SANTO DOMINGO, Dominican Republic _ Health officials in the Dominican Republic have issued an alert as the number of dengue cases and deaths continue to rise in the Caribbean country. The Ministry of Health says there have been 57 deaths so far this year, 17 more than last year during the same time period. Officials said Friday that there have been a total of more than 5,220 cases in all this year. That’s nearly 800 more than at the same time in 2014. The World Ex US Rep. Jesse Jackson Jr. to officially complete sentence Friday; wife to prison next

CHICAGO _ The Bureau of Prisons says former U.S. Rep. Jesse Jackson Jr. has officially completed his 2 1/2-year prison sentence for spending $750,000 in campaign money on personal items. Bureau spokesman Edmond Ross says the Illinois Democrat’s home confinement in Washington, D.C., will be lifted Friday and his ankle monitor removed. Ross says inmates whose release dates fall on a Sunday are always released two days earlier. Jackson, 50, left an Alabama prison in March after two years behind bars. He lived in a halfway house and has been confined to his family home since June. He still must complete 500 hours of community service. Rowley sworn in as new prime minister of Trinidad and Tobago after ruling party voted out led by Kamla Persad-Bissessar.

The Coast Guard says the drugs arrived Friday at Base Miami Beach. Officials say a Coast Guard cutter intercepted a Panamanian flagged sailing vessel southeast of Nicaragua on Sept. 3 and found 254 kilograms of cocaine in a hidden compartment worth an estimated wholesale value of $8.5 million. That same day, officials say another cutter responded to three people clinging to a capsized vessel when 68 bales of marijuana was spotted in the water. More than 3,600 pounds of marijuana valued at $3.3 million was recovered. In the past year, the Coast Guard reports it has seized nearly 130 metric tons of cocaine, the most since 2008.

PORT-OF-SPAIN, Trinidad _ A new prime minister took office Wednesday in Trinidad and Tobago after the previous ruling party was voted out in general elections. David Rowley was sworn in during a brief ceremony in the Caribbean country's capital, Port-of-Spain. His People's National Movement won 23 seats in the 41-member House of Representatives in Monday's vote, ousting a coalition

Rowley and his party take power as the country wrestles with slowing growth due to falling prices for its principal exports, natural gas and oil. The former prime minister said she plans to challenge the election results because the voting period was extended by an hour. Officials had extended it because of inclement weather.

JACKSON, Miss. _ A former University of Mississippi student who admitted helping place a noose on a statue of a civil rights activist is going to prison. A federal judge sentenced Graeme Phillip Harris on Thursday to six months in prison beginning Jan. 4, and 12 months’ supervised release. Harris’ lawyer argued he didn’t deserve jail time. Harris pleaded guilty in June to a misdemeanour charge of using a threat of force to intimidate African-American students and employees. Prosecutors say he and two other former students placed a noose on the statue of James Meredith, a black man who integrated the university known as Ole Miss amid rioting in 1962. A second man, Austin Reed Edenfield, had been scheduled to plead guilty Wednesday The Associated Press

Black Lives Matter won’t endorse in 2016, but is committed to political activism Vermont Sen. Bernie Sanders, a Democratic presidential candidate, was about to speak. Others claiming to represent Black Lives Matter have met with Democratic presidential candidate Hillary Rodham Clinton and Republican presidential hopeful Jeb Bush. The Congressional Black Caucus, a group of African-American lawmakers in the House and Senate, also was focusing on criminal justice and police reforms during its annual legislative conference this weekend.

WASHINGTON _ The Black Lives Matter network will not make a presidential endorsement but will keep up its political activism by confronting candidates about the treatment of African-Americans in the United States, one of the group’s founders says. In an Associated Press interview, Alicia Garza discussed the organization’s refusal to settle on a preferred candidate in the 2016 race to succeed President Barack Obama and pledged to press ahead with protests and interruptions during the campaign. “Sometimes you have to put a wrench in the gears to get people to listen,’’ said Garza, who spoke at the 7th Annual Black Women’s Roundtable Policy Forum last week.

