Current PCS, household goods affected by supply shortages

by Secretary of the Air Force Public Affairs Following the COVID-19 pandemic, supply shortages have been popping up in everything from lumber to computer chips to new cars.

These shortfalls are likely to affect some service members and their families this summer during the typically busy permanent change of station, or PCS, season.

According to a newly released communiqué from the Air Force’s Personal Property Activity Headquarters, “Department of Defense demand this peak (PCS) season has greatly exceeded commercial industry capabilities, largely due to resource constraints associated with the COVID-19 pandemic.

Per industry, this resulted in a 25% decrease in their labor pool, resulting in (decreased) personal property movement capacity necessary to support private sector and government demand.”

To mitigate negative impacts on DoD families, the Air Force Joint Personal Property Shipping Offices are employing all available tools and options to accommodate shipment and delivery requests.

Individual DoD services and United States Transportation Command leaders are working with commercial industry to modify business rules, adding flexibility to achieve maximum carrier capacity.

For those scheduled to PCS this year, there are some actions that can add more flexibility to your plans and help the Household Goods community with an expanded opportunity to move personal property: • Get shipping requests in four to six weeks prior to the pickup window.

• Ask about expanding pack/ pickup (a.k.a., “spread date”) windows from the current seven-day requirement to 14 days.

• Contact the assignments team to determine if they can postpone the move by changing the report not later than date.

Airmen can take more control over their move this summer by doing a personally procured move (formerly known as the Do It Yourself move). According to the communiqué, this option allows personnel to “control your move dates and ensure you have ready access to your property upon arrival at your new location. There are several PPM options, including one that reimburses up to what the government would have paid for the move and another where you could receive a financial incentive of 100% of the government’s constructed cost, plus fuel surcharge, and other (accessory costs).”

In addition to the old “rent a truck” PPM option, Airmen now have access to new modes within the commercial industry called portable moving and storage containers. These containers are dropped at the home, the service member packs them and the company picks up, transports, stores and then delivers at the destination. Some companies also offer a menu of associated services including full or partial packing.

Airmen can contact their local Personal Property Processing Office to discuss the benefits of a PPM. They can provide an estimate of the cost factors, describe the ins and outs of the programs and help determine if the PPM option is a good fit for each family.

Air Force coins official Maintenance Duty Uniform, adds immediate wear of tactical OCP caps

by Secretary of the Air Force Public Affairs Maintenance Duty Uniform Air Force commanders of units with aircraft maintenance, industrial and other labor intensive Air Force Specialty Codes will have the option to authorize wear of a standardized, maintenance duty uniform, also referred to as coveralls, which may be worn on a day-to-day basis upon publication of the updated AFI 36-2903 anticipated for August 2021.

The career fields authorized to wear the MDU are: 2A, 2F, 2G, 2M, 2P, 2S, 2T, 2W, 3E, 3D, 1P. “The MDU idea was presented to the 101st uniform board in November 2020 as a way to help increase readiness and timeliness from the work center to the flight line,” said Chief Master Sergeant of the Air Force JoAnne S. Bass. “We are hoping this change will instill a sense of culture and inclusivity for our maintainers who work to keep the mission going 24/7.”

When authorized by commanders, the sage MDU will be unit funded and members will wear the basic configuration consisting of a nametape, service tapes and rank along with the higher headquarters patch on the left sleeve and a subdued U.S. flag and organizational patch on the right sleeve.

The coyote brown t-shirt, OCP patrol or tactical cap, coyote brown or green socks, and coyote brown boots, are worn with the uniform. The MDU will not be utilized for office work environments, nonindustrial or non-labor tasking, but is authorized for wear when transiting from home to duty location and all locations on installations. It must be worn in serviceable condition. Local coverall variants are still authorized but only in work centers

and on the flight line.

Tactical OCP Cap Additionally, immediate wear of some tactical OCP caps is authorized while the Air Force continues the acquisition process to complete this new uniform item. These are not yet available through AAFES. Current tactical OCP caps may be worn if they are made entirely of OCP material or OCP material with a coyote brown mesh back. No other colors or combinations are authorized. The Velcro or sew-on spice brown name tape will be worn centered on the back of the caps. The only item authorized for wear on the front of the cap is rank for officers.

Officers will wear either pinned, sewn or Velcro spice brown rank insignia centered ½ inch on the front of the cap on an OCP background. Air Force first lieutenants and lieutenant colonels will wear black rank. Velcro on the hat should not exceed the size of the insignia. Chaplains may wear the chaplain occupational badge sewn-on and centered ½ inch above the visor.

