“THE second collection was already approved by the Board of Regents (BOR) during their meeting last November 8. We see no more point of dwelling on this,” stated by the Supreme Student Council (SSC), in their written statement as a response last October. The SSC, headed by President Rholie John A. Reyes said that the controversial issues concerning the said collection should now be resolved. Reyes added that the majority of the college representatives were informed last October 21. “They also signed the resolution passed to higher-ups requesting for the approval of the second collection,” he said. Meanwhile the SSC saw the need for the second collection when they became aware of the insufficiency of fund for their upcoming projects. ‘No financial mismanagement’ In a separate interview, Reyes and SSC Vice President Mat William Roi San Juan said that there was no mismanagement

and overspending of the fund. “Talagang masasabi naming [nagastos] namin [ang fund] wisely kasi naging worthwhile naman ‘yong activities,” Reyes clarified. In their submitted financial statement, the foundation week celebration was funded Php 408, 589.40, approximately 80% of the collected funds for the whole academic year, leaving them with only Php 35, 752.73 cash- on-hand. “We all know naman na foundation day ang inaabangan ng Isko at Iska at malaki ang expectations nila sa foundation day. Foundation week celebration is an event spearheaded by the Supreme Student Council, although we haven’t clearly indicated in our GPOA. The SSC from the start has the intention to initiate and participate in all activities in Foundation Week Celebration but we haven’t had concrete plans in mind during that time also because we are still waiting from the cue of the other colleges,” Reyes insisted. However in their submitted General Plan of Action (GPOA), the said program was not

included.
SSC ‘abides’ legal process “We are not aware of any alleged illegality of the SSC’s second collection because as per our info, the collection was duly endorsed by the Office of Student Development and Services and was approved by the Vice President for Academic Affairs,” TUGON-Responding Students on Community Undertakings and Edification (ReSCUE) President Rogie Nichole Aquino said. Aquino also stated that the board resolution institutionalizing the SSC collection for every semester has already settled any misleading statements about the issue. “Since we believe that there was nothing irregular with the collection, then we will abide by it.” He added that if the collection is proven illegal, they will likewise abide with the authority. ‘Illegal’ and ‘unruly’ “The council should present the Board Resolution stating BOR’s approval of SSC’s

request for a second collection, in accordance with Section 6(f) of the Republic Act No. 4196 or the PLM Charter specifying the scope of the BOR’s power which includes the regulation and approval of fees such as matriculation, graduation, and special fees,” BSA-ISO President Sherlynn Mae Lucas said. Lucas dismissed SSC fee second collection as illegal and unruly. In a letter addressed to SSC President Rholie John Reyes dated October 29, Lucas cited Article 16 Section 1 of the SSC Constitution which states that the SSC fee should be “collected from each student during the registration period of the first semester of the school year” as the basis of her complaint against SSC. She pointed out that the SSC should have focused on longterm projects that would benefit the students and protect their rights instead of focusing on the foundation day which drained the council’s funds.

On the other hand, Sucgang asked SSC Secretary Anna Marie Pagtabunan and the latter said that they can come anytime to their office for the refund. “Tinanong ko si Anna Pagtabunan about it, sinabi niya na “Ah refund? Anytime p’wede po pumunta sa SSC office para mag-refund.” Pero noong Saturday [November 9], nandun ‘yung junior officer nila then ang sabi hindi niya alam ang tungkol doon,” she added. She also said that SSC violated Board Resolution No. 1608 which states that they should only collect SSC fee for the first semester only and should not exceed Php 50 but what worries her more is the insufficiency of the fund. “Meron kaming college representatives, Ang KAMPI party, from CME and sa CET tapos after noon, si Kent Gomez from CET Council nag-message siya kay Ron Reyes tapos sumagot siya [Reyes]. Ang sinabi niya, “The council still has great plans for the second semester and we did not want to limit ourselves from the financial incapacities.” Meaning to say, wala na silang budget,” Sucgang elaborated. Meanwhile, she denied any alliance between their organization and BSA-ISO against SSC. “Hindi siya about sa party or org [organization], I mean we don’t care kung saan sila galing. The thing is pera kasi ang involved. Tapos pinili nila na huwag magsalita,” she disclosed. A week after the questions regarding the second collection broke out, the SSC posted on their Facebook page that they will
release an official statement on the right and proper time. More than two weeks after the posted notice, they remained silent about the issue which created criticisms from the studentry. ‘The defects have been cured’ “Technically, whatever flaws or errors or problems that happened along the way, with the board’s approval [of SSC’s second collection], the defects have been cured,” Office of Student Development and Services Dean Attorney Alexander G. Erese Jr. defended. The Board of Regents (BOR) approved and ratified the said activity last November 8. “The collection of SSC Fee for the second semester has been done previously in 2002 until 2006, which involves then SSC President Vladimir Untalan and then OSDS Dean Bernadette A. Sacop,” he said. This has been his basis in endor sing SSC’s request to Dr. Sta. Ana. Erese endorsed the said request given that the collections shall : be imposed to PLM students only; where the proceeds shall be used strictly for the upcoming projects of the SSC for S.Y 2013-2014; a financial statement shall be submitted to OSDS for accounting and auditing; and “that the collection is not a prerequisite for enrollment and should be done on purely voluntary basis and any misleading statement or information that suggests otherwise, the approval of the collection shall be revoked and shall be subjected to refund.” (GALURA, DEL ROSARIO, SADONGDONG, PANDIAN, ESTONILO, BAUTISTA, MEDRANO,)

