n the years since 2012, when we began publishing annual China editions of our award-winning BJT Buyers’ Guide, private aviation in the region has evolved and grown dramatically. Our goal is to help you to keep pace with all the changes, and to make the most of your time as you travel privately throughout your beautiful country and across the globe. In this issue, you’ll find James Wynbrandt’s report on the state of China’s business aviation market (page 8), where consumers are buying, selling, and utilizing private aircraft with increased sophistication. orn little over a decade ago, the Greater China business aviation market is maturing, say industry professionals—an implicit acknowledgement that growing pains have accompanied the transition to adulthood. The region’s consumers are “now more educated towards how business aviation operates, and their mindset is more sophisticated,” believes Björn Näf, CEO of Hong Kong charter management company Metrojet. “They make informed decisions rather than impulsive decisions.” For example, “Five years ago, the typical customer was the chairman of

a corporation buying the aircraft for semi-personal reasons,” says Jeffrey Lowe, managing director of consultancy and services provider Asian Sky Group (ASG). “He bought new, paid cash, and wanted it right away. Today, the same chairman is open to [buying] a preowned aircraft, it’s a corporate purchase, he wants the best value, and the purchase is financed.” Asian Business Aviation Association (AsBAA) chairman Charlie Mularski notes that “the huge frenzy” that drove the wave of business jet purchases a decade ago “has disappeared.

The market is more normalized.” Mularski, who also serves as Universal Weather and Aviation’s vice president for the Asia Pacific region, adds that “aircraft utilization is going higher and efficiency is going up. Before, these airplanes weren’t flying even close to the rates of [aircraft in] the U.S. or Europe.” You can see signs of market maturation across all sectors of the fastchanging Greater China market. Here’s a closer look. After a few years of relatively flat demand, charter in Greater China is rebounding. Näf describes the

market as “more active and competitive than a year ago,” but numbers are elusive. Unlike in the U.S. or Europe, government data on charter activity doesn’t exist, and charter platform Avinode doesn’t have enough penetration in the region for its request-and-demand algorithms to track the market, says company managing director Oliver King. China has 53 business jets on aircraft operator certificates (AOCs; required for aircraft offered for hire), just behind India and Australia, according to a 2016 ASG report. However, many aircraft used for international charter from Greater China are foreign registered, so Chinese jets alone don’t represent the extent of the available lift. Nonetheless, lack of such lift has long impacted the area’s charter market. But in another sign of maturation, jet owners here are increasingly willing to charter out their aircraft, Näf says, as owners in more established markets routinely do. Interestingly, while charter is regarded as a path to ownership in some parts of the world, survey results included in ASG’s report suggest that many of Greater China’s charter customers may already own aircraft. Only 8 percent of respondents said they use charter exclusively, while 48 percent use both charter and their own aircraft. Perhaps one sign of the maturing China market is that charter providers have recently been swept up in a wave of mergers, partnerships, and consolidations. Metrojet, which manages more

than 20 aircraft, last year laid the groundwork for securing a China AOC, forming a joint venture, Metrojet Business Aviation Limited, with a Shanghai-based property company. Hong Kong Corporate Jet Management, a Deer Jet subsidiary, acquired Asia Jet Partners, with the merged fleet totaling some three dozen jets (not all available for charter), including a BBJ, a G550, and Gulfstreams operated by Asia Jet’s U.S. partner, Jet Edge. The two companies will continue doing business under their own names. In addition to charter flights, Asia Jet offers a jet card, and such alternative access methods may be gaining traction in the region. Shenyang-based charter management company Lily Jet took delivery of a new Bombardier Global 5000 last year and introduced jet cards. Two bespoke charter providers associated with the Asia Pacific region, VistaJet and Zetta Jet, both of which operate owned fleets,

report strong sales over the past year. VistaJet, founded in 2004, doubled its fleet size between 2014 and last year and now has 70 aircraft, the most recent acquisition being a Global 6000. Singaporebased Zetta Jet, founded two years ago, has a dozen aircraft. Managing director Geoffery Cassidy says Zetta Jet anticipates placing an order soon for the in-development Global 7000. Business aviation is a capitalintensive business and even in flush times requires deep pockets to finance operations. Many of the region’s providers, including Zetta Jet, have Minsheng Financial Leasing behind them, and that company’s commitment to business aviation appears steadfast. Jenny Lau, CEO of Hong Kong charter management company Sino Jet, with some 26 jets under management, credits Minsheng’s flexible financing arrangements for enabling her company to continue expanding. In the past year, Minsheng also financed a trio of Embraer Lineage 1000Es that now operate in Hong Kong: one for Bellawings Jet, which has eight other aircraft; and two for Sparkle Roll Aviation. Minsheng’s own charter management subsidiary, Business Aviation Asia (BAA), is acquiring a 25 percent stake in Zhuhaibased NetJets China, joining the U.S. company and joint-venture

partners Hony Jinsi Investment Capital and Fung Investments. Plans call for adding a membership card program at NetJets China, says BAA general manager Chang Qui Sheng. The company has two Hawker 800XPs in Guangzhou and a Global 5000 in Hong Kong.

