Transport industry faces tax hike

A PROPOSED increase in the National Heavy Vehicle Tax may add to inflation and pass on higher prices to consumers while threatening the primary industries in the Goulburn Valley.
Last financial year, heavy vehicle charges increased 2.75 percent. The National Transport Commission (NTC) has released options for the next three years that includes 10 percent annual rises, which would amount to $2.6B in what Federal Member for Nicholls Sam Birrell says is a “$2.6 billion tax on trucks.”

Jeffers EMERGENCY service workers are pleading with drivers to take more care behind the wheel after a deadly start to 2023 in the Goulburn Valley. 27 lives were lost on local roads last year, with 12 deaths to occur so far in 2023. It is usually a serious accident that brings Victoria Police, paramedics, firefighters, State Emergency Service and search and rescue members, and community leaders together, but last week they assembled at Driver Education Centre of Australia (DECA) to share their anguish over rising road trauma and to plead with drivers to be safe. Stunning sunset series returns

SAM at Sunset is back by popular demand. Returning in a new, expanded format, SAM museum will stay open until 8pm on the last Thursday of each month to give the community and visitors an evening of art, creativity, drinks and music.
Free art workshops and talks kicked the night off last Thursday, including the launch of new exhibition All Together, which includes portraits of local families, as well as the close of SAM’s major exhibition, The 4th National Indigenous Art Triennial: Ceremony , the National Gallery of Australia’s flagship exhibition of contemporary Aboriginal and Torres Strait Islander art.
Patrons heard from artists in the exhibition and Traditional dances and singing before enjoying a tipple and music on the rooftop.
SAM CEO, Melinda Martin said SAM at Sunset creates a space for the community to come together and explore the museum outside of normal museum hours.
“It’s perfect as a solo activity, a place to catch up with friends for after-work drinks, or as an after school treat for families to practice creatively together,” said Melinda.

Community funds to help community hall

UNABLE to hire out facilities or accommodate community groups that call Mooroopna and M.G. O’Brien Halls home, relief is being provided to help the committee get back on its feet.
Both halls on McLennan Street and were badly damaged by last October’s floods. An issue with GST registration meant the management committee could not apply for many of the relief grants being offered in flood-impacted areas.

Greater Shepparton Foundation (GSF) and Greater Shepparton Lighthouse Project have partnered to support the committee to resurface floorboards and bring them back to a usable condition with a grant of $22,000, or $11,000 each, which was raised through community fundraisers.

Mrs Parnell also said she was blown away by a $300 grant provided by Goulburn Valley Water, saying that the extra, surprise relief filled the hall’s committee with hope.
Buybacks back on the table
MURRAY-Darling Basin water ministers met on Friday `to discuss the next steps to deliver the Basin Plan. That same day, Federal Member for Nicholls called on southern basin states to remain firm of their position on water buybacks.
Mr Birrell said Victoria’s modernised irrigation system and efficiency projects had already delivered 826 gigalitres for the environment, meeting the state’s Bridging the Gap target.
His comments came after the Federal Government began voluntary water purchases in Queensland and NSW to recover the remaining 49GL to achieve the final Bridging the Gap targets.
“We know from experience that buybacks, even from willing sellers, reduces the consumptive pool and has a negative impact on the viability of farms,” he said.
His position was resounded by Goulburn-Murray Irrigation District (GMID) Water Leadership group co-chairs, David McKenzie and Suzanna Sheed, who also came out ahead of Friday against buybacks.
“This is the worst-case scenario for northern Victorian communities,” said Ms Sheed. “Every analysis of buybacks has demonstrated that they cause a catastrophic hollowing out of regional economies, undermining their resilience and causing huge third-party impacts.”
"Some of the buybacks are targeted on the NSW Murray and the Darling system. Less water in these systems will increase prices for Victorian water, because our markets are physically linked. Victorian communities will be third-party damage in this program supposedly aimed at NSW and Queensland,” said Mr McKenzie.
The $13-billion Murray-Darling Basin Plan, legislated in 2012, sets out how water in the system is to be shared between farmers, communities and the environment. A misprint in last week’s edition said $13M, but it meant to say $13B.
A communique released after Friday's meeting said the ministers had "discussed a range of options to progress delivery.”
"They noted that the Commonwealth reiterated its determination to deliver the 450GL per year of additional environmental water," it said.
"Ministers noted it is the Commonwealth's position that delivering the Basin Plan will include the purchase of water so that all targets can be delivered, consistent with an approach of all options on the table."

