The Van Zandt County Commissioners Court unanimously approved funding to create the position of a Human Resources director and department for the county during a meeting held Oct. 25. Kevin Cashion of Gollob, Morgan and Peddy, Inc., stressed to the court the need for a HR department separate from the county treasurer’s office during an audit report earlier this month. The treasurer’s office has handled the HR responsibilities for 250 county employees, County Commissioner Virgil Melton Jr. stated in the Oct. 25 meeting that there is “approximately $24,000 in the budget that could be used to help create the HR position and department,” Melton also recommended that the county’s salary structure and job description for the position be “updated and

ell over 3,500 voters have already cast their votes after the first four days of early voting in Van Zandt County, according to Van Zandt County Chief Election Deputy Elsa Smith.
“Normally, we will average anywhere from 300 to 500 voters a day in early voting but this year, we have had over 900 voters on Monday and over 1,100 voters on Tuesday,” said Smith. “This is a record turnout for our county.” Smith said she believes that two major issues are bringing out a record number of early voters this year. “The presidential election has created a lot of interest among voters but I also believe that the alcohol election in the city of Canton is bringing out a lot of

Cell phones can be used for emergencies, text
H
aving a cell phone on your person can be useful to you if there’s an emergency at school involving one of your children. The cell phone is definitely useful if you’re job hunting and hoping a potential employer will call. It’s important to be able to be notified if there is a sudden illness, if the car won’t start, or if the electricity has gone off. We need to know if a child or grandchild is sick, if a neighbor needs help, or if a planned event has been cancelled. It helps to know when your spouse has locked the car keys inside the car. My wife and I both have cell phones. When we travel, each brings a cell phone. If we become separated, we use our cell phones to find each other. I’ve mentioned the valuable uses of a cell phone because I think everyone should have one for use in an emergency. We live in a poor county, and some folks don’t have cell phones. Depending on their incomes, some of these folks may

qualify for a free cell phone under a U.S. Government program called “Lifeline.” Lifeline offers a free cell phone with up to 250 minutes per month to anyone on National School Lunch (free program only), Federal Public Housing Assistance/Section 8, Health Benefit Coverage under Children’s Health Insurance Plan (CHIP), Low Income Home Energy Assistance (LIHEAP), Medicaid, Supplemental Nutrition Assistance Program (Food Stamps), Supplemental Security Income (SSI), or Temporary Assistance for Needy Families. Others with a total family income at or below 150 percent of the federal poverty guidelines also qualify. For 2016 this was calculated at $1,471 per month or $17,665 yearly for a single-member household and $1,991 per month or $23,895 yearly for
a two-member household. Many residents of Van Zandt County are elderly. If their incomes are low enough, many elderly residents may qualify for a free Lifeline cell phone. For them, it can be the daily check-in, the doctor call, or the 911 call that can save a life. There are 13 Lifeline cell phone providers for Texas: Access Wireless, Assurance Wireless, Blue Hay Wireless, Budget Mobile, enTouch
You can buy additional minutes. The contract is good for 12 months, then the user must recertify to keep using the phone. There are dead spots in cell phone coverage in Van Zandt County. Before getting a free cell phone, ask someone who has a cell phone to try making and receiving a call from your home. We normally think of phones as vocal communication, but most
emergency you could use a cell phone to contact distant relatives to let them know you were okay, even if you couldn’t get through with a voice cell phone call. All cell phone users should learn to text. There are instructions with every phone, but it’s more fun if you ask a teenager to help you. Write down what they tell you and try it. Keep texting until you remember how to do it. Who should you text? It helps to

