The Caribbean Jamaica extradites drug suspect to US after fugitive arrested in rural parish

KINGSTON, Jamaica _ Jamaican authorities have extradited a fugitive who was wanted for 14 years in the United States on drug charges. In a late Saturday statement, the Jamaica Constabulary Force says Juel Dunn was extradited to Florida last week after his arrest in the island’s mostly rural parish of St. Thomas by a fugitive apprehension squad. He faces charges of cocaine possession. Dunn waived his right to an extradition hearing at a court hearing in Jamaica’s capital of Kingston. Assistant Police Commissioner Devon Watkis says the Caribbean country’s force ``will not relent on sending a clear message that transnational crimes’’ are a priority for local authorities. Earlier this month, Jamaica extradited its first lottery scam suspect to the U.S. about a decade after that transnational crime started flourishing on the island. The Associated Press

PORT-AU-PRINCE, Haiti _ About 10,000 people have marched in Haiti’s capital in a protest over what they is mistreatment of their countrymen in the neighbouring Dominican Republic. Wednesday’s demonstration was mostly peaceful, with young and old protesters waving Haitian flags in Port-auPrince. One man managed to climb up on the Dominican consulate’s roof. He ripped down a Dominican flag, which was later burned by the cheering crowd. Some protesters briefly chased a woman they believed to be Dominican. There were no reports of arrests. The march comes three weeks after a Haitian shoe shiner was found hanging from a tree in a square in the Dominican city of Santiago. Haitians believe Henry Claude Jean was the victim of racist violence, but Dominican investigators say it appears he was killed by other Haitians. The Associated Press

French appeals court hears claims police carry out identity checks based on ethnicity

PARIS _ A Paris appeals court is rehearing a racial profiling case brought by 13 men _ all black or of North African origin _ who claim they’ve been victims of numerous, unjustified police identity checks because of their ethnicity. A lower court rejected their claims in 2013, ruling that police officers didn’t overstep legal boundaries. The verdict after Wednesday’s hearing was expected to be delayed. The case has been billed as the first such effort in France to tackle racial profiling by police. The issue was at the forefront of fiery 2005 riots in French housing projects where police have a notoriously bad relationship with youths, often of immigrant origin. In France, the law allows for widespread police checks on people deemed suspicious. Opponents say police have too much discretion.

In bipartisan meeting with lawmakers, Obama seeks to rally support for criminal justice reform

WASHINGTON _ President Barack Obama says the U.S. must continue cutting its crime and incarceration rates by reforming its criminal justice system.

MADRID _ Spain says it plans to deport 34 top members of violent Latin American street gangs operating in the Spanish capital.

Jamaica decriminalizes possession of small amounts of pot, paves way for medical marijuana Debate has long raged in Jamaica over relaxing laws prohibiting ganja, but previous calls to decriminalize small amounts fizzled out because officials feared they would bring sanctions from Washington. Jamaican officials now hope that the island can become a player in the nascent medical marijuana industry, health tourism and the development of innovative pot-derived items. Local scientists already have a history of creating marijuana-derived products, such as “Canasol,'' which helps relieve pressure in the eyes of glaucoma patients. Commerce Minister Anthony Hylton said a regulated cannabis industry holds “great potential'' for Jamaica, where marijuana has long been grown illegally on mountainsides and marshes.

KINGSTON, Jamaica _ Marijuana has been pervasive but illegal in Jamaica for decades, consumed as a medicinal herb, puffed as a sacrament by Rastafarians and sung about in the island's famed reggae music. After many years of dialogue about the culturally entrenched drug, and emboldened by changes to drug laws in U.S. states, Jamaica's Parliament on Tuesday night gave final legislative approval to an act decriminalizing small amounts of pot and establishing a licensing agency to regulate a lawful medical marijuana industry. The historic amendments pave the way for a “cannabis licensing authority'' to be established to deal with regulating the cultivation and distribution of marijuana for medical and scientific purposes. Officials say the island's governor-general will formally sign it into law in coming days. In addition, adherents of the homegrown Rastafari spiritual movement can now freely use marijuana for sacramental purposes for the first time on the tropical island where the faith was founded in the 1930s. The act makes possession of up to 2 ounces of marijuana a petty offence that could result in a ticket but not in a criminal record. Cultivation of five or fewer plants on any premises will be permitted. And

tourists who are prescribed medical marijuana abroad will soon be able to apply for permits authorizing them to legally buy small amounts of Jamaican weed, or “ganja'' as it is known locally. Peter Bunting, the island's national security minister, said Jamaica has no plans to soften its stance on transnational drug trafficking or cultivation of illegal plots. Jamaica has long been considered the Caribbean's largest supplier of pot to the U.S. and regional islands. “The passage of this legislation does not create a free-for-all in the growing, transporting, dealing or exporting of ganja. The security forces will continue to rigorously enforce Jamaican law consistent with our international treaty obligations,'' Bunting said in Parliament. William Brownfield, the U.S. assistant secretary for counter-narcotics affairs, told The Associated Press days before the vote that “Jamaican law is of course Jamaica's own business, and Jamaica's sovereign decision.'' But he noted that the trafficking of marijuana into the U.S. remains against the law. “We expect that Jamaica and all states party to the U.N. Drug Conventions will uphold their obligations, including a firm commitment to combating and dismantling criminal organizations involved in drug trafficking,'' he told AP in an email.

