AN OPEN LETTER TO THE STUDENT ELECTORATES Dear Students, Let us start this mere one way conversation with the sentence: justice delayed is justice denied. This is the same legal maxim that can perfectly describe the current status of the seemingly endless Student Council elections in the Pamantasan. And you should not be passive nor be lethargic for your rights are being bypassed. It has been already three weeks since the student council elections were annunciated done through the official count of votes that the PLMCommission on Elections (COMELEC), sitting en banc, has deliberately promulgated and prematurely circulated a priori to the official proclamation. As of now, the widely anticipated proclamation is not yet carried out considering that it should have already been done last March 3, exactly the first Monday preceding the elections as mandated by the
PLM-Election Code. As what the facts and events suggest, the said proclamation was merely barred and stalled because of the pending case that one political party filed against the commission due to its alleged grave abuse of discretion over its electoral rulings. Investigations have been carried out to implore the palpable reasons or causes of such actions. This in turn separates the most important detail out of the bigger picture and that is the votes of the student electorates - your votes. The bona fide students of the Pamantasan shall have both the right and duty to cast their votes. This provision is clearly described in the same Election Code. But does it cross your minds that your right and duty does not and should not end with voting alone? Safeguarding such votes should follow through until the elections’ final phases because by not being vigilant enough
to observe such transpiring events, the wolves among the flock may take advantage of the public’s ignorance. Justice delayed is justice denied. That through the simple gesture of preventing or stalling the rightful and due process of the elections, they are preventing justice to be delivered to its stakeholders. So in a consolidation of thoughts and sense, rights withhold is justice denied. As clearly elaborated in Article 21, Section 3 of the Universal Declaration of Human Rights: “The will of the people shall be the basis of the authority of government, this will shall be expressed in periodic and genuine elections which shall be universal and equal suffrage be held by secret vote or by equivalent free voting procedures.” So in other words, the votes that should be upheld are those of the preference of the majority. The will of the people shall not be held compromised nor
invalidated. Those candidates whom the majority had voted for shall be rightfully elected and proclaimed. In Article 4, Section 3 of the PLM-Supreme Student Council Constitution it is stated that: “It is an obligation of the student to be concerned with the development and changes going on in their community or society and issues affecting their well-being.” This again raises the question: why can’t the winners be proclaimed today if the majority favors them and if the, students, envision these people to bring forth the change and development that this University should and ought to have? Now tell me, how badly again they wanted to change the university from the inside out? How badly do the authorities wanted to include you students to their plan of betterment? We must always keep in mind that constant contesting of facts with facts that are invalid will remain invalid unless
falsified and fabricated truth be applied especially by the evilly secluded attitudes of those in mere authority. In a parallel perspective, stalling the assumption of duties of the rightful officers will only prolong the curse of the ill and demented student council systems of the Pamantasan. So don’t let yourselves be fooled, do not keep your mouths shut, exercise and safeguard your rights. At the end of the day, what should really matter most is the preference and the voiced out aspirations of every PLMayers that had voted. In a simpler sense, every vote shall be counted and be duly accounted for. No more, no less. Let the legal maxim, “Vox Populi, Vox Dei” resound forever in your rationality and conscience. Political parties state their views on COC filing Political parties elaborate their stands on the changes in the Calendar of Activities for the Election Period particularly on the matter of filing their certificates of candidacy.
