A telephone call he received earlier this year from Trinity Valley Community College in Athens changed that thought process and eventually led to Fowler being inducted into the TVCC Athletic Hall of Fame Saturday. “I received a call from Benny

Auditors counting practices.” Cashion also spoke on problems such as the county treasurer’s office being cited for failure to comply and being understaffed; the county using FEMA funds while being deficit; and implementing the segregation of duties. “Overall, as a county you are in a better position from a financial standpoint. Improvements had been made but there are a few things that still need to be improved,” said Cashion. Cashion and County Auditor Freddy Thomas both emphasized to the commissioners that unauthorized borrowing of cash funds with restrictive purposes remains a problem in the county. “All departments need to understand that they have to operate within their approved budget. For example, in 2015, the main reason we were over

from 1A budget is because there was $440,000 spent in the jail that was not budgeted for. We have now used up all of our excess money and we are going into 2017 with no cash reserves,” said Thomas. “We are emphasizing to all county departments that the budget is set and we have tried to give all of the departments a fair budget. But, if they go over that budget, the county would be in trouble financially. There becomes a lot of confusion about how much cash is really in the bank. We run funds and deficit balances which takes money out of the bank. It is misrepresentation of how much cash is actually in the bank, the way we have operated historically.” “You are borrowing from other funds to pay bills. You can’t borrow from those restricted amount funds,” said Cashion. Cashion also advised com-

missioners to be “very, very careful,” with funds received from FEMA. “We have to got to be very, very careful about taking money from federal funds and using those funds to operate off of. The funds can be pulled out and put into a separate account. I suggest that you do that to avoid any opportunity for the state to say that there was misallocation of funds. You do not want to have to pay the federal government back for misallocation of funds,” said Cashion. “Pull those funds out, put them into a separate account and do not run the risk of misappropriating those dollars.” County Departments Cashion touched on the problems concerning the treasurer’s office. ‘Your treasurer’s office has a lot of responsibilities. There are only two people in that office. The ball is getting dropped along

the way,” Cashion said. Cashion said he had talked with County Auditor Thomas concerning segregation of duties, specifically because the treasurer’s office handles human resources of the county. “There is no HR department for the county. The county has 250 employees and no HR director or office. It is crucial to keep up-todate on HR laws.” Cashion then suggested to commissioners that a position be created for an HR representative. Cashion summarized the problems in the treasurer’s office, citing that deposits need to be made in a timely manner in order to comply with local government code and that the treasurer’s office is understaffed. Cashion also suggested that segregation of duties of other county departments would also be necessary. “The auditor (Freddy Thomas) may need

to audit some departments on a monthly basis to see where things can be changed, because, you must remain in the budget that was passed,” said Cashion. County Judge Don Kirkpatrick thanked Cashion and Thomas on their work on the audit. “We have fixed the auditor’s office and have made improvements. We do believe we have a balanced budget for 2017. The caution to all of the departments is that there is no money to come over here and get. Stay within the budget and it will be tight and stressful. But, we are going to do the best we can,” said Kirkpatrick. “The problems that were in the audit are now being addressed, and that is progress. That is where the county needs to continue to head. But, the problems aren’t going to be fixed overnight,” concluded Cashion.

Opinion and Commentary

Goodbye Van, but I’m leaving you in good hands By Britne Hammons News Editor editor@vanzandtnews.com

Thank you, Van. Thank you, for allowing me into your community to report on the happenings of a small town. I have watched and reported on Van’s events for four years, and it wasn’t always sunshine and rainbows. It was more like storm clouds and tornadoes sometimes. But, when the good pieces come together in a town, things can change! I have witnessed forward progression and growth, watched Van’s people overcome challenges and climb political mountains and I am excited to see what Van’s future holds. I got my fair share of experience starting with Van, and I am very grateful for the Van community for allowing me to do so, even if I wasn’t always welcome by some. I would like to give a personal shout out to Jane Burns,

