建築之於環境, 是提問也是提案, 是想像的築構實踐 Architecture is the query and proposal to the environment and also is the constructive practice of imagination.
今年 4 月底,提案工作坊—「未來社會事務所」第一階段由群眾自造建置了 1: 50 的空總模型,邀集民眾對臺灣當代文化實驗場做多元而自由的想像;「負育群帶 聚落」的首場國際講座-「建築之外」,邀請國內外建築領域的專家談論建築作為 一種實驗的態度。當天絡吳工作室以理解自然環境與氣候流向去思考建築外部皮層 連結內部場所的流動性;侯君昊分析數位化、大數據發展下的建築生產,建築的實 驗性何在;而法國建築藝術家迪迪耶.弗薩.佛斯提諾則認為建築的實驗性在於重 組一種對身體的協商,進一步對建築的存在提出反省;對空總基地進行採集的研究 者蘇弘,以「光影盒子」的概念呈現漫遊觀察的精神;廖惟宇以《切片全景圖 》詮 釋真實佐虛構的空總文字書寫。而在講座之後,實驗建築合作的馬來西亞團隊窩工 房的分享會,則暢談其建築實踐的態度,聚焦於「走入社區,讓人群走出」,場場 豐富,令人神往。 這串彼此接連對話的互動現場,是對臺灣當代文化實驗場之於臺北或整個臺灣對 於建築作為一種實驗的首發提問,接續的「棲居之事」國際講座,將引領居民翱翔 於河圳、動植物生命與建築之間,開啟跨域的對話,探究自然生態與建築的關係。

At the end of April this year, in the first stage of the proposal workshop - "Trans After Future", Netizen Productions builts a 1:50 Taiwan Air Force Headquarter(TAF) model. It acts as an invitation to gather people's imagination towards Taiwan Contemporary Culture Lab with diversity and freedom. In the first international forum of "Collective Negative Space Village" "Beyond Architecture", domestic and foreign experts in the architectural field were invited to discuss about the attitude of seeing architecture as an experiment. In which ROEWU Architecture uses the understanding of natural environment and air flow to think about the fluidity of the connection between internal place and the exterior of a building, whereas Hou, June-Hao analyzes the experimentality of architecture when the architectural production is under the context of digitalization and big data development; Didier Fiúza Faustino, the French architect and artist, believes that the experimentality of architecture lies in the reconstruction of bodies' negotiation, and further addresses self-reflections on the existence of architecture; Su, Hung, a researcher who is working as a collector at C-Lab, uses the concept of "Light Box" to present the spirit of wandering observation; Liao, Wei-Yu's work "Panorama of Slices" interprets the written words regarding C-Lab that lie between reality and imagination. Besides the forum, the sharing session by Tatewowe Atelier, the Malaysian experimental architecture team, demonstrated the attitude of their architectural practice, which focuses on "walking into the community and make the crowd move". Every of the sharing was full of abundance and fascination. The series of associated events is the first query to Taiwan Contemporary Culture Lab in relation to Taipei or Taiwan regarding architecture as an experiment. The following international forum "Habitat Matters" intends to lead the residents to be involved in the interdisciplinary dialogues between rivers, lives of animals and plants and architecture, further to explore the relationship between natural ecology and architecture.

臺灣當代文化實驗場 與實驗建築之關係 The Relationship between Taiwan Contemporary Culture Lab (C-Lab) and Experimental Architecture
在臺灣當代文化實驗場的概念中進行 實驗建築計畫,是對於建築自身的一種反 省。建築的樣態如何面對一種流動的關係 性生產,容納並有創造事件發生的彈性; 如何形成知識生產的平台,而這知識生產 有其應用性的場域,容許、甚至鼓勵變異 的產生,並進行一種持續性、有機性的改 變。「負育群帶聚落」實驗建築計畫即是 在這個反省基礎上,實踐建築的樣態成為 開放式的連結網絡,一方面透過和不同領 域工作者進行檔案研究與知識生產,另一 方面發展相關技術,不聚焦在單一建築體 上,而是形成一個關係性的生產聚落。

