The Van Christmas Parade has been rescheduled for Saturday, Dec. 10 due to cold and rainy weather that moved through the area last Saturday. The parade, sponsored by the City of Van, will begin at 5:45 p.m. Saturday with the parade lineup setting up at 5 p.m. on the east side of Maple Street next to the police station. According to city officials, the parade route will begin at city hall and end at the Van Oil Museum. A number of calls have been received at city hall about entries for Saturday night’s parade. Entries will also be accepted on the day of the parade lineup but those entries will be placed in the back of the line in the parade route. For more information on entering a float in the Van Christmas Parade, contact Van City Hall at 903-963-7216. A special Movie Time for the senior community originally set for Saturday, Dec. 10 will go on as scheduled, according to Pat Valentine, President of the Van Area Chamber of Commerce. The holiday classic movie, “It’s A Wonderful Life,” will be shown free of charge from 5:30 to 7:30 p.m. Saturday at the Movie House, located at 255 West Main Street downtown. Hot chocolate, coffee or water and popcorn will be sold for $.25 cents per drink and $.50 cents for popcorn.

ike all Van Vandal football fans, I was disappointed with how the 2016 season ended Dec. 2 at The Star in Frisco as the Vandals lost a heartbreaking 34-28 decision to Kennedale but in the last few days, I have had some time to reflect and I came to a quick conclusion that what this team accomplished was truly special not only for the football program and the school but also for the Van community. Since the tragic tornado that hit Van in May 2015, I have seen several instances where the people in Van have come together and worked hard to overcome all the obstacles that they have faced since that day and I believe
that the success of the 2016 football team has only added toward meeting those challenges. I have just completed my 35th consecutive season of covering the Van Vandal football team for Van Zandt Newspapers (Van Banner and Van Zandt News) and I can truly say that if this was not the most enjoyable season to cover, it is on a very short list. I am not just saying that because the team finished 12-2 overall. By the way, the 2016 Vandal football team competed in their first regional final/state quarterfinal game since 2008 and advanced to the fourth round of the state playoffs since the school captured the Class 2A state championship in 1979. This team also became only the third squad in Vandal football history (1937 and 1979) to finish a season with

Ms. Rhonda read several stories, one titled “What Could be Keeping Santa?” a story to be read on the day before Christmas that tells of the Reindeer worrying about Santa being late when actually they are one day early. Next was “Willy the Texas Longhorn” written by Alan C Elliott, a Texas author. The story line features a Texas Longhorn who dreams of guiding Santa’s sleigh on Christmas. Floyd Rex Junior, 78, of Euless, passed away on Dec. 2, 2016 in Euless. He was born on Aug. 4, 1938, in Winnsboro to Andy and Ida Darby Junior. Mr. Junior is preceded in death by his parents and sister, Joy Davis. He is survived by his wife, Jeanette Junior; son, Nick and Kim Junior; son, Rick Junior; grandchildren, Nicke Junior, Summer Junior, and Andrew Junior; great grandchildren, Rex Junior and Mia Junior. He was a Veteran of the US Navy serving on the USS Ranger from 1955 to 1958. He was the owner of AREX Pest Control and loved being of service to his many clients. He was loved and will be missed by many.

This week during Storytime, Miss Rhonda will be reading stories about Christmas, with a fun craft project afterward. If you want to see your preschooler’s eyes light up, come to the Van Zandt County Library at 10 a.m. Friday, Dec. 9. Also, as a reminder, Dog Days at the Library will be 4 p.m. Wednesday, Dec. 14. Your child will read to a great, non-judgmental friend.
Friends of the Library are still taking donations for the Christmas Bow Project, an annual fundraiser to maintain and improve the children’s section. At 10 a.m. Dec. 12 the FOL will host a brunch in the Buchanan Room of the library honoring the volunteers who help make the library an organized and pleasant place to work and relax. There are some schedule changes coming at the end of December. Beginning Dec. 19, the library will be closed and will reopen Jan. 3, 2017. These days

