eople will say to me: ‘Latinos don’t vote,’” said Quiñones-Sánchez. “And I try to explain to them that it’s because they don’t see a value in their vote because they’ve experienced all of this corruption.” This is how Councilwoman María Quiñones-Sánchez refers to what is happening in Philadelphia City Hall. In the aftermath of trial against John ‘Johnny Doc’ Dougherty, former IBEW Local 98 leader, and Councilmember Bobby Henon, Quiñones-Sánchez was one of the few people to say anything about change. She took no issue to speak about the need to change the way business is done at City Hall. Once accusations for federal corruption became public last November, she called on Henon to resign from Council, something that has not happened. He will most likely stay in the legislative body until February 22 until his sentencing. About Henon, who is in his third term and has been in Council for 10 years, this issue explains the procedure to decide who will replace him. According to law, the council president must issue a writ of elections that must take place in no less than 30 days later. Also, Democrats and Republicans will choose their candidates for District 6. On the Democrats side it has been speculated that Michael Driscoll could be one of them. There are not any names on the Republican side, but if they won, it would be the first time since 1963. Also in this issue, details on the relationship between the Mexican actress Kate del Castillo and drug trafficker Joaquín ‘El Chapo’ Guzmán, whose sentence to life was recently affirmed by the 2nd U.S. Circuit Court of Appeals in Manhattan. z

Así se refiere al concejal María Quiñones-Sánchez a lo que ocurre en la Alcaldía de Filadelfia. En la etapa que siguió al juicio contra John ‘Johnny Doc’ Dougherty, exlíder de IBEW Local 98, y el concejal Bobby Henon, Quiñones-Sánchez fue una de las pocas personas que se expresó a favor del cambio. No tuvo reparos en manifestar la necesidad de modificar la manera en la que se hacen negocios en la Alcaldía. Una vez conocidas las acusaciones por cargos de corrupción federal, en noviembre pasado, ella propuso que Henon renunciara al Concejo, algo que no ha ocurrido. Seguramente estará en el cuerpo legislativo hasta el 22 de febrero cuando se conozca la sentencia. A propósito de Henon, quien adelanta su tercer periodo y cumple 10 años en el Concejo, en esta edición se plantea el procedimiento para decidir quién lo reemplaza. De acuerdo con las normas, el Presidente del Concejo debe emitir una orden judicial para realizar las elecciones en al menos 30 días. Además, demócratas y republicanos deberán escoger sus candidatos para el Distrito 6. Precisamente, por el lado demócrata se ha dicho que podría ser Michael Driscoll. En el lado republicano, no se especula sobre algún nombre, pero de ganar sería la primera vez desde 1963. Por otra parte, en esta edición también encontrarán detalles de la relación de la actriz mexicana Kate del Castillo y el narcotraficante Joaquín ‘El Chapo’ Guzmán, a quien recientemente la Corte de Apelaciones del Segundo Circuito de Estados Unidos de Manhattan le confirmó la condena a cadena perpetua.z

She finds strength in the diverse representation and leadership on the Community Development Advisory Board. Since becoming chairwoman of the US Department of the Treasury’s Community Development Financial Institutions (CDFI) Fund on Dec. 8, Bilonick feels honored and excited to lead. “It is a total honor to be involved at this level in work I’ve been doing for my entire career. So, I felt really good at representing my organization, my experience, and myself at the table,” Bilonick told AL DÍA. She hopes to hold larger discussions surrounding COVID’s impact on CDFIs nationwide, and wants to improve the process for how institutions become verified.

Prior to filling the chair, CDFI Fund director Jodie Harris had first approached Bilonick about her nomination by President Joe Biden to be appointed to the advisory board. Bilonick said the official appointment came to her surprise when she saw her name published on the White House website. Her role as advisory board chairwoman carries much significance in the fund’s history. After being unanimously elected by her peers, Bilonick became only the second woman to hold the position, and the first Latino person. She believes her “double-hat perspective” offers a lot on the board. “I feel that what I will bring to the table is a sensitivity to, not just to our [Latino] community, but everyone who is at