Enlisted members will not wear rank insignia or a subdued flag on the cap, only a name tape on the back of the cap is authorized. The front of the cap must not have any Velcro or other items.

In addition, females are authorized to pull their bun or ponytail through the back of the tactical OCP cap.

Once the acquisition process is complete for the new uniform item, which is expected to take approximately a year, all other caps will be unauthorized.

At this time, Guardians will adhere to the uniform standards of the U.S. Air Force until the U.S. Space Force develops its own policy.

Note: Theater commanders prescribe the dress and personal appearance standards in the theater of operations.

Professional development charter develops Airmen Story and graphic by Airman Edgar Grimaldo 86th Airlift Wing Public Affairs The 86th Logistics Readiness Squadron recently launched a Professional Development Charter program to give their Airmen additional skills to succeed on a personal, team and organizational level.

The PDC is a bi-monthly program that gives Airmen from the 86 LRS insight on what it means to be a leader.

“The Professional Develop­ ment Charter is designed to allow our Airmen the ability to learn from each other within our organization,” said Chief Master Sgt. Sandra Scott, 86th LRS superintendent. “From not just a technical, but from a leadership perspective as well.”

The PDC covers various topics like speaking and writing, ethical leadership, warrior ethos on a personal level, resource stewardship, strategic communication, enterprise structure and relationships on an organizational level.

“Our charter selects classes based on the Air Force institutional competencies,” said Scott.

“We find classes that will help build our Airmen from tactical to operational to strategic leaders.”

The most recent class used the GiANT personality test, an 80 question survey designed to help individuals discover their lead-

ership voice. With five different leadership voices to choose from, the survey identifies the two strongest based on the answers provided. The results of the survey provides the Airmen insight into each other’s strengths and weaknesses.

nector by trade, which means I tend to gravitate toward helping people, and I easily make connections,” said Senior Airman Jorge Diehl, vehicle maintainer at the 86th Vehicle Readiness Squadron. “The GiANT program is a wonderful way to get to know your Airmen and under-

Top 10 Tid-Bits For Housing Residents As COVID-19 restrictions change, the KMC Housing Office is dedicated to assisting you with friendly reminders to help with your home responsibilities. Remember, the key is not waiting until there is an issue to do something—observation/preventive measures will go a long way when it comes to the elimination of minor issues that could turn into larger ones.

These tid-bits should assist you with caring for your home, whether you are on or off-base.

On-Base 1. Remember not to hang anything from your home ceilings.

2. Please consider using the Self-Help Store at Ramstein and Vogelweh to ensure/maintain the quality and safety of your home.

3. If you have any issues within your residence that is beyond self-help, please call Family Housing Maintenance at 06371-4639510. As residents, you are responsible for the cleanliness and everyday maintenance of your home to include changing light bulbs, replacing sink stoppers or shower hoses, cleaning stove burners and basic pest control.

4. Remember to trim your trees and bushes to a height of 4-6ft. Keep your lawns mowed and presentable. If you see something, say something. Help make our community better.

Bonus On & Off-Base 5. Ventilate your house for a minimum of 30 minutes daily. Ventilating your home by opening windows helps prevent household mold. Cross ventilation is necessary, so interior doors must be opened along with windows on opposing sides.

Off-Base 6. Are you experiencing home maintenance challenges? You should immediately talk with your Landlord or call the KMC Housing Referral Office.

We recommend that you perform (monthly) inspections of your home for routine maintenance issues. If any maintenance conditions do exist, immediately bring them to the attention of your Landlord for repair/resolution.

8. Respect the off-base housing rules. Remember, German laws take precedence over U.S. laws while living in Germany.

9. If you have ceiling fans in your home, you should change the rotation of your ceiling fans twice a year to increase energy efficiency, putting less strain on your heating and cooling systems. In the summer, set the fans to rotate counter-clockwise. This method of blade rotation will pull the warm air to the ceiling instead of in your direction.

IEAFA alumni played an active role in supporting and leading several portions of the weeklong event.

Bringing the IEAFA mission to life in a unique way, the conference brought together delegates from

Bosnia and Herzegovina, Bulgaria, Croatia, Denmark, Estonia, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia and the U.S. bringing the IEAFA mission to life in a unique way.

“IEAFA’s mission is to strengthen allied and partner nation cooperation through education and training of our one common weapon system, people,” said U.S. Air Force Lt. Col. courses creates new networks and strengthens bonds of friendship and cooperation amongst themselves and our nations,” said Senior Master Sgt. Theresa Askew, IEAFA superintendent.

