The survey presented eight tax options, including a flat-rate mileage tax, a mileage tax with a rate that varies by the vehicle’s environmental performance, several versions of a gas tax, and a sales tax. To no one’s surprise, support was anything but overwhelming. The most popular options were a half-cent sales tax (43%), a 10¢ gas tax increase when that revenue is used to reduce the transportation system’s impact on global warming (42%), and a 10¢ gas tax increase spread over five years (39%). The option of varying the flat-rate mileage tax by the vehicle’s pollution levels increased support by 12 percentage points, while spreading the gas tax increase over five years increased support by 16 percentage points. Interestingly, linking tax increases to reducing global warming increased support by 19 percentage points. Will any of this support hold up when the time comes to open the taxpayer’s wallet? That remains to be seen. AT

Road bumps ahead
A
new study says America’s freight system—encompassing highways, railroads, ports, waterways, and airports— faces a massive near-term infrastructure crisis as funding has slipped well below what’s needed to maintain, much less improve, the infrastructure necessary to ensure efficient movement of goods in the U.S. Unlocking Freight was compiled by the American Assn. of State Highway and Transportation Officials (AASHTO) and calls for the development of a national multimodal strategic freight plan along with a wide range of expansion infrastructure efforts, especially for highways. Those highway improvements include adding 32,000 lane-miles to the current Interstate system; upgrading 14,000 mi. of current Interstate highways; adding 14,000 lanemiles to NAFTA corridors; adding 8,000 lane-miles of truck-only toll facilities; and adding 400 lane-miles to provide access to key port and intermodal facilities. Overall freight demand will double, the study noted, from 15 billion tons today to 30 billion by 2050. Freight carried by trucks will increase 41% and that by rail 38% from today’s quantities. AASHTO noted that traffic on the Interstate Highway System increased by 150%, while capacity increased by only 15%, between 1980 and 2006. Much of the nation’s future freight will be carried by trucks, so a good portion of the report focuses on the needs of motor carriers. According to AASHTO data, the U.S. population is expected to

AASHTO is calling for more investment in infrastructure to meet freight needs. reach 420 million by 2050, meaning more food, clothing, and other goods will be consumed, creating a higher demand for freight being shipped across the country. As a result, 3 billion more tons of freight will be moved in the U.S. by 2020, requiring the services of another 1.8 million trucks. he Federal Motor Carrier Safety Administration (FMCSA) has revealed a rollout plan for its CSA 2010 program. Anne Ferro, FMCSA administrator, told the House Committee on Transportation and Infrastructure that the key components of CSA 2010 will be revealed in stages beginning this month and the new process should go into full effect sometime in 2011. The new Carrier Safety Measurement System (CSMS) will replace SafeStat, the current safety scoring system, and will measure carriers more thoroughly through the use of all safety violation data, weighted by crash risk. “CSMS will give our investigators a more robust tool to use in identifying high-risk carriers for review,” Ferro stressed. “It also will be the basis for the selection system roadside enforcement officers will use to focus their roadside inspections.” With regard to process, CSA 2010 introduces a new strategy known as the “intervention” and frames it at four levels: comprehensive on-site reviews (much like today’s compliance review); focused on-site investigations; off-site investigations; and warning letters. “Through a mix of these interventions, combined with roadside activity, we will increase the number of carriers we ‘touch’ and catch unsafe behaviors before it leads to a crash,” Ferro said. Finally, for maximum effect, Ferro said CSA 2010 will be grounded on a new piece of regulation known as the Safety Fitness Determination Rule. “This rule will decouple the carrier safety rating from today’s on-site compliance review [and] will enable FMCSA to propose carrier safety ratings through CSMS, thereby increasing the number of carriers we rate annually tenfold,” Ferro explained.

argo theft is an ongoing problem in the transportation business—and not just for truckers. According to the FBI, cargo theft is estimated to cost the U.S. between $15 billion and $30 billion a year. Two experts on cargo theft recently spoke with American Truckerr on the subject. Craig Kolakowski is a risk consulting manager with 22 years of experience in the insurance loss control industry. A member of the Inland Marine Underwriters Assn. (IMUA) loss control and claims technical committee, Frank Buccafusco is a regional underwriting director who’s worked in the insurance industry since 1962. Both men work for Allianz Global Corporate & Specialty, a property and casualty insurance company providing insurance and risk management services. Q: How important is a fleet owner’s risk management program? Kolakowski: It’s essential these companies have a risk management “culture” where every single employee feels it’s important to protect the company’s operations from theft. This is usually demonstrated by a well-publicized and distributed “standards of care” policy, along with a comprehensive audit program. Buccafusco: As an underwriter, if an account has top-notch risk control procedures in place, I definitely consider awarding credit to reduce the premium and deductible. Q: Give an example of a red flag that might cause an account to be unattractive to an insurer? Buccafusco: The first thing an underwriter should look at is prior