Van’s Todd Fowler inducted into TVCC Athletic Hall of Fame By David Barber Senior Reporter davidb@vanzandtnews.com
During his football career in high school, college and in the pros, Todd Fowler of Van received quite a bit of recognition but when he retired from the Dallas Cowboys prior to the 1989 season, he thought that any other honors related to football were behind him. A telephone call he received earlier this year from Trinity Valley Community College in Athens changed that thought process and eventually led to Fowler being inducted into the TVCC Athletic Hall of Fame Oct. 22. “I received a call from Benny Rogers, the sports information officer for Trinity Valley Community College, and I was shocked at the news he gave me about being inducted into their Athletic Hall of Fame,” recalled Fowler. The TVCC Athletic Hall of Fame ceremony Oct. 22 included a Blazer ceremony where Fowler received his Hall of Fame blazer. Following a luncheon, Fowler and the other inductees were introduced to those attending the TVCC/ Kilgore College football game in Athens Saturday. “I am very proud of Todd for receiving this honor from Trinity Valley Community College,” said Mal Fowler, Todd’s father and legendary former head football coach at Van High School. “This is a big honor.” Todd Fowler was born and raised in Van and began playing organized football in seventh grade. He played safety on defense and tight end on offense during his high school career as he played for his father, who served as the presenter for his son at the TVCC Athletic Hall of Fame induction ceremony Oct. 22. Fowler’s greatest memory as a high school football player was his senior year when he played on the Class 2A state championship team at Van during the 1979 season. “Going through that 1979 season was a great experience,” recalled Fowler. “The guys you played with were also the guys you grew up with. Having my dad as my head coach was special and I
never really felt any additional pressure playing for my dad. Football was something that was not discussed at home. I felt like I was treated like everybody else on that team. The only limitation I had playing for my dad was that I could not be the quarterback.” The 1979 season was the last year that only one team, the district champion, could qualify to compete for the state playoffs and Fowler recalled one close call they had in district play that year that could have kept them out of the state playoffs altogether. “We beat Whitehouse in the district opener on Homecoming night in our stadium by one point, 2019,” pointed out Fowler. “That was the only loss that season for Whitehouse and they did not get into the playoffs. If we had lost that game, we would have been out of the playoffs.” In the state playoffs, the Vandals began their championship run by beating Quinlan convincingly but their next three playoff opponents provided Van with some stiff challenges before shutting out McGregor, 25-0, in the state championship game in a driving rainstorm in Mesquite. “We beat Pittsburg, Breckenridge and Childress by a combined total of five points,” pointed out Fowler. “All three of those teams were ranked number one in the state at the time we played and we won all three games. Our team was never state-ranked during that championship season.” Even today, Fowler stays in close contact with several members of that state championship team at Van. “A lot of those guys still live around Van,” emphasized Fowler. “We share a lot of common ground. When we get together, that 1979 season still brings out a lot of conversation.” After graduating from Van High School, Fowler moved on to Henderson County Junior College in Athens (now known as TVCC) where he played strong safety on defense and tight end on offense. “Henderson County Junior College was the only school that offered me a scholarship,” said Fowler. Fowler’s roommate at HCJC was another for-
mer Vandal head football coach, Brady Pennington, who is now the head coach at New Caney High School near Houston. After HCJC, Fowler moved on to Stephen F. Austin State University in Nacogdoches where he played tight end for two years. “The odds of going pro were slim at best after college,” said Fowler. “I was home for Christmas and working in construction but another telephone call I received changed my career path.” Fowler was notified that he had been selected in the 16th round of the United States Football League (USFL) Draft in 1984 by the Houston Gamblers. The USFL was a spring football league attempting to compete with the wellestablished National Football League (NFL). “I had no idea that they were even interested in drafting me and it was two or three days after the draft was over before I was even contacted by the Gamblers,” recalled Fowler. His first training camp with the Gamblers was in the middle of winter outdoors in Huntsville. “It was very cold and during one of our practices, the water sprinklers came on and there were icicles everywhere,” pointed out Fowler. “Somehow, we had helmets but no face masks during those initial practices.” The former VHS standout said that he enjoyed his football playing experience with the Gamblers and is proud of what he was able to accomplish in Houston. “We were running the run-and-shoot on offense which is pretty much like the ‘spread’ offense you see that Van and other high school and college teams run today,” emphasized Fowler. “I was moved to running back from tight end and I also played on special teams. I was there for two years and my best memory was when I ran for 208 yards in one game. I was the all-time leading rusher for the Gamblers when I left and since the team and the league ceased operations a short time later, I guess I will always have that record.” During a special NFL Supplemental Draft that was held during the USFL
season, Fowler was drafted by the Dallas Cowboys and reported to their training camp soon after the USFL season ended. “I played in 42 games combined for the Gamblers and the Cowboys during one calendar year,” recalled Fowler. “I played fullback and special teams for the Cowboys for four years and I played with two Heisman Trophy running backs, Tony Dorsett and Herschel Walker.” Following the 1988 season, current Cowboys owner Jerry Jones bought the team and hired Jimmy Johnson to replace Tom Landry as head coach. Fowler went to Johnson’s first training camp with the Cowboys but was soon granted an injury settlement and left the team. “I had an opportunity to join the Kansas City Chiefs but physically, I could not play anymore,” summarized Fowler. “I feel very fortunate to play as long as I did.” The TVCC inductee compared and contrast the coaching styles of Landry and Johnson with the Cowboys. “Coach Landry was tough and a first class individual,” pointed out Fowler. “It was all business with Coach Landry. Coach Johnson was egotistical.” Fowler also discussed the current state of the Cowboys, who are currently 5-1 playing a rookie quarterback in Dak Prescott and a rookie running back in Ezekiel Elliott
Todd Fowler as Dallas will host their division rival, the Philadelphia Eagles, Sunday night. “The Cowboys are rolling and I am totally impressed with the rookies,” said Fowler. “They remind me of the 2014 team that advanced to the divisional playoffs. They have a solid running game that sets up their passing game. So far as the quarterback situation is concerned with Dak Prescott and Tony Romo, you have to ride the hot hand and stay with Prescott right now. In my opinion, the Cowboys would be doing a disservice to Romo if they tried to rush him back in the lineup before he is really ready to play.” After his football playing career was done, Fowler got into coaching as he served as a running back and wide receiver coach at Allen High School for five years before joining the Kilgore Junior College coaching staff for three years. Fowler now serves
as a dispatcher for Fowler Trucking in Van. Fowler is also impressed with the job that Coach Jared Moffatt and the 2016 state-ranked and undefeated Van Vandals are doing as they prepared for their District 8-4A, Division I showdown Oct. 28 night against Kaufman in Mal Fowler Field at Van’s Memorial Stadium. “The Vandals are doing a good job this season and I don’t think anybody can stop them offensively,” emphasized Fowler. “They really do not have one or two standouts but they play extremely well as a team. They are fun to watch.” Fowler has one son, Cade, 15, who plays offensive tackle on the Vandal freshman team this season. “Football is a great sport for kids to play,” said Fowler. “It emphasizes discipline and how to work well among a group.”

