COMMENTARY: A Proclamation on Asian American, Native Hawaiian, and Pacific Islander Heritage Month

During Asian American, Native Hawaiian, and Pacific Islander Heritage Month, our Nation celebrates the diversity of cultures, breadth of achievement, and remarkable contributions of these communities; of brave immigrants who, motivated by the promise of possibilities, picked up their lives and found new homes here; of native peoples who have stewarded these lands since time immemorial; and of community leaders shaping a brighter future for us all. Throughout our history, they have represented the bigger story of who we are as Americans and embodied the truth that our diversity is our strength as a Nation.

Asian Americans, Native Hawaiians, and Pacific Islanders represent us at every level of government, including Vice President Kamala Harris, the first Vice President of South Asian descent; Ambassador Katherine Tai, the first Asian American United States Trade Representative; and Dr. Arati Prabhakar, who is the first South Asian American to lead the White House Office of Science and Technology Policy. Earlier this year, I was also proud to nominate Julie Su to serve as the Secretary of Labor. From historic Oscar-winning performances in film to achievements across business, culture, sports, and civil rights, AA and NHPIs shape and strengthen the fabric of this Nation. We see their contributions as business owners and caregivers as well as their service in the military and on the frontlines during the COVID-19 pandemic.

Despite the immeasurable ways AA and NHPIs enrich this country, we continue to see persistent racism, harassment, and hate crimes against these communities. Attacks on Asian American women and elders have left too many families afraid to leave their homes and too many loved ones traumatized. The devastating murder of eight victims in Atlanta, six of whom were women of Asian descent, pierced the soul of this Nation. This year, after the shootings in Monterey Park and Half Moon Bay, both

To address the rising tide of anti-Asian violence, I signed the bipartisan COVID19 Hate Crimes Act into law — which included the Jabara-Heyer No HATE Act, making it easier for Americans to report hate crimes and to help State, local, and Tribal law enforcement agencies better track these hateful acts.

This year I was proud to launch the first-ever National Strategy to Advance Equity, Justice, and Opportunity for Asian American, Native Hawaiian, and Pacific Islander Communities. This plan reflects my Administration’s commitment to improving the lives of AA and NHPIs — ensuring that the census collects accurate data so they are properly reflected when new policy is made; advancing safety, inclusion, and belonging for AA and NHPI communities; promoting language access and preservation; advancing AA and NHPI representation in the Federal workforce; and striving toward an equitable COVID-19 recovery. The White House was proud to host celebrations such as Diwali, Eid alFitr, Lunar New Year, Nowruz, and Vesak so we could celebrate with diverse AA and NHPI communities from across the Nation.

We are also creating economic opportunities for AA and NHPI workers and business owners. The Small Business Administration has distributed nearly $16 billion in loans to AA and NHPI entrepreneurs since I took office. I was proud to sign Executive Orders to ensure the Federal workforce reflects the diversity of the American people. Our efforts are paying off. In the Asian American community, unemployment has fallen by more than half since I took office, and as of 2021, entrepreneurship had risen at the fastest rate in over a decade.

As we make progress to advance equity and opportunity, we know our work is far from done. To help more AA and NHPIs see themselves in the story of America, I signed historic legislation bringing us closer to creating the National Museum of Asian Pacific American History and Culture. To honor the traditional practices and ancestral pathways of Pacific Island voyagers, I expanded protections for the Pacific Remote Islands. To help Americans reckon with and learn from more shameful chapters of our history, I signed into law the Amache National Historic Site Act, which establishes a memorial to the 10,000 Japanese Americans who were unjustly incarcerated at Amache during World War II. Facing past wrongs helps us build a more just and equitable future. This country’s fundamental promise holds that every person is created equal and deserves to be treated equally throughout their lives. We have never fully lived up to that ideal, but we have never walked away from it either. This month, we renew our work to put the American Dream within reach of all people, and we celebrate the vibrancy, contributions, and future of AA and NHPI communities across America.

NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim May 2023 as Asian American, Native Hawaiian, and Pacific Islander Heritage Month. On-Base Resident Reminders: Pet ownership

Being a pet owner can bring joy and wellbeing to both the pet and the owner. With ownership comes responsibility. Pet ownership in Germany and in government quarters is a privilege. Residents in family housing must comply with applicable laws, installation-specific requirements for pet ownership, registration, control, and vaccination. Pet owners must register their pet(s) with the Veterinary Clinic located on Pulaski Barracks within ten working days after arrival in the KMC. A current rabies shot is required for registration. The total number of dogs and/or cats allowed is two pets at any weight or not to exceed three with a combined weight of 150 pounds per MFH unit. “Aggressive” or “potentially aggressive” pets are prohibited. Excessive dog barking/howling is a primary complaint received by Housing Management. Keeping your pet from becoming a nuisance to the neighbors is a must. Cleaning up after your pet is an ownership responsibility. Pet relief stations are located throughout our housing areas. Pets are not allowed on playgrounds or sports fields and please do not allow pets to urinate or defecate on balconies. Responsible pet ownership is a big commitment, and when done right, can be very rewarding. “USAFE Switchboard Operator, how may I help you?”

This was the first phrase I had to learn, when I started as an operator 14 years ago.

With basic knowledge of the military, I had to learn every organization, office symbol, and offices, and what they do to provide the best customer service and know exactly what the customer needs, before they even know it. And having one of the largest databases, which is growing and being updated daily, making learning and teaching even more difficult. As others followed behind me, I had the pleasure of teaching new operators and military augmentees before I was promoted to Chief.

Every new operator must go through this learning process, but with the high operations tempo environment that comes with supporting the Global Gateway and the people around, you make it possible to learn something new every day.

We represent the 86th Communications Squadron, King Comm, where we pride ourselves in our mission “to connect and deliver information superiority across the Global Gateway,” putting people first and always. You might be used to hearing us every day or even remember our operator numbers. Or you might be completely new to the base and hear from us the first time.

Either way, the European Consolidated Switchboard, with its 29 operators, covering 14 different bases for not only the entire theatre but also assisting all military branches and Department of Defense civilians worldwide, 24/7, 365 days a year, is here to help in any way possible. And that is a literal fact.

On average, our team processes over 900,000 calls per year. Our team is composed female and male operators with many serving for a very long time. Our longest serving switchboard operator served 43 years being an operator for the Air Force!

The ability to assist our worldwide customers in 16 different

languages is unique and special, and I am proud to be leading this team. Every operator speaks at least two languages. Most of them speak three or more. With this special gift, we can give service to any caller who needs assistance.

There is a sense of pride that comes with the job. At the end of the day, a small connection probably made a big difference for somebody.

Our calls range from morale calls, previously known as a “heart to heart call,” to making connections from every deployed location worldwide and other overseas locations. We are the gateway to connecting separated families to being

greeted by our day-to-day customers with “Oh, hi. It’s me again!” or “Hey operator, how are you doing today?”

Unfortunately, we must also face emergency calls, where you need to focus immediately and change from your last call full of laughter to an injured person or one in total panic. These are the down sides to the job since we often do not know how the situation may have ended once the connection with distant end is made. But we can be proud to be part of saving lives.

Being part of the U.S. Air Forces in Europe can be quite challenging on our operators. During the Operation Allies Refuge in 2021, the USAFE Consolidated Switchboard

was the first point of contact for everybody involved — Airmen, evacuees, concerned family members and friends. The operators did an outstanding job handling the sudden flood of call traffic coming in from all over the world.

They calmed down parents checking if their child made it to safety, children searching for their parents since they had not heard from them, and friends of evacuees being upset because they were in panic of their loved ones. The list is long and it was a difficult time for everyone, but if you do this job, your only concern is helping as much as possible and that’s just what we do!

A great story, where we were very glad to hear the outcome, happened in July 2021. A plane spotter called us on a line from Royal Air Force Lakenheath, England, reporting flames coming out of a plane taking off. Operator 33 knew exactly where to connect the caller immediately. Thanks to her and of course the plane spotter who reacted so quickly, the pilot of the plane could be alerted in time for him to land safely.

Some might think this job involves only connecting to numbers, but the best part of it is to connect with the people calling from all over the world. If you ask our operators what they love the most about their job, they will all tell you “Knowing you helped so many people in one day.”

Ramstein AB celebrates Nurse and Tech Week

Ramstein Air Base kicked off the annual weeklong Nurse and Tech Week on May 8, which allowed for greater opportunities to promote understanding for and appreciation of the huge impact and contributions of our medics.

