Yet this situation could prove a boon of sorts to used-truck dealers and buyers, Starks noted. “In general, there’s a lot of good used equipment out there at some good prices,” he told me. “Then you add in the concern about the cost and performance of 2010 emissions control technology and you get a lot of people looking seriously at the used market for trucks.” Starks added that how used-truck pricing plays out this year will be a good indicator as to how trucking equipment sales overall might perform. “If prices start going up, and our data shows they are firming now, that’s a very good sign in terms of industry truck demand,” he said. We’ll just have to hunker down and see if said demand materializes as the year progresses. AT

y criteria trucking operations use when hiring drivers, such as requiring two years of over-the-road experience. Because of this, many smaller operations are at a distinct disadvantage. How do you find great drivers? There are three key needs most drivers require: reasonable compensation for all the hours required to drive, load and unload a truck; consistency in pay from week to week; and scheduled time home. When interviewing a potential driver, it’s important to listen to the applicant to determine the answers to these key questions: W What are this driver’s needs and wants? W What does his family expect and need? W What are his expectations in terms of money, home time, type of equipment and amenities? W What are his career goals? W What are his personal financial requirements (house payments, car payments, other debt)? Does he have any other income sources? While this isn’t all the information you require for a hiring decision, it should be the first. By listening, you can determine if his expectations or financial requirements don’t match what you can provide. Think of this as an investigation into the wants, needs and requirements of both your company and the prospective driver—a way of determining compatibility. The batteries are available as dual-purpose, starting or absorbed glass mat (AGM) and offer up to 1,150 cold-cranking amps (CCA) for cold-weather reliability and CCAs as low as 650 for warmer climates, the company said. The dual-purpose nature allows for more frequent discharge and recharge, and the batteries include fiberglass strands embedded in the plate surfaces to lock active material to the plates to prevent shorts. Propane now an E-Series option

oush Performance is launching the next phase of its liquid propane-injected vehicles with a line of Ford E-Series van conversions. Roush said the Ford E-Series was selected because fleet managers are familiar with the E-Series ordering process, cost of ownership and maintenance schedules. Roush plans to offer propanefueled E-150, E-250 and E-350 units with conversions available for both passenger and cargo van applications. “The response from the fleets to our line of F-150, F-250 and F-350 propane pickups and conversion

On average, a SULEV vehicle produces 90% fewer regulated emissions than an average new model-year car or truck. Mobile fuel transfer unit I

nnovative Products of America (IPA) has released a new mobile transfer fuel unit, its most recent offering for the heavy-duty transportation industry. Welded on a steel frame and powered by two Group 31 batteries, the mobile unit is designed to transfer fuel from tanks, drums or storage containers at a rate of 20 gpm for up to nine hours. The new unit has a resettable flow meter with a lifetime tally, two 6-ft. hoses (extension hoses optional), and a fueldisp ensing nozzle. An inline filter and water separator help to eliminate condensation problems. According to IPA, the Mobile Fuel Transfer is useful for emptying tanks at roadside accident scenes and tanks that need repair. It can also be used to transfer fuel from one container to another or by scrapyard dealers who must remove fuel from tanks before disposing of vehicles. The company also released a new version of its Mobile Universal Trailer Tester (MUTT), dubbed the SuperMUTT. It is an advanced diagnostic tool developed to quickly test and identify all trailer lighting functions (i.e., cross circuits, short circuits and open circuits) and air brakes. Operating on two Group 31 batteries, the compact SuperMUTT comes with rubber tires, a remote control for air brakes, and an inlet for full-time

emergency air supply. IPA said the unit can save a minimum of 20 to 25 min. per trailer in-

Winter means the flow of latex from rubber trees is dampened (which limits production), while the demand for products like rubber gloves has remained strong. It’s also important to note that output from the Association of Natural Rubber Producing Countries (ANRPC) fell 5.1% in the 12-month period ending October 2009. Since ANRPC accounts for about 93% of the world’s natural rubber production and the association has expressed concerns about how climate change will affect future production, the long-term prognosis appears to be troubling at best. On the other hand, ANRPC also reported that rubber-tree plantings have risen with one million new hectares added between 2005 and 2008. The goal is to regulate natural rubber production in order to stabilize prices by 2014. If you’re wondering why it will take so long for the new plantings to have an effect, it takes six to seven years for a rubber tree to reach maturity and then it will remain productive for another 25 years. In other words, natural rubber production is a slow process that