W
hen he was first convicted of federal corruption charges back in November 2021, Philadelphia District 6 Councilmember Bobby Henon said he would not resign from his post on the city’s legislative body until it was legally necessary on the date of his sentencing hearing of Feb. 22, 2022. He held strong on that position until the first City Council meeting of 2022 on Jan. 20. That morning, before council convened at 10 a.m., his office released a statement announcing Henon’s immediate resignation from his post. In the announcement, Henon thanked his constituents in District 6 (which encompasses parts of Northeast Philly like Bridesburg, Tacony, and Holmesburg) for allowing him to serve them “for the past 10 years.” Henon won reelection to his third term in office in 2019. With him now gone, the questions are now how will he be replaced and who could fill his shoes? For the time being, Henon’s staff will still be operating out of his district office in Tacony with oversight being provided

ENGLISH by Council President Darrell Clarke. The office will operate in this fashion until a successor is elected. To do so also requires Clarke’s involvement. Per the city’s home rule charter, the council president must issue a writ of elections — basically a legal command for an election to take place. After the writ is issued, the special election must take place no less than 30 days later. Clarke has yet to set a date for an election, but once that is done, it falls to the Democratic and Republican ward leaders in Henon’s former district to select the candidates that will face off. There are seven wards that encompass District 6, and while the leaders have yet to publicly announce any candidates, a name that has risen to the top of early speculations is State Rep. Michael Driscoll.
WHO IS MICHAEL DRISCOLL?
Driscoll is a lawmaker with seven years of experience in Harrisburg representing District 173, which encompasses

En el comunicado, Henon agradeció a sus electores del Distrito 6, el cual abarca partes del noreste de Fili como Bridesburg, Tacony, y Holmesburg, por permitirle servirles “los últimos 10 años”. Después de que se expida, las elecciones especiales deben realizarse en un plazo no menor de 30 días después. Clarke debe aún concretar la fecha para estas elecciones. Una vez se haga, queda a criterio de los líderes demócratas y republicanos de la subdivión, en el antes distrito de Henon, seleccionar los candidatos que se enfrentarán. Hay diez subdivisiones que conforman el Distrito 6; y si bien los líderes no han hecho público quienes son los candidatos, un nombre que ha llegado a ser el primero en la lista de especulaciones es el diputado Michael Driscoll.

When asked about Driscoll’s candidacy for the council seat, the Democratic leader of the 54th Ward and former City Controller Alan Butkovitz said any other candidate vying for the party’s nomina-

The conflict with Ukraine is all across media schedules and their editorials. Clarín, published on Jan. 28 a comment by Marcelo Cantelmi, who notes “adrift tension with Ukraine is growing in a threatening way, because there is not a balance to be attained or built.” He is referring to the world order during the Cold War. “It is incredible to see Moscow say that it does not have intensions to invade Ukraine for powerful reasons (…).One thing is certain, neither Joe Biden nor Vladimir Putin will get an even score in this disagreement. Only may the intervention of a third party who “betrays” both sides (particularly one of them) create a bridge whose stability will only be confirmed by time. That is what some key European powers insist on. The whole Post-Cold War geopolitical world order is set for debate in light of this conflict. It uncovers a world in which the USA is no longer to manage the global agenda. ‘WHY RUSSIA?’
Spanish sociologist, professor and former minister, Manuel Castells, commented on Russian president Vladimir Putin’s motivation behind the Ukraine conflict is partly “recuperating the national pride trampled after the Soviet transition. It was hard to go from being an empire to being a trampled nation controlled by oligarchy that dreams of living in London.” Castells points out that “Putin took his time to consolidate the new Russian State by subordinating oligarchy, reforming the economy, establishing misinformation networks and reinforcing its military power. Later; having a weak internal political opposition, he would gradually restore the scope of Russian influence, in Europe and in Central Asia (…) Putin would see Ukraine entry in NATO as an aggression.” He explains what could happen: “Europe, Germany and Ukraine in particular, depend greatly on Russian gas, and renewable energies will take some time before they are a suitable alternative. If it lost that market, it would have another important market in China. Previous economic sanctions barely created a problem in Russia. Harder sanctions would considerably hurt the global economy, especially if they extend to the financial system, which is interdependent. However, Biden needs to show toughness, after Afghanistan disaster, and also for internal politics. Backed by this “species”, Joe Biden’s administration has threatened the Kremlin repeatedly with hard economic sanctions if it violates its neighbor’s territory.” It then questions the intentions of Vladimir Putin. “Considering the bombarding of misinformation that the global society has been exposed to on this issue, it is necessary to reiterate that the intended Russian aggression does not have any grounding on how the situation has evolved in that region. n the immediate aftermath of the guilty verdicts handed down in the trial against former IBEW Local 98 leader John ‘Johnny Doc’ Dougherty and Councilmember Bobby Henon, there was a deafening silence from just about everyone in City Hall. In the game of Philly politics, that wasn’t all that surprising. With Dougherty at the top, Local 98 was the preeminent power broker in the city, donating millions of dollars every election season to candidates running for municipal and statewide office. Councilmember María QuiñonesSánchez is one of the few to still hold office that often found herself on the other end of that money. “I don’t want to separate the fact that this particular union has invest-

