Santa Lucia encroached ancestral claim says surveyor The Santa Lucia Pinewood Golf and Country Club Estates at the city border with Tuba, Benguet lies within the claim of an Ibaloi clan.

In fact, several holes and the golf clubhouse are within the property of the heirs of Tunged.

This finding was contained in a letter to the Lands Management Service of the Department of Environment and Natural Resources whose personnel were present when the survey was conducted late last year.

In his letter to LMS assistant regional technical director Augusto Lagon in Dec. 28 last year and received only last Jan. 7, surveyor Romulo Antonio wrote “during the Joint Relocation Survey executed on Nov. 10, 2015 duly

witnessed by DENR-CAR representatives, encroached the Ancestral Claims of the Heir of Tunged.”

Antonio was able to find the monument/boundaries of PCS-131102-000454 which was the lot purchased

by Santa Lucia from Manila Newtown in Nov. 11, 1997 that was earlier bought from the Puyat family. The same lot was purchased from the heirs of Sioco Carino, one of the original settlers of Baguio.

The claimants have likewise written the office of the sheriff to stop from demolishing their property and garden inside the disputed area measuring 32 hectares, said clan representative Rosita Liwan.

“Sa kasalukuyan, ang average na demand ng tubig ng city ay nasa 50,000 to 55,000 cubic meters bawat araw at posibleng tumaas pa ng 100,000 cubic meters/day ngayon summer dahil na rin sa pagdagsa ng bisita,” aniya.

Government facilities such as the Muntinlupa Bilibid Prisons have become the trade routes if not the hub through which drug syndicates have conducted their nefarious business of dealing illegal drugs, and no amount of raids and confiscation have quelled the appetites of imprisoned drug lords from engaging in their despicable activity.

sophisticated and clandestine shabu laboratory in an apartment in Sta. Cruz, Manila. The former PDEA official who was nabbed, Lt. Col. Ferdinand Marcelino of the Philippine Navy, will certainly have a very difficult time trying to explain his presence at a clandestine drug laboratory that was under surveillance and monitoring by the authorities prior to the drug bust.

Lt. Col. Marcelino may well have been just an instrument of a larger group of people or other individuals who may or may not be in the process of raising funds for the coming elections. How else to explain his unwarranted presence at an illicit laboratory of drugs if not to make sure that particular interests are protected such as those who intend to make millions from the sale of the products of the said laboratory.

This is why Davao Mayor Rodrigo Duterte has a point when he announced that the illicit drug trade should be at the forefront of the government’s campaign and a priority in order to arrest the deteriorating peace and order in the country. It may well be that the resurgence of so much crime and violence is closely interrelated with the continuing selling, buying

and selling of illegal drugs in the country.

When even uniformed officials are seen to be involved in the drug trade it is time for the government to revisit its’ policies in relation to the campaign to eradicate illegal drugs in the country, especially when it is observed that most of those now being incarcerated in jails are those directly or indirectly connected to the manufacture, sale and use of illegal drugs, particularly shabu.

A more dangerous situation would be for someone to be elected into office with the funds provided by the illegal drug trade. Even assuming that the politician is unaware from where the funds for his campaign originated the fact that it happened is an indication that not only is the country already drug infested but more frightening is the influence that can be exerted and wielded by these drug syndicates and drug lords in the very processes of government.

Let us sincerely hope that we do not follow the way of Mexico where drug gangs and syndicates openly engage government forces in armed battles in exerting their power and influence.

If that happens to our country then China may well become the least of our problems.

