From the Publisher July is hot! As much as I would love it, I just can’t stay at the beach all the time, with the wind blowing my hair and my toes in the sand at the edge of the water. I’ve tried, but somehow I always end up coming home. If I could just talk Mike into buying me a house on the beach where he and the dogs could go, too. If any of you know Mike, you know I am hallucinating because he hates the beach almost as much as I love it! But the dogs would love it! So it’s back to the reality of the heat that is in northeast Texas. I truly love my home. My family is here. My friends are here. My home is where my heart is – right here in northeast Texas. Even with the heat. And it is always good to be home with those who care about me. One great thing about Northeast Texas is the food! We have highlighted so many restaurants this month – they are amazing and you should definitely take the time to try them! You will enjoy your time spent with family and friends! Our focus this month is not only food, but those who serve in a different capacity – to serve and protect our community. I have learned a lot about police and how they are treated since my son-in-law chose last year to go to state trooper academy. Although he was sent home injured, his heart stayed with what he had wanted to do his whole life – become a police officer. This year he made the choice to attend police academy here locally. I am so proud of how well he has done and the man he has become. He will be graduating from academy mid-July and will be going to work for a local police department the next week. He is so excited to start his career. Now, my daughter, who runs our firearms store, has also expressed an interest in becoming a police officer. I am somewhat torn over her decision, but I trust that God is in control and will take care of her whatever her choices. It was only natural that we would choose to highlight public servants this month. Those who serve us do so much to keep us safe. They are there when we call, accepting what danger there is. I believe God has a plan for everyone. When you are called to be a police officer, you never expect to see or hear the things you do, but there are so many bad things out there. These officers are what is between the bad and the good. They put their lives on the line every day when they leave their homes to go protect and serve. We totally support them and hope you do, too. Law enforcement is a calling because you leave the ones you love to protect people you don’t know. It takes a special person to put his own life on the line for someone who they don’t know.

J

onathan Matlock (known to most as simply ‘Matlock’) could have had a different life. Though today he is a well-respected Bowie County Sheriff’s Deputy, Matlock’s choices may have taken him down a different path without the help of teachers, family members, and mentors. As a kid growing up in New Town, a neighborhood in Texarkana, Matlock was exposed to addiction and violence at a young age. “I saw a lot growing up. I saw friends die or get arrested. I saw family members go down the drug addiction path, and many were in and out of prison. Seeing how drugs and the streets took over their lives showed me what I didn’t want out of life,” Matlock says.... ALT-Mag.com | July 2018 015


Matlock is a confident, wellspoken man. Even wearing casual Under Armour shorts and a t-shirt, you can tell he never really lets his guard down. Before every question, he thoughtfully considers his answer, and his responses show his respect for his profession and the other officers in uniform. Even though no one in his family is in law enforcement, Matlock knew from a young age that he wanted to be a U.S. Marshal. The first time he can remember coming up with this goal was after watching a documentary on television about Bass Reeves, the first black U.S. Marshal. “Not only was he the first black Marshal, but I think he was probably one of the best,” Matlock says. “Also, he became a Marshal in a time when it wasn’t common and that’s a bold feat.” Though Matlock never knew his father and did not have a close relationship with his mother until he became an adult, Matlock had people in his life who cared about him and pushed him to succeed. He lived with his grandparents, William and Ivory Matlock, until a fire on Christmas Day decimated their home. They lost everything. Then, he moved in with his uncle, Makensey Matlock, a chemist, who is only 13 years older than Matlock. The two were raised more as brothers than uncle and nephew. In Matlock’s neighborhood, there was a general wariness of the police, but Makensey didn’t share those views. “Growing up you tend to have the same views as those around you, and some of that was negative, but I can remember my uncle telling me, ‘How can you have an opinion about them if you’ve never interacted with them? If you haven’t had a bad experience 016 ALT Magazine | July 2018

with them, how can you dislike them?’” Matlock says. In fact, one officer, Stephen Gas, who is now the police chief at Texarkana College, would often stop and talk to the boys as they played basketball at the local park. “He used to patrol our neighborhood, park his car, and play ball with us,” Matlock says. “We didn’t look at him like the ‘police;’ he was one of the guys and a friend of the family.” The irony of this part of the story is that now Matlock is following in Stephen’s footsteps. When he worked for Texarkana Texas Police Department, he patrolled his old neighborhood.

