I am happy to report that as we move into late summer, key projects continue to move forward. Developments that were started last year are now becoming permanent fixtures to our skyline, such as the new Publix and Marriot Hotel in the northeast section of our City. The first phase of the City Hall complex, the Recreational Center, is scheduled to be completed in November 2014. Our New City Hall building is scheduled to be complete in December 2014 and our new Fire House to be done at the first of next year. The entire City Hall project, including the demolition of the old buildings, should be completed in the spring of 2015. This gives us all something to be proud of for decades to come and the Recreational Center will be another source of revenue to our City. On the horizon is another project that will begin later this year, the new CVS store. This will be a welcome redevelopment to the property in the north end of our City, across from Archibald Park where the Mobile station is currently located. In the past, summer was usually a slow time of year, but this has changed with the great job we have done promoting our City. Our marketing focus has been the promotion of our family friendly events, and reports show it has paid off by attracting new visitors and providing more family friendly entertainment. Both residents and visitors alike have indicated that our events have been well received. The Bone Fishing Slam and BBQ which is a nationally-sponsored Jack Daniels Barbeque cook off was a huge success bringing in competitors from all around the southeast United States and was covered by NBC Sports and the Food Network. Comments were made by visitors, competitors, and judges that this was one of the top venues they have seen yet!

Once again, our City was in the national spot light showing off our beautiful community and pristine waterways. Local businesses have also confirmed an increase in sales, there are new businesses opening up, and our parking revenue is up. Our promotions also work to attract young families to move here and buy homes. On a similar note, a big thanks to our Community Policing Deputy and Code Enforcement Deputy who have been working with residents and business owners to help clean up our city. If you see something that needs to be brought to their attention, please do not hesitate to contact them. We have come a long way but there is still work to be done with your help it will happen. As always, I am available to you and am happy to discuss the progress and issues in our City. Please feel free to contact me with any questions, concerns, and suggestions.

Greetings from the MAYOR .... Travis Palladeno

Please remember that your yard trimmings should not be blown into the streets and consequently down the stormdrains. Sometimes your yard maintenance people overlook this in an effort to ‘speed’ their jobs up. Do not let them get you into trouble over this. Make sure they sweep or vacuum up their debris. Let’s coordinate all our activities in an effort to keep our City a beautiful place to live.

From the desk of the City Manager Shane B. Crawford • City Manager 727-391-9951 ext. 228 scrawford@madeirabeachfl.gov Hello Citizens and Visitors of Madeira Beach! Exciting times are here in Madeira Beach!!! The city has received nothing but accolades on the newly remodeled Archibald Park. As I write this article, the Snack Shack is planning on opening up next week and then the park will be fully functional. A dedication of the park and a grand opening of the Snack Shack are on the horizon but have not been officially scheduled. Speaking of Archibald Park, I hope all of you enjoyed the 4th of July festivities. Due to 2 years of intense and sporadic thunderstorms throughout the day, the City decided not to bring beer and food vendors onto the beach from a business decision perspective. Rather, the Snack Shack handled the food and drinks throughout the day. The city provided live music from 5-9pm on the beach and the Snack Shack hosted live music on the deck as well in the afternoon. The fireworks show proved to be the best we’ve had in recent years and I hope you all had a well deserved fun and eventful weekend with your families. Development has continued to run rampant through the city. As you’ve noticed, our major fishing tournaments had to be hosted on private property due to the construction of the City Centre Complex. Late this year or early next year, development of what was the site of the old “Leverocks Restaurant” will begin which may include a hotel, waterfront restaurant, and condos. The beginning stages of development have begun and the owner is anxious to get a shovel in the dirt. The Marriott Hotel is scheduling their opening for October 15th and Publix will open a month or two later. The “Madeira Grill” project has stalled…but for good reason. The primary financial partners and owners are looking for the perfect restaurateur to partner with in an effort to bring a quality experience to Madeira Beach. Instead of rushing this process, they are thinking “outside the box” to explore several options. This project is not dead and I expect some progress in the next quarter. The City Centre project is on schedule and currently within budget. City officials are partnering with local businesses such as the Marriott Hotel on the utilization of future City amenities such as the future banquet facility room to act as a conference facility for the hotel. This is just one example of how we’ll partner with local businesses to make this a focal point within our city and the community and generate additional revenue. The City has also received numerous inquiries regarding future weddings, softball and baseball tournaments, and from promoters wanting to use the event field for anything from fishing tournaments to “movie in the park” events. We’ve even been contacted about a county-wide, all-grass volleyball tournament that would evolve into an annual event. As you may have noticed, the City’s 9-11 Memorial is nearly complete. By the time this newsletter is published, the memorial will indeed be complete and the dedication ceremony is scheduled for September 11, 2014. A huge thank you goes out to the Ad Hoc Committee that worked so tirelessly to get this project to a reality and to all the numerous businesses and individuals that donated money or labor to get it to this stage. Be sure to join us on September 11th for the dedication and to remember that day in our nation’s history.

