During the campaign season, Department of Defense personnel can contribute to help people in military communities across the nation and around the world. The theme of the 2016 CFC-O is “Show Some Love.” The campaign allows contributors to show some love by supporting life-changing programs in military communities, at home and abroad. Contributors also have the option to give to the overseas military community through the Family Support and Youth Program fund. Donations for the FSYP are returned to overseas military installations and invested in quality-oflife programs for uniformed ser-

Oldham got down next to the man and began to assess the situation. Just then, a local woman identified herself as a medical student. Oldham directed her to use the head-tilt, chin-lift method to ensure the man continued breathing while also keeping his head stable. Oldham then noticed the blood spurting from a gash in the man’s neck. Ask anyone in Oldham’s family though, and they’ll tell you that Oldham doesn’t like blood. “It was pouring out,” Oldham said. “I reached in and pinched as best I could. It was quite unpleasant.” The man had a laceration to his neck, which severed his jugular vein.

Airman Oldham supports the squadron standard of superior performance.” King added that while he was surprised to hear about the event, he wasn’t surprised that it was Oldham who stepped into action. “The Blue Tails surprise me daily,” King said. “This truly inspired me. Our missions aren’t cookie cutter, and we routinely have to find new ways to accomplish our missions. Oldham fits right in with this mentality.” Acting on the instincts his father instilled in him, Oldham fought through the crowd to the bleeding man. “I started pushing through (the crowd),” Oldham said. “I don’t know what I felt; I guess it was just natural.”

As a child, he didn’t know those long walks with his father would one day save a man’s life. Senior Airman Anthony Oldham, 37th Airlift Squadron loadmaster, used the lessons his father taught him while on temporary assignment to Poland. Oldham’s father was an Air Force Survival, Evasion, Resistance, and Escape instructor. Growing up, he shared some of his knowledge with Oldham. His teachings stuck with Oldham for all those years. On Oct. 17, 2015, in Poland, Oldham encountered a crowd of civilian onlookers standing in a circle;

Oldham’s natural curiosity then got the better of him. “I didn’t see him at first,” Oldham said. “Curiosity is a natural thing, I guess. I was being nosy and looking in to see what was happening. I looked through, and there’s this guy laying on the floor with a pool of blood by his head growing rapidly.” Oldham noticed that no one seemed to be doing anything for the injured man. He distinctly remembers someone casually puffing on a cigarette while watching the man bleed out. This was when Oldham realized he needed to step in. “If it’s not saving lives, it’s something else phenomenal,” said Lt. Col. Barry King, 37 AS commander. “Senior

Armed Services Blood Program delivers life Story and photo by Staff Sgt. Timothy Moore 86th Airlift Wing Public Affairs There are many things that can save a life and stop a human body from crashing. Some of those things can even be manufactured. However, one of the most needed items cannot — blood. That’s why the Armed Service Blood Program-Europe encourages everyone to donate when possible. “It’s not uncommon to be afraid of needles, but that often stops people from donating,” said Staff Sgt. Joseph-Luis Kilgo, 86th Medical Squadron NCO in charge of training. “I was uncomfortable around needles at first, but I look at it this way: What if it was you that needed the blood? You would want someone to give as much as they could.” As the sole provider of blood and blood products for the U.S. armed forces, ASBP has a high demand to fulfill. ASBP-E provides support to U.S. Africa Command, U.S. Central Command and U.S. European Command, creating a need of approximately 100 units of blood per week. Though the primary recipients of ASBP’s services are deployed service members injured while performing their

duties, the ASBP also provides blood for service members and their families at home and in military treatment facilities. “A single pint of blood can sustain a premature infant’s life for two weeks,” said Colleen Urban, ASBP-E blood donor recruiter. “I think it is very important to donate blood when you can because you never know when you or someone you love may need it in return.” Though there are things that can disqualify a person from donating blood, including age, weight and length of

stay in select countries or regions, most healthy adults are eligible to give blood. A person must wait 56 days before they can give another whole blood donation, but the donation process typically takes less than an hour, including the prescreening exam, actually donating blood, and the recovery or watch. “I believe we (service members) are the ones that mostly need it,” said Staff Sgt. Deeanne Rosario, a reservist air transportation journeyman with the 73rd Aerial Port Squadron, Fort Worth, Texas. “Being overseas and abroad, it’s hard to come by a guaran-

Then he waited. “It felt like a long time,” Oldham said. “But it was probably only five minutes.” Paramedics arrived, pushed through the crowd and took over the situation with no hesitation, Oldham said. Realizing the climax of his night just occurred, Oldham decided it was time to head back to his hotel. A kindly bartender helped him clean the blood off his hands and clothes, then he called a cab to take him to his room.

