The government’s Meteorological Service said Saturday that heavy rain and winds are expected for part of the weekend. Heavy rains that began Thursday has caused flooding that has cut off several communities, damaged hundreds of homes and led to the evacuation of dozens of people. Officials say eastern Trinidad is the hardest hit area.

Officers with the Jamaica Constabulary Force's narcotics division found most of the pot when they stopped a car in Kingston and seized 445 pounds (202 kilograms). Six

They also seized a smaller amount of pot and made one arrest during a search at Sangster International Airport in the northern tourist town of Montego Bay. During an interview with Joan Tarshis that aired Tuesday night, Lemon responded to her claim that Cosby forced her to perform oral sex by suggesting she might have retaliated instead by “biting’’ Cosby on his genitals. Tarshis said she hadn’t thought of that during the alleged incident in 1969. Lemon was slammed on Twitter, where he was a trending topic much of Wednesday. On the air, he apologized to anyone who found his questioning insensitive. Cosby, who was never criminally charged in any case, settled a civil suit in 2006 with another woman over an alleged incident. He has refused to comment on accusations from other women. TRENTON, N.J. _ A lawyer for Tracy Morgan says the actor-comedian is still recovering from a brain injury sustained in a highway crash in New Jersey more than five months ago. Lawyer Benedict Morelli said Tuesday the former “Saturday Night Live’’ and “30 Rock’’ star is recovering from a traumatic brain injury suffered in the June 7 crash on the New Jersey Turnpike. Lawyers were in court in New Jersey for a scheduling conference in Morgan’s lawsuit against Wal-Mart. A Wal-Mart truck slammed into the back of a limo van that was carrying Morgan and several friends on their way from a show in Delaware. One person was killed, and Morgan suffered a broken leg, broken nose and broken ribs and spent several weeks in the hospital and in rehab. Three others were injured, two seriously. Father pleads for peace ahead of grand jury decision in Missouri 18 year old's fatal shooting The slain man's father, Michael Brown Sr., posted a video online saying that he, his family and the St. Louis region are still hurting from the death of Michael Brown. But, Brown says, “hurting others or destroying property is not the answer.''

FERGUSON, Mo. _ The father of an unarmed black 18-yearold who was fatally shot by a white police officer in Missouri has made a plea for peace, regardless of whether a grand jury decides to charge the police officer for his role in the killing.

Ed Magee, a spokesman for the St. Louis County prosecutor, said Friday the grand jury is still meeting to consider charges against the officer, Darren Wilson, in the Aug. 9 death of Michael Brown.

The case has spurred sometime violent protests while reigniting a fiery debate in the United States over race relations between police departments and the minority neighbourhoods they are supposed to serve. Demonstrators gathered at Ferguson police headquarters Thursday night. St. Louis County Police spokesman Brian Schellman said police told the crowd to disperse when

protesters blocked traffic, and those who refused were arrested. Three people face charges after the protests. Cannabis skin cream? Marley heirs join US firm to build pot brand; grousing in Jamaica the move to create “Marley Natural'' has stirred grousing in Jamaica among those who share his Rastafarian faith, a spiritual movement that considers the drug divine.

KINGSTON, Jamaica _ A U.S. private equity firm announced Tuesday it has joined the family of late reggae star Bob Marley in hopes of building what it touts as the “world's first global cannabis brand.'' Seattle-based Privateer Holdings announced Tuesday it has reached a licensing deal with Marley's heirs to offer marijuana strains, including ones famed in Jamaica, where regulations permit by late 2015. It also plans to sell

weed-infused lotions, creams and various accessories. “My dad would be so happy to see people understanding the healing power of the herb,'' Miami-based Cedella Marley said in a company statement. She's the eldest daughter of the music legend who died of cancer in 1981 and is Jamaica's most iconic figure. Over the years, his estate has authorized deals for a wide range of merchandise. But

Maxine Stowe of the Rastafari Millennium Council asserts that Marley was “the least of the Wailers around the issue of ganja legalization'' and worries his estate's efforts to launch a cannabis brand will negatively impact Jamaican efforts to financially benefit from a legalization movement gaining traction across the globe. The Wailers were founded by Marley, Bunny Wailer and Peter Tosh. All three famously espoused smoking the “holy herb,'' but Stowe argues Wailer and the late Tosh were more strident activists. “The government has to stand up now for Rastafari and the Wailers' rights in their intellectual property!'' Stowe wrote in a Tuesday email.