負育群帶聚落
The idea of experimental architecture project within the concept of Taiwan Contemporary Culture Lab is to propose a self-examination and reflection upon its buildings. The state of architecture is a fluid and relational production, and it embraces and also creates spontaneous happenings ; it creates a incubator of knowledge which may be applied to a practical site that allows and even encourages variation in order to proceed sustainable and organic changes. The experimental architecture practice of "Collective Negative Space Villages" is based on this foundation of self-reflection, and make architecture an open network. For one, this allows an interdisciplinary collaboration for knowledge production and archive researching, and on the other hand, it formulates abilities that not to focus on a single piece of architecture, but a relational developmental community.

負育群帶聚落 Collective Negative Space Village
空總創新基地(TAF)歷史上,曾是漢人移墾落腳的聚落,日治時代成為「工業 研究院」,國民政府治理後轉為「空軍總司令部」,並輾轉成為今日的「臺灣當代文 化實驗場」。這滿溢的革新動能,更涉及臺北城市即將產生的變遷。 「負育群帶聚落」作為一項實驗建築計畫,探問著建築的嶄新起點為何?「建築」 若不只是靜態的表現物,那它應是某種隨時可以更動、寫入、拆解、組裝的連結與 關係,就像海洋一樣,是活的。而我們不僅是被海洋串起的世界的島民,也是介入 與形塑海域的航行者。 為了實現這種建築──或至少打開思考與實驗的場域,我們從「教育(育)」這個 核心出發,以「翻轉、顛覆、挑戰(負)」為動能,來尋找測量串連、牽引、形塑社 群的「航線(群帶)」,進而繪製出(mapping)這片「海域(聚落)」的基本樣貌。航 程的起點從一條不復見的灌溉水圳與空總的關係開始,蔓延至「臺北盆地」,並以 此想像空總的定位與角色。 本計畫與「跨領域採集研究」、「提案式工作坊」以及「實驗建築團隊」三種類型 的團隊合作,並以國際講座、工作坊、實驗建築發表的形式,繞行於「建築之外」、 「環境生態」與「文化數據」三片海域上,一同思考使各種形態與尺度的學習、教 育、培育活動得以發生的建築的未來。

TAF was once a settlement for the Han people in the history. It became the "Industrial Research Institute" during the Japanese colonial period. After the Nationalist government reignited, it became the "Air Force Command Headquarters" and was transformed into today's "Taiwan Contemporary Culture Lab (C-Lab)" The abundant innovative energy is highly related to the upcoming changes of the Taipei City. As an experimental architecture project, "Collective Negative Space Village" explores a brand new starting point of architecture. If "architecture" is not only a static representation, it should be a link and relationship that can be altered, rewritten, disassembled and assembled at any time. It is alive like the ocean, and we are not only the islanders of the world strung by the sea, but also the sailors involved in interfering and shaping the ocean. In order to realize this type of architecture, or at least open the field of thinking and experimentation, we proceed from the core of "education" and use "reversal, subversion, and challenge (negative)" as dynamic energy to find the "airline (collective)". Further mapping the basic appearance of the "maritime zone (village)". The starting point of the voyage begins with a relationship between TAF and the irrigation river that no longer exist, spreading to the scale changes in the "Taipei Basin", thus imagining the general orientation and role of TAF . This project cooperates with the three types of team: "Interdisciplinary Collecting Research", "Proposal Workshop", and "Experimental Architecture Team". It bypasses three sea areas of "Beyond Architecture", "Environmental and Ecology" and "Cultural Data" through the form of international forums, workshops, and experimental architecture. To think about a future of architecture that allows various forms and scales of learning, education, and cultivation to take place.