they don’t see a value in their vote because they’ve experienced all of this corruption.” The word she used to sum it up was “apathy.” Apathy at the corruption, but also at a government that never seems to work for them, given the district also remains one of the most disinvested in the city. The combination makes it difficult for Quiñones-Sánchez to convince her constituents otherwise. “I think that, unlike any other part of the city, in my district… it’s a hurdle that I face every single day,” she said. “So for me, this kind of activity, I take it very personal.” When the indictments were first revealed against Dougherty and Henon, Quiñones-Sánchez also sat alone in calling on Henon to resign from council. Those calls remain unanswered, as Henon has kept his spot on the legislative body despite the conviction, and is legally allowed to stay in power until his sentencing scheduled for Feb. 22.
ed more money than anybody else in trying to make sure that I don’t win re-election,” she said in a recent interview with AL DÍA. “And we’ve beat them four times over.” It’s part of the reason why Quiñones-Sánchez took no issue in the aftermath of Dougherty and Henon’s convictions to speak out about the need to change the way business gets done at City Hall. Beyond Rep. Jared Solomon at the state level in Harrisburg, she remains the only public official in Philly to say anything. But to frame Quiñones-Sánchez’s public response to the corruption as solely an attempted one-up of political rivals is only part of the story.
WHY LATINOS DON’T VOTE IN PHILLY
For her, the reality of corruption in Philadelphia government is something she dealt with way before deciding to run for office. As a lifelong resident of her district, Quiñones-Sánchez has seen firsthand the depths of political rot that can be reached. Take her predecessor in District 7 on City Council. Councilman Richard Mariano, backed by Johnny Doc’s IBEW Local 98, repped the district for 10 years between 1996 and 2006 before a bribery conviction sent him to jail for five years. Twenty years before Mariano, when Quiñones-Sánchez was a teenager, District 7’s Councilman Harry Jannotti was one of three members of Philadelphia City Council convicted of accepting a bribe, extortion and conspiracy as part of Abscam. The FBI sting operation on public corruption also brought down a number of federal elected officials and marked the first time members of Congress were caught on tape accepting bribes. At the state level, residents in parts of the district have also seen recent representatives like Leslie Acosta go down for conspiracy to commit money laundering and senators like Vince Fumo convicted of a total of 137 corruption charges. It’s been a constant for the predominantly Latino district that consistently posts the lowest turnout of any district come election time. “People will say to me: ‘Latinos don’t vote,’” said Quiñones-Sánchez. “And I try to explain to them that it’s because

