Angel Jet Network bringing charity medical flights to region by James Wynbrandt Angel Jet Network (AJN; Booth P822), a new charitable organization established to provide medical transportation for underprivileged patients across the Asia Pacific region and inspired by U.S.-based Corporate Angel Network (CAN), was launched this week in Shanghai at ABACE 2015. Like its U.S. counterpart, it plans

to partner with corporate aviation providers willing to donate empty legs, empty seats or flight hours to transport patients from remote locations to medical facilities. Though CAN transports only cancer patients, AJN will also extend charity medical flights to those with cardiac and pulmonary diseases, as well as congenital disorders.

Founding board of director members William Schultz and Jane McBride are both influential figures in the Asia Pacific region. Schultz is the senior vice president of business development for Textron Aviation China, while McBride founded Hong Kong-based air charter broker Avicus Group, and Friends of Thai Daughters, an organization that protects Asian children from human trafficking. AJN has already received support from NBAA, Altitudes magazine, Lulu Wang & Partners, Beijing Raybay Medical Group and Roberto & Co. Meanwhile, Corporate Angel Network co-founder Priscilla Blum has accepted a position on AJN’s advisory board. o

by Kerry Lynch Hong Kong-based JetSolution Aviation Group (Booth P732) is partnering with Avicus Group and Southern Cross Aviation (SCA) to provide charter brokerage and parts support, respectively. JetSolution, founded in 2009 to offer legal, registration and aircraft transaction consulting services in Asia, has established two divisions–JetParts and JetCharter–to provide the new service offerings. As customers in Asia increasingly have begun to seek pre-owned aircraft, parts availability has become an important emerging issue, said JetSolution president Jackie Wu. Customers have had difficulty sourcing parts in the region, she noted, a lack of availability that has nearly scuttled some transactions, added SCA director of operations Fred Guido. Fort Lauderdale, Florida-based aircraft parts logistics firm SCA initially began collaborating with JetSolution in 2013 to help with transactions. The companies decided to formalize that partnership to offer parts support for new customers seeking to buy airplanes, as well as existing owners. SCA, which houses parts out of its warehouse in Fort Lauderdale, can locate and provide parts for a range of business aircraft. “We are excited to develop a deeper

partnership with SCA after many successful aircraft sales and transactions … [and] to extend aircraft parts services supporting Asia finally enhancing safety and quality flying,” said Wu. As for JetCharter, the teaming agreement with Avicus also will enable JetSolution to tap into a growing market. Avicus is based in Boston but has offices worldwide, including Shanghai. Under the arrangement, Avicus will provide charter brokerage and lifestyle services for JetCharter customers and refer customers seeking to buy aircraft to

JetNet: Asian confidence lags by Curt Epstein According to the latest quarterly industry survey from U.S. data provider JetNet (Booth P519), the level of confidence in the business aviation market in Asia does not match that of the rest of the world. The overall survey response to the question “Where is the business aviation industry in the current business cycle?” saw 60 percent of the global respondents believing

it had passed the low point, the highest level of optimism received by the company throughout its more than four-year survey history. However, among the respondents in the Asia-Pacific region, only 47 percent shared that assessment, with nearly one quarter of those surveyed indicating that they believed business aviation had not yet reached the bottom of the trough. The results are based the company’s JetNet iQ Survey which is an invitationonly electronic survey directed at global fixed-wing turbine business aircraft owners and operators. The survey database now includes more than 8,500 respondents from 125 countries. The first-quarter 2015 survey, completed earlier this month, was conducted in five languages: English, Spanish, Portuguese, French and Mandarin. o

In addition, aspects of the design principles can be incorporated into almost any business jet interior. Its feng shui principles are expressed in the interior’s curvilinear forms, the relative positioning of living and sleeping areas and the balance of the “five elements”–fire, earth, metal, water and wood. HPJS, formerly Taeco Cabin Completion Center, rebranded itself last fall as part of a corporate-wide makeover undertaken by parent company Hong Kong Aircraft Engineering Co. (Haeco). The group’s 19 subsidiaries are heavily involved in aviation, and the new corporate logo, a tick mark, “captures the spirit of aviation,” the company stated. “It’s evocative of wings,

Universal and NetJets Ink China Deal Global flight support provider Universal Weather and Aviation (Booth H325) announced this week at ABACE 2015 that it signed an agreement with NetJets Business Aviation Limited (NBAL), the fractional aircraft operator’s Chinese division, to provide total trip management service for NetJets’ Asia fleet. “We already enjoy a strong relationship with Universal via our sister company, Executive Jet Management, which Universal supports as a member of our flight-operations team,” said Ty Dubay, NBAL’s chief administrative officer. “So when looking for a partner to support our Asia fleet, they were a natural choice for us.” Universal’s Hong Kong-based Asia Pacific Operations Center opened in 2012 and features a team of trip-support personnel fluent in both English and Mandarin. “Our Asia Pacific Operations Center is prepared to leverage our regional expertise, as well as the worldwide systems and resources of Universal,” said Charles Mularski, the company’s regional vice president for Asia-Pacific, “including access to our 150 employees on the ground throughout the Asia Pacific region, to support NetJets China’s critical missions within Asia and beyond.” –C.E.

A Chinese-style relief sculpture in the cabin bears the inscription, “To embark on a journey is full of hardship and excitement, but will bring wealth billowing into your home.” The inspiration for “Panda,” another ACJ319 interior, is evident in its black-and-white color scheme, and the generous curve of the seats. Chinesestyle patterns and a bamboo motif decorate cabin dividers, tables, cushions and doors. “Lingering Garden,” or Liu Yuan, for the BBJ features rich earth tones and was designed to create a feeling of wholeness and freely flowing style, and can even provide passengers with a musical experience to enhance their journey. As the motifs suggest, HPJS has its eye on the completions market for Asian customers. “Ultimately, the objective is to serve ultra-high-net-worth individuals in China,” said Chan. HPJS can turn these and other designs into reality at Haeco Xiamen, its completions and MRO facility at the East Gaoqi International Airport in Xiamen. The facility has six hangars, each capable of accommodating two widebody and one narrowbody aircraft simultaneously. Since the first hangar was constructed in 1996 (designed for work on Boeing 737s and 747s), the facility primarily serviced commercial airliners. In 2008, with five hangars on the property, the company embarked on developing its VIP completion capabilities and initiated training with Airbus. Today HPJS is the only company in Asia that is both an Airbus- and Boeing-approved completion facility. Its backshops for upholstery, cabinetry and finishing are staffed by skilled craftsmen, using CNC machines and other modern fabrication technologies. HPJS has access to EASA validation STC approvals through a working arrangement between

The company is displaying a new 1/30th scale model of the interior at its ABACE exhibit, as well as a full-scale mock up of the cabin’s “tea area.” Explaining the genesis of the concept, HPJS commercial v-p Henry Chan said, “We wanted a cabin that’s innovative and that’s never been seen before; a design that is timeless, not bound by fashion; and to incorporate ancient Chinese philosophy and teaching into the cabin design.” The scale model of the “Xiao Yao” cabin is configured on the interior dimensions of

EASA and HKCAD (Hong Kong Civil Aviation Department), and FAA certification services in the U.S. through its San Antonio, Texas facility. No customers have yet signed up for the Xiao Yao interior. “To be honest, the industry is facing a lot of challenges at the moment,” Chan noted. “However, that does not mean we stop the innovation. This industry is all about innovation, ideas, and bringing something completely new to the arena.” Haeco Xiamen’s hangars are nearly at capacity, with aircraft undergoing maintenance and refurbishment, as well as green completions, Chan said, “So potential customers will have to act pretty fast if they want to secure a full-time hangar slot to perform a completion like this.” The Xiao Yao interior would require 18 to 24 months, “just only marginally longer than a traditional green cabin completion,” said Chan. Lifecycle Approach