As your commissioner, this upcoming year my focus will be on roads and bridges. We will be utilizing the KSA Engineering Report. This report prioritizes the roads in order of greatest to least need of repair. Our precinct has 10 zones and each zone will have work done in order of priority. All tax payers will be able to observe the work being done by their tax dollars. If the worst roads need a total rebuild, then that is what will be done. At the same time, all routine maintenance-patching, mowing, clearing of brush-will continue daily.

My priority will be to reduce the $5.9 million dollar debt we currently have by $1.154 million dollars annually. By striving to get the debt to ZERO, this will free up $1.154 million dollars to be distributed among road improvements, the sheriff’s department, and all county services which are provided to the taxpayers.

Funeral services for Alicia Jean Wilson, 47, Canton, were held Tuesday, Oct. 25, 2016, at Hiett’s LyBrand Funeral Home in Wills Point. She passed away Friday evening, Oct. 21, 2016, at her home in Canton surrounded by her friends and family. She was born Dec. 6, 1968, in Bakersfield, Calif. to the late Gary Neill Lewis and Lynda Anne Walsh. She graduated from Wills Point High School in 1987 and from Eastfield College in 2011. She also attended The University of North Texas where she studied social work. She enjoyed travel, attending her LDS church, scrapbooking, and spending time with her family and friends. She treasured her grandchildren, Landon and Brynlee. She would drop everything to spend time with them. But most of all, she loved without condition. Her impact on this world will continue to ripple throughout eternity. She is preceded in death by her parents; her sister, Deborah Alexander and her brother-in-law, Henry. Funeral services celebrating Matthew’s life were held at Ingram Funeral Home Saturday, Oct. 29, 2016. He was born Jan. 9, 1980, in Dallas. He is the son of Tina McMillin and the late Terry Eugene Thompson. He was raised and educated in Kemp. He moved to the Quinlan community in 2012. He was preceded in death by his father, Terry Eugene Thompson in 1988; grandfather, Adron McMillin, lovingly known as Paw Pa, and niece Crisslyn Grace Thompson. He loved to fish, work on cars and raise Cane! He was a loving husband, son, brother and father to three beautiful daughters. Opal Dunn Matthews 1918-2016 Services for Opal Dunn Matthews, 98, of Canton were held Tuesday, Oct. 25, 2016, at Colfax Cemetery with the Rev. Susan Smith officiating under the direction of Eubank Funeral Home. She passed away Friday, Oct. 21, 2016, in Tyler. She was born July 14, 1918, in Scurry to John Walter and Claudie Lee Denton Dunn. She was raised in Kaufman where she attended school. She was married to Cecil Matthews for 67 years before his passing in 2007. In her spare time, she enjoyed sewing, crocheting, exercising, and attending Bible study. At the age of 90, she read the entire King James Bible from cover to cover. She loved the Lord; she was a member of Colfax Methodist Church and never missed a Bible study or service at the nursing home. Doris Jane Davis 1939-2016 Funeral services for Doris Jane Davis, 77, of Wills Point, were held Wednesday, Oct. 26, 2016, at Hiett’s LyBrand Funeral Home in Wills Point. Burial followed at White Rose Cemetery. She passed away Oct. 24, 2016, at her home. She was born Jan. 1, 1939, in Coppell to William and Eula Belle Ottinger. She grew up in Coppell on the family farm. She worked in the field where they grew cotton, vegetables and raised hogs. She was on the front cover of Progressive Farmer magazine around the age of 16. She married Henry Clay Davis Jr. in Coppell Nov. 5, 1959, at Sandy Lake Road Baptist Church where she attended church. They moved to Wills Point in 1996, and she joined Calvary Baptist Church. She loved cooking and watching football. She sold Avon for years and loved her fur baby, Amber. She is preceded in death by her parents; daughter, Cheryl Denise Davis; husband, Henry Clay Davis, Jr; and brother, Larry Ottinger. Staton Douthit 1937-2016 Services for Staton Douthit, 79, were held Saturday, Oct. 22, 2016, at Hilliard Funeral Home with Kyle Douthit officiating. A graveside service followed at Haven of Memories Cemetery in Canton. Carl Staton Douthit was born July 3, 1937, the second of 10 children, in Canton to the late C D Douthit and Senora Cox Douthit. He passed away Oct. 18, 2016, in Canton. He had been a resident of Van since 1997, formerly living in Dallas. He grew up in Canton and attended Canton High School. He attended Navarro Junior College, where he played football, and also attended Tyler Junior College and East Texas State University. He married Linda Culver Douthit of Van on Aug. 8, 1959. He owned Associated Truss Company in Sunnyvale and was a lifetime member and past president of the Wood Truss Council of America, and also was a member of their Hall of Fame. He was also a life-time member and Diamond Club member of WTCA Top Chord Club. He was a past president of Component Manufacturer’s Division of Truss Plate Institute, president of Associated Truss Company for 28 years, and board of directors of Truss Manufacturers of Texas. He was also on the Mesquite Airport Board for 10 years, Mesquite Chamber of Commerce, White Rock YMCA board of directors, and Dallas Christian Academy School Board for seven years. He was a member of the Masonic Lodge of Texas, and a 32nd Degree Mason (Scottish Rite Temple, Dallas), as well as a Shriner (Hella Temple, Dallas). He also served as an elder at Highland Oaks Church of Christ for 19 years and as the Republican Prec. Chairman Dallas for 10 years. He enjoyed traveling, hunting, fishing, snow-skiing and golf. Since his retirement, he and Linda have been living at Greenmeadow Farm and enjoying spending time with family and raising cattle. Survivors include his wife of 57 years, Linda Douthit of Van; two children, Cindy Rogers and husband, Gary of Houston, and Kyle Douthit and wife, Julie of Abilene; five grandchildren who called him “Pops”; Carli Cotterell and husband, Sean of Friendswood, Robert Rogers, US Navy, Derek Rogers and wife, Megan of Houston, Brittney Douthit of Abilene and Emily Douthit of Abilene; one great-grandson, Casen Cotterell “The Boy” of Friendswood; lifelong friend, Gerald Reed of Canton; four brothers; five sisters; and many nieces, nephews, cousins and friends. The Van Zandt Extension Education Association met on Oct. 17 and began designing one of a kind cards, gift bags, tags, boxes and ornaments with the guidance of the talented scrap booking and card creator Cathy Cummins. Under the guidance of Mrs. Cummins, the group created a one of a kind collection that will be available at the 2nd Annual Santa’s Workshop to be held at 5:30 p.m. Nov. 15. in the Farm