The union pay was what jurors determined Johnny Doc used to essentially buy Henon’s vote and control of his spot on city council. Quiñones-Sánchez’s new bill, which was introduced on Dec. 16, 2021, puts a cap on what members of city council can make from side jobs at $25,000. That is a total amount of all side jobs an individual holds combined, not per gig. In public appearances around the issue prior to introducing the bill, Quiñones-Sánchez seemed to fall more in line with the goal of banning all outside employment for councilmembers, but shows a level of compromise with the $25,000 cap. “Anybody who serves in city council who says they have the time to do something else is not serving their constituents,” she said at the unveiling of her and Rep. Jared Solomon’s People Over Politics Petition on transparency in campaign financing on Nov. 29. When talking to AL DÍA, Quiñones-Sánchez clarified that for her, city council is “more than a full-time job” representing some of the most challenged areas of Philadelphia, but did point to some side gigs that do further benefit the work done by city council, such as speaking engagements or taking an adjunct professorship. These roles, she said, are “helpful to expanding in the worldview that people have of council, and the work that we do, the policy work that we’ve done.” “Teaching at a college or doing educational work is very different than some of council who are having to be on the council floor and abstain because there’s a potential conflict of interest,” said Quiñones-Sánchez.
EXPANDING CONFLICTS OF INTEREST
Speaking of conflicts of interest, the bill also demands more transparency when a councilmember could benefit financially from legislation being considered. As it stands now, if a bill financially benefits a wide range of people in addition to the councilmember, a conflict of interest is averted. In Quiñones-Sánchez’s bill, a wide range of financial beneficiaries does not mean a conflict of interest doesn’t exist. The goal of the bill beyond limiting outside income is to increase transparency. FEBRUARY 2 - 9, 2022
“I think the best we can do is ask people to disclose,” said Quiñones-Sánchez. “And then the voters have to make a choice about whether they want to continue to vote for someone that continuously has to abstain based on some of the conversations that are happening.” For that same reason, she said she has not received much pushback from her city council colleagues on the bill despite their ongoing silence, which Quiñones-Sánchez also said she expects to change as the bill gets some committee hearings. As for why she still finds herself as the only one speaking up now, the longtime member of city council referred to the lesson that’s taken the hardest for her to learn as part of the legislative body. “People really do get elected by the constituencies they represent… they are respectful and loyal to the people who have been supportive of them,” said Quiñones-Sánchez. It sounds like a really nice way to frame a dynamic where big money organizations like Local 98 can reign supreme, but she also said there needs to be some nuance to the approach. “I think it’s okay for folks to say: ‘I’m aligned with Local 98 for everything they stand for, everybody knows they take care of their members, but at the same time, this kind of work crosses the line,’” said Quiñones-Sánchez, referring to the Johnny Doc case. “I think people need to find comfort in getting to that space.”

Regardless of public officials’ interest in speaking about corruption in Philly government, the fact is, there is a mayoral election coming in 2023 where questions about the Johnny Doc verdict will be one every viable candidate will have to have answers for.
As for Quiñones-Sánchez’s potential run, it’s still just that on paper. She told AL DÍA that she’s “listening and talking to folks,” and “definitely” sees 2023 as a year of the woman. Philadelphia has had 99 mayors in its history, all of which have been men. “Definitely see highly-qualified women, and I want to remain in that mix,” said Quiñones-Sánchez of those being speculated to run. “But when I look at the field of who is aspiring and given my body of work, I absolutely see myself in the top two of that.” z

PEOPLE OVER POLITICS
Beyond the bill, she’s also pushing for more transparency around campaign finance through the People Over Politics Petition alongside PA Rep. Jared Solomon. Its goal is to host a series of discussions in neighborhoods around the city to talk about campaign finance and begin to push the idea of the public finance of elections. Quiñones-Sánchez supported fellow Councilmember Derek Green in his push for public financing before the pandemic, and now she’s bringing it back. “I think it’s an opportunity to have that conversation and try to get more input from residents about their willingness to do that,” she said. In short, public financing would use tax dollars to fund candidates’ primary and general election campaigns. When Green was pushing it in 2019, the city

