The Caribbean Earthquake Awareness Week January 7 to 13

The Office of Disaster Preparedness and Emergency Management

(ODPEM) is observing Earthquake Awareness Week from January 7-13 under the theme ‘Preparing for the quake helps reduce damage after the shake’. The week was officially launched on Monday (January 8) at ODPEM’s Haining Road offices in St. Andrew. Minister of Local Government and Community Development, Hon. Desmond McKenzie, said that personal responsibility is essential in earthquake management. He cited the 1907 Kingston earthquake, in which more than 1,000 people died, as a reminder of the country’s vulnerability and the devastation such disasters can cause. “We need to rid ourselves of the attitude that ‘It can’t happen to me’ and accept that earthquakes and other disasters can happen anytime and anywhere,” he said in a message read by Director of rban and Regional Planning in the Ministry, Marsha Henry-Martin.

Accompong Town to Benefit from Economic Opportunities Programme –Grange Minister of Culture, Gender, Entertainment and Sport, the Honourable Olivia Grange says her Ministry will be expanding its Economic Opportunities Workshop programme to include the Maroon community of Accompong. Minister Grange was speaking in the community at a ceremony on January 6 to mark the 280th anniversary of the signing of the Peace Treaty between the Accompong Town Maroons and the British Government. “We created an economic programme for the Maroon communities that surround the Blue and John Crow Mountains and we are now expanding that programme to include Accompong as we prepare the dossier for the Cockpit Country to be designated a World Heritage Site.” The Economic Opportunities Workshop was created to provide residents living in and around the Blue and John Crow Mountains World Heritage Site with the tools, resources and information to take advantage of the Blue and John Crow Mountains being declared a World Heritage Site. The Minister noted that the celebration which is held annually and also recognizes the birthday of the historic Maroon Leader Captain Kojo, “must not be just for revelry or feel good, but must also bring financial revenues to our people.”

WADDIS ABABA, Ethiopia (AFP) — Ethiopia’s parliament has passed a law banning the adoption of Ethiopian children by foreigners, a government spokesman and diplomats told AFP on Wednesday. The vote follows an April moratorium on foreign adoptions issued by Ethiopia’s government which led to the suspension of dozens of cases, including some of parents who had already completed the legal adoption process. A spokesman for Ethiopia’s ministry of women, children and youth affairs confirmed the passing of the law on Tuesday without providing further details, but local media reports lauded the move claiming foreign adoptions have “opened a door for different crimes against minors.” In 2013 an American couple were jailed for manslaughter for the death of their adoptive Ethiopian daughter two years earlier. Foreign diplomats in Addis Ababa said they hoped adoptions currently underway would not be interrupted. “We anticipate that the implementation of the policy change will be managed in a considerate and forthright manner and that families currently undertaking the adoption process are allowed to complete it in accordance with current policy,” said a US embassy spokesman.

News Sandz Fiasco Has International Implications … Major Airport in Jamaica Path Blocked. report on the incident …. has left many shaking their heads. This is shameful and totally unacceptable, Mr police Commissioner George Quallo. Will anyone be held accountable for this fiasco which has left outgoing airline passengers fuming and flight delays. Party Got Permit There was a planned party in the vicinity of the airport on the evening of New Year’s Day 2018 that attracted a large turnout. This event led to pile up of vehicular traffic that is believed caused a gridlock that restricted the free flow of traffic to our main international airport Norman Manley. The image of brand Jamaica has been seriously tarnished. Eyes of the world have been looking at us and the image of us not being able to manage a basic governance issue like traffic management is appalling.

JUTC Bus Reports are that a disabled bus also led to the back up of traffic on or around the vicinity of the airport route. There was a protracted delay in extracting this broken down bus. We will withhold further comment until ongoing investigations are complete. The long awaited report from the Police Commissioner’s Office on the gridlock in the vicinity of the airport is expected today Friday January 5, 2018. The whole incident is unfortunate, to say the least. We hope all questions will be answered to avoid a repetition of this gridlock. Journalist Ian Boyne Confirmed Dead at 60 After Recovering From Coma

It is with deep regret that we report that veteran journalist and author Ian Boyne has passed. He made his transition today December 18, after promising signs of recovery from a reported medical emergency that plunged into a coma and intensive care at the Tony Thwaites trauma facility, UCH where he made what he (Boyne) described as a “miracle” of a recovery … as Boyne reacted when relocated from intensive care and was making what promised to be a full recovery. Death His dead therefore has been to us surprising, to say the least.