The Black Lives Matter movement traces its roots to the fatal shooting of 17-year-old Trayvon Martin in Florida in 2012, and gained national ground after 18-year-old Michael Brown was shot and killed by a white police officer in Ferguson, Missouri, last summer. Since then, deaths of other unarmed black males at the hands of law enforcement officers have inspired protests under the “Black Lives Matter’’ moniker. Some are affiliated with the original network founded by Opal Tometi, Patrisse Cullors, Garza and their allies. Some are not, although they use the slogan. Black Lives Matter activists grabbed headlines when they disrupted a Seattle rally last month right before

The Democratic National Committee acknowledged the Black Lives Matter movement at its Aug. 1 meeting in Minneapolis with a resolution saying it “joins with Americans across the country in affirming ‘Black lives matter’ and the ‘say her name’ efforts to make visible the pain of our fellow and sister Americans as they condemn extrajudicial killings of unarmed African-American men, women and children.’’ The network said the resolution would not get its endorsement, and Garza reaffirmed that the official Black Lives Matter organization will not endorse any political party or candidate this election cycle. “Black Lives Matter as a network will not, does not, has not, ain’t going to endorse any candidates,’’ Garza said. “Now if there are activists within the movement that want to do that independently, they should feel free

and if that’s what makes sense for their local conditions, that’s fantastic. But as a network, that’s not work we’re engaged in yet.’’ In the future, the organization may become more involved with candidates and parties, and even run candidates, she said, but added that “we’re not there yet.’’ “It’s too early in the development of the network and it’s too early in the genesis of the movement to rally around anyone in particular who hasn’t demonstrated that they feel accountable to the Black Lives Matter movement or network,’’ said Garza, who also works with the National Domestic Worker Alliance. “What we’ve seen is an attempt by mainstream politics and politicians to co-opt movements that galvanize people in order for them to move closer to their own goals and objectives,’’ she said. “We don’t think that playing a corrupt game is going to bring change and make black lives matter.’’ ___ Jesse J. GraceKennedy Jamaican Birthright Programme

KINGSTON, JAMAICA, September 9 After reviving its popular Jamaican Birthright programme in 2015, GraceKennedy has announced that applications for the 2016 period are now open. The aim of the programme is to expose second and third generation Jamaican university students to a diversified Jamaican experience through music, social activities and professional tutelage through internships at GraceKennedy. “The programme this year was a huge success. Our 2015 Birthright interns had an unforgettable and rewarding experience,” said Executive Director of the GraceKennedy Foundation, Caroline Mahfood, who has oversight for the project. She continued, “With the help of our partners Sandals, Digicel and the Jamaica Tourist Board, the interns not only experienced the professional aspect of Jamaica but also the rich cultural heritage, from cuisine to music, sports and more. They really got the chance to get up close and personal with Jamaica.” 2015 Birthright Interns, Janae Bell, a freshman at Harvard University, Kira Starks, a graduate of the University of Baltimore, Jamila Turner Dell’Acqua, a graduate of the University of East London, and Ukpong Etang, a junior at Concordia University in Montreal, received an all-expenses paid, five week trip to Jamaica to participate in the programme. They all expressed appreciation for having had the opportunity. According to Janae, “I really developed a

love and appreciation for Jamaica on this trip. I was able to experience the life and culture as a resident rather than a tourist. The GK Birthright Programme is one I recommend all students of Jamaican heritage take part in.” The GraceKennedy Foundation is ensuring that students have that chance. Applications are open to second and third generation Jamaicans (of Jamaican parentage or grand parentage) between the ages 18 – 25 years, who have not lived in Jamaica for more than six months, and who are seeking an opportunity to learn and explore their Jamaican heritage. They must be pursuing either an undergraduate or graduate degree and must have a Grade ‘B’ average or higher. Applications will be accepted online from September 7 to November 30, 2015, after which four persons – two from the United States, one from the United Kingdom and one from Canada - will be chosen to participate in the Birthright Programme for 2016. GraceKennedy Limited will host the four university students from July 2 to August 6, 2016, giving them hands-on experience in their chosen career fields. Application forms are available online at www. gracekennedy.com. For further information, email gkfoundation@gkco.com or call 1876 932-3541.