During Nurse and Tech Week, Ramstein AB hosted five days of appreciation groups for nurses and technicians in the Kaiserslautern Military Community and their commitment to their patients and medical readiness. The theme this year is "nurses make a difference: anytime, anywhere — always.”

These members provide world-class medical care to all our beneficiaries anytime, anywhere, and always as a top priority.

Nurses and technicians serve in many capacities and come from all backgrounds and ranks to maintain health and readiness and ensure members are medically ready to deploy. In addition to their clinical skills, they serve in multiple types of settings.

“Our nurses and 4Ns are at the epicenter of healthcare,” said Col. Richard McClure, 86th Medical Group commander. “Our physicians are like the pilots and without them there is no mission. However, our nurses and 4Ns are the maintainers, navigators, administrators, and everything in between. They make sure the mission is completed.”

Nurse and Tech Week has its roots in 1974 when the International Council of Nurses established May 12 as International Nurses Day,

Florence Nightingale's birthday. The celebration was extended to seven days and May 6-12 was officially declared National Nurses’ Week.

Nightingale was a trailblazing figure in nursing who greatly affected 19th- and 20th-century policies around proper care. She was known for her nightly rounds to aid the wounded, establishing her image as the “Lady with the Lamp.” During the Crimean War, she and a team of nurses improved the unsanitary conditions at a British base hospital, greatly reducing the death count.

“Often when we hear of read about war, we think and hear about the men and women who risk their lives for our country,” said Lt. Col. Joseph Melder, 86th Aeromedical Evacuation Squadron chief nurse.

“However rarely do we hear about the many nurses, medical and surgical technicians who also put themselves in harm’s way risking their lives to save others.”

He said brave medical professionals have been laying down their lives in support of the wounded and our nation since our fight for independence. This week, in remembrance of Nightingale’s birth, we celebrate the contributions and sacrifices that nurses, medical and surgical technicians have made for the betterment of our military and our country.

“I would like to say thank you to each one of them,” Melder said. “I would also like to say that I am proud and humbled to be a part of this time-honored profession. Thank you!”

When asked what nursing and this week mean to her, Capt. Autumn Wharmby, 86th MDG registered nurse, said nursing isn't something a person does, but rather who you are.

“We are the support for the best and worst days of your life, and everything in between,” she said. “We laugh and cry with our patients, we hold their hands during the darkest times, and we advocate for them when they can't advocate for themselves. Nursing is the unconditional care for a stranger.”

As military nurses and technicians, there is an added responsibility to ensure medical readiness of all team members, which includes both technical skill training and home lives so medical personnel can focus on the mission. They are the heart of healthcare and readiness.

DOD implements new overseas cost-of-living allowance adjustment process

The Defense Department has announced updates to the adjustment process for the overseas costof-living allowance, which is aimed at creating financial predictability for service members stationed outside of the continental U.S.

Under the policy announced yesterday, reductions in OCOLA resulting from changes in cost-ofliving and currency fluctuations will be implemented no more than once every six months, effective May 15 and Nov. 15.

The new policy also stipulates that approved OCOLA reductions based on annual cost-ofliving assessments will be split between the two, six-month cycles. Reductions based on currency fluctuations will be implemented in full each cycle.

The department will continue to implement OCOLA increases continuously throughout the year when warranted.

The updated policy aligns with changes mandated by Congress in the National Defense Authorization Act for Fiscal Year 2023.

OCOLA is a nontaxable allowance that varies based on a service member’s duty location, pay grade, time in service and number of dependents.

The rates are calculated based upon a living pattern survey, which measures where members shop — including the proportion of shopping performed on military installations, at local community outlets and online — and retail price surveys, which measure the cost of non-housing goods and services in the locations where members shop.

The rates for foreign locations also account for currency fluctuations.

In December, the department implemented a 90-day pause in OCOLA reductions to provide temporary relief to those subject to OCOLA reductions due to higher inflation in the continental U.S. as opposed to many overseas locations, as well as a strengthening U.S. dollar.

Reductions will resume later this month under the new adjustment process. Service members in affected locations will see reductions their OCOLA reflected in their paychecks beginning on June 1.