Aircraft Sales Over the past year, business jet manufacturers saw sales slip in the region—as they did in the rest of the world—as airframers competed against their own recent models, which were listed on the preowned market at bargain prices. Meanwhile, preowned sales were likely greater than they appeared to casual observers. “A lot of [transactions] are off market—somebody selling a friend a jet,” notes Philip Rushton of aircraft broker Aviatrade, which has been in Greater China since 2005. Buyers “are having a field day,” Rushton says, but many potential purchasers “are sitting,” waiting to see how much more prices drop. “Everybody’s got projections, but nobody knows where the bottom is.” While fixed-wing sales have apparently stalled, the rotor market has rebounded, returning to a 20 percent annual growth rate over the past year, according to Chris Jaran, Bell Helicopter’s vice president for China. With just over 760 helicopters in the Chinese

Meanwhile, though the Relentless program is on hold due to last year’s fatal crash of the test aircraft, the model has caught the eye of the corporate and tourism markets. Low commodity prices have doused interest from the oil and gas sector, but emergency-medical-services demand could grow. Jaran says some operators buying helicopters for corporate transport are outfitting them with medical equipment, intending them for dual use. Two facts bode well for aircraft sales going forward: the region’s fleet is aging, and financing is available for purchases of new and preowned aircraft. Though business aviation is relatively new here, sales-data tracker JetNet reports that the average age of business

jets in the Asia-Pacific region—of which Greater China has the largest fleet—is 16 years, with 15 percent more than 20 years old. Some of these are due for replacement, typically at a cost of $25 million to $75 million each, according to Leona Qi, managing director of Global Jet Capital, which analyzed the JetNet data. GJC has “significant funds available” for purchases, Qi says, and can finance up to 80 percent of the cost. Besides suggesting that sales will pick up, JetNet’s data illustrates Greater China’s regional market dominance. Between 2011 and 2015, mainland China accounted for more than 50 percent of the 386 midsize to large-cabin jets delivered to the Asia Pacific region; another 17 percent went to Hong Kong.

Ameco Beijing—which merged in 2015 with Air China’s MRO division—has upgraded its large-cabin business jet completions and maintenance capabilities, and now has two interior manufacturing workshops and a hangar that can accommodate Boeing Business Jets and Airbus Corporate Jets. Scheduled maintenance remains the core of Ameco’s business, and the company expects many so-called bizliners to come in for inspections over the next year, says Feng Bin, head of VIP and business jet services. Haeco Private Jet Solutions (HPJS) continues to develop Asianinspired design concepts for narrow-body completions and refurbishments. Its latest, Zen, for the A320neo, incorporates seasonal colors and motifs to help define cabin zones. The design includes a multifunctional tatami room “for meditation, casual meetings, or just lying around,” says Henry Chan, an HPJS vice president. Chan notes that certification efforts typically focus on meeting FAA and EASA requirements, but China’s GAAC certification rules are gaining importance in completions work, and HPJS—the only AsiaPacific completion facility authorized for both Airbus and Boeing—works with all three agencies.

you’re entering the market today, you’ve got more support resources and operational experience to draw on than you did just a few years ago,” says Lowe. As for those already onboard, “Clients are on their second and third airplane, and they’re a lot more knowledgeable,” he says. “Instead of just choosing the right airplane, they’re looking at the right airport [to base it at], and the right FBO. Now they understand infrastructure is a big part of it, too.” That support has been critical over the past year as flight activity by aircraft owners has picked up. “Our regular customers are flying more,” says Carey Matthews, general manager of Shanghai Hawker Pacific Business Aviation Service Centre (SHPBASC). Located at Shanghai’s Hongqiao International Airport, SHPBASC ranks among China’s premier general aviation facilities and is a bellwether of the region’s business aviation fortunes. Last year was the company’s “busiest ever” in both flight support and MRO activity, according to Matthews, with traffic up about 12 percent. Some of the increase is attributable to the additional airplane parking that SHPBASC and airport authorities have created at Shanghai’s two airports: 16 new spots (for a total of 22) at Pudong International (the first high-density business aircraft parking in Shanghai’s history) and nine additional long-term spots