ADLE MEYE ENRIQUEZ/MC JAZER MALONDA/CARL JEROME VELASCO The Supreme Student Council (SSC) passed a resolution for the second collection of the SSC fee which raised inquiries on its legality. In formulating such resolution, it is written in Article 8 Section 7a of the SSC Constitution that a college representative has to participate on the deliberation and approval of resolutions, regulations and rules prescribed for adoption by the SSC. Among the 15 college representatives who responded, 11 denied of any meeting and information disseminated to them, three were informed regarding the matter and the other one chose not to give any opinion about the issue. As of press time, five other college representatives have yet to give their opinion regarding the issue. Below are the statements of the CSC-Representatives: “I was not involved in formulation of the BOR (if there’s any). The last funding that our college student council received from the SSC was from the Sales commission of the University shirts.” - Gilbert Opeña
“No, we’re not involved in the formulation of that resolution. We (CET College Reps) are not INFORMED. No meetings have been called. Since, we don’t know how the process was prepared and worked out, hindi po namin alam kung mag aaggree kami sa ginawa nilang resolusyon. SSC’S FIRST SEMESTER: PLANS AND ACCOMPLISHMENTS JULES ANDREW P. GARCIA
THE Supreme Student Council (SSC) has become the center of controversies as issues burst regarding the alleged illegality of its second collection of SSC fee. Several questions were raised about transparency, overspending and mismanagement of funds. SSC, on the other hand, stresses that they spent their funds wisely last semester. Second semester has formally commenced but before we keep our eyes off the issue regarding the SSC’s move of collecting an additional Php 50 during the recent enrolment and decide whether they were able to become effective leaders last semester or not, let us first review their performance for the first semester. SSC’s Original Projects As delineated in their General Plan of Action (GPOA), the SSC has a total of six main projects intended to be accomplished from June to March: ISKOlaboration, ISKOlumnista, Student Development Fund (SDF), Book Assistance Grant (BAG) and Pahiram Libro Mo (PLM), ISKOmmunity and ISKOlympics. The implementation of the first five mentioned in the list shall start on June. Among the five main projects that are indicated on their first semestral GPOA, SSC has already started to carry out four of them: ISKOlaboration This is considered as the biggest whole-year project of SSC which aims to achieve unity and harmony in PLM; it is composed of 19 activities, of which, 12 activities are meant to be done on the first semester and the other seven, on the second semester. Among the 12 expected activities under ISKOlaboration for the first semester, SSC was only able to fulfill three of them: Scholars as Money Savers, a project which encourages students to be knowledgeable about proper spending and investing with the help of commercial banks, under this, SSC conducted a seminar “Batang Pera Henyo” which was participated by both College of Accountancy and Economics (CAE) and College of Management and En-
trepreneuship (CME) students; Suggestion Box, a project that enables the students to send their written pleas, suggestions and commentaries about the SSC; and Thesis Forum, an activity that was done during the Research Month Celebration in partnership with the University Research Center. On the same set of activities, SSC was unable to execute Campus-wide Wifi Access, Locker rooms for every academic building, Nutrition-Month “Nutri-Costume Competition”, Dunk it! (Trash Can), Piso for the Poor Project, Life-Awareness Seminar, Self-Defense Forum, United Nations Week “Mr. and Ms. United Nations”, and Rosary Rally. SSC President Rholie John Reyes explained that they really worked out their plans for the first five mentioned activities but nothing materialized due to lack of sponsorship and disagreement between them and the then university administrators. On the other hand, Reyes told that the last three mentioned activities were intentionally undone and their LifeAwareness Seminar might be conducted this semester. Meanwhile, though it was not originally indicated in their GPOA, SSC already started Premier Organization in PLM (POP), a project which aims to bring out different activities to give exposure to the university’s students organizations as well as to find out as to which of them is the best. Student Development Fund (SDF) This is a whole-year project which aims to extend financial assistance to various student organizations in PLM. SSC began to conduct Student Development Fund (SDF) which supported Iskolars’ Dance Incorporated and PLM Propaganda last semester on some of their endeavors. Reyes even stressed that this project is continuous until second semester. Book Assistance Grant (BAG) and Pahiram Libro Mo (PLM) This is a combination of projects for two semesters which aspires to help those students who could not afford to buy books by helping and letting them own and borrow ones. SSC started to pursue Book Assistance Grant
(BAG) and Pahiram Libro Mo (PLM) project which according to Reyes also tries to provide whatever the students need to continue pursuing their studies ISKOmmunity This is a whole-year project with a purpose of reaching out communities outside the university; there are two subprojects under this. The first subproject shall start on first semester and the other on second semester. The first subproject is comprised of three more activities, of which, the first one shall be done on the first semester and the other two on the second semester. SSC failed to execute the only activity under the first subproject, PLMayers Give Back!, intended to be done last semester – Busog, Lusog Ka Kabataan. However, according to them, they conducted an alternative activity which they deemed to be under ISKOmmunity—Gabriela Youth Immersion Program.
University; ISKOmustahan, an activity in which SSC officials visited students of different colleges in a room-to-room basis in order to know their concerns; ISKOnnection, a strategy of SSC to embark in social-media in order to cover wide scope of PLMayers for a more efficient information dissemination; and 48th Foundation Week Celebration, SSC was able to conduct 11 activities, some of which were Ginoo at Binibining Pamantasan, Elite Fashion House and The Voice of PLM. A Glimpse on the Second Semester SSC has drafted some of the plans they wish to pursue for this semester.
This is a collaborative activity with Gabriela Youth PLM designed to reach out families in Tondo.
One of which is ISKOlympics, a project that is intended to raise funds in order to support the official PLM delegates to the upcoming Association of Local Colleges and Universities Olympics (ALCUlympics). Furthermore, SSC revealed some of the projects they wish to accomplish for this semester: Lantern-making contest, Paskuhan, Organization Fair, and Election awareness- related activities.

