This gave them a chance to further military relations and improve the partnership between the U.S. and Ghanaian air forces.

The tour provided Ghana air force leadership with hands-on insight into U.S. Air Force capabilities and promoted a partnership between the two nations.

“This visit is important because (it gives us the) chance to assist our partner nation to develop their own leadership, which would be conducive to supporting national interests,” said Lt. Col. John Van Steenburgh, U.S. Embassy office of security cooperation chief.

Commander’s view: everything counts

COMMENTARY

H

ave you ever have one of “those” mornings? I walked into my kitchen looking for one thing: a place to set my hot cup of coffee. I found lots of things: my son’s homework, a magazine, toys on the table, a book I’ve been meaning to read. So, I did what many of us do; I pushed it all aside to make a spot for my cup.

Hey, I’m not perfect.

What happened next reminded me of a Rube Goldberg cartoon. You know, the ones where the knife cuts the string releasing the balloon that strikes the match and so on. The magazine pushed the toy that moved the book that nudged a box of crayons (which I had not seen) into my wife’s coffee cup, which was perched on the last quarter inch of table.

So, there I was, sweeping up glass instead of drinking coffee. And I had only myself to blame.

Ever notice how one little thing sets so many other things into motion? Maybe a few more minutes of planning or risk analysis would have served me well that day. The same can actually be said for every day.

A German saying dating back to the 13th century says, “Die Weisen sagen uns, ein Nagel behält ein Eisen, ein Eisen ein Ross, ein Ross

ein Mann, ein Mann ein Burg, der stritten kann.”

Translated: “The wise tell us that a nail keeps a shoe, a shoe (keeps) a horse, a horse (keeps) a knight (or man), a knight, who can fight, (keeps) a castle.”

Or, as Benjamin Franklin put it: For want of a nail the shoe was lost; For want of a shoe the horse was lost; For want of a horse the battle was lost; For the failure of battle the kingdom was lost — All for the want of a horse-shoe nail.

Little things matter. Small things are often connected to much bigger things. In the aviation world, crews use the analogy of the error chain — a sequence of critical events that lead up to a bigger accident. If the chain is broken, the error is stopped and the outcome changes.

Ever heard the saying, “If you walk by a mistake, it becomes the new standard”? If we let mistakes pass, they compound and amplify.

Lack of attention to detail with small things can have unintended and sometimes catastrophic consequences, whether on the firing range, on the flightline or at the kitchen table.

Likewise, a small positive gesture can ripple through an organization with surprising speed. If you take the time to encourage another Airman with something as simple as a smile or a word of kindness, they will be certain to pay it forward.

If you set the example, demonstrate the stan-

dard and stand up for what is right, others will too.

Have you ever forced yourself to smile? Did it eventually improve your mood?

In a book published in 2005, the author described the effect facial expressions have on changing one’s mood. In experiments, people were tricked into smiling by holding a pen between their teeth while reading a humorous article. Others were set up to frown by holding the pen between only their lips. The smile group got the joke much more often. The implication is, to some degree, you can choose your mood by establishing your attitude ahead of time.

I believe performance works the same way.

Small things matter, and you can choose to make things better. I think there is a performance-pride-satisfaction triangle. It’s sort of like my first chief told me, “If you look sharp, you feel sharp. When you feel sharp, you act sharp. And when you act sharp, you are sharp.”

When I perform well, I am proud of my work.

When I’m proud of my work, my job satisfaction is greater and leads to higher performance.

Since I noticed that, I’ve made a conscious effort to feed that cycle — find satisfaction in my successes, learn from my mistakes and take pride in getting the little things right.

Training for the mission: Failure is not an option

by Staff Sgt. Kris Levasseur 86th Airlift Wing Public Affairs It’s 2 a.m., and you’ve been called in to work. As you arrive, you notice flashing lights and yellow tape blocking the entrance.

Wiping the crust from the corner of your eyes, a young agent begins filling you in on the situation.

Though he tells you what you are there for, nothing prepares you for what happens next. You enter the building filled with an indescribable sickening smell — there is a dead body in the room.

Situations like this are not common, but any public affairs Airman will likely find himself or herself

facing a similar occurrence. The first time I was in that situation was an eye-opening experience. I was not prepared to deal with what I was seeing through the lens of my camera. Thinking back, I now realize that with more thorough training, I could have handled the situation better.

The majority of what PA Airmen do on a day-to-day basis is on display for the world to see.

In a nutshell, we write stories, take photos and shoot videos to tell the Air Force story. Our job is to highlight our most valuable resource — Airmen. Most people don’t get to see one core element of what PA Airmen do: alert photography and

KMC energy bill shocking

ith winter on the way, the use of heaters are sure to rise along with the bill, but few can compare to Ramstein’s energy bill of nearly $3 million each month.

This amount could be lowered with just a flick of a switch, moderation of temperatures, ensuring computer screens are turned off or purchasing energy efficient equipment.

“It takes teamwork to lower the almost $94,000 worth of energy used in a single day,” said Amanda Mehrtens, 86th Civil Engineer Squadron energy manager. “The money saved doing simple things like ensuring office equipment is turned off when not in use could be put toward Airmen morale programs or Air Force operations.”

Along with spreading energy awareness, the 86th CES asset optimization flight is in charge of producing cost effective projects. Though these projects help with energy conservation, only a few are implemented due to cost restraints.

“This year we have five energy projects underway for design, and for next year we have several others planned, but funding for these designs are highly competitive and with sequestration, we’ve seen almost no funds for this year,” Mehrtens said. “That makes it all the more important for people to take it upon themselves to help the Air Force. Instead of spending money to install Courtesy photo light switch sensors, just turn lights off manually or, when no one is home on base, be conservative with the heater.”

Here are some ways to conserve energy: • Maintain space temperature standards.

• Turn off interior lights at the end of the work day or when they are not needed.

• Report any exterior lighting left on during daylight hours either to the building Facility Manager or to Facility Maintenance Customer Service at 480-2335.