棲居之事 Habitat Matters
空總實驗建築計畫「負育群帶聚落」以三場國際講座以延續對話與擴展議題的方 式來思考與規劃。接續「建築之外」,第二場國際講座「棲居之事」希望將討論延伸 並擴充,從都市規劃、自然與文化地景、城市作為生態系等議題來思考。 當提到「棲地」,彷彿會直接地想到自然生物,但當說到「居住」似乎會直覺想 到人。那麼是否可以用「棲居」來思考人與其他生物的共同居住地──城市──以 及與城市以外環境的關係。水泥城市是否可以不僅是為了人類的現代便利生活所存 在的熱島?城市中其他生物的生活是如何與人們相關聯?都市其實無法自外於都市 以外的地區作為支撐系統,臺北與它身處盆地這樣的自然地貌有什麼重要關係? 「棲居之事」希望能夠從生態系的角度來觀看、思考城市的狀態,特別是對於 空總這個在臺北市中心的水泥基地未來的發展。因此,我們邀請了來自澳洲 Turf Design Studio 生態地景設計工作室的總監麥可.霍恩,長期對於公民城市或非典型 都市規劃實踐進行研究與書寫的侯志仁,擅長用生物地理學與博物學採集角度與 方法連結不同議題進行研究的洪廣冀,以及跨域採集團隊的視覺與聲音創作者蔡宛 璇、澎葉生和植物醫生林暐翔。透過這些講者不同的觀點來談談這個計畫關心與 「棲居」相關的事。

TAF Experimental Architecture Project "Collective Negative Space Village" establishes its thought and plan through three international forums in order to continue the dialogue and expand the issues. Following the first forum "Beyond Architecture", "Habitat Matters" hopes to extend and expand the discussion, considering issues such as urban planning, natural and cultural landscapes, and cities as ecosystems. When it comes to the word "habitat," it seems that people will think of natural creatures directly, but when it comes to"dwelling", it seems that people will intuitively think of human. Yet it is important to think of "habitat" including the idea of dwelling to reflect on the co-residence space of people and other living organisms, which are the cities – and their relationship with the environment outside of the city. Can a cement city not only be a heat island that exists for the modern convenience of mankind? How are the lives of other organisms in the city related to people? In fact, the city cannot function without what is outside of the city as the support system. What is the important relationship between Taipei and its natural feature as basin? "Habitat Matters" intends to see and think about the state of the city from the perspective of the ecosystem, especially focusing on the future development of C-Lab, a cement base in central Taipei. Therefore, we invite Mike Horne, the director of Turf Design Studio, a ecological landscape design studio in Australia; Jeffrey Hou, who has studied and written about civil cities and atypical urban planning practices; Hung, Kuang-Chi, who is good at using biogeographical and natural historical perspectives and methods on collecting and connecting different topics ; interdisciplinary collecting team members, Tsai, Wan-Shuen and Yannick Dauby who are visual and sound artists also the plant doctor Lin, Wei-Siang. Through the different views of these speakers, the forum means to elaborate the "habitat" concerns in relation to urban and natural environment and then think about Taipei city.

Assistant Professor at the Department of Geography, National Taiwan University, lectures on culture, society, nature, geography, technological research. Originally studying Forestry and Resource Conservation for his Ph.D. at NTU, Hung came across the conflict between forestry and resource management in today's world, thus deciding stop his research. From 2006-2013, he continued and finished his Ph.D. at Harvard University, majoring in the history of science. This was not the first time Hung had ran into such diverging crossroads in his research. The subject of his master's thesis in NTU is Smangus in Hsinchu. He utilized "geographical" viewpoints to realize and understand the limitations of being in a field and the way to go beyond it while doing his research. Well versed in the core of his topic that is the relationship between human and ecology of earth, he broadened the scope of his research in themes including anthropology, history, environmental history, biogeography, and biological evolution. Hung never wanders within the limitations of one research topic, but take the topic as a core of the development of thoughts and space which develops the scope of the research touching upon empire expansion throughout human history, the conflict between religion and science, and even the history of race concepts.

