Repairs greenlighted at special meeting By David Kapitan Staff Writer sports@vanzandtnews.com
The Wills Point City Council met in a rare emergency session Nov. 3, reviewing and addressing issues related to the collapse of one of the city’s main sewer lines that services areas “including but not limited to Highway 80 East, O’Neal Street and Hatch Street.” The collapse happened during the last week of October, with the city using pumps and generators to keep the areas in service without any interruption.

Bond measure falls narrowly falls short By David Kapitan Staff Writer sports@vanzandtnews.com
The Wills Point Independent School District will be forced to head back to the drawing board this week, after Election Day brought news that its proposed $42.5 million bond had been voted down by just 26 votes. According to numbers re-
leased by the district late Nov. 8, 1,382 people voted in favor of the bond and 1,408 people voted against. The narrow 49.53 percent to 50.47 percent margin came down to a difference of just 26 votes out of 2,790 total ballots cast. During early voting, 912 ballots were cast by voters within the boundaries of the WPISD.
2,790 votes cast on proposal
The bond measure had been a hot topic of conversation locally since its announcement, with proponents touting the benefits of repairs at the primary, intermediate and high school campuses and the construction of a new junior high that would have been located
close to the high school. In order to get the word out, the WPISD held numerous community meetings, spoke with local civic groups and churches, sent out flyers and literature, created a website about the bond and See BOND, 2A

Proposed cost of sewer line repair project Council members reviewed bids on four projects in the area that would tackle a variety of issues: -Project 1: designated by all in attendance as one that would need to be done as soon as possible, would repair 200 feet of collapsed line along Highway 80. -Project 2: would be undertaken after the completion of Project 1, and would address 660 feet of line that runs along Hatch St. -Project 3: Texas Department of Transportation has requested the city move a manhole and line running underneath O’Neal St. and Highway 80. -Project 4: would address 90 feet of line that has not yet been replaced along O’Neal St. After introducing the four projects, Mayor Mark Turner stated, “You start looking at these things and you start looking at $45,000, $60,000 and $80,000 to do all of these things…Bottom line, we have more in reserve than we really need as far as our auditors are concerned. They say 90 days, but we’ve got more than that... We need $450,000 in reserve See SEWER, 2A

and we have $571,000 so we can spend around $121,000. My take on it is, if you look at all these projects combined, yeah we could probably get everything done but we would have no pad left for anything else that may occur like this in the next 12 months that’s not budgeted. My suggestion is that we do project one, we don’t have a choice.” Council members discussed each of the plans presented and their overall impact in detail, pri-
oritizing those that would need to be completed first and those that could wait. City leaders also discussed their frustration with TxDOT over not allowing the city to commence repairs on the collapsed line while also requesting the city move lines and manhole covers that have been in their current locations for decades. Turner explained, “Since this thing has been collapsed, TxDOT has refused to allow us to repair
it at this point. So, we’ve had the truck parked on the side of the road with the pumps going…My problem with TxDOT is that we have the tail wagging the dog. We’ve got a state agency coming in and telling us ‘Hey, we want that out of there.’ Well, why? ‘Just because we want it out of there and it’s going to cost you guys $80,000.’ I’m thinking, if you pay for it, we’ll take it out of there. It’s not just us that they’re doing it to, they’re doing it to every-
body…Will that affect our relations with them? I don’t know. At the same time, what’s precluding them from coming in and saying you’ve got a line crossing over here and we want it moved too. They could spend us to death, but the truth is they don’t spend our money, we spend our money. They can bark all they want, what are they going to do? Fine us for not moving our line? At the end of the day, we have a relationship with TxDOT that we’d like