This was the last news we expected at this time, although not questioning God’s work. To his family we say be comforted in your grief as Boyne impacted many lives positively. Pegasus Lobby Conference Stabbed In the Back? It was less than a month ago we spoke to each other at the Pegasus Hotel, at the entrance to the IMF Conference at which a JIS operative “stabbed me in the back” I lodged a verbal complaint to Boyne and also took the opportunity to capture his image. This may turn out to

be the last picture taken of him in an official capacity. Boyne as you are aware was Deputy CEO of the Jamaica Information Service (JIS). which he joined in 1975. In 1983 he worked with Industry Minister Hon Douglas Vaz as speech writer and for years later interacted with other senior officials of both sides of government up to his passing.

In my perspective the journalistic profession has lost one of its finest sons. In reacting to the news “Cliff Hughes, Emmy award winner of Nationwide News Network (NNN) said inter alia “this is a great loss to the profession”

Career

The action of this JIS operative has strained our relations with JIS … in short Vision Newspaper, no longer hold JIS as a trusted partner. So far we have stopped short of severing all links with The Jamaica Information Service. We have good reason to feel compelled to lean in this direction. Any self respecting entity would be so moved. JIS as an organization has no longer commanded our trust or confidence, as a result of the alleged back stabbing incident. It made Brutus’ betrayal of Caesar look like child’s play.

He worked at the now defunct Daily News Newspaper in the 70s. Then the The Agency For Public Information (API) now JIS. Boyne held up John Maxwell now deceased, very highly. Maxwell was fearless and a consummate professional to many journalists.

Despite the above we held Boyne personally in the highest regard. We feel he was unfortunately a victim trapped in an organization which showed

visible signs of being “morally bankrupt”. Full stop.

Desmond Cole wins 2017 PEN Canada/Ken Filkow Prize for freedom of expression Chair, Carmen Cheung. “With the Filkow Prize, PEN Canada recognizes Cole’s integrity in putting aside personal interests to speak out about racial injustice in Canada.”

TORONTO, /CNW/ – Desmond Cole has won the 2017 PEN Canada/Ken Filkow Prize. The $1,000 prize is awarded annually to an individual or group whose work has advanced freedom of expression in Canada. “PEN Canada understands that exercising the right to free expression often comes at personal cost,” said PEN Canada’s Canadian Issues Committee

In 2015, Cole wrote about his experience of being routinely stopped by police because of racial profiling for Toronto Life. “The Skin I’m In” earned him a following and Cole continued to comment on issues of race in Canada, often in connection with the practice of police carding, and the Black Lives Matter movement. In April 2017, Cole’s protest at Toronto Police Services Board meeting led to his departure from the Toronto Star after its editors told him activism was not compatible with his work as a columnist. The paper was widely criticized for its selective application of its policy

on activism, most notably by former Star columnist and activist Michele Landsberg. “Too often, Canada defines itself by looking out the window at its neighbour,” said Cole, “instead of looking in the mirror. We have to deal with our reflection, however uncomfortable that might be. I’m so honoured to receive this award.” The PEN Canada/Ken Filkow Prize is named in memory of Kenneth A. Filkow, Q.C., a distinguished Winnipeg lawyer, former chair of the Manitoba Human Rights Commission, and an active member of PEN Canada’s Canadian Issues Committee. Ontario is taking action to address the intergenerational impacts of slavery, an extended history of racial stigmatization and ongoing systemic racism that contributes to disparity in outcomes for Black Ontarians. The province today released the Anti-Black Racism Strategy, which creates a roadmap for how government and its institutions will work to eliminate disparities for Black Ontarians in the child welfare, education and justice sectors. The strategy focuses on improving outcomes by:

Increasing public awareness and understanding of systemic racism and its impacts on Black communities. Fighting anti-Black racism is part of Ontario’s plan to create fairness and opportunity during this period of rapid economic change. Hollywood's Hiring Freeze: Female, Black And Asian Directors Rarely Worked In 2017 Films The results are in: 2017 was no different than the last 11 years for female, Black or Asian directors working on 1,100 top films to address the biases that impede hiring, nothing will change." The majority of female directors (83.7%) worked on only one top-grossing film across the time frame, including all four of the Black female directors. Slightly more than half (55.3%) of male directors only worked once over the 11-year sample. Notably, the 8 female directors added to the list in 2017 are all new to the study—which the authors state is another indicator that little progress has been made.