Jeffrey Hou is Professor of Landscape Architecture at the University of Washington. Currently based in Seattle, his work focuses on civic urbanism, democratization of planning and design, public space, community gardening, and insurgent placemaking. In a career that spans the Pacific, he has worked with indigenous tribes, farmers, and fishers in Taiwan, neighborhood residents in Japan, villagers in China, and inner-city immigrant youths and elders in North American cities, on projects including design of arts complexes, rebuilding of indigenous communities, conservation of wildlife habitats, and community building in inner-city neighborhoods. Hou was a City of Vienna Visiting Professor at TU Wien, a Visiting Professor at Chiba University, an Adjunct Professor at Chung Yuan University, and a Fulbright Scholar. He is a recipient of the CELA Award of Excellence in Service-Learning Education, Community Builder Award from the Seattle Chinatown-International District Preservation and Development Authority, and the Matthew W. Del Gaudio Award for Excellence in Total Design from the New York Society of Architects. His edited and co-edited books include Insurgent Public Space: Guerrilla Urbanism and the Remaking of Contemporary Cities and Messy Urbanism: Understanding the "Other" Asian Cities.

地圖之外尚待開發的更多地景,也留給身 為島國人民的我們,一片自由想像的棲地。
People live on islands, and islands are based on the ocean. The ocean currents are linked to the sea, land, mountains, and hundreds of islands in Taiwan. The ocean embraces the islands of Taiwan and links it to the outwardly extending world. The flowing water pattern is like a negative space in the city, and water is an important element for life support. The poster design of "Habitat Matters" focuses on "hydrology and mountains" and outlines the landscape, mountains and rivers. In this way, the multi-dimensional and rich layers of the island can be visualized, and, furthermore, the spatial atmosphere of the island can be visually experienced. The vigorous growth of grass, flowers and trees in the ecological environment as well as the sound of nature's breath seems to be quietly poured out. The design concept of combining layered maps is to respond to the complex experimental architecture project of Collective Negative Space Village. To point out that we care about not only the buildings, but also the natural ecological of environmental symbiosis beyond architecture. However, more landscapes beyond the maps that are yet to be developed are left to people of this island nation as an freely imaginable habitat. 棲居之事

城市是什麼?如何觀看一座城市? 場所錨定在時間裡,透過時代價值 的賦予,以及個人身體經驗和情感的 記憶,對基地的觀察,呈現了自己與 土地連結的獨特關係,也成為另類的 「觀看」感受方式。 「負育群帶聚落」邀請五組不同領 域的創作者,組成跨領域採集研究團 隊,針對建築攝影、植物與土壤、地 景錄音、寫作展開城市空間拓荒,建 立檔案資料,從他們對城市的觀察, 以及身體移動對空間的感受,解讀臺 北盆地的生態經緯,拼成現代的空間 語境。
What is a city ? How do people observe a city ? A space anchors itself into time during which it is seen. Thus taking the value of time into account, as well as observing sites from a standpoint of personal bodily experiences and memories of emotions, one can approach the land with a unique position and perhaps truly understand the humanistic feeling of this type of "observing" equation. "Collective Negative Space Village" invites creators from five different fields to collaborate in a interdisciplinary team. Focusing particularly on architectural photography, flora and soil, landscape sound recording and writing, they explore urban space and document data of the city. From their observations and physical sensation with the space, they attempt to comprehend the physical features and ecosystems of the Taipei basin, and compose a more contemporary context of space.

What we do is to hide on the top floor to smoke, chat and read every single word in the reports on the magazines during the longest leisure time of the day, which is one hour between breakfast and lunch. In the warm morning before winter day, lying on the cement floor on the top floor, watching the blue sky framed by walls, and spewing smoke to it, are the most unforgettable surreal scenes in my memory."—<Shaco> "The floor-brushing is the highlight of the entire ceremony. 空總文史經緯 Brief History of C-Lab 空間在時間之流的轉化,在政治經 濟的框架之下,創造了人群聚活動的 歷史,現今為「臺灣當代文化實驗場」 的前空軍總司令部,在日治時期(西元 1921 年)被台灣總督府制定為「工業研 究所」,到了 1939 年中央研究所將之改 設置為農業試驗所、林業試驗所、工業 研究所與熱帶醫學研究所,空總位址即 當年設置的「總督府工業研究所」。 1949 年 國 民 政 府 來 臺, 因 以 國 防 優先考量,將此地轉為「空軍總司令 部」,其中戰情大樓更經歷美軍轟炸、 倖存而成為古蹟建築。2012年,因著 司令部搬遷,空總的活化利用成為議 題,後定案為今日的臺灣當代文化實 驗場。空總從領航臺灣工業研究的中 心,轉換到軍事戰略位置,再輾轉變 為現今的文化實驗之地。而空總延伸 出去的整個臺北盆地,透過時間軸輾 轉可見都市網絡的改變、水文的消長 與歷史城市的東移擴張,空總從臺北 古都的邊界到如今的都市中心,形成 她與生俱來獨特的空間氣息。

