They will examine a 2010 operation during a state of emergency that killed more than 75 people as police and soldiers hunted for the island’s biggest gang boss. Most of the bloodshed occurred in a Kingston slum called Tivoli Gardens. Jamaica’s public defender has said 76 civilians and one soldier were killed. But details of the operation remain murky and there have been numerous claims of unlawful killings by security forces.

No indictment for New York City police officer in chokehold death of unarmed man

NEW YORK _ A grand jury cleared a white New York City police officer Wednesday in the videotaped chokehold death of an unarmed black man who had been stopped on suspicion of selling loose, untaxed cigarettes, a lawyer for the victim's family said. The decision not to indict Officer Daniel Pantaleo threatened to add to the tensions that have simmered in the city since the July 17 death of Eric Garner _ a case that sparked outrage and drew comparisons to the fatal police shooting of 18-year-old Michael Brown in the St. Louis suburb of Ferguson, Missouri. The Garner case also sparked protests, accusations of racist policing and calls for federal prosecutors to intervene. Jonathan Moore, an attorney for Garner's family, said he was told of the grand jury's decision. Two law enforcement officials, speaking on condition of anonymity because they were not authorized to comment publicly on the case, confirmed the officer was not indicted. “I am actually astonished based on the evidence of the video tape, and the medical examiner, that this grand jury at this time wouldn't indict for anything, is really just astonishing,'' Moore said. In anticipation of the announcement on the grand jury decision, police officials met with community leaders in the New York City borough of Staten

Island, where Garner died, to head off a repeat of the response in Ferguson, where a grand jury decided last week not to indict the white officer who shot Brown. Demonstrations in Ferguson turned violent, resulting in more than 100 arrests and destruction of 12 commercial buildings by fire. Unlike the Missouri protests, demonstrations in have New York remained mostly peaceful. The case prompted Police Commissioner William Bratton to order officers at the largest U.S. police department to undergo retraining on use of force. In the neighbourhood where Garner died, people reacted with angry disbelief and chants of “Eric Garner.'' His father, Benjamin Carr, urged calm and said the ruling made no sense. “It's just a license to kill a black man,'' he said, calling the justice system “not worth a damn.'' Pantaleo said Wednesday it was never his intention to harm anyone. He said in a statement he feels very bad about the death of Eric Garner and hopes Garner's family will accept his condolences. Staten Island District Attorney Daniel Donovan said the grand jury found “no reasonable cause'' to bring charges. The grand jury could have considered a range of charges, from murder to a lesser offence such as reckless endan-

germent. Garner's family planned a news conference later in the day with civil rights leader Rev. Al Sharpton. Mayor Bill de Blasio cancelled his planned appearance at the annual Rockefeller Christmas tree lighting to hold a news conference at a Staten Island church while citywide protests started to gather steam. “Today's outcome is one that many in our city did not want,'' the mayor said in a statement. “Yet New York City owns a proud and powerful tradition of expressing ourselves through nonviolent protest.'' City leaders weighed in, some expressing sadness and outrage and urging a federal probe. The City Council's Black, Latino and Asian Caucus denounced the decision. A video shot by an onlooker and widely viewed on the Internet showed the 43-year-old Garner telling a group of police officers to leave him alone as they tried to arrest him. Pantaleo responded by wrapping his arm around Garner's neck in what appeared to be a chokehold, which is banned under NYPD policy. The heavyset Garner, who had asthma, was heard repeatedly gasping, “I can't breathe!'' A second video surfaced that showed police and paramedics appearing to