“Many of the locations that we will see initially will be in areas such as Hawaii, Guam, Japan and other locations in the [U.S. Indo-Pacific Command] theater, although we are seeing some fluc-

tuations as well in other locations in Europe and Australia due to either the price surveys or due to currency and exchange rate changes,” a senior department official said.

While previewing the updated policy, officials emphasized that even those affected by OCOLA reductions are unlikely to see a reduction to their overall pay when compared to last year.

“It’s important to acknowledge that in January, service members received a 4.6 percent increase in basic pay, as well as an approximately 11.2 percent increase in basic allowance for subsistence,” a senior official said. “And even those locations where COLA rates will start to decline, pay in 2023 is still higher than it was in 2022, so many service members will still have a higher take-home pay even

with OCOLA reductions than they received in 2022.”

Under the updated policy, officials will notify combatant commanders 30 days prior to implementing reductions to ensure service members are prepared. Combatant commanders will be given an opportunity to submit an appeal within 45 days of the announcement to request a review of OCOLA reductions

affecting duty locations under their command.

The country allowance coordinators for locations affected by the May 15 reductions were notified prior to March.

405th AFSB launches Defender 23 Exercise issuing HIMARS from Army Prepositioned Stocks

The 405th Army Field Support Battalion - Germany, 405th Army Field Support Brigade issues High Mobility Artillery Rocket Systems to 1st Battalion, 182nd Field Artillery Regiment from the Michigan National Guard here on May 6 in preparation for Defender 2023.

“Our mission here is to provide HIMARS and a battalion minus worth of equipment from our APS-2 site in Germany to the 1-182 FAR in order for them to conduct joint operations with partner nations,” said Maj. Sherita Young, support operations officer, 405th AFSBn - Germany. “This equipment is expected to depart the theater on or about May 26 and is strictly for the Defender exercise as they support operations with our partners in Estonia and beyond.”

Young, and her team of 44 Soldiers, Department of Defense Contractors and Civilians have been preparing for this mission here in Latvia since April 10th and the task was extraordinary for them this time around, due to the fast pace the equipment had to be set and mission capable for their Michigan artillerymen to inspect, gain accountability and deploy the equipment with success and on time. Typically the 405th AFSB is allotted at least six months to bring it back to full mission capability and prepare for distribution. With this dynamic mission, the battalion’s time was cut in half.

“The typical [equipment] build gives you six months to refit once we issue the equipment and bring it back to full mission capability,”

said Young. “We were in a unique situation where we received this equipment back from another unit in January and we had to make a quick turn to have it ready in April, shipped and ready to go.”

A quick timeline did not inhibit standards and efficiency for the APS team. While the team in Germany had to move quickly to ensure the proper maintenance, shipment and protocols were in place for this fast-paced issue of over 340 pieces of equipment to 1-182 FAR was on time and ready for distribution.

Mobilizing all the way from Detroit, Capt. Ed Ohalloran, battalion logistics officer, 1-182 FAR was surprised at the level of efficiency and grateful for having the

extra time necessary to plan future operations with his unit.

“This has been smooth,” said Ohalloran. “I’m thoroughly impressed. To go in here thinking it would take four days and it only took a day and a half has been mind-blowing. This gives us more time to set up and improve our TOC [Tactical Operations Center] operations on the other side and execute other missions. I’m very impressed.”

What is not commonly known about these Equipment Configuration and Handoff Areas is that it is mainly composed of civilian professionals. Out of the 44-member team at this site issuing HIMARS and equipment, only two of them are green suitors.

Capt. Roberto Rivera, ECHA officer in charge, 405th AFSBnGermany, is one of the two Soldiers from his unit at the APS-2 issue site. Rivera plans and executes operations from start to finish and has done several of these as a logistician, but none like this one. He gives the credit to his civilian teammates and the host nation in Latvia.

“The DOD Contractors and Civilians play a vital role,” said Rivera. “In fact, this has been one of the best ECHA sites we’ve ran, and I attribute that to them and the Latvians. They’ve been very hospitable to us.”

This past year has been a historic one for the 405th AFSB and the capabilities they have

brought to the warfighter and sustainment world. Their mantra is ‘Support The Warrior,’ and for them to continue to do that in an everchanging theater, investment is one of the many keys to their success.