BUKLURAN PARTY “Hindi kami nagpasa [ng COCs], although kaya naming mag-comply sa deadline na sinet ng COMELEC, kasi unang-una naniniwala kami na dapat Election Code ‘yung mag-prevail ngayong election. Tapos sa paninindigan namin, kung magpapasa kasi kami, ang pwedeng sabihin ng COMELEC (o maging stand nila) is hindi na namin talaga kayo pagbigbigyan na election code ‘yung mag-prevail kasi nagpasa nga kayo, [it means that] you’re complying with us within our schedule na pasahan ng COC so wala nang dapat pag-usapan [at hindi na dapat] pang dapat bumalik sa election code. Kasi kung mapapansin niyo ang daming binago dun sa election code. “Hindi kami natinag na magpatakbo dahil naninindigan kaming ‘wag magpatakbo dahil naniniwala kaming hindi kailangan ng posisyon upang maging isang estudyante-lider at maglingkod sa mga kapwa natin estudyante. Oo, aminado kaming maraming humihiling at nangungumbinsi sa’ming magpatakbo kami dahil sawa na sila sa konsehong may bulok na sistema at nagbibigay lamang ng pangkaraniwang serbisyong puro panandaliang kasiyahan lamang ang dulot, pero talagang naninindigan kaming ‘wag magpatakbo. “Isa pang rason dito ay gusto naming hamunin ang mga kapwa natin estudyanteng ipahayag ang kanilang hinanaing sa pamamagitan ng pagboto. Mali ‘yung mga magsasabing nang dahil sa hindi namin pagpapatakbo, iniwan namin ang mga estudyante ng ‘walang choice’, mali ‘yun dahil may choice pa rin ang mga estudyante. “Basta ang tangi naming maipapangako sa mga kapwa natin Iskolar ng Bayan ay ang hindi namin pag-iwan sa kanila. Maaaring sa ngayon wala kaming hawak na posisyon sa konseho, pero hindi matatapos dito ang karapatan naming maging isang tunay na estudyante-lider na maglilingkod upang itaas, protektahan at pagyabungin ang kalidad ng edukasyon, kagalingan at karapatan nating mga estudyante.”
ANG KAMPI PARTY “Hindi nagpasa ng COCs ang KAMPI Party dahil naniniwala kami na mali ang naging interpretasyon ng COMELEC sa tamang deadline ng pagpasa ng COC. “Ang hindi pagpasa ng KAMPI ng COCs sa itinakdang extension ng COMELEC ay sa kadahilanang: (1) may nakabinbing motion for reconsideration ang apat na partido na siyang hindi sinagot ng COMELEC kaya naman hindi pa pinal ang kanilang desisyon na ibasura ang una naming petisyon; (2) may hinihintay pa kaming legal opinion mula sa University Legal Counsel na sa aming paniniwala ay may bigat sa pagresolba ng usaping legal bilang sila ay may sapat na kaalaman at awtoridad sa pag-iinterpreta ng batas. “Lahat naman ng remedies ti-nake namin. Nag-file kami ng letter sa University Legal Counsel, humingi kami ng legal opinion. Kasi naniniwala kami na kung meron mang tamang opisina sa PLM para tumulong sa pagreresolba ng conflict, ‘yung ULC ‘yun, kasi syempre mga abogado na sila. At ayaw nang tanggapin ng COMELEC ang aming mga argumento. Kasi taon-taon ganito yung nangyayari e. Kapag nagkakaroon ng conflict na masyadong legal, humihingi ng opinyon sa legal counsel ang mga partido. At kapag lumabas na ang opinyon na yun, meron nang weight sa desisyon ng COMELEC.
Sa ngayon kasi, hindi siya nag-rule sa conflict at wala na siyang sinabi kung ano ang tamang deadline. Kumbaga, binalik niya lang sa COMELEC ‘yung pagde-decide kung ano ang tama. Kaya yung nilabas ‘yung resolution kahapon na dineny na nila, it means wala na kaming legal grounds para sundin ‘yung kanilang ruling kasi na-reach na ‘yung finality e. Kasi kung tutuusin, nung hindi kami nag-file nung Wednesday, ‘di ba ‘yun ‘yung extended na deadline, may legal ground pa kami to file. Kasi may pending pa kami na motion for reconsideration at hindi pa siya nireresolba ng COMELEC. At ngayon ito na, meron nang finality ‘yung kanyang desisyon kasi sa normal na takbo ng isang petisyon. So hindi na namin ‘yun pwedeng kwestyunin sa ibang venue. Kasi ang nakalagay sa election code, ang COMELEC ang may jurisdiction sa anumang klaseng protest o petition. At kahit sinong opisina sa PLM, walang pwedeng magsabi sa COMELEC kung ano ang dapat nilang gawin.”