• Replace incandescent light bulbs with compact fluorescent bulbs.

• Turn off computer monitors, printers, scanners and other office equipment at the end of the work day. Computers connected to the network must remain on for security updates.

• Use of personal appliances, such as coffee makers, refrigerators and microwaves, should be minimized to the fullest extent possible and consolidated to break rooms only.

• Purchase only energy efficient products (appliances, equipment, etc.). For more information on energy efficient products, visit (www.energystar.gov).

Each of us has an important part to play in conserving energy.

“Every little bit can make a huge difference,” Mehrtens said.

“Even if a small fraction of the 57,000 KMC residents conserved, the savings would be substantial.”

I encourage you to make a decision now to improve your performance (and your satisfaction) and that of your unit — treat your peers and those you lead like all-stars, and they’ll rise to become

all-stars. Treat them like you’d like to be treated. Be the boss you wish you had.

Practice getting the small things right. Make it a habit, and it will spread.

We are the best Air Force in the world, and no one else can do what we do. We

didn’t get here overnight or all at once. Lots of little things came together, sometimes in unexpected ways, to make it happen. Make a decision to keep us there — take the time to get the small things right, because everything counts.

New flu vaccine offers triple protection FALLS CHURCH, Va. — Each year, flu season affects millions of men, women and children. Flu season usually begins in October, so now is a great time to protect yourself and your family from the flu by getting vaccinated.

The flu shot is easy to get and inexpensive — often free — for TRICARE beneficiaries, and this year, the flu vaccine offers even more protection.

Until now, seasonal flu vaccines have only protected against three strains of flu — two strains of influenza A, which usually causes more

cases and more severe illness, and one of influenza B, which is less common but also circulates in multiple forms. The new vaccines include protection against a second strain of influenza B, which experts expect will prevent the vast majority of type B infections.

The flu is a contagious respiratory illness caused by influenza viruses that infect the nose, throat and lungs.

People suffering from the flu often have a fever, cough, sore throat, stuffy nose, body aches, headaches and fatigue. According to the

Centers for Disease Control and Prevention, the flu virus spreads from person to person and can be more serious for young children, older adults, pregnant women and people with medical conditions. It can cause mild to severe illness and at times can lead to death.

TRICARE covers both the flu shot and flu mist.

Beneficiaries may be able get their flu vaccine at no cost from a military treatment facility, hospital or from a pharmacist at one of the 45,000 network pharmacies

that administer vaccines to TRICARE beneficiaries. Find a participating pharmacy at www.express-scripts.com/ tricare/pharmacy or by calling Express Scripts at 1-877-3631303.

The CDC offers additional steps people can take on their own to prevent the spread of germs that can lead to the flu: • Avoid close contact with people who are sick.

• Stay at home when sick.

• Cover mouth and nose when coughing or sneezing.

• Wash hands often with soap and water.

• Avoid touching eyes, nose or mouth.

• Get plenty of sleep, be physically active, manage stress, drink plenty of fluids and eat nutritious food.

The visit gave Kisling instructors the opportunity to present training courses and professional development programs like the Noncommissioned Officer Academy and Airman Leadership School.

“The importance of our visit is to look at your (military education) and replicate that in order to empower our (enlisted force to) take up leadership positions,” said Group Capt. Mike Appiah-Agyekum, director of administration for Ghana’s air force. “The world is changing; we need to move with the world. If you don’t have quality training, you will be left behind.”

The goal for Ghana air force leaders is to build an NCO academy, much like the ones operating within the U.S. Air Force.

With help from the U.S. military, Ghana plans to develop its own professional military education program to take care of their own leadership, Van Steenburgh said.

“It’s been a great opportunity to (bring the Ghana air force leaders) to Ramstein and Kapaun,” Van Steenburgh said. “Continuing these mil-to-mil programs and the support from all the services has been fantastic.”

October’s Fire Prevention Week grew out of the tragic Great Chicago Fire of 1871 where 250 people lost their lives. The origin of the fire is still a mystery, but the legend is on the evening of Oct. 8, 1871, Mrs. O’Leary’s cow knocked over a lantern while being milked. That overturned lantern started a fire that quickly spread through town. The fire raged for two days, destroying 17,000 structures, 2,000 acres, left 100,000 people homeless and killed 250 people.

The city rebuilt, moved forward and, as a remembrance of the incident, residents held an observance to commemorate the incident. On the 40th anniversary of the Great Chicago Fire, the Fire Marshals Association of North America decided the anniversary of the Great Chicago Fire should be observed not with festivities, but in a way that would keep the public informed about the importance of fire prevention.

The commemoration continued to grow over the years, and in 1920, President Woodrow Wilson issued the first National Fire Prevention Day proclamation to be observed on Oct. 9. In 1925 President Calvin Coolidge signed a proclamation to observe the week, Sunday through Saturday, in which Oct. 9 falls. In Coolidge’s proclamation speech he stated, “This waste results from conditions that justify a sense of shame and horror; for the greater part of it

could and ought to be prevented … it is highly desirable that every effort be made to reform the conditions that have made possible so vast a destruction of the national wealth.”

Since 1927, the National Fire Prevention Association has developed different themes each year for Fire Prevention Week, on which we focus education efforts. The themes are based on the previous year’s fire trends, and so by analyzing national fire trends we establish ideas and plans to allow us to reduce the chances of a fire.

The NFPA theme for 2013 is “Prevent Kitchen Fires.” According to NFPA, in 2011, U.S. fire departments responded to 370,000 home structure fires. This accounted for 92 percent of all civilian structure fire deaths, and cooking was the leading cause of home fires and home fire injuries. The kitchen is also the leading area of ori-

gin for home structure fires and civilian home fire injuries. So this year, with our focus on this very issue, it is our job to stop accidents through education and public awareness.