Amanda Davis and Shirley Megason. Without you ladies, I would be lost. For now, though, it is time to move on. I will still have a hand in what goes in the Van Banner, but longtime Van supporter and now reporter David Barber will be the go-to man from now on. I am moving into an editor’s position, but I will keep my radar on what is happening in Van. David Barber is a 34year employee of Van Zandt Newspapers. He began working at the company on Aug. 10, 1982 as a reporter before moving to advertising in 1983, where he remained until earlier this month when he was promoted to Senior Reporter for Van Zandt Newspapers. Barber is a 1977 graduate of Van High School, a 1979 graduate of Tyler Junior College and a 1982 graduate of North Texas State University, now known as the University

of North Texas in Denton where he received his degree in journalism while minoring in radio/Tv/film and political science. The new senior reporter is in his 35th consecutive year of covering the Van Vandal varsity football team for the Van Banner and the Van Zandt News and has never missed a game, home or away, during that period. He is a member of Lakeside Baptist Church in Canton where he sings in the adult choir and serves as membership chairman for the Van Zandt County Gideon Camp. Barber and his wife, Angie, have one daughter, Jillian, 14 and they reside near Canton. “I have thoroughly enjoyed working in advertising during the past 30 years,” said Barber. “While working in the advertising department, I have met some tremendous people working inside and outside this

office and inside and outside of Van Zandt County that I would not have met otherwise and that is very rewarding to me. I am looking forward to this new challenge working with our talented editorial team and other staff members at Van Zandt Newspapers. I appreciate the many words of encouragement that I have received from numerous coworkers and friends and I am excited about this new position. Van Zandt County is a great place to live and work and I am happy to be a part of this area.” I know that David was an excellent choice for the reporter’s position, for who else knows Van better than he does? I am excited about what he can bring to the Van Banner. He has a lot of contacts and seems to know just about everything about the Van Vandals. New to the Van Banner advertising team is Chelsea

Reed. Chelsea is a graduate of Mansfield High School and moved to Canton about four months ago. She attended Tom Savini’s Special Makeup Effects School and has taught the art of makeup for the past seven years. She is the mother of twin three-year old boys, Malcolm and Atticus, and has several relatives that live in the Canton area. Reed’s advertising rounds each week will include traveling to see businesses in Grand Saline, Mineola, Lindale, Van and Tyler in addition to a few businesses in Canton. I am leaving the Van residents in good, capable hands. I certainly believe that David and Chelsea will make a great team and will continue to strive to bring fresh news stories and advertising to the Van Banner. So goodbye, Van, I leave in you in the care of one of Van’s most loyal supporters.

October is Breast Cancer Awareness Month By Melisa Rhodes County Extension Agent Texas A&M AgriLIfe Extension of Van Zandt County hosted our “Friend to Friend” program, which is a cancer prevention program, Oct. 1 at the First Baptist Church Fellowship Hall in Canton. Members of the committee hosting the event were Sally Mitchell, Mildred Rogers, Dr. Kris Ingram, Nancy Szabo, and J.J. Wilson. FCS 4-H committee members joined in to assist with the event represented by Carolyn Davis and Debra Wood. The day began with a luncheon which was a build your own taco salad bar, along with a scrumptious dessert bar filled with homemade goodies. health screening for cancer prevention and the importance of early detection. Following Ms. Barr’s presentation Texas A&M AgriLife District Friend to Friend Coordinator Pamela Lincoln hosted a question and answer session. Ms. Lincoln encouraged the women to fill out the request for services in order to receive a free mammogram and or pap test if they did not have health insurance or their health insurance had a high deductible. Nine women have been officially signed up to receive free either or both of the cancer prevention screening tests. This is a tremendous opportunity for the women of Van Zandt County to take care of themselves and put their health first.

Friends to Friends members Personal survivor stories were shared by cancer survivors Carolyn Davis and Mildred Rogers who stressed the importance of taking care of yourself so you will be able to care for your family, as well as how early detection saved their lives. Special guests of the day included Senator Bob Hall’s staff member Destin Sensky and Canton’s own Mayor Lou Ann Everett who attended in support of

the program. We greatly appreciated the support of both of these guests.

The Friend to Friend program is funded by the Cancer Research

Institute of Texas who makes the free cancer screenings possible.