These foreign deejays and educators are also emissaries and vanguards of dancehall, it’s a privilege to have them here, we do have the same stories just different characters and I welcome them into our country” said Iyara. Promising Sounds Get Shot at Fame at U.S. RumbleWinner to Compete in World Clash, U.K. Cup Clash and More more. With the stars of the sport being much older than the new generation of Dancehall fans they need to appeal to, a crossroads has been reached in the industry," says Garfield "Chin" Bourne of Irish and Chin. "Baring this generational gap in mind and the visibly stunted growth of the culture, Irish and Chin has made a commitment to the exposure of younger talent..... hence, we have U.S. Rumble."

Caribbean taste makers Irish and Chin will once again stir up sound clash excitement with the highly anticipated U.S. Rumble on Saturday, October 10, 2015, their key effort (as a part of their greater R.E.S.E.T. initiative) to expose young sound systems to a global audience. Going down inside the Queens, NY hot spot, Amazura, the high profile clash event, which features 7 promising, hungry U.S. sounds, will grant it's winner the rights to represent the U.S. on coveted international stages, including World Clash and U.K. Cup Clash, as well as the opportunity to defend their U.S. Rumble title at next year's competition. Notably, these are three viable platforms the winner can utilize to further establish their career. After canvassing the country for sound systems making an impact in their respective states, Irish and Chin carefully granted seven rising sounds slots on the U.S. Rumble sound clash. The lucky contenders include Black Hustler (Connecticut), Broken Silence (California), King Fargo (New York), King Shine (New Jersey), Innocent (Florida), Love People (Virginia) and Nexxt Level (New York). These young sounds will be judged on criteria including speech, creativity, presentation and music knowledge. The contenders will be allowed to mix their dub plates with 45 selections. This not only frees the sounds up on the heavy cost of dub plates but also spawns a new and vibrant vibe in the arena and places an emphasis on talent and entertaining the audience. "It's no secret that most of the sound clash industry's sound systems and selectors who reign supreme have been active for at least two decades or

The feisty line up of sounds has given way to an omnipresent, fiery pre-war in social media, often characterized by both stern and comical threats, videos, music warnings and much more. There is an enormous buzz surrounding the forthcoming clash, as evidenced by the contenders’ level of enthusiasm and predominately by the overwhelming support from fans. When the event’s initial video drop went viral, which featured infamous sound man Fire Links doing the voice over, even the interest of non-traditional clash fans was sparked! To celebrate the U.S. Rumble and give the talented competitors a spotlight, Sound Chat Radio will air “Rumble Weekends” every Friday and Saturday (starting Friday, September 11), leading up to the event (http://www.irishandchin.com). Listeners will have an opportunity to get up close and personal with the contenders, both musically and personally. When it comes to the art of ‘sound clash’ -- very few have reached the heights of Irish and Chin. Without question, the leading promoters have kept their passion and dedication to sound clash alive by providing sound systems and selectors with an unprecedented platform to showcase their unique craft, which has been the pulse of Jamaican music and culture for over 5 decades. Irish and Chin’s long term goal is to stage preliminary competitions, similar to U.S. Rumble, throughout the world, granting select countries a chance for representation on their annual World Clash competition. There will be loads of lighters, horns, whistles and sheer competitive energy amassed within the walls of Amazura on October 10, 2015! Contenders must come with their “A” game! Please join us as we crown America’s U.S. Rumble Champion!

duction company to try to continue erasing that line. “My story doesn't end here,'' she said. “There is so much work that needs to be done in so many areas in the business with actors of colour, so many narratives that need to be seen by people, so many stories that need to be seen and felt.''

LOS ANGELES _ Viola Davis made history on Sunday by becoming the first black woman to win an Emmy for best drama series actress, but said there is still work that needs to be done in getting more diverse stories on screen.

playing Tubman in an upcoming HBO movie.

She won for her role as the professor and defence attorney Annalise Keating in ABC's “How to Get Away With Murder,'' which is just beginning its second season. In her acceptance speech, Davis quoted Harriet Tubman.