Here are some considerations to keep in mind for kitchen fire safety while cooking: • Always keep a pot holder, oven mitt and lid handy. If a pan of food catches fire, smother the flames by sliding a lid over the fire. Turn off the burner, and prevent flare-ups by leaving the pan covered until it is completely cool. If you encounter an oven fire, turn off the heat and keep the oven closed. It is also recommended you always have an ABC fire extinguisher handy.

• Ensure your full attention is given when cooking; most cooking fires start due to items being left unattended.

• Keep the area around the stove clear of debris (dish towels, oven mitts, paper towels). Keep anything that can catch fire away from your stovetop.

• Turn pot handles back to avoid bumps and spills.

• Wipe up spills, and clean your oven. Built-up grease can catch fire.

• When using electrical items for cooking, ensure no cracked or frayed cords.

• Dress for the occasion; avoid wearing loose-fitting clothing when cooking.

• Declare a three-foot “kid-free zone” around your stove while cooking.

Putting the heat on kitchen fires

ow many times have you started dinner and ran upstairs to do a load of laundry or darted out of the kitchen to take a phone call — all while leaving your pots and pans to cook on a hot stove unattended?

Klaus Kueppers, fire protection inspector and acting assistant chief for the garrison’s Fire Prevention program, said these simple scenarios are all too common in many kitchens.

That’s why he and other military and civilian fire officials are working to put the heat on kitchen fires during this year’s National Fire Prevention Week Sunday to Oct. 12.

Kueppers said it is important to reach as many

people as possible to make them aware of certain risks.

“Kitchen fires are still the No. 1 cause of fires across the U.S. Army. We want to get the attention of everyone so that we can reduce those numbers,” Kueppers said. “Fortunately, we don’t have a high number of fires here, and we would like to keep it that way. Most of the calls we handle here are medical emergencies.”

Kueppers and members of the Directorate of Emergency Services plan to host a series of Fire Prevention Week activities on Army installations across the KMC. Community members can learn more about different types of fires, how to prevent them and ways to keep their quarters and workspaces safe.

Money matters: rethinking the way we spend

by Master Sgt. Amanda Callahan 86th Airlift Wing Public Affairs In today’s fiscal climate, the decisions made by those who plan and make purchases have a profound effect on the mission. While it may be tempting for resource advisors, government purchase card approving officials and card holders to continue budgeting as they have in past years, managers need to look beyond the status quo to actions benefiting the wing and the Air Force.

“Government spending is under close scrutiny to ensure the application of fiscal resources is making the most efficient and effective impact on mission accomplishment,” said Brig.

Gen. Patrick X. Mordente, 86th Airlift Wing commander. “We owe it to our country, and more importantly, to the American people, to be exemplary stewards of taxpayer money. Every dollar must be thoroughly analyzed to ensure we’re making good choices to sustain our mission.”

As it turns out, to make good choices, those who control spending can change how they think. In turn, to change the thinking, the culture of the Air Force is changing. The days of oak desks and new office chairs are limited to actual need, as opposed to what one may think will suit the décor best.

“In the past, you’ve had two mindsets,” said Lt. Col. Erik Dunn, 86th Comptroller Squadron commander.

“The ‘need-to-haves’ and the ‘nice-tohaves’; we have to change that way of thinking. We’re furloughing civilians,

we’re grounding aircraft and curbing mission critical training. Every dollar counts.”

To bring the issue into perspective, one has to determine the actual requirements — what it truly takes to sustain the mission versus what would simply make things comfortable.

While it seems simple, for years the mentality within budget circles has been, “spend it this year or lose it next year.” To combat the issue of improperly using funds, the perception had to change.

“We’ve come a long way in that regard,” said Dunn. “I can speak to the progress made in the 86th Airlift Wing and the 435th Air Ground Operations Wing toward eliminating the apprehension to give up funds. I’ve seen phenomenal camaraderie between squadron and group commanders to focus on meeting mission requirements. I’ve indicated to the commanders (the 86th CPTS) will look at next year’s requirements with the same eye as we did in the past. Those units who don’t spend all of their allotted funds will not be penalized for keeping the mission a priority.”

While commanders worked to conquer the mindset, there may still be resource managers at the unit level who have a difficult time adjusting the way they do business. After years of protecting the next year’s money by spending all of this year’s dollars, it may take a bit more to convince them the next fiscal year won’t suffer based on the spending done this year.

In June, Lt. Col. Lars Zetterstrom relinquished command of the Kaiserslautern garrison to DeCoster, who moved his headquarters from Heidelberg to Kaiserslautern. DeCoster’s position is unique, as the last commander of USAG Baden-Württemberg in Heidelberg and the first commander of USAG Rheinland-Pfalz in Kaiserslautern.

“It is important that we never forget the past while moving toward the future,” DeCoster said.

“With talks of continued downsizing in future years, it’s vital we create the right perception. If we use our funds on things we don’t truly need for the mission, we’ve caused our own problems; we can’t blame sequestration for our bad decisions.”

To help combat some of the issues of over- or inappropriate spending, planners should be aware of how much of something they already have.

Having too much of an item isn’t a fail-safe for mission effectiveness; it can reduce the effectiveness of the budgeting for the wing as a whole.

“For one, if you make a GPC purchase and need to return it, it’s more complicated than returning personal items,” Dunn said. “The money used to purchase excess supplies could go toward true mission requirements.”

For example, if a work center purchased 100 toner cartridges in expec-

Afterward, U.S. and French troops remained. The area has been a major U.S. military hub for both the Army and Air Force since the 1950s.

The 415th Base Support Battalion — the forerunner to the current garrison — stood up in 1992. In 2005, it became USAG Kaiserslautern, with posts also in Miesau, Pirmasens and Landstuhl. The garrison supports dozens of tenant units, including the 21st Theater Sustainment Command, the 7th Civil Support Command, Landstuhl Regional Medical Center and the 10th Army Air and Missile Defense Command, among others. Several other Defense Department agencies call the garrison home.