“They are better equipped for future operations because these courses not only increase ally and partner interoperability, they also deepen trust on the very human level that organizations like NATO and Partnership for Peace depend upon.”

Danish Capt.Tommy Mortensen, acting chief of garrison and coordination branch at Aalborg Air Base, Denmark, an IEAFA alumnus, led the first of many briefs during the EPF event, sharing experience and perspective on behalf of the Danish air force.

“The shared knowledge of the overall ACE concepts and the expectations from various nations to plan and conduct support for

partner nations only underlines the importance of having these events,’’ said Mortensen.

“One of the important aspects is to understand the differences between the many nations and how we can work towards a common solution.”

IEAFA leadership shared more about the program with the multinational air force delegates throughout the EPF conference, and former students gave testimonials about their experience at the acade “It was serendipitous for three of our prior students to attend this EPF,” said Askew. “Their willingness and enthusiasm to share their stories is a true testament of the impact their experiences at IEAFA have had on them and their careers.”

Cadow commented on how rewarding it was to witness the three alumni taking an active role as subject matter experts sharing their knowledge with 10 other attending nations.

“Our students are operationalizing the relationships built, trust fostered, and leadership lessons learned at IEAFA to ultimately enhance security and stability for our allies and partners across the European theater.”

Since its official activation in 2016, IEAFA has seen over 1,000 graduates from 42 different countries throughout Europe and North America. The program currently offers six independent courses all aimed to develop allies and partners and increase interoperability.

Lifestyle, performance medicine shows promising impact on Airman, Guardian readiness

by Shireen Bedi Air Force Surgeon General Public Affairs A new medical approach is being offered to Airmen and Guardians, which has shown to improve and sustain medical readiness and health by taking a more patientdriven, whole body approach to care.

The Air Force Medical Service endorsed the creation of Lifestyle and Performance Medicine to improve how providers address barriers to health. Currently, the new approach to health care is being formally offered at Travis Air Force Base, Whiteman Air Force Base, the U.S. Air Force Academy, and Wright-Patterson Air Force Base. However, the foundations of Lifestyle Medicine are currently being delivered by trained practitioners throughout the Air Force.

In July 2020, the Air Force Medical Service chartered a working group to address chronic disease from the readiness perspective.

“Providers across the Air Force were seeing chronic diseases that impacted the readiness of our Airmen and Guardians that weren’t being addressed through lifestyle foundations,” said Col. Mary Anne Kiel, Air Force Medical Home chief, Air Force Medical Readiness Agency.

“We determined that we would be more effective in addressing those issues long term by collaborating within the Air Force to bring Lifestyle and Performance Medicine to the forefront of how we deliver care. That is when we initiated a formal working group last year to begin the process.”

What is lifestyle and performance medicine?

Lifestyle and performance medicine is the military’s adaptation

of the existing, evidence-based Lifestyle Medicine sub-specialty, which is one of the fastest growing sub-specialties in medicine.

Lifestyle and Performance Medicine adds the tactical component of human performance optimization to sustain warfighter medical readiness.

“To significantly improve the performance and readiness of our active duty members, we have incorporated the six pillars of Lifestyle Medicine - nutrition, sleep, physical activity, mental health stress reduction, avoidance of risky substances, and building social connection,” said Kiel.

As Kiel explains, the approach is a departure from the traditional way of treating patients by taking a holistic approach to care and addressing the root cause of health concerns. Care begins by addressing the patient’s personal health goals, identifying what is most important to the patient, and by developing a treatment plan that includes addressing the foundations of Lifestyle Medicine.

Providers across several medical specialties may work in partnership with the patient and can include providers like primary care, dietitians, exercise physiologists, physical therapists, behavioral health specialists, as well as other specialty providers who have training in Lifestyle Medicine.

“It is different than what we have done in the past where the primary care provider will see the patient, recommend the patient see a specialist who may not have any training in Lifestyle Medicine, and both providing a treatment plan that is more in line with conventional medicine. That patient may then see another provider who may also prescribe another

treatment plan,” said Kiel. “We want providers speaking the same language about the treatment plan through Lifestyle Medicine foundations to better address the patient’s personal health goals.

This new approach provides a more impactful way to sustain health and readiness.”

Having providers on the same page when it comes to a patient’s treatment plan is key to sustaining the long-term health of the patient.