But completions are just one phase of the one-stop lifecycle services for VIP aircraft the company is highlighting here at the show. The cycles range from strategic procurement and aircraft evaluation, through industrial design services for aircraft completion or refurbishment, STC procurement and after-sales support, including maintenance and inventory management. Additionally, the in-housedesigned interiors showcase the team’s creative abilities. That lifecycle approach to servicing VIP aircraft was evident in late December when HPJS completed China’s first ACJ318 six-year check, less than a month after the aircraft’s induction to the Xiamen facility. The company credits its experience with both commercial aircraft maintenance and executive airliner completions, as well as resource planning and project management skills, for enabling the inspection to proceed seamlessly. o

Sino Jet debuts after Bear Jet merger by Kerry Lynch Sino Jet (Booth P202) made its public debut this week in Shanghai as a newly merged company with Bear Jet, following last fall’s acquisition by Tsing Hua Capital. The combined entity will continue under Sino Jet’s name with a new logo, a combined fleet of 15 aircraft and offices in Hong Kong and Beijing. It counts a Boeing Business Jet among its fleet and expects to take delivery of three Embraer Legacy 650s over the next year. Tsing Hua Capital acquired Sino Jet Commercial Aviation Management in November,

a year after it had acquired a majority stake in Beijing Bear Jet Aviation. Sino Jet CEO Jenny Lau said the merger strengthens the company’s position in the Asian market and situates it to expand into new regions, such as southeast Asia. In China, Lau said Sino Jet hopes to add operations in Shanghai. The new company also is leveraging technologies with new platforms to provide easier customer interface, as well as leveraging the strengths of the respective teams, Lau said. It also rolled out a new subsidiary, Geostar Chinese Entrepreneurs

Cirrus Aircraft held a signing ceremony yesterday during ABACE for two orders totaling 68 aircraft that will be delivered to customers in China. The contracts involve a mix of aircraft, including the first SR22 Generation 5 piston singles to be delivered in China. The contracts include an order for 60 aircraft from repeat customer Sun Yingui, chairman of Beijing Bailong Green Science and Technology Enterprise. In November at Airshow China in Zhuhai, Yingui placed an order for 35 aircraft, include 20 SeaRey seaplanes, 11 Cirrus pistons and four Airbus helicopters, reportedly to fly tourists to his ski resort in Zhangjiakou, Hebei Province. The second order is for eight Cirrus aircraft from AviClub, which became a Cirrus sales center last year. It provides flight training, airplane sales, aircraft management and other flight services. Caiga-owned Cirrus plan to deliver these aircraft over the next two to three years. “Year-on-year deliveries are expected to grow for the next few years as Cirrus’ backlog in China is growing,” said Ian Bentley, Cirrus managing director for emerging markets. –K.L.

China’s CITIC Offshore Helicopter Company (COHC) recently took delivery of two new Sikorsky S-92 rotorcraft. Prior to ordering the largecabin aircraft from the U.S. manufacturer, COHC, which has offshore industry support bases in Shenzhen, Zhanjiang, Shanghai, Tianjin and Beijing, had largely operated aircraft provided by Airbus Helicopters (formerly Eurocopter). In March, Sikorsky announced it has achieved gross weight expansion certification, which will add an additional 544 kg (1,200 lb) of payload capability through the addition of a retrofit cabin support kit, which will be available in the third quarter of 2015. According to Audrey Brady, the S-92 program director, an 18-month certification-testing program with more powerful GE Aviation CT7-8A6 engines began late last year, with the helicopter flying on a pair of the already certified powerplants. Sikorsky has plans to double production of its S-76D, the latest variant in the series.

Meanwhile, Sikorsky expects to double its production of S-76Ds this year as it ramps up performance after the aircraft’s protracted development according to Dan Hunter, the helicopter manufacturer’s director of platforms, commercial systems and services. The company expects to complete certification of a version of the aircraft equipped for emergency medical operations. Counting the 22 S-76Ds now in service, there are 828 of the S-76 variant in service, which have accumulated more than 6.6 million flight hours. Bright Light

In terms of the company’s light helicopter business, which it obtained in its purchase of Schweitzer Helicopter, Sikorsky currently is not accepting orders for the S-300C or the S-333, and is in the process of filling existing order backlog, which include 12 of the piston-powered 300 and 11 of the turbine engine 333. According to Hunter, the company is presently reestablishing the supply chain, in some cases having to restart parts production, as it evaluates whether the company will keep the product lines or sell them. The light helicopter family might well be a product portfolio that would be of interested to a Chinese manufacturer, given the recent expansion of China’s aerospace industry into general aviation. “We are fulfilling our current commitments,” he explained. “We are getting that right so that we can make a proper decision about what’s next for that product line, and we are continuing to improve and focus on supporting the installed base.” o

G650ER stretches legs with globe-rounding trip by Chad Trautvetter Gulfstream’s new long-range G650ER recently set two more city-pair records while flying around the world with just one stop. The destination for the first flight was the Chinese capital, with the aircraft departing from the New York-area Westchester County Airport on February 1 for a 12,841-km (6,939 nm) trip to Beijing International Airport, where they landed the next day after a 13-hour, 20-minute flight with average speeds of Mach 0.87. The crew for the successful record attempt consisted of pilots Mike Jarrett, Ray Wellington and Scott Curtis and flight attendant Melody Thorne.

On February 6 and with the same crew then flew eastbound from Beijing to Gulfstream’s headquarters in Savannah, Georgia. It accomplished the 12,162 km (6,572-nm) mission in exactly 12 hours and logging an average speed of Mach 0.89. “There isn’t another business jet capable of this mission,” said Gulfstream senior vice president of worldwide sales and marketing Scott Neal. “This flight proves just how powerful a machine the G650ER is. We promised customers an aircraft that could take them farther faster than any other [and] we delivered.”

In addition to the two pending records, the G650ER set two speed records during flight-testing last year. It flew from Los Angeles to Melbourne, Australia, in 14 hours 58 minutes. The G650ER then flew from Hong Kong to New York City (Teterboro Airport), in 14 hours 7 minutes. The two pending record flights also followed a 14,823 km (8,010-nm) flight on January 22 involving a Gulfstream G650ER owned by Wynn Resorts CEO Steve Wynn. That flight traveled from Singapore Changi Airport to McCarran International Airport in Las Vegas in 14 hours and 32 minutes at an average speed of Mach 0.85. The G650ER’s official maximum range, taking account of average winds and NBAA IFR fuel reserves, is 13,880 km (7,500 nm). The aircraft was able to fly further eastbound with favorable tailwinds. o

China’s Dr. Fang Liu is set to become the first woman to serve as Secretary General of the International Civil Aviation Organization and only the second person from the Asia Pacific region to lead the United Nations body. She will succeed France’s Raymond Benjamin on August 1, 2015, when she will begin a three-year term. Since 2007, Dr. Liu has been director of ICAO’s Bureau of Administration and Services, in which capacity she chaired multiple internal committees. She also represented Montreal-based ICAO at the High-Level Committee on Management under the UN Chief Executives Board for Coordination and also as chairperson of the Security Advisory Group. Between 1987 and 2007, Dr. Liu held the posts of legal counsel, deputy director and director and deputy director general in the Department of International Affairs and Cooperation of the Civil Aviation Administration of China. In this capacity she liaised closely with ICAO officials. She also served for four years as chairperson of the Aviation Group for the Asia Pacific Economic Cooperation forum. –C.A.