MY PRIMARY FOCUS WILL CONTINUE TO BE ON FOUR MAIN ISSUES:

PRIORITY #1: LOW TAXES & ECONOMIC DEVELOPMENT

THE REPUBLICAN CANDIDATE

I will continue to fight to keep taxes as low as possible. The citizens of Van Zandt County should not have to bear the burden of increased taxes. Small government, low taxes and less regulation are necessary to get our county back into better financial condition. I pledge to always lead by example by working with a conservative budget and cut all wasteful spending. To increase our tax base, we must bring a new emphasis on economic development to help create new jobs and more revenue for our county.

PRIORITY #2: ROADS AND BRIDGES

As your commissioner, this upcoming year my focus will be on roads and bridges. We will be utilizing the KSA Engineering Report. This report prioritizes the roads in order of greatest to least need of repair. Our precinct has 10 zones and each zone will have work done in order of priority. All tax payers will be able to observe the work being done by their tax dollars. If the worst roads need a total rebuild, then that is what will be done. At the same time, all routine maintenance-patching, mowing, clearing of brush-will continue daily.

PRIORITY #3: LAW ENFORCEMENT

EARLY VOTING Oct. 24 - Nov. 4

ELECTION DAY NOV. 8, 2016

I will continue to work with all law enforcement officers and departments in the county to provide a safe environment for all to enjoy. More officers will be needed as we continue to grow and this will be included in our short and long range plans. Our plans will also include our needs at the jail. As STATE JAIL standards continue to change, we will be required to keep pace.

PRIORITY #4: REDUCTION OF DEBT

My priority will be to reduce the $5.9 million dollar debt we currently have by $1.154 million dollars annually. By striving to get the debt to ZERO, this will free up $1.154 million dollars to be distributed among road improvements, the sheriff’s department, and all county services which are provided to the taxpayers.

where Fowler received his Hall of Fame blazer. Following a luncheon, Fowler and the other inductees were introduced to those attending the TVCC/Kilgore College football game in Athens Saturday. “I am very proud of Todd for receiving this honor from Trinity Valley Community College,” said Mal Fowler, Todd’s father and legendary former head football coach at Van High School. “This is a big honor.” Todd Fowler was born and raised in Van and began playing organized football in seventh grade. He played safety on defense and tight end on offense during his high school career as he played for his father, who served as the presenter for his son at the TVCC Athletic Hall of Fame induction ceremony Saturday. Fowler’s greatest memory as a high school football player was his senior year when he played on the Class 2A state championship team at Van during the 1979 season. “Going through that 1979 season was a great experience,” recalled Fowler. “The guys you played with were also the guys you grew up with. Having my dad as my head coach was special and I never really felt any additional pressure playing for my dad. Football was something that was not discussed at home. I felt like I was treated like everybody else on that team. The only limitation I had playing for my dad was that I could not be the quarterback.” The 1979 season was the last year that only one team, the district champion, could qualify to compete for the state playoffs and Fowler recalled one close call they had in district play that year that could have kept them out of the state playoffs altogether.

Thursday, October 27, 2016

from 1A “We beat Whitehouse in the district opener on Homecoming night in our stadium by one point, 20-19,” pointed out Fowler. “That was the only loss that season for Whitehouse and they did not get into the playoffs. If we had lost that game, we would have been out of the playoffs.” In the state playoffs, the Vandals began their championship run by beating Quinlan convincingly but their next three playoff opponents provided Van with some stiff challenges before shutting out McGregor, 25-0, in the state championship game in a driving rainstorm in Mesquite. “We beat Pittsburg, Breckenridge and Childress by a combined total of five points,” pointed out Fowler. “All three of those teams were ranked number one in the state at the time we played and we won all three games. Our team was never state-ranked during that championship season.” Even today, Fowler stays in close contact with several members of that state championship team at Van. “A lot of those guys still live around Van,” emphasized Fowler. “We share a lot of common ground. When we get together, that 1979 season still brings out a lot of conversation.” After graduating from Van High School, Fowler moved on to Henderson County Junior College in Athens (now known as TVCC) where he played strong safety on defense and tight end on offense. “Henderson County Junior College was the only school that offered me a scholarship,” said Fowler. Fowler’s roommate at HCJC was another former Vandal head football coach, Brady Pennington, who is now the head coach