“Through the Lifestyle and Performance Medicine approach, I can manage my patients’ health, help them actively reverse disease, and set the patients up for success,” said Maj. Regan Stiegmann, flight surgeon and Lifestyle and Performance Medicine physician, 10th Operational Medical Readiness Squadron at the U.S. Air Force Academy, Colorado. “We are not just treating the disease, but also reversing diseases and taking patients off medication because we are addressing the root cause of the chronic disease. We are not just slapping on a temporary pharmaceutical fix for disease symptoms. We actively work to address the core causes of chronic diseases, such as high cholesterol, high blood pressure, and pre-diabetes, so patients no longer have to rely on managing symptoms with medications.”

Impact on Airman and Guardian readiness According to Kiel, this approach plays a vital role in readiness by addressing some of the biggest hurdles to deployability head on.

“People have a sense that active duty Airmen and Guardians are healthy because that’s our

job,” said Kiel. “But we know our members are not as healthy as they could be. This is impacting their performance in a big way.

We are also seeing these same health concerns among potential recruits. We not only want to recruit healthy individuals, we want to retain them. The Lifestyle and Performance Medicine approach can serve as a key way to address that.”

At the U.S. Air Force Academy, Stiegmann has seen various ways this approach has improved the lives of her patients, in addition to significantly improving their performance and ability to support the mission.

One of the key things she recommends to her patients is a shift to a predominantly whole food, plant-based diet.

"We see that when members increase their intake of vegetables, fruits, beans, legumes, nuts, and natural high-fiber foods, we are seeing improved optimization of their health in many ways,” said Stiegmann. “This food paradigm shift towards eating more plant-based foods leads to better control of weight, cholesterol, diabetes, and it can even help offset some of the contributors to dementia and many cancers.”

One of Stiegmann’s patients, Maj. Grant Scholl, the 70th Flying Training Squadron Operations Manager, initially came in for a consultation when he was dealing with health issues such as high cholesterol and pre-diabetes.

“I had always prided myself on eating right, working out and being all-around healthy, but seeing my labs and pre-diabetic indicators really shocked my conceptions of where I believed my health to be,” said Grant. “With

a few minor changes to the way I eat, within three months, I was able to reset all of my health metrics well into the normal health investment zone range.”

Grant was able to reduce his bad cholesterol levels, reverse his pre-diabetes, lose weight, improve his energy levels and improve his sleep.

“I told [Grant] when he initially came in that I could address each of these issues separately with pharmaceuticals, which will only serve as a temporary, superficial fix. The other option was to change his diet,” said Stiegmann.

“The greatest thing he achieved by adopting a predominantly plant-based diet is that it allowed his body to heal, which helped him put his pre-diabetes and high cholesterol diagnoses into remission.”

Many patients often believe they are taking the necessary steps to stay healthy and remain deployable. Patients are frequently shocked when they are met with lab values that indicate otherwise. This was the case for Maj. Chris Cherry with the 557th Flying Training Squadron.

“I never thought I’d have issues with high cholesterol,” said Cherry. “I thought I ate well enough, and had a good body weight. I have always been active — I even ran a Boston-qualifying marathon. So I was surprised to hear my cholesterol levels were high.”

After meeting with Stiegmann, Cherry noticed an improvement in his cholesterol levels while improving other aspects of his overall health and performance.

“After my annual flight physical last year, I decided to take control of my diet by eating

June 18, 2021 almost an entirely plant-based diet and cutting out most processed foods,” said Cherry. I definitely just felt better. I had more energy, I felt more in control of my appetite, and I was experiencing more stability mentally and emotionally.”

For Cherry, this improvement was not just felt, but also seen in his lab results. His low-density lipoprotein, or LDL cholesterol levels, lowered from 225 to 178 when he moved away from a high fat diet. His LDL levels lowered a year after that to 136 when he reduced the amounts of animal products and processed foods he consumed. His LDL levels then dropped down to 115 after a week of going on a completely whole food, plant-based diet.

“I’m not saying everyone needs to cut out all animal products and processed foods, but in my experience, the more closely I’ve adhered to a whole-food, plant-based diet, the better I’ve felt and the lower my LDL levels have dropped.”

Not only can this approach provide steps patients can take to improve their overall health, they also work on addressing causes

of poor health and barriers to changing health outcomes.

“When we look at the patient from a multi-angled perspective, we start seeing if, for example, a patient has an emotional relationship with food or if they are prone to binge eating when stressed,” said Stiegmann.

“In partnering with behavioral health specialists, we can help the patient re-assess and truly process how they developed this relationship with food and better help the patient achieve longterm health goals and outcomes.”

Additionally, Lifestyle and Performance Medicine providers can help identify environmental contributors that could negatively impact a patient’s health. As Kiel explains, providers can work with the patient to address sources of stress and some of the social and workplace challenges so they can make healthier choices in the long run.