Lufthansa to expand VIP completions legacy Lufthansa Technik (Booth P118) is showcasing its completion capabilities and products for head-of-state, executive and special-mission aircraft here at ABACE 2015. Sharing the booth are its affiliates–U.S.-based narrowbody completion specialist BizJet International and Lufthansa Technik Aero Alzey. Among the world’s oldest and largest completion service centers, Hamburg’s Lufthansa Technik has performed 29 completions for customers in Greater China, the majority over the past decade. Company representatives are eager to share news of its latest projects with ABACE attendees. With the region’s economy cooling, one of its offerings likely to draw attention is Leadership Select, a costconscious platform adaptable modular concept for interior completions of ACJ319s and BBJ2s. Leadership Select offers a multitude of cabin elements that customers can mix and match to create an almost completely individualized cabin layout. Online Design Tool

To help envision what the completed interior will look like, Lufthansa Technik is also demonstrating an online tool customers can use to select elements and design their own narrowbody aircraft cabin. The intuitive interface makes it easy to take full advantage of the company’s Leadership Select products for aircraft completions, according to the company. Making its ABACE debut is the company’s new Dishwashair dishwasher, designed for use on

aircraft and developed by hs2 engineering under the guidance of Lufthansa Technik engineers. Compatible for installation in standard aircraft galleys, the professional quality Dishwashair can easily be attached to the available connections for fresh and waste water or vacuum systems in an aircraft. The unit can wash a load of dishes in only six minutes using just three liters of water, and a single fill-up of the two required cleaning agents is enough for up to 40 wash cycles. Moreover, standardized galley baskets used for placement of dishes and silverware fit in Dishwashair for easy load in and load out. “Long-haul aircraft in particular take along lots of dishware, amounts that can be reduced considerably with clever logistics,” said Oliver Thomaschewski, head of seating and structures at the company’s original equipment innovation product division. “Now our Dishwashair makes it possible to bring along only the amounts actually needed to provide service,” reducing weight. Lufthansa Technik is also displaying its “chair” family of highly customizable and innovative aircraft seats. Also being showcased here is its Patient Transport Unit Next Generation, developed for installation aboard aircraft that occasionally transport passengers needing intensive medical care. For owners looking for more than completion services alone, Lufthansa Technik offers its SixStars portfolio, a turnkey service for acquiring, owning and operating a head-of-state, executive or special-mission aircraft. o

Global Jet, Jinggong launch local joint venture by Curt Epstein International aviation services provider Global Jet (Booth P228) announced that it has formed Jinggong Global Jet Co. Ltd., a joint venture with China’s Jinggong Group, one of the China’s top-500 companies, to provide aircraft charter and management in China. The new company, based at Hangzhou Xiaoshan International Airport, has a staff of more than 20 management and service specialists, as well as a technical support team. Industry veteran Franck Dubarry was named CEO, while Margaret Ma, who has been with Jinggong Group for more than two decades, was named chairman, indicating the melding of the two parent companies. “Our aim is to provide our customers with the local resources

of Jinggong Group and the truly international experience of Global Jet,” said Dubarry. Geneva, Switzerland-based Global Jet presently operates

six aircraft under management in Asia: a Dassault Falcon 7X and 2000, Gulfstream G450, Bombardier Global Express XRS and 6000 and, its latest addition, an Airbus ACJ319. The company earned its Chinese AOC last year, and expects to operate its first incountry charter flight this summer. It also recently opened an office in Hong Kong to support its existing Bejing facility. o

TRAFFIC ON THE UPSWING AT TAG FARNBOROUGH Business aviation movements at TAG Farnborough Airport (Booth H125) climbed 6.6 percent in the first quarter of this year, a rate that was mirrored by the number of flights to the UK airfield from China, India, Singapore, Indonesia and Japan. In addition, the airport is receiving more large-cabin business jets and in the first quarter it experienced a 27-percent increase in movements of bizliners, a category that includes Boeing Business Jets and Airbus Corporate Jets. “We are further improving our facilities to cater for larger aircraft,” said TAG Farnborough Airport CEO Brandon O’Reilly. TAG Farnborough Airport, based 40 miles from central London, is the UK’s only dedicated business aviation airport. It was rated as the best facility in the 2014 AIN International FBO Survey. –C.T.

by James Wynbrandt Since opening its first office in China in 2000–in Beijing–Embraer has focused primarily on its commercial aircraft business, but at its chalet and static display here at ABACE 2015, the Brazilian airframer is showcasing the growing presence of its Embraer Executive Jets in the People’s Republic. Last June saw the delivery of the first Legacy 650 produced by the Harbin Embraer Aircraft Industry Co. (HEIC), Embraer’s joint venture with Harbin Aircraft Industry (Group) Co. Ltd., a subsidiary of the Aviation Industry Corporation of China (AVIC). Before signing the agreement in 2012 to build the Legacy 600/650 in China, HEIC, formed in 2003, had produced only civilian airliners. The first Chinaassembled Legacy 650 was purchased by ICBC Financial Leasing. HEIC’s 650 was the first large business jet assembled in China by a joint venture company, and “an important milestone in Brazil-Sino cooperation in business aircraft manufacturing,” an Embraer spokesperson said. Indeed, in July 2014, President Xi Jinping confirmed orders for 25 of the Chinesebuilt 650s. A longer range version (3,900 nm) of the Legacy 600, the 14-passenger 650 features three cabin zones and upgraded powerplants in the two Rolls-Royce AE3007-A2 engines, and is certified to operate at some of the world’s highest airports, including China’s Shangri-la at 10,761 feet. Tailored Elegance

HEIC is now also offering Chinese customers the Tailored Elegance Lineage 1000E, Embraer’s flagship long-range business jet with an interior design inspired by Chinese influences. The cabin is designed to integrate the richness of Chinese culture with modern science and technology, creating an onboard environment compatible with the tasteful, refined aesthetic of today’s sophisticated Chinese travelers, the company said. Embraer manufactures three families of business jets: The Phenom 100E

and 300, its light jet line; the Legacy 450, 500, 600 and 650, its medium- to large-cabin class; and the Lineage 1000E executive airliner. Embraer, citing data showing that more than two-thirds (67 percent) of the 418 business jets in China (including Hong Kong and Macau) are large and ultra-large executive jets, concluded, “Embraer’s Legacy 650 large and Lineage 1000E ultra-large jets are highly appreciated by the Chinese customers.” The company added, “The world famous movie star and philanthropist Jackie Chan [was] the first customer of our Legacy 650 in China.” Nonetheless, the company sees the market for its smaller business jets growing. “We do hold the confidence that, as the market gets more mature, the Chinese customers might shift to the smaller jets,” the spokesperson said. “Thus, we expect Embraer’s midsize executive jet Legacy 500 will also be appreciated by the market.” In fact, Chan will also be the country’s first customer for the new Legacy 500, with delivery expected later this year. Seating up to 12 passengers, the clean-sheet 500 entered service in late 2014, and is the first midsize jet with full fly-by-wire technology. With Embraer’s roots in commercial aircraft production, Embraer executive jets have a reputation for ruggedness and reliability. But business aircraft operators still need a robust support network, and in 2010 Embraer created a wholly owned Chinese subsidiary, Embraer China Aircraft Technical Services, to provide spare parts, logistical support, and consulting services to customers in China. In 2011, the company opened its first authorized service center for executive jets in the Greater China region, and today its regional service network includes Hong Kong-based Metrojet and Tianjin-based ExecuJet Haite Aviation Services China. These facilities are authorized to provide line and base maintenance services for the Legacy 600/650 and Lineage 1000/l000E. Embraer appointed STAECO (Beijing) and Shanghai-based China Eastern Executive Air as AOG (aircraft on ground) service providers, charged with returning grounded aircraft to the skies expeditiously. The company also expects to establish the first authorized service centers for the Phenom 300 and Legacy 500 in China by the middle of this year. Despite the strides in its business aviation profile in China, Embraer continues to push its commercial aircraft sales, having sold more than five times more airliners–at 181–than business jets in the region. The company sees commercial sales as “a value-added strength as Embraer moves headlong into business aviation in China,” the spokesperson said, “offering its executive jet customers the same outstanding support and service standards we provide our airline customers, an advantage no other executive jets OEM can claim.” Globally Embraer delivered 24 large executive jets and 92 light jets last year, and it expects to deliver 35 to 40 large jets and 80 to 90 light jets in 2015. o

