O
ne hundred years ago on 25 February 1920, the first purpose built Control Tower and Air Traffic Control ATC system was commissioned by the UK Government for London Airport, Croydon (closed in 1959). Those first controllers tracked the dozen or so daily flights to and from the airport using radio navigation and paper maps, and provided basic traffic, location and weather information to pilots over the radio. They used information to improve traffic management and to help pilots plot and fly the safest routes. Today, Nats UK air traffic control, handles some 8,000 flights a day, supported by advances in the generation, organization and analysis of data to deliver information as well as the display of that information to both pilots and ground systems, including ATC, in ever more convenient and accessible forms. Not to put too fine a point on it, data has always been King. Nowadays, with advances in digital technologies and analytics, we can generate and handle volumes of data that allow both aviators and ground systems unprecedented insights into the practicalities for a flight (fuel, weight, timings, etc.), what is happening around them, what is going to happen around them and what alternatives they might pursue. In this issue you’ll find a number of articles and content looking at innovative applications for the latest digital and analytic capabilities being leveraged for commercial aviation.
Our case study from Qantas chronicles the airline’s development and deployment of an innovative flight planning and route optimization tool. It also shares how Qantas has started to use the tool to enhance operations and save fuel and how it has contributed to the inauguration by Qantas of the world’s longest non-stop service. We also have an article about Cebu Pacific’s application of big data to its flight operations processes and to fuel efficiency. Of course, whatever device is used to manage and display data, it will function best if it can be seen by the pilot without getting in the way and, for that, a good mounting system is essential. This issue’s ‘Solutions in Practice’ is about the development and deployment of the ASG fixed mount and how Southwest Airlines installed device mounts on its fleet with minimum disruption and maximum conformity with its own requirements. Then we have Vendor Flight Logs from Comply 365, Logipad from DextraData and eTT Aviation. We really do cover the park in Aircraft IT Operations. 25 years of Lufthansa Systems In late January 2020, Lufthansa Systems is celebrating its 25th anniversary this year. The airline IT specialist is looking back proudly at the many milestones in its history of shaping the digitalization of the airline industry. SITA is accelerating ATC innovation with Boeing ecoDemonstrator SITA is accelerating innovation in air traffic control (ATC) communications as part of Boeing’s ecoDemonstrator program, alongside key industry partners including NASA and long-standing airline customer, Etihad. The program tests pioneering and promising technologies that aim to solve air transport industry challenges for airlines and passengers, as well as enhancing sustainability. The most recent program saw the implementation of such technologies onboard a Boeing 777 and tests a total of 50 different projects. SITA’s involvement in the program highlights the strength of its SITA FOR
AIRCRAFT portfolio, which delivers the promise of the connected aircraft by providing services that enable communication between aircraft, ground systems, ATC and other operators. SITA is working in collaboration with Honeywell to optimize the transmission of digital information between pilots, ATC and airline operations centers (AOCs) using Internet Protocol Suites (IPS). The technology supports Boeing’s ambition of testing technologies that focus on the enhancement of flight operations and safety, with the potential to drastically improve ATC communications and end-to-end data exchanges.

Following the completion of successful trials, the migration from ACARS protocols to IPS could benefit airlines by offering commonality across mainstream communications channels, as well as next-generation network compatibility and enhanced security. SITA’s testing of these capabilities, through Boeing’s ecoDemonstrator initiative, has an important role to play in today’s ground-to-air connectivity landscape and the increasing pressure on traditional communications protocols. Royal Brunei Airlines paperless with Conduce eTechLog8 Conduce and Royal Brunei Airlines (RB) were very proud to announce that on the 18th September 2019 the Brunei Department of Civil Aviation (DCA) issued a ‘Letter of No Objection’ for Royal Brunei Airlines to use Conduce eTechLog8 on the RB B787 fleet. The letter states “The Department of Photo: Simon Boddy Civil Aviation hereby has no objection and grant an approval for the utilisation of Electronic Technical Log on Royal Brunei’s B787 fleet” On Wednesday 9th October the first RB B787 Dreamliner Registration V8-DLC operated Brunei to Melbourne Flight Number BI 005 without the paper technical log. Acting Senior Vice President Engineering Hj Badarudin Bagol stated, “The implementation of Conduce eTechLog8 with Royal Brunei has gone extremely smoothly. The first DCA approved trial flight occurred on 25th April 2019, which was just 4 months and 16 days from the project start date. Parallel run trials with the paper system were completed over the summer resulting in RB receiving full approval by September”. RB started the project back in December 2018 with a dedicated team to manage the project, which involved various stakeholders including the Brunei DCA. Badarudin also explained “This was a very interesting project with a challenging timeline. It was not an easy transition, especially after more than 40 years of RB operations using the paper system. In addition, this is only part of the whole digitization paperless operation project being carried out by RB engineering. We have however managed to overcome all hurdles and complete the project successfully.” Conduce CEO Steve Russell noted that, “It has been an exciting 2019 for the Conduce team, with Royal Brunei, Airbus Beluga and SmartLynx Malta all receiving respective ‘Letters of No Objection’ to use eTechLog8 and so eliminating the paper Technical Logs. Conduce are also expecting to gain FAA approval for a North American Florida based customer by the end of 2019. About Royal Brunei Airlines (RB): Royal Brunei currently operates a fleet of fourteen aircraft comprising of five Boeing 787-8 Dreamliner aircraft together with seven Airbus A320NEO aircraft and two Airbus A320 CEO Aircraft. Malaysia Airlines deploys Viasat’s Aerodocs Document Management System In early October 2019, Viasat Inc. a global communications company, announced its Aerodocs document management system has been deployed by Malaysia Airlines to support the airline’s compliance and digital transformation objectives. Aerodocs is an aviation-grade document management solution that is providing Malaysia Airlines with complete control over the editing, distribution and viewing of critical flight reference handbooks and airline documentation in a secure, controlled manner, with advanced workflow tracking to help maintain aviation regulatory compliance. Malaysia Airlines recently won the ‘Best Airline in Asia’ award at the Pacific Area Travel Writers Association (PATWA) International Travel Awards. Aero K Adds Comply365 Solutions in Advance of First Flight

