The Caribbean Dominica’s ruling party wins 4th consecutive term; opposition gains 3 seats
ROSEAU _ Dominica’s ruling party has won a fourth consecutive term following parliamentary elections in the tiny eastern Caribbean island. Prime Minister Roosevelt Skerrit says he is humbled by the re-election after his Labor Party won 15 of 21 parliamentary seats. Preliminary election results show that the opposing United Workers Party increased its seats from three to six. Skerrit said his administration will dedicate more resources to eliminating poverty and improving education. He had announced wage increases of up to 5 per cent for public workers a few days before Monday’s elections. In addition, he previously pledged to also build up infrastructure and lure foreign investment to the island of some 72,000 people. The Associated Press

A former Scotland Yard commander has been appointed the new police commissioner in the Turks & Caicos Islands. Britain-appointed Gov. Peter Beckingham said Wednesday that James Smith will lead the British Caribbean territory's 280-member police force starting in February. He was chosen from a field of nearly 30 applicants.

She tells the newspaper the incident is not in line with Uruguayan culture and that she’s evaluating what actions to take next. U.S. Embassy sources said the incident happened Friday night. They spoke on condition of anonymity because they were not authorized to comment. Thousands gather for funeral of former Washington Mayor Marion Barry

SAN JUAN, Puerto Rico _ A crew member and two contractors have died in a fire aboard an Oceania cruise ship that was docked at the eastern Caribbean island of St. Lucia. Oceania Cruises says in a statement that some 650 passengers were evacuated safely Thursday and that the remainder of the cruise by the ship Insignia has been cancelled. Two other crew members were hospitalized, but their condition was not known. Company spokesman Michael Hicks did not immediately return a message for additional comment. The fire began in the engine room and was contained. The Insignia had departed San Juan, Puerto Rico, on Sunday for a 10-day cruise and was scheduled to arrive in Miami on Dec. 17.

The officers say they want change just as much as anyone else, and advocate for it where they can because they, too, have something to lose.
Grand jury decisions not to indict two white police officers in their deaths have provoked further protests in recent weeks. Task forces and commissions around the nation are being formed to study ways to improve relations between police forces and minorities.

OTTAWA - Nearly 50 years after the National Arts Centre was opened to celebrate Canada's centennial, it will undergo a major facelift to mark the country's 150th birthday. Heritage Minister Shelly Glover has announced that the government will provide $110.5 million to add a new glass and steel structure to the exterior and for general renovation to the cultural
The interior also has a retro look, with dark red carpeting, angular decorative accents and lots and lots of exposed concrete. The new design will bring a new lightness to the structure, with a glass tower and a new entrance on Elgin Street and views out onto Parliament Hill, the National War Memorial and the Rideau canal. Music producer Jermaine Dupri's Atlanta mansion, worth $3.7 million, is in foreclosure ATLANTA _ According to foreclosure documents, music producer Jermaine Dupri is losing his multimillion dollar Atlanta mansion. A mortgage foreclosure notice from September says Dupri owes $2.5 million on the 9,441-square-foot home. The notice says the songwriter-rapper failed to make monthly payments. Fulton County public records show the property is valued at nearly $3.7 million. It's not the first time Dupri has faced financial troubles. His
mansion was up for foreclosure and set to be auctioned twice _ in 2011 and 2012. But the sales were cancelled. He's lived in the 19-room home for 10 years. Dupri's attorney, James Kane, said Thursday that he couldn't comment. Dupri's publicist didn't immediately return a phone call. Dupri has produced hits for artists including Usher and Mariah Carey, and had a seven-year relationship with singer Janet Jackson. The Associated Press

Rappers urge NY governor, NYC mayor to reform justice system after killings by police
NEW YORK _ Hip-hop moguls Jay Z and Russell Simmons and rapper-actor Common on Wednesday pressed for changes to the state's criminal justice system amid protests over the killings of unarmed black people by white police officers who weren't criminally charged. Simmons and Jay Z discussed reforms with Gov. Andrew Cuomo, and Common joined Simmons later at a City Hall news conference with activists demanding a slate of changes to policing and prosecution. “We want to promote the end of police protecting police and not prosecuting police,'' Simmons said. In the past two weeks, grand juries have decided not to indict officers in the chokehold death of New Yorker Eric Garner and the fatal shooting of Ferguson, Missouri, teenager Michael Brown. The decisions have unleashed demonstrations and questions about police conduct and whether local prosecutors are the best choice for investigating police, who are often their partners in building cases. Simmons said Cuomo pledged in a conversation Wednesday to order that spe-
cial prosecutors, rather than local district attorneys, handle cases of alleged police brutality. It's an idea protesters have championed, “and we're going to hold him to it,'' Simmons said. But Cuomo spokeswoman Melissa DeRosa characterized the men's conversation as a discussion of special prosecutors among a “range of options that could be included'' amid criminal justice changes the governor intends to work on passing next year. Simmons' representatives didn't immediately respond to inquiries about the governor's account of the exchange. Jay Z and Cuomo had “a productive conversation'' at Cuomo's office about reviewing and reforming the criminal justice system, DeRosa said. Jay Z's spokeswoman confirmed the meeting but wouldn't comment further. DeRosa noted that Cuomo also has discussed the issue with district attorneys, a police union president, minority lawmakers and others over the last week. TAMPA, Fla. (AP) _ Reggae star Buju Banton is asking to be released early from prison. The Tampa Tribune reports Banton is appealing his 2011 conviction for cocaine distribu-
tion conspiracy. He is applying under a recent change in U-S drug sentencing deadlines that reduces sentences for most drug offences and can be applied retroactively. He wants the court to reduce his 10-year sentence and release him to U-S immigration authorities so he can be deported to Jamaica. However, the change doesn’t apply to most minimum mandatory sentences, which is what Banton is serving. He is scheduled to be released in 2019.

King James commits a personal foul by touching the shoulder of the future Queen of England LONDON _ When King James touched the future Queen of England on the shoulder after a basketball game, royal watchers cried foul. LeBron James, whose nickname is “King James,'' met Prince William and his wife Kate at an NBA game in New York on Monday. The three posed for a photograph and James put his right hand on the Duchess of Cambridge's right shoulder. According to protocol in Britain, a commoner is not supposed to touch members of the royal family.
Photos of the meeting appeared throughout the British media, with many outlets highlighting the breach and pointing out James' sweaty post-game shirt.
