HEROES, a new restaurant in the Kaiserslautern Military Community Center, hosted its grand opening Sept. 12 at Ramstein Air Base.

HEROES was made possible through Commander in Chief’s Award for Installation Excellence funds, which were awarded to Team Ramstein as the 2022 winner of the award.

With the funds, the wing focused on Heritage, Airmen, and Families; and HEROES encompasses all three themes of the CINC vision.

The restaurant honors Team Ramstein Airmen — past and present — and their daily efforts to complete the mission here.

“Honoring our heritage and Airmen was the motivation behind opening up HEROES,” said U.S. Air Force Col. Amy Glisson, 86th Mission Support Group commander. “We have a long history of heroes who have come through Ramstein, and we wanted to honor See HEROES, Page 3

Ramstein service members gathered to remember the lives lost as a result of the 9/11 terrorist attacks during a ceremony at the fire station on Ramstein Air Base, Sept. 9.

The annual event was held by Airmen assigned to the 86th Civil Engineer Squadron fire and emergency services to honor the estimated 445 first responders who lost their lives 21 years ago.

During the ceremony, Airmen assigned to the 86th CES fire and emergency services presented a ceremonial wreath and performed the sounding of the bell. The mournful toll of a bell is a tradition used in the firefighting community to signify both the completion of the call to action and the passing of a comrade in the line of duty.

“This is our chosen profession,” said U.S. Air Force Tech.

Sgt. Christopher Horoho, 86th CES firefighter. “This is the tradition of the firefighter to honor those who came before us.”

The ceremony hosted guest speaker Brett Miller, who served as a firefighter in the U.S. Army National Guard on the day of the attacks. He described how he felt while conducting search and rescue operations.

“I can’t put into words what it’s like to not have the power, the equipment, the ability, or the people (to save everyone),” said Miller. “When you can physically toss a flashlight down into a hole to someone and give them hope that we’re getting close when we’re not.”

While Miller was a first responder the day of the attacks and many of the 86th CES firefighters had not joined the military yet, they all had the same calling and now come together each year to pay tribute to their fallen comrades.

“Although our methods may change, our goals remain the same as they were in the past: To save lives and property,” said Horoho.

“The hard work, attention to detail, and commitment to excellence is only part of what makes Ramstein shine,” said Shandy Scott, 86th Force Support Squadron

operations officer. “I look forward to seeing our Airmen, their families and the KMC community come and enjoy a meal together while making new, special memories.”

The menu consists of a wide variety of bar food including wings, burgers, sandwiches, quesadillas, salads and more.

A team made up of civil engineer Airmen and force support civilians helped bring HEROES to fruition.

“I am thankful for all the hard work and hours everyone has put into making the HEROES restaurant possible,” said Denis Hansard, 86th FSS Ramstein Club Complex general manager. “Without this team, HEROES would not be the same.”

HEROES will have a self-service portion, which will include ordering food at the front counter, selfseating of up to 100 people, bar access and soda machines.

“When people come here, we want them to feel relaxed, have fun and enjoy not only their families, but the Ramstein family as a whole,” Scott said. “The goal for HEROES is to be someplace where we can meet, hangout, get to know each other and create a home away from home.”

Retiree Activities Office seeks volunteers

by Jim Barrante Retiree Activities Office The Retiree Activities Office, located in Building 2118 at Ramstein Air Base, exists to support, unite and enhance the military retired, active duty and DOD civilian retiree communities through positive volunteerism.

The RAO serves all military retirees, regardless of service affiliation, DOD civilians, surviving spouses of retired and active-duty personnel and all service members preparing to retire.

The RAO needs more volunteers. The RAO is currently only Tuesday, Wednesday, and Thursday and the goal is to recruit enough volunteers so the RAO can be open Monday through Friday.

If you are retired (regardless of branch served), a spouse of a retired member and or a

surviving spouse you are eligible. Some knowledge of German is preferred but not necessary; however MS Office skills are required in performance of duties working with a government computer.