The transformation of space in the flow of time created a history of human activities under the framework of the political economy. "Taiwan Contermporary Culture Lab", which is the former TAF , was ruled as "Industrial Research Institute" by the Office of the Governor-General of Taiwan during Japanese colonial period (1921 AD). In 1939, it was changed into an agricultural experimentation institute, a forestry experimentation institute, an industrial research institute, and a tropical medical research institute by the Central Research Institute. The address of TAF was the "Industrial Research Institute of the Office of the Governor-General" . In 1949, Nationalist Government relocated to Taiwan, this place was converted to " Air Force Command Headquarters" based on national defense priorities. The Operations and Intelligence Center building also experienced US army bombing and survived becoming a monument building. In 2012, due to the relocation of Air Force Command Headquarters, the active use of TAF became an issue, and it was later become today's Taiwan Contemporary Culture Lab. From the center of Taiwan's industrial research navigation, TAF has shifted to a military strategic position, and then, turned into a place for cultural experimentation. The change of the urban network, hydrological growth and decline and the eastward expansion of the historical city can be seen through the timeline of the entire Taipei Basin, which extends from TAF . TAF, from the border of the ancient capital Taipei to today's metropolitan city center, has formed its unique space atmosphere.

負育共生聚落為基底,以共享工作場域為起始,作為思維價值、知識生產的實踐行動, 「『構 築』不僅是建築實踐的慣常語彙,亦是使建築成為一種『思考方法』的思維;進行構築的負空 間,也不僅是簡單的空間改造,而是創作出嶄新的共生關係的『負育』實踐。 」 思維的孢子,生根開展於空總既存的官兵宿舍,開放既有牆體及棲居邊界的再定義,凝 聚空間核心與密度適切的流散,繁殖空間物件形塑場域,塑造空間聚集、流動、多樣層次的 活動可能與目的。 •共同工作區:藉由開放空間及靈活的配置方法,維繫多樣的活動事件。 •活動平台:跨越既有邊界,聯繫起空間內外雙向活動的開展。 •共饗食堂:連結未來實驗苗圃的食物聚集場所。 •乾式廁所、淋浴間:生理的核心空間,開始再感知自身身體循環及物質轉變, 形成循環資源的生活態度。 •實驗長廊:透過框架體的置入,擾動既有空間序列,開啟過去不曾存在的向度,框架 結構乘載各式實驗機構,移動多變的屬性,激發思維的多向度開展,變即是不變定律。 植入生活基礎元素、及因應環境的有機體架構,滋長如生態系般厚實的共生聚落,我們 以工作站作為實驗的起點。

Undertaking Collective Negative Space Village as a base, beginning with the sharing of work fields, as a practice of thinking value and knowledge production. "Construction" is not only the common vocabulary of architectural practice, but also the thinking that makes architecture a "method of thinking". The negative space in construction is not only a simple space transformation but a "negative/ cultivate" practice that creates a new symbiotic relationship." •Co-working Space: It maintains a variety of activity events through open space and flexible configuration methods. •Events Platform: Cross the existing boundaries and connect with the development of two-way activities both inside and outside the space. •Sharing Diner: A food gathering place that links future experimental plants nurseries. •Composting Toilet and Shower Room: The physical core space that initiates the re-perceive physical circulation and material changes, and forms a life attitude towards circular resource. •Experimental Corridor: Through the placement of the framing, the existing spatial sequence is disturbed, the dimension that has not existed in the past is opened, the frame structure is loaded with all kinds of experimental institutions, the property of moving is varied, and the multi-dimensional development of the inspiring thinking is carried out. Changing is the unchangeable law. Embedding the basic elements of life and the organism's structure that responds to the environment, and fostering a thick symbiotic settlement like the ecosystem, we use the Workstation as the starting point of the experimental practice.