While normally an extrovert, Oldham chose not to make a bigger deal of this than it was. “I didn’t really talk about it,” Oldham said. “It wasn’t something I did for recognition. I acted on instinct because it was the right thing to do.” Recognition would come his way anyhow. For his efforts, Oldham was awarded the Air Force Commendation Medal for an act of courage. “Senior Airman Oldham showed no concern for his own safety,” King said. “He wasn’t concerned about nationalities or the danger, just life.” Oldham said his dad was very proud of him, but he’s just glad he got to use the knowledge his father passed on to him to help someone else.

teed clean, safe donation.” Upon taking a blood donation, the ASBP tests each unit of blood for its type, antibodies, diseases and other abnormalities to ensure a recipient is getting the best donation possible. Safe units of blood are transported to areas with high requirement, to be used when they are needed. However, Urban urges people to remember that blood is perishable and needs to be continually replenished. Though most adults are eligible to give blood, there will still be a few people that can’t donate. However, this does not mean that these individuals can’t help the ASBP. For those unable to donate blood, they can provide baked goods and other snacks to help keep donors’ strength up after they give blood, volunteer to conduct a blood drive and, of course, spread the word for others to donate. “I absolutely encourage people to donate,” Rosario said. “The more we have the merrier. The ground rumbles as a C-17 Globemaster III taxis to the runway, sending vibrations up the soles of the feet of those on the flightline. The roar of the 280,000 pound, four-engine aircraft reverberates throughout the base before it takes off. Defying gravity, it lifts into the air and slowly disappears into the horizon. When many people think of the Air Force, the first things that come to mind are aircraft and the pilots who fly them. But before any pilot takes to the skies, every aircraft is carefully inspected and maintained by maintenance professionals. The 721st Aircraft Maintenance Squadron plays a large part in keeping the steady flow of aircraft, in and out of Ramstein, operational. “Without us, these planes don’t fly,” said Master Sgt. James Blakeman, 721 AMXS C flight section chief. “Whether it’s snow, sleet, rain or a holiday, there’s always going to be a maintainer out there pushing a jet. It doesn’t matter how many pilots we have, if we don’t have a maintainer getting the airplane up, the plane’s not going anywhere.” The squadron services C-5 Galaxy and C-17 Globemaster III aircraft transiting from the U.S. to Iraq, Afghanistan and Africa.

“Without a doubt, being an aircraft maintainer here is a lot harder than any other en route maintenance unit or any main operating base,” said Senior Master Sgt. Timothy Bugg, 721 AMXS aircraft maintenance unit superintendent. “All of our maintainers have to be fully qualified on two different airframes, whereas a home station mechanic only has to be qualified on the one aircraft that is assigned to their unit.” Passengers such as Airmen making a permanent change of station to Ramstein and distinguished visitors as well as household goods, supplies and cargo are all delivered by the 721 AMXS. Since July, the squadron has facilitated almost 2,700 arrivals — including 50 distinguished visitors — and

The CFC-O still offers contributors the opportunity to give using the traditional paper pledge card or through eGiving at www.cfcoverseas.org. Regardless of how people choose to donate, everyone has an opportunity to make a difference, says Col. Brent Johnson, 86th Medical Group commander. “Our Airmen get a chance to impact the lives of others,” Johnson said. “Some of that money also returns to programs right here in the KMC through quality-of-life initiatives and morale events.”