If you can a work at least four hours consistently (it is a commitment) on any given preferred day of the week and want to help out this is your opportunity. If you want to know more stop by and see one of the RAO Staff consultants — Denise Schleyer on Tuesday, Jim Barrante on Wednesday and or Bob Cooper on Thursday.

Either one of them can fill you in on duties and what would be required of you. If you are interested, give it some deep thought, step up and give something back to the community.

Beyond the Bier: Oktoberfest 2022 Story and graphic by Staff Sgt. Megan Beatty 86th Airlift Wing Public Affairs When many service members are notified they have been selected for an assignment overseas they may be excited about a variety of things, like the prospect of traveling and experiencing a new culture.

Unfortunately, COVID-19 has put a damper on some of this excitement and limited opportunities to truly experience their host nation. This is true for some service members at Ramstein Air Base, who may have missed the chance to experience an authentic Oktoberfest.

While the annual festival is known world-wide, it is possible many do not know the history behind it and how it came to be the event celebrated today.

Oktoberfest originates from Munich with the marriage of Ludwig I, the future king of Bavaria, and Princess Therese von

Sachsen-Hildburghausen, Oct. 12, 1810 where celebrations lasted five days. Citizens of Munich were invit-

ed to attend the royal wedding, participate in festivities, and watch horse races.

According to the city of Munich’s website the celebration was so popular it was brought back the following year and included an agriculture fair. Many new additions were made in following years including horse races and food and drink vendors. These vendors eventually moved to beer halls in the 20th century.

Today, Oktoberfest celebrations throughout the world pay homage to the Oktoberfest in Munich. The festival is tradi-

tionally a 17 to 18-day celebration, ending on the first Sunday in October. Since 1935, the first official event of the festival has been the of the Wiesn landlords and breweries featuring bands and carriages and carts covered in flowers drawn by draft horses. 1950, the mayor of Munich kicked-off the festival by tapping a keg following the parade.

Oktoberfest will be held Sept.

17 to Oct. 3 this year. Members planning to attend Oktoberfest celebrations — locally or across the country — should ensure they have a plan for transportation if drinking alcohol. Members are encouraged to have a plan and use resources available like local cab companies, public transportation, a designated driver, and their immediate supervisor.

Armed Forces Against Drunk Driving is available in the Kaiserslautern Military Community Fridays and Saturdays between 10 p.m. and 6 a.m.

Members should call AADD at 0152-5172-3356 if their original plan falls through.

Oktoberfest in recent years has yielded six million visitors, including Germans and other tourists, and roughly two million gallons of beer.

Elleman 52nd Fighter Wing Public Affairs The 480th Fighter Squadron is now the first active-duty Air Force F-16CM fighter squadron to bring their fleet of fighter jets into a new era of aerial dominance with the completion of its active electronically scanned array radar system upgrades.

“Providing this capability on an already time- and combat-proven aircraft adds another layer to U.S. Air Force capabilities in an everevolving electronic warfare environment,” said Air Force Chief of Staff Gen. CQ Brown, Jr. “I know this upgrade will make us even more effective in our day-to-day combat operations, and I look forward to bringing the F-16 even further into the future of air superiority.”

This capability provides the fourth-generation multirole fighter jets a massive leap in combat capabilities, making pilots even more effective than ever before, while improving air defenses and overall aircraft survivability when faced with enemy forces.

“This is an upgrade to modernize the F-16, primarily with its sensors, starting with its radar,” said Lt. Col. Shaun Loomis, 480th Fighter Squadron commander. “The radar in and of itself is a game-changer. Going from a mechanicallyscanned radar to AESA is night and day.”

Compared to its predecessor, AESA’s upgraded systems carry more transmitters, which allow for more precise, longer ranged and more jamming-resistant scanning of airspace.

The legacy radar systems

have received numerous software updates and upgrades since they were first installed into the aircraft, but this project provides an entirely new set of hardware with a wide range of benefits over its predecessor.