“Use of APS-2 is for [a] wartime mission for a rapidly deploying unit,” said Young. “It is imperative that the Army continues to invest in keeping this equipment on hand ready. This is one thing we’ve learned this last year as it’s been utilized like it’s never been used before. There needs to be a definite continued investment in how we maintain and keep it up to date. That includes how it is stored, its facilities and infrastructure.”

Germany ‘knights’ new Americans as Jungjaegers following Garrison MWR course

During a “knighting” ceremony that reaches back almost four centuries, 10 Americans earned honors as German young hunters, part of a regular recreational activity offered by U.S. Army Garrison Rheinland-Pfalz.

The conclusion of U.S. Forces Europe German Hunting Course 23-1 on April 28, followed almost three months of classroom work. The course — managed by the garrison Directorate of Family and Morale, Welfare and Recreation’s Outdoor Recreation team — is offered a handful of times during the year.

The course caught the attention of Air Force Staff Sgt. Kaden Norwood because his grandfather, a former Soldier stationed in Baumholder, finished it almost 70 years before.

“My grandpa was stationed here in 1954, and he got his Jagdschein (hunting license certificate). I have that hanging on the wall in my office,” said the Kansas native. “I also have a coworker who took the course and was pretty involved in hunting. That got me interested, so I found this course.”

The Course

In finishing, the 10 graduates could eventually join just over 350,000 Germans with hunting licenses, about 0.4 percent of the population who are able to hunt an area of German land — primarily owned privately or by cooperatives — about three times the size of Pennsylvania.

The course taught to Americans is an abridged version of the ninemonth course taught to localnationals. Offered six times annually in the Kaiserslautern Military Community, the hunting course is a minimum of 58 hours of instruction on firearms safety, range time, time at a local hunting area, species identification, basic animal biology,

farming and forestry, and more.

Potential American students must clear an FBI background check, be 18 years old and buy a Hunting, Fishing, and Sport Shooting membership from Outdoor Recreation or the Kaiserslautern Rod & Gun Club. The German government offers the abridged version to American servicemembers since few stay in theater for more than two or three years.

Volunteer Brandon Cowell, a C-130 Hercules simulator instructor at Ramstein Air Base, assisted with instruction. Cowell — who assisted lead course instructor Beau Jager — has helped teach Americans to hunt in Germany since 2015.

“It’s a great privilege to be given the ability to use firearms in Germany. There’s so much paperwork and a lot of things that go into getting the license, but at the same time, the day students leave, they have 100 percent knowledge of how to get it done,” Cowell said.

According to many students, conservation is the most apparent theme that resonates throughout

the course. Tyler Berry, a warrant officer with the 16th Sustainment Brigade in Baumholder, said the emphasis on conservation is what differentiated this from other hunting courses in the US. “There’s always discussion about how we can make the animals’ lives better and how can we improve this for the next person,” he said.

The Graduation

The knighting ceremony, or Jaegerschlag, is an event filled with music and tradition. The hunters dress in traditional lederhosen, the hunter’s hat (jagd hut), and other garb. The ceremonial meal served is as German as it gets — meat, potatoes, sauerkraut, fresh bread, and more. At the start, during, and after the ceremony, a group of horn blowers played tunes that signify greetings, the time to eat, the induction, and saying “until next time.”

During the knighting ceremony, students approach the Rheinland-Pfalz State Hunting Master Hubertus Gramowski in groups of three. Kreisjagdmeister

Gramowski ‘strikes’ each graduate on the shoulder three times. The first strike is to appoint the graduate to the hunter’s guild. The second “is to give you the strength always to do what is right.” The third strike binds the student to “a true vow of huntsmanship.” When the students rise, Kreisjagdmeister Gramoski greets them with “Waidmannsheil,” the hunter’s greeting, to which the graduate responds, “Waidmannsdank.”

Kreisjagdmeister Gramowski also adorned the right side of their hats with a small pine branch marking their symbolic first kill and signifying their Jungjaeger (young hunter) status they will carry for at least three years. At course completion, graduates receive a Jaegerbrief and, eventually, after turning in all the paperwork to their local city hall, the Jagdschein — much like the one Norwood’s grandfather accepted 70 years before.