The garrison acquired Sembach Kaserne in 2010, Grünstadt Depot in 2011 and Germersheim Army Depot in 2012. The garrison continues to grow.

tation of needing them throughout the following fiscal year, but the printer is replaced with one using different toner, the initial purchase now equates to wasted funds that could’ve been used to purchase mission-essential equipment in a maintenance or operational shop.

Additionally, federal law mandates work centers only maintain a certain level of stock based on the mission of their work center. The Bono Fide Need rule defines how much of an item an organization can keep to sustain its mission.

For example, Dunn explained, civil engineers must keep a stock of salt for deicing, because snowfall is unpredictable. They have to have enough salt on hand to perform road clearing operations. However, this doesn’t allow for them to stock enough salt to sustain the mission through the next fiscal year.

“Use the resources on base,” said Dunn. “The best example of Airman initiatives I’ve seen was the supplies list where units publicly state what they had and no longer needed in order for other units to use as opposed to making additional, unneeded purchases.”

The supply-sharing initiative saved the wing nearly $50,000 in supply funds, leading Dunn to make the observation, “It’s been a great fiscal year. We’ve seen a lot of great ideas and a huge effort to cut spending and focus on true mission requirements.

I believe we truly exemplify the way ahead for smart budgeting and mission-focused spending.”

Army installations in Germany today reflect a focus on the future, said Kathleen Marin, Installation Management Command-Europe region director.

“We are taking constellations of obsolete and inefficient facilities and consolidating them into sustainable hubs of activity,” Marin said.

Sembach Kaserne, now the headquarters of IMCOM-E, European Regional Medical Command, 30th Medical Brigade, U.S. Army NATO Brigade and the 18th Military Police Brigade, serves as an example of that change, she said. Once a U.S. air base with a Cold War mission, the revitalized post now supports Army garrisons across Europe.

Marin also spoke of the long-standing relationship between Americans and Germans of RheinlandPfalz, many of whom settled in Pennsylvania, New York, Wisconsin and North Carolina, she said. Most well known are the Amish, whose dialect of German originates in Rheinland-Pfalz.

“Our shared history shows that our bond extends not for decades, but for centuries,” Marin said.

“That is why I am honored to mark another milestone in our shared heritage by designating our presence here — U.S. Army Garrison Rheinland-Pfalz.”

Fiscal year 2013 budget comes to an end

by Senior Airman Whitney Stork 86th Airlift Wing Public Affairs The Airmen of the 86th Comptroller Squadron concluded the end-of-year close out of the fiscal year Monday by obligating 100 percent of the budget assigned to their account.

Twenty-six Airmen managed the final annual budget of $309 million for the 86th Airlift Wing and $26.2 million for 435th Air Ground Operations Wing.

“Operations and maintenance funds have to be spent by Sept. 30 at midnight. It affects everyone within the wing,” said Capt. Lyka Olsen, 86th CPTS financial analysis flight commander.

All squadrons have to have their budgets executed by Sept. 30 every fiscal year, or the money will not be available.

“If you don’t use it, you’ll lose it,” said Lt. Col. Erik Dunn, 86th CPTS commander. “We need to make sure to keep the spending in line with the

sequestration guidance. If it can’t be, they need to let us know so we can use it in other areas.

“The units need to watch what they are spending their money on,” Dunn continued. “In the past, the Air Force has grounded aircraft and had civilians on furlough; no one should be buying nice-to-have furniture or anything that isn’t critical to the mission.”

During the close out, the Airmen of the comptroller squadron worked an average of 12 hours a day and some Saturdays throughout September to make sure the work was completed on time.

“We have to wait to be released by (U.S. Air Forces in Europe and Air Forces Africa Financial Management). We were released at midnight on (Sept.) 20 and weren’t out until 4:45 a.m. on (Oct.) 1,” Olsen said.

While the Airmen worked long hours, a variety of units and individuals provided support during a time when they needed it.

“People have always brought us food during this time, and we all work together as a team,” Olsen said. “Without their support, we wouldn’t be able to do it. It motivates us and helps us to keep going.”

This is what finance lives for, Dunn said. The Airmen are in the spotlight and finally get to show their impact and contribution to the mission, and that gets people excited.

Affordable Care Act will impact federal civilian employees JOINT BASE SAN ANTONIO, RANDOLPH, Texas — Starting in January, all individuals must maintain minimum health care coverage for themselves and all dependents claimed on their federal tax return, or must qualify for an exemption. Those who do not will be charged a penalty beginning with their 2014 federal tax return.

Under, the Patient Protection and Affordable Care Act, Public Law 111148 and the Health Care and Education Reconciliation Act of 2010, Public

Law 111-152, the federal government, state governments, insurers, employers, and individuals are responsible for reforming and improving health insurance coverage availability, quality and affordability.

Airmen covered under the Federal Employees Health Benefits Program (including temporary continuation of coverage), Medicare, TRICARE and Children’s Health Insurance Program meet the federal requirement, said Kathryn Iapichino, Air Force Personnel Center.

“Some civilian employees may not be covered because, when they were hired, they had the option to not select a health benefits plan,” she said. “There may not be many in that situation, but those who are need to be aware of the federal requirement.”

Those Airmen particularly should review their options in preparation for the 2013 Federal Benefits Open Season, Nov. 11 to Dec. 9, Iapichino said.

“Civilian employees who need to meet Affordable Care Act require-

ments can select their health insurance during open season, and they will meet the requirements established by the IRS,” she said.

2 pounds ground beef 1 large yellow onion, minced 4 large garlic cloves, minced 3 cups water 2 (15.5 oz.) cans tomato sauce 3 tablespoons soy sauce 2 tablespoons dried oregano leaves 2 teaspoons dried basil leaves 2 dried bay leaves 1 tablespoon seasoning salt ½ teaspoon black ground pepper 2 cups elbow macaroni, dry

1. In a large pot, cook beef over medium heat until no longer pink (do not drain).

2. Stir in onion and garlic and cook until onions become translucent.

3. Stir in everything else, except macaroni, and bring to a boil.

4. Cover and reduce heat, simmering for 20 minutes stirring occasionally.

5. Stir in macaroni, cover, and simmer on low for about 20-25 minutes until noodles are tender.

SAPR: Stepping in to protect lives

by Dr. Tom Appel-Schumacher U.S. Air Forces in Europe Sexual Assault Prevention and Response program manager In the past eight years, U.S. Air Forces in Europe and Air Forces Africa averaged 84 reported sexual assaults per year perpetrated against active duty, Guard, Reserve and civilians — men and women.