Instead of this being an awkward situation, Matlock helped ease stereotypes of the police. His familiarity with the area and its residents allowed people to feel comfortable talking to him. "I think it made things easier,” Matlock says. “People saw me as ‘Matlock,’ not just a cop. They felt like they had an advocate and someone who would listen to what they had to say.” Another great mentor in Matlock’s life was his senior year history teacher, Chuck Zack. Chuck has been teaching at Texas High School for ten years and was recently named Texas High School Teacher of the Year and Secondary Teacher of the

He made me understand that it’s ok to work hard and not know the answer right then, but you can go and find it.” After graduating from Texas High, Matlock attended Texarkana College to get his associate’s degree where he had another teacher take him under his wing. Matlock says. “The US Marshals do not stop until they reach that goal and find that person, and this, to me, is just like life. You do not stop until you reach your goals. You have obstacles, but you do not stop until you beat it.” However, Matlock did not immediately go into law enforcement. Instead, he joined the Army. After his grandparents’ house fire, Matlock felt lost. He applied for the Army to regain his “focus on himself.” However, after two years in the Army, an injury sent Matlock home. It was then that he applied for TTPD. “I got hired on and worked there for almost 2 years,” Matlock says. “I had really good field training officers: Cliff Harris, Mark Schirmer, Cody Harris. I got to learn a LOT from my time working with TTPD.” After two years, Matlock decided to apply for Nash Police Department. This was a much smaller police department, but Matlock wanted the chance to work for a man he really looked up: Shawn Jacobs. “Shawn Jacobs was the Sergeant there, and he is another one of my mentors who helped me become a better officer,” Matlock says. “You want to talk about someone

who has done it all...he’s done it all. And he pushed me not to go out and do the bare minimum but search a little further and do more.” Desiring even more experience to help him reach his goal to apply for US Deputy Marshal, Matlock took a job with Bowie County Sheriff’s Department, where he works today. “Matlock is fairly new with my department, but he seems to have a really strong desire to be a really good officer,” Sheriff James Prince says. “We are very pleased with the work he has given the sheriff’s office at this

time. We are very glad to have him as a member of our team.” With the sheriffs, Matlock not only serves as a law enforcement officer, he also serves civil papers, responds to calls about abused animals and patrols more rural areas. A little while before his interview, Matlock drove all the way to Dekalb to check on some loose horses. However, he accepts every call and every experience as a way to learn more. “Applications for US Marshals don’t come open very

often, so right now I’m going to take the time to hone in on my own investigative skills. I want to learn to be a better police officer, so that when I do move over, I will know how to set up, watch houses, work the streets, stuff like that,” Matlock says. “I’m using the lessons and the things I’ve learned from Gas, TTPD, Jacobs, and Nash PD and applying them to my everyday police work.” Matlock is also getting the chance right now to work security with US Marshals Williams and Leach. “It’s been a wonderful opportunity for me to see what it would be like to work in my dream job, and it’s a chance to learn from people who are in the field,” Matlock says. “This experience has reminded me to never give up and to keep pushing because you have people behind you willing to go the distance with you.” When Matlock thinks back on the people who have helped him get to this

point, he thinks of several other names: Lieutenant Chris Rankin of TAPD, Adam Head of Texas Highway Patrol, Johnny Baily of TTPD, Jonathan “Half Price” Price of TTPD, and Lieutenant Mike Harris of TTPD. “These men helped me grow as an officer. They taught me from their personal experiences, both the mistakes and triumphs. They have always been there for me whenever I needed advice whether it was job related or personal,” Matlock says. “Mentors remind you that you are not the only one that is going through it; they’ve been through it and came out on the other side. You aren’t alone.” With his experience at three different departments, Matlock has seen a side to law enforcement that the media likes to leave out, and he wishes more people could see this side too. One way to do that would be to sign up for ride alongs with local law enforcement. On a ride along, people can see the everyday routine of the law enforcement agency, and they may even see something eye-opening. Anyone can sign up for a ride along after doing a background check. “I wish everyday people would not look at the media for the entirety of the answer. The average person doesn’t know what happened five minutes prior to the video where the cop had the gun pulled on him or the cop was fighting for his life; it doesn’t make good news,” Matlock says. “ I just wish more people understood that those officers at your door or at your car have a family at home that is waiting for them. However, I will say that in Texas and especially in our community, the people do really