TAP Air Portugal opts for IT solutions from Lufthansa Systems After many years of successful collaboration with TAP Air Portugal, in late November 2019, the carrier successfully implemented Lufthansa Systems’ Operations Management Solutions NetLine/Ops ++ together with the Airport Slot Management Solution NetLine/Sched Short Term Mode. This will enable the airline to improve daily flight operations, continue to provide reliable services and contribute to enhancing the traveler experience. TAP Air Portugal is the third airline, to migrate its operations to NetLine Ops ++ this year. The application monitors current flight operations and optimizes daily aircraft utilization. By implementing the Lufthansa Systems’ solution, the carrier can react swiftly to flight irregularities and improve on-time performance through a more comprehensive overview of flight movement. It will also contribute to reducing operating costs for TAP Airlines and help to capitalize on staff productivity.
After the Flight Scheduling Solution NetLine/ Sched was already implemented last year successfully, the Airport Slot Management add-on module NetLine/Sched Short Term Mode was successfully implemented simultaneously with the NetLine/Ops ++ cutover. Wizz Air first in Europe to pioneer ACARS over IP with SITAONAIR In early January 2020, Wizz Air, one of Europe’s fastest-growing, most innovative airlines, became the first carrier on the continent to deploy SITAONAIR’s pioneering, airline-integrated ACARS over IP service, using terrestrial cellular networks. This development comes as the airline extends its longstanding relationship with SITAONAIR for its AIRCOM® Cockpit Services. The ACARS over IP service, using terrestrial cellular, is delivered in partnership with Teledyne Controls and will be deployed across Wizz Air’s entire existing and future fleet. The enablement of automatic ACARS-based reporting brings huge benefits for the airline, resulting in improved aircraft movement control and more efficient turnaround at any airport. This deployment will complement SITAONAIR’s existing Very High Frequency (VHF) ACARS radio network coverage and extend coverage to Wizz Air’s entire operation. The service also brings enhanced resilience through the interoperable use of cellular and ACARS networks. ACARS over IP offers increased network capacity, as well as faster and more cost-effective transmission of data. Etihad Airways the First Middle Eastern Airline to Choose Comply365 Platform to Host Technical Documents In mid-January 2020, Etihad Airways, the national airline of the United Arab Emirates, became the first airline in the Middle East to introduce Comply365, a new state-of-the-art technology platform to host the extensive technical documentation of its Flight Operations Department. More than 6,000 employees will benefit from the replacement of multiple existing documentation systems with Comply365’s single ProAuthor platform, which will be used to manage and distribute company manuals and all documentation from original

RwandAir optimizes network and price planning with solutions from Lufthansa Systems In late January 2020, Lufthansa Systems announced that the national carrier of the Republic of Rwanda is now using the NetLine/Sched and ProfitLine/Price solutions. These products will optimize RwandAir’s complex flight scheduling and efficiently determine the best ticket prices based on the current market situation as well as supply and demand. RwandAir and its passengers will both benefit from these important control tools, which will simplify scheduling and support the airline’s expansion of its route network and available flights. Air Côte d’Ivoire boosts passenger experience offering with SITAONAIR Towards the end of February 2020, Ivory Coast carrier Air Côte d’Ivoire announced that it is extending its relationship with trusted inflight connectivity partner SITAONAIR across its new fleet of A320neo aircraft, enabling enhanced levels of passenger satisfaction. Also, beside the already existing Documentation and Mission/ Briefing services, dgBirds has successfully launched a new function: Mission/Reports.

Once created, forms are distributed from the Administration platform and, from their iPads, mobile users access

SITAONAIR supports airlines operating across Turkey through vital VHF expansion SITAONAIR has been instrumental in the expansion of Very High Frequency (VHF) coverage throughout Turkey, during the development of the country’s largest new airport hub in Istanbul, which opened in April 2019. SITAONAIR’s expansion of the current VHF infrastructure, announced in mid-February 2020, enhances operations for airlines serving the regional domestic market and the country’s main airports. In addition to the 29 existing VHF antennae which currently serve Turkey’s main cities, including Istanbul, Ankara, and Antalya, SITAONAIR is planning to install a further 14 at six additional sites across the country. This will include six new antennae at Istanbul Airport which opened its doors on 6 April 2019. Istanbul Airport covers around 76.5 square kilometers and
plans to accommodate up to 200 million passengers per year upon the completion of all phases. The developments come at a time when Istanbul’s air transport management services face increasingly busy traffic through the flight corridor between Europe and Asia, which spans the region. Following the recent closure of Istanbul Atatürk Airport SITAONAIR has worked consistently to improve and evolve from its VHF origins by embracing satellite services and VHF Digital Link (VDL) to deal with steep rises in air traffic. 100th anniversary of first control tower marks birth of air traffic control The world’s first air traffic control tower was commissioned by the UK government 100 years ago on 25 February 1920 in a move that helped usher in the age of mass air travel. The tower was built at what was then London’s main airport in Croydon and kick-started the development of air traffic control. A century later and NATS, as the UK’s main air traffic control service, manages 2.6 million flights a year carrying hundreds of millions of passengers. The concept of air traffic control emerged alongside the rise of the world’s first airline passenger services. Finding a way of safely organizing growing levels of traffic saw the UK Air Ministry commission a new building at Croydon Airport, to be ‘erected 15 feet above ground level’ and with ‘large windows to be placed on all four walls’. This building was to be called the ‘Aerodrome Control Tower’ and at a stroke coined both the term that has remained synonymous with air traffic control for the past 100 years and a design that remains instantly recognizable. Ian Walker, Chair of Historic Croydon Airport Trust, said: “In 1920 there was no blueprint for what air traffic control or even an airport should look like, so it fell to those early pioneers to develop, test and implement the ideas that would enable air travel to grow safely.