The Airmen of the 721 AMXS have risen to the challenge of the increased workload that fell upon them the last few months. “Due to the increase in missions and high number of members coming in and out, it has been very taxing on the remaining part of the squadron,” Bugg said. “Not only do they have to handle more missions, but they also have to train the newcomers as well. I think they are doing a really good job.” According to the superintendent, they’re doing such a good job because they know

Due to the long hours the 721 AMXS maintainers work, finding the time to complete upgrade and secondary training can be difficult to accomplish. “We rely on them to stay flexible in order to make sure the mission gets pushed, and they handle it with flying colors,” Blakeman said. Despite the high tempo of the workload at Ramstein, Bugg said he enjoys his job. “This is my sixth assignment in the Air Force and it has been my best unit,” Bugg said. “We are busy, but it makes the days go by faster and I think we all get a feeling of accomplishment.” Whether it’s working nonstop 12-hour shifts or spending days off completing upgrade training, the dedication of the 721 AMXS Airmen drives the Ramstein mission forward and keeps the Air Force flying high.

As cool autumn months become breezy winter days, Airmen are advised to continue practicing safe behavior by heeding pertinent safety tips when it comes to winter tires and road conditions. “Winter conditions can sneak up on you,” Tech. Sgt. Joseph Hernandez explained, 86th Airlift Wing ground safety NCO. “Winter condition preparedness can save your life!” German law states that every motor vehicle is required to have all-season or winter tires equipped during winter conditions, including ice, black ice, frost, snow and slush. A good rule of thumb to adhere to is to have these tires on between October and Easter, according to the 86 AW Safety office. One way to check if your tires are either all-season or winter is to check for either the “M+S” lettering or the symbol of a three-peak mountain or snow flake. However, the best seasonal equipment can’t help those who don’t practice safe driving, says Hernandez. “Download the Ramstein app on your phone. You will get real-time updates on road

conditions,” Hernandez said. “It is a very valuable communication tool.” After you start a vehicle, make sure frost, snow and ice are cleared from all windows and lights before driving. You may be cited or denied access to the base if these are left obstructed. Also, allow extra time for travel if there are hazardous road conditions. Whether it’s work or school, leaving earlier than usual during these times will help keep everyone safe and on time to where they need to be. In addition, don’t let speed

limits dictate how fast you drive. Always use your situational awareness to observe road conditions and other surroundings as an indication of how fast you should drive. As you maintain awareness, keep extra space around you at all times and keep headlights on when there is reduced visibility. Above all else, the biggest reason accidents happen during winter is black ice, according to Hernandez. “Even though the autobahns are well-maintained, black ice will still happen,” Hernandez said. “Drive at a

pump, as well as room for diaper bags or a small stroller. The LRMC LSP is located on the 2nd floor, above the Information Desk known as Four Corners. LRMC is the first U.S. military facility in Europe to offer an LSP, and only the second military hospital to offer an LSP; the other location is Madigan Army Medical Center at Joint Base LewisMcChord. October is Domestic Violence Awareness Month Courtesy of Family Advocacy Program During calendar year 2015, there were over seven thousand incidents that met criteria for domestic violence within the Air Force. In U.S. Air Forces in Europe, over seven hundred cases met criteria for domestic violence during that same time period. What this tells us is that we must continue to confront the issue of domestic violence within our military community. Domestic violence occurs in families of diverse educational, racial and/or socio economic status. In most instances women are the victims of domestic violence; however men are also victims in 37 percent of cases. You may wonder what you can do to help prevent domestic vio-

lence. The answer is easier than you may think. Prevention starts with each of us making a conscious effort to speak out against inappropriate comments and behavior that enables abuse. Becoming an active bystander when abuse is occurring can be essential for offender accountability and support for victims. It is also important to create an atmosphere at work and at home of zero tolerance for abuse. Finally, domestic violence prevention can also take the form of developing positive relationships with others and teaching children to do the same. The Ramstein Family Advocacy Program provides service members and their dependents with 24-hour support and consultation. During duty hours, you can call our office at 479-2370 or 06371-46-2370 to

speak with our victim advocate or professional treatment manager. For after-hours support, you can reach a victim advocate directly by dialing 0173-628-4624. If you are the perpetrator of domestic violence, you can talk with a professional counselor at Family Advocacy or you can talk with a base chaplain. Oftentimes, the perpetrators of domestic violence are themselves the victims of domestic violence either directly or indirectly by having seen domestic violence in their homes as children. Family Advocacy also offers couple’s communication counseling and relationship classes in an effort to help couples learn effective ways of communicating. In addition, parenting classes are offered in order to give parents tools to help employ healthy relationships