Backstage, Davis expanded on the line that exists in the industry, saying “there is a difference when it comes to actors of colour in this business. If it's been 67 years since an actress of colour has won an Emmy then there is certainly a line.''

“I can seem to get over that line,'' said Davis, who will be

“The only thing that separates women of colour from anybody else is opportunity. You cannot win an Emmy for roles that are simply not there,'' she said.

Davis's friend and peer Taraji P. Henson was also nominated in the same category for her performance in “Empire.'' The competition between the two was only on paper, though. As Davis walked up to accept the award, she and Henson hugged and exchanged words of support. “We whispered to each other: 'Whoever gets it, it's great, it's wonderful and I love you.''' LOS ANGELES _ Forest Whitaker and Anika Noni Rose are joining the cast of A&E Networks' “Roots'' miniseries remake. Others in the cast will include Anna Paquin, Jonathan Rhys Meyers and newcomer Malachi Kirby as the central figure Kunta Kinte, A&E said Wednesday. The network had previously announced that Laurence Fishburne will play writer Alex Haley, whose novel about his African-American ancestry was the basis of the original miniseries.

The new project will draw on the late Haley's book along with new research, A&E said. The 1977 ABC version was a ratings sensation. Mario Van Peebles and Bruce Beresford were added as directors for the project, which is in production in New Orleans. No air date has been announced for the “Roots'' remake that will debut on the History, A&E and Lifetime channels.

Cast of hit Fox series 'Empire' reveal pre show secrets at NYC premiere for season 2 Daniels, who produced “Monster's Ball'' and directed “The Butler,'' also got political after thanking the chairman-CEOs of Fox Television Group, Dana Walden and Gary Newman, for their support with “Empire.'' “I want to say to them, 'Thank you for letting me do tonight because tonight is so important for me.' Where we are right now in America with race relations is an ugly place and it's time we tear the roof off this mother (trucker),'' he said. ____ SMOLLETT AUDITIONED FOR ROLE SINGING 'BLURRED LINES' Smollett, who plays an openly gay singer and succeeded his father to run Empire Entertainment, said he auditioned for the role of Jamal by singing Robin Thicke's “Blurred Lines'' a cappella. NEW YORK _ The cast of the hit series “Empire'' were tight-lipped about the drama that unfolds on the upcoming second season, but when it came to discussing secrets about the show before it had its launch earlier this year _ they were revealing. Emmy nominee Taraji P. Henson, Terrence Howard, creator Lee Daniels and more from the top-rated Fox show premiered the season two opener at Carnegie Hall in New York City on Saturday in front of a feverish audience. Howard entered the prestigious venue, where few from the hip-hop world have performed, with his fist up in the air and yelled “Empire!'' as the audience applauded. The cast sat tightly on the second level at the hall and even took a selfie, directed by Henson. But after the juicy episode aired, the show's producers and cast, including Jussie Smollett and Gabourey Sidibe, sat down for a Q&A that was hilarious and intense, but overall, in the show's fashion, dramatic _ curse words and all. ____ HENSON: 'EMPIRE' IS MOVING THE NEEDLE Henson, Daniels and the cast spoke at length about how they were surprised that a series like “Empire'' had found success on prime-time television, or as

Henson put it, “free TV.'' The first season of the show, starring Howard as drug dealer-turned rapper-turned record label owner Lucious Lyon, has seen ratings grow each episode and its finale drew 17 million viewers. “I honestly thought, 'This would be great. We will put this incredible work in the can and Fox would choke and put it on cable,'' said Henson, who earned an Emmy nomination for playing Cookie Lyon. “And I get the call that the show is picked up. I was like, 'What! Are they crazy?''' “You want to do the work that's going to challenge people to think and ruffle feathers and get people upset and spark intelligent conversations so that change can happen,'' she continued. Henson also said “Empire'' is more than just a TV series and called her and Howard's characters, former drug dealers, “heroes in a very American way.'' “'Cause you can judge (Cookie), you can say whatever you want about her, about Lucious, about what they did to get where they are, but at the end of the day, their sons are not statistics. OK. Their sons are not in jail ... they broke a cycle of poverty and anybody that's from the hood knows that that is very hard to do,'' she said and earned applause. “It's very hard to do. To break (the cycle) and I don't mean break it for yourselves, but it for your sons, for the black boys that are coming up.''

