Industry standard Are you following the guidelines set out in the Australian/ New Zealand Standard 2311: 2009 Guide to the Painting of Buildings and the Industry Standard for the Surface Coating Industry? The need for the industry to work to the Australian Standard AS/NZ 2311 is long overdue, with many operators advertising themselves as qualified when in fact they have had no formal training and do not present a satisfactory finish for the consumer. This causes stress and cost to the consumer in attempts to rectify problems caused by these operators. In a lot of cases these operators breach workplace safety standards and this places their employees at risk whilst at work. The Industry Standard for the Surface Coating Industry is supported by the Department of Consumer Affairs, the Australian Paint Manufacturers
Federation, and Worksafe Victoria and Tasmania. This document is also endorsed by Master Painters Australia. The Industry Standard was developed by a working group consisting of representatives from Paint Manufacturers, Paint Retailers and Painting Contractors and ACOHS Risk Strategies. This standard was updated in 2014 and funded by Incolink which is a joint enterprise of employer associations and unions in the building and construction industry.
Master Painters Australia Victoria/ Tasmania recommends that all painting contractors obtain these documents as part of their quality control procedures.
Tips for Reducing Risk Our Associate Member, Barwon Credit Management Pty Ltd, recently developed a Trades Specific brochure on their credit management and debt collection services, and have kindly allowed us to reproduce the following list of ‘Tips For Reducing Your Risk’ that we fully encourage Members to read and implement. • If possible, ask for an upfront deposit to cover part or all of your out-ofpocket materials costs. This can help sort out the wheat from the chaff;
• Do not compound the problem by starting another job for the same customer that hasn’t paid you for the previous job.
• Get everything signed and dated and don’t start works unless it is – the days of ‘handshake’ agreements are long gone;
To read all the tips go to www.mpav. com.au/membership/debtrecovery
• Don’t drop your guard or be pressured into starting works or variations because the Site Manager wants it done ’pronto’ - Site Manager’s don’t pay your accounts; • Know ‘who’ you are working for (i.e. ensure that you have complete address and contact details, ask for ACN/ABN’s, ask for full owner’s details if it is an existing residence); • Separately quote for Variations, and understand and follow the Variations process documented within any subcontract; • Drive the ‘Certificate of Practical Completion’ process. Get your customer to walk through and identify defects as distinct from variations; document and obtain agreement to them; get them signed off after completion;
External Debt Collection and Legal Services The MPA also encourages Members to consider engaging the services of a professional debt collection agency (like Barwon Credit Management) and/or solicitors experienced in civil litigation.
Becoming a better business It is in the best interests of all Members that you aim to protect your business by implementing proper credit management policies and procedures, and accounts receivables processes. Cash has become increasingly tight over the past few years, and with profit margins in the construction industry continually being squeezed, Members need to ensure that they act like a business and implement safeguards to protect themselves from potential non-payment of invoices. The viability of your business, the welfare of your employees, and indeed the welfare of your own families may depend on it. Spending time to get your own house (business) in order will pay dividends to you in the future.
MPA Courses Professional development courses are designed to give you a competitive advantage and a point of difference in the industry.

Quotation should include Scope of workS This clearly identifies items to be painted i.e. walls, ceiling, windows, doors etc Specification This section identifies areas such as the Preparation required i.e. Sanding, filling of holes and indentations. The quote should also state if previous coatings need to be removed to obtain a sound surface before repainting and does the surface need to be washed down? i.e kitchen, wood work etc This section should also include the number of coats to be applied, type of paint to be Used, colour required, and the selected gloss level. excluSionS This section identifies what is not to be painted and is just as important as the Scope of Works. inSurance Contractors must have Public Liability and Personnel Accident Insurance. This is for protection of both parties in case something goes wrong. It is important that you have your current Certificate of Compliance handy.
GSt Must be included in the final quotation amount. note It is important that all surfaces are thoroughly sanded prior to applying any new coats. It is also important the primer/ sealer that is used is the product recommended by the Manufacturer. Using the incorrect primer /sealer does not allow for proper adhesion of the following coats of paint. It is recommended that quotations be in writing and signed by both parties before work is commenced. Contractors can request a deposit to be paid before work is commenced. Generally 10% of the contract price is acceptable and the contractor may require progress payments depending on the cost or duration of the project. The Master Painters Association recommends only premium grade products be used and preparation and painting works is to the Australian Standard AS/NZ 2311:2009 Guide to the Painting of Buildings and The MPA/ FTAA Industry Standard for the Surface Coating Industry. This information is only to assist painters when writing a quote for painting and does not cover all aspects of the tender documents.