If the account is showing theft losses with more frequency than severity, it indicates the owner isn’t taking the necessary steps to prevent such losses. A frequency of a specific type of loss, especially if it’s associated with a highly theftattractive product, also creates a concern. In addition, we pay close attention to theft activity that takes place in similar locations within the company’s operational locations. Kolakowski: As a risk consulting manager, if the carrier has a poor loss history, I expect them to be able to articulate the procedures they have implemented to address and correct the problem. Transparency is crucial as I need to understand the exact preventive actions being implemented so I can provide a recommendation to the underwriter about the potential effectiveness of the measures. Q: What type of cargo theft security measures are considered to be enhancements by insurers? Kolakowski: For high-value and

highly targeted commodities, I look for clients who use devices that monitor driver activities. When necessary, these devices should be capable of alerting appropriate responders, whether law enforcement and/or accountable company management, that a driver who is transporting goods is deviating from standard policy. Buccafusco: The required security measures all depend on the commodities that are being transported. Obviously, there are a number of systems that we expect clients to have in place, e.g., GPS devices and affiliations with informationsharing systems like CargoNet. In certain circumstances, though, the commodities might not require GPS or an alarm system. Kolakowski: We expect the client to have a layered approach to cargo security. They need to evaluate what the threats are throughout the transporting process and then demonstrate they’re utilizing the appropriate protocol and security devices.

It’s about time to make money
T
o maximize revenue opportunities, trucking company managers should continually work at getting the most productivity possible out of their drivers’ time. To do that, they need to understand one important measure of productivity—it’s about time. It’s not about the miles a driver travels to complete a load, but the time required to do it. It’s the time it takes for your driver to finish his previous load, drive to the reload location, put the new load on the truck, drive to his next destination, and unload. Yes, miles are a part of this equation, but time is the factor that decides if you make a profit. Trucking remains one of the few industries that calculates its revenue by the mile. In most cases, these aren’t even the actual miles driven. Think about everything your drivers do. It’s all based on time: 11 hours driving, 14 hours in a day, 70 hours in 8 days. Even most truck payments are based on time—payments by the week or month for a term of “X” number of months. Fixed costs are also looked at based on time: per day, per week, per month and per year. The common denominator is time. It’s not what you’re paid per mile. It’s how well you are paid for your drivers’ time that will determine your success. rucking’s information technology providers are moving quickly to develop and deploy a wide range of tools and services to help fleets analyze and manage safety scores as the industry transitions to the CSA 2010 federal program. The new offerings range from standalone “scorecards” that provide a quick overview of fleet performance to full-featured services with training and predictive tools. Combining Qualcomm’s wireless communications and vehicle monitoring services with FleetRisk Advisors’ safety management services, CSA 2010 Safety Performance Service will provide compliance reporting, driver coaching to address safety issues, and performance monitoring to help fleets identify potential problems that could impact CSA ratings. Available this fall to Qualcomm users, the new service incorporates information from the FMCSA CSA database with driver- and vehiclespecific performance data. It will allow fleet managers to analyze individual driver performance by CSA standards, including time-based weighting rules and peer-group comparisons, according to Qualcomm. Predictive performance capabilities will help fleets identify potential future safety problems, and coaching modules will be available to help address driver problems identified by the service. Carriers using TMW Systems’ fleet management systems will have access to a new free service for monitoring and managing CSA 2010 safety scores

Software packages can help cut inspection time. and data. CSA Management is a webbased service that not only aggregates and analyzes FMCSA safety data and CSA ratings, but also provides fleets with the tools for challenging errors found in the federal data, according to TMW. Available first to active TMW fleet customers in states that have already begun rolling out the federal program, the software developer says it also has limited availability for other North American customers that want to begin learning about their CSA safety scores before the federal program is fully implemented later this year. Interested fleets should obtain log-in access to their safety ratings from FMCSA’s CSA 2010 website and then get in touch with their TMW support contact for access to the new program, the company advises. Having announced a CSA scorecard in April that gives fleets a look at their individual safety ratings, the software company Vigillo has now added a driver scorecard based on data that will be used in FMCSA’s preemployment screening program. The driver scorecards will be available this summer.