Como residente de su distrito, Quiñones-Sánchez ha visto de primera mano el nivel de descomposición política al que se puede llegar. Pensemos en su predecesor del Distrito 7 del Concejo de la Ciudad. El concejal Richard Mariano, que tuvo el respaldo de IBEW Local 98 liderado por Johnny Doc, representó al distrito por 10 años (19962006), antes de que una sentencia por soborno lo enviara a la cárcel por 5 años. Veinticinco años antes que Mariano, cuando Quiñones-Sánchez era una adolescente, Harry Jannotti, concejal del Distrito 7, fue uno de los tres miembros del Concejo de la Ciudad de Filadelfia en ser condenados por aceptar sobornos, extorsión y conspiración, como resultado de la operación Abscam. Estos factores forman una combinación que le dificulta a Quiñones-Sánchez convencer de lo contrario a su electorado. “Creo que a diferencia de cualquier otra parte de la ciudad, en mi distrito es un obstáculo que debo saltar todos los días”, dijo. “Así que me tomo esta actividad de manera muy personal”, señaló. La primera vez que se revelaron estas acusaciones contra Dougherty y Henon, Quiñones-Sánchez tampoco encontró eco al proponer que Henon renunciara al Concejo. Sin embargo, Quiñones-Sánchez también se ha concentrado, desde el punto de vista legislativo, en el tema central del juicio de Henon y Johnny Doc: los $70.000 al año que Henon cobraba por un puesto que mantuvo en el sindicato al mismo tiempo que se le pagaba una cantidad de 6 cifras como miembro del Concejo de la Ciudad. El pago del sindicato era lo que el jurado determinó que Johnny Doc usaba esencialmente para comprar el voto de Henon y controlar su puesto en el Concejo de la ciudad. El nuevo proyecto de ley de Quiñones-Sánchez, que fue presentado el 16 de diciembre de 2021, pone un tope de $25.000 a lo que pueden ganar los miembros del concejo de la ciudad por trabajos adicionales. Al hablar con AL DÍA, Quiñones-Sánchez aclaró que representar a las áreas con más retos de Filadelfia en el Concejo de la ciudad es “más que un trabajo a tiempo completo”, pero señaló otros adicionales que sí contribuyen con el que hace el Concejo de la ciudad, como dar conferencias o trabajar como catedrático adjunto. Estos, dijo, son “útiles para ampliar la visión que las personas tienen acerca del Concejo, del trabajo que hacemos y del que hemos hecho en cuanto a políticas”. “Enseñar en un college o trabajar en educación es muy diferente a lo que hacen algunas de las personas que están en el piso del Concejo, pero deben abstenerse de participar porque hay un conflicto potencial de intereses”, dijo Quiñones-Sánchez.
AL FONDO DE LOS CONFLICTOS DE INTERÉS
Hablando de conflictos de interés, el proyecto además exige más transparencia cuando el concejal se pudiera beneficiar económicamente de la legislación que se entre a considerar. Como se plantea en este momento, si una ley beneficia económicamente a un grupo amplio de personas, además del concejal, se advierte un conflicto de interés. En el proyecto de ley de Quiñones-Sánchez, un amplio grupo de beneficiarios no implica que no exista conflicto de interés. La meta del proyecto de ley, más que limitar los ingresos de fuentes externas, es aumentar la transparencia. “Creo que lo mejor que podemos hacer es pedir que se revele más”, dijo Quiñones-Sánchez. “Así los votantes tendrían que tomar la decisión de si quieren de cualquier manera votar por una persona que se tiene que abstener continuamente en las discusiones”.