Judge reaffirms, expands reach of injunction against bathroom directive an Oct. 19 news release, said, “I am proud to lead a coalition of 13 states against the Obama Administration’s latest illegal federal overreach. The court’s reaffirmation of a nationwide injunction should send a clear message to the president that Texas won’t sit idly by as he continues to ignore the Constitution. The president cannot rewrite the laws enacted by the elected representatives of the people and then threaten to take away funding from schools to force them to fall in line.” Background: On May 13, 2016, the U.S. Departments of Education and Justice released joint guidance “to help provide educators the information they need to ensure that all students, including transgender students, can attend school in an environment free from discrimination based on sex.” The two federal agencies said that under Title IX of the Education
Amendments of 1972, schools receiving federal money may not discriminate based on a student’s sex, including a student’s transgender status. On Oct. 20, the Obama administration appealed O’Connor’s Oct. 18 order to the New Orleans-based U.S. Court of Appeals for the Fifth Circuit. State economy adds jobs Texas’ job force grew by an estimated 38,300 non-farm jobs in September, the Texas Workforce Commission announced Oct. 21. Also, according to the commission, Texas has added jobs in 17 of the last 18 months and the seasonally adjusted unemployment rate for the Lone Star State increased to 4.8 percent in September, up slightly from 4.7 percent in August. Meanwhile, the national unemployment rate was tabulated at 5.0 percent over the same period. Texas employers

Fort Worth-based U.S. District Judge Reed O’Connor has reaffirmed his Aug. 21 injunction placing a temporary hold on federal guidelines for accommodating transgender students in the use of public school bathrooms and locker rooms. In his order last week, O’Connor also denied a request by the Obama administration to limit the injunction to Texas and 12 other states that signed on as plaintiffs. The administration asked that the injunction not apply to states that did not sue for relief. In his order, O’Connor wrote, “A nationwide injunction is necessary because the alleged violation extends nationwide. Defendants are a group of agencies and administrators capable of enforcing their Guidelines nationwide, affecting numerous state and school district facilities across the country.” Texas Attorney General Ken Paxton, in

HUD, Bush said, will prioritize the most impacted of the 112 affected Texas counties included in the Presidential Declarations for 2016. The residents living in the combined affected counties encompass 76 percent of the state’s population, which totals more than 20 million Texans. “The damage from the 2016 floods in Texas had a compounding effect from those that occurred in 2015,” Bush said. “Many residents were unable to rebuild from the 2015 floods before the rains began again. We must work efficiently and diligently to turn these funds into effective results,” he added. Trade grant is awarded The Texas Department of Agriculture on Oct. 17 accepted a grant for
$800,000 from the State Trade Expansion Program of the U.S. Small Business Administration Office of International Trade. Texas Deputy A g r i c u l t u r e Commissioner Jason Fearneyhough said plans are to use the funding to expand export-related activities of small businesses in Texas and to increase export dollars earned by those companies. The grant money, Fearneyhough said, will provide training through the University of Texas-San Antonio’s International Trade Center. Stipends will be made available for Texas businesses that request small infusions of funding to support export expansion, according to the Texas Department of Agriculture.