ercules Manufacturing has developed a new hybrid cold-plate refrigerated truck body using Eaton Corp. hybrid diesel/electric technology. The company said its new hybrid system can save refrigerated truck users an estimated $7,000 or more annually per vehicle in fuel and maintenance costs, while reducing yearly carbon dioxide emissions by up to 43,000 lbs. per vehicle when compared to conventional refrigeration systems. This new Hercules truck body combines heating and cooling capabilities with over-the-road power generation in a direct store delivery (DSD) vehicle, the company said. The design eliminates the complexity of onboard generators and/or inverters with a seamless power management module. The system uses the hybrid chassis battery system during the delivery day and plug-in electric shore power at night. Through re-engineering and new electronic controls, the truck is able to use the electricity generated by the hybrid motor to recharge its cold-plate refrigeration system while on the road. Under an initiative by FMCSA, fle ilb etsw valuated by the new CSA 2010 initiava tive that takes a number of factors into account, among them the condition of the tires and wheels. From what I can tell, CSA 2010 is going to put pressure on drivers to make sure every base is covered Under CSA 2010, before, during and after they drive the drivers who thump vehicle. The good news tires are a liability. is that nothing really changes when it comes to the areas that must be inspected. Minimum tread depth for steer tires is still 4/32 of an inch, and all other positions must have at least 2/32 of tread depth. Contrary to what some may think, the tread depth regulations for large trucks and buses apply to any spot on a major groove so one area that is below the minimum will probably result in a violation. Under CSA 2010, every tread depth violation will count against the fleet. While it comes in many forms, the intervention that should scare the daylights out of every fleet is the Targeted Roadside Inspection because it identifies specific violations for that particular carrier. Companies with a lot of violations for insufficient tire tread depth can expect more careful inspections and tread depth measurements. It’s also important to note that federal law already requires the driver to verify that every tire has sufficient inflation pressure to carry the load of the vehicle and its cargo. With the new CSA 2010 initiative, every enforcement officer with a scale and an air gauge can become

a serious threat when the vehicle is loaded. And once again, if a carrier has a history of inflation pressure violations and the Targeted Roadside Inspection is the form of early contact that FMCSA chooses as intervention, drivers that thump the tires will become a liability. Another critical area that must be addressed by the driver is the condition of the tires, specifically the presence of any cuts or chips that expose body plies or belt material in the tread or sidewall. One step of a proper puncture repair requires the installation of a rubber stem in the injury to prevent water and moisture from entering the casing. If the service provider is taking shortcuts by following the “patch-only” method on the inside of the tire, the carrier will be the one to suffer. Likewise, the re-installation of cracked wheels or wheels with elongated bolt holes won’t affect the operations of the service provider in any way, but every vehicle that is returned to service with damaged wheels or missing studs and nuts becomes another chapter in the CSA 2010 nightmare. Fleets will be more reliant than ever on their outside vendors to make sure the tires and wheels on every vehicle meet FMCSA in-service requirements for large trucks and buses. On paper, CSA 2010 appears to be a positive step toward improving roadway safety in the U.S. Since the measurement system takes a lot of factors into account and most of them can be controlled by the driver and/ or service provider, nothing should really change for the carriers that currently operate in compliance. Fleets that operate on the fringe of compliance, however, better get ready for a whole new ball game because it looks like there won’t be anywhere to hide in the near future. AT