Pursuit of Long-Term Projects
This is another yearround activity which aims to achieve transparency in all of the councils’ transactions and activities inside and outside the university; this project is composed of four more subprojects: ISKOlumnista Online Webpage, Monthly Financial Reports, Bantay-Pondo, and Treasurer’s Manual SSC was not able to implement ISKOlumnista last semester due to unavailability of financial statements from every college council that time. However, according to Reyes, they plan to pursue it this week. “ Tapos ‘yong sa mga project naman o activity [para sa buwan ng] November, if I’m not mistaken, [by] last week ng November magkakaroon tayo ng Iskolumnista kasi since napag-usapan na natin ang fees, ang collection,” he explained. Additional Projects However, aside from the aforementioned projects and activities that SSC successfully achieved, the council asserted that they also executed some other projects that are not originally part of their GPOA: ISKOmfort, a project with a purpose of raising the concerns of the PLMayers to the high-rank officials of the
Student Regency When asked about their plans of materializing long-time projects, SSC divulged that they wish to work on having a student representative in the Board of Regents. “Hindi man namin ito maisakatuparan sa term namin naniniwala kami na kapag sinimulan namin [ito] at ipagpapatuloy [ng] mga susunod sa amin [na SSC officers], makakatulong ‘yon.”, Reyes said. Student Handbook Amendment “Siguro balak ng bawat council ay mag-iiwan ng legacy project... kaya nag-iisip kami ng mga projects kung saan magiging proud kami at the same time makikinabang ang mga isko,” Reyes said. He further added that they have a plan of amending the student handbook and that they will discuss this with the College Student Councils’ (CSCs) Presidents and Representatives. Institutionalized Yearbook SSC is currently working on the institutionalized yearbook for graduating students. They have decided to
come up with this project because according to them, it has already been four years since PLM had a university-wide yearbook. Also, also they see how united the SSC and all the CSCs that they feel motivated to push through the said project. Reyes assured that everything is fine and that pictorials are currently ongoing. He hopes that they could release the graduation photos before the graduation day and consequently release the yearbooks, 30 days after the commencement exercises. Reminder and Motivation SSC is aware of the present issues they are involved in. They are saddened with the emergence of such controversies because they believe that everything that they have done is legal. “Hindi naman ganoon kalakas ‘yong loob namin para gumawa ng ganoong ilegal na gawain [at] sa UAC pa mismo na kitang-kita ng admin namin,” Reyes said. Reyes believed that the particular incident just reminded them of their real functions as student leaders and strengthened their bond as family, having one goal of serving PLM students. The SSC President’s Message “We will continue kung ano man ‘yong nasimulan namin and i-expect nyo pa rin ‘yong service na ibibigay namin sa inyo. Siguro [kagaya nang sinasabi ng] tagline namin no, ipagpatuloy lang natin ‘yong pagiging ‘We are one’ natin sa lahat ng bagay lalo na ngayon , hindi man dito sa loob ng school, may ibang mga nangangailangan ng tulong. Sana maging ‘We are one’ tayo sa purpose na ‘yon and at the same time kasi hindi naman namin mapiplease lahat e, pero naniniwala naman kami na ginagawa namin ‘yong tama, [at] ‘yong naaayon para mapaglingkuran [namin] sila”, Reyes asserted. Reyes also disclosed that they have already submitted the list of activities that they will be implementing this second semester to the Office of Student and Development Services (OSDS). He ensured that as soon as they receive an approval from OSDS, they will inform students immediately through their bulletin boards and their social media accounts. As of press time, SSC has already provided AP a copy of their financial statement.

