Coming into 2020 I was feeling good about Anthem and its prospects. In B.C. the demand suppression taxes introduced by the NDP Provincial government in 2018 and the Federal government mortgage stress test, which confused the market, as well as the constipation of approvals and policy on the fly at the civic level following the last election cycle, were abating, and a new equilibrium had set in. Likewise, in Alberta, the adjustment from the implosion of energy pricing and the mortgage stress test were taking hold and absorption was up. In Sacramento, the housing market was solid. Income Property was doing reasonably well everywhere. With this market strength, Anthem was poised to have a great year. Enter COVID-19. By mid-March the pandemic risk was clear, and our society locked down in an attempt to contain the virus. Anthem closed its offices in all four core cities. Many of our tenants were forced to close their doors, at least temporarily. Our sales centres moved to virtual tours and limited appointments. Fortunately, we were able to keep all our construction sites operating, albeit with new safety protocols. Since early June there have been re-openings across our markets to varying degrees, but we have a long way to go, and there is a resurgence going on in many parts of the US, as the re-openings may have been too soon. Anthem’s go forward strategy is largely affected by how COVID evolves. The following synopsis and accompanying actions reflect our current thinking and expectations. Given the volatility of COVID, government policy and human behavior generally, we know that we will have to continually adapt this direction. March, April, May 2020 • Full lockdown everywhere. • Construction is deemed an essential industry so all our projects under construction carry on, albeit with less efficiency from COVID protocols – physical distancing limiting the number of people on site or parts of the site. • Municipalities and city halls struggle to adapt to COVID related lockdown, approvals are slow, city councils defer meetings, public hearings can’t proceed. • Government programs supporting individuals, businesses, tenants and banning evictions are a mixed blessing but help stem the economy from free falling. • Central Banks’ quantitative easing keeps interest rates low.
• Home sales here and there. • Tenants negotiate for rent relief. • Banks more or less grant deferrals of loan payments to help offset reduced to non-existent revenue. • Anthem micromanages its operations and financial position. Balance of 2020 • Re-openings grow in scope but retract and grow in direct correlation to COVID counts. • All of Anthem’s income properties, sales centres and corporate offices open up, and construction work continues, with all sites adhering to COVID protocols and direction from public health authorities. • Municipalities and city halls start moving again, permits are being processed but are still slower, city councils use Zoom to conduct online public hearings. • Home sales higher than in initial lockdown without deep discounts. Prices generally hold – there is no significant oversupply in any of our markets. • Some tenants will struggle, while others will prosper. Anthem’s retail strategy of focusing on food and drug store anchored community centres is positively impacted relative to others. •
Limited investment opportunities. Low interest rates, government support – help keep the property market intact.
• All asset classes in all our markets maintain a pulse. • Anthem continues micromanaging its operations and liquidity, steadily pushes sales of homes in active projects and continues to drive upcoming projects forward. 2021 • Possible COVID resurgence in the winter, but it is better managed and controlled than in the initial outbreak. • Medical treatments improve. • Possible vaccine introduction mid-year, with deployment stretching out over 6 to 12 months. • By mid-year international travel and immigration opens up, positively impacting markets. • Economy, markets and housing solidify. •
Anthem carries on as in 2020, but with gentle expansion of its operations. Some opportunistic growth for assets.
2022 – The Aftermath • COVID firmly under control. • The world is awash in printed money, but there is no inflation in the consumer basket. Interest rates stay low, reinforcing real estate investment as an attractive asset class.

• There is even some cap rate compression. • Home sales strengthen, reflecting continued low interest rates and pent up demand from people held back by the uncertainty during COVID. • All asset classes and markets solidify as people get on with their lives. • Anthem is in a strong position to grow. We are looking forward to the future. 2023 – Solid Growth • Capital markets are still awash in capital, yields are in high demand, immigration to Canada is at an all-time high, intensifying demand for housing in all markets. • Pre-buying in 2020 and 2021 is looking smart, as the flat COVID market limited growth in supply, and we go into a resurgence of demand. With this anticipated economic and market direction as the backdrop, we will focus on The Anthem Way, our business system, which, in addition to our diversification strategy, reflects our purpose, values, vision and mission, and the processes we follow to achieve desired results. The Anthem team maintains a relentless commitment to getting things done, learning and continuous improvement. I am encouraged by the recent settling down of aggressive civic policy adjustment, with a resulting resumption of getting approvals done through much of Metro Vancouver (notable exception in the District of North Vancouver) and the slow but steady demand for housing supporting prices close to pre-COVID levels. I am also encouraged by the thoughtful way many people are managing their lives around COVID lockdowns, with most observing the basic protocols, which will allow us to co-exist with the pandemic, lead our lives, learning and growing a little, being a little kinder, giving us a dash of hope, to carry us to that point, in the next year or so, when the virus is eradicated by a vaccine, better treatments or plain good luck. Finally, I am grateful for the support of our financial partners, tenants, customers, homeowners, service providers and our Anthem team for their commitment, rigor, collaboration and enthusiasm. Wilson, Burnaby, BC Wilson is a future residential development located in the popular Metrotown area of Burnaby. One of the most unique features of the community is the proximity to Burnaby’s Central Park, notable for its trails, sports and recreational facilities. Toys, Surrey, BC 10232 Whalley Boulevard is a 4.4 acre retail centre located in downtown Surrey. Currently leased with a Toys R Us and a Dollarama, the entire neighbourhood is undergoing redevelopment with many new mixed use office and residential projects underway. Future plans for the site include more than a thousand homes in three residential towers and two low rise buildings. The site is close to two SkyTrain stations and within easy walking distance to Metropolis Shopping Centre and Station Square. An application for development is currently in the review stage with the City of Burnaby.

An application for Rezoning and Development Permit is currently in the review stage with Coquitlam staff.

Residential Design Development Currie Barracks, Calgary, AB Currie Barracks is a 2.25 acre development within southwest Calgary’s new master planned community by Canada Lands Corporation, Currie. The project is located next to Mount Royal University and within walking distance to the Marda Loop shopping and entertainment area. Upon completion, Currie Barracks will include 39 townhomes and two five storey wood frame apartment buildings with 148 homes.

Anthem is working on a master plan proposal with the District of North Vancouver for the redevelopment of this site to include a mix of market, rental and affordable rental homes.

Long term redevelopment proposals include a residential transit oriented community with two towers comprised of condos, rental and affordable rental homes.
1724 Westmount Blvd, Calgary, AB 1724 Westmount Boulevard is a new community of 84 townhomes in the established and desirable neighbourhood of Hillhurst-Sunnyside. Whistle Buoy Brewing Co., Market Square, Victoria, BC Whistle Buoy Brewing is built on a tank to glass model, serving small-batch beer in their taproom and patio. Within a day of closing their doors, they had an ecommerce site up and running, partnering with a mobile canning company to offer beer delivery throughout Victoria and pickup through their window at Market Square. A completely new spin to their business model, including an increased volume of production, they’ve made over 1,000 beer deliveries since mid-March. Homework Club The Homework Club at Britannia Secondary School in Vancouver, BC supports the academic, social and developmental skills of inner city high school students by providing qualified tutors, a warm inviting supervised room for students to study after school hours, and active support and advocacy for students both in and out of school. Over the past few years, our Vancouver office team members have raised over $26,000 to provide Christmas and Spring Break care packages for the students. While the COVID-19 pandemic has forced the Homework Club to shut its doors for the time being, the hard working staff and volunteers at Britannia continue to advocate for the students. At Anthem, we’ve continued to support how we can from a distance, donating school supplies such as pens and paper so the students can complete their schoolwork remotely.