Texas Master Gardener to host training class By Tommy Phillips County Extension Agent For those interested in becoming a Texas Master Gardener, classes will begin Jan. 11, 2017. The Texas Master Gardener program is an educational activity offered by the Texas A&M AgriLife Extension Service. This program is designed to increase the availability of horticultural information and extend horticultural projects throughout the community. These goals are implemented through the training and employment of local volunteers known as Master Gardeners. The Master Gardener program provides invaluable training and educational opportunities. Professional and amateur horticulturalists, as well as people simply seeking upto-date horticultural information can advance their gardening expertise,
plus gain self-satisfaction. The Master Gardener program allows individuals to dedicate their time and talents to enhancing the quality of life for citizens of their community using the science and art of horticulture. Objectives of the Master Gardener Program are to expand the capacity of Texas A&M AgriLife Extension Service to distribute horticultural information to individuals and groups in the community, and to develop and enhance community programs related to horticulture. Depending on community needs, these may be environmental improvement activities, horticulture therapy projects or community and school garden programs. Anyone with a willingness to learn and a desire to help others can become a Master Gardener. As a trainee in the Master Gardener Program, you must attend a minimum of 50 hours of
instruction, pass an examination and volunteer 50 hours of service to earn the title of Texas Master Gardener. In order to retain this title, you must take 6 hours of recertification training and provide an additional 12 hours of volunteer service through the local Extension Office annually. The cost of the program is $150, which covers the cost of the training manual, supplies and your first year association dues. The class will be limited to the first 15 paid students. Applicants will go through an interview process around late November. The Free State Master Gardeners are looking for both men and women (couples welcome too) to be members. Following comprehensive training in horticulture, you have one year to complete your volunteer hours. Volunteers are required to report to an Extension Agent about all planned activities. All the work is usually done
within the County, but special request can be made for work to be done in other counties. The Free State Master Gardener program is an educational and volunteer program offered by the Texas A&M AgriLife Extension Service of the Texas A&M System. It is open to people of all ages, regardless of socio-economic level, race, color, sex, handicap or national origin. If you are interested in joining the Free State Master Gardener group, please contact the Van Zandt County Extension Office located at 235 East Groves,or call 903-567-4149 for an application. Applications are due by Thursday, November 10th. For those that are accepted into this class, there will be an introductory meeting at 9 a.m. Monday, Dec. 12 at which time you will pay your $150 and receive your training course materials.
Texas Farm Bureau urges All Terrain Vehicle safety With the general hunting season for white-tailed deer just a few weeks away, landowners and hunters are reminded to use caution on allterrain vehicles (ATVs). “More Texans have died in ATVrelated accidents over the last 30 years than in any other state,” Kevin Wilkerson, Van Zandt County Farm Bureau president, said. “They’re a popular and important way to get around the farm, ranch or deer lease, but with that convenience also
comes a certain risk we need to be aware of.” The 753 people killed in Texas in ATV-related accidents since 1982 are a reminder of the importance of ATV safety while afield this hunting season. Many of the fatalities involve children, according to the U.S. Consumer Product Safety Commission Nationally, 23 percent of ATVrelated fatalities were younger than EARLY VOTING Oct. 24 - Nov. 4

This requires closing a portion of the frontage road for several months from approximately 500 feet east of the current exit ramp to about 3,250 feet eastward. The existing ramp and frontage road from the ramp west to FM 314 will remain open during this phase of work. Current work includes extending drainage structures and installing storm water control measures. Phase II will consist of constructing a detour from the FM 314 intersection eastward for about 2,000 feet, and completing the frontage road west to the intersection.