Sexual Assault Prevention and Response program’s goal is to prevent sexual assaults. The estimated annual number of sexual assaults, reported and unreported, that actually took place in USAFEAFAFRICA is at least 400. Air Force wide, the number could be as high as 3,500. This year, the USAFEAFAFRICA SAPR program hopes to successfully prevent as many sexual assaults as possible.

For SAPR to be effective, the program relies on the expertise, commitment, and determination of the team, which consists of sexual assault response coordinators, victim advocates, special victim’s counsel members, Air Force Office of Special Investigations investigators, chaplains, sexual assault nurse examiners, medical doctors, mental health providers, social workers, and prosecutors.

Leadership also has a role in program success.

Leaders set the tone in the unit and the community to create an environment that does not tolerate or condone sexual assault.

A large part of effective prevention comes from active bystanders who intervene at the right time, right place, and right manner to stop sexual assault in its tracks. SAPR provides Airmen and civilians with helpful information on how to be active bystanders in the war against sexual assault.

The active bystander is someone who is present at the social gathering and has an eye out for situations that do not look or feel right. For example, a man cornering a woman and pouring her a number of drinks, trying to get a person who is already fairly intoxicated to join a drinking game, or getting some-

one to go outside to “get some air.”

Particular attention must also be paid to the person pretending to be a “good wingman” — the one who volunteers to drive a person home who is not able to get home by themselves. The SAPR program teaches Airmen, both military and civilian, to be active bystanders and choose to intervene and prevent such situations from developing into sexual assaults.

Eighty percent of sexual assaults occur Friday and Saturday nights, or the nights before a holiday. These are the nights when people plan parties, decide to spend an evening at the clubs, or go to the movies. In most situations, bystanders are always around. In the Air Force Bystander Intervention Training offered from 2009 to 2012, Airmen learned how to recognize risky situations, how to evaluate when an intervention was needed, and to make a choice to intervene.

There is no single rule of bystander intervention for every situation. But there are some general guidelines to consider when evaluating these situations. Safety should be the first concern — safety for the bystander and safety for the potential victim.

Usually, intervening in a group is safer than intervening individually.

The SAPR program teaches Airmen various methods to intervene and stop a potential sexual assault. Some of these methods are: • Making up an excuse to get them out of a potentially dangerous situation.

• Letting a friend or co-worker know their actions may lead to serious consequences.

• Not leaving their side, despite the efforts of someone trying to get them alone or away from you.

• Using a group of friends to tell someone behaving inappropriately their behavior is not respectful.

• Taking steps to curb someone’s use of alcohol before problems occur.

• Calling the authorities when the situation warrants.

It is necessary for bystanders to be familiar with what constitutes sexual assault. Sexual assault is a crime and includes rape, which is unwanted, or forced sexual intercourse, oral or anal sexual acts. It also includes unwanted touching, groping, and rubbing of areas of the body associated with sexual activity, either through the clothing or directly in contact with skin. Approximately 60 percent of reported sexual assaults fit this latter category.

When an individual plans a social evening, it is important to have a plan. If drinking is present, it’s a good idea to have someone in the group be the designated driver. In USAFE-AFAFRICA, sexual assaults have been associated with alcohol use in 71 percent of reported cases over the past seven years.

With alcohol, sometimes a person will do things after a few drinks he or she wouldn’t have done otherwise.

Another important safety plan is for friends to make some critical decisions before going to the social event, such as remaining in contact with each other during the party or at the location. It is difficult for a sexual assault perpetrator to harm someone when others are around. Making an agreement to look after each other adds another level of protection from harm.

Everyone is vulnerable to sexual assault. SAPR awareness training is there for everyone, because each person in a community may have an opportunity to stop a sexual assault. Protecting others is integral to being a member of the military. SAPR knowledge and training enhances the capability to provide that protection.

Russo shared a traumatic experience that changed her life and explained how she developed resilience during and after the event.

“It is your duty to pay attention to your battle buddy. Not only are we a high risk community, but we are sent to war and sent to hostile areas to do the toughest jobs. If we are not functional within our own ranks, we are failing not just ourselves but our entire country,” Russo said.

Q: How long do you think you’ll remain in this position?

A: As for how long I’ll be in this position really depends on what options are available in terms of upward mobility. I do miss teaching a lot.

istory is the record of past events and is important to the future of a society. History affects what we do on a daily basis. Some may say the lack of knowledge of how and what happened in the past can be the reason history repeats itself.

At Ramstein, Silvano Wueschner is the historian of the 86th Airlift Wing. As an organization, it’s important to have a record of past events so educated decisions can be made in the future. During an interview, Wueschner discussed more about his position and what it entails.

Q: Have you previously served in the military? If so, what was your specialty?

A: I served for 10 years with the Marine Corps during the ’70s. I started off as a military police and since I had a year and a half of college when I went in, they wanted me in what would be today’s equivalent of knowledge operations. I also had a secondary specialty as a drill instructor at Parris Island (Marine Corps Recruit Depot), S.C. I was an administrative chief at Parris Island for a few years. I ended up getting drafted around 1971, during the Vietnam War. The Air Force was a close second for me, but I was infantry motivated so I joined the Marines.

The Marine Corps was great. It was a small family. Out of the four active branches, it was the smallest organization, and the camaraderie was great.

Q: Out of that year and a half of schooling, was any of that related to your job now?

A: No, other than the general history classes I took, it was all general education courses. That was my first year and a half of college.

Q: Exactly what are your duties as the wing historian?