with their children. Other outreach services include Dads’ 101 classes for first time fathers, Anger and Stress Management classes and family counseling. Domestic violence is a crime. No one wants to fall victim to domestic violence, but it happens all too often within our military community. We all can do our part to help the victims and perpetrators of domestic violence by directing them to helping agencies, where they can receive immediate assistance and support, including Family Advocacy, the base chapel, Military Family Life Consultants and the Airmen Family Readiness Center. 721 AMXS aids the mission in Kuwait One of the keys to mission success in the Air Force is readiness. Unfortunately, equipment or machinery don’t always make that easy. When an aircraft breaks down or malfunctions at a base or area that isn’t equipped to fix the problem, what can be done? Within the European, Central and African commands, the answer to that question is sending a mission ready team, often manned by Airmen assigned to the 721st Aircraft Maintenance Squadron. Four 721 AMXS Airmen experienced this first hand when they participated in an MRT for an engine change of a C-17 Globemaster III from Sept. 2 to 9 at Ali Al Salem Air Base, Kuwait. There were only two maintenance Airmen assigned to Ali Al Salem, so they required assistance from the 721 AMXS Airmen. “It was definitely stressful to do,” said Tech. Sgt. Shaun Leahy, 721 AMXS assistant section chief, who was a part of the MRT. “Your main mission is focused on changing that engine. We’re in a deployed

location, it is 130 degrees outside, so we’re ready to fix the engine and get out. But we keep it safe and do everything by the book. Overall, it was an amazing experience.” Oftentimes, an aircraft flies with its own assigned flying crew chief who can repair as needed. But sometimes repairs, such as an engine change, arise that cannot be completed by one person, or a particular part must be flown to the FCC for them to be able to fix the plane. When these problems occur, Airmen assigned to the 721 AMXS are tasked for the job. “I think it’s huge,” Leahy said. “A lot of people don’t realize it, but when a plane gets stuck out in the middle of nowhere, and it needs to get fixed, they primarily call us — that’s a pretty big deal. I feel like it’s one of those unsung jobs that a lot of people don’t realize happens.” When the 721 AMXS Airmen are tasked with an MRT, there is no room for failure. “If we want to get home, it has to be successful,” Leahy said. “All of our MRTs are very successful when it comes down to it. We’re there to fix the plane. We go out as a full force, and we’re

well prepared when we’re getting deployed.” The best part about being assigned to an MRT is a change in pace from the everyday work on the flightline or in the office, Leahy said. “A lot of the time I sit behind a desk, so reconnecting with the work creates a sense of purpose,” Leahy continued. “You’re out there completing the mission. It’s a really good feeling that you actually did something to help someone else, especially in the military.” As an assistant section chief, Leahy not only participates in MRTs himself, but also delegates the missions to Airmen who fall under him. This provides younger Airmen with a unique experience to grow as maintainers. “When my troops are in a situation where it’s stressful and they’ve got to get the job done, they pull through,” Leahy said. “All they have is their experience and training to get the plane off the ground. There’s somebody back stateside who needs this plane operational, and I’m asking a senior airman to fix it. In the overall scheme of things, it’s very cool.” Much of the success of the 721 AMXS comes from

It may not always be easy for Airmen to see how their career fields impact the Air Force mission. For maintainers at the 721 AMXS, especially those who participate in MRTs, they can see a direct correlation between their job and mission success. “It’s gratifying knowing what we are doing has real-world impacts,” Ray said. “It’s pretty fascinating to turn on the news and see something that our unit and Airmen directly influenced and know each day when you go to work, you’re going to make a difference.”