Put reading into Overdrive By Kelli Bryant GS Librarian The week of Oct. 1622 was National Friends of the Library week and we wanted to take some take to recognize this group for all they do for the library. The Friends work diligently each year to help provide the money needed to special projects at the library and they are the volunteers who are working at all the big events the library hosts. Without them, the library would never be able to provide the quality materials and events that we do for our community. Just last month our Friends of the Library purchased our annual Overdrive subscription for the library. Overdrive is the program that we use for our eBooks, downloadable audio books, and streaming video. Currently the Friends of the Library are working on fundraising by hosting concessions
for Big Salt Bingo. They are also working on hosting Santa for Salt City Christmas, and working on the library’s 50th anniversary party. Our picture with Santa event during Salt City Christmas is always a huge hit. Last year, we had over seven hundred people come through the library that evening. The Friends worked hard to get the library ready for the event and they always love getting to interact with the families that evening. The Friends of the Library always give money to go towards our summer reading program and we are very grateful for that support. During the summer, we have almost twice as many people visit each month and the extra funding from the Friends help us provide quality entertainment and goes towards purchasing new books for the children to enjoy.
Ms. Rhonda read books about pumpkins during Storytime at the VZC Library. ‘Pumpkin Day Pumpkin Night’ by Anne Rockwell, ‘The Pumpkin Patch Parable’ by Liz Curtis Higgs and ‘Big Pumpkin’ by Erica Silverman were the books of the day. Each child made an orange pumpkin to take home. Join Ms. Rhonda at the Van Zandt County Library 317 First Monday Lane in Canton at 10 a.m. every Friday.

uring Storytime at the Van Zandt County Library Ms. Rhonda read ‘Guess Who’s on the Farm’, ‘The Noisy, Noisy Farm’ which included meows from the cat, quacks from the duck, baaas from the sheep, mooos from the cow and even a cock a doodle doo from the rooster. The last book was ‘Hound Dawg’ which was a play on the classic Little Red Hen; however, in this story all the animals help make the cornbread except the dog. He later redeems himself by saving the cornbread from a raccoon trying to steal it while it’s cooling on the window ledge. The children made a paper chicken during craft time. Storytime is held at 10 a.m. every Friday at VZC Library.

Halloween. At 10 a.m. Friday, Oct. 28, prepare to be spooked! Mimi Sherwin is the subject of this week’s Volunteer Profile. She feels that libraries are a vital part of a growing community and has volunteered five years in an effort to help keep the library progressing. Using her time in college, Mimi worked for a major insurance company and securities firm for over 20 years. She was licensed to sell all financial instruments and supervise a brokerage office. She and her husband, John, bought property in Van Zandt County in 1997 and built a home, where they moved permanently in 2002. Mimi retired eight years ago. She and John are active members of St. Therese Catholic Church and are the parents of six children and grandparents of 11. The many jobs Mimi does at the library include filling in for the staff at the front desk and processing consignment books and donations. She enjoys all the work at the library. There will also be extended hours until 8 p.m. Wednesday, Nov. 2. “We have received a lot of positive feedback on the extended hours,” pointed out Smith. “People who work out of the county really do like the fact that we have these additional hours available for them to come and vote.” The Canton City Hall location for early voting is new this year and that has created some confusion early among some of the voters. “We have tried and are continuing to communicate as best we can the fact that the early voting has moved to Canton City Hall this year,” said Ms. Smith. “We are not receiving as many phone calls on that now as we were earlier in the week.” The county chief election deputy offered some advice for those who have not yet taken advantage of the early voting process. “Please be patient and be prepared to stand in line,” said Smith. “I do not anticipate that our numbers are going to drop off significantly as we enter the final week of early voting.”

Summary Voters who possess an acceptable form of photo ID for voting are still required to present it in order to vote in person in all Texas elections. that the HR director’s position needed to be filled as soon as possible.” Melton stressed that the county “needs to stay in compliance with the Texas Workforce Commission and United States Department of Labor laws when pursuing an HR director.” Van Zandt County Auditor Freddy Thomas then spoke to the commissioners and told the court that $37,743.22 could be budgeted from the county treasurer’s office for the HR position and department but another $22,000-$24,000 would be needed. “In order to fund the HR position and department, an amendment to the county budget would need to be approved by the commissioners court,” said Thomas. Melton suggested that an additional $22,909 could come directly from the commissioners court reserve budget and that the HR position and department would fall under the direction of the commissioners court. The budget amendment, totaling $60,652.22 ($37,743.22 plus $22,909) was approved unanimously by the commissioners to fund the HR director’s position