A: To capture the history of the unit I’m assigned to, whether it’s here at Ramstein with the 86th or downrange when deployed. In other words, make sure nothing falls through the cracks.

Q: What’s the best part about your job?

A: The best part would be coming to work. When you like your job and it’s fun, it’s easy to come to work. It’s tough deploying, but even then it’s fun because you feel like you’re a part of something important. You feel like you’re making a real contribution, and that’s where the rubber meets the road as they say.

Q: Do you believe that the past affects the future?

A: Yes, absolutely. Decisions that were made 100 years ago still affect us today. I did have a professor at the University of Iowa who cautioned me one time. He said, “As much as we’d like to, we can’t always go back to the Garden of Eden.”

Q: What were the educational requirements to get this job?

A: For this job you had to have 18 credit hours of history or Ph.D. preferred. In other words, you really didn’t have to have a Ph.D. or a master’s degree, as long as you had 18 hours of history. The colonel at the time wanted someone with the most education, but that was the minimum.

Q: Were you a history teacher?

A: Yes, I was a history professor prior to coming into the Air Force program.

Q: How long have you been in this position?

A: I’ve been here at Ramstein since June of 2011.

Prior to that, I was at Maxwell Air Force Base Air raphers created several scenarios using a combination of live actors and training mannequins to mirror scenes they have seen in the past. They included domestic assault, child abuse, suicide, suspected homicide and a building fire.

It is our responsibility to take photographs of fatalities, evidence of rape, abuse and assault victims, aircraft accidents and mishaps, damage to government property, environmental damage and safety incidents. Our photos are used by investigative agencies to ascertain the truth and preserve evidence.

Q: How does your job affect Airmen on a daily basis?

A: If I do my job and I do it properly, it affects them in terms of good decision-making by leadership. Airmen are the ones who have to carry out the tasks. I’m not saying I’m solely responsible for that, but leadership can make informed decisions based on the information they receive about the past.

Q: Is there anything you would like to add about your job that people wouldn’t necessarily think about when they think of a historian?

A: We’re motivators too. We’re the keepers of the motivational aspect of the wing. We can take you all the way back to who and when the base was founded, all of the accomplishments, all of the lineage and honors. People don’t necessarily look at us as having that kind of information or being the keepers of the treasure trove of motivation. We provide some of the young Airmen with a reason to come work.

Some Airmen come in and they don’t understand who they are and what the mission is, and they’re just here. But we can make a connection. We can help you come to work and make you smile.

Mistakes in this line of work are not an option.

Failure on our part cannot only slow or halt the investigative process but, in some cases, can destroy the lives of the victims or let a perpetrator go free.

I have never seen our training conducted in this way before, but now that I have, I wouldn’t want to see it any other way. It was as close to the real thing as you can get.

From start to finish, the training was flawless, and because of that, their ability to perform the mission should be as well.

Airmen from the 86th Operations Support Squadron weather flight provide weather forecasts, warnings, watches and conditions for the KMC and worldwide through meteorological and aviation networks. The data collected is used to plan for missions. Wind direction information provided to air traffic controllers helps determine which direction aircraft will take off and land. The weather flight also relays severe weather information to help determine if aircraft need to be in hangars or evacuated to an alternate location.

Tracking forecasts and reported conditions from around Europe in order to inform flights of potential hazards, the 86th OSS weather flight ensures operations are not in the dark about the weather.

TRICARE officials issue statement about government shutdown FALLS CHURCH, Va. — Officials with the Defense Health Agency issued the following statement Tuesday: “We know that those who rely on the Military Health System are concerned about how the government shutdown might impact their health care.

While we can’t predict the exact consequences of a shutdown on every part of our MHS, we will likely see some impact on the delivery of health care services within our military hospitals and clin-

ics. Inpatient, acute and emergency outpatient care in our medical and dental facilities will continue, as will private sector care under TRICARE. Local hospital and clinic commanders will need to implement the required adjustments to available medical services while ensuring that the quality of care and safety of patients remain intact. Patients needing to schedule new routine appointments might experience delays.

Ramstein CDC aces exam

T

he Ramstein Child Development Center renewed its National Association for the Education of Young Children accreditation Sept. 18.

Since 1985, NAEYC’s national accreditation system has set professional standards for early childhood education programs, allowing families to find high-quality programs for their children. By renewing its accreditation, the Ramstein CDC continues to take care of the KMC’s tiniest members, approximately 300 children, from 6 weeks to 5 years old.

Shaquita Ponder, Airmen and Family Services Flight deputy chief, said the CDC is committed to providing the best early childhood education for eligible children of families living within the KMC. “We understand parents in the KMC work in a high-ops tempo environment, and our primary goal is to take care of their child by providing a safe, nurturing environment that will foster the child’s growth and development,” Ponder said.

Accreditation by NAEYC is mandated by the Military Child Care Act of 1989.

Similar to a military inspection, NAEYC personnel conducted a three-day site visit in June.

Although the CDC has solid processes in place, it had a few challenges to overcome prior to the accreditation visit.

“With the overseas environment, there can be a lot of teacher turnover, especially during the peak summer PCS season,” said Stacy Jones, Ramstein Child Development Center director. “Our staff is constantly changing.”

Ultimately, the CDC aced the accreditation review.

those left behind looked to the accreditation review looming in June as an opportunity to excel, Ponder said.

“We were very critically manned at that time,” she said. “In the end, our staff rallied together, and people throughout our organization rallied together and were able to ensure more than 500 criteria were met.”

With support from their force support squadron family, Parent Advisory Board and management team, they continued to uphold the mark of

quality represented by the NAEYC accreditation system.

As stated in the September NAEYC accreditation report, the CDC exceeded both program and classroom observation minimum standards meeting all requirements.

Out of 10 criteria programs, the CDC scored more than 90 percent in nine areas, earning the Ramstein CDC a new, five-year term of NAEYC accreditation.

The accreditation term is valid until Oct. 1, 2018.