Higher education sees high education uptake

AROUND 130 students will begin their studies at Shepparton’s La Trobe University this week. Students were welcomed to the campus last Wednesday for orientation day, providing opportunities to meet fellow students, familiarise themselves with the campus and educators ahead of semester.
“It’s exciting,” said head of campus, Elizabeth Capp, adding, “It really feels like the first year back since Covid lockdowns that there’s no apprehension. We can welcome students back for a full year of learning and activities on campus.”
La Trobe University has seen strong demand for its’ education degree and pathways, which have seen enrolments roughly double. Two of those students are Bethany Gray who is enrolled in an Associate Degree of Teacher Education and Tilly Male, enrolled in a Bachelor of Teaching (Primary School).

RESIDENTS of Lakeview Place in Mooroopna
have rallied to oppose telecommunications infrastructure to be built onto an existing GV Water tank on Echuca Road.
Currently, the electromagnetic energy (EME) calculated for existing systems at this site is 0.36 percent out of 100 percent of the public exposure limit, 215m from the location. According to an Environmental EME Report produced by visionstream in June 2022, this will increase to 2.39 percent 100m from the site with the proposed changes.
The new infrastructure will improve network coverage, providing Telstra customers with 5G connection.
Graeme Parish, who has expressed the residents’ concerns in a letter published on page 10, believes any increase in EME levels is unacceptable.
“An increase of radiation six times the current
level is an act of abuse of the residents who may be exposed for the next 20 or more years,” he said.
Telstra’s regional general manager for Victoria, Jenny Gray, said, “Telstra is looking to improve the capacity and coverage of our mobile network in the Mooroopna North area by adding a base station to the Goulburn Water Tank. There are antennas from other mobile carriers currently located on this site.
“The reason for the upgrade is to provide a better service for the newly developing residential areas being established nearby.
“Telstra is still in the early stages of planning and will be working with the local council in terms of necessary development approvals and community consultation. If this site is ultimately approved, we hope the site will be up and running and providing new coverage in 2024,” said Ms Gray.

What’s Cook’n with Emma, Lizzie
Ingredients (Serves 8)
Pastry
300g plain flour
1 tbsp caster sugar
Fine sea salt
200g chilled unsalted butter, cut into cubes
1 egg yolk
1 ½ - 2 ½ tsp iced water
Roasted Strawberries
500g strawberries, hulled and halved, plus extra to serve
2 tarragon sprigs plus extra to serve
3 tbsp caster sugar
1 vanilla pod, split and seeds scraped
60g of roasted pistachio nuts
Almond Cream
200g mascarpone
200g crème fraiche
200g fresh fullfat ricotta
1 vanilla pod, split and seeds scraped
½ tsp of almond extract
60g icing sugar, sifted

Method
Pastry
1. Combine flour, sugar and pinch of salt on clean work surface. Rub butter into flour until you have the texture of breadcrumbs.
2. Mix in the egg yolk and sprinkle just enough iced water so that the dough just comes together.
3. Flatten into a disc, wrap and refrigerate for one hour.
4. Preheat oven to 180 degrees celsius
5. Take pastry out of fridge for 10 minutes and roll out on lightly floured work surface.
6. Drape into a 23cm loose-bottomed fluted tart tin, gently pressing into the edges.
7. Trim overhanging pastry, line with baking paper and fill with baking weights.
8. Bake for 15 minutes, remove paper and weights and bake for a further 15 minutes.
Allow pastry shell to cool completely before removing from tin.
Roasted strawberries
1. For roasted strawberries, keep oven at 180 degrees and line a baking tray with baking paper.
2. Place strawberries, tarragon, sugar and vanilla in a bowl and toss to coat.
3. Roast for 30 minutes. Set aside and cool. oil and heat until it just begins to bubble when checked with a utensil.
Roasted strawberries
1. Whip mascarpone, crème fraiche and ricotta to stiff peaks in a bowl. Stir through remaining ingredients and set aside.
2. To assemble, fill tart shell with the almond cream. Top with roasted strawberries, extra tarragon and generous scattering of roasted pistachio nuts.