and department. The commissioners court unanimously approved a resolution regarding a finance contract for the purpose of procuring vehicles and related equipment. Thomas said that the loan agreement allows the sheriff’s department to purchase as much as $150,000 for new and/or used vehicles. The money is in the county budget and the loan will be paid out in four annual payments with the first payment to be made in December, 2017, according to Thomas. A recommendation for approval of exempt tags for two vehicles for the sheriff’s office (Ford Explorer and Chevrolet Tahoe) was tabled by the commissioners so that Thomas can seek more information and get a specific clarification on whether the tags are supposed to be exempt or non-exempt. In a similar matter, the court heard from Ronnie and Sandra Jones during the public comment section. Mrs. Jones, expressed concern for the safety of undercover law enforcement and requested that the agenda item concerning exempt tags for VZCSO vehicles be discussed
in closed session only. Ronnie Jones also expressed concern over the addition of an HR department. No comments were made by the commissioners court following the opinions and remarks by Jones and his wife. In other news of the court: — Commissioner Melton encouraged those in attendance to “come to the unveiling of the Kneeling Soldier statue Saturday, Nov. 12 at the Van Zandt County Veterans Memorial in Canton beginning at 10 a.m. US Congressman Jeb Hensarling will be the keynote speaker at the event, per Melton; —The next commissioner’s meeting will be held Monday, Nov. 7 due to Election Day on Tuesday, Nov. 8. — An East Texas Council of Governments Vocational/Occupational Initiative Creating Employment grant for fiscal year 2016 and fiscal year 2017 was approved. Robert Colacino was reappointed by the commissioner’s court for another twoyear term to represent the county on the Andrews Center board in Canton. The Andrews Center serves as the county’s mental
health authority. — A payment distribution to the Van Zandt County Child Advocacy Center, the cities of Wills Point, Edgewood and Fruitvale and the county totaling $16,683 was approved by the commissioners. The payment distribution involves child safety license fees collected by the Texas Advocacy Center for the fourth quarter of 2016. The breakdown of the payments are as follows: Van Zandt County Child Advocacy Center, $13,480; City of Wills Point $1,006; City of Edgewood, $411; City of Fruitvale, $117 and Van Zandt County, $1,668. — The appointment of two directors, Elaine Gothard and Wiley Garland, to the Board of Directors of the East Texas Housing Finance Corporation to represent Van Zandt County, was tabled to receive further clarification. — A recommendation from county commissioner Tim West on behalf of the Little HopeMoore Water Supply Corporation to hire a grant manager and an engineer for a State Trade and Export Promotion grant was approved as Amazing Grants, Inc.

water quality. The SCADA system improvements will help reducing water age in the distribution system. The treatment source supply changes are improving water quality. Petra’s work on the Texas Department of Agriculture grant to replace water meters is commendable and the way for small communities to achieve infrastructure improvements. Grants like these are sometimes 95 percent grants. My suggestion is to set up a reserve account in water budgets to acquire these type grants,” said Fulton. “You can expect a 20 percent increase in income with the new water meters because right now you have a problem with water loss.” Police Chief David Hammonds recommended closing the cemetery entrance on W. Pecan Street due to citizen complaints of 4-wheelers and people trespassing. Mayor Steve Steadham stated, `”I spoke to Allan Fuller of Allan Fuller Funeral Home and he recommended the road not be closed because large trucks and burial equipment can’t make the sharp

Therefore, they need to use the Pecan Street entrance.” After Fuller’s statement, Chief Hammonds withdrew his recommendation and stated the police department would “increase their patrols until gates can be added to the cemetery which can be locked at night.” City Administrator Petra Marley proposed changes to the City of Edgewood’s Personnel Policies and Procedures Handbook which would lower the amount of compensation time city employees, primarily police officers, can accrue and carry over from year to year. Police officers currently receive comp time in lieu of over-time pay. Hammonds said he has asked officers to “try and take the comp time within the pay period it occurred if possible.” Chief Hammonds reported, “during this time of year, with the festivals and special events around town, officers often work 12-15 hour days managing road closures and crowds.”
The new policy approved by the city council would allow an officer to carry 120 hours of comp time for a 12-month period of time. Police officers receive 40 hours of sick pay a year and are able to accrue a total of 160 hours. Officers requested they be allowed to donate sick time to other officers in increments of eight hours in case of serious illness or injury, which was approved by the council. Vacation time will not be allowed to be carried over year to year. Chief Hammonds also recommended to the council the speed limit be lowered on residential streets that the city maintains. He said his primary concern is “the residential streets around the school.” He said he would submit to the council specific streets with his recommendation as to whether the new speed limit should be 20 or 25 mph. Mayor Steve Steadham closed the meeting stating, “I just want to express my appreciation and commend our city employees on their professionalism and hard work.”

Playoff jockeying continues for local teams
From Staff Reports County teams rounded the bend toward the homestretch of district play last week, moving one step closer to the end of district play and the start of postseason action. Edgewood, Van and Wills Point have already clinched a playoff appearance, and Canton needed just one more win in either of its last two games of district play to do the same. Canton Dallas Roosevelt has seemingly been a magic tonic for fellow District 6-4 teams this season, having allowed opponents to score their biggest wins of the season, by margin of victory, in each of the past two games entering play against the Eagles. Canton took its turn at the plate Oct. 21 by bouncing back from only their second defeat all season, a 32-29 district loss at the hands of the Wills Point Tigers, by hammering Roosevelt 43-2 and extending the Mustang woes by another week. The Eagles were in control throughout the night against Roosevelt, narrowly missing out on a shutout bid by allowing points on a blocked PAT return a for a twopoint conversion by the Mustangs. Running back Dylan
Cox played a starring role in the Canton effort, needing just eight carries to total 171 rushing yards and three touchdowns against the overmatched Mustang defense. Mitchell Gebauer totaled seven carries for 53 yards and a touchdown in the contest, and Eagle quarterback Hunter Moore chipped in nine carries for an additional 62 yards. Other offensive leaders for the Eagles included Tanner Moore and Cameron Sullivan, who each hauled in touchdown receptions from Hunter Moore. Defensively, the Eagles held Roosevelt to just 13 first downs and 44 passing yards on the night in the dominant win. The two points allowed by Canton marks the lowest point total given up by an Eagle team since a 42-0 shutout win over Mineola back on Oct. 26, 2012. Canton was scheduled to play in Emory against the Rains Wildcats Oct. 28. With a win, the Eagles will secure a return trip to the playoffs. Edgewood The Edgewood Bulldogs continued to run wild over opposing defenses in District 8-3A play, generating 463 yards on the ground in a 48-21 rout over the Como-Pickton Eagles Oct. 21.