HALO/Falcon loans aid Airmen

The Air Force Aid Society is the official charity of the U.S. Air Force, assisting Airmen and their families who may be in distress due to financial struggles.

Two ways the AFAS assists the U.S. Air Force community is through no-interest Housing Assistance Loan Overseas program and Falcon loans.

“A Falcon loan is an interest-free loan of up to $750 for emergency situations,” said Kyle Lambert, 86th Force Support Squadron Airman & Family Readiness Center assistant Air Force Aid officer. “The Falcon loan gives Airmen another option so they can

avoid taking out predatory loans.”

The Falcon loan covers basic living expenses, some vehicle expenses, emergency travel, child care, and medical and dental care that TRICARE might not cover.

“To be eligible for a Falcon loan, Airmen must be on active duty, Air Force Reserves and Air National Guard members on Title 10 orders (for more than 15 days), or a spouse with power of attorney stationed at an Air Force base with an A&FRC, and cannot have a current Air Force Aid Society loan,” said Heidi Goodbar, 86th FSS A&FRC Air Force aid officer.

Like other AFAS loans, the HALO program can be used as an advance for up-front costs like rent, security deposits and moving costs in order to

relieve the financial stress of PCSing overseas.

“Some times the finance office gets

backed up and can take a couple weeks to reimburse Airmen, that’s when the HALO program (is useful). Another way it can help is with Airmen who come overseas without a government travel card and don’t live in the dorms,” Lambert said. “They are generally paying for lodging out of pocket before filing for a travel voucher, so it can be a severe hardship for those Airmen that are faced with this situation.”

The A&FRC, along with AFAS, is here to assist Airmen and their families by providing them with all the resources they need to take care of themselves and continue to support the Air Force mission.

On Sept. 19, FAP staff joined forces to teach children ways that they can prevent bullying. More than 100 children were trained and educated on ways they can use their hands for helping and not for hurting others. FAP will be traveling to a variety of schools during October to highlight Domestic Violence Awareness Month and violence prevention initiatives.

Operation Rising Star competition a success More than 250 vocal supporters, friends and family members cheered, roared and clapped for their favorites at the 2013 Operation Rising Star competition held Sept. 20 at Armstrong’s Club in Kaiserslautern.

Eleven local singers competed with a wide range of music from country to Broadway.

The enthusiastic crowd and three judges helped push Army spouse Chelsea Pippin into first place for her rendition of “Titanium,� by Sia, earning her the $500 grand prize.

Pippin, wife of Army Sgt. Kevin S. Pippin, will be entered into the Army-wide competition for a chance to compete in the live semifinals held in December in San Antonio.

Another Army spouse, Christina Lewis, sang her way to the $250 second place prize with her version of the country ballad “Blue,�

Third place winner, Sgt. 1st Class Marvin Williams of HHD 212th Combat Support Hospital got the audience grooving with his version of “Vehicle,� by the Ides of March, which helped him take home the $100 prize.

The most supportive unit was the 7th Civilian Support Command, whose cheers for Master Sgt. Johnnie Davis won the ORS “Spirit Award� and a $300 cash prize.

ORS is in its ninth year and is an annual vocal competition open to all active-duty service members and their family members who are 18 or over. KMC Onstage and Armstrong’s Club teamed up to host this year’s competition along with IMCOM and Family and Morale, Welfare and Recreation.

KMC Onstage Director Nate Records said he was pleased with the talent this year. “Our first elimination round was held on Sept. 12.

We chose 11 very different singers,� he said.

Records said the musical mix made for an exciting evening. “We had country, rock, blues, Broadway musicals and even ‘The Boogie-Woogie Bugle Boy.’ That kept the audience surprised, and they really enjoyed the variety,� he said.

Three judges with extensive music and performance backgrounds not only rated each singer, but also gave critiques and offered tips to each singer.

Before being heard daily on Armed Forces Network the Eagle, Airman 1st Class Benjamin “Eli� Smith was signed with a major record company. His single, “Still Miss You,� made the U.S. Top 100 chart in 2008. Smith is also a vocal coach and singing instructor.

Dane Winters, Installation Management Command-Europe and U.S. Army Garrison Rheinland-Pfalz entertainment director, said ORS is an important showcase for local talent. “ORS is Army Entertainment’s premiere vocal competition and lets us show off the amazing talent here in our military community,� Winters said. “We had some very talented singers competing.�

Winters said the prizes and the competition are not the most important thing about ORS. “A couple of the singers had not been on stage for a long time and were pretty nervous.

They really had to push and challenge themselves. But each and every one of them told me it was worth it and swore they were going to keep singing. Seeing the joy on their faces as they discovered how much they missed singing was really inspirational to me,� Winters said. “That is where our entertainment programs really touch lives and can directly affect emotional resiliency, well-being and mission readiness. It made them happy, which makes them stronger.�

Burnett 21st Theater Sustainment Command Public Affairs Soldiers from the 21st Theater Sustainment Command’s 7th Civil Support Command and 16th Sustainment Brigade conducted their first joint chemical, biological, radiological and nuclear and mortuary affairs training exercise Sept. 23 to 25 on Panzer Kaserne in Kaiserslautern.

The training featured Soldiers from the 21st TSC’s headquarters, the 16th SB’s headquarters and 18th Combat Sustainment Support Battalion, as well as personnel from the 7th CSC’s 773rd Civil Support Team. Their Soldiers’ military occupational specialties included mortuary affair specialists, CBRN specialists and medics. Trainees spent the first two days in a classroom training environment learning about the vital role each member of this team plays, said Cpl. Eric J. Song, a CBRN specialist assigned to the 773rd CST. “This is my first time working with Soldiers from mortuary affairs, and before this training I really didn’t understand what they do,” Song said. “If there is an attack or incident that involves remains

recovery in a contaminated environment, it is important that Soldiers like me know how to do this the right way.”

The third day of training began with members of the team transporting mobile decontamination tents, hazardous material protective suits, medical equipment and CBRN detection gear to a designated site in response to a simulated attack. The situation given was that a weapon of mass destruction had been detonated and may have contaminated an area.