Process improvement experts discuss best practices by Ashley Patoka Regional Health Command Europe Public Affairs The Armed Forces Europe Lean Six Sigma Community of Practice, a group comprised of performance improvement practitioners from across several commands and services, came together to talk about performance improvement during its first face-toface meeting Sept. 19 at the Ramstein Community Center. James Pauly, Regional Health Command Europe strategy and innovation director and LSS master black belt, described the CoP as an opportunity to share best practices. “The whole point of the CoP is to share best business practices across organizations so that each organization can continue to improve,” Pauly said. “Improving our organizations’ processes makes the DoD more efficient and saves the government money.” Pauly, who coordinated the meeting, said the group typically conducts a teleconference. “This was the first time we have all come together face-to-face to discuss things such as what works for us, what we are doing and also learn more about what our colleagues are doing to manage their performance improve-

Jeff Gilbert, 21st TSC operations research systems analyst and LSS MBB, emphasized how getting together to share ideas is extremely important and helpful. “We all are dealing with similar challenges and concerns,” Gilbert said. “We all have different methods to deal with our challenges, so the only way to understand and improve is to look outside your organization. It’s really sharing ideas and sharing information.” The group will continue to get together monthly and hopes to continue to share ideas, learn from each other and overall improve each of their organizations. Parents have responsibilities, and when it comes to children, they have to accept full responsibility for the decisions their young make as well as their own. As they grow older, their parents may begin to allow them more freedom. However, some parents may not know about Ramstein’s own guidelines on when they are legally allowed to leave children alone and for how long. The KMC is held to certain standards for the supervision of children, and parents’ failures to meet them may constitute child neglect, said Kristin Estrada, 86th Force Support Squadron youth center instructional director. “Child safety should be every parent’s number one priority,” Estrada said. “I understand that parents may feel more comfortable with leaving their children alone for longer periods of time as they get older, but if an incident occurs, the parents are going to be asked questions. That’s why we have a policy matrix about this specific responsibility.”

According to the matrix, a child is considered to be “attended to” when in the presence of, or under the protection within sight or hearing of, an appropriate caregiver. Completion of Red Cross baby-sitting class and infant and child CPR is strongly recommended for every teen — minimum age of 12 — before caring for other children. According to the child supervision matrix, children with a history of Attention Deficit Hyperactive

Disorder, Attention Deficit Disorder, Developmental Delay, behavioral problems, impulsivity, psychiatric problems or other impairments shouldn’t be left alone. Chief Master Sgt. Aaron Bennett, 86th Airlift Wing command chief, says decisions like leaving children unprepared for the responsibility of being unattended add up and can even impact the Airmen and mission around them. “Children need to be safely super-

vised and well cared for and wherever they are, they should feel safe and secure,” Bennett said. “It’s important that families stay proactive and use common sense when it comes to such a responsibility. If anything were to happen to someone’s child, the community would feel the heartache.” Parents must use good judgment and consider the physical, emotional and psychological maturity of their child when determining the level of supervision required.

ASAP reorganization aims to provide better support Courtesy of Landstuhl Regional Medical Center Public Affairs On Oct. 1, The Army Substance Abuse Program began to enhance the effectiveness in treating an increase in substance abuse and substance use disorders. Previously, all facets of the ASAP program fell under Army Installation Management Command. ASAP is a comprehensive program that provides services to active-duty service members, Army reservists and National Guardsmen on active duty, family members and Department of Defense civilians. This multi-faceted program is comprised of clinical and non-clinical functions, to include: Prevention Education, Clinical Counseling Services, Suicide Prevention & Education, Military and Civilian Drug Testing, Risk Reduction, Employee Assistance Program and Adolescent Support and Counseling Service. As of Oct. 1, the outpatient clinical treatment and rehabilitation function transferred to the Army Medical Command’s Behavioral Health System of Care and is undergoing a name change to Substance Use Disorder Clinical Counseling. SUDCC will be absorbed into existing MEDCOM Behavioral Health programs and co-located at Military Treatment Facilities and medical clinics. ASAP/ SUDCC services will be canceled the first week of October to allow for the transition. Tuesday, services will resume with minimal disruption. The transition will take place at all Army installations around the world. The ASAP portion, focused on prevention and detection, will remain in place under IMCOM and is located in Bldg. 2886 on Pulaski Barracks, while most of the new SUDCC portion will be absorbed into existing MEDCOM Behavioral Health programs and co-located at Military Treatment Facilities and medical clinics. The reorganization follows a comprehensive and multidisciplinary study conducted by the Secretary of the Army to ensure the Army is meeting the health readiness needs of Soldiers, civilians and family members. “Transitioning clinical services to the Army Medical Command will provide enhanced care to Soldiers, because Substance Abuse and Behavioral Health providers will be able to work more closely and collaboratively on the same team,” said Dr. Cheryl Owen, Army Substance Abuse Program clinical director for U.S. Army Garrison Rheinland-Pfalz. “This will also provide a one-stop shop for Soldiers and Commanders, making it easier to know where to turn for assistance.” New locations and referral procedures for SUDCC services are: • Kaiserslautern: Landstuhl Regional Medical Center, Bldg. 93761 A1, next to the emergency room. Ingredients (for 4 people) 4 small onions diced 2 cloves garlic, diced 1 pound potatoes, peeled and cubed into 1 inch squares ½ pound carrots, diced in into 1 inch pieces 2 cups celery stalks sliced into ½ pieces ½ pound leek diced into ½ slices 1 pound tomatoes 1 cup dried plums, finely diced 2 tablespoons olive oil 2 cups lentils soaked in water overnight 3-4 teaspoons mild curry 2 teaspoons tomato paste Salt and pepper to taste 1 8 oz container plain yoghurt 3-4 tablespoons fresh parsley 6 quarts vegetable broth Remove the core of the tomatoes and dice them into 1 inch cubes. Simmer onions and garlic in olive oil for about 2 minutes. Add