Additionally, this project works to improve pilots’ visibility of the battlespace by laying the foundation for the aircraft targeting pod to stream high-definition video into the cockpit, an improvement from the smaller and lower-resolution monitors from before.

“The F-16 radar has been around since the late ‘80s, and while that radar has been getting updates every so often, there hasn’t been a specific hardware update in about 20 years,” Loomis said.

“Actually swapping out and putting a whole new radar in there is revolutionary for the F-16. Along with that is modernizing our displays in the cockpit. It’s an improvement to the capability of the radar, but also an improvement to the interoperability with the pilot.”

Before Royal Air Force Lakenheath’s 495th Fighter Squadron’s Valkyries received their first F-35 Lightning IIs in December 2021, the 480th FS Warhawks were renowned as the only suppression of enemy air defenses squadron in U.S. Air Forces in Europe-Air Forces Africa. In the SEAD role, these units provide airpower operations to NATO, U.S. European Command and Africa Command and serve as a critical function of allied air superiority.

Adding AESA to the Warhawks’ arsenal further augments the Air Force’s and combatant commanders’ ability to respond to a wider range of threats in the region.

In the current environment, Loomis said the AESA system is vital to further decreasing limitations against not only enemy fighter aircraft, but also cruise missiles, further fortifying base defenses in the region.

Modernizing the Fleet This upgrade’s first completion came shortly after the 480th FS’ return from the 86th Air Base in Romania, where it deployed eight Fighting Falcons to support ongoing enhanced air policing operations along NATO’s eastern flank in response to Russian aggression toward Ukraine.

However, the project started long before the deployment, with the Air Force signing the initial contract for the program back in December 2021.

Still, due to the COVID-19 pandemic causing delays in the program, Capt. Thomas Dequeant, 52nd Aircraft Maintenance Squadron director of operations, said the 52nd Fighter Wing’s first upgrade maintenance didn’t officially begin until early April.

This was no run-of-the-mill part swap, though. The parts were not only sophisticated; they were interwoven throughout the aircraft.

Additionally, maintenance to replace the aging systems was so extensive, the aircraft maintenance specialists and Airmen had more than 200 operational checks to ensure the safety and effectiveness of the upgraded jets and their pilots.

“It’s undergone some pretty deep maintenance,” Dequeant said.

“They’ve stripped it to the studs and replaced it with upgrades.”

When the F-22 Raptor first reached Initial Operational

Capability in late 2005, it introduced the fifth-generation aircraft revolution, permanently changing the aerial battlefield and setting a precedent for Air Force airspace dominance.

A decade later, the Raptor’s multirole successor, the F-35 Lightning II, carried forth that legacy and furthered the electronic domain by integrating a new range of sensors and even more sophisticated technology.

Despite their impressive hardware and software, these new aircraft carry some additional baggage — their price tag and the total number in the Air Force’s fleet.

That’s where Loomis said this new radar system comes into play.

“This is an F-16-wide upgrade,”

Loomis said. “This is one of the many steps they’re taking to upgrade the F-16. We know the F-16 is going to be a large preponderance of the fighter force for the next 20 years as they continue to produce F-35s. The F-16 is programmed to be in the Air Force through the mid-2040’s. It will continue to be a workhorse for the Air Force because it has the numbers that the Air Force needs. Along with numbers, you need to have capability.”

Moreover, Loomis said the upgrade brings the F-16’s decadesold technology into the 2020s, modernizing the legacy fighters while striking a critical balance between sustainment and revitalization against adversary nations.

Shannon Fountain, 92nd Military Police Company, 18th Military Police Brigade, 21st Theater Sustainment Command, took a leap of faith when enlisting at 24 and now strives to be a sincere role model for her soldiers.

Before Fountain enlisted in 2019 she was shy about the Army lifestyle. “I was too scared when I was fresh out of high school,” said Fountain. “I finally had an epiphany.” Originally from Rockford, Illinois, Fountain reenlisted during the Women’s Equality Day ceremony at Sembach Kaserne in Kaiserslautern, Aug. 26. She feels brave as a female wheeled vehicle mechanic. “We’ve come a long way in the military,” she said.