The enduring partnership & family traditions

Linda Sevigny works for the

Department of Defense Education Activity and is the president of the cadre of volunteers, a group of about 13 people who organize and run the courses. They also support local hunting, fishing, archery, and sport shooting events sponsored by Army MWR and others in the region.

Sevigny and her husband, Ron, graduated from the hunting course and now serve as volunteer instructors. Her dad, a career Soldier, earned his Jagdschein while living in Germany during the 1950s and 1960s. She said she is honoring his memory and legacy as a hunter by serving as a volunteer instructor.

“My husband and I do this together to give back to the community and reinforce the emphasis on Conservation, which is near and dear to our hearts,” she said. “Per German hunting tradition, we’re conservationists first and hunters second, and that nourishes my soul!”

U.S. Army Col. Reid E. Furman, USAG Rheinland-Pfalz commander and one of those ‘knighted’ during the graduation, highlighted the opportunity to learn unique aspects of German hunting language and culture and join a GermanAmerican hunting and education partnership that has endured for decades.

“Earning the German Jadgschein is an incredible opportunity for U.S. service members. This course builds on centuries of hunting tradition and is recognized around the world as the gold standard for hunter education. We have incredible instructors and volunteers who continue to improve this course with our German partners,” Furman said.

“And having Herr Gramoski here to officiate, along with the hornblowers, to conduct the ceremony is a tremendous honor that we will always remember.”

BMT trainees become US citizens under new streamlined naturalization process

Fourteen trainees in basic military training at Joint Base San Antonio-Lackland raised their right hands and are now the first to complete the new streamlined naturalization process making them U.S. citizens and allowing them to graduate as American Airmen.

Over the course of their seven and a half weeks of training in BMT, the trainees accomplished the necessary paperwork and took their citizenship test and oath of allegiance. The first three accomplished their process as early as April 11, and the remaining trainees by April 25. All were formally recognized as U.S. citizens at the Airman’s Coin and Retreat Ceremony, April 26.

Airman 1st Class Natalia Laziuk, 31, from Russia, was one of the first three Airmen to take the oath and become a citizen. Laziuk said she had been dreaming of becoming a citizen since she was 11 years old.

“I will always be grateful for every opportunity I have here in the best country of the world,” she added.

These trainees’ citizenship ceremonies were much like any other — with only one difference: the person administering the oath was on a computer monitor, miles away.

The online process is part of the U.S. Citizenship and Immigration Services’ Naturalization at Basic Training Initiative that allows trainees the opportunity to become citizens

before they graduate. It’s just one of several initiatives the Air Force is taking to remove barriers to service amid the current challenging recruiting environment.

“Their desire to become citizens exemplifies their commitment and dedication to the United States,” said Col. John P. O’Dell, 37th Training Wing vice commander. “When we began the partnership with USCIS, we asked all trainees who would be interested in starting their application, and 111 raised their hands. These trainees volunteered to serve a country they aren’t yet

citizens of, and now we get to formally recognize them upon their graduation as American Airmen.”

The 37th TW partnered with the U.S. Citizenship and Immigration Services in March to reimplement the program after policy changes in 2017 changed processing timelines that affected a trainee’s ability to naturalize prior to graduation.

William Fischer, 737 TRG training director, emphasized the naturalization process begins with recruiters — long before trainees step foot in basic training.

“Recruiters can prepare the trainees before they arrive here so that trainees can bring all their necessary documents with them to BMT,” Fischer said. “This is important to help ensure participants can earn their citizenship before they graduate.”

Nearly the entire program is accessible online, making it more convenient for trainees to complete the application. Upon arrival at BMT, recruits can scan a QR code, immediately create their USICS account, and start their application. They also have a study guide at their fingertips — a

100-question sample test — loaded onto their tablets to help them prepare for the final test, which they must complete, along with a virtual interview, before they can earn their U.S. citizenship.

The online program also serves as an advantage to those who don’t complete the naturalization process at BMT, as they can continue at their follow-on technical training or first operational assignment.

Airman Miguel Angelo Flores decided to join the Air Force to do something positive with his life. Flores found the Air Force to be a perfect fit for him.

“I am dedicating myself to my country,” said Flores, 22, from the Philippines.