MISMATCHED BALLOTS Due to the misprinted election ballots wherein the Supreme Student Council positions for Auditor and Public Relations Officer are interchanged, some ballots were marked as void after the students have written the candidates’ names on it.
“Last January 27, the Commission on Elections released their calendar of activities and deadlines for this year’s student elections. Seeing the conflict of schedule regarding the submission of party accreditation and COCs, APT immediately filed a petition requesting that the filing of COCs would be extended. “In response, the COMELEC issued a resolution extending the deadline for filing the COCs but only until 12 noon of February 12. We recognize the validity and authority of the issued resolution, so the party worked on the issued timetable. Given the limited amount of time, APT Party officials tried its best to meet the requirements for filing COCs, and was able to comply to the deadline for submission. “As a political party existing in PLM for more than 25 years, we firmly believe in due process, and that all political parties, even the COMELEC should abide by the rules and guidelines stated in the University Election Code and PLM-SSC Constitution. We stand firm, and support the decision of the COMELEC regarding the matter. APT is now on its final preparations for the campaign period. “Everyone has the right to run for this election but they are also bound to follow rules as provided for by the Election Code and supported by Resolutions. They failed to comply with rules therefore, they must suffer the consequence. They must not be given the opportunity to run for these elections.”

A month after the student councils elections, controversies still hound the hard-fought balloting. This was the first time elections in PLM for campus leaders had become as messy as in the balloting for national and local governments. No winner has been proclaimed as the PLM-COMELEC has to deal with the petition that Ang Partidong Tugon (APT) filed against them. The university administration has stepped in to become the mediator to the two opposing bodies.
ELECTION CODE VS. SSC CONSTITUTION Three days after the COMELEC commissioners convened and elected their set of officers, they released three memoranda for the elections namely: (1) In the Matter of the Assumption of Office of New COMELEC Commissioners and Officers for the Academic Year 20142015; (2) In the Matter of the Calendar of Activities for the Election Period covering the election for the Supreme Student Council officers and the College Student Council officers for the Academic Year 2014-2015; and (3) Guidelines on the filing of certificates of candidacy in connection with the February 28, 2014 elections. Of the three resolutions, Resolution No. 2 specifically its first section which states that “The prospective candidates shall file their respective Certificate of Candidacy for their desired elective position on 3 February 2014, and will end on 7 February 2014, at precisely 12:00 PM, for both SUPREME STUDENT COUNCIL and COLLEGE STUDENT COUNCILS. Pursuant to the provisions of the PLM Constitution, the position of COLLEGE REPRESENTAIVE for each respective college is deemed to be included in the positions in the SUPREME STUDENT COUNCIL, and they shall serve as an officer of the same for the whole academic year next succeeding their election. Political parties that aim to field their prospective candidates for the election shall submit the requirements for their accreditation, if not yet accredited, or for their registration, if already accredited, on 3 February 2014, at precisely 12:00 PM. Announcement of the official candidates shall be on 7 February 2014, at approximately 3:00 PM,” gained various petitions and motions from different political parties. Ang Kabalikat ng Malaya at Progresibong Iskolar (KAMPI) Party filed their motion to quash the aforementioned section based on the following grounds: (1) That it violates the Election Code; (2) That it is very clear in the Election Code that the period for the filing of Certificates of Candidacy (COCs) is on the 3rd Week of February, not 1st Week; (3)That the Election Code, not the SSC Constitution, governs the Student Elections for the former is a special law while the latter is a general law; (4) That the period designated for the filing of COC is in conflict with the period designated for the registration/accreditation of political parties; and (5) That the period designated for the filing of COCs is highly injurious to the political parties and the electorate itself for it narrowed the period of preparation for the filing of COCs as originally provided for by the Election Code, hence, in violation of due process. Meanwhile, Bukluran Party also filed a motion for the COMELEC to adhere to the Election Code, and not to the SSC Constitution. In response, PLM-COMELEC released Resolution No. 5 extending the deadline on filing the COCs from February 7 to February 12 at noon. The temporary list of candidates was released at 3:00 PM of the same day. The official list of candidates for the positions in the SSC and CSCs was announced at 3:00 PM on
February 14. On the same resolution, the commission stood by their decision that the period as stated under the PLM-SSC Constitution - at least 20 days before the election, the prospective candidates should have filed their respective COCs in order for the Commission to announce the official list of candidates - not the period that the Election Code provided. Consequently, a consolidated motion for reconsideration was filed by KAMPI, Bukluran Party, Kapit-Kamay Party and Unlad party praying that Section 1 of Resolution No. 2, all changes in the schedule of electoral activities, and paragraph 3 of the dispositive portion of Resolution No. 5 be treated as invalid from the outset. “We will fight no matter how hard until our rights are restored. We will make necessary remedies, within the bounds of the law, to protect it. WHAT THIS COMMISSION DID IN CHANGING THE WHOLE ELECTORAL SCHEDULE IS NOT JUST INJUSTICE; THIS IS CRUELTY,” the said parties stated on the last part of their motion. With the consolidated