The CBRN Soldiers needed to identify possible contamination, evacuate survivors and recover any remains, said Sgt. 1st Class Erik C. Thomsen, the senior mortuary affairs specialist with the 21st TSC. “The scenario we have given them is that there was an attack in Southwest Asia and we don’t know if it is chemical,” Thomsen said. “Our CBRN counterparts will go into the contaminated zone and bring back any remains. Then, myself and the mortuary affairs personnel will assist in decontaminating the remains and preparing them for transportation.”

The first CBRN team entered the simulated contamination zone to assess the chemical threat level and conduct a preliminary search for survivors and remains. A second team then entered and conducted a second search of the area. They labeled any remains, personal effects and survivors, then transported everything and everyone out of the contaminated zone.

Each team member went through a medical screening before and after their time in a contaminated environment, said Maj. Melissa J. Frauendorfer, a family nurse practitioner with the 773rd CST. “We take readings on the Soldiers before they enter and when they return from a contaminated area because these readings can help us keep them safe and even help us identify possible contaminants,” Frauendorfer said.

As the training session ended, all Soldiers went through the mobile decontamination tent and began packing up their equipment. While the training was beneficial, Thomsen said it is the first session of several to come.

“This is the first time all of the U.S. Army Europe mortuary affairs personnel are teaming with CBRN assets to conduct this type of training,” Thomsen said. “In the future we will conduct training with other branches of service so we are all prepared to work together in the event of this kind of situation.”

Housekeepers have a big job to do. Aside from cleaning every room, they are in charge of reporting lost and found items, taking care of any maintenance that needs to be done, and reporting if anything is amiss.

They also provide Air Force Inns’ guests with pertinent information, such as where the nearest vending machine is to where a good place to eat is.

The facilities are constantly busy, therefore, teamwork is important in order to get the job done and keep the mission going.

Kingfish rock first meet T he Kaiserslautern Kingfish hosted their season opening meet of the 2013-2014 season Sept. 21 at the Ramstein Aquatic Center.

In keeping with tradition, the Kingfish delivered a victory for new head coach Karina Plocek, who took the helm of the Kingfish this season.

The Kingfish hosted the Weisbaden Wahoos, the Aviano Sea Dragons, the Eifel Sharks and the Lakenheath Barracudas.

There was excitement from the opening buzzer, when the Wahoos edged out the Kingfish in three of the four first place finishes in the initial relays. When the individual events began, the Kingfish steadily gained momentum and points and finished strongly, with 1,130 points to the

Wahoos’ 841, the Sea Dragons’ 349, the Eifel’s 172 and the Barracuda’s 90.

“Good times and good racing,” Plocek’s said about the day.

Indeed, many swimmers posted impressive time drops. Twenty-one swimmers dropped time in all three of their individual events with two swimmers, Saya Spells, 8, and Andrew Hendrickson, 10, chopping a total of more than 40 seconds each from their seed times. Also impressive was brand new swimmer Gracyn Haas, who at only 6 years old showed incredible technical proficiency.

Male swimmers on the team had a day to write home about, with the entire 13-19 group entered in the 100meter butterfly dropping time. Patrick Baty, Javier Quinones, Gabriel Reyes and Gavin Kim also swept the top

The second annual Ramstein Crud Tournament will take place today at the Ramstein Officers’ Club. Breast cancer walk

Landstuhl Regional Medical Center hosts its annual Breast Cancer Awareness 5K Run/Walk Saturday.

The run will start and end at the LRMC track.

There is no registration fee. Registration takes place on the day of the run from 1 to 2:15 p.m.

The race begins at 2:30 p.m. Dogs are welcome.

The IMCOM-E Basketball Officials’ Clinic and Practicum Tournament will take place Tuesday to Oct. 11 at IMCOM-E Headquarters, Bldg. 111, Room 153 on Sembach Kaserne. A number of Kingfish swimmers set new team records. In the 400meter time trials, Annika Zimmerer, 9, smashed the old record by 27 seconds, setting a new mark of 6:32.03. Not to be outdone, Leomar Ayala, 9, broke the record set by Cooper Peterson last year (8:00.76) with a time of 6:38.92.

A new 10-year-old boy’s record was also set by big brother Gabriel, at 6:33.34. In the 800-meter freestyle, veteran Danielle Davis broke the 2004 record set by Teri Plotkin, coming in at 10:01.32. Pohlmiller demolished the old 800meter freestyle of 10:04.46 set in 2006 with a new time of 9:36.96. Bobby Gaston, 16, broke his own record in the 100-meter backstroke with a new mark of 2:34.67.

The biggest surprise of the meet was the very unexpected arrival of 2008 and 2012 Olympian and former world record holder Kate Zeigler. She stopped in for a short visit, speaking with many swimmers and giving them encouraging words. Her visit was a highlight for many!

The next meet for the Kingfish will be in Hohenfels Oct. 13. If Saturday’s meet is any indication, the Kingfish are off to a great start for their 20132014 season!

With a mission to honor and empower Wounded Warriors, WWP offers programs that are specifically structured to engage warriors, nurture their minds and bodies, and encourage their economic empowerment. Warrior families and caregivers are provided comfort, care, and education to help support the recovery of their Wounded Warriors.

JOB OPPORTUNITY:

Wounded Warrior Project is seeking qualified applicants for a full-time, salaried Warrior Outreach Coordinator (WOC) position to support WWP Alumni and outreach programs in the LRMC and Ramstein area.

The WOC is responsible for regularly communicating, networking, mentoring, and conducting outreach to Wounded Warriors located in the major military facilities/installations. The successful candidate will also coordinate with family members and the DOD/VBA/VHA offices to ensure that warriors’ needs and medical care are met.

This position also assists with the planning of WWP Alumni events (recreational activities, Project Odyssey, etc.) and also serves as a WWP representative at events benefitting the organization (i.e., media opportunities, fundraising events, etc.).