“We have suggested that patients keep go-to healthy snack options nearby to avoid going to the vending machine,” said Kiel. “We have also suggested patients spend some time each day to practice mindfulness or

meditation, take a short walk on their lunch break to de-stress, prepare their bedroom to improve their sleep quality, set up a bedtime routine to wind down, and decrease screen time.”

Health care culture shift While relatively new, the implementation of Lifestyle and Performance Medicine has led to consistent improvements in the patients who have received consultations. For Stiegmann, adoption throughout the Military Health System will lead to necessary changes in health care culture.

“We have to look beyond a disease management system to promote and practice true health maintenance with our patients,” said Stiegmann. “This is what health sustainability actually looks like. We have to change the dialogue we have with our patients and give them the option to become active participants in their own health.”

Kiel eventually wants to see this approach grow across the Department of Defense.

Biggest Career Obstacle: For me, my entire career was a series of milestones and each one of them had challenges that I had to overcome. As I reflect back on those milestones, there is no specific milestone that was more important, or carried a higher level of significance for me. They all had to happen, which has made me the leader I am today. I feel the most important thing to consider is learning how to see hurdles as opportunities and not be scared of failing (because you will fail). Failing means you are willing to grow.

Advice for Airmen: One piece of advice I would give Airmen is to set goals and share them with your family and your leadership. You will need the support of both teams to break down barriers, as well as pick you back up when you have setbacks.

Biggest Career Obstacle: The largest milestone for me was when I was a SSgt and I received the first random email from a former Airman that I met years prior. I honestly didn’t remember him immediately, but he explained that although he wasn’t the best Airman at the time and was separating, the few days I spent with him assisted his focus to become a teacher as opposed to resorting to his old ways in his community. This made me realize first hand that I have the power to steer people onto the right path, and that my actions and words really do matter.

WIESBADEN — The U.S. Army Garrison Wiesbaden community gathered at the Wiesbaden Clay Kaserne Gym June 14 to celebrate the Army’s 246th birthday. The community was treated to a special cake, hotdogs and drinks provided by the United Service Organizations and athletic events for all ages.

The Military Equal Opportunity and the Equal Employment Office coordinated the event which was set up in front of the Military Welfare and Recreation Gym on Clay Kaserne.

Gen. Christopher G. Cavoli, the commanding general of U.S. Army Europe and Africa gave a speech to help set the mood for the celebration.

“The U.S. Army has changed the world,” he said,

because of World War I and especially because of World War II. “Because of our actions then, we are the most powerful Army in the world,” he said. He went on to emphasize that we are all part of a figure in history because of our association and being members of the U.S. Army and said we are all part of military history.

“The U.S. Army is older than the United States,” he said. “In fact, the U.S. Army was a pre-condition of the United States of America.”

“Today we celebrate that,” he said.

As part of the celebration of the Army’s 246th birthday, Gen. Cavoli and Spec. Aloyseia Manning Ramirez cut the Army’s birthday cake. Traditionally, the oldest and the youngest Soldier in attendance cut any cake in observance of special occasions. Ramirez, 20-years-old, is with the 2nd Military Intelligence Battalion, 66th Military Intelligence Brigade.

“This app is extremely user friendly,” said Stefan Alford, USAG RheinlandPfalz public affairs chief. “You have a lot of garrison information at your fingertips and that’s important every day, but especially when you’re PCSing in or out of the Rheinland-Pfalz footprint.”

The app recently integrated a quick and simple way to submit work orders from Army housing and barracks residents with the Army Maintenance App (ArMA) built into the Digital Garrison App. At last count, more than 1,200 people have downloaded the Digital Garrison App for USAG RheinlandPfalz.

"It puts real-time installation information in everybody's pockets," said Scott Malcom, Army Installation Command public affairs director.

"There are hundreds of thousands of people that access Army installations every day. Almost every one carries

a cell phone. The app will add value to their time spent on an installation — whether it is to live, work, train, or play."

Almost 70 installations are represented on the app, with plans to add more in the future. That means the app could make a Soldier’s move easier on both ends as they can find the information on the offices they need at either installation.

Digital Garrison also provides an in-app shopping function through ShopMyExchange.com, along with local AAFES shopping and restaurant details. It also features a mobile wallet function where shoppers can use their MILITARY STAR card.

And one of the first major updates will include local commissary information and a link to Click2Go, the Defense Commissary Agency's online grocery ordering portal and curbside pickup service, but only if the capability is available at a given installation.