On the same complaint, APT petitioned that KAMPI be penalized with another 10% deduction for the banners/streamers lacked COMELEC’s approval as openly stated in the aforementioned orientation by the Commission. As a result, PLM-COMELEC penalized KAMPI with a 10% deduction in the total number of votes of every candidate under its slate. On the other hand, APT was meted with the penalty of 20% deduction in the total number of votes of every candidate under its party after allegedly campaigning outside campaign period. The first 10% penalty was due to the text message campaigning for the slate of their party sent to a COMELEC Commissioner by the incumbent Public Relations Officer of the College of Architecture and Urban Planning Student Council under APT. The Commission explained in the orientation that violations committed by the party officers or party members will affect the whole party itself. PLM-
‘UNPUBLICIZED’’ PROCLAMATION OF LIST OF WINNERS Three weeks after the supposed proclamation day of the winners, PLM-COMELEC still cannot post the official list of winners inside the premises of the Pamantasan after APT filed a complaint against the Commission for alleged grave abuse of discretion. In a letter passed by APT to the Office of the Student Development and Services (OSDS) dated March 7, they stated their reasons in filing their complaint against the Commission: (1) ‘flip-flopping’ their decisions regarding the Calendar of Activities that they have set which ‘grossly violated’ Article I Section 3 Paragraph 2-3 of the Election Code; (2) junking APT’s petition to penalized KAMPI an additional 10% deduction in the total number of votes of all of its candidates after allegedly violating Article III, Section 14, Paragraph d of the Election Code’; (3) deducting 20% on the total number of votes of all APT’s candidates; and (4)commitment of procedural lapses such as interchanging