Suppliers, both local shops and original equipment manufacturers, have their own definitions of what constitutes remanufactured, so knowing the process used can help in determining whether you are purchasing a quality part. And don’t confuse a remanufactured part with a rebuilt part either, because for most remanufacturers, they are not the same thing. There remains a big difference between remanufactured parts and rebuilt parts, says Bruce Purkey, president of Purkey’s Fleet Electric, which remanufactures all major brands of alternators and starters. “The real difference is one person is going to fix what’s broke and the other is going to fix or replace whatever needs to be,” he says. Purkey says a rebuilt alternator or starter will be fixed with the broken items replaced. By checking, inspecting and testing each part in the product, and replacing parts that do not meet original equipment specs, a remanufactured item can be brought back to like-new condition. “I think, in all honesty, if properly tested, a remanufactured alternator or starter is just as good as a new one,” Purkey points out. Most remanufacturers will reuse parts. The quantity will vary, but all agree that “known wear” parts will be replaced automatically. Jim Lewis, executive vice president of Denso subsidiary American Industrial Manufacturing Services (AIMS), says there is no golden rule when it comes to the life expectancy of a remanufactured part. “Life span can vary customer by customer and usage by usage,” he says. AIMS remanufactures only Denso products. Lewis explains that about 60% of the parts in an alternator and

80% of the parts in a starter are reusable. But just because parts are reused doesn’t mean they are inferior products. “We tear the part down and we check every part we intend to reuse,” Lewis says. “In the remanufacturing process, certain parts are known wear parts and they are replaced automatically.” Although Delco Remy remanufactures most major brands, about 85% of its product line is comprised of original Delco Remy products. However, the goal is always to bring the product back to original equipment specifications, regardless of make. “One of the approaches we take is we’ll remanufacture a product back to OE specifications,” says Kent Jones, vice president, North American heavy-duty sales and marketing for Delco Remy. This allows fleets with older engines to receive a quality product suited to the vehicle’s needs. In fact, for fleets with older vehicles, remanufactured may be the best option. “A remanufactured product is an excellent choice,” Jones says, due to its cost and warranty coverage. According to Jones, Delco Remy’s products generally include a 1 yr./unlimited mileage warranty, but that could be extended up to three years in some cases. And for any original Delco Remy product with a warranty still remaining, the company will honor that with the remanufactured replacement. For customers, one of the biggest selling points is warranty. Customers buying a new starter can oftentimes expect a warranty to last several years, while a remanufactured starter might carry a 1-yr. warranty. Purkey says the remanufactured item should last just as long as the new starter, provided there are no other problems in the vehicle, such as electrical, that would impact the starter’s operation.

Don’t overlook existing customers when seeking new revenue streams

et’s start the customer farming process with two extremely important questions: What do you know about the businesses in which your customers are engaged? What products or services do they manufacture, produce or provide? There are several things you need to know. First, do your customers have a load? If so, when does it get picked up? Where does it get delivered? When does it need to be there? And does the pay for the load fit into your rate range? The answers to these questions, though, aren’t all that you need to know. Finding answers to the questions that started this discussion can definitely benefit your business. The

This keeps them better informed about their shipments. ◗ Be aware of what services your competition is providing, then be sure you’re doing more. ◗ Make sure your customers can reach you or a representative of your company on the first phone call. If you have to rely on voice mail, return their call as quickly as possible. ◗ Go beyond the call of duty. ◗ Know as much about your customers’ operations as possible. The more you understand how they operate, what they produce, and who they sell to, the better you’ll serve their needs. ◗ Create a raving fan of each customer by becoming his or her raving fan. Any farmer or vintner knows it’s a lot easier to harvest more fruit from an established, well-maintained vineyard. The same holds true for trucking companies. A new customer is like a grapevine. It can take three years of constant pruning, training and care before the vine bears any usable fruit. When looking for new customers, it may take 15 or 20 phone calls just to get to talk to a decision-maker. Then you have to nurture and coddle that relationship to create trust between you and the customer. When dealing with an established customer, it is much easier to get them on the phone or get them to answer an email. But like any grapevine, if you don’t put effort into your relationships with your customers, they’ll produce fewer and fewer loads, just as the neglected grapevine will have less and less fruit. ‘Random cultivating,’ how-

Finding new revenue streams can keep your trucks on the road. ever, doesn’t work either. Just like a farmer constantly monitors his crops, you have to constantly monitor your customers. You won’t find a farmer weeding when there are no weeds. He won’t fertilize unless it’s necessary, and he doesn’t pray for rain if there was a good soaking yesterday. In other words, you must keep constant vigilance on what your customers are going to need and be ready to meet those needs when it’s the right time—for your customer. It’s very important to have a plan and a schedule geared toward keeping up with where your customers are going and how to provide the right level of shipping service as they increase their business. Conversely, the same holds true if business takes a sudden dip. By knowing what’s going on in their business, you can determine the level of service required at any time and have the equipment and personnel ready. Working with your current customers to develop better ways of providing the services they need will help your company create shippers who appreciate your efforts; establish itself—and you—as the expert in their needs; and become the goto hauler when they need a shipment moved. Customize how you work with