make no effort to revive Garner while he lay motionless on the ground. He later died at a hospital. The medical examiner ruled Garner's death a homicide and found that a chokehold contributed to it. A forensic pathologist hired by Garner's family, Dr. Michael Baden, agreed with those findings, saying there was hemorrhaging on Garner's neck indicative of neck compressions. While details on the grand jurors were not disclosed, Staten Island is the most politically conservative of the city's five boroughs and home to many police and firefighters. Donovan said the investigation was four months long and included 38 interviews and 22 witness accounts. The panel began hearing evidence in late September, including the video, autopsy results and testimony by Pantaleo. He filed a court order to release information on the investigation. Pantaleo had been stripped of his gun and badge and placed on desk duty while the case was under investigation. South Africans mark the anniversary of former president Nelson Mandela's death Mandela spent 27 years in prison under South Africa's segregationist apartheid regime. As international awareness of South Africa's racial discrimination grew, Mandela became one of the world's most famous prisoners. After his release in 1990, Mandela went on to win the presidency in the country's first all-race election in 1994. He was awarded the Nobel prize, along with former South African President Frederick W. de Klerk, for negotiating the end of white minority rule. JOHANNESBURG, South Africa _ Friends and family of Nelson Mandela laid wreaths Friday at a bronze statue of the late statesman to mark the anniversary of his death. Mandela's widow, Graca Machel, recalled the former president's

last moments, saying he was at peace and surrounded by family. Mandela died last Dec. 5 after a long illness at the age of 95.

Mandela served a single five-year term and stepped down voluntarily to focus on charity work.

“My singular privilege was to be the shoulder he would lean on in the sunset of his life,'' said Machel.

The town of Discovery Bay is bracing for the annual Reggae Festival, which will be held on Saturday December 6th 2014. The event, organised by S-Q Records and Vision Newspaper, have been hosting the event for a number of years. This year the music will be provided by one of Jamaica’s

Dancehall artistes D’Angel and Jah Bouks will headline the show. There will be performances from Charly Black, Loyal Flames, Brain fromlovelane, Hya P, Zamunda, Little Hero, P Zed, Chris Demontague, Sugar, Richie Innocent, Black Queen, Smokie Cut, Shudley, Tydal, Golden Needle, and many more.

Police: Rapper Beanie Sigel awake and out of surgery after being shot at a home in N.J. officials told police that the 40-year-old rapper was awake Friday afternoon after surgery, Pleasantville police Chief Jose Ruiz told The Associated Press. Investigators were on their way to try to interview him, he said. Sigel, whose real name is Dwight Grant, and another man were found injured outside the home Friday morning. The other man refused medical treatment and was unco-operative, police said. PLEASANTVILLE, N.J. _ Rapper Beanie Sigel was shot in the abdomen outside a home in New Jersey on Friday, police said. Authorities and Sigel's lawyer initially called the wound life-threatening, but hospital

Sigel had three albums hit the top five on the Billboard album chart: “The Truth'' in 2000, “The Reason'' in 2001 and “The B. Coming'' in 2005. He also starred in the movie “State Property'' and its sequel. He has been in and out of courtrooms over the past decade, sometimes with Jay-Z and Beyonce looking on from the gallery.

In August, Sigel was moved from federal prison to a halfway house after serving a two-year tax-evasion sentence for failing to pay more than $700,000 in taxes and then released to home confinement in September. He was scheduled to be released from home confinement on Saturday, according to Ed Ross, a spokesman for the Federal Bureau of Prisons. In 2006, Sigel was shot multiple times in the arm in Philadelphia after an attempted robbery. He was able to drive himself to a hospital for treatment. In 2005, he was found not guilty in an attempted murder trial. The Associated Press

TORONTO _ The Toronto Raptors are taking a conservative approach to DeMar DeRozan's groin injury treatment, and are not setting a timeline for his return. DeRozan, in the meantime, has asked to join the Raptors' coaching staff so he can make the most of his time off the court. “I think this is going to definitely help me out mentally, just becoming more of a student of the game and really scouting and looking at the game a different way,'' DeRozan said. “Just understanding a lot more about the game. . . seeing how coaches approach the game, scouting games. I talked to (coach Dwane) Casey about sitting in on the meetings and being a part of that and educating myself on that end.'' DeRozan spoke to the media for the first time since he tore a tendon in his groin in a