Crabby’s Fishing Corner ....

“Beat the Heat”

We all love the warm and tropical climate we live in, but through the next few months the afternoons can be downright unbearable. In this article I will give you a few summer time ideas that will keep you cool and produce some very impressive catches. Night fishing has always been a summer time favorite of mine and there are few fish that are more active and willing to bite than our coastal sharks. Depending on the size of the sharks you are targeting and weather you are fishing from a fixed position or a boat your tackle and presentation are key. For smaller sharks in the 50 to 100 pound range conventional reels in the 4/0 and 6/0 category filled with 30 to 50 pound mono are perfect. For terminal tackle a six foot piece of #9 wire and a 8/0 4x strong circle hook with enough lead to get the bait to stay on the bottom is as simple and effective as it gets. Bait is a little more complicated though. While most dead baits will work well, fresh far out performs frozen. My favorite fresh baits include sting rays, ladyfish, mullet, and especially mackerel. If fishing from a boat just anchor up away from any swim buoys near the passes and fan some baits out around the boat checking them regularly as smaller fish will pick them clean over time. The waiting is the hardest part but bringing some chum can speed up the action. Leave your reels in free spool with the clicker on and when something picks up the bait let them swim away for about 10 seconds, then just put the reel in gear and start reeling the circle will do its job. If fishing from the beach you will need to change things up a bit. First you will need a kayak or stand up paddle board to get your baits out past the sand bar. Just as important is your sinker. You must use a “sputnik” or surf lead. These specially designed weights have wires that stick out to anchor them in the sand and keep the baits where you put them. For the truly large sharks in the 150 to 500 plus range you have to beef it up quite a bit. Reels in the 9/0 to 14/0 category with short stiff rods and roller guides are the weapon of choice here. Monofilament line won’t cut it here you must use braid or dacron in the 130 to 200 lb range and don’t forget your fighting belt either. Terminal tackle is quite different also, stranded 400 pound cable and 14/0 ultra strong J hooks. The cable or bite leader only needs to be about 5 foot, but a 250 or 300 pound mono shock leader around 15 feet or so will need to be crimped to the swivels between the main line and the bite leader. One more trick is to wrap the cable leader with electrical tape to help it from putting off ultra sensitive electrical signals that can deter some sharks, sounds crazy but it works.

with slits cut in them. These techniques will produce some true monsters and make you a little nervous the next time you go splashing around on the beach. But don’t worry we are not on their menu. For those looking for a much more relaxing time scalloping is something everyone can do. It’s a great way to beat the heat and get some tasty little morsels. Scallop season opens June 28th and closes September 25th, you must be North of the Pasco-Hernando line. All you need is a dive flag, mask, snorkel, fins, mesh bag and the most important thing a local chart or good chart plotter. You do not want to run aground here it is very unforgiving. All you do is run out of the channel and out into 3 to 6 feet of water anchor up and jump overboard. If you find them great if not change your depth and distance from the river till you get in them. Check MyFWC.com for more info. As always, thanks for reading and have a safe and memorable summer and always keep an eye towards the sky as afternoon thunderstorm are very common this time of year.

Pet Waste and Water Quality Pet owners, when you clean up after your pet, do you dump the waste in the street or storm sewer? Do you leave it to decay on the sidewalk or the grass near the street? If so, you may be causing pollution or health problems. Are you polluting our lakes and streams? Pollutants from improperly disposed pet waste may be washed into storm sewers by rain. Storm sewers usually drain directly into our lakes and streams, carrying many pollutants along with the water. Pollutants commonly found in urban lakes, streams and ponds include: pet waste, oil and antifreeze, sediment, toxic chemicals and pesticides and fertilizers.