Humans settled together in the valleys and river banks throughout history creating complex cultures and civilizations, while reflecting the innate ability we have for spatial awareness, and collective communities. The term "Global Citizen" was coined in the mid20th Century, and the international communities have indeed reflected such a phenomenon. Cross-national, cross-governmental organizations, tackling and setting regulations for natural environmental protection, environmental evaluation, oceanic treaties, and climate change. Taiwan at the same time, has growing civilian awareness in issues such as air pollution, sustainable environmental protection and education, and the government also continues to put ordinances in place to balance development and environmental protection. In this chronology, we mark the residential development and hydrology transformation as well as the ever-growing, ever-reaching movement has now probed Taiwan to synchronize itself to the fervent activism in the global community. With these influential milestones, whether they are tangible or intangible, we acknowledge how the people on this island-nation see and interact with the environment The constant reshaping, tussling, and crisscrossing that us humans have with our environment is impertinent to how we view and assess our past, in order to look forward to the possibilities of the future.
The word“architect" in English, does not essentially refer exclusively to design buildings but refers to "people who are responsible for solving problems and achieving specific goals." The definition of an architect is to make a complex system an appropriate solution, not only to create the building itself.

Japanese Colonial Period 1895
Quing Dynasty was Defeated in the Sino-Japanese War, so tha Taiwan entered the period of Japanese rule.
1936
Office of the Governor-General announced Taiwan Urban Planning Decree, it added the concept of Region System. Taiwan's urban programme officially entered Urban Plan era.
1938
Songshan Village was merged into Taipei City, the range was mantintained as the same until the city was upgraded into special municipality after war; Building Act was established and announced in Taiwan.
1945
Taiwan Provincial Industrial Testing Institute took over and changed its name to "Industrial Testing Institute Daan New Site", also known as "Industrial Testing Institute Daan Branch". The end of World War II, Japan was defeated. The Nationalist Government took over and moved to Taiwan, becoming the "Republic of China."