In a country beset with inherent policy and regulatory issues and perceived as one with services below par, it might come as a surprise that the first company certified for the new International Standard for Business Aircraft Handling (IS-BAH), is Delhibased SRC Aviation Ltd. IS-BAH is a voluntary, performance-based program for ground handlers. The standard was developed by the International Business Aviation Council (IBAC) based on industry best practices for ensuring quality and managing risk. Anticipate Every Problem

With a 70-percent market share in India, SRC’s major clients include Forbes 500 companies, who “cannot afford to deviate from quality service,” Bobby Chadha, managing director, told AIN. For a smooth passage, “the critical thing is to get a ground handler with the experience to know where problems may creep in,” he added. He hopes that as airports start to get privatized, “it will make flying into most airports much easier.” India’s Business Aviation Operators Association (BAOA) has welcomed the certification.

“Now when international companies seek ground handling, they can be assured of a benchmark in quality,” said Rohit Kapur, president of BAOA. While SRC handles customs, security, permits, baggage handling, fuel, catering, weather services and more, its specialty is VIP handling, according to Chaddha. The company was a trip planner for the corporate jets that accompanied President Obama’s trip to India in December last year. Honeywell, Bloomberg and other world-class companies are regular clients. The first IS-BAH certificate was presented to MK Adnan, CEO of SRC Aviation by Kurt Edwards, director general of the International Business Aviation Council (IBAC), in Bangalore in February. According to IBAC’s IS-BAH program director Terry Yeomans, the second to receive the award is Fort Worth, Texas-based American Aero FTW, an FBO at Meacham International Airport in Fort Worth. o

Developers proposing ‘GA towns’ to jump start private flying in China by Amy Laboda A dedicated business aviation airport within relatively easy reach of Beijing, China’s financial district, has been a dream of many a high-end businessperson in the region for some time. “It is no secret that Beijing Capital International Airport wants business aviation to go away, and no business aviation travelers want to go there anyhow because of the service they receive at the state-owned FBO there,” Superior Aviation Group CEO Timothy Archer told AIN. His company is building that business aviation airport, and a whole lot more. The project is titled Superior Aviation Town and Executive Airport. “The idea morphed from a strategy session about how to [expand] Superior in China,” he explained. “We kept coming up against the lack of infrastructure. As we talked we wondered, do we build an airport? Do we build a manufacturing facility next to an airport? We agreed we needed to build a whole town centered

on aviation,” he chuckled, remembering the moment. “We selected Shunyi district within Beijing province for location,” he said. The Shunyi district is 12 miles (20 km) from Capital Airport. That puts the estimated $3.2 billion project just 50 minutes’ drive time from the Beijing financial district. Beyond that, “Shunyi is 3.5 hours from any major city in China [in a jet],” said Archer. The timeline for building is aggressive, with runway completion slated for 2017. Archer expects to have a completed city infrastructure, including manufacturing plants, exhibition space, greenways and occupied housing in its planned varieties by 2020. All progress, however, hinges on approvals from numerous Chinese government agencies. That process is well in progress, according to Archer. Superior Aviation Group has acquired three square miles (7.7 sq km) of land in Shunyi district that includes only an existing government building

and a school. Just under two square miles (5 sq km) is slated for a 7,800-foot (2,400-meter) hard-surface runway, taxiways, helicopter pads and aircraft parking areas. Immediately adjacent to the runway, architects have placed a luxury manufacturers’ showroom, expansive exhibition hall, footprints for three Westernstyle FBOs, and even a test track (for taking that Lamborghini for a pre-purchase spin). The display buildings are scaled to Chinese tastes, representing more than 4 million square feet of real estate. Western Goods Available

Fly-in Residential Community Sets Down Roots in Northern Beijing Living with your airplane is fairly common in North America, but in China, it remains a dream among aviation enthusiasts and aspiring owners of personal aircraft. Dr. James Lee, who splits his time and business activity between Beijing and New York, opened his vision of a fly-in community in northern Beijing, near the Badaling section of the Great Wall. Named Chateau Lafite (the main common building is modeled after the Paris landmark chateau of that name), the development covers 220 acres and has capacity for up to 6,000 homes. To date, close to 1,000 families have bought sites and begun construction of their homes. So far, 100 families have moved in. There are five hangars currently available, sized for light aircraft. The modest runway is suitable only for light sport aircraft, and government and military constraints remain a barrier. But Dr. Lee’s company, Lee World, is optimistic. Last August, the community held an opening ceremony, and plans for an air show on May 16. A dozen or so aircraft will be on exhibit with five performing flying displays. The aviation area also includes a lounge, and the company covers all the costs associated with maintaining the runway, clubhouse and other infrastructure. Weather is usually suited for VFR flying, according to Lee. He has ambitious plans to launch similar residential communities throughout China, once restrictions are eased. –M.P.

There are even plans for a general aviation flight school and high-end aero club.

The company is in talks with several international manufacturers looking to locate a facility in China. “Superior will have an airworthiness office dedicated to facilitating work with CAAC for any manufacturer that needs it for validation of its TCs. We can translate manuals to Mandarin, for instance, and of course we know the CAAC system and personnel and can help smooth certification in China for our resident manufacturers.” Superior’s management

and development office opened on site in October last year. The modern town beside the airport is laid out with greenways, including a park that weaves the Superior “S” through blocks of hotels, cafes, restaurants, apartments, manufacturing and assembly facilities, and finally, ringing the outskirts, garden villas. Superior is able to lease or sell properties to individuals or jointventure prospects. Archer is also counting on critical legislative changes that will make private flying feasible. “When you look at true legal flying in China today there are

only five provinces with open airspace, and it is difficult to fly from Beijing to Shanghai,” said Archer. “That said, local governments will be able to inspect and approve airports by the end of this year. Yet China has a fear factor, and it will be a while before the local guys will be willing to put their mark on things,” he continued. That said, Archer is optimistic. “Our success should stimulate other districts to invest in building similar airports to expand the country’s general aviation infrastructure so that people in China who buy airplanes will be able to use them fully,” he said. o