Promoted to non-commissioned officer in July, Fountain reenlisted to further her career in the Army. “I like the fact you get to help the lower enlisted.”

Fountain’s goals are to become a warrant officer and to participate in bikini body building competitions.

Fitness is a priority for Fountain and she wants to be good role model for soldiers.

Fountain feels rewarded and happy with her decision to enlist and will move to Fort Carson, Colorado in November.

Deputy Mayor of City of RamsteinMiesenbach Ludwig Linsmayer passed by 86th Airlift Wing Public Affairs Ramstein Air Base joins the City of Ramstein-Miesenbach in mourning the death of Ludwig Linsmayer. He passed on Saturday morning at the age of 64 years.

Linsmayer was elected to the RamsteinMiesenbach City Council in 1984 and was highly dedicated to Ramstein-Miesenbach’s city and its people until his death. In 2010 he was elected as Deputy Mayor of the City of Ramstein-Miesenbach and was a member of the Union Community council since 1997.

The Ramstein Air Base community extends its heartfelt condolences on his passing. He leaves behind his wife Ulrike and two adult children. Linsmayer was not only politically active, but his deep dedication and friendly manner earned him the highest respect and acknowledgement.

Col. Denny Davies, 86 Airlift Wing vice commander expressed his condolences. Mr. Linsmayer’s close connection to Ramstein Air Base started well before his service as deputy mayor of the City of Ramstein-Miesenbach. He was well-known and much esteemed for his many years of work as a base mail delivery worker. With Mr. Linsmayer’s passing, we lose a true champion of German-American friendship.

He will be deeply missed.

Alaveene Cox Furman, 21st Theater Sustainment Command, appreciates the Army’s lifestyle and is approaching her promotion to non-commissioned officer. Cox Furman is an Army brat from Fort Campbell, Kentucky, and was raised in Fort Stewart, Georgia.

In high school, Reserve Officer Training Course was her favorite class and in 2018 she enlisted as a logistics specialist. “You get to travel for free,” said Cox Furman. “You get a lot of opportunities to do stuff that you wouldn’t be able to do as a civilian.”

Cox Furman recently graduated Basic Leaders Course and looks forward to being promoted to non-commissioned officer. Cox Furman thought highly of her leaders from BLC. “They really made a difference on my outlook on the Army,” she said.

She extended her contract in Germany for one year when she reenlisted during the Women’s Equality Day ceremony at Sembach Kaserne in Kaiserslautern, Aug. 26. U.S. Army Sgt. Cyonna Stevens, 18th Military Police Brigade, 21st Theater Sustainment Command, is a member of the military police with long-term Army leadership goals.

Stevens, from Jensen Beach, Florida, enlisted at 17 and attended Basic Training Camp and Advanced Individual Training at Fort Leonard Wood, Missouri. She was inspired by her early Army leaders. “I looked up to my drill sergeants and I like training soldiers,” said Stevens.

Stevens reenlisted on Women’s Equality Day at Sembach Kaserne in Kaiserslautern, Aug. 26. She feels women have come a great distance in the Army and is proud women have the right to serve in all career fields.

In 2023, Stevens will relocate to Fort Carson, Colorado, where she will pursue the job of military police investigator. Her goal is to become a drill sergeant at Fort Leonard Wood, where she hopes to mentor future young leaders like herself.

Your maternity care costs depend on your beneficiary status, location, TRICARE health plan, and provider. Active duty service members and active duty family members have no costs for maternity care when enrolled in a TRICARE Prime plan. This includes TRICARE Prime Overseas and TRICARE Prime Remote Overseas. All other health plans may have copayments or cost-shares. Some plans may have both. You can use the TRICARE Compare Cost tool to view costs associated with your health plan.

Are you living in Germany?

Are you planning to have a child? If so, there are some important updates about midwife services TRICARE covers for families in Germany.