each shipper by staying on top of their requirements and understanding what they manufacture or produce. This will make your carrier a valuable asset in their operation. In turn, this provides you with the opportunity to sustain your freight lanes, maintain your hauling rates, and work with your customer-partners in developing a profitable strategy that benefits both. Sustainable profitability in trucking depends on consistent and continuous freight that fits into your hauling rate range. Again, the best way to be sure these needs are covered is by working with your customers and shippers in strong, interdependent business relationships cultivated by understanding what they do. Just like an ignored vineyard will eventually wither and die, neglected customers will move on to another carrier. If you are vigilant in providing what the customers need at a hauling rate that works for them and creates a profit for you, you will have a bountiful harvest of loads, season after season. hen it comes to parts management and inventory control, there are many routes small fleet owners and owner-operators can take. Bulk purchasing discounts and the software programs that go along with them, though, are few and far between for the small business owner. That doesn’t mean there is no hope. Many parts dealers offer programs, whether through a truck manufacturer, or even their own unique services. Working closely with a local parts dealer to maximize the opportunities for savings, including special deals or discounts that may be offered, are crucial for small fleet owners, experts say. Gary Moore, parts manager for Illinois-based Truck Centers, which stocks over 35,000 part numbers and many aftermarket lines, says there are cost-effective options for small fleet owners who may need assistance in managing their parts inventory. Freightliner offers one such option through Truck Centers, which operates six facilities in two states. Customers can log into a program that allows them to see visually what parts are needed and how involved the repairs are, including how “the parts go back together.” That, he says, helps the customer identify whether they can do the repair themselves, and if so, what parts are needed. “We identified probably the 200 most used parts [to stock] and that’s geared to the owner-operator,” Moore says. Truck Centers maintains a $6 million parts inventory, he adds, including “anything that a [small fleet owner] is going to use.”
A COMPLICATED DECISION “The feedback we’re getting from small fleets is they are doing a lot more of the maintenance themselves,” says Todd Hooper, director of parts and service marketing for Alliance Parts. But that maintenance stops when it comes to major repairs. It becomes even more complicated from a parts inventory standpoint when modern engines and technolo-

gies are involved. In these cases, looking at an outside maintenance program may be a better option. “Where it becomes beneficial for them is when they have different [truck] model years,” Hooper says. “The idea is to create a one-stop shop.” That one-stop shop need not be a dealer, though. It could be a local repair shop that can service all of a small fleet’s needs, regardless of the model, or models, it runs. With the introduction of all-makes parts years ago, local dealers or repair shops now typically have the ability to supply the small business owner with whatever he or she needs. “A lot of our customers are independent repair shops,” Moore says, adding that about 2530% of Truck Centers’ business is from local shops. “We try to work very closely with them.” Alliance, which is a Daimler Trucks North America operation, supplies all-makes parts for Freightliner vehicles as well as other major OEM trucks. While many of the parts management programs Alliance offers may be out of the price range for small fleet owners, those same owners can still take advantage of the relationship Alliance has with local dealers. And many of those dealers work on the local level with quality repair shops. “The key is to develop those relationships,” Hooper says. “Keep a relationship with a dealer as well because

you want to keep your truck as genuine as possible so you don’t sacrifice the trade-in value.”
THE VALUE OF IT ALL Alliance offers three different value levels of parts: OE quality, the Alliance value brand, and a third price point, which is usually an offshore part. Hooper says the Alliance brand is usually the same quality as the OE part, and in many cases may come off the same assembly line. “At times, [fleets] are concerned about quality, but they may be concerned about price, too,” Hooper says. Alliance works closely with dealers to track parts usage and chart breakdown histories to ensure local dealers have the necessary parts on hand when needed. In most cases, a fleet can receive a part the next day, but Hooper advises fleets to keep an inventory on hand of commonly used parts and anything that could be a doit-yourself item. In addition to parts, many dealers offer programs that can assist owners. Most programs start with parts inventory management. Moore says small fleets still maintain inventories, but even that is changing. “They are going to stock the very, very common item, but basically they’re counting on us to be their warehouse,” he says. Fleets that travel across state lines needn’t worry either, as Moore says local dealers have become adept at communicating with other dealers to ensure the needs of their customers are met regardless of where service is needed. Another option Truck Centers offers is a free computer information system (CIS). CIS allows any customer with an active account, regardless of fleet size, to log in and see pricing, availability of parts, invoicing, order histories, and more. Customers may even order parts through the system, Moore says, allowing for owners who may be on the road to order a part they may need and have it wait-