“The decision to create the app shows the Army’s eagerness to transition from the ‘industrial age to the information age,’” Malcom said.

To download the app, go to the App store for your type of phone and search “Digital Garrison App” (look for the Army star). Once downloaded, click “Allow” for notifications so you can be alerted when the garrison sends out emergency push notifications. Click “Next,” then “Get Started” to create your login and select USAG RheinlandPfalz as your new Army garrison. It takes about two minutes from starting the download to using the app.

The Digital Garrison App allows users to find addresses and phone numbers of garrison offices for more than 70 garrisons across the Army. The app takes about two minutes to download and start using.

Why no AC in Germany?

With daily temperatures rapidly getting warmer and summer officially still a few days away, you may be asking yourself, “Where’s the air conditioning?” If you are new to Germany, or spent a summer (or three) here already, you likely already know that most German homes do not have central air conditioning. There are many factors to consider, primarily: air conditioning, or A/C, is highly in-efficient, it’s expensive to install and operate, it’s not cost effective and it’s only really beneficial for a few weeks of each summer. However, there are many ways to beat the heat during those few weeks of summer without A/C. I was given a great opportunity to move to Germany and take a new job early last year and bring my family. As we all know, moving is stressful, moving overseas is

more stressful, and moving overseas during a global pandemic is right near the top of anyone’s stress meter. Compound our arrival here in July with no A/C in Germany, yikes! Sounds bad, right? Well, to be honest, it wasn’t all that bad. I say this as someone who grew up in Maine without A/C, joined the Air Force and travelled the world living five times in Florida. While it did take a couple days to adjust to life without A/C, we soon learned to manage quite nicely with proper use of our rolladens and a couple of floor fans.

So what’s the secret to staying cool without A/C? Experts from the 86th Civil Engineer Squadron have some tips for newcomers.

“One of the most effective ways to keep a home cool in the summer is to crack, or open, windows during the night to allow the coldest air of the day inside the house,” said Luis Saldivar, 86th CES energy manager.

Rolladens are shutters that block direct sunlight from entering windows and reduce heat buildup, inherently cooling the inside of the home. Most German homes have some sort of rolladen on every window, be they manually operated via hand-cranks, or more automatic with a push-button and electrical motor.

“It’s crucial to ventilate and replace the air in the home at least once a day for your health and to prevent mold and mildew” continued Saldivar. “Durchlüften, or push ventilation, of your house will keep it cooler, but it can also improve mood and well-being, just by opening the windows.”

But what about those in on-base housing without rolladens?

Yes, here in the Engineering flight we are aware of this issue and have taken steps to program three unfunded projects worth $469K for Landstuhl with an additional 35 un-funded projects worth $6.4M for Vogelweh housing units. In the interim, there are interior window shades provided that can be supplemented with black-out curtains available on the local economy.

• Cook outside on a grill, this will prevent you from heating your kitchen, which in Germany are rather small.

• Unplug appliances and electronics when not in use as items plugged into a socket still can produce heat.

• If you have a multi-story home, try sleeping on the bottom floor, as heat rises.

There are a number of other ways to keep cool: • Use ceiling fans with correct counter-clockwise rotation that allows blades to push air downward and increase the wind chilleffect.

• Use a floor fan, with an oscillating motion from side to side, to help move air around.

• Open rolladens just enough to provide sufficient natural light.

• When possible use energy efficient light bulbs because regular light bulbs radiate excess heat.

Many Americans are used to having A/C and it can be tough for some to adjust to not having it, especially when there is a heat wave like in the summer of 2019. However, when it comes to warmer weather here in Germany, I recall something my mom, a now retired registered nurse, used to tell my brother and I when we got cuts, scrapes, broken bones or any other injury, “it’s only temporary.” So, do what you can to stay cool, enjoy the warmer temps and remember, winter weather will be back before you know it.

HOSPEX 21 demonstrates interoperability at highest levels

by Eleanor Prohaska 21st Theater Sustainment Command On a balmy June day, blue skies above Baumholder Army Airfield, Germany, contrasted with the 519th Hospital Center/512th Field Hospital’s dark green tents. Planted in the pastoral landscape, the complex was a second home to many of the 400 troops who had prepared for months and trained onsite for weeks to execute HOSPEX 21, part of DEFENDEREurope 21 — a large-scale U.S. Armyled exercise between the U.S., NATO Allies and partner militaries.

From May 30 through June 4, 2021, the 30th Medical Brigade led multi-national troop response to a simulated battle scenario, including a mass casualty event, as a NATO medical evaluation team observed.