(CAIG) have partnered to establish the Ordos World Aviation Expo Industrial Zone, with the goal of stimulating development of an indigenous aircraft manufacturing and services industry and, given the region’s gentle climate and beauty, promoting high-end tourism. Sponsors presented plans for the development at the NBAA Convention in the U.S. last fall. Wang Jian, OAIZ Party Committee Secretary, said the area’s prevailing weather and smog-free air made it an ideal location for aviation activities. CAIG v-p Jiang Michael said planning for most of the development has been completed. An eight sq km Air Park will be the ­centerpiece of the $8 billion World Aviation City industrial zone, and include dedicated areas for general aviation, aircraft exhibitions, aviation education, aviation commerce and related activities, as well as tourism services, a shopping mall, amusement park, golf course and boutique hotel. A new terminal, which will become the Air Park’s FBO, has already been built at Ordos Ejin Horo Airport, and a corporate ­aircraft exhibition at the fledgling development is planned for ­September 2015. “First opening” of World Aviation City is scheduled for August 1, 2016. It’s universally acknowledged that China needs more general aviation support infrastructure for the industry to grow. Whether GA towns are the model that will achieve those ends, or whether these two will be the developments that prove their value, has yet to be demonstrated. Neither developer could provide updates for AIN on the ­status of these projects, and neither are exhibiting or making presentations here at the show. However, it’s unlikely all the GA towns ­currently envisioned can succeed. “They all want to follow the same model and do the whole industry value chain,” said AsBAA’s Kevin Wu. “This creates some internal competition and, in my opinion, results in waste.” –J.W.

more traffic at its base in Van Nuys with the opening of a new U.S. Customs office at the California airport, which is near Los Angeles. Tony Marlow, general manager of Castle & Cooke, told AIN in early March that on-site Customs was expected to return to Van Nuys Airport early in the second quarter, after more than a decade-long hiatus. Marlow noted that the Customs service was eliminated from the airport post-9/11, when tight budgets and priorities redirected staff elsewhere. But he noted that a number of FBO and charter executives at Van Nuys, including aviation icon Clay Lacy, made a strong push for its return. “Now, long-range aircraft can fly nonstop directly to Van Nuys without having to divert to another airport first,” said Marlow, who added he expects it will take some pressure off of Los Angeles International (LAX). “It’s really significant and a good thing for Los Angeles.” Having Customs at Van Nuys will mean that all three of Castle & Cooke’s facilities will be able to serve inbound international traffic. In addition to Honolulu and Van Nuys, Castle & Cooke operates an FBO in Everett, Washington, where it shares U.S. Customs resources with the local port. Marlow noted that he has received a number of inquires on when Customs might return to Van Nuys, including some from operators with plans to attend ABACE. But in the past, Marlow had been unable to provide a definitive timeline. Refocus on Transient Traffic

The return of Customs comes as Castle & Cooke continues to build up its transient traffic at Van Nuys with last year’s opening of a new ramp and 1,500-sq-ft terminal building. Castle & Cooke’s Van Nuys facility had long been known as a private FBO, focused on its based tenants, Marlow noted. But that changed a few years ago, when the FBO began to attract transient aircraft as well. As the size of customers’ aircraft has increased, Castle & Cooke designed its newest facilities

Fuel Sales Picking Up

As the economy has improved, traffic has picked up throughout the Castle & Cooke network both domestically and internationally, said the company. As well as handling more aircraft, it has experienced an uptick in fuel sales. While more traffic typically would lead to more gallons sold, aircraft have become more fuel efficient, pushing down overall fuel volumes, said Marlow. He estimated traffic growth has been up near the doubledigit range through 2014. This momentum continued into 2015, he said, adding the first couple of months of the year saw significant increases as well. Traffic from the Asia Pacific, including China, has helped with the uptick in Honolulu activity. “It’s definitely been worth my investment being at ABACE,” said Marlow. Castle & Cooke has exhibited at every ABACE since the show resumed on an annual basis in 2012. While he still believes Honolulu is a strong draw both for “tech stops” and final-destination traffic to and from the Asia Pacific region. Marlow said his message at ABACE this year will focus also on the company’s international capabilities at Van Nuys. o

VistaJet obtained its air operator certificate (AOC) this week from the CAAC, bringing the international flight services company closer to launching China-based operations. The company is hoping to begin services in the next six to eight weeks after adding its first B-registered aircraft, a Challenger 850, to its certificate. The AOC comes as the company moves to significantly expand its presence in the Asia Pacific market. VistaJet has been laying the groundwork for nearly three years to launch its China-based operation. This includes lining up a partnership in China to roll out its new service. VistaJet is not yet detailing the partnership, but Ian Moore, chief commercial officer, said it will be an arrangement similar to that in the U.S. The company in summer of 2013 teamed with Jet Aviation Flight Services and Wheels Up to launch services in the U.S. Under that arrangement, Wheels Up provides marketing and

sales support while Jet Aviation provides the operational support. Moore said the partnership in China will focus more on operational support for its service there. While the company had hoped to secure its AOC by the end of 2014, Moore said it is more important that it has all the pieces in place for launch of the service. “It is very important we get it right and have the right structure,” he said. He looks at the China operation as a key part of the company’s strategy to be viewed as a global operation. “This is a huge opportunity, not just in the Chinese market, but globally,” Moore said, calling the Asia Pacific region “an important part of the jigsaw puzzle of our global role.” But it also comes as VistaJet has gained growing recognition throughout the Asia Pacific region, and as a result, is experiencing a surge in business.

“2014 was an incredibly good year for the Asian market,” Moore said, noting the company’s offices in Hong Kong and Beijing had a “breakthrough year.” From a contract side, its “Flight Solutions Program” hours were up 250 percent, he said. Departures from the Philippines increased 43 percent and Singapore departures doubled. Over the past seven years, flights in the region have grown fourfold, from 221 in 2008 to 966 in 2014, Moore added. Flights have remained on this trajectory moving into 2015, he said. The flights have represented a mix of intra-region and trips from around the globe. But, he stressed, “Connecting Asia with the rest of the world is a big part of our strategy to be a global company.” As the flights increase, so do the number of aircraft VistaJet has stationed in the region. The company has kept two Challenger 605s and two Challenger 850s in the region and plans to add two Challenger 350s in the coming weeks. The company has taken delivery of the aircraft and is prepping them for entry into service, Moore said. “We think the 350 is a perfect fit for the Asia market,” he said, noting the company has already presold the hours on the first one. VistaJet frequently has Global business jets flying to the region, but not yet specifically based any there. The Globals go with the customers, he said. But the connectivity the longer-range jets provide is an important part of VistaJet’s activity in Asia, so much so that the company chose to display a Global 6000 on static display here this year. As the operations grow, VistaJet is building up its sales and customer service personnel throughout the region, hiring staff in Kuala Lumpur, Hong Kong, Beijing and Shanghai, he said. Moore credits the growth both to brand recognition, but also to its services. The 11-year-old company has slowly established itself in key markets, such as Hong Kong, Kuala Lumpur and Singapore. He notes that this has required a substantial marketing effort, and said that education process is continuing as the company reaches further into the region. He also credits the growth to VistaJet’s service-oriented approach that has led to strong referral business. While maintaining a consistent level of service, each flight is tailored to the customer, he said. He noted that in Asia, potential customers have firstclass cabin options with the long-haul carriers, which already provide a high level of service. This means the expectations for business aircraft operators are even higher–perhaps among the highest, worldwide. o

A new phone service enables simplified use of passengers’ own mobile phones.