“In Germany, there’s a new cultural exemption that covers German midwife providers under the TRICARE Overseas Program,” said Michael Griffin, program analyst with the TRICARE Overseas Program Office at the Defense Health Agency. “This will make midwife services meeting certain criteria more accessible to families who need to use them for their pregnancy care.”

A midwife is the traditional care provider for mothers and infants. Midwives are trained professionals who support women before, during, and after childbirth. There are several types of certified midwives.

Under current policy, TRICARE covers services provided by a certified nurse midwife who is both: Certified by the American Midwifery Certification Board Licensed by the local licensing agency as a midwife where the care is provided (when required).

This policy doesn’t reflect health care practices in Germany.

Many German midwife providers have qualifications equal to a Registered Nurse. That’s why the DHA granted a cultural exemption.

As of June 2, midwife services in Germany are authorized when the following conditions are met: • A doctor formally documents the patient’s pregnancy before referring the patient to a midwife • The midwife provides the services under the supervision of a doctor throughout the course of care • The patient gives birth at a hospital If you have TRICARE Select Overseas, you should reach out to your TOP Regional Call Center for guidance about accessing

midwife services. Connecting with the call center will also help minimize any possible delays in claims processing if you need to submit a claim. If your German midwife provider contacts you about an unresolved claim, ask them to email the TOP Provider Support Services Team.

As described in the TRICARE Maternity Care Brochure, TRICARE covers inpatient hospital visits for labor and delivery. TRICARE will also cover any medically-necessary services you need for your labor and delivery, as well as for postpartum care. If you choose to do a home birth, TRICARE doesn’t cover home

This piece and the few others found in the same area over the next weeks came from the grounds of a medieval abbey complex — Strata Florida — whose arched ruins have begun to represent Welsh history.

Working at an archaeology dig Spending a week on the ground doing archaeology grunt work was one of the most fascinating trips I’ve ever taken.

We rode the minibus, or walked the local footpaths through sheep fields, the 1.5 miles between camp and the dig site. We breaked for teatime, listened to interesting archaeological talks, and spent evenings at the local pub.

Uncovering Welsh history The Strata Florida abbey was founded in 1164, and its name comes from the Welsh Ystrad Fflur, or Valley of Flowers. The large abbey complex became a center for medieval Welsh culture.

The Brut y Tywysogion (Chronicle of Princes), a record of Welsh history dating from 682 to 1282, was maintained by the monks at Strata Florida. The first

Prince of Wales, Llywelyn the Great, held council here.

Each day of my weeklong trip there was a unique find to come out of the ground. One participant found a coin dating from around the 1200s. There was a pottery piece with medieval fingerprints still visible, and a day when we dug out numerous animal bones from a trash pile. And then there were those diamondshaped bits of glass.

The calm Cambrian mountains The area around Strata Florida is not on the typical tourist track, which means it’s the perfect place for an active outdoor vacation. Near the middle of Wales, it lies at the western side of the rolling Cambrian mountains with numerous walking and mountain biking trails.

Learning archaeology skills Other nearby archaeological sites, like ancient stone structures and holy wells, indicate that the Strata Florida area has likely been a sacred spot for thousands of years.

Being on an active archaeological dig gives new perspective to travel. It allows you to hyper focus on the local history and really get to know an area. It is also surprisingly calming and meditative.

I spent days on the ground digging, sure, but also got the chance to learn other skills. I learned to clean finds, draw plans, take survey levels, and use geophysical imaging gear.

Strata Florida Archaeology Field School The Strata Florida Archaeology Field School is known for being the most inclusive dig in the U.K. Newcomers to

archaeology are very welcome.

People with differing abilities are also welcome.

In addition, the school has partnered with an organization called Breaking Ground Heritage to study the positive effects that archaeological work can have toward the physical and mental health of military veterans.

The Strata Florida trust will again run digs next summer (2023); expect updates and registration to be available on the website this winter. Participants 18+ (14+ with an adult) are welcome. The field school can be attended for 1-4 weeks, and participants receive training credit in the official U.K. Archaeology Skills Passport. Single “digger days” are also an option for those not wanting to commit a full week.