look out for us and have a sense of pride about law enforcement.” Matlock has also seen a camaraderie between law enforcement agencies in this area especially when an officer is in trouble. One night while Matlock was working for TTPD, he got a disturbance call from an apartment complex. Weapons were involved. Matlock was first on the scene and a fellow TTPD officer, Jeremy Sutton, arrived as well. Matlock and Sutton approached the scene, and all of a sudden they were attacked from all sides. “It was literally a fight between me, Officer Sutton, and the entire complex. We engaged in hand to hand combat until backup arrived,” Matlock says. “That’s why I say there’s a sense of brotherhood in Texarkana; we had everyone from Bowie County, DPS, Miller County, and even Arkansas State Police. Everyone showed up to help us out.” For Matlock, the hardest part of being in law enforcement is keeping himself from becoming desensitized. He may have had 10 burglary calls in one day, but even for that eleventh victim, it’s the worst day of their life. He

has to fight against letting the job harden him against death, violence, and destruction. However, the best part of his job is being able to help others. “It’s so good to know that I can do something that is greater than me. Sometimes we all forget that life is so much more than just what we are doing and going through,” Matlock says. “Law enforcement is a calling because you leave the ones you love to protect people you don’t know. It takes a special person to put his own life on the line for someone who they don’t know. How many people would do it for a complete stranger?” With his desire to help others and his knowledge of how others can change your life, it’s no accident that Matlock has become a mentor himself. What is surprising is the circumstances surrounding how

Matlock met the young man. “I arrested him,” Matlock says, “but the kid was just so funny. He’s not a bad kid, and his situation reminds me of me. His mom is on drugs, and he doesn’t really have anyone supporting or encouraging him at home. Because of his home life, he felt like no one cared if he was here or not. When I was going after him, he actually tried to run, and I literally used him as a broom to sweep the grass. However, he was still respectful even after I arrested him. I asked him what was going on, and he said ‘you wouldn’t understand.’ We had a conversation, and it went from there.” Since then, Matlock has helped this young man get a job. Matlock helps him get what he needs for school, and is a listening ear if he wants to vent. “I know what some of these kids are going through. They don’t even know if they are going to eat every day, and their behavior problems stem from their home life,” Matlock says. “Sometimes teachers and principals are the first line of defense, and other times, like in my story, it takes the influence of so many people who saw something in me. My mentors have shown me that even though I came from this background, I didn’t have to label myself. I didn’t have to be another number in the system. They taught me that you have to be willing to put the time in and work hard. I want to do that for others.” Matlock could have had a different life if it weren’t for the friends, family, teachers, co-workers, and mentors who believed in him. But, 020 ALT Magazine | July 2018

today he is successful and happy. He wants to change the world by changing his community. He wants to be a part of the solution. He wants to make law enforcement better and wants to combat stereotypes about them. “You know everyone’s been saying that the police are getting out of hand. If you turn on the news, you will probably hear a story about bad police, but if you want to see a change, you have to be the change,” Matlock says. “My uncle always said, ‘Don’t complain if you aren’t going to go out there and fix it,’ and I took that to heart. We can work through some things; we can get there.”

Making A Difference By: Anne Granado

More people should consider a career in law enforcement if they enjoy a challenge and enjoy the satisfaction of helping others. It is a career that definitely builds confidence and self pride.

Kim Weaver can remember the first time her father taught her how to shoot a rifle. Her father, Sheriff James Prince, had spent many years teaching her about hunting and gun safety, but soon, it was time to actually learn to shoot. To this day, Kim loves to hunt, and her father continues to teach and mentor his daughter. As a young girl hunting in the woods, Kim had no idea that she would end up becoming a police officer at Texarkana Texas Police Department (TTPD) or that she would marry a fellow officer or that she would become the first woman in 13 years to pass the Firearms Instructor Training in Bryan, TX. through the Texas A&M Engineering Extension Service (TEEX). “It was not a surprise to me when Kim decided she wanted to go into law enforcement,” Sheriff James

Prince says. “She has thoroughly enjoyed her position with TTPD. She has been a detective most of her career. She takes a lot of pride in law enforcement. She cares for people and the profession. I am very proud, as her dad, to know that she has followed my footsteps into this career.” While growing up, Kim didn’t necessarily dream of becoming a police officer. She always heard stories from her dad, and she thought his job was interesting, but Kim really didn’t think she would pursue a career in law enforcement. “He’s been in law enforcement my entire life,” Kim says. “He would let me go with him sometimes to his office to do little things like make copies, and I remember one time I went with him when he had a call. He left me in the car, but he went into the house to dust for fingerprints. However, I was more interested in the non-law enforcement part of the criminal justice field.”