Cost: $4.6 million Anticipated Completion Date: Summer 2017 Current work includes extending drainage structures and installing storm water control measures on this I-20 project to relocate the I-20 WB Exit Ramp at FM 314 and reconstruct the frontage road. Texas Comptroller Glenn Hegar said today that state sales tax revenue totaled $2.51 billion in November, 2.9 percent less than in November 2015. “Continued weakness in the manufacturing and wholesale trade sectors, combined with persistently lower levels of oil and gas drilling activity compared to the same period last year, is exerting ongoing downward pressures on sales tax revenues,” Hegar said. “Receipts from restaurants and retail trade grew modestly. While those industries are larger individual sources of sales tax revenue, their modest growth was not sufficient to overcome the combined drop in tax collections from manufacturing, wholesale trade, and oil- and gas-related sales tax receipts.” Total sales tax revenue for the three months ending in November 2016 was down by 2.2 percent compared with the same period a year ago. Sales tax revenue is the largest source of state funding for the state budget, accounting for 58 percent of all tax collections. Motor vehicle sales and rental taxes, motor fuel taxes and oil and natural gas production taxes also are large revenue sources for the state. In November 2016, Texas collected the following revenue from those taxes: -motor vehicle sales and rental taxes — $380.2 million, up 7.3 percent from November 2015; -motor fuels taxes — $303.1 million, up 2.8 percent from November 2015; and -oil and natural gas production taxes — $253.5 million, up 2.2 percent from November 2015. Note: Yearover-year severance tax revenue had been declining the last 22 months, with oil tax revenue declining the last 23 months. There were other things that caught my attention during the 2016 football season for the Vandals, not the least of which was the effort that these young men showed each and every Friday. I am a 1977 graduate of Van High School and I will always remember the words of Mike Hill, who was well known as a teacher, coach and administrator for a number of years in the Van Independent School District when he stated more than once, “There is nothing more fierce in battle than a fighting Van Vandal.” Those words were true then and continue to be true today and I know that Coach Hill would have been so proud to have had the opportunity to watch this team play if he were alive today. Head Coach Jared Moffatt, his staff and players knew all of the so-called “experts” were predicting before the season started that the Vandals would finish no better than third or fourth place in the District 8-4A, Division I championship race. They opened the 2016 season on the road as a 17-point underdog against the highlyregarded Mineola Yellowjackets, the pre-season number one ranked team in Class 3A, who will be competing in the Class 3A semifinals Friday night against Wall in Waco. All the Vandals did on opening night was beat Mineola by 20 points, 41-21, which began a season-opening ninegame winning streak. Van’s home opener was against Princeton, a team that had upended state-ranked Celina the week before by 15 points but the Vandals took care of business early and often in a dominating 56-28 victory. A packed house at Van’s Memorial Stadium the next
week on Homecoming night against Lindale saw another outstanding performance by the Vandals as they blew out Lindale, 56-14, before closing out their non-district schedule with a 38-21 win at Palestine. They entered district play with a 4-0 season mark. The Vandals continued their impressive play as district play opened at home against Crandall with Van rolling to a 44-6 win. Dominating victories over Athens (44-13), Brownsboro (49-7) and Mabank (47-0) gave the Vandals an 8-0 season record heading into their bye week knowing that their toughest challenges in district play were on the horizon. In a battle of undefeated district teams, the Vandals outlasted Kaufman 33-14 setting up an opportunity to win the district championship outright with a regular season finale trip to Terrell. After a 9-0 regular season start, the Vandals came out on the short end of the scoreboard against Terrell, 19-14, forcing a three-way deadlock between Van, Terrell and Kaufman for the District 8-4A, Division I championship. As a result of the district’s “tie-breaking” system involving point differentials in the head-to-head matchups among the three schools, the Vandals entered the Class 4A state playoffs as the district’s top playoff seed. Van opened their quest for the state championship by taking on Princeton in a rematch of their early regular season meeting and the result was the same as the Vandals blew past Princeton again in a 41-14 bi-district playoff win at Royse City. The area round playoff game took place in Irving as the Vandals arguably put together their best overall team