Arkansas National Guard unit assumes command of Joint Multinational Training Group – Ukraine

More than 150 Soldiers from the Arkansas Army National Guard’s 39th Infantry Brigade Combat Team took charge of the Joint Multinational Training Group – Ukraine during a transfer of authority ceremony on April 28.

The 39th IBCT Soldiers, collectively known as Task Force Bowie, will ensure the combat effectiveness of Armed Forces of Ukraine soldiers training on systems and equipment issued under the U.S.’ Presidential Drawdown Authority,

and training in combined arms and joint maneuver.

JMTG-U is a rotational mobilization under the operational command authority of U.S. European Command, U.S. Army Europe and Africa, and 7th Army Training Command.

The mission was relocated from Combat Training Center – Yavoriv in western Ukraine to the Grafenwoehr Training Area in February 2022, in response to Russia’s unprovoked and illegal invasion of Ukraine. Task forces assigned to the mission since that time have worked with numerous U.S. military units, as well as Allied

and partner nations to ensure the success of U.S.-led Ukrainian training in Germany.

“The one common thread that has run through all of this, that has united all of those organizations and linked them together with our Ukrainian counterparts, has been JMTG-U,” said Col. Stephen C. Marr, chief of staff of 7th Army Training Command.

Task Force Bowie assumed the JMTG-U mission from Task Force Orion, a unit established from the New York Army National Guard’s 27th IBCT. Task Force Orion deployed to Grafenwoehr in July 2022. It was the second time the

27th IBCT assumed the JMTG-U mission.

Over the course of nine months, Task Force Orion oversaw the U.S.led training of AFU soldiers on more than 15 different systems and equipment, and the training of more than eight AFU battalion tactical groups in combined arms and joint maneuver. Through Task Force Orion’s efforts, the total number of AFU soldiers trained in Germany rose to more than 9,600.

“The proof and the results are in the bravery and the actions of our Ukrainian brothers and sisters who are accomplishing them on the bat-

tlefield,” said Col. William B. Murphy, Task Force Orion commander.

With the arrival of Task Force Bowie, JMTG-U remains postured to support the needs of the AFU, and help prepare them with the skills needed to push back against Russian aggression.

“We are excited…to increase the [Armed Forces of Ukraine’s] lethality and capability,” said Col. Olen C. Bridges, Task Force Bowie and 39th IBCT commander. “We’re eager to continue the legacy of the Joint Multinational Training Group –Ukraine mission. We know that there is a lot to do, and we’re here to do it.”

more aggressive hike to our cabin/ Hütte. However, less aggressive and shorter trails can be taken to reach the same destination.

On the road to Zermatt

We drove from Kaiserslautern departing at 3 p.m. and drove into Switzerland, where we stayed approximately two hours from Zermatt. We had breakfast the next morning and were rested for our long first day of hiking before driving to Zermatt.

I suggest paying the small fee to take the train/car transport through the mountain to avoid the challenging drive up and over the mountain. It was well worth it. Zermatt is car-free so we hired a van to transport us, parking our cars in the shuttle service lot. Visitors can find many shuttle services online or take the train. It was easier with our backpacks and more economical to purchase round-trip shuttle service tickets.

Hitting the trail

We started our trek by following a trail adjacent to a beautiful waterfall to our first stop, Edelweiss Hutte. We snapped lots of photos, then proceeded to our next stop, Trift Hutte, which served food and drinks. The owner was friendly, spoke great English, and had a telescope outside where we could view mountain goats along the hillside.

Continuing our trek up another mountain, we came around a bend to see our first glimpse of the majestic Matterhorn. It was snowcapped and beautiful against the crisp blue sky. We regrouped for some photos here in the meadow with the backdrop of the Matterhorn. We encountered mountain sheep with bells around their necks at 9,000 feet in the peaceful mountain meadows.

We didn’t encounter any other hikers after leaving the Trift Hutte, so our group was easily able to enjoy the serenity and views during our hike.

We descended down this mountain

to begin our way up to the Schonbiel Hutte where we were spending the night. Our reservations included a bunk shared in one of the bunkrooms which slept approximately 16 people, and included a family style dinner and breakfast for 75 euro per person (cash only). Beer, wine, and sodas were available for a nominal charge which tasted great after a 14 mile journey! Visitors are required to bring a sleeping bag insert and a pillow case; pillows and comforters were provided but you can bring your own, too. Bring a headlamp to guide your way up and into your bunk room at night. Bathroom facilities were two outhouses and a local sink in the storage room where you placed your toiletries in provided cubbies — a real adventure!