Kim attended New Boston High School and even before she graduated, she began working at the Bowie County District Clerk’s Office. She worked primarily in the criminal files division doing clerical work from 1997-2002. She read many files and entered the data into the computer. Reading about these cases helped Kim decide on her college major. She decided to attend Texarkana College and then transfer to Texas A&M Texarkana where she graduated with a Bachelor of Science in Criminal Justice in 2002. “While working at the District Clerk’s Office, I got to see a lot of criminal cases that went to trial, and it was something that interested me. When I graduated I was looking into working at probation or possibly attending law school when my dad told me that Texarkana Texas Police Department was hiring,” Kim says. “It wasn’t until then that I actually thought about becoming a police officer.” ALT-Mag.com | July 2018 023


Kim decided to take the test, and she passed the examination along with the other processes a potential officer has to go through to get hired. She was hired by TTPD in December 2002 and completed the Police Academy in the summer of 2003. “I am currently assigned to the patrol division as a patrol officer. I started my career in patrol which is where all new officers begin. I then worked as a detective for 11 years in the criminal investigation division before transferring back to the patrol division in 2017,” Kim says. “I am 024 ALT Magazine | July 2018

transferred back to patrol division. Despite the fact that the two do not work on the same cases, they share a respect and understanding of the job. When they are not at work, the couple loves to spend time with their five children: Logan, Lexi, Garrett, Grant and Carson. Kim and Johnny also love to travel. However, she says that every officer has something special that interests them, and her passion is finding fugitives. “CID will put out wanted posters for people who have outstanding warrants, and I like to try and go find them,” Kim says. “Everyone has their thing that they enjoy the most and that’s my thing. I track them down and serve the warrants.” To Kim, the biggest reward of her occupation is helping people and bringing justice to victims, but the most challenging aspect is combating stereotypes about police in the media. “Currently the portrayal by larger media newsgroups showing law enforcement doing bad things is the biggest challenge. There are a lot of great officers who don’t get as much attention as the bad,” Kim says. “When they only report on officers doing wrong when there are a tremendous amount more that are doing good, it sometimes makes it difficult to deal with individuals, who though they may have not had any personal dealings with officers might have prior judgments based on what they have seen on TV. However, sometimes this view is changed with a positive experience with an officer, and I know that is what the officers on our team strive for.” However, she thinks that this community does a great job of supporting its officers, especially through local Night Out events. “I do believe that most of the community supports our officers. There are always people from the community who come by the department to show their support and, at times, provided us with food and desserts to show their appreciation,” Kim says. “We also take part in National Night Out which is an annual event where police officers, firefighters, and others from the city visit neighborhoods, have cookouts and get togethers

on the day of the event. There are several neighborhoods in Texarkana that have gatherings on this night, and they are always very supportive of law enforcement. These gatherings are always fun, and it helps us to get to know people in the community as well as for them to get to know the officers. I wish more people understood that we are ordinary people with families and hobbies like any other person. We do see a lot of hard things that many people do not see. You have to enjoy this line of work to do this job.” Recently, Kim was approached by a supervisor about completing a firearms instructor training in Bryan, Texas, through the Texas A&M Engineering Extension Service (TEEX). Kim decided to attend. She had always been comfortable with a firearm, and Kim is not one to get complacent. She is always looking for ways to gain more knowledge and certifications in her job. In fact, she has reached the level of Master Peace Officer in only 15 years since her academy training. So, this next test seemed like a challenge she wanted to meet. “To complete the course, I first had to shoot a timed qualification course on our first day of the training. If you failed the qualification course, you are

immediately dropped from the program. Two of my co-workers and I qualified and then completed the training during this weeklong school which entailed a lot of shooting that involved semi-automatics, revolver, and shotgun. As a firearms instructor for the department, we conduct the firearms training and qualifications for the officers in the department,” Kim says, “I am the first woman who has completed this certification at this training facility in 13 years, maybe longer. I was nervous at first, but making it through that first qualifying round was a huge relief.”