The Vandals finished the game with 18 first downs and 281 total yards but it was not enough as they lost a 34-28 decision to end their season with a 12-2 mark. performance, shutting out Mineral Wells 40-0 at halftime on their way to a 54-7 win. For the first time in a number of years, the Vandals played a daytime game in the regional semifinals on the day after Thanksgiving as they rallied from two deficits in the first quarter to race past Paris, 5527 setting up a Class 4A, Region II, Division I championship game against Kennedale. The game against Kennedale was another “first” for the Vandals as they played in an indoor facility, The Star in Frisco, for the first time in school history. It appeared early that the Vandals were well on their way to advancing to the state semifinals as they built a 21-7 lead at halftime but in a stunning turn of events, Kennedale scored 27 unanswered points in the second half to edge the Vandals, 34-28, ending Van’s hopes for a possible state championship in 2016. Another thing that impressed me during the 2016 season was the turnout and the enthusiasm of “Vandal Nation” and especially the student section in the stands known as the “Red Mafia.” Whether the game was at

home or on the road, I believe that the Vandal fans outnumbered the fans of the opponent at every game and were certainly making the most noise. Coach Moffatt told me that one of the officials from the Fort Worth chapter that was working the Van/Kennedale game Dec. 2 came over to him during a timeout and made the comment that he could not hear anything because of the enthusiastic Vandal crowd. The official also commented to Coach Moffatt that in all of his years that he has officiated, he had never heard a crowd at the Class 4A level any louder than the Van crowd was at The Star in Frisco. I can tell you that Coach Moffatt, his staff and players were extremely appreciative of all of the support throughout the season that they received from the fans. I want to personally express my appreciation to Coach Moffatt, his staff, and players for all of their help in making my job of covering the team so much easier. As a Vandal graduate, I am very proud to see what this team has accomplished. While I did not have the opportunity to get to know all of the players on the 2016

team personally on and off the field, the ones I did have an opportunity to get to know were very impressive to be around, not only as football players, but more importantly, as young men. I wish all of the seniors the very best as they will be entering a new chapter in their lives after graduating from high school. I have no idea how many of them will continue to pursue football in college but whether they do or not, I am confident that they will be successful in whatever direction they go. As Coach Moffatt has already pointed out, the success of the 2016 football team has set a new standard for Van Vandal football. Qualifying for the state playoffs is one thing but contending in the state playoffs is what the Vandals will be seeking in the years to come as they got a taste this season of what chasing the ultimate dream of winning a state championship is all about during the 2016 campaign. God willing, I look forward to beginning my 36th consecutive year of covering Van Vandal football in August and I cannot wait for the new season to begin.

Board sets state funding limit for next 2-year budget Texas lawmakers will have just under $100 billion to use for the non-constitutional spending portion of state budget for fiscal years 20182019. The 10-member Legislative Budget Board, which is charged with adopting a spending limit, met on Dec. 1 and accepted the figure of $99.897 billion recommended by Ursula Parks, director of the LBB. The amount is based on a projected growth rate of 8 percent in the state’s economy. The current 2016-2017 state budget for “non-dedicated” appropriations — funding that’s not mandated by the state constitution — is $92.5 billion. Members of the Legislative Budget Board include co-chairs Lt. Gov. Dan Patrick and House Speaker Joe Straus; state Sens. Kelly Hancock of North Richland Hills, Joan Huffman of Houston, Jane Nelson of Flower Mound and Larry Taylor of Friendswood; and state Reps. Dennis Bonnen of Angleton; Drew Darby of San Angelo, John Otto of Dayton, and John Zerwas of Richmond. All members of the board are Republicans. DSHS reports Zika case Some 257 confirmed cases of Zika virus have been reported in Texas, but only one known case has originated in the Lone Star State. On Nov. 28, the Texas Department of State Health Services announced the first case of Zika virus disease likely transmitted by a mosquito within the state of Texas. According to the state health
department, the patient is a Cameron County resident who is not pregnant and who was confirmed by lab test to have been infected. She reported no recent travel to any place with ongoing Zika virus transmission and no other risk factors. “We still don’t believe the virus will become widespread in Texas,” said Dr. John Hellerstedt, state health commissioner. “But there could be more cases, so people need to protect themselves from mosquito bites, especially in parts of the state that stay relatively warm in the fall and winter.” Judge stops bathroom plan Texas Attorney General Ken Paxton lauded U.S. District Judge Reed O’Connor’s Nov. 20 decision to prevent bathroom guidelines written by the U.S. Department of Justice from being enforced in public schools in Texas and nationwide. O’Connor, of the Wichita Fallsbased U.S. District Court for the Northern District of Texas, earlier rejected the guidelines intended to allow transgender students to use boys’ or girls’ bathrooms and locker rooms in public schools. The Department of Justice responded by asking the court to let the guidelines stand in states that had not joined a lawsuit to prevent the guidelines from taking effect. But O’Connor rejected that request, and in doing so sided with Texas and 12 other states that jointly filed a lawsuit to prevent enforcement of the guidelines.