the strained soaked lentils. Add curry and tomato paste. Let is slightly simmer. Add broth. Boil on medium heat for 10-12 minutes. Add potatoes, carrots, celery and leek and salt and pepper to taste. Let this slightly boil for 20 minutes. Add tomatoes and diced plums. Let it simmer for another 5 minutes. Taste again for salt and pepper flavor. Serve in bowls with yogurt and parsley as a garnish. You have a nice meal for the cooler evenings of fall. ENJOY! By the way, if you are watching your calorie intake, this is a nice dinner for under 350 calories.

The zoo team will offer free guided tours with the animal caretakers. Visitors will be able to look behind the scenes, touch and feed the animals, and ask questions. The falconry, which is an important part of the local zoo concept, will presents this year’s last flight demonstrations with some birds. Children can take part in a jungle obstacle course, a zoo rally and riding course. They can watch a puppet theater performance, get their

ous countries. By keeping the animals in their natural environment, the zoo tries to demonstrate its way of nature conservation and the protection of species. Unit-level flag football championships Veteran’s Day soccer clinic Come and cheer on the best unit-level flag football teams as they compete for the 2016 trophy and bragging rights. Located in South Germany, Neuschwanstein is one of the most famous and most photographed castles in the world. It attracts more than 1.3 million tourists every year and is said to have been the inspiration of the Walt Disney’s Cinderella and Sleeping Beauty Castles. This masterpiece of “Mad” King Ludwig of Bavaria was built between 1869 and 1892. As it was a time when castles no longer had strategical and defense tactics, this romantic palace was built for pleasure. It served as the king’s private summer retreat. Being a great admirer of the German composer Richard Wagner, the enchanting castle was built in Wagner’s honor with many interior rooms inspired by Wagner’s opera characters. Though the castle has a retro medieval design, the eccentric king made sure to include the modern technologies of the day, such as flushing toilets and heating. Cochem Castle that towers over the scenic town of Cochem is the largest hill castle on the Moselle River. It was built around 1000 A.D. and was nearly destroyed in 1689 by the troops of French King Louis XIV. Cochem was once a defensive castle which was said to have housed as many as 40,000 knights at one time. After the French invasion, the castle remained in ruins for 180 years. The reconstruction of the castle (what is seen today) in a Neo-Gothic style began in 1868 by the Berlin businessman Louis Ravené. There are medieval banquets (Knight’s Meal), medieval castle festivals, gourmet festivals, Christmas and cultural events, and the Sparkling Wine gala. Additionally. visitors can see inside the palace an impressive display of Renaissance and Baroque

French. Surrounding an inner courtyard, the castle consists of several buildings which represent different periods of German architecture. English tours are available daily. The interior of the castle can be visited only as part of a guided tour.