Satcom Direct’s Global VT enables seamless phone service by Ian Sheppard Satellite Beach, Florida-based Satcom Direct (Booth H231) has launched a new service that allows travelers in business aircraft to use their cell phones seamlessly. The new technology consists of what is effectively an on-board mobile phone cell. All that is required to access the “Global VT” service is a Satcom Direct Router (SDR) in the aircraft, with the latest software update, and a smart phone. As of mid-February, some 75 aircraft had SDRs installed. The company launched the service in March. The advantage of Global VT is that “anyone can get hold of you on your mobile,” said Satcom Direct chief commercial officer international Chris Moore. “So users don’t have to know a separate aircraft number or Iridium number (+87). Also, the coverage

is global; and discrete as you are not swapping to other networks in different parts of the world, so it can be ‘always on,’” he said. In the cabin, it works through an app (currently for iPhone only, but with Android coming soon), using the cabin WiFi provided by the SDR. “The phone sees a normal 3G/4G cell tower,” said Moore. He added that the system eliminates the problem where passengers from the aircraft make a call but the recipient rejects it, because they don’t recognize the number. “It could be the CEO,” he said. “We’ve invested in technology on the ground so you don’t have to worry about roaming agreements, so we’re effectively a mobile operator,” said Ken Bantoft, v-p satcom technologies & development, who was instrumental

Satcom Direct Offers New Capability For Cobham Equipment Satcom Direct is demonstrating its new SwiftBroadband bonding and aggregation service, which offers users a significant upgrade in airborne data speeds when using Cobham terminals, this week at ABACE 2015. By using bonding and aggregation, customers with appropriate equipment can combine two to four channels of service, delivering speeds of up to 1.4 mbps of throughput for aircraft with four-channel systems. The service provider worked with Cobham to deliver this ability to its customers by deploying additional ground equipment to facilitate the service. “Now higher-data-rate applications like videoconferencing and streaming video are feasible globally for our customers using Cobham equipment with SwiftBroadband, without needing additional boxes to be installed,” said Ken Bantoft, Satcom Direct’s vice president of technologies and development. “Satcom Direct is the first service operator to take advantage of this and Cobham is very happy to support them in offering this new, high-data-rate service capability,” noted Andy Beers, Cobham Satcom’s director of aeronautical sales. –C.E.

He added that the unit, which costs around $35,000, should be good for as long as 10 years because of this. “We’re pumping out several hundred [SDRs] this year,” he said, with supplemental type certificates (STCs) already obtained for a wide range of aircraft types. SDR/Global VT is already available as original equipment on Gulfstreams. “We’ll have several hundred SDRs flying by the end of the year,” said Moore, who claimed that putting a normal GSM cell on a Dassault Falcon would cost $250,000. “[It would be] more like $1 million for a BBJ,” he said, while an SDR, installed, should cost only $70,000 to 75,000 plus a license fee. Satcom Direct plans to have an aircraft with an SDR and Global VT installed and running at the EBACE show in Geneva next month. Moore said visitors will be able to try the service on their own phones, which will be like roaming, but on an aircraft (and the new European standard roaming rates will be applicable). Satcom Direct’s router

“We’ll be making a big splash at EBACE,” concluded Moore. Another area where “businesses have been pushing for improvements,” according to Bantoft, is videoconferencing. He said that equipment with the “ability to take up to four streaming SWB connections and put them into one” would be shipping in the second quarter of this year. This “bonding and aggregation” would take the 200300 Kb/sec feeds and combine them, and the feed would be “smooth” as it’s a “guaranteed throughput,” not a shared line as with consumer services. “It always maintains a minimum level of service and we will go to 800Kb/sec and beyond. It doesn’t drop off like contentious-based [services].” o

the center to guarantee maintenance and service quality, as well as provide 24/7 aircraft-onground support. It will have a parts inventory of more than $5 million there. “This agreement is essential for us because will bring us together to continue providing high-quality maintenance services for our customers in the Beijing area,” said Olivier Villa, Dassault’s vice president

for civil aviation. “Not only for those customers, but for our worldwide customers who travel more and more into China and Asia.” Previously, Dassault authorized ABACE host Shanghai Hawker Pacific Business Aviation Service Centre to conduct Falcon maintenance, and since Deer Jet is a shareholder in Hawker-Pacific Asia Aviation, the facility’s parent company, it will now be able to provide service to Dassault customers in both Beijing and Shanghai. For Deer Jet (Booth P502, Static), the agreement represents the company’s fourth maintenance project, following a parts sales and installation authorization with Rockwell Collins in 2011, an MRO joint venture with Gulfstream in 2012, and an agreement last year with Honeywell to establish a maintenance service center. “In the past 20 years we have been getting very close cooperation with OEMs, and through that cooperation we can provide the best quality service to them and together open the Chinese business aviation market,” said Deer Jet president Zhang Peng. The company celebrated its 20th anniversary with the unveiling yesterday at ABACE of one of its Gulfstream G550s painted in a special commemorative scheme. Deer Jet, China’s largest business aircraft services provider, signed an agreement on Monday here at ABACE 2015 with Dassault Aviation to establish a Beijing service center, which will provide Falcon owners in the region with both line and scheduled maintenance services. Building on its success, Dassault bullish on 8X by Curt Epstein Speaking here at ABACE on Monday, French manufacturer Dassault said that it expects its new Falcon 8X to achieve a similar level of acceptance in the Asia Pacific region to that achieved by the 7X. China is the second-largest market for the 7X (behind the U.S.), with 35 of the long-range trijets operating. The 8X is currently undergoing flight-testing. “The 7X is a big success in Asia Pacific, especially in China, and we see the 8X following the same path,” said Olivier Villa, the airframer’s senior vice president of civil aircraft. Villa provided an update on the ultra-long-range 8X, which was launched last year and made its first flight in February. The PW307D engines that will power the jet are expected to achieve certification “within days,” he said, adding that the aircraft itself is on track for EASA certification

by the middle of next year, with deliveries to commence before 2017. Villa compared the 6,500nm 8X with the Bombardier Global 6000, describing it as 40-percent lighter with 30 to 40-percent lower fuel consumption. On the completions side, Dassault has currently developed more than 30 floor plans for the trijet. Falcon 5X Next in Line

The 8X is not the manufacturer’s only project under development. Dassault’s Falcon 5X twinjet, which is currently undergoing ground system and structural fatigue testing, will see its rollout at the beginning of June and its first flight soon after. It promises a 5,200nm range coupled with the “widest and tallest cabin” on the market, according to the French aircraft manufacturer. The Falcon 7X, the current flagship for the manufacturer,

which next year will celebrate its 100th anniversary, remains its fastest-selling model. Due to its high-altitude performance, EASA certification for operation to the world’s highest altitude commercial airport–China’s new Daocheng Yading Airport at 4,411 meters (14,472 feet) above sea level–is expected by the end of the year, Villa said. With regard to sales, he noted some possible improvements after a down year. “Last year’s market had been a little bit slow in terms of new orders, but again we see good signs that the close term future is brighter,” said Villa. In addition to the popularity of the 7X, the company’s Falcon 2000 family is also seeing increased interest in the region, as operators begin to move past the idea of having the largest aircraft available. “We started having great success with the 7X, but as the market gets more mature, then people look for aircraft that meet more closely their strict requirement, and the Falcon 2000–especially the 2000S and LXS–are very capable aircraft in China for flights of longer duration.” o

Yesterday Deer Jet introduced the next generation of its jet card program. The new card offerings consist of 10-hour (788,888 RMB/$120,097), 25-hour (1,958,888 RMB/$298,214) and 50-hour (3,868,888 RMB/$588,985) flighttime blocks for use on Deer Jet’s Gulfstream G550s. The company is also working on developing tailored jet card plans. The fully transferable cards can also be redeemed for use on the company’s other offerings, including yacht and helicopter usage. According to Deer Jet vice president Frank Fang, the package price is less expensive than the current charter market price, and the jet card will not expire as long as there are flight hours left. Cardholders can also exchange their use for other aircraft types among the company’s fleet through an easy conversion formula. Unique among such card programs, Deer Jet’s international flight rates are the same as its domestic rates, said Fang. Customers who purchase cards this week during ABACE will receive bonus hours, according to the company. –C.E.