But a new report on films from 2007 to 2017 reveals a larger problem than a lack of award nominations for female directors. Diversity in the director's chair is virtually nonexistent, and gender in the executive ranks of major companies remains grossly imbalanced. The report, entitled "Inclusion in the Director's Chair?" analyzes new data on movies released in 2017. Authored by Professor Stacy L. Smith and the USC Annenberg Inclusion Initiative, the report is the most comprehensive intersectional analysis of directors of motion pictures to date, combining data on the gender, race and age of 1,223 filmmakers working on 1,100 top-grossing films released between 2007 and 2017. The analysis

also focuses on women in executive and leadership ranks at major media companies. The results reveal that for female, Black and Asian directors, the doors to Hollywood remain mostly closed. Only 4% of all directors across the 1,100 top films from 2007 to 2017 were female, a ratio of 22 males to every one female director. Moreover, only four Black females, two Asian females, and one Latina have worked as directors on those 1,100 films over the span of 11 years analyzed. There has been no change over time. "Hollywood's 'female director problem' has been the source of much dialogue over the past several years. The evidence reveals that despite the increased attention, there has been no change for women behind the camera," said Dr. Smith. "Mere conversation is not the answer to these problems—and the time for conversation is up. Until major media companies take concrete steps

"As we said last year, most female directors are 'one and done' when it comes to helming popular films, particularly women from underrepresented racial/ethnic groups," said Dr. Smith. "In 2017 none of the women entering the ranks of 100 top film directors appeared in our study previously. This is not true progress. Real change means that we see women working across multiple years and that the number of opportunities for female directors expand each year." The number of films directed by both males and females over the 11-year time frame was assessed. Male directors worked on as many as 15 films, while females did not exceed 4. One explanation for this disparity is the age at which directors work. Men create films over a span of nearly 60 years, from their 20s to their 80s. Women, however, work across only four decades, from their 30s to their 60s. The study also explores the small percentages of Black and Asian directors working behind the camera. Only 5.2% of the 1,223 directors of 1,100 top films were Black, and 3.2% were Asian. This translates into 31 individual Black directors and 20 Asian directors

of popular movies released from 2007 to 2017. Again, no change over time was observed. The researchers suggest that the lack of opportunities for Black directors is tied to who appears in the films they direct. For Black directors, 81% of the movies they helmed had a Black actor among the two top-billed cast. "Hiring patterns that rest on 'matching' director race to the race of the top cast partially explain why we see little change over time," said Dr. Smith. "The identity of the director must be uncoupled from industry expectations about what kind of stories he or she can tell if any progress is to be made." The report details the number of films by female, Black, and Asian directors released by each of the major film distributors over the 11 years studied. Warner Bros. released the most female-directed films, with 12 movies between 2007 and 2017. Lionsgate topped the list for Black directors, putting out 18 movies—15 of which were helmed by Tyler Perry. Universal released 13 movies with an Asian director between 2007 and 2017, the leader in that category. Importantly, Disney did not release a single movie with a Black director from 2007 to 2017. Women are Underrepresented in the Executive Ranks at Major Media Companies The new report also includes a profile of the executive ranks at seven major entertainment companies. Across all seven corporations, 18.8% of the board members are female, along with 17.9% of the C-suite positions (CEO, CFO, CTO, etc.). Looking more closely at film executives in particular, 31% of those ranks are filled by women. In the

executive ranks, females are more likely to appear in EVP, SVP, and VP positions than at the apex of organizations in President or Chairperson jobs. "It is no surprise that an industry which does not hire female directors also lacks women in leadership roles across the organizations that finance and distribute content," said Dr. Smith. "Inclusion is not a one-time problem to be solved, it is a systemic issue that must be addressed by individuals at all levels of these companies. If these companies are going to meet the push for 50/50 by 2020, this data shows how far they have to go." Alongside executives, agency representation of directors was examined for female, Black and Asian directors. Most directors in the study had representation at one of the three major Hollywood agencies, with Creative Artists Agency (CAA) representing the largest number of female and Black directors. "While the directors in this study have agents, they are still not getting work at the same rate as their white male peers," said Dr. Smith. "All of the agencies must work to determine where the disconnect is between signing director clients from diverse groups and ensuring they are actually hired to the same extent as white males." Other report highlights include an assessment of the genre of films made by women, Black, and Asian directors. The authors also offer solutions for consumers and shareholders to address the ongoing disparities behind the camera.