with the explicit intent of providing technical air traffic services to aircraft. The ‘control tower’ was described as an ‘essential’ development and its legacy lives on with us today.” The first controllers — known as Civil Aviation Traffic Officers or CATOs — provided basic traffic, location and weather information to pilots over the radio, which itself was still a relatively new invention. The progress of the dozen or so daily flights was tracked using basic radio-based navigation and plotted on paper maps and using pins and flags. Today, NATS’ 1,700 air traffic controllers handle up to 8,000 flights a day in some of the world’s busiest airspace. Juliet Kennedy, NATS operations director, said: “We’ve come a long way since the first controllers in terms of the amount of traffic we handle and the tools we use, but the motivation to harness the latest technology to help make flying safer and more efficient remains at the absolute heart of what we do.”
In 2019 NATS introduced real-time satellite tracking to improve the safety and environmental performance of flights over the North Atlantic, while at Heathrow it is researching the use of Artificial Intelligence to cut weather-related delays at airports. Juliet continues: “We have a £1bn investment programme, but technology alone is not the answer if
we’re going to both keep pace with the growing demand to fly and meet the huge challenge of climate change. Modernising our airspace is now absolutely essential.” The UK’s network of airways and flight paths were first designed in the 1950s and make it impossible to take full advantage of the capabilities of modern aircraft. NATS is playing a leading role in crossindustry plans to modernise the country’s airspace over the next five years, something that will allow aircraft to fly higher for longer, get more direct routings and enable more continuous descent approaches, something that both reduces fuel burn and emissions. Juliet concludes: “The early pioneers of the 1920s laid down the foundations that allowed aviation to flourish in the 20th Century and enrich the lives of countless people around the world. et’s start by introducing you to Qantas, which turns 100 in November 2020. Qantas group includes Jetstar, our low cost carrier (LCC), QantasLink, regional operations and Qantas Mainline including international and domestic operations. The fleet currently stands at nearly 320 aircraft flying 180,000 flights a year and carrying 56 million passengers. That generates revenue of $17.9 billion against which, the cost of fuel alone is $3.8 billion. The solution covered in this article is currently only deployed in Qantas mainline but the intention is to expand that across the group as the solution evolves. Qantas first embarked on the flight planning journey in 2010. We discovered that most of the systems on the market had core route optimization algorithms that were conceived in the eighties. These systems used techniques that excluded results after great circle fuel and time estimations were made. For example, Qantas’s legacy mainframe system would only take four of the best answers through to the fuel and navigation calculation process meaning that optimal answers might have been excluded early in the process. A lot of systems were built tightly coupled to this algorithm and broader system design was influenced by this close integration. This made most systems difficult to change.
WHAT QANTAS WANTED TO ACHIEVE WITH FLIGHT PLANNING
The objective was to create a cutting-edge route optimization engine that would find the best route every time. The engine needed to model aircraft performance capabilities for specific aircraft tails and assess fuel and navigation constraints up front in the flight planning calculation process. The new solution allows Qantas to protect and evolve our unique fuel policy: the Australian continent is separated from other major continents by thousands of miles of ocean, because of this, free flight capability is important. The advanced free flight algorithm allows Qantas to take advantage of favorable tail winds and avoid headwinds and therefore optimize fuel and payload uplift. Qantas wanted the flight planning solution to be future-proofed; therefore we chose to adopt emerging data standards as part of the design. In 2010 Qantas engaged with ICAO and IATA to learn about emerging System Wide Information Management (SWIM) based data standards. What we saw was revolutionary; we wanted to adopt the concepts discussed in documents such as FFICE (Flight and Flow Information in a Collaborative Environment) as we saw that these concepts had the potential to deliver benefits for our organization. For an airline, data interoperability with Air Navigation Service Providers (ANSP) sets the foundations for automation thus enabling Trajectory Based Operations (TBO). As airspace rules become more complex and aviation traffic volumes continue to increase, we see efficient data management as key to reducing costs while maintaining high compliance and safety standards.

Our IT architect also wanted to adopt the latest cloud-based IT platforms to take advantage of features such as scalability and redundancy. The system that emerged from this was implemented in October 2018. The Qantas Airbus A380 fleet was the first fleet to be dispatched with the new system.

“The decision to build rather than buy a flight planning system was a tough one for Qantas but following unsuccessful attempts to adapt off-the-shelf flight planning systems to the Qantas operation, the executive was finally convinced that building in-house was the best long-term investment decision…” Over the course of eight months the remainder of the Qantas fleet was gradually rolled out, last fleet being the Boeing 737. The implementation started with long-haul because we knew we would encounter complex data problems that we wanted to solve for early in the process. We then deployed medium range operations, completing the deployment with the higher volume domestic operation. The higher volume operations were deployed with our automated Airport Suitability Module designed and built with our partners at Smart4Aviation (S4A). This module is the cornerstone to system automation, which we continue to build out and integrate to the S4A event management framework expanding the automation capabilities of the solution. The decision to build rather than buy a flight planning system was a tough one for Qantas but following unsuccessful attempts to adapt off-the-shelf flight planning systems to the Qantas operation, the executive was finally convinced that building in-house was the best long-term investment decision for the business. We started very small, embarking on a six month proof of concept and, once the results had been proved positive, that enabled us to move forward and start the flight planning system replacement project.
getting ‘into the weeds’ and understanding the detail of the problem. Test managers, testers, change managers and training managers all contributed a diverse set of skills to create a great team. Another thing learned was that the team must evolve over the course of the project and that different disciplines have different focuses at various times. Early on, the solution architect, project manager, business analysts and the SMEs (subject matter experts) need to define the solution; later in the project, the communications and the change managers step up and help to implement the change. One constant throughout this project was that SMEs were always needed and were always working at full capacity — we always struggled with finding SME capacity. When this diverse range of individuals comes together with the strong culture, great things can be achieved. One of the key human factors of the project has been resilience. We came across so many barriers; every week there was a major hurdle that we had to get around and the ability of the team to navigate through that was critical to the success of the project.