I’m of the opinion, that if someone is going to force me into doing something, especially when it’s unfunded and they’re going to spend my money without any regard for me at all, I’ve got a major problem with that. Council members unanimously approved plans for project one with a proposed cost of $45,714 being taken from the city’s reserve fund for the expenditure. The council met for their regular monthly meeting Nov. 8.
produced a series of videos explaining the bond and its impact locally. Some opponents of the measure argued against the size of the bond and another tax burden, pointing to the recent passage of both the Emergency Services District #4 and the Special Road Tax. Reaction to the bond measure coming up short ran the gamut on social media, with posts on the Wills Point Chronicle Facebook page including: -”That is so sad. Our children deserve better facilities.” -”Well, voters of Wills Point, now you must make sure that all tax payers are accountable for fixing the issues a different way. Your chil-
from 1A dren deserve it.” -”Maybe use the TRE election funds that passed in July to update the schools. There is enough money there to get a 10 million bond without raising taxes.” Shortly after the election, WPISD Superintendent Scott Caloss stated, “I would like to thank everyone who participated in the voting of the bond election. I will continue to work for the students and staff of WPISD. The district will re-evaluate and re-prioritize the bond proposal to determine what to do moving forward.” The next regularly scheduled board meeting will be held at 7 p.m. Nov. 17 at the administration office located at 338 W.N. Commerce St.

Citizens National Bank is now City National Bank On Sept. 30, Citizens National Bank of Wills Point and City National Bank of Sulphur Springs joined in a merger that resulted in one of the oldest and strongest small town banking systems in Texas. City National Bank, chartered in Sulphur Springs in 1889, was already a thriving and growing East Texas bank, but as bank president Ricky Reynolds explained, “We wanted to find a way to serve the market in Van Zandt County.” Reynolds continued, “Citizens National Bank had a friendly, customer-focused reputation we
really valued. And after talking to their management, we discovered that joining forces met some of their goals for growth as well.” Citizens National Bank former President Dean Tidwell is now City National’s Senior Vice President and Regional President for the Van Zandt County market. Tidwell agreed with Reynolds, “At Citizens, we always looked out for our customers. We specialized in making banking easy. That was possible because of the history and culture of our employees and customer base. When we began discussions with
City National about merging earlier this year, we saw how we could become stronger and accomplish some of our own goals for serving the communities which have supported us for many years.” Where many mergers result in job loss, Tidwell explained, “One of the fundamental advantages Citizens had coming into this partnership was the relationships we built with our customers. And relationships are built between people, not institutions. For this to be successful and achieve all our goals, it was critical that we
kept the same faces who built those relationships and made us strong. Although we adopted the City National Bank name, it’s still the same people taking care of Van Zandt County.” In a letter composed to Citizens National Bank customers after the merger, Reynolds and Tidwell pledged, “As a previous customer of Citizens National Bank, you are already accustomed to great customer service. Our pledge to you today is that City National Bank will continue that same great service.” City National Bank is a
hometown financial institution which now has 12 full-service banking centers and one mortgage center. The bank now has a footprint in Hopkins, Wood, Rains and Van Zandt Counties. The Main Bank headquarters is located in Sulphur Springs. Visit their website at www.bankatcnb. bank. with Nathan Ascano’s leadership. He is visually and musically so talented. The guard and band has increased visually under Mr. Ascano’s leadership. When they finished the last note, we knew it was the very best run we have ever had. We just let the judges make their decisions remembering that the subjectiveness of band adjudication is not a science to say the least. We gave them our best! We are our so critical of our performances by nature that we take it one step at a time. Making finals was our goal so finishing fourth was spectacular.” Young gave credit to former and current directors as a key piece to the band’s continuing success. “I honestly say that it is not about me, it is about the amazing students and staff members we have had the past 20 years. Beginning with Kim Manuel and Mike Bartley. They are still educating to the highest levels in Canton and I am so proud of them and their amazing contributions to music education in our state. Josh Hawks produced stellar visual shows for us in the areas of show design and bringing our Colorguard to a state recognized organization. People expect our guard to be an integral part of our design and production. I have had the privilege to work with great educators in Wills Point.” Additionally, Young was quick to praise the hard work and energy given by the community and band parents. “We are all so excited for our hard-working students, administration, board of trustees and especially our parent volunteers. Our parents are amazing. Whether working in the concession stand, driving trucks, loading equipment or chaperoning trips, it is a love and commitment that they show every day for our program.” Even with its busiest stretch in the rearview mirror, Tiger Band members will still be hard at work in the coming months. “We have playoff games starting this Saturday. We are so excited for our Tiger football players, Coach Cranfill and his amazing staff,” explained Young. “We also have All-Region auditions, Christmas programs and concert season ahead of us.”