Con este argumento en mente, dijo que no ha visto mucha oposición de parte de sus colegas del Concejo, a pesar de su constante silencio; lo que Quiñones-Sánchez espera que cambie cuando el proyecto entre a audiencias del comité. Con respecto a porqué aún es la única que se atreve a expresar estos puntos de vista, se refirió a la lección que más le ha costado aprender como parte del órgano legislativo. “Los concejales sí son elegidos por los electores a los que representan… son respetuosos y leales con las personas que los han apoyado”, dijo Quiñones-Sánchez. Esta pareciera ser una manera muy agradable de explicar una dinámica donde las organizaciones con mucho dinero, como Local 98, llegan a ser los reyes supremos, pero luego agregó un matiz diferente a este enfoque. “Me parece que las personas deberían decir: ‘Concuerdo con los principios de Local 98, todos saben que ellos se interesan por cuidar a sus miembros, pero al mismo tiempo, hay cosas que se pasan del límite’”, dijo Quiñones-Sánchez, al referirse al caso de Johnny Doc. “Creo que las personas deben acostumbrarse a ver las cosas de esa manera”.
PERSONAS PRIMERO QUE POLÍTICA
Además del proyecto de ley, también está trabajando por la transparencia en la financiación de campañas con la petición
People Over Politics, junto con Jared Solomon, representante de Filadelfia. Su meta es llevar a cabo discusiones en vecindarios de toda la ciudad acerca de la financiación de campañas y empezar a promover la idea de la financiación pública para las elecciones. Quiñones-Sánchez dio su apoyo a su colega el concejal Derek Green para impulsar la financiación pública antes de la pandemia y ahora lo pone de nuevo sobre la mesa. “Creo que es una oportunidad para discutir el tema e intentar obtener más información de los residentes acerca de si estarían dispuestos a eso” dijo. his story’s first episode was ten years ago. The Mexican actress Kate del Castillo had just finished the shooting of her successful soap opera La Reina del Sur [Queen of the South]. After some days off, she decided to write an open letter on Twitter, which became viral in just a few hours. “The Queen of the South” said in her extensive tweet “Today, I believe more in El Chapo Guzmán than in governments that hide truths from me.” A decade later, the story is coming back to the headlines for different reasons. One of them is a sentence to life was confirmed for Joaquín Guzmán Loera, alias “El Chapo” in the United States; another reason is Kate del Castillo will be shooting the second part of La Reina del Sur. The most thrilling part is that new details came to the surface on the legal investigation by the Mexican criminal justice on the actress between 2015 and 2017, due to her approach to El Chapo. The Attorney General’s Office insisted that the actress had created a criminal bond with the drug lord. She was investigated for money laundering and organized crime, as she allegedly had received money from the Sinaloa Cartel to finance a movie about El Chapo and his tequila business. Neither could be confirmed, nor her involvement in covering for the drug trafficker so that he could remain in hiding for months. El Chapo first approached the actress in 2014. At the time, the drug dealer was serving a sentence for drug trafficking in a Mexican prison. The thing was simple, her tweet was running through his head, and he decided to give her the rights of his life story. Their exchanges were through notes that their lawyers gave them, and text messages on a cell phone given to her exclusively to talk to him. The Project would have been successful, but months later after their first encounter, he escaped once again from jail in a movielike way. Two months later, he contacted her again, from underground. Later came their encounter; the secret trip, the meeting somewhere in Mexico with the most searched man in the world was captured in a picture of El Chapo, Kate

sta historia tuvo su primer capítulo hace diez años. La actriz mexicana Kate del Castillo, acababa de terminar de grabar la exitosa novela La Reina del Sur. Después de unos días de vacaciones decidió escribir una carta abierta a través de twitter que se volvió viral en cuestión de horas. En su extenso trino, “La Reina del Sur” decía “Hoy creo más en El Chapo Guzmán que en los gobiernos que me ocultan verdades”. Una década después la historia vuelve a estar en primera plana por varias razones. Por un lado, se confirmó la cadena perpetua para Joaquín Guzmán Loera, alias “El Chapo” en Estados Unidos; además Kate del Castillo grabará la segunda parte de la Reina del Sur, pero lo más llamativo es que se conocieron los detalles de la investigación de la justicia mexicana a la actriz entre 2015 y 2017 a raíz de sus acercamientos con el Chapo. La Procuraduría General mexicana insistió que la actriz había formado un vínculo criminal con el capo, la investigaron por lavado de dinero y delincuencia organizada, pues se asumía que había recibido y que dinero del Cartel de Sinaloa para financiar la película sobre El Chapo y su negocio de tequila. Ninguna de las dos cosas pudieron ser comprobadas, como tampoco su participación en el encubrimiento del narco para que pudiera permanecer en la clandestinidad durante meses. En 2014 el Chapo hizo el primer contacto con la actriz. En ese momento el narcotraficante estaba cumpliendo su condena por narcotráfico en una cárcel de México. El asunto era simple, a él le había quedado sonando su trino y había decidido darle a ella los derechos sobre la historia de su vida. En ese punto la conversación entre los dos era a través de notas que le daban sus abogados y mensajes de texto de un celular que le dieron exclusivamente para hablar con él. El proyecto habría sido exitoso de no ser porque meses después de ese primer encuentro, él escapó de la cárcel, una vez más, de modo cinematográfico. They found out about their meeting through El Chapo’s lawyers. Investigators were at the hotel where the actress, Penn and two other producers for the project came out to their meeting with him in October of 2015. When the drug lord was captured again, Jan. 9, 2016, they project went under because it came to be known that the meeting with producers and actors for the movie was precisely what tipped the authorities off on his whereabouts. It was just a matter of time to know the names of such actors and producers, and then followed articles of Sean Penn in Rolling Stone, Kate del Castillo in Mexican magazine Proceso, and Netflix documentary, “The day I met El Chapo.” Accusations between Penn and Del Castillo for “betraying” trust and the Project came back and forth, while Mexican justice insisted on investigating the actress, which for many was a chase with no valid argument that kept her away from her country for several years. According to one of the judges that handled the case; not having concrete legal evidence, the Prosecutor’s Office leaked information to the press that connected El Chapo and the actress as “a way to penalize her disproportionately.” According to journalist Alan Feuer, author of “El Jefe: The stalking of El Chapo Guzmán,” even today, the drug lord keeps on trying to sell his movie “I cannot say how I know, but he was absolutely looking forward to making this movie to this day,” said Feuer in 2020. Today, a conviction to life is one more episode of the movie-like story of Sinaloa Cartel’s drug lord. Some more years will pass until the movie finally becomes a reality. z