Salary survey is released The Texas Association of School Boards and the Texas Association of School Administrators last month released their annual survey of district trends in superintendents’ salaries and benefits. Just a few of the statistics reported in the survey were: - Average superintendent salaries range from $94,920 in districts with fewer than 500 students to $308,184 in districts with more than 50,000 students; - Half of reported salaries are less than $123,015; and - The average superintendent pay increase was 3.2 percent, up from last year’s average of 2.9 percent. TxDOT announces safe zones The Texas Department of Transportation on Nov. 29 announced the implementation of GEICOsponsored Safe Phone Zones at 55 of the 80 state-run Safety Rest Areas and Travel Information Centers across Texas. Safe Phone Zones are part of TxDOT’s Sponsor Acknowledgement Program that seeks companies to fund various benefits for drivers, such as free Wi-Fi at Safety Rest Areas and Travel Information Centers in exchange for
receiving public recognition through highway signage. Mark Marek, TxDOT’s director of Engineering and Safety Operations, said, “With more than 100,000 crashes in Texas each year involving distracted driving, we hope to curb this deadly habit by encouraging drivers to pull over at TxDOT Safety Rest Areas and Travel Information Centers to use apps, check email and surf the Web in a safe location.” School ratings are released The Texas Education Agency on Nov. 17 released the final 2016 state academic accountability ratings for more than 1,200 school districts and charters and more than 8,600 campuses. Districts, campuses and charters receive one of three ratings under the state’s accountability system: Met Standard, Met Alternative Standard or Improvement Required. More than 90 percent of school districts and charters across Texas achieved the rating of Met Standard. Preliminary state accountability ratings were announced by TEA in August. The final ratings include the results of an appeals process that provides districts and charters an opportunity to contest preliminary ratings.

t was a tale of two halves Friday night as the Van Vandals saw their quest for a possible state championship come to a stunning ending Friday night. The Kennedale Wildcats, trailing Van 21-7 at halftime, rallied in the second half with 27 unanswered points to edge the Vandals, 34-28, in the Class 4A, Region II, Division I championship game at The Star in Frisco. Coach Jared Moffatt’s Vandals, the top playoff seed in District 8-4A, Division I, end their 2016 campaign with a season mark of 12-2 as they made their first regional final appearance since 2008 and their first appearance in the fourth round of the state playoffs since their state championship season of 1979. This year’s team was only the third in the history of Vandal football to finish a season with 12 victories. Kennedale, 11-3, advances to the Class 4A, Division I semifinals against Abilene Wylie Friday night in Birdville. The Van/Kennedale contest was almost as close statistically as it was on the scoreboard as the Vandals actually had the edge in first downs, 18-16, and in total yardage, 281-278. All of the 278 total yards for the Wildcats came through their

Van was held to a season low of 28 yards rushing against the Wildcats. “I wish the game could have ended at halftime Friday night,” said Moffatt. “We played a terrible second half. Kennedale made more plays than we did. They are a very good football team but we had our opportunities. We just did not make
the plays we needed to win the game. I am very proud of the effort that our football team gave Friday night and throughout this season.” Following a Vandal punt in their first offensive series, the Wildcats got on the scoreboard first with their initial possession as Kennedale moved 56 yards in five plays with running back De’shawn Kirven (20 carries, 165 yards, five touchdowns) ending the march with a 25-yard TD run. added the extra point to give Kennedale a 7-0 lead with 8:35 remaining in the first quarter. Wildcat quarterback Evan Jowers contributed running gains of 11 and 16 yards in the opening possession for Kennedale. Van’s next possession ended with a turnover as QB Garrett Moseley’s pass was intercepted by Kennedale outside linebacker Baron Browning and returned for an apparent 30-yard TD but the score was nullified
by an illegal block penalty against the Wildcats during the interception return as Kennedale took over with a first down at the Vandal 12. The Vandal defense stepped up and forced a Wildcat turnover five plays later as Jowers’ pass was intercepted in the end zone by Van defensive back Zeke Betancourt giving the Vandals possession at their own 20. Eleven plays later, the Vandals tied up the contest as Moseley concluded the 80yard drive with a 7-yard TD run. Alex Vazquez added the extra point as the game was deadlocked at 7-7 with 10:48 remaining in the second quarter. A 35-yard pass completion from Moseley to receiver Isaiah Allred and a defensive pass interference penalty against the Wildcats were key plays in the first scoring drive for the Vandals. Following a Kennedale punt, the Vandals took the lead as they moved 72 yards in four plays with Moseley ending the drive again, this time on a 2-yard TD run. Vazquez added the extra point to give the Vandals a 14-7 lead with 6:49 to play in the second quarter. Pass completions from Moseley covering 13 yards to receiver Connor Houston and 33 yards to Allred were key