On Wednesday, Colorado-based United Cannabis Corp. said it has launched a partnership with Jamaican agencies to launch a marijuana research and development facility on the island that they hope will lead to patents and medical cannabis products. The move by Jamaican lawmakers adds to an international trend of easing restrictions on marijuana for medical or personal use. More than 20 U.S. states allow some form of medical marijuana and last year

Colorado and Washington legalized personal use. On Tuesday, Alaska became the third U.S. state to legalize the recreational use of marijuana for adults. In the Americas, Uruguay last year became the first nation to create a legal marijuana market. In Argentina, personal possession of marijuana was decriminalized under a 2009 Supreme Court ruling that jail time for small amounts of drugs violates the country's constitution. A law in Chile permits use of medical marijuana. Details of Jamaica's licensing authority and its hoped-for medical marijuana sector need to be refined in coming months. But Jamaican cannabis crusaders applauded the amendments. “This is a big step in the right direction, but there's still a lot of work to do,'' said Delano Seiveright, director of the Cannabis Commercial and Medicinal Taskforce. Although he has had other popular singles such as Nah Let Go in 2011, Gyptian has not duplicated the success of Hold You.

Nothing to Lose is Gyptian's fifth album. His debut, My Name is Gyptian, came out in 2006. It was followed by I Can Feel Your Pain in 2008, Hold You in 2010 and Sex, Love and Reggae in 2013.

"There was a lot of creativity done around that song, the production and marketing was excellent. Jamaica took on the song last as it was already well received on the international market," Gyptian explained. "Therefore, Hold You had that edge over the rest because it wasn't, in Jamaican terms, 'buss a yaad'."

Fan of a Fan: The Album is the first collaborative studio album by American recording artists Chris Brown and Tyga; it was released on February 20, 2015. The album’s lead single “Ayo” was released on January 6, 2015. The track was produced by American record producers Mark Kragen and Nic Nac, whom Chris Brown previously worked with on “Loyal”. The album’s eleventh track, titled “Bitches N Marijuana”, which features a guest verse from West Coast rapper Schoolboy Q, was made available for purchase via digital distribution as the album’s second single, on February 7, 2015.

Born in the UK and raised in Italy, Lion D is a rising star in the European reggae scene. His remarkable melodies and his conscious lyrics are captivating sound systems, radio DJ’s and producers all over Europe and also in the USA. ‘Heartical Soul’ is the new album that Lion D recorded in 2014 at the Shengen Studio in Jamaica and produced by the international reggae artist Alborosie. “Heartical Luv” is the first single and video.

Bulls guard Derrick Rose to have surgery for 3rd knee injury since 2012; has torn meniscus injuries since he won the MVP award. All-Star teammate Jimmy Butler posted a picture of him and Rose with the message: “my point guard. my brother.'' Rose was limited to 39 games during the 2011-12 season, and tore the anterior cruciate ligament in his left knee in Game 1 of the 2012 playoffs against Philadelphia. The Chicago Bulls star will have surgery on his right knee for the second straight season, casting doubt on whether the once dynamic point guard will ever be the same after a series of injuries. The team announced Tuesday night that Rose was feeling pain in his knee, and an exam and MRI confirmed a medial meniscus tear. The 2011 NBA MVP played in only 10 games last season before he had surgery for the same injury in November 2013, shelving him for the year, but the Bulls said a timetable for his return will be determined after the operation. It's unclear when Rose re-injured the knee. He appeared to be

rounding into form last month, averaging 22.6 points over his final 14 games before the AllStar break, but he had struggled since returning to the court after the time off. Rose became the latest NBA star to be sidelined for a significant period within the past few days. Chris Bosh will miss the rest of the season after the Miami Heat announced blood clots were found on one of his lungs. Knicks forward Carmelo Anthony (left knee surgery) won't return this season, either. He averaged 10.7 points on 23.5 per cent shooting in Chicago's first three games after the break. It's a big blow for the surging Bulls (36-21), who have won six of seven and appeared to be picking up steam after a tough stretch. Will Smith learns to 'quiet the warrior' as he enters a new act in his career with 'Focus' they're not making the other keel over in laughter. They bonded over endless hours of conversation, chess, eating and going out with the cast and crew in the various shooting locations from New Orleans to Buenos Aires. The elaborate Thanksgiving dinner that Smith co-ordinated while the cast was in Argentina didn't hurt either. Smith said the State Department even got involved to ensure they'd have cranberry sauce. “He pretty much organized and funded the biggest Thanksgiving fiesta that Argentina has ever seen. That any of us have ever seen,'' said Robbie. “It's been over a year now but we're still talking about it.'' Both credit the directors for making the set as fun and lively as possible, but Smith helps to set the tone.