Here at the ABACE show this week, medical and travel risk management specialist MedAire (Booth P710) is introducing the 2015 edition of its annual Health Risk Map, which helps passengers and crew better understand what they need to protect themselves while on the road. The map indicates countryspecific health risks in categories ranging from “low” to “extreme.” Beijing-based operator Hanergy Jet Co. Ltd. recently contracted MedAire to provide comprehensive medical and travel safety services to its passengers and crew. Hanergy is MedAire’s first client in Mainland China and provides charter flights, as well as aircraft management and ground handling services. MedAire, which is part of the International SOS group, recently introduced a new Travel Risk Awareness e-learning course to better educate crew and passenger about how they can protect themselves from multiple risks while traveling. The course provides training on topics such as safety during layovers, how to make safe choices for accommodation and transportation, and dealing with threats such as violent crime and natural disasters.

Last year, MedAire launched a new app that allows business aircraft operators to get travel risk information on their smartphones or tablets. The MedAire Trip Ready app allows uses to search locations by ICAO airport codes to find updated information on factors such as health and safety risks, as well as an array of useful data on topics such as hotels and restaurants. The app also features a conversion calculator for currency, temperatures and other measures, as well as tabs for personal notes and weather data, including winds, temperatures and visibility. Users can create their own dashboards with the app to highlight specific information and Notams for each destination on their itinerary. Access to the basic app is free at www.medaire.com/tripready. by Neelam Mathews The northern Indian state of Uttarakhand has awarded the design, planning and supervision of construction works for civil aviation disaster preparedness to French firm Egis in a joint venture with India’s Infrastructure Development Corp. Known for its pilgrimage and adventure destinations, the region was devastated by torrential rains in 2013 that left 6,000 dead and 100,000 trapped as avalanches buried access roads. The $25 million project, funded by Asian Development Bank comprises design, planning, and construction supervision of 60 helipads/heliports along with multi-purpose hall/shelters integrated near these helipads. The staging areas are planned for disaster management, tourism and VIP movements. “The project will establish an aviation infrastructure that will enable rapid evacuation of pilgrims, tourists and locals during

natural calamities and help the state in building an infrastructure for disaster preparedness [for rescue and evacuation],” according to an Egis spokesman. The consultancy report will be submitted in May 2017 to include detailed project reports, procurement, project management for construction across 60 locations, environmental safeguards due diligence and for developing operation, maintenance and management framework for each helipad location. The project to be carried out in multiple phases will include construction supervision of 19 helipad sites in Phase 1, to accommodate Mi-17 and a light helicopter for non-instrument day VFR operations. The design, planning, and construction of the balance of 41 sites will include 25 helipads, 12 heliports and four helidromes. Design and construction of 60 shelters will finally be integrated in the vicinity. o

A joint venture between Zurich-based ExecuJet Aviation Group and Indonesia’s P.T. Dimitri Utama Abadi recently opened the doors at a new VIP terminal and FBO at Bali International Airport. Known as P.T. ExecuJet Indonesia, the joint venture takes over for the temporary operation at Bali that has been operated by ExecuJet while the new complex was under construction. The facility features a new-build terminal with a dedicated VIP area for domestic and international passengers. It also offers meeting rooms and a business center. The ramp in front of the terminal has space to handle all aircraft types, according to Gary Forster, Bali FBO manager for ExecuJet. “There has been strong demand for aircraft handling services since we began operating in Bali in October 2013, and we are seeing a new trend for larger VIP aircraft and specialized charters,” he said. The Bali operation is the first of 13 facilities planned at as many airports for ExecuJet in cooperation with Indonesian state-owned aviation company Angkasa Pura 1. n

The ASG report finds last year’s growth in China has been fueled primarily by demand for light, entry-level helicopters used for flight training and multi-mission activity, while in 2013 growth came in the form of rotorcraft that support offshore oil & gas operations. ASG’s anticipated fixed-wing report will likely contain less rosy data. After five years of about 20 percent annual growth, activity in 2014 was “fairly muted, with the new government’s austerity platform and crackdown on corruption,” Lowe said. “It has certainly cooled off the market for business aviation.” He’s quick to add that it’s not that business aviation users are corrupt, “but given the political environment, they ask, ‘Do I want the scrutiny that’s going to come by buying myself a business jet?’” – especially since many of the corporate leaders whose companies can afford these assets have relationships with the central government. The government’s campaigns have put a large dent in charter activity as well, Lowe said, with some operators putting aircraft formerly devoted to charter on short-term leases. Operators that have cultivated private clientele have fared better than those relying more on government charter business. “I can say that, slowly, government charter is trickling back, but it will be a long time before it’s anywhere near what it was before,” Lowe said. However, there’s an upside for potential charter customers: “It’s a buyer’s market at the moment,” he said, with some operators offering rates so low,

“we look at the numbers and say, ‘I don’t know how they’re making money.’” But another form of cheap “charter” plagues the industry, Lowe said: So-called “gray market” charter, with business aircraft owners letting friends or acquaintances rent their airplanes for flights. Private owners don’t have to meet the same operating standards that are imposed on companies that provide charter services for hire, so gray market charter subjects travelers to lower safety standards while depriving legitimate operators of revenue needed to pay for the enhanced services they offer. “At some time the CAAC [Civil Aviation Administration of China] will have to step in [and try to stop the illegal activity],” Lowe said. Meanwhile, inquiries from clients and potential clients, ranging from first-time buyers seeking advice on a business jet purchase to Fortune 500 companies “trying to figure out the best solution” for deploying aircraft in the region, indicate underlying demand for business aviation services remains strong. And the government’s long-term view of business aviation remains positive, Lowe said. “The central government very much understands the value business aviation brings,” said Lowe. “In the most recent five-year plan, the government is trying to push domestic corporations [to do more business] overseas, and to do that, you need the right tools, and in a lot of cases that means business aircraft.” Lowe also pointed to the government’s easing of airspace restrictions, its ceding of authority for flight plan approvals to local governments, and encouragement of flight schools as signs of China’s commitment to general and business aviation. o

The flight operations center includes four core teams: the service excellence team, which is the main interface with clients; scheduling and planning; flight support; and dispatch. In India, Nexus is partnered with Sovika Group, which provides ground support services at several of the country’s international airports. Nexus is providing the growing Indian business aviation market with trip planning, flight dispatch, crew and aircraft scheduling, maintenance management and concierge services. The Nexus office in Rwanda has been operational since early 2014. Working with local partner Crystal Venture Limited, it supports flights throughout Africa and also provides flight dispatch training for local operators. In Europe, Nexus is working with local partner Flytrans (part of the Balguerie Group). In addition to flight support, the partnership specializes in air cargo logistics. According to Al-Sayed, in 2014 Nexus achieved a growth rate of around 24 percent in the volume of flight activity it supports worldwide. The growth rate for Saudi Arabia alone is more like 40 percent. o

JEPPESEN FINDS CHINA PARTNER IN MAINLINE Jeppesen (Booth P610) has signed an agreement with Chinese aviation services provider Mainline “to collectively discuss enhancing business aviation operations in China.” The two companies said that they were “coming together to determine strategies for increasing operational efficiency with the burgeoning Chinese business aviation market.” Steve Card, director of Jeppesen Aviation Client Management, said he was looking forward to finding ways to integrate the Boeing-owned company’s services with Mainline in China. Lu Lin, president of Mainline Aviation Operation Services Center, said, “Teaming with Jeppesen provides us with a globally renowned partner for expert flight- and trip-planning resources that will help our customers operate more safely and efficiently.” Mainline plans to establish various services for Chinese business aviation operators, “including domestic dispatch, airport analysis, aeronautics information services, flight planning, weather data, flight monitoring, fuel set-up, training and international trip planning.” Mainline has received backing and support from the Civil Aviation Administration of China and the city of Shanghai. –I.S.