ONLINE POWER Online buying is becoming a more important tool as well, especially as so many small fleet owners are on the road themselves trying to earn a living. To ensure parts are available when needed, Navistar Parts offers its fast-moving private-label line, PartSmart Parts, online at partsmartparts.com with next-day delivery available nearly everywhere. The parts can also be purchased at local dealers. All PartSmart Parts come with a one-year warranty and are “International aftermarket quality approved,” says Kathy Seegebrecht, vice president-marketing & brand. Availability of parts is never a problem, Seegebrecht says, and “there are no back-order situations. We’re really focused on serving the customer.” Navistar Parts also offers two programs that can assist smaller fleet owners in stretching their dollars even further. The first is its Customer Parts Recovery program. Under the program, a customer can return unused parts—either obsolete or surplus— to the company, taking the risk out of over-buying a part. Navistar Parts
Working closely with a local dealer can help maximize savings. then credits the customer’s account for 25% of the value of the parts, usually the original purchase price, upon acceptance into the program. The remaining 75% of the price is credited over the life of the program agreement. Those credits can be applied to purchase future parts. “We are the only truck OE that offers this and it’s been quite successful,” Seegebrecht says. In fact, the company allows the return of any competitor’s parts as well. The other tool that customers can take advantage of is the company’s Diamond Connection Solutions. This software package monitors a customer’s on-hand inventory based on minimum/maximum settings in

conjunction with an inventory management program and will automatically order parts when on-hand inventory drops below the minimum level set by the customer. That eliminates a layer of oversight that many small business owners just don’t have time for these days.
CARDCARRYING BENEFITS For fleet owners or owner-operators who still believe that a management package is out of their price range, some additional options may exist. Paccar Parts offers programs as simple as a preferred buyer’s card, or as complete as a full-fledged maintenance program. With the Kenworth Privileges and Peterbilt Preferred Member cards, customers are rewarded for their loyalty, and that can help everyone from a single owner-operator to a 1,000-truck fleet, says John Wisdom, director-customer systems for Paccar Parts. The cards do not require any prior purchasing of parts to build up the benefits and include weekly discounts. “That can help a fleet of any size,” Wisdom says. But cost is not the only aspect to parts management. Tracking inventory is another. “The next piece to having the right part is having the right part at the right time,” Wisdom says. That means working with local dealers and managing in-house in-

cover story ventory. To do that, Paccar Parts offers “consigned inventory” programs through local dealers.
READY WHEN NEEDED Under the programs, dealers stock parts on customer shelves, but will not bill the customer for that part until it is used. When it is used, the automated nature of the system will order a replacement part based on predetermined inventory levels to be delivered to the customer, all without any action on the customer’s part. “It really does help someone who is a small business owner,” Wisdom says, who may not have the time to manage inventory to that finite degree. Local dealers can also work with fleets in organizing their shops and advising them on what parts to keep on hand. “Our dealers have a lot of expertise in inventory control,” Wisdom says. “Quite a few of our dealers will offer to go into a shop, help them set up inventory bins,” and advise them on what to stock and how much to stock. Programs such as Peterbilt TruckCare Connect and Kenworth PremierCare Connect can also help. Those programs are quite robust but also scalable based on a fleet’s requirements, both financially and otherwise. Basic versions include basic inventory management, and options include cross-referencing tools to match a competitor’s parts number to a Paccar Parts item, parts reordering, vehicle histories to enable mechanics to track what work has been done to a specific vehicle, warranty management, preventive maintenance scheduling, invoicing and more. The Paccar Parts Fleet Services Program also offers consolidated billing, customized reporting, 24/7 web access, upfront price verification, and all-makes parts. There is also a Paccar Fleet Services card for drivers that allows for predetermined