Vandals among Great East Texas Shootout competitors Some of the best teams in all of East Texas will be in Brownsboro Dec. 8-10 for the annual Great East Texas Shootout Tournament. The Van Vandals, at full strength following the conclusion of the football season Dec. 2, will be
in the field alongside 18 other teams. Varsity competitors in the field will include Brownsboro, Bullard, Pittsburg, Tyler Gace, Kaufman, Royse City, Kerens, Palestine, Arp, Crocket, Gladewater, Mexia, La Poynor,
Kemp, Pine Tree, a team from Australia, Nevada Community and Athens. The Vandals are scheduled to take on Crocket today (Dec. 8) for a 3 p.m. tip in the high school gymnasium at Brownsboro. A Van win would advance the
team to play the winner of the Gladewater-Mexia game in the high school gym beginning at 4:30 p.m. Dec. 9. A Vandal loss would result in the team playing the loser of the Gladewater-Mexia game at 10:45 a.m. Dec. 9 in
the intermediate school gym at Brownsboro. Other upcoming games for the Vandals ahead of the Christmas break will include hosting Spring Hill on Teacher Appreciation Night Dec. 13 and traveling to Corsicana Dec. 16.

The Van Lady Vandals improved their overall record to 7-9 on the season Nov. 29, edging past Rusk by a score of 41-33. Rusk got the better of Van in
the opening quarter, taking a narrow 11-9 lead over the Lady Vandals. Led by a balanced offensive and defensive effort, Van turned the game around with a 15-6 run in the second quarter to lead 2417 lead into the half. The Lady Vandals outscored
Rusk 12-10 in the third quarter, extending their lead to 36-27 heading into the fourth. Van and Rusk combined to score just 11 points in a slow paced fourth quarter allowing the Lady Vandals to close out the 4133 win. Leading scorers for Van
included Macy Rucker with 10, Gracie Brewer with nine, Makiah Dodd with six, Haley Thompson and Catherine Gisore with five each, M’Kenna Daniel and Alex Walton. Haley Thompson and Macy Rucker each knocked down three-pointers.
The Lady Vandal JV also proved victorious against Rusk, picking up a 54-25 win over Rusk. Van was scheduled to take on Kaufman in Kaufman Dec. 6 before hitting the road to compete in the Great East Texas Shootout in Brownsboro Dec. 8-10.