LOS ANGELES _ Things started to come into focus for Will Smith when ”After Earth'' bombed. Once the biggest movie star in the world, his $130 million sci-fi spectacle “After Earth'' opened in June 2013 to a lousy $27.5 million and would only go on to make up less than half of its production budget, domestically, by the end of its run. For a man who once defined himself by his box office star power, the blow was crushing. “From the time I was in my early 20s, I had this goal that 'I want to be the biggest movie star in the world,''' said Smith on a recent afternoon at a suburban Four Seasons Hotel, lowering his voice to a faux-macho level when he says the words “movie star.'' “And I set out for conquer,'' he said. “Smash! Conquer!'' he exclaimed animatedly. For a while it worked. Smith has had four movies that have grossed over $200 million domestically, and 13 that have grossed over $100 million, most with him headlining. Then “After Earth'' happened and everything toppled. “After the failure of ''After Earth, ”a thing got broken in my mind,'' he had explained to a group of reporters at a press conference for his new film “Focus'' a few minutes earlier.

“I was like, 'oh wow, I'm still alive. Oh wow. I actually still am me even though the movie didn't open at No. 1. Wait, I still can get hired on another movie?' All of those things collapsed in my mind. Mr. July! Big Willie weekend! No. 1! Eight in a row! All of that collapsed and I realized I still was a good person.'' “It's a huge emotional shift for me,'' said Smith, who has since appeared in smaller roles in “Anchorman 2: The Legend Continues'' and “Winter's Tale.'' “(Daughter) Willow in particular has helped me make a shift from winning and conquering to loving and connecting as a primary purpose for everything. She just absolutely demands attention to her thoughts and feelings. It's a huge lesson for me to quiet the warrior in me,'' he said. It's fitting that Smith's first outing in this new stage is actually called “Focus'' (in theatres Friday), a sleek, intimate film from “Crazy, Stupid, Love.'' directors Glenn Ficarra and John Requa about a smooth, seasoned con-man and his alluring and much younger protege, played by Australian actress Margot Robbie. Smith and Robbie are meeting in the middle, in film and in life. Smith, in a self-defined new phase, and Robbie

right as she's about to break out into the mainstream. “The Wolf of Wall Street,'' where Robbie caught the attention of a wider audience playing the wife of Leonardo DiCaprio's character, hadn't even come out when she was cast in “Focus.'' As she remembers it, “Focus'' wrapped at 6 a.m. and she was attending the “Wolf'' premiere that night. “We couldn't be more opposite,'' said Smith of his co-star, seated next to her in the hotel. “I wasn't expecting to get along with him as well as we did. We didn't have anything in common. He's an ex-rapper. I'm from Australia,'' added Robbie. “I, just like everyone, assumed he was really fun and funny. And he is really fun and funny. I wasn't expecting him to be so intellectual and emotional and deep.'' Smith laughed.

“For me, it's really important to maintain a positive energy, especially when it's a comedy,'' said Smith. “Will walks onto set with a boom box on his shoulder and starts rapping and it's like 5 o'clock in the morning and he's jumping up and down and throwing a rave and then you're just buzzing for the rest of the day,'' she said. Robbie and Smith aren't done with each other yet, either. They'll both be appearing in the comic book film “Suicide Squad'' for Warner Bros., which is currently in pre-production. When Robbie heard that Smith was considering taking on the project, she texted him and insisted on it. “He was like, 'we'll see, candy cane,''' said Robbie. “He was my mentor on screen and off screen.'' As far as what that advice is? “My standard answer for Margot is 'uh, don't do that,''' said Smith, laughing. “I'm like, you know what Margot? Take a nap.''

LOS ANGELES _ The $150,000 pearl-adorned dress Lupita Nyong’o wore to this year’s Academy Awards has been reported stolen, sheriff’s officials said Thursday. Deputies responded to a West Hollywood hotel late Wednesday after the custom Calvin Klein Collection by Francisco Costa dress was reported missing from the actress’s hotel room, sheriff’s Sgt. Richard Bowman said. Bowman said Nyong’o was present when deputies took the report, but she wasn’t in her room when the elaborate gown was taken. The custom ivory dress designed by Costa included 6,000 pearls of various sizes. Representatives for the actress reported the theft. Detectives suspect the garment was stolen sometime between 8 and 9

p.m. Wednesday, sheriff’s Lt. William Nash said. Detectives were at the hotel Thursday looking for clues, including whether surveillance footage would reveal what happened to the gown.