There were some key lessons learned over the course of the project. We realized that there is a range of complex skills required to complete a project such as this — it’s necessary to understand the right team structure needed for the job. From program managers who manage up and keep the executive body engaged to project managers who build the plan and keep everyone honest in sticking to the plan as well as solution architects designing the solution and business analysts

We initially developed this (figure 1) with the Australian Centre for Field Robotics (ACFR) at Sydney University. The ACFR are path optimization specialists who helped automate mining operations in Western Australia, delivered automated straddle carriers for Australian shipping ports, and worked with the military and in the agricultural domain. Over a period of six months Qantas and the ACFR

jointly developed a proof of concept route optimization engine. Probabilistic roadmap techniques and up-front consideration of performance, fuel and navigation constraints ensured that the algorithm considered all possible paths. Data is broken down to a set of nodes and costs are assigned to these nodes. Path search algorithms then plot optimum routing through these nodes at all possible weights; solving for the search criteria specified. Cost, fuel or speed analyses ensure that the best path is found based on the preconfigured set of inputs. The cost function is expandable and can be adapted to any set of costs that an airline can model, which is a challenge in itself. Navigation constraints are modelled in the data; users do not drive the system, it’s a data driven solution. These principles form the foundation of automation. The system can accept multiple requests for a flight plan and receive multiple flight plan responses. The ability to ask multiple questions of the optimizer and receive multiple responses enables our business to model all the different constraints for a sector and have the answers precomputed so that the dispatcher simply analyses the results. The engine workers in the flight planning algorithm can scale up in a cloud environment when flight plan request loads require. So, in the mornings with peak domestic traffic, there can be more workers and then that can be scaled down in quieter times, optimizing capacity and cost.

user’s window to the flight planning algorithm: it controls all the inputs and the outputs both to the engine and to other modules in the solution. The solution combines existing Smart4Aviation applications; Smart BRIEF, Smart MET, Smart NOTAM MANAGER, Smart VIEW+ and Smart COMM with the bespoke flight planning application. The solution is highly configurable and adaptable, allowing Qantas to define engine inputs and outputs, and can in fact be adapted to any engine. The Qantas group includes multiple airlines with multiple fuel policies. As previously mentioned we wanted to future proof the solution; in this context meaning the ability to plan multiple fuel policies. This is achieved through the configuration of inputs and outputs external to the engine. Inputs are abstracted from the flight planning engine, allowing for multiple airline configurations. The configuration framework allows an airline to manage their own fuel policy for different fleets, flights, sector and times of day as well as for different airlines. The solution is designed for automation and exception handling: we want to ensure that flight plans are refreshed with timely operational data to ensure that

the changing operational environment is reflected in all operational flight plans. Working with Smart4Aviation, Qantas has now built an extensive event management framework with event triggers based on time, receipt of data or changes in data impacting a flight. Event triggers that have been created include, new or changed Zero Fuel Weight, estimated departure time changes, atmospheric weather or GRIB (GRIdded Binary) data refreshes, TAFOR (Terminal Aerodrome Forecast) changes impacting an airport used in a flight plan and operational fuel requirement changes to what was originally planned. A new flight plan can be automatically generated when any of these events are received. The system automatically describes the event in the name of the new scenario, letting the user know why the new scenario was created. As a result, the dispatcher moves away from driving the system and configuring inputs to analyzing the output; more of an operational analyst rather than a flight planning system driver. The solution has a comprehensive airport suitability module which automatically reads TAFOR messages and applies the configurable airline policies defining the operational restrictions for the flight plan. Once again, the TAFOR is read and runway directions are automatically selected for departure and arrival. So, we’re getting very close to the concept of runway direction to runway direction flight planning. Qantas calculates a draft flight plan ten hours before departure so the crew can get an early indication of what their narrow route briefing package and the route of the day will look like. Similar to the flight object concept, this route and briefing package is refreshed and a new operational flight plan is issued closer to departure. The Flight Object concept discusses the creation of the flight object a long way out and then, as data gets more accurate closer to departure, you feed that data into the flight object and update the crew and dispatcher as required. This automated calculation is achieved through time-based event triggers. We’re currently working on building the exception-based User interface. User interaction is very different in an automated flight planning system. There are benefits to be achieved if the optimizer can plan and choose the best flight plan. The concept of exception handling means that the user just needs to be alerted to exceptions or choices as they surface. If it’s a CAVOK (Cloud And Visibility OK) day and flight plans are being generated with no issues, they should just go through to the pilot without any intervention from the dispatcher. However, when there are weather or political issues that were not forecast, then user intervention may be required. We’re also working on integrating the Aircraft Situational Display (ASD) with the system so that we enhance the operational picture that is presented to the dispatcher. The concept of exception handling means that the dispatcher is not in the detail of flight plan production and therefore is not across all the detail in every flight plan; therefore the dispatcher needs the ability to step out and have a broader view of the operational environment that they are working in as well as dive into the detail when required. A graphical tool that overlays weather, navigation data and flight plan trajectories, gives them that situational awareness.

The Navigation database
NOTAM, which includes the impacted entity information and the effectivity of the NOTAM. When the NOTAM is sent across to the navigation database, this temporal information is then attached to the feature that is impacted by the NOTAM thereby automatically processing the temporality and creating the linkage between the NOTAM and underlying navigation data. This provides a key benefit when processing subsequent updates to that NOTAM transmitted as NOTAMR or NOTAMC. The subsequent updates come in and identify that the NOTAMs previously being applied to a feature in the navigation database and can automatically remove or update the constraint on that feature. When ANSPs or data originators start publishing NOTAMs in xml, something we’re all hoping for, these NOTAMs will come through the Qantas system and automatically attach to the data constraints: once again, removing the human from driving the system and freeing them to concentrate on analyzing the results.

The third component of the solution is the navigation database (figure 3). Once again, Qantas used off-the-shelf components which have been built out with airline specific requirements. The navigation database is supplied by our partner Frequentis, an Austrian company who also supply EuroControl with the EAD (European Aeronautical Database). From the Qantas perspective, this is our SWIM hub; we’ve selected this consciously as we want to future proof the solution. We’ve seen the emerging standards and want to talk the same language as Air Traffic Control or ANSPs (Air Navigation Service Providers). In the Constellation solution we used the AIXM (Aeronautical Information Exchange Model) extensibility to cater for airline specific data features. Therefore, the solution is an AIXM based navigation database which was designed by ANSPs for ANSPs but extended for airlines. The data model was extended for the following airline features; company routes, custom airspace, runway direction minima, airport classification or usage, taxi fuel and time, arrival allowance and custom connections between route segments. The AIXM data model includes an extensive temporality model that allows our business to model future constraints. For example, AIRAC (Aeronautical Information Regulation And Control) cycle changes can be planned on and operational impact assessed well in advance of effective date. NOTAM constraint linkage is another key improvement in the system. In the old legacy system, there was no linkage between a NOTAM and the underlying navigation data that it impacted. So, we’ve used the AIXM 5 event feature (designed for digital NOTAMs) to introduce this linkage. Basically, an xml tag is added on top of the raw ICAO
I’ll just expand on the conversation regarding SWIM (figure 4). When Qantas started engaging with these concepts, we felt that it would revolutionize the way that we deal with data. Anyone who’s ever worked in a NOTAM office or a navigation back-end office will understand that it’s tedious work, pouring through reams and reams of technical data, trying to understand the meaning. What SWIM does, is allow airline data management systems to talk the same language as the ANSP data management systems allowing the system to interpret meaning and apply the intent. This interoperability delivers quality, which equates to safety; structure, which is the foundation for automation; global coverage and dynamic updates which ensures timelines of data.