Though her children may not follow mom and dad’s footsteps into law enforcement, Kim and Johnny have raised them to know about gun safety from a young age. They told their kids that if they see a gun, do not touch it, and go tell a parent. They told them that if they see someone with a gun, go tell a parent, and when they taught their children to fire a weapon, they were with them every step of the way. “Gun safety is so important for parents to teach their children. It’s great to get them involved and take them hunting, but they need to know the basics first. NEVER point your weapon at someone, always keep the safety on, and learn correct ways to load and store the weapon,” Kim says. Whether she is hunting, spending time with her family, or out patrolling the streets, Kim thinks back to the influence her father had on her life and career. His encouragement and teaching helped her accomplish these goals.

“I’ve been fortunate to work with a lot of great people who have mentored me at different times, but I would say my Dad would have to be my biggest mentor,” Kim says. “My dad has a lot of years of experience and

knowledge and always has the best advice when needed. I have always been a Daddy’s girl and looked up to him.”

Becoming one of the first females to complete the firearm training is one thing that Kim is proud of in her career. She’s also proud of helping get some major convictions through CID while she worked there. However, her greatest accomplishment is just knowing that she is making a difference in her community and in the lives of the victims who need her. “The greatest reward is our ability to help people,” Kim says. “The people we help could range from a minor deal where a car is broken down in the road, animals in people’s houses, or getting justice for someone who was a victim in a major crime. No matter what, I like working with the public and helping those I come in contact with. More people should consider a career in law enforcement if they enjoy a challenge and enjoy the satisfaction of helping others. It is a career that definitely builds confidence and self pride.”

How has being in this position affected your life?

It has definitely changed my outlook on life, and given me a different perspective for certain things. Overall the experience is positive because I believe that we as law enforcement officers do make a difference in our community.

I just take things one day at a time and try not to get overwhelmed.

Nothing serious, although I have had cuts, scrapes, bruises, and soreness after some altercations I have experienced. Usually you get minor injuries when someone resists you or refuses to comply.

It has made me realize not to take things in life for granted, and has given me a better relationship with my friends and my children.

How is your family? How did/do they handle you being in that position?

My family is doing well; I have two children who look up to me. My son will frequently ask me questions about the job and thinks of me as a "superhero." My daughter thinks it is awesome that her dad is a police officer. My significant other supports me, although she worries with all the police negativity going on, but I think it makes our relationship stronger and gives us more of an appreciation for one another. All in all, my family handles it pretty good.

I was born in 1986 in Texarkana. I was 27 years old when I joined the department.

I am a Field Training Officer in the Patrol Division. I transferred back into the patrol division in April after spending the past two years in the Narcotics Division.

What moment in life convinced you that this is what you wanted?

I guess it was when I was around 25 years old, I was at work one day when I realized what I was doing was not making much of an impact on the world around me.

What was your first day on the job like?

The first day and very first call I received, my training officer and I responded to a trespass call. After arriving and attempting to arrest the suspect, he became combative and started to fight us. After a couple of minutes we were able to handcuff him, but it was definitely an eye opener for me.

Were you awarded any medals or citations? If so, what for?

I have received two letters of commendation. The first was for locating a stolen vehicle and attempting to stop it. As I activated my emergency lights, the car began to flee. After a brief pursuit, the driver exited the vehicle and fled on foot. He was taken into custody about a block away. I received the second letter after I observed three subjects attempting to steal a vehicle from one of our local car lots. After seeing me, they jumped into their vehicle and I pursued them for a few blocks before two male suspects exited the vehicle and fled on foot. The suspects split up and I was able to catch the driver a short distance later. Approximately 30 minutes later, another officer located the second suspect and arrested him. They later admitted to investigators that they were attempting to steal a vehicle when I spotted them, the vehicle they fled the scene in was stolen and they were on camera the same night breaking into another car lot.

What was the funniest moment you remember from being in your current position?

I was on patrol one night watching a motel that we had received numerous complaints about the using/selling of narcotics. While watching the motel, I observed an individual exit the motel and sprint to my car. I exited my patrol car before he made it to me, so I could see what was going on with him. He continued to sprint to the

back door of my patrol unit and started trying to open my back door. When I asked him what he was doing, he replied he was trying to get in the back seat of my car so I could take him to jail. He had warrants and was extremely intoxicated, so he did end up going to jail. He was definitely the most excited and eager subject I’ve ever transported to jail.

Did you ever pull a prank while on the job?

Not that I can think of. What was the most exciting, adrenaline pumping moment you had while being on duty?