The ugly menace of narcopolitics

a kasalukuyan ay mayroon nang 33 milyon ang mga miyembro ng Social Security System (SSS) sa buong bansa at 2.1 milyon dito ang nagpepension na. Ipinasa ang Republic Act 8282 o SSS Law na nagsasaad na dapat pangalagaan ng estado ang pondo ng SSS at i-subsidize para mapigilang mabangkarote ito. Samantala, ang House Bill 6112 ay layong siguruhing hindi malulugi ang SSS at bilang complementary bill sa pension hike bill (HB 5842) na humihiling ng P2,000 taas sa buwanang pension na ipinasa ng House of Representatives noong Hunyo 9, 2105 at inadopt ng Senado na walang anumang amyenda noong Nobyembre 9. Subalit hindi pumasa sa Senado ang HB6112. Ang kasalukuyang minimum na SSS pension ay P1,200 bawat buwan na lubhang napakababa sa mataas na presyo ng mga pangunahing pangangailangan ng tao, lalo na ng mga matatandang nagpepension.

Ang pag-veto ni Pangulong Benigno Aquino sa P2,000 pension hike ay dinepensahan niya sa katuwirang malulugi raw ang SSS sa loob ng 11 taon at mapipilitang “galawin” ang Investment Reserve Fund (IRF) na kapag ginawa ito ay mauubos daw ang pondo nito sa 2029. Paliwanag ni Pnoy na nangangailangan ang SSS ng P56 bilyon sa isang taon upang matustusan ang panukalang P2,000 pagtaas sa pension kada retirado, subalit sa taunang kita na P30 bilyon hanggang P40 bilyon kapag pinayagan ang pagtaas ay malulugi ang SSS ng P16 - P26 bilyon bawat taon. Nasaan ngayon ang nakasaad sa batas na dapat pangalagaan at i-subsidize ng gobyerno ang SSS? Nakalimutan na ba ni BS Aquino na noong 2013 ay nabigyan ang mga matataas na opisyal ng SSS ng malalaking dibidendo at bonuses mula Union Bank na kung saan ay kinatawan sila ng SSS sa bank board? Maaalala kaya niya na nasakdal ang mga director ng MWSS, mga trustees ng GSIS na niregaluhan ang sarili nila ng milyon-milyong piso? Nalimutan ba rin niya na nagbulsa ang mga SSS commissioners ng limpak-limpak na dibidendo at bonuses mula sa Philex Mining at iba pang insidente ng anomalya at scam?

Tumataba ang mga SSS commissioners sa tumataginting na sobra sa P1milyon bawat taon bilang per diems (P40,000 kada pagpupulong) at mahigit P1milyon bawat isang commissioner bilang performance bonuses kuno noong 2012 subalit ang mga parehong commissioners na ito ang siya ring tumutol sa bonuses ng mga empleyado at karagdagang benepisyo sa mga pensioner sa halip ay pinagkakaitan sila ng pension kapag hindi naabot ang 20 porsiyentong kontribusyon.

Naging bingi at pipi si Pnoy dito.

Kung maaalala ay kinailangan pa ng Malacanang na mag-isyu ng executive order na lilikha sa Governance Commission on GOCCs upang bigyang katuwiran ang pagbibigay ng mga dibidendo at bonuses sa mga director ng GOCCs na kumakatawan sa mga pribadong korporasyon.

Sa unang taon ng panunungkulan ni Pnoy ay nagpabaya na siya nang mamatay ang ilang Taiwanese na turista sa Quirino Hostage drama, malaking dagok sa Pilipinas ang pangyayari.Nakalimutan na ba ang dambuhalang Disbursement Acceleration Program na mas masahol pa sa PDAF na maliwanag namang ilegal at labag sa konstitusyon? Nakalimutan na rin ba ang P170 bilyon bilang bahagi ng gobyerno sa Malampaya funds mula pa noong 2002?

(P15bilyon ang nakuha ng rehimeng Aquino dito). Nalimutan na ba ang mga kapalpakan at mga kasong kinasangkutan ng mga kabarilan at miyembro ng gabinete niya na mistulang “bineybi” niya huwag lang makalaboso ang mga ito? Sino ba ang dapat sisihin sa karumaldumal na pagkamatay ng 44 SAF commandos sa Mamasapano, Maguindanao? Marami pang dapat hindi kalimutan na kapabayaan ni Pnoy.