is totally dependent on factors like temperature and rainfall. But the fact remains that potential supply will increase by 30-50% between 2015 and 2020. Between now and then, fleets must be prepared for future price increases. This puts increased emphasis on inflation pressure maintenance practices and tire repair procedures since inattention in these areas will reduce tire performance and severely limit retreadability. Another area that must be addressed is the seemingly simple task of seating the beads. Believe it or not, improperly seated beads will result in irregular treadwear patterns and premature removal from service. This also means fleets will need to be more selective on who services, repairs and retreads their tires. A poorly trained and ill-equipped workforce makes it easy for vendors to offer rock-bottom labor prices, but the consequences can be severe on a number of levels. Besides the obviously higher cost per mile, improper service procedures can also expose fleets to increased liability. The owner of the vehicle is ultimately responsible for the maintenance and repair of every component, so utilizing the services of a vendor that does not employ a qualified workforce will never look good in front of a jury. As expensive as they are today, truck tires will likely become more expensive with each passing year. Even with increased natural rubber production on the horizon, crude oil and energy costs will still have an impact on prices because both are expected to rise over the next decade. Getting a handle on maintenance and service procedures in the short term is the only way that fleets can establish practices that will lessen the blow from future increases. AT

ontinued development of light-emitting diodes (LEDs) is finally bringing the technology’s advantages to practical application for white-light versions of the long-living lamps. At the same time, renewed emphasis on a systems approach to truck lighting promises to help technicians get a handle on electrical problems, which still rank as one of the top three maintenance costs for fleets. Red and amber marker lamps and taillights were the first commercial applications for LEDs because the technology was easily manipulated to create those colors, keeping costs down. While they cost more than similar lamps with incandescent bulbs, the long life and resistance to vibration damage more than compensated for the LEDs’ higher initial price. And as they grew in popularity, volume brought prices down to the point that LED markers and stop/tail/turn lamps are standard on many trailers and trucks. White light, especially at relatively high brightness, has proved more difficult to generate with a solid-state diode, requiring more diodes to match the performance of incandescent or fluorescent lights. With more diodes come higher cost, as well as packaging constraints and hotter operating temperatures, making white LEDs impractical for trucking applications. Until recently. As is common with solid-state technology, a steady pace of technological development has significantly decreased the cost of manufacturing individual diodes, or “chips” with white-light output. Last year saw the first limited application of white LEDs as replacements for roof-mounted fluorescent fixtures inside trailers. Despite a higher initial cost, the solid-state units are especially attractive as interior trailer lights because they offer significant advantages over fluorescent or incandescent lights. They not only require less power, but can be packaged in a lower profile to cut down damage while loading, and have a much wider operating temperature range, which is especially important in refrigerated applications. As technology continues to progress, the major manufacturers of truck lighting have also continued to expand the use of white LEDs. Not only has the cost of

white LEDs continued to come down, but “brightness per chip is going up,” says Scott Robertson, business development manager for Grote Industries. White LED work lights are one of the newer applications made practical by those advances. Grote, for example, has released a new hook-up light using its WhiteLight LEDs. The smaller form factor of the solidstate lamps allows the SuperNova LED Hook-Up Lamp to be recessed for better protection against damage. It’s bright enough that one lamp can replace two incandescent units, reducing electrical load by 50W, yet providing a 250-lumen beam of light, according to Grote. The LEDs also allow users to choose from two light patterns: a focused beam for better illuminating of the nose of a trailer during hookup, or a broader flood pattern for lighting work areas in utility truck and other field-service applications. Peterson Manufacturing markets its growing line of white LEDs under the Great White name and now offers solid-state work lights in a variety of forms, including swivel and fixed mounts. They use ten diodes to produce a broad light pattern and have a 100,000-hr. life rating. Promising “whiter and brighter” light than an incandescent lamp, Truck-Lite has released a number of white LED work lamps in a variety of sizes and shapes, including a smaller round 4-in./6-diode; a 7-in. lamp with a wide light output for construction and other field applications; and both spot and flood 4-in. lamps in rubber, chrome and steel housings. With its strong presence in emergency vehicle lighting, Superior Signals has employed white LED technology to create a line of “vehicle scene lights” under the Illuminator Series name. Using ten diodes, the SL 10 Scene Light produces 80.6 lumens of light with a 90 deg. viewing angle from a rectangular aluminum housing.