En medio de acusaciones entre Penn y Del Castillo por haber “traicionado” la confianza y el proyecto, la justicia mexicana insistía en investigar a la actriz, en lo que para muchos terminó siendo una persecución sin argumento y que la mantuvo alejada de su país por varios años. Para uno de los jueces que tuvo el caso, la Procuraduría filtraba a la prensa la información que relacionaba a la actriz con el Chapo como “una forma de penalizarla desproporcionadamente” ante la falta de evidencia legal contundente. Según el periodista Alan Feuer, autor del libro, “El Jefe: The stalking of El Chapo Guzmán”, aún hoy, el capo sigue buscando vender su película “No puedo decir exactamente cómo lo sé, pero él está buscando absolutamente hacer la película hasta el día de hoy”, dijo Feuer en 2020. Hoy, con una condena a cadena perpetua confirmada se suma un capítulo más a la cinematográfica historia del capo del Cartel de Sinaloa. However, long-term and future financial goals can only be achieved if we make smart short-term financial decisions now. A recent WSFS Bank Money Trends study found that 54% of Greater Philadelphia and Delaware region consumers are concerned about their financial goals, reflecting the increased importance of budgeting during periods of uncertainty. With this level of uncertainty, WSFS provides three important tips that can lead to financial stability, and ultimately, success: • Evaluate Your Current Finances: When looking ahead financially, it is important to be aware of your present financial situation. Setting up online or mobile banking can be a good way to manage your finances and determine cost savings. • Account for the Changing Financial Environment: The same WSFS study found that 41% of regional respondents are spending more now than earlier in the pandemic, but rising prices are holding 24% of them back from making large purchases or buying other products they would normally purchase. As inflation has reached a nearly 40-year high, carefully choosing where you do your shopping and hunting for bargains are good options to consider. • Set Goals and Plan for the Future: Once you are sure of what your current finances are, setting both short-term and long-term goals
ENGLISH are paramount. Opening an IRA or money market can be a good investment to maximize your savings and pay contributions. While these tips can lead to financial stability and success, it’s the short-term goals that can have the bigger impact. WSFS has also provided three important short-term goals that can pay huge dividends in the long-term: • Build Your Emergency Fund: Scheduling an automatic contribution to your savings account bi-weekly, or monthly, can create a “cash cushion” within a few months. By doing so, if you are faced with an unexpected emergency, you can avoid taking money out of your retirement savings or taking on a high interest credit card. • Pay Down Debt: Whether it’s student loans, mortgage or other means, most people have some sort of debt. However, the amount you borrow can differ from the amount you pay, depending on the interest rate. The ideal scenario is to pay off debt at the end of each month, but if you can’t, then focus on the higher interest debt first, then work your way down. • Save for a Down Payment or Other Large Expense: Buying a house, for example, is one of the largest purchases one will make in their lives. Paying attention to the market can go a long way toward determining how large a down payment you make and how much debt you will be in long-term. To make the best and smartest decisions on how to manage your finances, it is important to educate yourself on your current personal situation, market trends, how to effectively budget your money, and be able to make both shortterm and long-term plans. z

She commented how refreshing it was to see this level of representation at the CDFI Fund, compared to other institutions across the country. Bilonick said her experience largely covers urban settings in places like New York and Washington, D.C., where she has worked. Her roots in community leadership extends from supporting small businesses impacted by 9/11, to aiding those heavily impacted by COVID-19.