Motion for Reconsideration filed, PLMCOMELEC promulgated Resolution No. 6 insisting that they didn’t see any need to dwell into the matter any further, for they had resolved the issue as to the constitutionality of the provisions of the Election Code and since the provisions of the Code run contrary to the PLM-SSC Constitution, it follows that the same is NULL and VOID and should be deterred from. The motion was partially granted and therefore, the filing of COCs was until the end of that day only, February 7.
COMPLAINTS AND DEDUCTIONS APT and KAMPI party both filed a complaint against each other, which became the basis for a 10% deduction to the total number of votes of each candidate of both parties. APT filed a complaint against KAMPI for the party’s alleged violation concerning the campaign paraphernalia as stated at Section 14 – Lawful Election Propaganda - of the Election Code. The streamers/banners posted by KAMPI did not contain the phrase “VOTE FOR.” But then, PLM-COMELEC clarified in their Resolution No. 7, that in the orientation held by the Commission last February 17, they told all the representatives that
COMELEC furthered in their resolution that the said APT member was caught in the very act of committing a misdeed, thus there is no need for the requirement that the complaint be attested to by at least two (2) witnesses. The Commission also stated in their resolution that they explained in the orientation that they extended ‘candidate or party’ to ‘supporters’ of the party in Article III, Section 13 which stated that “Election Campaign or any form of partisan electoral activity outside the campaign period prescribed by this Code is prohibited. Any candidate or party found violating this provision shall be penalized with a 10% deduction from the total votes of each party candidate” and that said step was ratified by the attendees on that day. The second 10% deduction was based on the complaint filed by KAMPI, which they stated that a certain alumnus made a cover photo on his Facebook account that showed APT’s SSC candidates beyond the campaign period. The said deductions made John Limuel Villaruel of KAMPI with a final count of 1511.11 the SSC Treasurer instead of Arnold Marasigan, Jr. of APT with 1419.2.
of ‘VOTE FOR’ as for KAMPI’s banners/ streamers, APT stood that the Commission based their decision on verbal agreement and if the commission will change any provision in the Election Code, it should be procedural and other political parties should be involved and be informed in such. They added that the phrase ‘VOTE FOR’ is clearly stated in the Election Code, it might not deter the purpose of the streamers/banners, but the law is the law. In response to APT’s letter, Attorney Carlos created a committee last March 11 to look into the alleged grave abuse of discretion of the PLM-COMELEC. The Committee is composed of Attorney Jacinto C. Garcia, Legal Officer II of the Office of the University Legal Counsel (OULC); Dr. Anchela Y. Uy-Biag, Dean of the College of Medicine (CM) ; and Ms. Noemi C. Gocuyo, Associate Dean of Graduate School of Management (GSM). The said committee was directed to make a final report/recommendation to be forwarded to Attorney Carlos on or before March 13. OSDS as one of the recipient of the said Memorandum, wrote a letter last March 12, informing the Commission on the ongoing inquiry, thus, temporarily enjoining them from proclaiming the winners until the said committee has rendered its findings. Then again, Ang Pamantasan has posted in its official Facebook page the COMELEC’s Resolution No. 15 titled “In the matter of proclamation of winners in the Supreme Student Council and College Student Council election of Pamantasan ng Lungsod ng Maynila dated February 28, 2014” which was promulgated last March 11. In this resolution, the Commission stated that the proclamation of all the officers will be in final resolution in their respective position with the votes earned.
the position of Auditor and PRO in the printed ballot and ‘announcement’ that College of Mass Communication will have two (2) college representatives. On the same matter, APT asked by sending a letter to University & Board Secretary and University Legal Counsel Attorney Carlos M. Carlos, Vice President for Academic Affairs (VPAA) Dr. Oliver B. Sta. Ana and OSDS Dean Attorney Alexander G. Erese, Jr. dated March 6 to step-in and review the Commission’s decisions for they believe that the commission abused its power. First, as with the cases of the text message sent by the incumbent CAUP-SC PRO and the cover photo of their alumnus, the penalty on Campaign outside Campaign Period only applies to the candidate and party officers of the party and not to any party members since they only declared upon registration of political party that it is composed only of the party chairman, campaign manager and secretary such. And, they believe that the time of the evidence might be subjected to time discrepancies, further stating that the group message has been sent and received by some of the CAUP students before the campaign ban of the COMELEC. Meanwhile, on the matter
PLM-COMELEC Chairperson Ares Victor Aguilar replied on OSDS’ letter on the same day with their four explanations: (1) COMELEC is an independent body as such, they are not under any office or organization in the University (2) Absence of any prior principal complaint for the remedy that the OSDS provided is a provisional remedy (3) the Commission is has not received any copy of the complaint filed by the complainant. There is no due process, and failure to do subjects such complaint to outright dismissal; and (4) Proclamation is not subject to any approval from any approval from any office in PLM. OSDS’ approval is limited to venues and facilities of PLM, and for posting of notices, resolutions, or any other document for public viewing. The commission furthered that they will not attend any meeting or hearing scheduled by the OULC, VPAA, or the OSDS. They stated that the memorandum enjoining the proclamation is not in accord with the pertinent rules and regulations of the University, even with all other laws outside the University. They also clarified that they are not going against the authority of the said officers as an official of PLM, but they are going against the acts subjecting the Commission under the power of any office that is not clothed with the authority to do so. Due to the said action, the OSDS sent a memorandum to PLMCOMELEC officers except Aguilar through their respective college secretaries requesting for their presence in a meeting last March 14. The Commissioners requested that the meeting be move after Final Examinations week. As of press time, the committee has not yet conducted meetings with the PLM-COMELEC officers.

We don’t have to speak, dress and act in a formal manner (maybe, sometimes). Just because we have this position now, doesn’t mean we have to change according to other’s interest/judgment. HOW WILL YOU ASSURE THE STUDENTS THAT THERE’LL BE UNITY IN THE COUNCIL? I am always reiterating to my council that the political colors are what keep us divided. So, we have to break these boundaries set forth by these political parties. Election was just ended and so as this gap among us. WHAT DO THE STUDENTS NEED MOST RIGHT NOW AND HOW DO YOU THINK THE COUNCIL SHOULD ADDRESS IT? Free and quality education. We don’t have to shoulder this burden of PLM being financially incapacitated. We don’t have to suffer in order for it to realize its different operations for students. We don’t have to be suppressed with the democratic rights and academic freedom that we should enjoy. We don’t have to be deprived with those prostudents’ rights. We need to have a student regent. We need to tap assertive studentleaders.