The SSC Financial Statement shows that the net cash flows from SSC fees, university shirts and pins cannot suffice the PLM Foundation Day expenditures alone. However, the increase in SSC cash inflows brought from having “Bazaar sa Pamantasan” adequately financed the said event. Of the aggregate fund of SSC A.Y. 2013-2014, P498,785.00 (inclusive of the fund being turned-over from the previous administration), about 18% remains as their potential reserves for appropriate budget allocation to their various projects as stated on their GPOA. Moreover, this also serves as the SSC’s means to fund the annually-held college student council elections. ABCs for Student Councils PAMANTASAN NG LUNGSOD NG MAYNILA’S SUPREME STUDENT COUNCIL AND SOME COLLEGE REPRESENTATIVES BYPASSED STUDENTS’ RIGHTS AND GENERAL WELFARE AS SSC COLLECTED ITS FEE FOR THE SECOND SEMESTER. Before lifting the burden of their respective positions, Council members had already decided to serve and lead the entire studentry. In fact, they had promised to deliver more efficient governance in their ambitious yet ideal promises. But they chose to break the promises they have sworn upon when no prior consultation and proper notifications have been made. They represented themselves and not the whole student body in their decisions. Just like in the “supposed to be” view of our local government, we vote for representatives that would embody their respective constituent’s needs and wants for the betterment of their living. Ideally, they could not have any projects unless they “really” consult the people in their districts. By principle, proper consultation to students regarding issues that concern them is a must. After all, it would be them who will be greatly affected by such decisions. In easier say, the council should always let their constituents freely select the services and options they need and demand. Otherwise, if they didn’t want the choices that they arranged for them, they should still be assured that alternatives will also be presented unto them. As Article 7, Section 2 of the PLM-SSC Constitution clearly states that, “Each college council shall be entitled to one representative to the SSC for the first 500 students or less of the college concerned and one additional representative for every 500 students of major fraction there.” The aforementioned representatives are, obviously, the college representatives. Furthermore, Article 8, Section of 7 of the said constitution define and describe the powers, functions, and duties of a college representative which are: (1) To participate on the deliberation and approval of resolutions, regulations and rules prescribed for adoption by the SSC and (2) To perform such other duties as the body and/or president may assign from time to time. Representation is the primary tool to solve problems in any form of government. After this, the burden is now put on the shoulders of the literal announcers of what had taken place, or where the representation had reached upon. Now it is time for the Public Relations Officer (PRO) to take his/her move. Before a law is implemented, a duration is imposed for the public to be informed of it. It is usually published in the Official Gazette of the country, and after 15 days of being published; the law shall take effect. Meaning ample time shall be given to the public for them to digest the necessity of the law that would be above all citizens. In comparison, the PRO of an organization shall act as the official herald of whatever has taken action in its businesses. On a one-step lower level, the thirteen college PROs should disseminate the information, solutions and decisions produced in the meeting of the Supreme Student Council immediately to avoid “misleading accusations.” If we may say, that is the proper way of representing students, in the Supreme Student Council. Imagine the SSC without students. Now, imagine students without the SSC. Which is better?
