District Secretariat of Enviroment The Environmental Department (SDA), for its acronyms in Spanish- It is the authority that promotes, guides and regulates the environmental sustainability in Bogotรก. Through environmental policies formulation the entity seeks to preserve the diversity and integrity of the environment, conserve the protected areas system and encourage the management and sustainable development of the natural heritage of the city.

Throughout its management, the SDA promotes harmoniums relations between the population and the natural environment, based on a differential approach and ensuring the implementation of collectives and fundamental rights relative with the environment. Our work lines are:

OUR STRENGTHS Environmental planning and management Through constant process improvement, the SDA is heading its human and technical resources in order that the city forward actions on climate change and planned around the water spaces. To consolidate this objective, the SDA works from an outline of environmental zoning that allows city model to include protected areas and risk management. Thus, vulnerability is reduced; the levels of resilience increased and generate conditions to maintain the territory biodiversity. Through sectorial interventions and collective decision-making on the territory, the SDA promotes respect for nature, defends life in all its forms and ensures ecosystem services provision in a permanent consolidation of our ecological structure. In this way, the protected areas coverage increased by 2013 in 19.161,84 hectares which is equivalent to 24.13 per cent, while the wetlands areas growth was approximately 43 per cent, including new areas, going from 676.6 hectares to 965.5 hectares.

Air Quality Improvement The SDA currently develops plans and programs to regulate the main generating activities of environmental contamination, such as industries (stationary sources) automotive transportation (mobile sources). These programs are:

For the first time in more than a decade, a Capital City Administration achieved air quality this below to the limit allowed by the national standard, going down in more than 2 percentage points of PM10, heading the city towards the achievement of international standards.

Community Participation and Environmental Education

The SDA promotes the citizen participation and environmental education as a public policy and environmental management instruments for the social appropriation of the territory, consolidating alternatives that tend to good living. The main achievements in this area include: Environmental education processes and environmental classrooms strategy: have been linked more than 670.000 inhabitants of Bogota D.C. from different population groups through construction process that seeks recognitions, recovery and appropriation of the main ecological structure of the city. Ancestral knowledge recognition: We have developed affirmative action’s that promote the in-

Water governance: understanding the water as a right and a public good of people, we have been developed environmental planning participation process oriented to land-use planning around water and the generation of citizen strategies for the climate change adaptation. In this proposed analysis we have been developed and updated permanently 20 local records corresponding to each administrative unit of the city, which realize the initiatives generated by Bogotá citizens.

OUR GOOD PRACTICES The SDA has carried out important processes that reported significant results and can serve as a model for other organizations, cities or countries. Among other good practices we have: • Protected areas ecological and environmental recovery. Since urban expansion in Bogotá has been against purposes of conservation areas (flora and fauna), the city resilience and good live, have been generated negatives effects on ecosystems and the population. Protected areas correspond to scenarios for historical reasons, associated with city dynamics, have been immersed in an urban environment in which both its structure as its functions have been strongly altered. The ecological structure recovery, conservation, management and preservation are essential for the ecosystem functioning, shows the people and institutional commitment to environmental governance in Bogotá.

• Research and knowledge management. Bogotá environmental research plan, develop aligned with a cooperative perspective, from which we have generated lines of research aimed to generate and manage the knowledge of the city. The action lines are designated with their projects below: Strategic ecosystems and special interest species: o Invasive species control alternatives. o Dry forest and Andean xerofitia ecosystem. Occupation and land sustainable use – eco-urbanism: o Urban sustainable drainage system o Presumption soils with pollution or polluted. o Environmental economic instruments. Information systems: o Biodiversity information system - BIS. o Bogotá´s environmental observatory. OUR RECOGNITIONS The environmental management of “Bogotá Humana” has been awarded at local and international levels with the following recognitions: • Leadership climate change award and city C-40, granted to the city in 2013 by the best green initiative in transport category. • Two of our environmental classrooms, the ecological park of mountain – Entrenubes- and the park – Mirador de los Nevados- , were chosen within the seventh natural treasures of Bogotá as symbols of biological and cultural diversity.