Naniniwala kasi ako na ang pagiging estudyante lider namin ay dahil sa kagustuhan naming maglingkod na walang hinihinging kapalit o kabayaran. Makita lang namin na ang lahat ay masaya sa aming mga proyekto, yun na mismo ang magsisilbing katuparan ng pagiging estudyante lider namin. HOW WILL YOU ASSURE THE STUDENTS THAT THERE’LL BE UNITY IN THE COUNCIL? Tumakbo kami ng walang kasiguraduhan na mananalo lahat mula sa aming partido kaya naging bukas kami sa kahit anong posibilidad. Higit sa lahat, iisa lang din naman ang aming layunin at yun ay ang paglingkuran ang aming mga kapwa estudyante. WHAT DO THE STUDENTS NEED MOST RIGHT NOW AND HOW DO YOU THINK THE COUNCIL SHOULD ADDRESS IT? Transparency. Madalas siyang nababanggit tuwing eleksyon ngunit hindi kadalasang nabibigyang pansin sa kanilang termino. Bilang iskolar, ako mismo ay nagpapahalaga sa bawat sentimong aking ginagastos. Lahat naman tayo ay gustong malaman kung saan napupunta ang perang ating binabayad. Ako po ay nangangako, opo, nangangako na magiging bukas sa lahat ang magiging gastusin ng aming konseho at syempre palitan o tumbasan ng mga magagandang proyekto ang inyong pera.

Kahit na galing sa ibang political party yung makaka-trabaho ko, alam ko naman, namin, na iisa lang ang dahilan ng pagtakbo namin, and that is to serve the students of Pamantasan. Naniniwala ako na hindi na magiging passive ang mga estudyante kung makikita nila ang mga lider nila na handing makinig sa kanila.
AUDITOR WHAT IS YOUR LEADERSHIP PRINCIPLE? Yung pagseserbisyo po ng walang hinihinging kapalit. Yung bukal sa puso. Kasi kahit gaano po kahirap ang isang bagay, kung willing ka at bukal sa puso mo magagawa mo. Katulad namin, na magseserbisyo sa mga kapwa naming isko at iska. Kahit po alam naman nating lahat na wala namang sweldo itong gagawin namin, na kahit ilalaan namin ang mga oras namin na kung sa simpleng estudyante ay itutulog nalang, ife-facebook nalang lalo na yung ibang ilalaan nalang sa pamilya nila. Syempre, para po sa lahat e gagawin po naming lahat ng buong puso, oras at walang hinihinging kapalit ang mga kailangan at dapat para sa mga isko at iska at para sa Pamantasan. HOW WILL YOU ASSURE THE STUDENTS THAT THERE’LL BE UNITY IN THE COUNCIL? Na yung colors po namin ay within sa campaign lang. Yung tipong, eto, nagkaisa na kami. Wala na yun. At seriously naman po, wala naman pong bangayan sa bawat isa sa amin. Dahil madali rin naman pong pakisamahan yung mga nanggaling sa ibang partido. At magkakakilala na naman po kami before so hindi po ganun kahirap makipag-cooperate with them kasi magkakakilala na po kami. WHAT DO THE STUDENTS NEED MOST RIGHT NOW AND HOW DO YOU THINK THE COUNCIL SHOULD ADDRESS IT? Para sa ‘kin po, sa 1 taon ko rito sa pamantasan e yung KINATAWAN nila sa kanilang mga hinaing at kagustuhan. Yung kinatawan na di nila kakatakutan para kausapin. At ang konseho po namin ay maisasakatuparan ito sa pamamagitan ng pakikitungo sa kanila ng buong puso dahil hindi naman namin magagawa ang lahat ng aming adhikain para sa kanila kung hindi namin makukuha ang pakikiisa ng bawat isang isko at iska.

I can assure that there will be unity in the council by working hand in hand with my co-officers and by disregarding the political colors we once had during the campaign period.
WHAT IS YOUR LEADERSHIP PRINCIPLE? To serve the students wholeheartedly. And also, being a leader is not just about doing your duties but also uniting the people around you. We have the same goal for our university. I know that without unity, nothing will be accomplished. We will work together not for ourselves but for the students. COMELEC Commissioners convened and promulgated resolutions for guidance in the upcoming SSC and CSCs student elections for year 2014.