at Hongqiao. To accommodate the increased traffic, SHPBASC has doubled the number of tugs at both airports. SHPBASC also plans to build an FBO at Pudong with a dedicated customs facility, obviating the need to bus passengers to the commercial terminal for immigration and customs services. Meanwhile, a 418-square-meter (4,500-sq-ft) hangar is under construction at its headquarters facility. Perhaps most impressive among current developments is a 40-hectare (100-acre) FBO complex being built at Guangzhou Baiyun International, China’s third busiest airport. It will incorporate the country’s largest private passenger terminal, a 5,000-square-meter (53,000-sqft) facility with on-site customs, immigration, and quarantine (CIQ), slot and landing permit service, and VIP lounges; also on-site will be aircraft fueling and cleaning services, along with a 20,000-square-meter (215,000sq-ft) hangar. Yitong Business Aviation Service of GAA (Guangdong Airport Authority), a stateowned aircraft ground handling company established in 2014, is developing the RMB426 million ($62 million) facility. Completion of the first phase of construction is expected this year, says Kenneth Chan, manager of the strategy and marketing department at Yitong, which also provides ground services in Huizhou, Jieyang, and Meizhou. Such developments notwith­ standing, sufficient slots and parking space continues to be a problem at some key locations. At Beijing, because of limited parking, airplanes “cannot stay more than 24 or 48 hours, depending on the day of the week or what’s going on in the city,” says

Mularski. As for Hong Kong, where demand has long outstripped the supply of slots and parking, business operations were cut 30 percent over the past year, according to Mularski. “We have clients that are selling their aircraft because the situation is so bad here [in Hong Kong],” says ASG’s Lowe. “They have literally said, ‘The whole reason for having a business jet is efficiency, punctuality, and productivity, and I can no longer achieve that in Hong Kong. I can park it in the Philippines, but if you can’t get a slot to come back in, it’s meaningless.’” AsBAA has been leading efforts to open Hong Kong to more business aviation operations, and to develop additional access options. Last November, AsBAA demonstrated the feasibility of using Zhuhai as the arrival point for Hong Kong-bound business jet travelers. During the Zhuhai air show, AsBAA arranged for temporary customs, immigration, and quarantine services at the airport, and led a business delegation that flew in on a private jet, cleared customs, and then took a chartered helicopter flight to nearby Hong Kong. “We trailblazed,” Mularski says. Arranging for CIQ at Zhuhai currently takes seven to 10 days, but “we’re working to streamline the process,” he says. “This is going to start evolving.” Meanwhile, Mularski reports, AsBAA membership grew 30 percent last year, and now includes more than 100 organizations.

he road to a supersonic business jet has been excruciatingly slow, and most who have taken a stab at developing one over the last four decades have either folded, used the venture to secure government research grants, or relegated it to the back burner in favor of more economically expedient projects. The reasons are myriad. The effort requires enormous up-front cash and involves daunting technological challenges, potentially toxic environmental politics, and seemingly insurmountable regulations. And the chances for investment recapture are highly uncertain, not least because supersonic flight by civil aircraft over the U.S. and Europe remains illegal. Still, we seem to be nudging ever closer to a supersonic reality as it is becoming de rigueur for new large-cabin conventional business jets to offer high-speed cruise maximums of at least Mach 0.90— 954 km/hr (515 kt) at 40,000 feet. Anglo-French Concorde supersonic jetliner ended up in museums, its rarefied clientele is still out there—and they still want to go fast, even if only over the oceans. Some of them would have no problem plunking down $120 million for a supersonic eight- to nine-seater or forking over $20,000 or more an hour to charter one.