ASIAN SKY GROUP AND HAECO SIGN MOU Hong Kong aviation consultancy Asian Sky Group (ASG, Chalet) and China-based completion and maintenance specialist Haeco Private Jet Solutions (HPJS, Booth P310) signed a memorandum of understanding (MoU) yesterday at ABACE 2015, formalizing their business relationship. The two companies plan to work cooperatively to provide customers with turnkey solutions spanning aircraft evaluations, pre-owned aircraft sourcing, industrial design, engineering and certification, as well as VIP cabin completions, completion management, and aftermarket support. “This allows us to put together a better bundle of services we can take to customers together,” said ASG managing director Jeffrey Lowe, pictured (left) with Jacqueline Jiang, HAECO commercial director, and Henry Chan, HPJS v-p commercial. Bolen noted that the first ABACE in Shanghai in 2005 featured a dozen aircraft on static display and 30 exhibitors; at ABACE 2015, attendees will find almost 40 aircraft on display and close to 200 exhibitors. He also pointed to the importance of attendant ABACE activities such as Student Day, to be held Thursday, that will “bring forward a new generation of business aviation professionals.” Jin Yiming, president of the Shanghai Airport Authority, noted the aircraft on display here range from pistons to ultra-long-range business jets, underscoring that “customers for business aviation are able to have more customized choices” as the industry grows in China. He also pointed out that 41 percent of ABACE exhibitors are based in Asia, illustrating the region’s “vigorous development.” Kevin Wu, outgoing chairman of the AsBAA, spoke of the exciting new developments attendees find at ABACE each year. “You will never be able to foresee what

Cooperation is the key to certification progress by Kerry Lynch As business and general aviation becomes more established in China, aviation authorities have worked with industry leaders to gain more knowledge about the industry and improve the certification process. But as the industry grows, so too does the strain on limited certification resources. China ranked fourth in the number of applications from U.S. manufacturers for validation from 2012 through late last year, according to the U.S. Government Accountability Office. The country received 7.7 percent of the applications, behind the European Union, Canada and Brazil. Along with an increasing population of business aircraft, demand also is rising for parts, services and alterations, all of

which require resources, noted Walter Desrosier, vice president of engineering and maintenance for the General Aviation Manufacturers Association. “The CAAC [Civil Aviation Administration of China] is not structured and resourced for the volume,” Desrosier said. The country, hoping to foster growth of the nation’s own aviation manufacturing sector, has slowly been adding resources. But growth often outpaces the ability to bring in and train new resources as more manufacturers seek validation of their products. In China, certifying products has been a learning curve, both as the CAAC adds new staff, but also for manufacturers attempting to win their first validations.

But progress is being made, according to Western companies. The key is to establish and build relationships with CAAC authorities, company executives agree. Gulfstream, which has among the largest business jet fleets in Greater China with 155 aircraft based there by the end of 2014, opened an office in Beijing with staff dedicated to working with Chinese authorities. The company delivered its first aircraft into the mainland country in 2006, a G200. Gulfstream has had success at type validation of its G150, G280, G450 and the G550 and is currently working on the G650. “Almost a decade ago, acquiring timely certifications in China for our aircraft [type certificates and supplemental validations] was challenging,” said Steve Cass, vice president of technical marketing and communications for Gulfstream, because it marked the beginning of business aviation in China and little was known about the operations and the industry.

But that has improved over time as Chinese regulatory officials and the industry have begun to work more closely together. “The CAAC has been keen to learn more about the industry,” Cass said, noting that the agency has collaborated with the Savannah, Ga., manufacturer on various initiatives. This has included training events that Gulfstream has conducted with the agency. “Education and awareness continue to be integral to improving the certification process,” he said, saying they share a vision of developing safe business and general aviation operations in China. “Today we share a strong relationship with the CAAC, which has resulted in a stable and predictable certification process.” Quest Aircraft is another manufacturer that has gotten its foot in the door, with the certification of its Kodiak in mid-2013. While a relatively younger company, Quest began the process in China with experience in obtaining validations. China was its 12th certification of the Kodiak. Company president and CEO Sam Hill also brought a background of obtaining validations to Quest, having gained experience with Embraer’s ERJ and Legacy lines during his tenure at Embraer. Protocols and Procedures

Hill was positive about Quest’s experience, but said the key was ensuring the protocols were worked out in the beginning and the procedures were carefully followed. The company experienced some short delays, but wrapped up the process in seven to eight months, Hill estimated. “The experience was better than we expected,” he said. The CAAC audit was not much different than that from

other countries. The differences were mainly cultural, but he added that’s true no matter where an aircraft is certified. He also cautioned that a company seeking certification must be prepared. “Timing is everything,” he said. “You have to make sure you are on the schedule.” Textron Aviation, which has had experience manufacturing in China, has gained a growing understanding of CAAC procedures. This provided a foundation for successful outcomes, said Michael Thacker, senior vice president of engineering for Textron Aviation. Seeing Opportunity

The CAAC, Thacker said, “continues to seek out new opportunities to work with industry and demonstrate its willingness to cooperate with OEMs.” He pointed to CAAC’s partnership with the Aviation Cooperative Program of China as an example. GAMA hosted CAAC officials at a meeting a year ago, providing OEMs the opportunity to learn more about the CAAC Airworthiness and Certification Department. “During these cooperative engagements, we have gained an appreciation for the number of validation requests that the CAAC completes each year and for the criticality of each OEM understanding the process to allow for timely approvals,” Thacker said. But even with positive experiences, challenges remain. CAAC resources and budget top that list, executives agree. The industry also is watching as the FAA and CAAC negotiate revisions to their bilateral agreement. “We’re seeing the importance of ensuring effective implementation of the bilateral agreement with China,” Desrosier said. o

Lyon Bron management believes its large, dedicated business aviation facilities can attract Chinese operators and passengers.

Lyon Bron, the dedicated business airport of France’s “second city,” is here (Booth P634) exhibiting for the first time in a bid to attract more traffic from China and other countries in Asia. General manager Didier Pianelli welcomed Chinese president Xi Jinping to Lyon Bron in 2014 and believes in a true potential for more business between the Lyon area and China. He emphasized the platform has suitable facilities, in terms of runway and apron, for those long-range business jets that can fly directly from Shanghai or Beijing. Other airports dedicated to general aviation in France have limitations in the

weight of the aircraft they can accommodate. This is the case with Cannes, on the French Riviera. Closer to the Alps, Chambéry can meet the needs of high-end business aviation, but VIP passengers may have to cope with arrival or departure slots. “We have neither ATC slots nor an apron booking scheme,” Pianelli pointed out. Lyon Bron is open to traffic on a 24-hour, 365-day basis. It operates its own FBO and has recently invested in luggage handling equipment and tugs. The runway has been grooved, which is not commonplace in the country. Pianelli sees this feature as important for many foreign pilots used to this feature that combats

dangerous aquaplaning in rainy conditions. “We are a good point of entry into Europe,” Pianelli concluded. Last year, business aircraft movements at Lyon Bron reached 6,300. The existing hangars are fully booked for locally based aircraft and Pianelli has thus ordered more to be built. In September, the inthe-works H14 hangar will accommodate

two ACJs or BBJs, or a greater number of smaller aircraft, in a heated 45,000-sq-ft space. The neighboring B14 building will, when finished, offer 9,700 sq ft on two “flexible” floors for offices and lounges that charter companies and caterers may want to use. An extra apron, just built, is also available and can accommodate four large-cabin business jets. o