at New Caney High School near Houston. After HCJC, Fowler moved on to Stephen F. Austin State University in Nacogdoches where he played tight end for two years. “The odds of going pro were slim at best after college,” said Fowler. “I was home for Christmas and working in construction but another telephone call I received changed my career path.” Fowler was notified that he had been selected in the 16th round of the United States Football League (USFL) Draft in 1984 by the Houston Gamblers. The USFL was a spring football league attempting to compete with the well- established National Football League (NFL). “I had no idea that they were even interested in drafting me and it was two or three days after the draft was over before I was even contacted by the Gamblers,” recalled Fowler. His first training camp with the Gamblers was in the middle of winter outdoors in Huntsville. “It was very cold and during one of our practices, the water sprinklers came on and there were icicles everywhere,” pointed out Fowler. “Somehow, we had helmets but no face masks during those initial practices.” The former VHS standout said that he enjoyed his football playing experience with the Gamblers and is proud of what he was able to accomplish in Houston. “We were running the run-andshoot on offense which is pretty much like the ‘spread’ offense you see that Van and other high school and college teams run today,” emphasized Fowler. “I was moved to running back from tight end and I also played on special teams. I was there for two years and my best memory was when

I ran for 208 yards in one game. I was the all-time leading rusher for the Gamblers when I left and since the team and the league ceased operations a short time later, I guess I will always have that record.” During a special NFL Supplemental Draft that was held during the USFL season, Fowler was drafted by the Dallas Cowboys and reported to their training camp soon after the USFL season ended. “I played in 42 games combined for the Gamblers and the Cowboys during one calendar year,” recalled Fowler. “I played fullback and special teams for the Cowboys for four years and I played with two Heisman Trophy running backs, Tony Dorsett and Herschel Walker.” Following the 1988 season, current Cowboys owner Jerry Jones bought the team and hired Jimmy Johnson to replace Tom Landry as head coach. Fowler went to Johnson’s first training camp with the Cowboys but was soon granted an injury settlement and left the team. “I had an opportunity to join the Kansas City Chiefs but physically, I could not play anymore,” summarized Fowler. “I feel very fortunate to play as long as I did.” The TVCC inductee compared and contrasted the coaching styles of Landry and Johnson with the Cowboys. “Coach Landry was tough and a first class individual,” pointed out Fowler. “It was all business with Coach Landry. Coach Johnson was egotistical.” Fowler also discussed the current state of the Cowboys, who are currently 5-1 playing a rookie quarterback in Dak Prescott and a rookie running back in Ezekiel Elliott as Dallas will host their division rival, the Philadelphia

Eagles, Sunday night. “The Cowboys are rolling and I am totally impressed with the rookies,” said Fowler. “They remind me of the 2014 team that advanced to the divisional playoffs. They have a solid running game that sets up their passing game. So far as the quarterback situation is concerned with Dak Prescott and Tony Romo, you have to ride the hot hand and stay with Prescott right now. In my opinion, the Cowboys would be doing a disservice to Romo if they tried to rush him back in the lineup before he is really ready to play.” After his football playing career was finished, Fowler got into coaching as he served as a running back and wide receiver coach at Allen High School for five years before joining the Kilgore Junior College coaching staff for three years. Fowler now serves as a dispatcher for Fowler Trucking in Van. Fowler is also impressed with the job that Coach Jared Moffatt and the 2016 state-ranked and undefeated Van Vandals are doing as they prepare for their upcoming District 8-4A, Division I showdown Friday night against Kaufman in Mal Fowler Field at Van’s Memorial Stadium. “The Vandals are doing a good job this season and I don’t think anybody can stop them offensively,” emphasized Fowler. “They really do not have one or two standouts but they play extremely well as a team. They are fun to watch.” Fowler has one son, Cade, 15, who plays offensive tackle on the Vandal freshman team this season. “Football is a great sport for kids to play,” said Fowler. “It emphasizes discipline and how to work well among a group.”