‘Carnage and chaos’: Plea to reduce rising road trauma
"No first responder is unaffected by road trauma, either an instant or a cumulative effect. Members of the community are affected across families, across friendship groups,” said Victoria Police superintendent Shane Cashman.
“I think that all call outs where there’s a major trauma – and I’m sure everyone would back me – that you get home, and you don’t really think about much else for a start. And if you’re lucky, you get a bit of sleep that first night,” said SES volunteer, Graham Milner.
Uncle Bobby Nicholls spoke of the impact of accidents on the community, saying, “The Aboriginal community in Shepparton is only 7,000 people or so, and the impact that has on families and communities is big.”
This is resounded in multicultural communities. Sam Atukorala, Ethnic Council of
Shepparton and District strategic management coordinator added, “A lot of people ... come to this beautiful country and establish themselves but with one bad decision … not only can they not establish themselves but there’s a ripple effect in the community.”
Everyone could speak of how road trauma had impacted them, and they are asking drivers to be aware of their speed, whether they’ve used drugs or alcohol, and to not be distracted.
Seeking to engage the community in an awareness and education campaign, they launched Operation Travel last week, involving a social media campaign and engaging drivers to alert them of road risks.
“We just ask everybody to please travel safe for all of our wellbeing,” said superintendent Cashman.
Urgent post-flood support sought
FOLLOWING the aftermath of the October floods on the township of Rochester, where approximately 90 percent of homes were inundated, damaged, or isolated by the disaster, the Liberal Member for Northern Victoria Wendy Lovell has used the most recent sitting of State Parliament to call on the Andrews Labor Government to deliver more support for residents.
In three separate speeches over the duration of the sitting week, Ms Lovell called on Labor to provide across the board support to residents of Rochester, in particular more mental health services, more housing support and additional consumer affairs workers to assist with insurance claims.
Ms Lovell explained how the people of Rochester are facing many challenges as they recover from the catastrophic flood event, the number one issue for the community is the deterioration of the mental health of many residents, with too many people suffering due to a lack of qualified mental health practitioners in the region.
Ms Lovell urged the Government needed to ensure additional
Mental health professionals are immediately provided on the ground in Rochester and called on the Minister for Mental Health Gabrielle Williams to deliver the services desperately required by many residents. Ms Lovell also called on the Minister for Consumer Affairs Danny Pearson to deploy more officers from Consumer Affairs Victoria to assist residents to navigate the complex insurance claims to repair their homes and businesses damaged by the devastating flood. She spoke of how many residents had complained about a lack of communication from insurance companies, technical language from companies that is not easily understood, and insurance companies exerting pressure on clients to accept cash settlements to settle claims, usually to the financial detriment of the client.
Ms Lovell said it was important that the rights of clients were supported, particularly while recovering from such a traumatic event such as a flood and asked that a team from CAV be deployed into the town to provide advice and assistance to those that need it.

It has been a busy time in Parliament. During my first week, I presented my inaugural speech. In my second parliamentary sitting last week I raised some important issues as well as acknowledging some of our wonderful locals who have been recognised for their outstanding community contributions.
Verney Road Funding commitment
I have called for the Minister of Education Natalie Hutchins to fully fund stage 1 and commit to Stage 2 funding for the development and relocation of Verney Road School.
Flood relief payments
I also called on Government Services Minister Danny Pearson to explain when critical flood relief payments will be made to businesses and community members who have applied, and qualified for, the flood relief funding but have not yet received payments months later.
Inquiry launched into October floods
The Nationals passed a motion in the Legislative Council requiring the Environment and Planning Committee to report on the preparedness and response to the October 2022 Victorian Floods.