The stars at night were the most spectacular I have ever experienced and well worth the hike up! The next morning we

had breakfast and were hiking back down to Zermatt by 8 a.m. along the easier and shorter trail, following another incredible waterfall for part of the hike. Again, we passed through beautiful meadows filled with wild flowers, sheep, and cows with picturesque views.

We stopped in a very small, quaint village with slate rooftops along the way where we had drinks on the outdoor patio overlooking the Matterhorn and soaking in the sun. We continued into Zermatt, had lunch with an ice cold beer to celebrate an awesome adventure and called the shuttle service for pick-up.

Trip planning tips

If you are planning a trip, there is plenty of information online or at your local base library. You can purchase an Alps hiking book which lists the trails, routes, and huttes; the Schönbiel Hütte

has a website (in English) for more information and making reservations.

Suggested items to bring: GPS, trekking poles, headlamp, two pairs of hiking socks, camera/travel tripod, light weight gloves and hat, layers of hiking clothes that breathe and dry easily. Pack and dress for change of weather conditions; we had snow flurries the morning we left our Hütte.

This was an awesome experience and I am thrilled to do another similar hike next summer. I recommend this trip to outdoor enthusiasts and backpackers. I would consider the ability level of the group you hike with when selecting your route. Our group was carrying their own backpacks, H2O, snacks, and supplies without difficulty. We ascended 5000’ on our first day and hiked approximately 14 miles and 10 much easier miles back into Zermatt the second day.

ABC IN KMC: Docu Center Ramstein

Ramstein has played a key role in the history of the Westpfalz, in particular due its air base. For over seven decades the city of Kaiserslautern has been known as “K-town” and the presence of U.S. Forces in the region has shaped the history of the whole state of Rheinland-Pfalz.

The Docu Center, upon initiative by the State of Rheinland-Pfalz, was established in 2013 and has become a focal point for history which not only displays documents, objects and historical photos, but offers a hands-on and audible chance to experience history.

The center is located in a complex of bright red containers and can easily be spotted just around the corner of Azur swimming pool in Ramstein. Guests are welcomed by the original guard shack that was used at the entrance of the general’s quarters at “Flieger Strasse” in Kaiserslautern, a former housing area for higher U.S. Army officers.

The first so-called “Infotainer” gives an overview of decades of U.S. military presence in the area, focusing on the early years of construction of the initially two area bases Landstuhl and Ramstein, divided by the initial course of A6 Autobahn. This section leads up to the West Gate of Ramstein Air Base. Further topics such as employment opportunities in a war-torn region, the economic upswing in the 1950’s and the overall region becoming known as the “aircraft carrier of the West”.

The second container is themed “Welcome to the Club” with photos of the swinging times in the NCO Club where Americans and Germans alike could swing at dances and musical entertainment. German-American encounters with pop culture, including prominent American and German singers, led to a cultural development in post-war Germany, and served the forerunner of “Americanization” in Germany. The next container is solely dedicated to the “Flugtag Disaster”

in August 1988, where about 350,000 visitors gathered to enjoy American ice-cream and Coca Cola, meet American friends and marvel fascinating flight performances. Unfortunately, during the last highlight of the day, two aircraft from an Italian flight squadron collided during their performance, which led to many spectators being severely or even fatally injured. This quiet spot is intended to be a place of remembrance and solitude and has a collection of original documents to view

for those who wish to do so.

The last and largest combination of containers is currently the center of display on the topic Football versus Fussball. It offers a colorful potpourri of items pertaining to the two sports, each played with a ball but in differing shapes. Terrence Boyd, a U.S. player on the 1. Fussball Club Kaiserslautern team signed his original jersey and his spiked soccer shoes are also on display. On the other hand, player Dennis Folz of Kaiserslautern’s American football team Pikes acted as model for the display of a jersey with shoulder pads. There are many other unique items to discover in the display, which is scheduled to last until the end of June.

If you haven’t had a chance to visit this lively center, use the opportunity to step into 70 years history of U.S. presence in the region, a guided tour in English will be offered on May 21, at 3.30 p.m.