Some Rastas are also irked that Marley Natural will be based in New York. But while pot remains prohibited here, Jamaica has been rethinking its position. The government hopes to amend drug laws to pave the way for a regulated medical marijuana and research sector. Officials say this could be achieved next year. Delano Seiveright, director of the island's Ganja Law Reform Coalition, said there are hopes that the Marley family's plans will spur Jamaica to “develop a legal and regulated cannabis industry much sooner rather than later.'' T.I.'s advice to protege Iggy Azalea on dealing with criticism: count your money

TORONTO _ It's hours until T.I. will be flowing like silk onstage in Toronto, but the Atlanta rapper has already found a verbal momentum that seems impossible to interrupt. Sipping a Heineken in his hotel room prior to a recent club show at the Guvernment (which was granted a cameo by admirer Drake), T.I. is discussing how protege Iggy Azalea has thrived and thus absorbed the scrutiny of ubiquity, both from peers (Nicki Minaj and Snoop Dogg) and beyond (the Internet). Asked how he advises her to deal with such feedback, Tip quickly gets on a roll. “I'm going to be biased, because I see her as my little sister,'' he said of the “Fancy'' rapper, whom he signed and mentored. “I just know that for that kind of upside, you have to have some sort of

negativity stitched in there somewhere. “And if opinions and criticism from people who have no real effect on your life, if that's all you got to deal with, then I think we have other more pertinent things to worry about.'' He pauses, for effect, then adds with a laugh: “Like, 'What we are going to do with all this money?''' After the punchline his pace quickens, and he raps his fist on the coffee table to punctuate his points. “I try to tell her like that, man. Whenever you don't like something somebody said, just ask yourself: 'What am I going to do with all this money?' And if you'd rather think about what they said ... then you not getting enough money. Let's go get some money. “I try to rationalize it to her like that. But little sis is little

sis and she has her views and opinions and approaches to things. I respect her and support her, man, just because I know she's a good person at heart. I know that she has done nothing to harm or disrespect or do anything bad to anyone intentionally.''

“It's crazy how old an artist can get,'' marvelled the rapper, 34. “That makes me seem so old.''

He's collaborated with pretty much every notable name in post-millennial hip hop, and “Paperwork'' alone features Jeezy, Pharrell, Azalea, Usher and TheDream.

Of course, T.I.'s high-flying career was often grounded by his tumultuous personal life. As a teen, he dropped out of high-school, sold drugs and tangled with the law. His legal issues, obviously, didn't end there. He was arrested October 2007 and eventually served 11 months in an Arkansas prison on federal weapons charges. He was subsequently sentenced to another 11 months in prison for violating the terms of his probation. Creatively, the sad saga inspired the introspective hit parade “Paper Trail'' (written under house arrest), but it also immediately dashed his once-considerable momentum. “All the twists and turns and ups and downs and starts and stops, they've been a gift and a curse for me,'' he said. “You accept _ or endure _ the consequences that come with bad decisions. “However it makes for a story that _ I mean, I haven't seen one similar to it. Aside from maybe Tupac. But it's just been so much adversity riddling these 13 years. And I think every time you're in the low part of it _ being downtrodden and everyone looking down on you _ it inspires you in a very creative way.'' Longevity, then, can sometimes mean: “You just have to have an interesting life.'' The personal setbacks are perhaps more surprising when contrasted with a creative sensibility that leans toward risk-aversion. His career is all workmanlike consistency, his personal life plagued

At the recent fevered show in Toronto, Drake emerged unannounced to provide both a breakneck three-song medley (highlighted by “0 to 100'') and the awed testimony of someone who has benefited from T.I.'s insight. “I would not be where I am in my career without this man,'' Drake announced. “This guy gave me one of the most important talks of my life at one of the most important times in my life.'' Pharrell also sees that profundity in T.I. “Paperwork'' began with the two sharing hours-long discussions about the “present state of hiphop'' and its move away from organic instrumentation, and Pharrell continually needled him to dig deeper lyrically. “He sees me more moreso as a Nas, like an eloquent, intellectual storyteller,'' he said. “I see me more as Ice Cube or Tupac. More of a rebel. “Somewhere in the middle, I think, we're both right.'' Hasn't that friction between the two sides of his personality provided the thematic inspiration for much of his music? “I'm a Libra,'' he replied, laughing. “If you say, 'Man, what's your favourite colour?' It's: 'Well, I like... but I ALSO like...' I'm always weighing up the options. “I didn't just get stuck being 'You Don't Know Me' T.I., I didn't get