Princeton with 16, Wills Point, Kennedale with 30, Springtown with 35, Hidalgo with 37, Fredericksburg with 45, Spring Hill with 50 and China Springs with 59. The top 10 schools then advanced to the finals, performing once again for the panel of five judges. Once again, Wills Point placed fourth overall, behind North Lamar, Argyle and Princeton, and ahead of Spring Hill, China Spring, Fredericksburg, Kennedale, Springtown and Hidalgo. Following the band’s performance, director John Young noted, “At Area, we knew that the band was starting to peak at the right time. To make it out of our Area is an accomplishment within itself. Our area is so deep. That is evident in the results in San Antonio (Argyle finished second, Princeton third and Canton 12th). We knew we just had to continue rehearsing as normal as possible through the week. We had a good travel day on Sunday to San Antonio preparing in advance for weather issues as indicated by forecasts. We had a 4:30 a.m. wake up and rehearsal at 7 a.m. at a local stadium. It was a great rehearsal that morning so we knew the kids were focused.” Asked about the band’s performance and confidence level following a strong fourth place start in the prelims, Young stated, “We have not been in the top-5 since 2006 so this was great validation that we are still improving. The run was not our best so we knew that there was room for improvement. We just told the kids in our meeting that it is their individual performance that makes this special. In warmup, Nick Kornegay does a great job getting the band focused and ready to perform. He is so gifted and communicates musical detail so well. This is our eighth year together and his influence has been a driving force in our success.” “We knew the kids could achieve and had the tools. I am especially excited about our growth this year in percussion. Andrew Wacaser has done an amazing job with our talented students in the percussion section. He is a very gifted educator. I also think our visual package has continued to grow these past two years

Dr. John Patrick Sikors, 92, of Wills Point, passed away Tuesday, Nov. 1, 2016, at his home at Lake Tawakoni surrounded by his loving family. He was born Dec. 19, 1923, in Grand Rapids, Mich. to John Peter and Marie Barbara Moffitt Sikors. He was reunited in Heaven with his parents, his wife of 64 years, Shirley Sikors and his brother, Robert Sikors. Enlisting on what was then known as Armistice Day, now Veteran’s Day, in 1942, Sikors proudly served his country as a Navy Fighter Pilot during World War II. He was stationed aboard the aircraft carrier, USS Essex, which saw service in the second battle of the Philippines and in China Waters from Formosa down the China coast. His last strike was a combination air cover for the landing of the Marines on Iwo Jima and the first hit on Tokyo in February, 1943, when they took Navy Task Force 38 to Japan and engaged in general fighting. Prior to that, Japan had been hit by Army bombers but this was the first engagement for the Navy. Sikors flew over 70 missions during his duty. He married the love of his life, the former Shirley Claire Schmidt, at St. James Cathedral, Grand Rapids, Mich. on June 16, 1945. The couple moved to Texas in 1951, where they raised their family and established a highly respected chiropractic practice in both Terrell and Greenville until his retirement in 2009. They were members of St. John Catholic Church in Terrell and Our Lady of Fatima Catholic Church in Quinlan, where they played vital roles in building both churches. When he was younger, Sikors enjoyed fishing, hunting, flying and most outdoor sports. He was an avid Dallas Cowboys fan but his true joy was golf. He was a life-time golfer and, during the Great Depression, he helped support his family as a caddy. He once served as President of the Oak Grove Country Club and later became a charter member of the Lively’s Tawakoni Golf Club. Those left to cherish his memory are children: Bob Sikors and wife, Layne Herrmann; Barbara Hendricks and husband, Rick; Patti Garrett and husband Jerry; Suzzane Owen and husband, Mitch; Nancy Sanford and husband Charles and Shirley Sikors; grandchildren: Marcus Sikors and wife Elisabeth, Dr. Laci Hendricks, Lauren McCombs and husband, Scott, Kimberley Redditt and husband Clay, Haley Bell and husband Andrew, Jenna Owen, Scott Owen, Andrea Price, Christopher Price, Jennifer Weaver and Kyle Sikors; great-grandchildren: Sarah McCombs, Sage Bell and Dylan Sikors; brother-in-law, James Schmidt and wife Phyllis and sister-in-law, Peggy Keenan as well as several nieces, nephews, extended family and a host of friends. VZ Newspaper group grabs win Wills Point Chronicle photo takes cover