Hanging in the balance was a NATO Role 2 Enhanced certification, validating the 512th FH as capable of providing advanced medical support in the field and meeting NATO’s medical doctrine of interoperability. Financial, technical and medical specialist shortages across the NATO nations have increased the profile of multinational support options.

“It’s one thing to say that the practice of medicine can be universal across the spectrum,” said Col. Jason Wieman, 30th Medical Brigade Commander. “But it’s another thing to actually understand how to use a piece of equipment in a German hospital as opposed to a Bosnian hospital or a Polish hospital.”

HOSPEX 21 provided a unique opportunity for the U.S. to train with allies and partners, side-by-side, as they would in a real emergency, to sustain the fighting force, increase interoperability, and strengthen partnerships.

Over five days, the 30th Med Brigade, German Bundeswehr, U.S. Air Force, U.S. Army Reserve Command, Landstuhl Regional Medical Center and medical subject matter experts from partner nations treated more than 100 simulated patients at every level of medical military tactical care—from point of injury, through initial stabilization and medical evacuation to a hospital for more definitive care. Personnel from Germany, Poland, Australia, the Netherlands, France, Bosnia and Herzegovina, and Hungary participated.

According to Wieman, HOSPEX 21 represents the highest level of interoperability between the U.S. and its NATO partners. “It brings us all together,” he said. “It’s been a wonderful experience both from a training point of view and relationship point of view to work with so many of our NATO allies and get to where we are now.”

“Somebody help me!”

The June 3 mass casualty scenario

outside the 512th Field Hospital began when seemingly bleeding and broken bodies arrived by 557th Medical Company Area Support Army ambulances. As NATO evaluators observed, patients were triaged, treated and comforted. Some were whisked away for emergency care and surgery, while others lay on the ground, moaning and crying for help.

The scenario stressed the hospital’s capacity, requiring some patients to wait for prolonged periods of time. One of those who had to wait was Pfc. Zoey Gillespie, 64th Medical Detachment Veterinary Service. She looked bad, with a fully bandaged head, and a piece of metal sticking out of a bloodied left eye. But the 512th FH providers determined she could wait.

“Even though it looks grotesque, it’s not as bad as some of the other people,” said Gillespie. “My injury wasn’t one that was necessarily life threatening.”

Nevertheless, Gillespie said she was given pain medication right away, and when her pain increased, she moved up in priority. She felt cared for, even while waiting.

“Everyone is really compassionate.” She said. “I’ve noticed that, for sure. Because when you are confused and you are in pain, having somebody that’s treating you in a harsh manner or sticking things into you can be scary. So, being compassionate and caring when you’re providing medical care is important. And everybody here has done that.”

SPC Travis Benton, Jr., 64th Medical Detachment Veterinary Service, agrees.

He played a wounded prisoner of war who did not speak English. Even though he acted aggressively and had to be strapped down, he was provided a translator and asked if he needed anything to eat or drink. His experience at HOSPEX was eye-opening.

“It really gives you an idea of how stressful the environment will be,” said Benton. “It gives you a better idea of how you should go about certain things, like determining what situations are more major than others.”

Making those determinations is a skill that can only be honed with with experience.

“The training opportunity that we have here is invaluable, especially working with our allied partners,” said 512th FH Maj. Thomas Kwolek, Clinical Nurse Officer in Charge of Emergency Medical Treatment.

During HOSPEX 21, away from the garrison environment, soldiers were able to focus and work on technical skills, practicing mission essential tasks they have to perform with partners in the European theater.

“That’s invaluable because at the time when we’re needed, we have the opportunity to be at our best,” said

Kwolek. “Because we’ve had those conversations. We’ve repped those scenarios for the best outcomes for our patients.

“Participating in an event like this brings a sense of realism to our soldiers that’s invaluable,” Kwolek added. “We have training simulations where we’ve broken down the individual pieces, but when we bring them together in a culminating event, they get to see how each one of the pieces work through the system of health, as we progress through the emergency, EMT section all the way to the inpatient arenas. They have the ability to connect the dots.

“When we were stressed with the number of casualties and the complexity of the casualties, everyone rose to the occasion. We were here for everyone’s worst day, but we were at our best, and that makes the difference.”

According to Wieman, joint service cooperation is another element that makes a difference.

“The Air Force has become very important partners for us from all levels of training,” said Wieman, explaining that the next level of care after hospitalization involves transporting patients to a tertiary healthcare facility — a final point where rehabilitative and definitive care is provided outside the battlefield.

On the day of the mass casualty exercise, Capt. Cathy Chavez, USAF 52nd Medical Group, supervised the “ERPS” or en route patient staging system at Baumholder Army Airfield.