NEIGHBOURS’ RADIO FREQUENCY CONCERN
To the Editor, We write to express our strong objection to the proposal to install additional transmission aerials on the Goulburn Water Tank, Echuca Road, Mooroopna. An environmental EME report says the current maximum EME level for the site in question is 0.36 percent out of 100 percent of public exposure limit, 215m from the location. This will increase to 2.39 percent with the proposed changes 100m from the site.
1. Any increase in EME levels in a prime residential area is totally unacceptable
2. An increase of radiation six times the current level is an act of abuse of the residents who may be exposed for the next 20 or more years
3. While there is limited research on the impact of expected EME level on human health, this in itself indicates that there is no proof that this level will not cause harm in the long term
4. We are aware that this proposal is not based on good science and is not based on critical need. It is based on convenience and financial benefit for the businesses involved.
5. We are aware that this is the "Thin edge of the wedge," so to speak, and that if this proposal is approved, then more transmission aerials will follow without question.
We ask that Council do not approve the proposal.
We ask that Council to live up to the values it proclaims, that is, to listen to voices of the people it serves. The rate payers do not want this proposal to go ahead. There is insufficient research and science to guarantee our long-term health and wellbeing over the coming decades.
We ask that Council advise that those involved in the proposal invest some of their massive profits in building a tower outside of and well away from any residential area, thereby achieving their desired outcome with no risk to residents.
This is the perfect opportunity for Council to hear and respond to the voices of residents and ratepayers of Greater Shepparton over and above the voices of those who would simply like to increase their profits by hiding behind inconclusive research.
Please hear the voices of your residents. Say no to this proposal.

Transport industry faces tax hike
“Transport companies and supply chains are still recovering from the disruption of the pandemic and dealing with higher fuel prices and operating costs,” he said.
Adam Katsoutas, general manager of Kreskas Bros Transport that operates out of Lemnos, said the increase would be felt by companies as well as consumers.
“This 10 percent increase is disappointing and it’s going to be worn by the end user, which is going to be the transport company and will ultimately fall on mum’s and dads in an already difficult year of inflation,” said Mr Katsoutas.
Mr Birrell said that it is the Government’s responsibility to invest in assets that drive the economy, such as the national road network.
“Government should front up that and not just try and push everything back to the industry all the time, because that has
pressures,” he said.
State Member for Shepparton, Kim O’Keeffe, said she would be advocating in parliament for much-needed investment in regional roads.
Mr Birrell also added he has been a long advocate for freight rail transport and that the National Party instigated the National Inland Rail project, which is currently underway.
“I think we need to look to the future but it’s not there now. What we’ve got now are trucks and trucks are how we move almost all our transport around.”
“We’re calling on the Albanese Government and the National Transport Commission to rule out that 10 percent a year increase for the next three years, and rule out the concept that you have to have full cost recovery of whatever these trucks do to the roads,” Mr Birrell said.
The good and bad news for Verney Road School Location
IN a visit to Verney Road School in July last year, State Treasurer, Tim Pallas announced $23.9M would be set aside for the 2022/2023 budget to begin relocating the school to the former Wanganui Park Secondary School campus on Parkside Drive, Shepparton.
Purpose built for 74 students in 1999, today Verney Road School has 250 students and 116 teachers and support staff dedicated to delivering diverse learning opportunities – but they have long exceeded their space to expand.
In response to the relocation, principal of Verney Road School Angela Buxton said, “Verney Road School will benefit immensely from the redevelopment of the old Wanganui Park Secondary College site.
“Our new school will provide us with opportunities to connect more with our community while the additional space will allow us to deliver more targeted interventions and support for our students. We look forward to connecting further with our families and wider

Recently calling on the minister for education, the Hon. Natalie Hutchins to fully fund stage one of the relocation as well as commit to stage two of the funding, Nationals member for Shepparton, Kim O’Keeffe said current funding was not enough to cover the cost of building escalations and left a shortfall of $400k for partial clearance of the new site.

Ten years of supporting students

GREATER Shepparton Foundation are now entering their tenth year of helping local students pursuing tertiary studies cope with the costs encumbered from beginning their higher education chapters.
So far, the Lift Off Education Scholarship program has awarded over half a million dollars in support to those embarking on their further education journeys, a response to the increasing number of our young people not able to afford the transition from secondary education to post- secondary
education.
Monga Mukasa, an inaugural recipient of a Lift Off scholarship in 2014, spoke of how grateful he was for the chance to be helped financially when he commenced his studies.
Monga is now the La Trobe educational partnerships co-ordinator for the Bradford Pathway Program.
“Receiving some financial assistance when I began University was invaluable. It’s amazing that Greater Shepparton Foundation have continued to help young people in our region with the costs associated with commencing studies.”
Lift Off Scholarships are awarded to young people aged 16 – 25 years for approved higher education courses, including Diplomas and Bachelor programs, and range from $2,000 for one year and up to $10,000 over three years. The program
is made possible with the support of local businesses and contributing individuals.
Including this 2023 cohort, Lift Off has supported 120 local students into postsecondary education by helping to overcome financial and other barriers to their
education aspirations and to achieving their full potential.