Sunday Services - 8:30 and 10:30 AM Wednesday Evening Service - 7:30 PM 50 153rd Avenue, Madeira Beach 727-397-8614 • rwcowley@aol.com www.CrossBridgeC.org Rick Cowley, Senior Pastor

Are you risking your health? When pet waste is disposed of improperly, not only water quality suffers, your health may be a risk too. Pets, Children who play outside and adults who garden are most at risk for infection from some of the bacteria and parasites found in pet waste. Flies may also spread diseases from animal waste. Diseases or parasites that can be transmitted from pet waste to humans include: Campylobacteriosis, Cryptosporidium, Toxocariasis and Toxoplasmosis. Pet waste may not be the larger or most toxic pollutant in urban waterways, but is one of the many little sources of pollution that add up to a big problem. Fortunately, there are some simple things we can all do to help keep our water clean. 1. Flush it down the toilet, the water from your toiled goes to a septic system or sewage treatment plant that removes most pollutants before the water reaches a lake or stream. To prevent pluming problems don’t try to flush debris such as rocks sticks or cat litter. Cat feces may be scooped out and flushed down the toilet, but used letter should be put in a securely closed bag in the trash. 2. Bury it in the yard; dig a hole or trench that is about 5 inches deep, away from vegetable gardens and away from any lake, stream, ditch or well. Micro-organisms in the top layer of soil will break down the waste and release nutrients to fertilize nearby plants. Keep pet waste away from vegetable gardens and water supplies to prevent disease. Don’t add pet waste to your compost pile. The pile won’t get hot enough to kill disease organisms in pet waste.

Around Your Home: If you leave pet waste to decay in your yard, be sure it does not become a problem. To prevent water pollution, clean up areas near wells, storm drains, ditches and waterways. Always remove from areas where children play. They are the most frequent victims of disease from pet waste. Of Course, the best protection for children and adults is washing hands with soap and water. In Your Community: Many communities have “pooper scooper” laws that govern pet waste cleanup. Some of these laws specifically require anyone who takes an animal off their property to carry a bag, shovel or pooper scooper. Any waste left by the animal must be cleaned up immediately. Call your city to find out more about local pet waste laws.

9/11 Memorial ... A Breif History by Commissioner Pat Shontz

It was December 14, 2010, at a Board of Commissioner’s Regular Meeting for the City of Madeira Beach when appointment for a 9/11 Memorial Ad Hoc Committee was made to address the location and design for the base of the World Trade Center Twin Tower steel artifact. Consent appointed the following people to serve on the Committee: Dewey Leigh, Mayor Shontz, Commissioner Steve Kochick, Ken Markgraf, and Robin Stach. After 1-1/2 years of persistence, our City acquired an artifact of that World Trade Center tragedy. We received a twisted steel beam as requested from the New York Port Authority. We were commissioned to build a permanent memorial to honor those people and events that forces us to “Never Forget.” Ken Markgraf wrote “Our Mission Statement” and we all agreed to construct an appropriate, dignified, and solemn memorial to honor and remember all of the three thousand innocent victims killed on September 11, 2001 during the four attacks upon our country. First the location would need to be decided. The Causeway Park was the location picked and approved by the City Commission. Two young men, Eli Pano and Greg Osburn, students at the University of South Florida, would be the designers of a base for this huge 800 lb piece of steel. The mayor’s nephew, Greg Shontz, would be our design architect, and Harold Radcliff, a known engineer around Pinellas County, would be our other engineer. Coastal Contractors would be our official contractor – all donating their time and talents. A booklet was designed that traveled with us at all fundraisers and there were many, many of those who volunteered to help out with the funding for this memorial. Nearly four years have passed since we started this project, but it has become a reality after much hard work. Many meetings, lots of fundraising, a lot of donations from our citizens, our businesses, and our fraternity organizations went into this. For our City of Madeira Beach, we have constructed a memorial to be proud of so we “Never Forget.” We have a solemn moral obligation to our present and future generations to educate and demonstrate our resolve as a nation. We will prevail under our principal as a “nation under God” for the good of all mankind. This memorial will symbolize our resolve and benefit all visitors: local, students, tourists, and not the least, our veteran neighbors at Bay Pines Hospital. September 11, 2014 will become the 13th anniversary of that tragic date when our nation was attacked by terrorists. The result of that event cost over 3,000 lives of innocent victims. It sent our nation into another realm of security measures against further fanatical attacks on our cities and way of life. Our final dedication for the memorial will be on September 11, 2014.