“I love Robin Thicke! Robin Thicke is talented, I have his albums, but this one sang it a capella,'' Henson said.

can just ignore that and we'll figure it out,''' said Sidibe, who worked with Daniels on “Precious.'' And then she got deep. “You guys don't understand, Lee is the first person in the entire world that has looked at me, looked my skin colour, looked at my body, looked at my talent and said, 'Perfect.''' ____ TARAJI WANTED LEAD ROLE IN 'PRECIOUS' Speaking of “Precious,'' Henson said she auditioned for the role of Clareece “Precious'' Jones, an overweight, illiterate and abused teen. “I'm a little nuts,'' said Henson, who explained that Daniels wanted her to audition for the role of Precious' teacher, played by Paula Patton. “And I was like, 'That ain't the role, the role is Precious!''' Henson said.

Smollett went on to sing it live without background beats or a band at Carnegie Hall.

___

“I sent Lee a message, I said, 'He is the baddest b---- in the room,''' Howard said of Smollett.

Ta'Rhonda Jones, who plays the role of Henson's assistant Porsha, said when she auditioned for the show, she thought it was a rap gig.

____ LET'S DANCE The singing for Smollett didn't end there. Following the Q&A, he and his TV brother, Bryshere “Yazz'' Gray, went on to perform popular songs from the series, including “Drip Drop'' and “You're So Beautiful.'' During the latter, Sidibe _ whose screen credits include “Precious'' and “American Horror Story'' _ joined the duo onstage. She whipped her hair back and forth, twirled and twerked.

I'M A RAPPER, NOT AN ACTOR

“I walked in the door pretty blinded. I originally thought I was going to be a rapper for Terrence Howard because that's what my brother called me and told me,'' said Jones, a rapper who had never acted. “Terrence Howard was looking for female rappers in their 20's and I thought he was trying to come out with a 'Hustle & Flow' (record) label.'' The audience burst into laughter. Jones also admitted she didn't even know who Daniels was.

____

“I thought he was some crazy man,'' she said.

GABBY GETS SERIOUS

____

Sidibe, who plays an assistant named Becky on the series, said the script originally called for a “boyish, petite white woman.''

The second season of “Empire'' premieres Sept. 23 on Fox.

“And Lee said, 'If you like the script, you

Attention fellas: NBA star and fashion trendsetter Russell Westbrook wants to help you get dressed for the holidays. The 26-year-old, who was named campaign creative director for True Religion, previewed items from the brand's Men's Holiday 2015 campaign Saturday during New York Fashion Week. “It's a blessing. I think when you get that title of being creative director some people take it for granted, and people in the fashion world truly understand what that

Westbrook, the Oklahoma City Thunder player who launched a line at Barney's last year, said at True Religion, “my job is to come in with some more street style, different things that I see on a day-to-day basis from my peers.'' In comparison to his Westbrook-XO-Barneys New York collection, Westbrook says the True collection is “more me coming up and kind of doing my own thing.'' Pieces from the line included a trendy leather jacket, washed out denim shirts and oversized T-shirts.

Fans stood outside the New York store waiting for the celebrity _ who has attended shows during Fashion Week _ and cheered once he arrived. Outside of sports, Westbrook's colorful style has made headlines, and he's become a staple on the fashion scene, visiting fashion week in Paris and Milan. “Growing up, I would never think I would be doing anything like this, in a store like this, so it's a blessing to be able to see all different kids and parents and everybody here _ so it's good,'' he said. Westbrook is also celebrating in his personal life: He married his college sweetheart last month. “It's a great. A major experience. Still living that moment, so it's still great,'' he said, smiling excitedly. by Mesfin Fekadu The Associated Press (AP Photo/Zacharie Scheurer)