The two most dominant teams in District 8-4A this season will finally meet on Friday night, as the 8-0 Van Vandals welcome the 7-2 Kaufman Lions to town in a heavyweight clash. The two teams most recently met in 2015 when the Lions handed Van a 4230 loss in Kaufman. The Vandals won the 2014 meeting 31-0.

back at what they have accomplished leading up to their current 8-0 season record and a 4-0 mark in district play. The focus has now shifted dramatically as the Vandals prepare for their final two and most important district and regular season contests, starting with a visit by the Kaufman Lions, as Van will close out its 2016 home schedule in a 7:30 p.m. kickoff Friday. The two teams come into this critical district matchup unbeaten in district play as Kaufman currently is 7-2 overall and 5-0 in district competition. With a seven-team district in place in District 8-4A, Division I, Kaufman will have the open date next week which means that Friday night’s game in Van will be the regular season finale for the Lions while Van will close out its regular season schedule at Terrell on Friday, November 4. Kaufman can clinch the district championship outright if they beat the Vandals on Van’s home turf Friday night. The Vandals, ranked

ninth in the state in Class 4A this week according to the Associated Press, can capture the title all for themselves with victories over both Kaufman and Terrell but the possibility of a three-way tie exists at the end of the season if Van beats Kaufman but loses to Terrell which would put all three schools at 5-1 in district play, assuming Terrell beats the winless Mabank Panthers in Mabank Friday night. Van, Kaufman and Terrell have all clinched berths for the upcoming Class 4A state playoffs regardless of what happens in the final two weeks of district play. “It comes down to this…we have no shot at winning the district championship if we do not beat Kaufman Friday night,” emphasized Vandal head coach Jared Moffatt. “This is a big district game which will go a long way in determining who will finish first, second and third in our district.” Moffatt has been pleased with what his team was able to accomplish during last week’s bye week period. “We were able to get everybody healthy and the bye week gave us three additional practices to prepare for Kaufman,” said Moffatt. The Vandal head coach stated earlier that he believes his team has a competitive advantage preparing for Kaufman after being off last week while Kaufman was disposing of Mabank, 50-14, last Friday night in Kaufman. Kaufman will be playing its 10th consecutive game this week without a break but Moffatt is unsure if that will serve as a competitive advantage for his team or a disadvantage for Kaufman. “I really have not given that point a whole lot of thought so I just don’t know if Kaufman

playing 10 straight games without a break is going to serve as any factor in advance of Friday night’s game,” said Moffatt. Moffatt is impressed not only with the talent of Kaufman’s team but he also appreciates the resilience of the Lions. “Their first two quarterbacks went down with injuries earlier in the season and they have been playing with their third quarterback most of the district season and they are still winning football games,” pointed out Moffatt. “That is impressive. I am not sure about the status of their first two quarterbacks for our game Friday night but I think they are anticipating getting them back by the playoffs. Not only has Kaufman overcome injuries but they are a talented football team as their record would indicate.” Offensively, the Lions are primarily a running team as they will line up in multiple formations while operating out of the “shotgun,” according to the Vandal head coach. “They have running backs and receivers that are dangerous,” said Moffatt. Defensively, Kaufman will show a mixture of “odd” and “even” fronts. “Their defense is well coached and they fly to the football,” emphasized Moffatt. “Their corners are very athletic football players.” Moffatt also discussed the keys to the game as the only two remaining unbeaten teams in district play will meet Friday night. “The turnover ratio is going to be huge in this game,” summarized Moffatt. “Special teams play will also be huge. Their kicker has the capability to change field position and his kickoffs usually sail out of the end zone. Defensively, we must

