANKFURT

Frankfurt is one of the most interesting cities in Germany. A financial powerhouse and incredibly culturally rich, it is also the smallest metropolis in the world. Frankfurt’s architecture is filled with bold high-rise buildings that dominate the skyline but taking a trip down the Main River, you’ll see the 13 museums that have been developed to keep Frankfurt’s cultural heritage alive. It’s easy to think that this vibrant city has no green space, but Frankfurt has some of the plushest parks in all of Germany. Here are five that you have to visit.

1.Grüneburgpark Grüneburgpark used to be part of the huge Rothschild family estate, years before the family had a 29-acre landscaped park developed there, now the park is sectioned in sizable lawns. The park is scattered with intersections of shrubbery and trees. It also features intersecting winding paths which make it perfect for runners and cyclists. The lawns are home to families and couples relaxing and having picnics. Located in the middle of the park is the Schönhof pavilion which is home to a quaint café offering refreshments and snacks to visitors.

2. Frankfurt City Forest Frankfurt has one of Germany’s most densely wooded urban areas. It’s surprising to think that this capital of financial institutes also houses the largest communal city forest in Germany. The forest is very popular among native Frankfurters and tourists who come to visit the six playgrounds, nine ponds and 25 resting huts. The park is also popular amongst runners, cyclists and anybody who wants the adventure of a forest in a city setting. 3. Botanical Garden (Palmengarten) The Botanical Garden’s history really shows the care and love Frankfurters have for their city. The gardens were founded and cared for by a group of citizens in 1869 and today they are widely acclaimed. Over 5,000 types of outdoor plants can be viewed in this scenic park. There is also a special greenhouse that houses the tropical plants purchased for the gardens so visitors can take a trip through a jungle-like tropical garden.

4. Adolph von Holzhausen Park Located in Frankfurt’s North End district, Holzhausen Park is an oasis of green in the typically urban area. The main attraction at this park is the small castle located within it, belonging to the Holzhausen family. It was built in 1728 and the park and castle were sold to the City of Frankfurt in 1920. While the park may not have many facilities, its impressive views are what make it a must-see. 5. Bethmannpark Bethmannpark is the calmest park in Frankfurt, shrouded from the big city by thick walls. This park is an oasis for tourists looking for peace and quiet or stressed office workers looking for a break. Featuring plush floral displays, the park also features the famous Chinese Garden, landscaped according to the principles of fengshui and it is the biggest attraction in the park. Still ponds and quaint wooden bridges serve as places for great serenity so don’t be surprised to see meditation taking place in this park.

The 25-meter swimming pool is equipped with wave pool, hot tub, several slides and a children’s play area. The Sauna and Wellness Resort has 10 saunas and steam baths, hourly infusions, wellness massages and relaxation rooms.

This nature-oriented pool is opened daily during the summer. The chemical free pool is especially recommended for medical reasons. In addition to the swimming pool, there are saunas, a spa, a playground area and a volleyball court.

The heated outdoor forest pool is open seven days a week. The six-lane pool water temperature is 23 degrees, optimal conditions for exercising. Also available are hammocks, a slide, a baby pool, a starting block and a kiosk.

The natural (pure spring water) swimming pool is open daily during the summer. Additionally, there is a large diving board, water slide, non-swimmers pool, floating area, playground and a volleyball court.

We saved the best till last. Gelterswoog is the jewel in the crown of KMC’s outdoor swimming experiences. Enjoy swimming in a natural lake surrounded by a forest with a large sand beach that features volleyball, table tennis, soccer, table soccer and a climbing frame for kids. Hire rowboats, kayaks and play water polo. The lake also has a parent child area and a kiosk.
