The Civil Contractors Federation (CCF) is the member based representative body of civil engineering contractors in Australia, providing assistance and expertise in contractor development and industry issues.
In 1975 a group of civil contractors in Western Australia formed the Land Development Contractors Association (LDCA). In the late 1980s the LDCA joined the national contractor association then known as the Australian Earthmovers and Road Contractors Federation (AERCF), which became the Civil Contractors Federation Western Australian (CCF WA) Branch in 1995.
Nationally CCF represents 1,550 small, medium and large sized contractors who in turn employ more than 50,000 people, plus over 770 suppliers to industry. Members are involved in a variety of projects and activities including the development and maintenance of civil infrastructure such as roads, bridges, dams, wharves, and commercial and residential land development. CCF is governed by an elected national board who set the strategic direction of the Federation and act as the policy making group for the organisation. A network of branch offices is located across every state and territory. Each branch has an elected board comprised of contractor members who provide governance and strategic direction and a CEO who is responsible for overseeing operations and service delivery of the branch. The ongoing aim is to improve the civil construction industry, and provide a unified voice for civil contractors to all levels of government.
CCF WA was established as a union of employers registered under the Federal Workplace Relations laws focused on providing balance to the industrial relations debates that have been commonplace at different times in Australia’s history. Under the leadership of several very committed Branch Presidents, Executive Directors and CEOs, CCF WA has broadened its focus over the years to encompass all of the activities generally associated with an industry peak body. The input and involvement of all members has and will continue to be critical to the ongoing growth and evolution of CCF WA. We are acutely aware and grateful for the dedication of many of our members who willingly commit their time to the Federation. It is an enduring strength of CCF WA. The dynamic nature of our industry and close interaction with governments and other industries means that our members work in an environment of constant change. CCF WA also operates in this environment as we continually review our operations to ensure we are meeting the ever-changing needs of our members. We look forward to continuing and strengthening this commitment to our members and we are confident that your CCF WA membership will deliver the representation and service needs your organisation requires. CCF WA membership consists of both Contractor Members and Associate Members. Contractor Members of CCF WA range in size from small local businesses to national and international companies. All applications for membership need to be approved by the CCF WA Branch and National Boards.
Representation As the peak body for the civil construction industry, one of the key activities of CCF WA is proactive industry representation and advocacy to all levels of government, government agencies and other industry bodies. CCF WA is represented on a number of state and national committees and is focused on ensuring our industry has a strong voice on issues affecting our members.
Active on the National Stage Our CCF National office engages with the Federal Government on a regular basis to promote the views of the industry on issues such as industrial relations, Workplace Health and Safety, federal infrastructure investment, climate change, national standards and taxation. CCF National regularly develops industry position papers and submissions aimed at influencing government policy and subsequently the operating environment of our members.
Active across the State Similarly at a state level we are focused on engaging and influencing government at both a political and operational level. CCF WA meets as required with ministers and senior government staff to promote the interests of members. Advocacy is under taken across the full spectrum of government activities such as contractor pre-qualifications, government works to tender; safety, environmental management, industrial relations, training and education, tax, planning and local government issues.
Active across Industries CCF WA works closely with all key Government departments and agencies, which affect the civil construction industry. CCF WA has established a number of standing committees within relevant industry government agencies to ensure issues can be raised and ultimately resolved. Where issues are more complex, CCF will often partner with government to form working groups to resolve issues. Work groups usually form around a single issue and convene only for the period of time needed to achieve the outcome.

These groups are made up of CCF WA members who provide valuable input for our representatives on external committees above and for other forms of advocacy.
CCF WA released its inaugural quarterly magazine in July 2012, with great interest and appreciation from the industry. Membership includes a subscription to the CCF WA ONSITE magazine which is designed to help keep our supporters up to date with regional news, legal, IR, OHS & policy updates, upcoming events, training and topical industry information.