swarm to the football. Offensively, we have to throw and catch well to win Friday night.” Not only will the district title possibly be at stake but Friday night will also be Senior Night as the senior football players for the Vandals will be playing in their final game at Van’s Memorial Stadium. “It will be an emotional night in our stadium Friday night for a lot of reasons but Senior Night is a special night,” pointed out Moffatt. “Playing high school football is a special time. It is a unique experience. Special memories have been made and will continue to be made by our seniors. It is the last game they will ever play in our stadium. I am not sure if they will really realize the impact of Friday night until after the game is over. I really do appreciate our senior class so much. They have worked so hard. In the last few years, we have had some moveins which has made our senior class even stronger. They have a great work ethic and they just enjoy playing football together.” Moffatt is also encouraging the Vandal fans to come out Friday night and support not only the seniors Friday night but also the entire football team as they get ready to take on Kaufman. “I am anticipating a huge crowd in our stadium Friday night,” said Moffatt. “This is a big game. We always have a good following and I am sure that will be the case this week. Our fans are vocal and we need them to continue being vocal Friday night. This will be like a playoff atmosphere. It should be a great night for high school football in Van.” In addition to the Van/ Kaufman showdown, Terrell, 3-1 in district, will travel to 0-4 Mabank while Brownsboro will host Crandall in a matchup of 1-3 district teams which could ultimately decide fourth place and the final state playoff berth from the district. The 1-4 Athens Hornets, currently on a four-game losing streak, will have an open date Friday night. In the final week of district play Friday, November 4, Van travels to Terrell, Crandall will host Mabank and Brownsboro visits Athens. Kaufman will have the open date on November 4. We’re more than happy to set up our pens there and we hope to find homes for some of our bigger dogs. All the little ones, 10 pounds and under, are at Petsmart in Tyler each Saturday. This is a better location for the bigger ones. “If you are in the market for a best friend, be sure to come out to see our guys. They are all spayed and neutered, up to date on all vaccinations, and on heartworm prevention. Good to go! The adopter will be given complete medical records and all pertinent info. We encourage everyone to consider what we can offer, as opposed to some local vendors who have inbred, sick or otherwise unacceptable animals. Farm Bureau urges ATV safety With the general hunting season for white-tailed deer just a few weeks away, landowners and hunters are reminded to use caution on all-terrain vehicles. “More Texans have died in ATV-related accidents over the last 30 years than in any other state,” Kevin Wilkerson, Van Zandt County Farm Bureau president, said. “They’re a popular and important way to get around the farm, ranch or deer lease, but with that convenience also comes a certain risk we need to be aware of.” The 753 people killed in Texas in ATV-related accidents since 1982 are a reminder of the importance of ATV safety while afield this hunting season. Many of the fatalities involve children, according to the U.S. Consumer Product Safety Commission Nationally, 23 percent of ATV-related fatalities were younger than 16 years of age, and 10 percent were younger than 12 years of age. “It’s vital that we monitor children and teens on ATVs,” Wilkerson said. “One mistake could lead to a tragic outcome. Everyone needs to make sure safety is the highest priority while afield.” The CPSC advises to follow and share these rules of the trail to make safety a part of the plan for every ride and help reduce ATV-related deaths and injuries where you live: Do not drive ATVs on paved roads. Do not allow a child under 16 to drive or ride an adult ATV. Do not drive ATVs with a passenger or ride as a passenger. Always wear a helmet and other protective gear such as eye protection, boots, gloves, long pants and a longsleeved shirt. Take a hands-on safety training course. For more information on ATV safety, visit http://bit. ly/2e31ngW.

Lady Vandals recognize senior players By David Kapitan Sports Editor sports@vanzandtnews.com

The Van Lady Vandals took to the court twice during the last week, looking to tighten their grasp on the second seed in District 13-4A heading into the playoffs. Things didn’t go quite as planned, however, with Van losing to rival Wills Point Oct. 18 and Mabank Oct. 21 to fall into a tie with the Lady Panthers heading into the district finale. Van began the week recognizing its senior players, M’Kenna Daniel and Carlie Jarman, during a special ceremony prior to play against Wills Point

The Lady Vandals were led offensively by Macy Rucker and Alli Lloyd with 12 kills, and Grace Santos with 10 kills. Van recorded 11 aces overall in the match, including four by Lloyd and three by junior Cheyenne Sallee. Playing in her final home match, M’Kenna Daniel led all Lady Vandal players with 21 digs.