At ngayon apat na buwan bago maghalalan ay binalewala niya ang karaingan at inaasahan ng 2.1 milyon na pensioners na tanging hangad ay makaagapay kahit papaano sa taas ng antas ng buhay sa inaakalang pagtaas ng kanilang pension. Hindi raw natitinag si Mar Roxas na kandidato niya sa pagka-presidente subalit ang 2,100,000 nabigong pensioners ay mga botante rin, at ang 31 milyong miyembro ay maaaring mag-isip nang taliwas sa naging pag-veto ni Pnoy.

Liwan said that Santa Lucia actually bought their supposed property from Manila Newtown which was purchased from the Puyat family. The Puyat farm originally belonged to the Carino clan.

She said that a 200 meter wide property, which is yet to be claimed, separate the properties of the two Ibaloi families, which she said was amazing “how did Santa Lucia’s claim manage to jump to our claim.”

Early last year, the family also wrote the City Buildings and Architect Office that the club house of the golf course is within their claim and belongs to one of her relatives, Joanna SainganVicente.

She added that several of the nine holes that already opened are within their claim, which in totality would measure 100 hectare. Works on the golf course was started in 1997 but only opened in late 2014 after more than 17 years of construction.

Sangguniang Kabataan, aarangkada na!

Ang matagal nang hinihintay na pagkakataon ng ating mga kabataan na muling maging masigla at aktibo ang kanilang samahan at magkaroon ng tinig sa kani-kanilang barangay ay ganap nang pinagtibay at nilagdaang isang batas ni Pangulong Benigno Aquino III. Ang Republic Act 10742, “An Act Establishing Reforms in the Sangguniang Kabataan Creating Enabling Mechanisms for Meaningful Youth Partnership in Nationbuilding and for other purposes”, ay nilagdaan ni Pnoy nito lamang Enero 15, 2016.

Samakatuwid, ang ating Katipunan ng Kabataan ay maari nang pumili ng kanilang mga kinatawan at tagapagsalita upang kumatawan sa kanila sa kanilang nasasakupang barangay. Kung dati ay masasabi nating halos uhugin at walang muwang ang mga naluluklok sa pwesto, ngayon sa ilalim ng bagong batas ang maaring tumakbo bilang kinatawan ng Sangguniang Barangay ay dapat na may edad na mula 18 taong gulang at di lalagpas ng 24 na taong gulang.

Ito ang isa sa mga napansin nating pagbabago sa ating mga opisyal na kabataan na manunungkulan. Sila ngayon ay may sapat na edad at nasa tamang pagiisip na gampanan ang kanilang mga tungkulin.

Ang ilan sa bagong mahahalal ay maaaring tapos na ng kolehiyo at may sapat na panahong gampanan ang kanyang tungkulin bilang kinatawan ng mga kabataan sa kanyang nasasakupang barangay.

At kasabay ng pinagtibay na batas na ito, ang halalang itinakda sa kanila ay kasabay na rin ng halalan ng iba pang mga opisyal ng barangay. Sabaysabay silang manunungkulan sa loob ng tatlong taon na termino na nakasaad sa Local Government Code.

Ito pa ang magandang balita, sa ilalim ng RA 10742 ay mahigpit ng ipatutupad ang pagbabawal ng “political dynasties” sa Sangguniang Kabataan.

Kung dati ay madalas na anak ng isang barangay opisyal o anak ng isang nahalal na opisyal ng isang LGU ang mga tumatakbo, ngayon ay bawal na sa isang SK ang kumandidato kung ikaw ay kamag-anak ng isang halal na opisyal hanggang “second degree of consanguinity or affinity”.

Kaya sa ating mga kabataan, panahon na upang isaalang-alang ang inyong kinabukasan. Ang bagong batas (reformed act) ay simula na ng patuloy na partnership ninyo sa ating lipunan at umasa kayo na suportado kayo ng ating pamahalaan. Tinatayang aabot sa bilang na 420,000 na mga youth leaders ang mahahalal sa iba’t ibang posisyon sa darating na Oktubre 2016.