Even operators with a CDL [commercial driver’s license] and less than two years of experience can achieve discounts once they put more years on their record without incidents, Miller says. In the future, though, the type of truck used by operators may become an important part of the insurance rate equation as well, along with various safety systems, though a specific dollar value for deductions in either case remains vague at present. “We’re always looking at new variables,” says Miller. “A future focus for us is the type of truck in the operation and its safety characteristics.” “The challenge with safety technology is that it takes time for evidence to emerge to show crash and claim reduction trends,” stresses Richard Augustyn, CEO of the NIP Group, which specializes in business insurance and risk management. “But at the very least, investing in such systems demonstrates that a fleet is serious about safety; that they are willing to put their money where their mouth is.”

ROLL CONTROL Take electronic stability control (ESC) and roll-stability control (RSC) systems, for example. A recent

study by NHTSA concluded that this technology for tractor-trailers can not only save lives and reduce injuries, but save fleets money, too. Conducted by the University of Michigan Transportation Research Institute (UMTRI) under a cooperative agreement between NHTSA and Meritor Wabco, the study reached several conclusions regarding commercial-truck stability technologies. Assuming that all existing 5-axle tractor-trailers operating on U.S. roads were fitted with RSC, the expected annual rollover relevant safety benefit would be a reduction of 3,489 crashes, 106 fatalities, and 4,384 injuries. Alternatively, assuming that all existing 5-axle tractortrailers operating on U.S. roads were

fitted with full electronic ESC, the expected annual combined rollover and directional (yaw) instability relevant safety benefit would climb—resulting in 4,659 fewer crashes, 126 fewer fatalities, and 5,909 fewer injuries. The study found that ESC systems provided more overall safety benefit than RSC systems, although the difference between the estimated effectiveness of RSC and ESC varied among crash scenarios. Assuming ESC was fitted to all tractor-trailers, savings from rollovers prevented by ESC are estimated at $1.5 billion annually, and from LOC (loss of control) crashes prevented at $210 million annually. Assuming RSC was fitted to all tractor-trailers, savings from rollovers prevented are estimated at $1.4 billion annually, and from LOC crashes prevented at $47 million annually. “This study certainly validates what we have been saying for some time: not only do stability control systems save lives, they also can positively affect a fleet’s bottom line,” says Steven Keppler, interim executive director of the Commercial Vehicle Safety Alliance (CVSA). “We are hopeful that the insurers will take notice of this research and help to work with fleets that are adopting this technology to help

them out and recognize their investments,” he adds. “We also hope that shippers will take notice of fleets adopting this technology as well and start to put more value on safetyconscious fleets when choosing their transportation provider.” Indeed, Congress is trying to help lower the cost of adding such safety systems to trucks by providing tax credits for brake stroke monitoring, vehicle stability control, lane departure warning and collision warning technology. The legislation encompasses both original equipment (OE) and aftermarket installation of these safety systems and also creates a tax credit for fleet owners valued at 50% of the retail cost of the system with a maximum of $1,500 per technology; allows fleets to purchase multiple technologies, but limits the total amount of credit permissible to $3,500 per vehicle; and allows the overall tax credit for each truck owner or trucking company to be no more than $350,000 per year for all covered technology purchases.

BENEFITS OF RADAR According to John Bielis, Delphi’s consumer manager-electronics & safety, retrofitting safety systems to older trucks isn’t difficult in many cases. Take Delphi’s integrated radar package for commercial trucks,

launched in 2008, that incorporates forward- and side-view radar to provide blind spot detection and collision avoidance. While the system isn’t tied into the brakes—thus only giving the driver audible and visual warnings—it’s easy to retrofit onto existing trucks, with radar units small enough to fit under the grill and be hidden behind plastic or fiberglass panels (steel would block the radar beam), Bielis notes. “It’s a stand-alone system so fleets don’t have to go out and buy a new truck to improve safety,” Bielis explains. “We just pick up two simple inputs from the truck, vehicle speed and turn indicator activation.” He says the cost of the package is between $1,500 and $2,500. A final wrinkle in the safety retrofit picture is the impact of “black box” technology, especially as the data gleaned about driver behavior from such devices could be key to providing insurance discounts, says Mike Slattery, spokesperson for Liberty Mutual Agency Markets. “These systems allow us to ‘score’ commercial drivers; to determine with concrete evidence those that are good and those that need training, and then correlate that information back to insurance rates to get discounts,” he notes. Slattery says Liberty Mutual is roll-