TEXAS NEWSPAPER DIRECTORY
By Britne Hammons News Editor editor@vanzandtnews.com
It is not every day that a business in Van Zandt County wins a statewide contest. In fact, Van Zandt Newspapers can now tuck a statewide win under its belt, with a first-place finish in the Texas Associated Press’ newspaper directory cover contest. That’s right, your local Van Zandt Newspaper group beat out cover submissions from newspaper groups across the state to claim first and third place finishes in a hotly contested race. Our design team comprised of page designers Amanda Greene and Kelly Baker took initiative and entered the cover contest, a first for the company. “We have never entered a contest like this and we designed five covers for people to pick in an online forum,” said Greene. “We really worked at designing a cover that was pleasing to the eye and represented Texas well.”
Winner Greene took the lead on the project, designing a cover with a photo taken by Wills Point Chronicle reporter and VZ News Sports Editor David Kapitan that would eventually claim the top spot. Kapitan’s photo was taken Feb. 25, 2015, during a rare snowstorm in Wills Point. The photo features the Depot Museum in Wills Point and shows the railroad tracks running eastward. The third-place cover photo was taken by Kelly Baker. The photo was taken Sept. 23, 2016, and featured a frog resting on a plant in Canton. The winning cover photo will be on the 2017 TPA newspaper directory that will be sent out across the state, providing listings and information to Texas media.
Marine Corps Reserve to hold Toys for Tots event The Marine Corps Reserve will keep in tradition and provide toys for families in need from Thanksgiving until December. “We rely on donations from citizens and businesses to make this happen. Every dollar collected turns into $3 due to the generosity of toy companies who give deep discounts to the program,” said Jerry Persall. “This year, we are expanding to Wills Point trying to help meet the needs of as many families as we can. At 6 p.m. Thursday Nov. 17 applications will be taken at Wills Point First Baptist Church for any family in need of help this Christmas. There is no minimum income requirement. The Toys for Tots program is for kids 0-12 years of age. Parents fill out the application where they will receive a card with a pick up number, location, date and time.” Donation boxes will be at the following businesses the week of Thanksgiving accepting new unwrapped toys: Ramsey’s Roadhouse 505 N Fourth St..; Computer Image 114 N Fourth St.; Fairway Shows 246 Fourth St.; and Adele’s Clothing, 215 N. Tigers stay red-hot in 30-0 win
Wills Point set to clash with Bonham By David Kapitan Sports Editor sports@vanzandtnews.com
Wills Point had little to play for heading into its regular season finale against Ferris Nov. 4, having already locked up the top spot in District 6-4A play the week prior with a win over Dallas Lincoln. Despite the low stakes, the Tigers still rose to the occasion by gashing the Yellowjacket defense for 343 rushing yards in a 30-0 shutout win. Ferris won the coin toss and opted to defer, putting the ball in Wills Point’s possession to open the game. The Tigers made the most out of the opportunity, marching down the field in just five plays to take an early lead. Wills Point started fast courtesy of excellent line play, and picking up a big chunk of yardage on a 27-yard Tyler James to Seth Wilson pass completion. Set up deep in Yellowjacket territory, the Tigers scored on a 10-yard Vernon Morrow run through the middle. Vincent Tobias added the PAT, giving the Tigers a 7-0 lead with 10:23 still left to play in the first quarter. Wills Point’s defense appeared to come up with a quick stop of the first Ferris drive of the night, but a questionable roughing the punter penalty on fourth down gave the Yellowjackets new life and a fresh set of downs. The extra opportunity would go wasted, with Wills Point once again standing tall defensively to force another Ferris punt. The Tigers and Yellowjackets each sputtered offensively on the ensuing possessions, trading the ball back on punts before Wills Point snapped the string late in the first quarter. Wills Point’s drive began at its own three-yard line with a bruising 27-yard run by Morrow. Vernon Morrow added another nine-yard run before Brandon Smith found a gaping hole on the left side of the field