We have realized increased accuracy of our flight plans (figure 5) as a result of the rich data sets and improved modelling techniques. Fuel and flight time efficiencies are allowing ultra-long-haul operations and delivering cost benefits to the airline. Increased automation in the flight planning process and improved end user experience; as mentioned above, we’re changing the way in which they interact with the whole business of flight planning and to move from system drivers to become operational analysts. Systematic solutions guarantee optimum results every time.
PRACTICAL EXAMPLES
A couple of example use cases will help to illustrate how the new solution works for us.
The richness of the AIXM information exchange model is built based on AIP (Aeronautical Information Publications) information. Qantas’s current navigation data is supplied in an ARINC 424 text file. It’s nowhere near as rich as AIXM and is designed specifically for the purpose of flight planning. AIP information holds a range of other data that is also relevant to flight planning. Combining all this data into one, machine readable data model that can be exchanged directly with data originators, enables seamless data processing, delivering the benefits of data richness. This rich data set can then be delivered to the optimization engine to ensure the optimal route is also compliant with navigation data constraints.

Illustrated in figure 6 is the East coast of Australia with 14 hour flights coming down from the US West coast every day and every day we have special use airspace being actively turned on by NOTAMs for different times in the day. The temporality of the data allows us to set these activation times in the back end and the 4D trajectory optimization of the engine allows us to speed up or slow down and interact with these activation times and avoid the constrained area where possible. The picture on the left of the figure show a flight plan that was created without the 4D trajectory optimization which has built a route that goes around the constrained airspace. The picture on the right shows 4D optimization for a 14 hour flight which has slowed down or speeded up over the course of the flight to move through this airspace when the special use airspace is not active, therefore saving track miles and fuel.

The final picture presents one of our more challenging flight planning problems and longest flights. The Perth to London sector, at 17 hours and 20 minutes presents a range of complex data problems. Departing from the West coast of Australia the flight plan can either go straight into free-flight airspace (the blue area) or, if the winds are pushing up from the South, the optimal route will be over Asia and remain within the constrained airway environment all the way to Europe. If the flight is pushed into the free-flight airspace the correct entry and exit gates are automatically selected by the system. This is because the entry and exit gates form part of the free-flight airspace. Then there is the requirement to plan on defined direct connections in the Mali airspace. Directs are built into the data enabling the system to automatically comply with the ANSP constraints. Similar concepts can be used for European Flexible Use Airspace (FUA) with the data model temporality restricting the use to published times. All ANSPs publish pitch and catch points on the edge of free flight airspace and if that can, once again, be modelled in the data and exchanged directly with airline data management systems these constraints can be automatically ingested. At the moment we have to manually build these airspaces and update them when the state data changes. In our legacy system, one dispatch shift was used to plan these two flights; Perth to London to Perth. Due to the system automation and data configuration these sectors are now less complex from a dispatcher perspective and can be dispersed amongst other flight plan allocations. We are working on enhancements now to allow users to model multiple answers so that sector variations can be created by the automation for the flight scenario. We want to model these differences so that the dispatcher doesn’t have to manually drive the system; the answer should be sitting there, already calculated. The more options that we can define in the data means the more options that can be presented for the engine to solve. So, through 4D optimization, temporal constraints and through efficient data management, we want to open up, where possible, the various options to the state-of-the-art optimization engine. Continual optimization assessment is important on longer routes as time and weight information is updated. Qantas regularly re-optimizes in-flight in a process called DARPing and we’re currently building an automated DARP (Dynamic Airborne Reroute Procedure) capability. This enhancement will automatically re-optimize our long-haul flights using the latest weather, weight and time information. If a crew gets a flight plan an hour before departure, by the time they actually depart the zero fuel weight and departure time could be slightly different. Any difference in weight or time means that the point in which the weather and aircraft performance data is integrated is different leading to different route routing outcomes. What we want to try and achieve is systematic DARPing, once the aircraft gets to top of climb, so that we have an accurate weight and time. The new information can then be uplinked to the crew, laterally, vertically and temporally re-optimized.

system integration and graphical flight planning are some of the new features to be rolled out later in the year. In 2020, we plan to formalize our partnership and actively begin to offer a complete flight planning solution to other airlines around the world. This will include the establishment of a data management service, flight planning optimization consultation and training services. This partnership will guide the product into the future setting an innovative strategy to allow airlines to optimize their flight operations. We’re proud to be able to say that we have developed a state-of-the-art flight planning solution with our partners Smart4Aviation and Frequentis. The complex flight planning problem will continue to throw challenges at our organization but we are confident that the Constellation solution will meet these challenges well into the future.

Michael has 30 years’ aviation industry experience. First as an air traffic control officer in the Royal Australian Air Force, then a variety of roles in a 22-year career working for Qantas, including Load Control, Flight Dispatch and Flight Dispatch Systems. Michael is now Manager Innovation and Support in Flight Operations overseeing the commissioning of the system and fleet roll out that culminated in the successful cutover of the final B737 fleet in June 2019.