ing out on a nationwide basis a new system called “Onboard Advisor” to monitor the driving behavior of commercial vehicle operators in relation to conditions such as traffic flow and weather. Vehicle performance data is combined with roadway information gleaned from GE Security’s NavLogix GPS technology not only to record vehicle speed, braking and cornering maneuvers, but also to provide second-by-second detail using Google Maps. Truckers who install Onboard Advisor can realize savings on commercial auto premiums of up to 15% in the first year and up to 40% based on fleet performance upon coverage renewal though most of Liberty’s eight regional companies, such as Golden Eagle Insurance, Liberty Northwest, and Ohio Casualty, Slattery notes. “The more we know about fleets and the more that we can determine those that are really good—backed up with data—the more money we all can save,” Slattery says. “We’ve developed these tools so companies can take an active role in risk management and improve safety on their routes,” stresses Pete McPartland, president & CEO, Golden Eagle Insurance. “Loss prevention works best when it’s a two-way street. Our commercial policyholders strive for consistent safety records and the result is increased cost efficiencies and significant insurance discounts.” At the end of the day, though, such technology is all about allowing truckers to take a much more active and immediate role in risk management, says Thomas Troy, executive vp and COO of Liberty’s Regional Companies Group. “It puts a fleet manager in the driver’s seat of every vehicle with daily, bi-weekly, and monthly performance tracking,” he notes. “It’s a great coaching tool for improving and rewarding safe driving.” AT

Making better techs Lessor focuses on driving up technician productivity

T

y be a large market for e truck leasing, especially vate fleets, but that doesn’t mean any leasing provider can expect customers to beat a path to its door. Unless, of course, that lessor has invented a better mousetrap. This trap is actually a wellthought-out effort to beat the shop clock. More specifically, reports Duane Johnson, general manager of the PacLease franchise that’s in place at each Kenworth truck dealership operated by the Inland Group, technician productivity is being greatly enhanced by computerization and rearranging of the shop. Based in Burnaby, BC, Canada, Inland has shops at 16 locations in British Columbia, two in California, two in Arizona, and two in New Mexico. Some locations feature mobile service units to handle PM at customer locations. All told, the company has some 1,600 vehicles out on lease— about 1,100 in the U.S. and another 600 in Canada. Even though it has been named the PacLease franchisee of the year three times and the last customer survey showed that 94% of customers said they would lease from Inland PacLease again, in the competitive leasing market, Inland knows it can’t afford to rest on its laurels. Instead, Johnson says, they rec-

ognize that on top of quality service, they can differentiate themselves by doing everything possible to reduce downtime for every leased vehicle entering their shops and enhance customer communication by implementing several key changes. The company’s Phoenix shop, which processes 800 to 900 repair orders monthly, was the first to roll out the new strategy. The results there were outstanding, so the program is now being introduced across the Inland network. According to Johnson, the effort to speed up service time in Phoenix increased technician productivity by 15% and efficiency per repair order improved by an average of 30 min. How the results were gained is as straightforward as the results are impressive. “Each service bay is now set up so that the technician can operate much as a surgeon does—everything he needs is either within reach or is brought to him by a parts runner. And each tech has a computer right in the bay so repair orders can be input, tracked and approved by managers.” Johnson says this “benefits both the leasing customers and our franchise. It gets customer vehicles in and out of the shop much faster and since the process saves us time, we can be more competitive on rates.”

Enhanced communication between techs and managers is also a hallmark of the new setup. “Once the vehicle is in the bay, we open up the repair order and then keep in touch with the tech [as the work progresses],” relates Johnson. “Using the repair order interface, which our in-house IT staff put together,” he continues, “the tech opens the order and can make comments as well as request parts be delivered to him as the repair progresses.” He says that frequently required items—filters and such— are racked right in each bay, and the computerized program means techs no longer have to hand notes over to a service writer. “Before the repair order is closed, the supervisor can edit it. The customer ultimately gets more information, and all the data hits the vehicle historical record as well.” Johnson says the concept was first introduced to the Phoenix shop about three years ago. “There’s a lot of [computer] networking that has to be done so we do not have this setup in place at every shop yet,” he explains. “[The full concept] also entails things like numbered parking spaces with key lockboxes on each vehicle in the yard so we can find customers’ trucks quickly and efficiently.”