Library
Dragons and fire come to Storytime
FOOTNOTES
Reflect on heroism for Veterans Day
B
ooks read during Storytime at VZC Library included ‘I Want to be a Firefighter” that tells of different kinds of equipment that the firefighters use. “Fire Trucks” that shows pictures of the trucks, hoses and ladders used by firemen, “No Dragons for Tea” is about fire safety for
kids and includes a dragon that sneezes and starts a fire in the kitchen during tea with a little girl. They both learn what to do in the case of a fire and “Stop Drop and Roll” about what to do in the case of a
fire emergency. The library will be closed Friday for Veterans Day so the next Storytime will be on Nov. 18. Come and join Ms. Rhonda at 10 a.m. at the Van Zandt County Library, 317 First Monday Lane, Canton.
Veterans’ Day is a holiday that started as a day to reflect upon the heroism of those who died in our country’s service; and was originally called Armistice Day. It fell on Nov. 11 because that is the anniversary of the signing of the Armistice that ended World War I. However, in 1954, the holiday was changed to “Veterans’ Day” in order to account for all veterans of all wars. In Canada, Remembrance Day is celebrated on the same day. Friday, Nov. 11 will be a holiday for library staff. Also, since the library is closed, there will be no Storytime this week but if you want a meaningful outing, visit the VZC Veterans’ Memorial.
While there, enjoy seeing the new “Never Forgotten” Kneeling Soldier statue, read the names of Van Zandt veterans who gave their lives in service to our country, and read the bricks that bear the names of those who have served and are now serving in the military. At 10 a.m. Nov. 14, the Friends of the Library will hold its monthly meeting. Local author Missy Priest will discuss her new novel, ‘Child of the Wilderness.’ Come and visit if you haven’t become a member; you might decide to join a group of citizens dedicated to keeping the Van Zandt County Library an excellent resource and support future growth. As far as FOL projects
are concerned, the Book Fair last weekend was a big success. Thanks to all the people who donated books, helped to set up for the sale, manned the cashier’s table and cleaned up afterward. We also want to thank the patrons who visited and purchased books. Library hours are Tuesday, Wednesday and Friday, 10 a.m. to 5:45 p.m. and Thursday, noon to 8 p.m. Friendly and helpful librarians are there to assist. Other than traditional books, e-books are available, as well as computers for the use of library card holders. It’s a quiet place to read, study and relax. Information is also available at the website, www. vanzandtlibrary.org .