PLM-COMELEC released Resolution no. 2 stating the new deadline for filing of the COC’s and accreditation of political parties be on February 3 to noon of February 7. Announcement of the official list of candidates shall also be on the same day (February 7) at 3:00 in the afternoon.

Ang KAMPI Party sent a motion to quash Section 01 of Resolution no. 02 to the incumbent COMELEC Commissioners for they find it violating the Election Code particularly Article 1 Section 3 stating: “The period for filing of candidacy for the election of the SSC Officers and CSC Officers shall commence on Monday and ends at 12:00 noon of Friday of the third week of February.”

PLM-COMELEC extended the deadline for filing of COCs until noon of February 12. Four political parties namely Ang KAMPI, Bukluran-ISO, KK and Unlad boycott the filing and remain firm with their stand. At 7:00 in the evening, COMELEC released Memorandum 2014-05, the temporary list of SSC and CSC candidates, for the upcoming election, at the OSDS, having only an independent candidate and Ang Partidong Tugon candidates.

PLM-COMELEC organized an orientation for the candidates and clarified issues regarding electoral campaigns. PLM-COMELEC released Resolution no.6 answering the matter of the consolidated motion filed by the four political parties declaring that the Paragraph 3 of Resolution No.5 void and all other reliefs prayed are denied. The mentioned political parties are given until 3pm of February 18 to file their COCs.

ONE WEEK BEFORE FEBRUARY 01 The Office of Student Development & Services (OSDS) notifies the Deans of the respective colleges for their recommendations for the post of COMELEC Commissioners.
FEBRUARY 01 The Commission convenes at the first day of February. As prescribed in the code, the term of office of all commissioners including their faculty advisers shall be one year from such date.
SECOND WEEK OF FEBRUARY Registration of political parties commences on Monday and concludes at 12:00 noon of Friday.
THIRD WEEK OF FEBRUARY Filing of Certificates of Candidacy for the SSC and CSC positions starts on Monday and ends at 12 noon of Friday. At 3:00 in the afternoon of the same day, the PLMCOMELEC holds an orientation, together with those who file candidacies, and announces the official candidates.
10 DAYS BEFORE THE ELECTION College Deans appoint 6 students to compose the Citizen Election Committee that shall conduct the voting and counting of votes from their respective colleges.

Campaign period for Election 2014 started on February 17 and ended at midnight of February 27.
Ang Pamantasan in partnership with PLM-COMELEC and PLM-SPADES held Harapan 2014 between Supreme Student Council and College Student Council candidates for the presentation of their platforms, plans and ideas on their terms.
Contrary to what the election code prescribed, election proper begins at 7:00 in the morning until 7:00 in the evening. Deductions were received by Ang Partidong Tugon and Ang KAMPI Party after the Commision found them violating the Election Code thru Resolution no. 7 and no. 8
The 4-day Campaign period of the said election begins on Monday and ends at midnight of Thursday. Electoral activity outside the said period penalizes the violators with a 10% deduction from the total votes of each party candidate.
LAST FRIDAY OF FEBRUARY The Citizens Elections Committees proceed at their designated voting centers at 8:00 in the morning with the list of voters, ballots and other necessary materials. As mandated by the election code, voting precincts shall open at 9:00 in the morning and close at 7:00 in the evening of the same day. However, if there are still voters present within a radius of 30 meters from the voting center election may continue to allow such people to vote.

The Commision dismissed the petition filed by Ang Partidong Tugon as to the additional number of college representatives of the College of Mass Communication. After deliberations and investigations regarding the group message of Mark Angelo David that was found to be violating the Election Code as he is an Ang Partidong Tugon member, the Commision standed firm on their decision on Resolution No. 8 giving 10% deduction to all candidates running for positions under the said party.

Ang Partidong Tugon filed a complaint to the Office of the Student Development Services, Office of the Vice President for Academic Affairs and University Secretary and Legal Counsel against the incumbent PLM-COMELEC regarding their inconsistent, unjust and unfair decisions in which they also found violating the election code.