The Raptors all-star had only missed 11 games in total in his previous five NBA seasons, and the player known for his work ethic isn't happy with being idle. He said he knew, when he went down midway through the third quarter _ he lay on the court for several minutes before being helped to the dressing room _ that the injury wasn't something he could shake off. “It's definitely tough, I'm used to being out there,'' DeRozan said. “(But) I always look at it like it could be worse. It could be a lot worse. I'm still going to come back, I'm still going to play. When I got up and walked off I knew I was okay, but whatever it was, was going to take some time.'' DeRozan said he sought out

Alex McKechnie, the Raptors' director of sports science, said surgery isn't an option for DeRozan's injury. “The way to approach this at the moment is, we're taking a multi-faceted, conservative approach to this. We've done some scans, we've identified a little tearing in the muscle. We take it week-to-week. We'll assess it again next week,'' McKechnie said. “We're not going to put a timeframe on it. The progression of this, it's a high velocity injury when it takes place and we've got to rebuild the muscle structure back to be able to withstand the same forces.'' In the meantime, DeRozan said he's been spending a good chunk of his time on the couch, either watching basketball or playing Madden video games. “That's been my day, every single day, just to keep my sanity,'' DeRozan said. “But I'm getting better every single

day. I feel the difference, just feeling myself healing. So that's definitely a positive.'' DeRozan said his teammates have helped keep his spirits up. “Amir (Johnson) texted me one night, couple nights ago and he just said he was walking down the hotel hallway screaming my name and he was used to me popping my head out the door,'' DeRozan said, laughing. “Something like that goes so far because it just shows the appreciation that your teammates have for you and the relationship that you have together.'' He's also enjoyed watching teammate and his co-captain Kyle Lowry step up in his absence. “I told him he had no choice,'' DeRozan said. “He told me after the Laker game it was tough, taking that many shots. I was like, 'You can't think like that. You've just got to have a different mindset.' He's been playing outstanding the last couple games. “I told him 'Don't worry if you go 5-for-30, who cares. Team USA stars off to strong starts with NBA teams after winning gold at FIBA World Cup Players say they returned to their teams confident, conditioned and craving another chance to compete at basketball's highest levels.

The first time the Golden State Warriors practiced this season, new coach Steve Kerr noticed something different about Stephen Curry and Klay Thompson compared to the rest of the team. The backcourt tandem, fresh off helping the U.S. to a gold medal in the FIBA World Cup, had spent all summer playing together. “They were definitely ahead of everyone in training camp,'' Kerr said. “You could just see it. They were in a groove from the first exhibition game, and they've played great throughout the first few weeks of the season.'' They're not alone, either. Many of the players on that team have carried the success from Spain back to the NBA. While the risks of participating dominated the national dialogue after Paul George's gruesome right leg injury and Kevin Durant dropped out, those who stayed believe there's a link between the work this summer and the wins this fall. “When you get a chance to do

something like that, especially in the summer, it gives us kind of like motivation and energy leading into the season,'' said Anthony Davis, who leads New Orleans against Golden State on Thursday night. “It makes sure you go into the season running instead of having to get back in shape and get your game back on point.'' Davis entered Thursday's games averaging career highs of 24.9 points, 11.3 rebounds and 3.1 blocks. Thompson and Curry each won Western Conference Player of the Week honours to open the season, and Curry also took home Western Conference Player of the Month honours. “I haven't really had that feeling playing in that type of game maybe since college when I was playing in the NCAA tournament,'' said Cousins, who is averaging career bests of 23.5 points, 12.6 rebounds and 1.5 blocks. “Being in that type of game, it felt good to win.'' But the impact of playing for Team USA goes beyond statistics for players.

In some cases, though, playing this summer has reignited questions about being overworked. Toronto Raptors guard DeMar DeRozan is out indefinitely with a torn tendon in his left groin. Chicago's Derrick Rose, who used the experience to get back into playing shape after missing most of the last two years with knee injuries, has sprained both ankles and been bothered by a sore left hamstring. Gay also has dealt with tendinitis in his right Achilles tendon.

There's no way to say whether those injuries are due to playing for Team USA.