At Qantas we are looking to plan next generation aircraft to the edge of their endurance. Efficient data management is key to enabling this. Defining constraints in the data allows dispatchers to move away from driving the system, this is critical for these ultra-long haul sectors. The dispatcher can be a third pair of eyes in the cockpit, providing enhanced support to crew members. Qantas now has a cutting-edge route optimizer which enables better trajectory planning. Trajectory based operations supported by event triggers in the flight planning application means that the organization can be sure that the optimal route is always available and compliant with the operational environment constraints. When we create a flight plan, we don’t want it sitting there and becoming stale; as the external environment changes, we need to update that flight plan so that, at any point in time when you go to that flight, you can see the latest possible optimized and compliant result. The solution will continue to be built out next year as we work towards offering this new flight planning solution to the market. The automation platform will be tested and tuned by Qantas in the operational environment and expect it to be fully operational in mid-2020. ETOPS 330, statistical contingency and integrated situation awareness will also by rolled out by mid-2020. Beyond that the team will continue to build upon the SWIM foundations implementing the latest FIXM and IWXXM standards, advanced tankering, further ANSP system to

n this article, I want to share our journey through data. There’s always a lot of material about EFBs, new systems, operations systems, maintenance systems but what is really important is how those systems are deployed in the operation, how are users able to analyze the data that is being collected. First, to set the scene, let me tell you a little about Cebu Pacific, who we are and what we do.

Cebu Pacific is a Low Cost Carrier (LCC) that started operation some 23 years ago in the Philippines. The Manilla based airline serves most of South East Asia, North Asia and the Philippines (figure 1).

To destroy the silos, we had first to democratize data so that everybody had access; in other words, data available to all. People can analyze the problems in their department together with the other departments: they don’t have to work in isolation or be in isolation so neither should data be available in isolation. Transparency is incompetence’s worst enemy and, in this, we really wanted to bring about a cultural change, for people to come together to discuss their experiences around data, around sharing information with other departments. This was how we could promote continuous improvement in how the tools are used and, with analysis and graphs, we could remove barriers so that people feel comfortable with change and the management of change. That was what we had in mind, where we wanted to go on this data journey. We also created a timescale for the journey (figure 2).

For any business, setting out on the data journey, the most difficult thing that has to change is the data culture. It was very clear to us that we wanted to be agile, that we wanted to break down silos in the business and that we really needed a cultural change to create a culture that was data friendly. In order to be agile, we had to empower people and let them think for themselves, as well as empowering departments by ensuring that they could access data and generate information quickly. CASE STUDY: CEBU PACIFIC
In 2016, we started with our first experience with the fuel management system. We could see a lot of benefits, a lot of improvements with people starting to get used to dashboards, analytics and KPIs (Key Performance Indicators), and so we decided to move one step further on by doing Operations data and automating KPIs. Then, as increasing numbers of data sources came into play, we felt that the issue was becoming too big and that we needed to deploy on the Cloud, merge more and more data sources and ensure that we could have more visibility of all that information. Now, where we see this going is that, in the same way as other businesses see it, data is an asset which we need to start applying into the operations of the airline. We see ourselves now building a data ecosystem into which we’ll have to put strong governance. In the coming years, governance will be increasingly important, the way we work and the way we structure data and the way we adopt it across the business. But, at the same time, when we talk about these great ideas and we talk about what we want to do at the execution level, we need to be very careful about how to make it happen. So, we have defined different levels of analytics (figure 3) and we know that we can move to the next level when we are ready; so complexity will be a big issue here.

There is something similar for the hierarchy of needs (also figure 3). First, the data has to be available, then we need to be sure that it’s reliable; we need to clean it, detect any anomalies and transform it to make it available. We need to get the metrics out there and, the last step, to deep dive the analytics, analysis and machine learning. We do believe that we need to go step by step in order to make a change. If we jump straight to the end and the data is not reliable, then it will not be possible to progress with the whole cultural change. However, at the same time as we were considering all that, the business’s management were asking for propositions for what value all this was bringing into the operation (figure 4) in terms of what we do; the business performance, streamlining the operation and making the business more efficient.

First, we want to report what happened and then we need to empower people to be able to analyze why it happened and we need to continue the monitoring. And, of course, at the end of the path is the prediction, what might happen? We felt that a lot of times, people wanted to jump to the prediction side really

We needed people to be trained and to tackle a learning curve; we needed to have monthly sessions between departments to break down silos; we needed to improve the data culture in the organization. To not be afraid of making decisions based on data and on analytics. At the same time, we see those roles in different departments in the commercial arena in terms of data and to be sharing their experiences: preferably, this push should be coming from the departments. We don’t really believe in having a Chief Data Officer role where all the data analytics comes from one department. What we see is that each department should take the data, analyze it and use that analysis to improve what they do. The data has to be close to the teams so that they can use it and analyze it. The question has to be, ‘how did we reach here?’ What was the trigger?
SPECIFIC CASE FOR FUEL MANAGEMENT — SKYBREATHE
In 2016, Cebu Pacific adopted SkyBreathe from OpenAirlines and we thought it was fantastic… the available data, the visibility for us; we’d never had that much visibility before. Then, as we started looking at the data more and more, we realized that this was just a small part of the picture, there is more that can be done, more data sources that could be merged with fuel. But how were we going to do it? Slowly we brought all this into the picture and now we had a bigger picture of what is available and possible plus, when we’d completed that, we realized that we were still just looking at a small part of the picture. It was just fuel and a small part of the Operations whereas we have much more data out there. There’s HR data, finance data, maintenance systems… there’s a lot of data available and if we only look at a small part of it, we won’t be able to get the whole picture; won’t be able to see what is really going on. So, we sat down and analyzed a path forward plus, obviously, there were learning points; things we could have done better or wished we could have understood better from the outset. One of those was the importance of having clean data. When we give data to the analyst that data has to be clean; we underestimated the complexity of data anthologies but working with OpenAirlines we learned how complex those anthologies can become, it’s not easy. We also realized the importance of a data ecosystem. It’s not only the fuel department that analyzes fuel but it’s all the things that go on around the department that the fuel department might need to calculate; whether the savings are there, whether more savings are possible, whether there are more opportunities. So we really needed to look at the bigger picture of these complex and multiple systems, running and working together in the operation. And a further important point is the need to empower staff: to train
an analyst on the tools, keep giving them training on how important this all is. The OpenAirlines system helps the end user to understand using the visualizations but with training they can better absorb the information. However, we don’t need specialized people to put that visualization together.
ENGAGEMENT OF SENIOR MANAGEMENT AND STAFF
How do we engage people? We can put everything together, we can have great analysts, great data engineers, we can have all the data sources in the company put together but the key is to engage the people in the business to go there, to use the data, analyze it to improve what they’re doing in their daily work. For users the system deployed has to be easy to understand, it has to be accurate and complete, and easy to access. Everybody nowadays has a tablet, has a cellphone so why can’t the data be made available there? It was very important for Cebu Pacific to be able to reach where the user is, i.e. not expect the user to come to us but, instead, we would go to them: the pilot fuel App or a simple App on the staff member’s cellphone or the tablet to make it more accessible. The way analysts do analytics has to be intuitive and it has to be easy to create content. Not everybody was born being a data analyst or educated to be able to program with Python so we needed to make it easy and accessible for most