Information CCF WA provides information to its members through a number of different channels. Keeping you informed and up-to-date on relevant news and information is a key benefit of membership. We also invite your input on relevant news from your organisation by sending media releases or event details to our member services team. Submissions will be considered for inclusion in any of the following communication vehicles.
Website The CCF website, www.civilcontractors.com, enables you to access information relating to CCF WA and also see the work undertaken by CCF branches in other parts of Australia.
E-News CCF WA keeps members up to date with a regular E-news service. E-News contains valuable industry information aimed at assisting our members to identify new business opportunities and to find practical ways to develop and improve their business systems and processes. E-News plays an increasingly valuable role in today’s industry, which is demanding greater levels of compliance.
ONSITE Yearbook The CCF WA ONSITE Yearbook is published in January, giving an overview look at the year that was, as well as incorporating the Civil Construction Equipment Hire Manual and profiles of leading contractors and suppliers. This is a valuable reference tool often referred to as the industry bible.
CCF Members Field Diary A handy diary designed for Members to use either on their desk or out in the field. The Diary was designed in consultation with Members to ensure the layout was most suitable for Contractors. Membership includes a subscription for this Diary, please feel free to let us know if you would like a few extra for other staff.
Earthmover and Civil Contractor Magazine CCF’s national publication, The Earthmover and Civil Contractor, is published monthly and distributed nationally to the industry. A subscription to The Earthmover and Civil Contractor, including the annual Plant Specification Manual, is complimentary to all CCF WA Members.
Events We are proud to host a diverse range of events for members. Events are held in Perth and regional centres and are aimed at informing and educating our members, seeking their input on issues, and providing opportunities to network and socialise.
MEMBER SERVICES Tools and Expertise Contractor Management Systems Over many years CCF nationally has developed and refined the CCF Integrated Management System (IMS) and Small Contractor Integrated Management System (SCIMS). These systems have been specifically designed to meet the needs of the civil construction industry and assist contractors to meet the increasing compliance requirements for pre-qualification and tendering. They come complete with a large volume of templates covering a majority of a contractors needs in term of forms and compliance documents. A Contractor simply needs to spend time reviewing and updating these templates to reflect their own organisation and once done can go about implementing the system and it’s processes/ procedures company wide. CCF originally designed these systems to put third party certification within reach of small to medium sized Contractors as well as some larger Contractors, systems and certification have been known to be very cost prohibitive and very resource intensive. Members are provided the CCF IMS or SCIMS at half price. CCF’s Contractor Management Systems comply with: •• The CCF Civil Construction Management Code (JAZ-ANZ Approved) •• AS/NZS 9001 Quality Management Systems •• AS/NZS 4801 Occupational Health and Safety Management Systems •• AS/NZS 14001 Environmental Management Systems

Events One of the most valuable aspects of membership for many CCF WA Members is the regular interaction with other Contractors and Associate Members at the variety of events held throughout the year. We come together nationally for the CCF National Conference and the National Earth Awards Presentation Dinner.
National Conference Members and industry colleagues from across Australia are invited to get together to listen, learn and share their experiences on how the industry can better prepare itself for the future. Each year the program incorporates extended plenary and toolbox sessions on how to better prepare members for business. The National Conference concludes with the National Earth Awards Presentation Dinner, acknowledging the best civil projects in the country.
Corporate Golf Our Golf Days are a major event and sell out quickly. Each event is an Ambrose format allowing golfers of all abilities to participate, followed by a dinner at the Clubhouse where prizes are awarded. We currently host a Metro Golf Day, as well as a South West Golf Day.

Enabling the Industry - Day Conference Bringing CCF WA members and industry stakeholders a whole day of important information addressing major industry issues, this annual event is not to be missed. Starting with an informative breakfast session that gives way to a host of breakaway workshop style sessions focused around the current annual topic. A contractor’s panel will be held to discuss the relevant topic which gives insight into common issues and the day finishes up with a light-hearted lunch complete with networking opportunities.
Earth Awards Gala Dinner The CCF Earth Awards recognise and reward excellence in civil construction at a project level. CCF members submit projects with each of our state winners then eligible to move on to the national awards held as part of the National Conference each year.

Project Management
CCF WA holds a number of Women in Civil events allowing all women working in the civil construction industry a chance to network with others alike. Women in civil deserve both a voice and support mechanism and this movement is an opportunity for them to do this.

Regional Events CCF WA holds a number of events throughout the regional areas of Western Australia. These events include a number of dinners throughout the South West region, a South West golf day and a number of Mid West sun downer events. This is a great opportunity for us to socialise and network with our members who work in regional and remote areas.
CCF Earth Awards The CCF Earth Awards are the most prestigious awards in civil infrastructure. Since their inception in 1994, the Earth Awards have recognised hundreds of roads, bridges, railways, marine structures and utilities for their construction excellence.

The state winners progress to national finalists, and undergo a second round of judging to determine the national winners in each of the five categories. Civil Train Trainee of the Year - Certificate III & Certificate IV

These awards are presented to both the Certificate III and Certificate IV trainees who have shown the most professional and proactive attitude towards their Traineeships whilst also demonstrating the highest level of commitment to safety, productivity, leadership and performance in their workplace.
CCF WA’s Women in Civil Award recognises a woman working in the civil industry who has made significant contribution to the industry.
Civil Train Employer of the Year
Civil Train is Western Australia’s market leader in delivering training to the Civil Construction Industry. Civil Train is the training division of CCF WA, which as a Registered Training Organisation offers a variety of training solutions to CCF WA members, contractors and local governments.
This award recognises the employer who has most actively promoted, participated in and supported industry training amongst its staff and shown a commitment to up-skilling its workforce.