“Our job in this setting is to embed with the Army and provide that piece and take all of the patients out to the flight line and load them on to the aircraft for patient movement,” she said.

“A lot of the Army care in the air is going to be rotary wing, so our Air Force assets help with that fixed wing capability for the longer distances to get to those Role 4 centers,” added Chavez.

Patients often have to travel longer distances, including trans-Atlantic flights back to the U.S., for a higher echelon of care. “So it makes sense to use our C-17s, our C-130s and our KC-135s to move those patients,” said Chavez.

Baumholder Army Airfield is quiet now, having played its role as a HOSPEX 21 staging and training area. Exercise participants have gained experience, insight, skills and stronger connections. All will be put toward providing expeditionary, deployable medical care in an austere environment.

The evaluators from NATO’s Military Medicine Center of Excellence will analyze their observations and a final evaluation report may be issued as soon as August, certifying the 512th FH as a NATO Role 2 Enhanced field hospital.

Army senior medical leadership visits Europe

by Kirk Frady Regional Health Command Europe The Army’s top medical leadership team visited Army medical facilities and medical personnel in Europe June 3-9. Lt. Gen. R. Scott Dingle, the Army Surgeon General and Commander of U.S. Army Medical Command, and Command Sgt. Maj. Diamond Hough, MEDCOM command sergeant major, toured Army medical facilities, and observed first-hand the success of the COVID-19 vaccination program for military communities across the theater.

Their visit to Europe was the first for the Army Medicine leadership team since assuming command in June 2020. The weeklong trip allowed the duo to gain a better understanding of Army medical operations in the European theater and gave them a chance to see medical units participating in a Defender Europe 21 training exercise.

Command, Landstuhl Regional Medical Center, the German Army, and medical subject matter experts from six partner nations participated in a hospital exercise in Baumholder. The exercise validated joint capabilities to provide medical support from the point of injury through definitive care.

“I would like to thank Regional Health Command Europe, the 30th Medical Brigade and the entire European military health community for an exceptional display of leadership and excellence in action,” said Dingle. “From the foxholes to the fixed medical facilities, what I saw was readiness at its highest level. Regional Health Command Europe has shown us that Army Medicine is Army strong.”

According to senior Army officials, COVID-19 vaccination, education and protection remains a high priority for leaders across the force.

“Continuing to train for and protect against COVID has demonstrated the professionalism that is relevant throughout the entire

European theater,” said Hough.

The Army’s most senior medical leaders issued a challenge to the force to get vaccinated and stay mission ready.

“As Soldiers, it is our job to stay physically fit and mission ready. A key part of that readiness in todays pandemic is getting a COVID vaccination,” Dingle said. “We know that vaccination works. As more people get vaccinated, COVID infection rates are falling. These vaccines are safe and effective and underwent thorough testing and trials among a diverse population group.”

The MEDCOM command sergeant major says that the Army is making great strides in vaccinating the force, but there is still work to do.

“To date, more than 400,000 Soldiers have received at least one dose of the vaccine,” said Hough.

“We are well on our way to achieving community immunity, but we need your help to expedite a return to normalcy. Everyone needs to do their part and get vaccinated.”

Center at Landstuhl Regional Medical Center. “I’ve seen a lot of simulation centers and I’ve travelled a lot, but I have never seen what I just saw here. This was phenomenal,” said Dingle. “When you talk about the gold standard, this is the next level above that.”

WHAT’S THERE Historic Farm Houses Along the grounds are eight farm houses, six of which are fully furnished. Walking through each house is like traveling back in time. My mother often complained of our house feeling like a zoo, but these families actually lived right above their animal stables!

The smell, you guys, can you even imagine?

Kids’ Activities The museum has many play areas specifically for kids including an adventure playground, children’s attic and play barn. Many of the houses have hands-on areas where adults and children can immerse themselves in farm life. My favorite was a bench with udders that visitors can milk (without fear of animal aggression).

Basket Weaving Handicraft demonstrations are also happening around the museum at any time. We watched a basket weaver at work.

Farm Animals True to its history, the museum has lots of farm animals including cows, sheep, pigs, horses and goats. The benefit of visiting in early spring was that I got to see the newest arrivals — a calf, two kids and two lambs.

When regaling the story of my trip to my husband, I proclaimed “I want a kid!”

I think he was on board until I explained that I meant baby goat. He said “no” but I suspect he just wants to keep it a surprise.

This camp helps introduce participants to lifesaving skills which include: CPR, first aid, and AED training.