n November 2015, fractional operator Flexjet signed a letter of intent for 20 supersonic Aerion business jets that it plans to offer to its Global Lease customers who need supplemental and expeditious transoceanic lift. If successful, the Aerion AS2 trijet will fly at Mach 1.5, or about 67 percent faster than a conventional business jet, and will make the trip from New York to London in less than four hours. Right now, that airplane appears to be the supersonic project that’s closest to reaching the market, but even it won’t appear before 2023. Backed by an initial $100 million investment from billionaire Robert Bass, aerodynamicist Dr. Richard Tracy helped to found the company that became Aerion in 2002. Decades earlier, Tracy worked with bizjet legend Bill Lear, developing the aircraft that became the Canadair (later Bombardier) Challenger 600, and worked on classified U.S. defense programs. In 1994, he patented the supersonic natural laminar flow wing concept, the basis of the Aerion’s design and an idea that first crossed his mind in 1959. Laminar flow involves the air next to the wing. At supersonic speeds it can flow smoothly, free of turbulence, with less drag on the wings, resulting in better speed, range, and fuel economy— but only if the airplane’s design takes advantage of it by eliminating drag-inducing things such as highly swept wings. ass built a solid team around the project that includes cochairman Brian Barents, the former Learjet CEO; CEO Doug Nichols, the former Boeing CFO for the commercial 747/767 programs and for Boeing Business Jets; chief commercial officer Ernie Edwards, the former president of Embraer Executive Jets; and senior vice president for aircraft development Mike Hinderberger, who had been the chief engineer on Gulfstream’s wildly successful G650. However, Aerion arguably got its biggest boost in late 2014 when it signed a technology-sharing agreement with Airbus Group, whose predecessor company, Aerospatiale, was the co-developer of the Concorde, along with British Aerospace. Under the deal, Airbus agreed to assist with the design, construction, and certification of the AS2. The agreement already has borne tangible results. Last year, Aerion CEO Doug Nichols said that Airbus had been instrumental in helping with the design of an articulating landing-gear system, the fuel system, the computerized fly-by-wire flight-control architecture, and the carbon-fiber wing, fuselage, and empennage structures.

Aerion still hasn’t selected the engines. The original design featured two Pratt & Whitney engines, but they are being discontinued because they won’t meet future anti-noise standards. New-generation bizjet engines should fit the bill in the current three-engine configuration and Aerion is expected to make a decision soon. The company’s data shows that the aircraft can operate efficiently at high subsonic speeds of Mach 0.95 and that at low supersonic speeds of Mach 1.1 to Mach 1.2 it can actually fly at cruise altitude without its sonic boom reaching the ground, a phenomenon it calls “boomless cruise.” Aerion hopes to use its boomless-cruise data to get the U.S. Federal Aviation Administration and regulators in other countries to lift the ban on supersonic flight over land for its aircraft at those speeds.

s you’d expect from a supersonic design, the AS2 will be a big beast and will need lots of pavement when fully loaded. Nose to tail it measures 52 meters (170 ft)—21.3 meters (70 ft) longer than a Gulfstream G650. Maximum takeoff weight is 54,885 kilograms (121,000 lb). Balanced field length is 2,286 meters (7,500 ft). However, with lighter loads, the AS2 should be able to comfortably operate out of popular business airports such as New Jersey’s Teterboro, outside New York City, and still have a 7,408 kilometer (4,000 nm) range.

The AS2’s two-zone cabin is a lot shorter than what you usually find in a long-haul, large-cabin bizjet. It’s just 9 meters (30 ft) long, compared with the G650’s nearly 14.3 meters (47 ft) and the Falcon 8X’s 13.1 meters (43 ft). However, the AS2’s cabin is typical of what you’ll find in aircraft with the same range. The 8,797-kilometer (4,750 nm) Falcon 900LX, for example, has a 10.1-meter (33-ft) cabin. And at Mach 1.4 in the AS2 you are spending a lot less time there. Dimensionally, the AS2’s cabin is a different cat. While its maximum height is just over 1.9 meters (six ft) and its maximum width is 2.3 meters (7.5 ft), those dimensions aren’t uniform; supersonic aerodynamics means that the fuselage has to have a non-constant cross-section. There will be more room in the aft half of the cabin, but as you move forward the fuselage tapers. It isn’t terribly noticeable as most of the tapering occurs in the galley and cockpit areas and you’ll be able to configure the AS2 cabin with traditional layouts, including double club with eight single seats, club four with conference grouping and table opposite a credenza, and club four followed by half club opposite a three-place divan. You’ll be able to access the baggage hold through the aft lav and a forward crew lav will be optional. For now, Aerion continues development work with Airbus and is searching for a manufacturing and flight-test location—some place with a long runway, near an ocean. The company hopes to be flying the first prototype by 2021. The wait to go fast is going BJT to last a little longer.

lmost 30 years after it first entered service, the Dassault Falcon 900 series remains in a class by itself; from its threeengine layout to its advanced computer design to its construction using lightweight alloys and composites, it is truly peerless. Over the years via multiple variants, Dassault has made many improvements to the aircraft’s range, avionics, and engine power, but the guts of the airplane and its value proposition remain largely unchanged: the trijet design lets you go where twinjets cannot and the lightweight construction means you often burn less fuel while doing so. With the 900, you travel in comfort and you travel in style. Ample natural lighting enters the cabin through 24 windows and the fuselage is pressurized to maintain a sea-level cabin through 25,000 feet, beating back jet lag. My only criticisms of the cabin concern the smallish size of those windows and the height of the seat bases, which are a little short for tall folks. A typical cabin layout features passenger seating for 11 to 14. The standup 188-centimeter (74-in) tall, flat-floor cabin yields 36 cubic meters (1,264 cu ft) of space and is 2,804 centimeters (92 in)