sion of the second half, giving Wills Point the ball back at its own eightyard line. The Tiger combination of Morrow, Smith, Zach McEnturff and Jacob Moore took charge from there, repeatedly picking up big yardage to keep Wills Point moving closer and closer to the Ferris end zone. Set up at the 12-yard line with just over six minutes to play, Smith once again found the end zone for his second touchdown of the night. The PAT attempt was missed, keeping the Tigers in front 20-0 with 5:58 to play in the quarter. Ferris fumbled away any chance for a comeback victory on their second possession of the third quarter, fumbling the ball back to the Tigers at their own 32-yard line. Wills Point reached the end zone in quick fashion from there, riding three completions from Tyler James to another touchdown. The capper on the drive came courtesy of a 10yard throw to a wide-open Rodberg. Tobias knocked home another PAT, raising the lead to 27-0. The Tigers shut down any come-
back attempt made by Ferris for the rest of the night, adding a 41-yard Tobias field goal with 4:16 to play to push the final score to 30-0. In a special moment at the close of the game, Wills Point head coach Greg Cranfill called on senior quarterback Caden Bennett, who missed all of the Dallas Lincoln game and took just the opening snap against Ferris due to a sore ankle, to close out play by taking a knee in victory formation. Wills Point’s running game was spearheaded by another superb effort from junior Smith, who needed just 11 carries to register 201 yards and two touchdowns. Vernon Morrow added seven carries for 70 yards and a score, and Klayton Spencer tallied 22 yards on four carries. Tyler James played the lion’s share of minutes at the quarterback position for the Tigers, completing 4/7 passes for 96 yards, a touchdown and an interception. Rodberg, Seth Wilson and Nathan Johnson each hauled in passes, with Rodberg scoring on a 34-yard reception from James.
Leading tacklers for the Tigers included Trey Patterson with 18, Rodberg and Justin Edwards with 16 each, Ben Bradshaw with 15, Tyriq Burnett with 14, Tanner Smith with 11, and Josh Davis and Bryan Mitchell with 10 each. As the top seed in District 6-4A, Wills Point will open the playoffs with a game against the fourth seed in District 5-4A, Bonham. The Warriors finished the regular season with just a 2-8 record, including 1-4 in district play. Bonham and Wills Point met back on Aug. 19 for the second and final scrimmage for both teams before the start of non-district play. The Wills Point-Bonham matchup will take place at 2 p.m. Nov. 12 in Royse City. A Tiger victory would mark the first bi-district title by the program since Wills Point defeated Commerce back in November 2004. Other games involving District 6-4A teams will include Lincoln taking on Melissa Nov. 10, Canton taking on Aubrey Nov. 11 and Rains taking on Celina Nov. 11.
Seth Wilson turns toward the open field on a 27-yard reception for a first down against Ferris.

Basketball season to tip-off As the calendar continues to wind down towards the end of another year, a new season of Wills Point Tiger and Lady Tiger basketball is scheduled to tipoff shortly. Lady Tigers After a scrimmage against both Edgewood and Kaufman Nov. 3, a new season of Lady Tiger basketball was officially set to begin on the road against Kemp Nov. 8. The Lady Tigers, under the direction of Coach Dane Morgan, enter the season returning three starters to the fold, including seniors Emily Smith, Meredith Edwards and Brooklyn Futch. Smith finished last season as a Second Team All-District performer, and Edwards finished as an Honorable Mention AllDistrict performer. According to preseason rankings published in
Dave Campbell’s Texas Basketball, Wills Point is currently predicted for a sixth-place finish in District 13-4A. Brownsboro and Canton, which finished tied for first overall in district play last season, are once again picked to finish atop the rankings. Other opponents for the Tigers are set to include the Mabank Lady Panthers, Emory Rains Lady Cats and Van Lady Vandals. The first home game of the season for Wills Point is scheduled for tonight (Nov. 11) against Quinlan. Tip-off is scheduled for 5 p.m. Other upcoming dates of note will be hosting the Wills Point Tournament Dec. 1-3, traveling to compete at the Edgewood Tournament Dec. 8-10, and traveling to the Kaufman Tournament Dec. 27-28. The Lady Tigers will

begin district play Jan. 6 against Mabank, and wrap up district play Feb. 7 at home against the rival Canton Eaglettes. Tigers The opening weeks of Wills Point’s 2016-’17 season will likely be a work in progress, due largely to the fact that several expected key contributors will be getting integrated into Coach Jonne Reynolds’ system after helping the football team throughout the season and into the playoffs. Wills Point finished last season 3-5 overall in district play, but could be even better moving forward with the continued maturation of several key pieces. Headlining the list of returning contributors will be the return of reigning District 14-4A Offensive Player of the Year Doug Sheldon and Honorable Mention All-District contributor Matt Mayfield. According to preseason rankings published in Dave Campbell’s Texas Basketball, Wills Point is currently predicted for a fifth-place finish in District 13-4A. Brownsboro, a runaway winner during last season’s district run, is expected to repeat in first, followed by Van, Mabank, Canton, Wills Point and Rains in sixth. Wills Point will spend extended time on the road during the first weeks of the season, scrimmaging in Forney Nov. 12 before