As the current president and CEO of the National Association for Latino Community Asset Builders (NALCAB), Bilonick said she now has a “bird’s-eye view” for what occurs in communities across the nation.

“I have a grounding in what it is to deliver this work, but at the same time I now have input from a lot of other people already doing the work in any kind of community,” she said. NALCAB provides a particular focus on economic mobility for Latinos. With international experience and leadership in America, Bilonick sees connections in her work between Latin American communities in need of economic support and communities here. “My grounding in microfinance is from legends in the field, and I really got to see it in action in communities in Latin America that are not too different from communities that I lived in like NY, or D.C.,” she said. Bilonick is expected to serve a fouryear term as chairwoman on the advisory board. Within those four years, her end goal is to leave behind a legacy of moving CDFI priorities forward. z

hirteen years have passed since the Royal Spanish Academy (RAE) and the North American Academy of the Spanish Language guage (ANLE) gave an extraordinary gift to Spanish-speakers in the United States. But the US Spanish-language media have unashamedly ignored the gift until today. Due to an urgent consultation with the U.S. government in 2009, both academies authorized the Spanish cognates of "billion" and "trillion" in English applied in the United States Spanish language. Since then, "billón" in Spanish shall be the unit followed by nine zeros and "trillón" as the unit followed by twelve zeros. In the 2012 Fall, almost a decade ago, the Dictionary of the Spanish Language (DLA) confirmed in its lexicon the two entries for "billón" and "trillón." The Academy's announcement coincided with incorporating the word "estadounidismo" into its dictionary, thus recognizing that U.S. Spanish has its own identity at the same level as other Spanish-speaking countries. However, the mainstream Spanish-language media has been mute about the efforts of the North American Academy of the Spanish Language to represent its constituents. Even I have seen and heard my dear colleague, Jorge Ramos, from Univision, confusing "estadounidismos" with Spanglish: A gross mistake. In 2020, the Research Institute of United States Spanish (RIUSS) called on the country's Spanish-speaking media to follow the recommendations from the academies to use the terms regarding the translations of "billion" and "trillion." RIUSS argued that those terms were prominent in the government's economic relief messages to taxpayers due to the Covid-19 pandemic. The communication from RIUSS attached examples of the terminology used in some Spanish-speaking media that ignore or are unaware of the RAE, ANLE, and the government's own standard for U.S. Spanish, including excerpts and videos from Telemundo, Univision, La Opinión, El Diario NY, El Nuevo Herald, y Chicago Tribune en español.

Instead, to convert millions of millions to billions and billions to trillions, the Spanish-language media shall follow the original figure in English. "Biden details 2 trillion dollars plan to rebuild infrastructure and reshape the economy." RIUSS noted that "the (academies) standard was registered and published on digital.gov, a U.S. government website focused on improving online information services in Spanish." "However, translations for the Spanish-speaking audience in the United States today still respond to linguistic approaches of the international Hispanic standard, at the expense of the reality of the Spanish-language in this country." Leticia Molinero, an ex-member of the North American Academy of the Spanish Language and founder of RIUSS, has said that English is a factor of unity of the U.S. Spanish language. An example is "aplicación" from the English word "application" as a form filled out with personal data to obtain a job or a service. Hispanics from New York, Miami, Los Angeles, Chicago, Houston, or Seattle always request, fill out and complete an "aplicación" and "aplican" for a job. Laura Godfrey from the mentioned official U.S. portal government in Spanish has written: "GobiernoUSA.gov and the North American Academy of the Spanish Language have joined forces with one common goal: To improve Spanish language communications in the United States." It is time for the U.S. Spanish-language media to represent its audience and learn from the academic Manuel Seco's "Essential Grammar of the Spanish Language." "The language belongs to the community that speaks it, and it is what this community accepts that really "exists," and it is what use takes for good that is the only thing that ultimately "is correct." z

Pero los medios en español de Estados Unidos han ignorado descaradamente el regalo hasta el día de hoy. Debido a una consulta urgente con el gobierno de los Estados Unidos en 2009, ambas academias autorizaron los cognados en español de “billion” y “trillion” en inglés para ser aplicados en el español de Estados Unidos. Desde entonces, “billón” en español debe ser la unidad seguida de nueve ceros y “trillón” la unidad seguida de doce ceros.