wide from the centerline. The optional forward crew lavatory cuts down on galley space but is a musthave for longer missions. The galley offers hot and cold running water, a convection/microwave oven, an ice drawer, and stowage and can be outfitted with all manner of custom coffee/espresso makers. Eliminating a forward closet can clear the way for an optional third crew seat. Typical cabin layouts include a forward clubfour grouping followed by four smaller seats arrayed around a hi-lo conference table opposite a credenza. Behind that is room for more single seats or a pair of three-place divans. You can close off this aft part of the cabin with a solid pocket door, creating a private suite. Behind this space you’ll find the generously sized aft lavatory with another small wardrobe closet and in-flight, walk-through access to the heated 3.6-cubic-meter (127-cu-ft) baggage compartment, which can double as a makeshift dressing room. The external baggage door incorporates a step for easy loading.

n 2005, Dassault began delivery of the $31.95 million Falcon 900DX, which has a 7,593 kilometer range (4,100 nm). The airframer designed the DX to replace the Falcon 900C in its lineup and to fill the market niche between its twinjet Falcon 2000EX and its $34.95 million, 8,334-kilometer (4,500-nm) range Falcon 900EX trijet. The DX features the same improved Honeywell TFE731-60 turbofans (2,268 kg/5,000 lb of thrust each) and advanced EASy avionics that are on the more expensive EX but does not have the EX’s centerline fuel tanks for extra range. Even so, the DX is capable of missions such as Geneva, Switzerland to Detroit; Beijing to Athens, Greece; and Caracas, Venezuela to Paris. Thanks to the improved Dash 60 engines, moreover, the DX is demonstrably more fuel-efficient than the 900C and has lower operating costs. It also has a quieter cabin and outperforms the 900C in almost every parameter: time to climb to 11,887 meters (39,000 ft) is 18 minutes in the DX versus 23 in the

C, for example, and balanced field length is 1,491 meters (4,890 ft) in the DX versus 1,504 meters (4,935 ft) in the C. The DX also offers better high-and-hot performance: with takeoff from Aspen, Colorado on a 25 degree celsius (77 degree F) day, the range in a DX is 6,593 kilometers (3,560 nm) versus 5,138 meters (2,785 ft) in a C. Besides the new engines and avionics, the DX features a variety of system upgrades, including a new cabin-pressurization system, brake-by-wire, and new fuel-metering and oxygen systems. A 10-year-old DX in good condition sells for about $13 million, just slightly more than the $12.5 million you’d typically pay for the same year’s Gulfstream G450, according to the online aircraft valuation service Vref. However, the DX costs fully $4 million less than the market value of the same vintage 900EX, whose 741 kilometer (400 nm) of additional range come with a significant price premium. By way of perspective, a new Falcon 900LX, with a range of 8,797 kilometers (4,750 nm), retails for $43.8 million. Because of its newer engines and avionics, the DX is a great value. However, if the EASy avionics have not been upgraded to the EASy II system, you’ll need to do that to comply with the latest FAA digital air-traffic-control mandates. The job can easily cost up to $1.3 million and will require pilot training at CAE or FlightSafety International. The full EASy II system includes features such as controllerpilot datalink communications (which allows air-traffic controllers and pilots to easily exchange written messages, clearances, and data, thereby reducing mistakes and misunderstandings), Honeywell’s SmartRunway runway awareness advisory system (which depicts and warns of threats), and a takeoff-and-goaround mode to reduce pilot workload.

Blended winglets from Aviation Partners cost approximately $750,000 and take four weeks to install, but increase range up to 5 percent at high-speed cruise and 7 percent at long-range cruise speeds. They also enable a faster climb to cruise altitude so you burn less fuel in the process. Remember, a 900 must un­ dergo a C-Check every six years or 3,750 flight cycles (one takeoff or one landing constitutes a cycle), whichever comes first. The average C-Check lasts 20 to 32 days and runs anywhere from $300,000 to $500,000, depending on what needs to be repaired. The good news is that Dassault’s product support continues its upward trajectory, as measured by an annual survey in our sister publication Aviation International News. Last year, the manufacturer ranked second for product support, tied with Embraer, and its technical representatives and authorized service centers ranked best in the industry. The airframer also scored high in parts availability, seemingly confirming the company’s claim of a 98.5 percent parts-availability rate. The Falcon 900DX is a great airplane, and now it has the product support to match.