While assisting narcotics investigators, who had just purchased an illegal weapon and an explosive device from a suspect, we attempted to conduct a traffic stop on the subject and he immediately fled. From the information we had, we knew it was highly likely the suspect was in possession of numerous firearms and an unknown amount of illegal narcotics. The pursuit lasted a few miles and ended after the suspect lost control of his vehicle and flipped several times. Luckily for all parties involved, no one was seriously injured. Drugs and weapons were recovered at the scene of the crash.

Being in this position you have to see the worst of society every day. You see a side of the public most people only read or hear about.

I rely of my faith in Jesus. No matter what I am dealing with or going through, He has never let me down.

I dislocated my shoulder tackling a fleeing suspect. With your experience today, what has it done for you that is positive?

I get to see all of the people we get to help who can’t help themselves. That is the most rewarding part of the job, helping someone that is not able to help themselves and maybe for a few minutes watching their lives return to normality.

They are great. I have a wife and a two year old daughter. My wife has been very supportive and understanding. She understands the sacrifices that are made in this profession and supports me 100 percent.

I was born in 1982 and attended the academy at 21. Shortly after, I joined the Nash Police Department.

I am currently the Detective. I have been the detective since late 2012/early 2013.

What moment in life convinced you that this is what you wanted?

I was almost 21 years old and still was not sure what I wanted to do with my life. A family member, who was an officer, asked if I had thought about working in law enforcement, to which I had not. He set up a meeting with the then Chief, Doug Bowers. I had hair down to my shoulders and a full beard. I remember Doug looking at me funny while speaking with him

about going to work as a peace officer. As we neared the end of the interview, he actually said to me, “I like you, but I can’t take you serious. Go cut your hair, shave that mess off your face and if you’re serious, come back and talk to me again”. That was 2003.

I recall being somewhat intimidated by my training officers. At the same time, I remember them, along with the Chief, pushing me to be better and to become a well-rounded person both on the job and at home.

Were you awarded any medals or citations? If so, what for?

In 2015 I was awarded a public safety officer of the year award through the Rotary Clubs of Texarkana. I received it for my role in investigations for both case clearance and for a high confession rating.

What was the funniest moment you remember from being in your current position?

I believe in having fun on the job. The culture of the Nash Police Department is one where we regularly laugh and enjoy each other like a family. I’ve pulled multiple pranks on the job and have been on the receiving end of pranks as well.

Did you ever pull a prank while on the job?

The prank that sticks out the most was in about 2006. We had just hired a police officer at Nash that had retired from another agency. He was older than me but just genuinely nice person. I had received a snake in a business call prior to him coming to work. Once there, I realized it was just a king snake, BUT A BIG ONE. I caught the snake and put it in a large paper evidence sack. After he came on duty I had him meet me and told him I had just made a traffic stop and wanted him to see what I had gotten as a result of the stop. I

Early in my career my Lieutenant and I had a call of a burglary in progress. Once there, we found an individual breaking into a home with a hammer. While approaching the suspect, he dropped the hammer and walked towards us. The suspect began fighting with us. While trying to gain control of him, we fell to the ground. I landed on a cross tie and he and my Lt. landed on top of me. Luckily, I walked, or limped, away with only a sprained ankle. My Lt. was bitten by the suspect before we were able to get him into custody.

My family is well. My wife and I have 2 young kids. They love what Dad does and love being around Dad’s coworkers but aren’t quite old enough to truly understand the world. My wife appreciates what we do but worries a lot. Sometimes my job requires me to work long hours at night, or to be called out on a serious calls while off duty. She knows when I’m working those hours, I’m not in my office working on case reports and she worries. I thank God every day for the family I have and for the wife He’s given me that understands me and my job.

There’s always something that gets me going every day! But being in the court room and witnessing families get justice for their loved ones can give you a sense of justice, pride, and feeling of being glad you know that criminals must answer for the bad choices that they make.

Well I’m a busy mom, wife, and t-ball coach so it has definitely made me appreciate those around me that support me. It has also made me more aware of things that go on in our community and what is being done to protect it.