Isinusulong ng naturang panukala na taasan ang buwanang pension sa P3,200 mula sa P1,200 para sa retirees na may 10 taon ng credited service. At ang monthly pension na P2,400 para sa may 20 taon ng credited service ay magiging P4,400. Naaprubahan ito sa Senado ngunit ibinasura ito ng presidente.

Sa gitna ng ingay na dulot ng pagbasura ni PNoy sa pagtaas ng SSS pension ay lumalakas ang pakiusap ng mga miyembro at pensioners sa mga mambabatas na baliktarin ang desisyon ng pangulo.

Minor MARIAH FRANCHESKA ALOOT ACEBO is the illegitimate natural child of SHARRY MAE CRISTOBAL ALOOT and JOIE MATURA ACEBO. She was born on 23 July 2008. To ensure that SM City Baguio’s workforce is constantly trained with regard to the proper care of persons with disabilities, the mall recently conducted a seminar on “SM’s Role on Caring for Special Customers.”

Mall administration employees, affiliates, tenants, security guards, and janitorial personnel attended the seminar which aimed to inform the participants regarding PWDs and how to handle their needs. This sensitivity initiative is a regular activity of SM to further educate all who work in the front lines and the back offices in providing the better service to persons with disabilities (PWDs).

SM invited Northern Luzon Association for the Blind (NLAB) Integration Coordinator John Paredes to discuss how to assist and relate to people with visual impairment. This initiative is through the SM

Committee on Disability Affairs, under SM Cares program, which strengthens its mission to serve PWDs headed by Engr. Bien C. Mateo.

Another lecture was presented by architect Jaime Silva, director of the Apolinario Mabini Awards of the Philippine Foundation for the Rehabilitation of the Disabled (PFRD) and the Alyansa ng may Kapansanang Pinoy (AKA Pinoy), regarding the rules on assisting the visually impaired and earthquake resiliency, survival and PWD evacuation preparedness.

He emphasized in his lecture that with proper information dissemination on how to handle PWDs, the more people would be aware and be more sensitive in dealing with persons with disabilities. He thanked SM for conducting PWD seminar in every mall twice a year which helps promote the well-being of PWDs.

Baguio City catches football fever

OOTB ALL, also known as soccer, is fast gaining popularity as one of the most played outdoor team sport in Baguio City second to basketball. The rate at which the game is rising to its climax is incredibly fast compared to other sports in the city as a lot of students and athletes are getting involved, including elementary and high school students.

Coach Aris Bocalan of Baguio City National High School said that football is fast growing compared to before when people hardly get interested. Now, a lot of kids are playing the game, including girls, he added.

Since kids are the future of tomorrow and a lot of them are changing lanes to football nowadays, perhaps as time goes on there would be a shift of interest from basketball as the number one sport in the city to football.

Coach Gatan Dalang of the Cordillera Goshenland Football Club added, “Melvin Jones wasn’t used before that much to play the game but now you see a lot of players using the field for practice when passing.

There is an increase in the number of coaches, clubs and foreigners, which calls for more attention to football.”

government shows more concern to football folks and lift up the game to a whole new level. Despite the rapid growth there are some problems that need to be tackled.

One of the main issues is that football lacks sponsors. So far, only Goshenland Company and sometimes willing individuals are sponsoring football events in the city.

Players only rely on school competitions, because there are no full year round competitions, whereas at La Trinidad for instance, they get a lot of support from their municipality.

Gatang stressed the need for the city government to take action just like the municipality of La Trinidad which sponsors football competitions every year.

For the game to reach its peak, there must be more Football Associations (FAs). Unlike Visayas and Mindanao, Luzon has very few FAs which include Baguio-Benguet Football Association and Tarlac.

More competitions in both local and national will also improve the game and hone the referees as well.

The Cordillera Autonomous Region Athletic Association (CARAA) Meet is a great avenue for the football players as it allows the best in the region to compete at the nationals which gives room for the players to gain more experience by playing with teams from different places.