The Edgewood Bulldogs find themselves with a perfect 3-0 record in district play, due in large part to a rushing attack that has averaged almost 357 yards per game over the past three contests. Since the start of district play, the Bulldogs have rushed for 1,070 yards, an average of just under 357 yards per game. Edgewood’s ground game against the Eagles was led by senior running back Tye Elie, who finished with a gamehigh 10 carries for 200 yards and three touchdowns. The focus has now shifted dramatically as the Vandals prepare for their final two and most important district and regular season contests starting with a visit by the Kaufman Lions as Van was scheduled to close out its 2016 home schedule in a 7:30 p.m. kickoff Oct. 28. The two teams came into this critical district
matchup unbeaten in district play as Kaufman currently is 7-2 overall and 5-0 in district competition. With a seven-team district in place in District 8-4A, Division I, Kaufman will have the open date next week which means that the Oct. 28 game in Van will be the regular season finale for the Lions while Van will close out its regular season schedule at Terrell on Friday, November 4. Kaufman can clinch the district championship outright if they beat the Vandals on Van’s home turf Friday night. The Vandals, ranked ninth in the state in Class 4A this week according to the Associated Press, can capture the title all for themselves with victories over both Kaufman and Terrell but the possibility of a threeway tie exists at the end of the season if Van beats Kaufman but loses to Terrell which would put all three schools at 5-1 in district play assuming Terrell beat the winless Mabank Panthers in Mabank Oct. 28. Van, Kaufman and Terrell have all clinched berths for the upcoming Class 4A state playoffs regardless of what happens in the final two

Sports Williams of Grand Saline wins Football Contest No. 9
With a winning percentage of 76, D’Wayne Williams of Grand Saline is the winner of Football Contest No. 9 in the Van Zandt News. Williams will receive $50 worth in coupons redeemable at the participating merchants on the contest pages. Contest winners are asked to call 903-567-4000 to make arrangements to pick up their coupons. The contest pages for Contest No. 11 can be found in the middle of the sports section in this issue of the News. The rules of the contest are
as follows: In each advertiser’s space on the page is the name of the two teams (high school, college or pro) who will oppose each other in the coming week. You should circle the name of the team you believe will win in each ad. The person selecting the most correct games for that week will be the winner. Winners each week will receive $50 worth of coupons redeemable at the participating merchants’ stores or payable on bank loans only with participating banks. The coupons
cannot be exchanged for cash or deposited as cash. Entries must be turned into the Van Zandt News offices before 4:30 p.m. Thursday preceding the games. You can also mail in your entry at P. O. Box 577, Canton, Texas 75103 or P. O. Box 60, Wills Point, Texas 75169. In the event of a tie, the “tiebreaker” game will decide the winner. The correct winning team must be selected and the person closest to the winning margin is the winner. If the “tie-breaker” game fails to break the deadlock, the
coupons will be divided equally among the winners. Winners are limited to no more than two wins during the football contest season. There is a limit of two entries per family per week. Multiple entries must be submitted separately. The decisions by the judges are final. Finishing second in Football Contest No. 9 was Mike Wheeler of Canton. Volleyball playoff information With the dust finally settled after the completion of a long and hard fought regular season Oct. 25, three Van Zandt County teams will now continue their journey at least one more step with the start of the UIL Volleyball Playoffs beginning next week. Fruitvale The Fruitvale Lady Cats entered the season in a unique position, having already qualified for the playoffs in the 1A classification before even taking the court due to a UIL quirk (1A and 2A teams compete in the same districts, but get separated for the playoffs). Due to the final seeding determined by District 182A play, Fruitvale received a bi-district round bye and will advance to the Area round to face Union Hill. The match has been
tentatively scheduled for Nov. 5 in Winona. A start time to the match was not available as of press time. Van The Van Lady Vandals finished as the third seed overall in District 13-4A Region II with a 5-5 record overall under new coach Jami Sampson. The Lady Vandals are now scheduled to take on a Pleasant Grove team that finished its season as the second seed coming out of District 14-4A play. The Hawks are currently ranked just outside the Texas Girls Coaches Association Top-25 Weekly Rankings. Van and Pleasant Grove will hit the court at 6 p.m. Nov. 1 at Longview High School.