Late-cycle uncertainty

by Scott J. Brown, Ph.D. | Chief Economist, Raymond James Financial At the start of the year, two key themes were dominant in the economic outlook. One was the recognition of broadbased momentum across sectors. The other was a significantly greater level of uncertainty in the outlook beyond the middle of 2018. Consumer spending and business fixed investment were strong in the final quarter of 2017. Some of that strength reflected a rebound from the third quarter’s hurricanes. However, averaging the two quarters showed a relatively brisk underlying pace of growth. Privatesector job growth in 2017 was about the same as in 2016, but only because the unemployment rate continued to fall. Despite the tightening of labor market conditions, wage growth rose moderately. Strength appeared to continue into early 2018, supported partly by enthusiasm for the tax bill. The consequences of the Tax Cut and Jobs Act of 2017 will become clearer over time. Capital spending had already been trending higher, and the reduction in corporate tax rates should give firms the leeway to increase labor compensation (as opposed to passing higher costs along as higher prices). The repatriation of U.S. firms’ overseas earnings may not live up to earlier expectations. Future of the Fed In the past few years, the Federal Reserve’s increases in short-term interest rates were about getting to a more neutral policy position, effectively taking the foot off the gas pedal. Now the question for the Fed is whether to hit the brakes. Most Fed officials believe that the unemployment rate is below a level consistent with stable inflation. The transition to a new Fed chair (Jay 060 ALT Magazine | July 2018

Powell) should be seamless. However, other personnel changes at the Fed are expected to result in a somewhat more hawkish central bank in 2018 (that is, more likely to raise short-term interest rates). Fed policy decisions will remain datadependent, and the labor market will be the primary focus. However, the officials will also consider the inflation outlook and financial stability in how quickly they raise short-term interest rates in the months ahead. Still, the risks of a monetary policy error are rising. The rise in long-term interest rates has been a major concern for investors in 2018. The unwinding of the Fed’s balance sheet got underway in October, and the pace of run-off will increase over the course of this year. As the Fed rolls over fewer of the maturing Treasury securities in its portfolio, others will have to take its place. However, that should result in only modest upward pressure on bond yields. More important, Treasury significantly boosted its borrowing expectations for the first half of 2018, putting a lot more upward pressure on bond yields. In addition, the world economy has continued to strengthen,

and global investors, who had focused primarily on the United States during the recovery from the financial crisis, are now looking at more attractive opportunities elsewhere. It’s unclear how these competing forces will balance out in the months ahead. Economic expansions never die of old age. They are ended by the Fed. Policy makers fear that if they wait too long to tighten policy, they will have to raise rates more rapidly later on to get the economy back on track. Raymond James Chief Economist Scott J. Too Hot for the

Hot Tub We just finished a BFL tournament on the Arkansas River at Russellville where the temps were in the upper 90’s and the heat index was around 110 degrees. I thought this would be a good example of fishing in the heat of summer, as misery loves company. Thursday was a practice day and the heat index was at 108 by lunch. I had plenty of water and sports drinks. When it’s that hot, you should force yourself to drink every chance you get. You don’t want to go into a fluid deficit and never catch up. I went through 7 bottles of water and 3 sports drinks between 6:30 am and 3:00 pm. Over the years I have let myself fall into a fluid deficit and paid the price with severe headaches and nausea, not a good thing. It usually takes me a day to get used to the heat, so Friday practice was better, and with about the same fluid intake, I was not as bothered by the 110 degree heat. Saturday was tournament day and it was 83 degrees at 4:30 in the morning with a heat index of 91. Not the best start to the day. My co-angler was bothered a little by the heat, but I was fine since I kept putting the water in every chance I got. After it was all said and done, I weighed in and came home in not too bad of shape. The moral is to stay hydrated if you are outside no matter what you are doing. You will thank yourself later.

Wand Making Ace of Clubs In continuing the theme of Harry Potter Month - the Ace of Clubs and the Texarkana Museums System will be creating (and learning about) wands! A quick trip along the lawn of this historic home and you'll have your base for your wand. Decorations and your own special touches will make your wand your own creation! Be sure to check out the other Harry Potter themed activities at the Texarkana Museums this month! 1:00-3:00

SHOP with A Cop and Firefighter CHRISTMAS IN JULY FUNDRAISER Free concert on the Patio! The Dusty Rose Band, Texarkana Texas Police and Firefighters, Scottie’s Grill and Target are bringing out the fun and kids can visit with Santa and The Target dog. Scotties Grill will donate 10% of all food purchased to the kids. Come hang out and meet your favorite police officers, firemen, eat some fabulous food and enjoy great music! No cover charge! Donations will all go to shop with a cop and firefighter for the children of the surrounding areas. All donations are tax deductible!!! Remember...it takes $100 for each child to shop at Target in December and you should see their smiling faces! 6-10pm