people. The more people that are doing analytics, the bigger the data absorption in the system will be and the cultural change will be. Plus, of course, continuous training and continuous support should be provided from the organization. And, if we look at the management, they just want to see a quick visualization of performance and they also want to see that on their cellphones and on their tablets while they’re having a coffee in the morning. We also needed to deliver information to where the manager wants to see the information and we needed to consider which kind of information. Most importantly, it simply has to work. Every time the COO opens the App, he wants to see the financial performance: it’s got to be there. It also has to be reliable information that they can trust; a single source of truth for all the data they see. That’s what we learned through working with OpenAirlines and SkyBreathe and all these points are very important for fuel management but they have to be kept important as the business grows into a bigger data set and a bigger data culture type of management.
SUMMARY
The whole company-wide big data project took Cebu Pacific a couple of years to complete: we had to learn lessons, identify and tackle pain points and there were some important things that were highlighted in the process that we need to take with us into the future. Governance is very important, especially at the higher levels. Management and ‘C’ level executives want to see a high level of governance; they do not wish to see chaos in the airline because everybody is doing things differently; they need peace of mind about the way things are being done. Obviously, data quality has to be assured – sometimes the expertise might be in-house, sometimes not. In the Case of Cebu Pacific, all fuel data goes to OpenAirlines who provide it to the airline which then displays it on dashboards. We still use the tool for analytics and we still have analysts but want to display clean data for management which is what we get from OpenAirlines who know how to clean the data and know the anthologies on fuel. The organization itself has to make a change in a similar way to when we’re talking about EFB (where pilots made the change from paper-based to electronic-

based) which, culturally, was a challenge; we also have to start looking at the challenge that our staff faced when they move into a data culture based on making decisions having analyzed problems. That’s also a challenge and, from our point of view, first experiences are very important in life, so if you select a good provider, you do your first experience and it works well, it’s much easier to go to the next level and keep growing from there. So, we recommend to choose the first provider very well, in order to have a good first experience in data because that will drive how much your management will trust and how far you can reach in this cultural change.

OpenAirlines is an international software company based in Toulouse, with offices in Hong Kong, and Miami. It provides consulting and software solutions for airlines’ flight operations. Since 2006, OpenAirlines has been on a mission to help airlines save 2-5% of their fuel consumption with its innovative eco-flying solution SkyBreathe. The software uses Big Data algorithms and automatically analyses the large amount of available data in flight data recorders to assess flights’ efficiency. Today, 40 airlines all over the world use OpenAirlines’ software. In 2019, their customers saved more than 150 million USD and 590,000 tons of CO2.

DL: Initially, Logipad was developed upon a request of a customer. In 2002, the former airline LTU commissioned us to develop a system to synchronize Computer Based Training to laptop devices. We were asked to create a system with an automatic and manageable installation and synchronization process. Since then,

DL: Airline processes are subject to very high security standards, which are also important in the deployed software. The combination of high quality, security and compliance rules and the constant changes in IT technologies are the attraction of aircraft related software and a challenge that we can meet with Logipad. Another attraction of aircraft related software is to use is the requirement to bring together existing
information from various systems — such as Flight planning, Weather information, Maintenance — and to electronically map and automate the individual business processes of airlines. Not only the single sync button accesses all available data, also the universal search function scans all available documents. Numerous different file types are supported, and searched keywords are highlighted directly in the documents. All of this happens within seconds regardless of file size and data volume. Aircraft IT: What has been Logipad’s greatest business achievement to date, and why? DL: Today, Logipad has more than 10,000 users and a good three-digit number of aircrafts are equipped with Logipad. We have achieved this primarily through process automation and optimization helping customers

It is crucial to us that Logipad fits into our customers’ existing processes and optimizes them, not the other way around. This way the customer does not have to implement completely new processes in order to use Logipad. Existing applications and tools can be connected to or integrated into Logipad. Thus, Logipad brings up to 80% time saving, resource savings and a significant cost advantage due to two key factors (1) no redesign of key processes is necessary and (2) education costs are significantly reduced. Aircraft IT: In a sentence, how would you summarize what Logipad does for aviation customers? DL: Logipad is an EFB solution, which

he unsung hero of any fixed device based system used in the cockpit is a good and reliable mount. Without a safe and wellpositioned mount, a device will at best be awkward; at worst, a safety issue.
Using a fixed mount for a device in the cockpit
The first reason for using a fixed mount is that most if not all suction cups eventually dry up and fall off the window during flight. A fixed mount solution
The challenges when mounting an EFB or any device does not have that problem but provides an approved viewable stowage location for the EFB or PED. An FAA-certified mount fixture will have been evaluated for human factor considerations; plus a fixed EFB mount is not a temporary solution and can be adapted to changing device requirements. Avionics Support Group’s fixed mount or cfMount™ (Constant Friction Mount) provides an FAAapproved solution that can evolve with the airline’s EFB program.