This month’s Council Meeting was held on Tuesday 21 February.
Shepparton Inner North LATM
Council adopted the Shepparton Inner North Local Area Traffic Management Plan following extensive community feedback.
This plan provides a list of 39 recommendations aimed at mitigating traffic, parking and safety issues in the area.
The recommendations will be implemented from this year onwards, with some measures requiring further investigation to prepare detailed designs and costings.
Kerbside Collection Policy
Council adopted an updated Kerbside Landfill Waste, Recycling and Organics Collection Policy. The Policy was updated to address the Victorian Government’s Recycling Victoria Policy which aims to divert 80 per cent of waste from landfill by 2030.
Council’s updated Policy includes a recommendation to create a standard bin service across the region, including changes in bin collection frequency and the introduction of a purple lid bin for glass.
Contracts awarded
Council noted the awarding of $1,148,831 in contracts at the February Council Meeting.
These included contracts for the Marlboro Drive, Kialla road upgrade, Monash Park, Shepparton footpath renewal, GV Trails exploratory study, and the Economic Visitor Economy and Major Events Strategy.
Greater Shepparton Heritage Advisory Committee
Four community representatives were appointed to the Greater Shepparton Heritage Advisory Committee to serve for the remainder of the current two-year term, concluding in September 2023.
The Committee acts as an advocate for all cultural heritage matters within the region, aiming to raise awareness and promote community participation within Greater Shepparton.
Congratulations to the four new community representatives and thank you to the two outgoing members.

Adapting regions to a low emissions economy

BUSINESS leaders and climate experts gathered in Shepparton for a two-day Climate Leadership and Jobs Summit, to discuss opportunities and threats the pertain to the region as the world moves to a lower emissions economy.
“The impacts [of climate change] are really significant for this region as they are for the world,” said Mark Howden, director of the Climate Change Institute at the Australian National University.
“We want to see what are the things that we can do which are really constructive and that feed into regional development.”
Some of the innovative ideas discussed at the conference included the concept of generating energy using waste from local agricultural businesses.

almost the potential to have 100 percent renewable outcome from not leaving fruit on the ground,” said Watters Electrical business development manager, Reg Hickey.
He said the company is working with businesses to future proof energy options beyond solar.
“Waste is a fuel source,” said Mr Hickey. “That can be cheap power.”
“It’s more valuable as a fuel source than electricity or gas itself.”
He also commented that while Shepparton has one of the highest uptake rates of rooftop solar globally, there is still significant demand on the grid due to the lack of battery installations.
He said the Federal Government should consider shifting subsidies from encouraging adoption to supporting battery installations,
and also suggested that new builds in Greater Shepparton should be penalised for not including solar panels in their build.

“I encourage anyone who is passionate about the region to come in and say hello and speak to us about volunteer opportunities.”

Goulburn Murray Aboriginal-led education campus
PARLIAMENTARY Secretary for First Peoples Christine Couzens today joined Yorta Yorta elders, the Rumbalara Football Netball Club, Kaiela Institute and the University of Melbourne to mark the start of construction of the Munarra Centre for Regional Excellence (MCRE).
The Government is investing $30M in Australia’s first Aboriginal-led pathways-based university – home to the Munarra Academy - that will provide programs from the Academy of Sport, Health and Education, the Kaiela Institute, Rumbalara Aboriginal Cooperative and more. MCRE will deliver culturally responsive education, employment, health and wellbeing programs that drive broad, long-term economic benefits and shared prosperity for the region and Victoria.
Indigenous-led company TVN On-Country is building the pioneering new campus, with the centre expected to open to the community in March 2024.
The design of the centre celebrates First Nations knowledge, culture and entrepreneurship, with Indigenous plantings and artwork. The campus will include an Elder’s lounge, yarning rooms, teaching spaces, a wellbeing courtyard, event spaces, community meeting rooms and co-working areas.

ROADSAFE Goulburn Valley has partnered with The Shepparton Adviser for a kid’s road safety colouring competition, with prizes to be won every fortnight.The second winner of a road safety helmet is Olivia Murley, who told us she felt great when she found out she was the lucky winner. I remember when I was a kid myself, my brother was knocked off his bike and had