Wisdom says that for customers who are not near a Kenworth or Peterbilt dealer, asking about the relationship status local repair shops have with a dealer can minimize downtime, helping to ensure customers their vehicles will be fixed quickly.
WHERE TO LOOK When possible, says Ken McKibben, founder of Single Source Transportation Solutions and the former head of maintenance for Penske Truck Leasing, the best option is to find a company that has inventory management tools in place. “What they’ve got to do, in my opinion, is they should get to a national company that has the systems in place,” McKibben says. “[Once] they have a good dealer who can get them quality parts, then they have to set up a process in their own shop.” Single Source provides services to fleets to help them evaluate products, improve efficiencies, and increase profitability within their maintenance operations. Questions that should be asked, McKibben says, are how many parts a supplier stocks and what type of warranty comes with those parts. “The problem with these fleets with ten trucks is they don’t have the

software” to track parts inventory, McKibben explains. He adds that fleets should look at their rate of usage for inventory and, if they can get replacement parts quickly, keep only about 60 days of inventory on hand. “If they are in a location where they can’t get parts quickly, then maybe they should keep six months’ worth,” he continues. “If they can get the part overnight, than they don’t need to have as much inventory.”
REGULATORY BENEFITS Under CSA 2010, one of the seven BASIC categories FMCSA will review carriers on is vehicle maintenance, ranging from brakes, lights and other mechanical defects. Part of the rules will involve documenting vehicle repair histories. Modern software programs can mitigate some of these interventions with their scalability. “Usually there are enough benefits from one or two features that it’s worth the cost,” Wisdom says. When considering parts inventory management systems, the attention to price should not be the only focus. “The most important thing is, are you going to use it or not?” Wisdom asks. “The price point for these systems is low enough—it’s a matter of whether you are going to take advantage of the benefits.” AT

Growing business Timely delivery of perishable product relies on management
W

Denny Anderson, however, views them very differently: as goods that have a shelf life measured in days, if not hours, with profits measured by the same slim margin. That’s because Andersen is director of transportation for San Antonio, TX-based Continental Floral Greens, and he’s tasked with making sure the company’s goods get delivered on time, every time, to its customers across the U.S. “To make deliveries to wholesalers and grocery stores, we need an efficient transportation system in place,” says Anderson. “We have more than 950 customers and one key to our success is having our own fleet of tractors and refrigerated trailers to handle deliveries. When you can put your own trucks in play, you’re not at the mercy of anyone’s schedule but your own. And that’s critical in terms of the extremely perishable goods we ship.” Founded in 1954 and still family owned and operated, Continental booked more than $45 million in revenues last year serving the ultracompetitive U.S. floral market.

Two company farms in Mexico make up 30% of the company’s business, with a flower growing area and distribution warehouse near Mexico City. Continental also operates a 300acre farm in Deland, FL; a 100-acre plot in Floresville, TX; and another 100-acre tract in Watsonville, CA. All produce what’s known in the business as “greenery,” mainly leather leaf, Latin greens, and tree ferns. A VAST NETWORK Continental’s production farms are supplemented with distribution houses in New Freedom, PA, and Belfair, WA, with Belfair also serving as a major player in the production of Christmas greens, which are brought in by independent harvesters. Flowers and floral arrangements are highly fragile and perishable goods, so a lot rides on how they are transported. Altogether, Continental imports 70% of its flowers from outside sources and carries more than 350 varieties of floral containers and supplies, which include vases, baskets, foam and other goods to support fresh cut products. Most of the floral products and greens come into the company’s warehouse, where shipments are

sorted, then packaged and readied for delivery, with greens and flowers going to wholesalers and arrangements to grocery stores. Continental owes its continued success to its domestic transportation arm, a fleet of 16 Peterbilt Model 387 tractors with 70-in. doublebunk sleepers leased from PacLease vendor Rush Truck Leasing. Anderson says Continental runs team drivers, so each vehicle logs close to 190,000 mi. a year, with the fleet totaling 2.7 million mi. annually. With each round trip, a Continental Floral rig will make 40-50 stops, which includes a stop at one of the company’s farms or distribution houses to backhaul greenery for sorting in San Antonio. And the driver’s fingerprints are all over the 1,600 to 1,800 boxes delivered per week, Anderson stresses. “[Drivers] aren’t bumping docks out there; they are not unloading these flowers and greens by forklift,” he points out. “Most of our customers don’t have docks so our drivers unload those boxes by hand and with great care.” Continental’s business plan centers on always delivering exceptional customer service—and having its own fleet on hand is key to their success.