Football plays in the go-ahead scoring march for the Vandals. After an exchange of punts, the Vandals extended their lead late in the first half as they moved 65 yards in seven plays covering less than a minute in playing time. Moseley (19 completions, 32 attempts, 216 yards, one TD, one interception) ended the march by connecting with Allred (seven receptions, 122 yards) on a 22-yard TD pass play. Vazquez added the extra point to give the Vandals a 21-7 advantage with 24 seconds remaining before intermission. Kennedale began their second half comeback by taking the third quarter kickoff and moving 84 yards in five plays. Kirven ended the march with a 6-yard TD run cutting Van’s lead to 21-13 with 9:13 remaining in the third quarter. The extra point attempt was wide right. After gaining 62 yards rushing in the first half, Kennedale opened the early second half scoring march with a 63-yard run by Kirven in addition to an 18-yard gain. Following another exchange of punts, the Wildcats tied the game by moving 70 yards in nine plays. Kirven ended the drive with a 5-yard TD run and Aaron Rinehart, the holder for the kicker, running in the two-point conversion on a fake extra point attempt to tie the game at 21-21 with 11:27 remaining in the fourth quarter. Running gains of 22 yards by Caden Woodson, 17 yards by RB Braelin Brown (17 carries, 75 yards) and 15 yards by Jowers were key plays in the scoring drive for Kennedale. A poor 16-yard punt by the Vandals on their next offensive possession gave the Wildcats excellent field position at the Van 37 setting up Kennedale’s go-ahead scoring march. Six running plays later, Kirven raced 10 yards for a TD. Tiero added the extra point to give the Wildcats a 28-21 advantage with 6:51 to play in the game.
from 1B After another short Vandal punt, Kennedale again had excellent field position at the Van 44 to begin their final scoring drive of the contest. The Wildcats moved 44 yards in six plays as Kirven ended the drive with a 9-yard TD run extending the Kennedale lead to 34-21 with 2:55 remaining. The extra point attempt was blocked. “We hurt our defense in the second half by not making the plays that needed to be made offensively,” said Moffatt. Van showed no signs of giving up as they put together an 84-yard scoring drive in nine plays to cut into the Wildcat advantage. Reserve QB Jaxon Taylor, filling in for Moseley, who reaggravated a sprain in the A/C joint in his throwing shoulder suffered in the playoff game against Paris November 25, connected with receiver Bray Doring on a 12-yard TD pass. Vazquez added the extra point as the Vandal deficit was cut to 34-28 with only 18 seconds to play in the game. Pass completions from Moseley covering 15 yards to Allred, 12 yards to Houston and 23 yards to Doring in addition to a pass completion from Taylor to Doring for 25 yards were key plays in the scoring march for the Vandals. “Garrett Moseley is a great competitor with a lot of fight in him,” pointed out Moffatt. “I was proud of the way he performed considering he was dealing with that injury. He got hit a lot Friday night and that last hit he got was too much for him to overcome.” Van then attempted an onside kick but it was unsuccessful, allowing Kennedale to run out the clock and end the state championship hopes for the Vandals in 2016. Moffatt praised the individual effort of linebacker Sam Reeves, who had 20 tackles against Kennedale. The Vandal head coach also recognized the efforts of defensive end Jake Kellam, receivers Houston, Allred and Doring, linebacker Michael Huffer, defensive tackle Cristian Le-

We were close but in the end, close does not count. To get that far and not advance to the semifinals will haunt you.” Seniors playing in their final game for the Vandals included Houston, Huffer, Allred, Reid Thomas, Bledsoe, Reeves, Vazquez, Lemus, D. J. Dutton, Tre Lovett, Tucker Phelps, Tanner Hopkins, Ougo Ortez, Tony Wilkerson and Tim Mays. “This group of seniors is a special group,” emphasized Moffatt. “I hate the fact that their season has come to an end and we do not have another opportunity as a coaching staff to coach them. This group of seniors loved the game and loved playing together as a team. They have provided great leadership which is going to be hard to replace. They set the tone for our football team not only in
games but also in practices.” Despite ending the 2016 campaign on a disappointing note against Kennedale, Moffatt saw a lot of positives during the season. “This was a special season for all of us involved in our football program at Van,” said Moffatt. “This team has set a new standard for our program moving forward. The time has come not only for us to be a qualifier in the playoffs every year but to be a contender in the playoffs. we had cheering us on Friday night. Our crowd support throughout the season and especially Friday night, was unbelievable. Our coaches, including myself and our players really appreciate our crowd. It meant a lot to all of us to walk out on that field and see the number of people that were in the stands supporting us.” After some time off leading to the Christmas holidays, Moffatt stressed that preparations for the 2017 football season will begin after the first of the year. “We will worry about the 2017 season in 2017 when we come back from the holidays in January,” summarized Moffatt. “What this team accomplished in 2016 has changed the expectations of this football program. We got a taste of what it was like to chase a state championship this season and we want to continue that for years to come.”

Allred, playing in his final high school game, ended the night with seven receptions for 122 yards and one TD as Van lost to Kennedale, 34-28 in the Class 4A regional finals. Van ended its season with a 12-2 mark after playing in their first regional final since 2008.