Civil Train Indigenous Trainee of the Year - Certificate III or Certificate IV
Traineeships
This award is presented to an indigenous trainee under taking either the Certificate III or IV qualification who has demonstrated the most professional and proactive attitude towards their traineeship whilst also demonstrating a high level of commitment to safety, productivity, leadership, and performance in their workplace.
Traineeships are becoming an increasingly popular way for employers to gain nationally recognised qualifications for their staff, up-skill their employees, formally recognise their staff’s knowledge and experience and provide a means for contractors to meet the training obligations that are becoming a common requirement of tenders and government contracts.
CCF WA Industry Awards The CCF WA Industry Awards focus on the achievements of individuals and companies within the civil construction industry in the same way the Earth Awards recognise excellence at a project level. All Industry Award recipients will be highly regarded by their peers and have an impeccable industry reputation. Awards are presented in conjunction with the Excellence in Training Awards at the President’s Gala Dinner in November, with nominations opening in September.
President’s Award The President’s Award is presented to an individual who has made an excellent and sustained industry-wide contribution over many years.
Future Leader’s Award CCF WA’s Future Leaders Award recognises an exceptional person, still relatively early in their career, who through their commitment to the civil sector has demonstrated the potential to be a future industry leader.
Civil Train offers five Certificate III level qualifications in: •• Civil Construction •• Plant Operations •• Pipelaying •• Trenchless Technology •• Road Construction and Maintenance Civil Train also offers a Certificate IV qualification in Civil Construction Supervision. Certificate III qualifications are delivered on-site over a 2-year period however; the program can be completed in a shorter time-frame. Certificate IV programs are delivered in a classroom environment over an 18-month period. Participants are required to attend class for between 8-10 days over the duration of the course. There are substantial financial incentives available to employers who enrol their staff into traineeship programs including payroll tax exemptions and generous payments from the Construction Training Fund (CTF). For eligible trainees the funding residue can be up to $10,000 for the employer (Based on full eligibility).
CIVIL TRAIN Civil Start What is Civil Start?

Civil Start is a collaboration between the Civil Contractors Federation (CCF) and LandCorp to increase the participation rates of Indigenous Australians in the Civil Construction industry. Civil Start allows contractors to address the current skills shortage by providing access to a group of potential employees as their labour requirements increase as major projects are mobilised.
Civil Train also offers numerous industry specific short courses; these short courses are available to members for a discounted rate and all bookings can be made using our online registration system. Access to such a pool of Indigenous workers will also enable contractors to fulfil the Indigenous employment requirements, which are contained in many contracts.
How does Civil Start work? Participants in the Civil Start program undertake a two-three week program. The first part of the program comprises two-weeks of soft skill training in areas such as preparation for work, budgeting, understanding drug and alcohol testing, what makes an effective employee, dealing with peer and family pressure and setting work and personal goals. The second part of Civil Start is a highly practical two-week program during which participants will undertake six of the core units of the Certificate III in Civil Construction. These units provide participants with a highly practical understanding of the basic skills and tasks required within the industry. The units, which are under taken, can be chosen to suit the particular needs of a specific project.

Why is Civil Start Different?
•• Roller
The unique feature of the Civil Start is that the program can be delivered immediately preceding the commencement of a particular major project in the region that the project is located. This will enable contractors to access a pool of local work ready Indigenous employees when the project is ready to commence.
Successful completion of a plant assessment will gain the operator a National Occupation Health and Safety competency ticket.
Civil Start also differs from other pre-employment courses because it is tailored to meet the needs of a contractor by providing potential employees on either a long-term or an individual project basis. Contractors can either hire these potential employees on a direct basis or through a labour hire scheme with one of Civil Start’s Group Training Organisation partners. CCF and LandCorp are both totally committed to this program and have a goal of placing over 300 Indigenous people into employment within the Civil Construction industry by December 2014. Verification of Competencies (VoCs) Civil Train can also provide Verification of Competency for Plant Operators as is required by many mining companies. Civil Train has performed VoCs for contractors working on or commencing mobilisation to numerous construction and mine sites including those operated by BHP Billiton, Rio Tinto and Fortescue Metals Groups.
Simulator Training Visitors to CCF WA’s Skill Centre will have seen our three state-of-the art simulators, an excavator, loader, and dump truck, which are now fully operational. The machines can be used for pre-employment verification of competencies, screening of labour hire staff, introducing new staff to plant and refresher training. The scenarios range from basic introductory to precision for advanced operators. The simulators are available for hourly or daily hire and can assist in providing important training in a safe and supervised environment.