The location also has to provide sufficient existing structure to attach the mounting device. Because the mounting solution is under an STC (Supplementary Type Certificate), regulatory compliance has to be accepted by the airworthiness authorities to approve the location of the mount. Concerning the operators, one of the challenges for them is to realize and see the value in a long-term solution vs a cheaper short-term alternative that requires replacement and is not FAA certified or approved.
The considerations for ensuring pilot visibility
Human factor compliance during certification ensures pilot visibility; this considers the field of view which is evaluated in accordance with CFR 14.25.771. It also takes into account the glare and light interference, this is easily accomplished with ASG

A case study for Southwest Airlines
Avionics Support Group (ASG) was contracted by Southwest Airlines to generate customized engineering data for the installation of the cfMount™ on a Boeing 737. Key requirements for this installation, as outlined by Southwest Airlines, were: • The installation must be able to be performed within less than two hours per window modification. • Installation kits must be identical for both the Captain and First Officer windows. • The Standard cfMount™ must be able to receive the quick release system that is integrated into the device cases used by the Pilots. Based on those requirements, the solutions were: • Although, in the past the installation kit required that the mechanic performing the modification would have to assemble all hardware, after a revision to the installation data, all structure parts are now shipped from Avionics Support Group (ASG) with preassembly hardware installed. • The installation of the cfMount™ on the Boeing 737 was designed so that the Captain and First Officer installations were mirror images of one another. To confirm that both installations were located in the same spot on both windows, a drill template was designed. The drill template fixes onto the existing chart holder mounting holes giving the mechanic the ability to drill both windows exactly the same. • The top plate of the Standard cfMount™ was modified to receive the quick release system of the Pivot case. The engineering data was customized to capture all the newly added revisions, and installation was performed. All key requirements were achieved and witnessed by both the project engineer and mechanic performing the installation. Southwest has now started successfully performing modifications of the Boeing 737 cfMount™ installation at their window shop.

The considerations and challenges for fixing and positioning mounts in different aircraft types
There are a few challenges to consider. These will include commonality in location and viewing angle, non-interference with pilot controls or egress, available cockpit space to install a fixed mount, multiple STC certifications across different aircraft types and designing a common installation to reduce installation time. Other engineering and use issues include making sure that the mount and device do not block or impede the existing window shade, the donning of the Oxygen mask or steering control.
The history of ASG and the Constant Friction Mount, including the granting of STC in 2005
In 2005, ASG had the opportunity to do the first Class 2 EFB STC on Miami Air’s Boeing 737 fleet: this took around 18 months since it was the first of type. ASG listened to the pilots on how they would use the EFB and their needs, from which we came up with the constant friction mount design. This design was so unique that it also received a US Patent and today it is used worldwide by many airlines. The design is very rugged and reliable and is also adaptable to many configurations.
In summary
Certified mounts provide assurance from the regulatory authorities that the fixed mount solution implemented will be accepted as a long term solution. Uncertified temporary solutions such as Sleeves and Suction Cups run the risk of non-compliance should the

regulatory authorities change their current position. This could significantly set back an operator’s future EFB program at the cost of money and, more importantly, time. There also several mounts and Cradles available that are plastic which could be using non-compliant materials, for example, plastics when burned can cause toxic fumes. Aircraft IT: Your name, your job title and the name of the business? Tom LaJoie: Tom LaJoie, President and CEO of eTT Aviation Aircraft IT: How did eTT Aviation get started? TLJ: I was a pilot for United Airlines in 2002 facing an impending furlough, due to the industry drawdown following 9/11, when I got the idea to build a better trip trading platform for United’s pilots. Aircraft IT: What is the guiding business principle that drives eTT Aviation? TLJ: We constantly innovate the tools that our customers use to run their flight operation with far less effort and cost than the competition and provide their crew members with a better work/life balance. The airline industry can be a grind for crew members, but it doesn’t have to be. We believe true dedication to constant innovation and a level of customer service that is unheard of in aviation helps our customers stand out as the best operators in the industry. Aircraft IT: What has been eTT Aviation’s greatest technical achievement to date, and why? TLJ: The greatest technical achievement has been creating an extremely fast rules engine capable of managing some of the most complicated rule sets in the world and also creating intuitive visual tools to alert schedulers when crew members are approaching the limits of those rulesets. Accurately tracking flight, duty and rest limits under all federal regulations is something few products can do. SkedFlex does that while also tracking an airline’s fleet and flight movements, managing crew training, tracking qualifications and currencies, accurately calculating crew pay, supporting complex line and preferential bidding modules, airport ground operations, and more. Aircraft IT: What has been eTT Aviation’s greatest business achievement to date, and why? TLJ: eTT Aviation bootstrapped itself into an industry dominated by a handful of multi-billion-dollar companies capable of automating and running complex air operations. SkedFlex is disrupting the air operations industry winning deal after deal by focusing on providing value to the customer with innovative software that is affordably priced and supported at a level that continues to exceed customer’s expectations. Aircraft IT: What have been eTT Aviation’s disappointments and what have you learned from them? TLJ: The biggest disappointment has been losing deals in the past because at the time, our company size was a concern. After years of solid growth, our size is much less a factor now; but many years ago, it was painful to see an airline chose a competitor’s older, poorly supported technology simply because they were the ‘safe’ choice. This has taught us that ‘size matters’ of course, but we’ve also learned that perseverance matters. Customers now see eTT Aviation as the safe choice to run their airline operation, and that is very gratifying. Aircraft IT: In a sentence, how would you summarize what eTT Aviation does for aviation customers? TLJ: We provide airlines the tools to ensure that their aircrew fly safely adhering

TLJ: In 2019, we acquired a well-respected ERP product called the Management Information System for Aviation (MISA) and integrated with our SkedFlex Air Operation Suite. MISA offers aviation companies the ability to manage accounting, purchasing, inventory, maintenance recording and forecasting, aircraft records, human resources and payroll in a single system. MISA has acted as the backbone of many aviation companies for two decades and this year, we are modernizing MISA with an entirely new look and feel to ensure our customers have the most innovative tools to run their back-office operations efficiently. Aircraft IT: What will be the next big thing in Aviation IT? TLJ: Support for the new Canadian Aviation Regulations (CARs) is under development now and will be available before they take effect in Dec 2020. This ruleset is complex compared to the current CARs, so airlines that were previously able to operate without an automated tracking system will no longer be able to do so. Aircraft IT: What do you want your customers to say about eTT Aviation? TLJ: That we consistently exceed their expectations by providing a valuable product with incredible customer service. We believe they would also say that we are nimble and responsive to their requests for enhancements necessary to keep them in front of their competition.