stuck being 'Swagga Like Us' T.I. or 'Whatever You Like' T.I. ... I think that has provided a diversity that has enabled me to defy the odds of time.'' If his discography is free of any outright duds _ 2010's “No Mercy'' being probably his most lightly regarded work _ it's perhaps because he remembers holding his heroes to a high standard. “Ohh, what a dreadful day it would be if I went and got an Outkast album that wasn't good,'' he said of growing up. “Or if I went and got a Tupac album I didn't like. Or UGK or Scarface. Ohhhh man. That would (mess) my day up.'' Now he sees himself standing eye-to-eye with some of those influences. On “Paperwork'' highlight “About the Money,'' rising-star Young Thug trills a winningly weird verse that pays tribute to his Atlanta elder even as he's refracting his influence through a cracked funhouse mirror. Feeling sage and secure, T.I. isn't threatened by the way his town is changing.

``I respect what they doing _ they're the new sound of Atlanta,'' said the rapper, specifically praising Migos, Young Thug, Rich Homie Quan, Peewee Longway and Bankroll Fresh, among others. “Artists like myself and Young Jeezy and Outkast ... we are the Colosseum statues. Regardless of who wins today, this statue will be here when you come and when you leave and when you come back again. Don't matter who wins today. This statue is here and it's going to be here forever. “Our sound is going to be relevant regardless of the present sound of the city is. ... (The younger artists) are the sound of Atlanta now. We may dib and dab and find a way to apply a piece of that new sound into what we do, but we will not completely conform. “Because we don't have to. Ten years removed from Raptors, Carter has fond feelings for Raptors thing to sit at home watching with your friends or watch it on a computer, but right here? It's special.'' Carter has been the object of fans' fury in virtually every return trip to Toronto, but there's been a shift in perception recently. Young Canadian stars such as Andrew Wiggins, Nik Stauskas, Anthony Bennett and Kelly Olynyk grew up during ``Vinsanity,'' and have credited the former Raptors star with sparking their interest in the game. Stauskas often talks about when, as a young boy attending a Raptors open practice, he was picked out of the crowd to play one-on-one with Carter. When Stauskas _ now a rookie with the Sacramento Kings _ drilled a three, Carter tackled the youngster to the court and gave him a noogie.

TORONTO _ Nearly 10 years after Vince Carter departed Toronto, leaving enraged Raptors fans in his wake, they finally stood and applauded the superstar who helped put basketball on the map in Canada. The Raptors honoured Carter with a video tribute as part of their 20th anniversary celebrations Wednesday, as his Memphis Grizzlies played in Toronto. The 38-year-old was visibly moved, wiping away tears with his powder blue T-shirt. He touched a hand to his heart and repeatedly gave thumbs-up to the crowd.

NBC says Cosby project is no longer in development, hours after new assault allegations emerge stages, without a script or commitment to production. But it would have brought Cosby back to the network where he had reigned in the 1980s with the top-rated “The Cosby Show.''

NEW YORK _ NBC says it has scrapped a Bill Cosby comedy that was under development, the second outlet within a day to put off or abandon a Cosby project after another sexual assault allegation against the comic emerged. NBC spokeswoman Rebecca Marks said Wednesday the project “is no longer under development,'' and had no further comment. Netflix announced late Tuesday that it was postponing the Nov. 27 premiere of a new Cosby standup comedy special, giving no hint about whether it will ever be aired. Hours earlier in an interview with “Entertainment Tonight,'' actress Janice Dickinson became the third woman in recent weeks to allege she'd been assaulted by Cosby _ charges strongly denied by the comedian's lawyer. Dickinson told “Entertainment Tonight'' that Cosby had given her red wine and a pill when they were together in a

She told “Entertainment Tonight'' that Cosby and his lawyers pressured her and the publishers not to tell the real story. Singer said the publisher sent the pages in Dickinson's book about Cosby to Cosby's publicist prior to publication. “There was no mention of rape or sexual assault whatsoever,'' Singer said. “Nobody tried to kill any sexual assault or rape story.'' He said the first Cosby heard of any assault allegation came in the “Entertainment Tonight'' interview, and suggested Dickinson was “seeking publicity to bolster her fading career.'' Cosby, who was never criminally charged in any case, settled a civil suit in 2006 with another woman over an alleged incident two years before. ____