International Union for the Protection of Nature (IUPN) was established in Fontainebleau, France, and was renamed as "International Union for Conservation of Nature and Natural Resources(IUCN)" in 1956.
Martial Law Period 1949
Kuomintang (Nationalist Party of China) KMT / retreated to Taiwan. In the same year, the Martial Law was issued and entered the period of martial law. Most of the coastal areas are defined as guarded area and military engagement by Martial Law.
1950
It was renamed "Air Force Command Headquarters" of Ministry of National Defense.
1958
From 1958 to 1993, due to the reservoirs and excessive human factors, the transport capacity of the river course was weakened, and the Bali Coast was eroded by sea water, causing the people to gradually move out.
1959
The provincial government announced Urban Construction Administration Regulations.
1964
Shihmen Reservoir was completed.
1970
US president Richard Nixon signed "The National Environmental Policy Act" (NEPA).
1972
National Park Law was announced.
United Nations announced "Declaration of the United Nations Conference on the Human Environment". 1973
Flood prevention plan proposal of Taipei Region.
1975
Public Housing Act was established. This Act was abolished in 2015. "Convention on International Trade in Endangered Species of Wild Fauna and Flora"(CITES), which is also known as the "Washington Convention", was formally implemented.
1976
The establishment and announcement of Slopland Conservation and Utilization Act.
1979
The construction of Feitsui Reservior started, which lasted 8 years.
"The first World Climate Conference" was held in Geneva, convened by the World Meteorological Organization (WMO). 1982
In order to preserve and utilize cultural assets, Cultural Heritage Preservation Act was announced.
United Nations Convention on the Law of the Sea (UNCLOS); World Charter for Nature was adopted by United Nations. 1984
Kenting National Park, the first national park in Taiwan, was established; Construction and Planning Agency of Minister of the Interior implemented Coastal Zone Management Program to develop Coastland Natural Environment Protection Plan (I), yet the result turnt out to be ineffective.
1985
Yangmingshan National Park was inaugurated.
1986
Taroko National Park was established.
1987
Martial Law ended. President Chiang Ching-kuo officially announced the abolition of martial law. On the grounds of the safety of maritime defense facilities, many coastal regulation zones were set up according to National Security Act, in which expressly provided that the coast cannot be privatized.
Environmental Awareness Rises 1988
The government ran the second phase of "Taiwan Fishing Port Construction Plan" at Hemei Fishing Port, which is located in the northeastern coast in New Taipei City. It was completed in 1990 and resulted in serious siltation in the port area.
"The first World Climate Conference" was held in Geneva, convened by the World Meteorological Organization (WMO)."Intergovernmental Panel on Climate Change (IPCC)" was established with the cooperation of World Meteorological Organization and United Nations Environment Programme. 1990
Taipei City Self-Government Ordinance for the Management of Groundwater was formulated.
1992
"Convention on Biological Diversity"(CBD) was signed at the Earth Summit in Rio de Janeiro.
1993
OURs announced "Articles of Organisation of Urban Re's". The establishment of Department of Urban Development, Taipei City Government.
1994
Successive breakwaters were constructed at Taipei Harbor; Asia Cement Corporation started open pit mines. Environmental Impact Assessment Act was formulated, which included waste mananement policy; Soil and Water Conservation Act was announced.
1996
The fisrt direct presidential election. Typhoon Herb invaded Taiwan, triggering afforestation movement in Taiwan. Society of Wilderness launched a petition "Rescue Disappearing Coastline" to take action to rescue the Provincial Highway 11, the East Coastal Highway of Taiwan.
1997
International treaty "Kyoto Protocol" was signed.
1998
Taipei Harbor opened.
1999
The 921 earthquake.
2002
The Aboriginal people of Fengbin in Hualien guarded Xiuguluan River, preventing rafting industry from cementation. Basic Environment Act was announced in Taiwan; Taipei Hillside Site Development and Urban Design Guidelines was formulated.
Declaration on the Conduct of Parties in the South China Sea (DOC) 2004
"Coastal Environment Plans" was formulated by Water Resources Agency.
2005
Its full title was renamed "Air Force Command Headquarters" of Ministry of National Defense, in response to amendments of the Organic Act of the Ministry of National Defense.
2007
Dongsha Atoll National Park was established; Cultural Heritage Preservation Act was amended.
2008
Fishing, sale, holding and trading of whale sharks were banned in Taiwan.
2009

2010
Environmental Education Act was implemented; Geology Act was announced.
2012
The Headquarters was relocated to Zhongyong base in Dazhi, Zhongshan District, Taipei City. The government proposed that the former site of The Headquarters developed as "Midtown of Taipei City", imitating Roppongi, Tokyo. Council for Economic Planning And Development approved "Adaptation Strategy to Climate Change in Taiwan".
2013
Documentary film "Beyond Beauty: Taiwan from Above" was released. Executive Yuan convenes the meeting of "National Land Conservation Task Force".
2015
In February, the Executive Yuan decided to retain the status quo in the entire region. Under the guidance of the Industrial Bureau of the Ministry of Economic Affairs, the whole space was changed to the "Taiwan Air Force Innovation Space (TAF)".
Taipei City Government began to formulate "social housing" related policies. Coastal Zone Management Act was implemented on Feburary 4th. Wetland Conservation Act was implemented.
The United Nations declared the "International Year of Soils". 2016
The Ministry of the Interior signed The Taipei Declaration of International Wetlands.
"Paris Agreement" was signed by the United Nations. 2017
Waste Disposal Act was implemented; Mines Business Act was amended.
2018
"Taiwan Air Force Innovation Space" then later "Taiwan Air Force Cultural Laboratory" changed its name to the "Taiwan Contemporary Culture Lab (C-Lab)".
