On-street Free parking is a never ending demand which needs to be managed.
Crippled by parking woes, city awaits tech-aided solution
The portfolio contains works on critical analysing & intimate understanding of Vadodara City through various studies and surveys aimed to propose ’Strategic Mobility Plan’. This portfolio contains in-depth analysis on ‘Network Speed and Parking management proposals & policies’. The studio was aimed to provide understanding of strategic transport plan it’s preparation process. The data has been collected with respect to land-use , transport and socio-economic characteristics of Vadodara city. Based on existing situation analysis, a long term vision for the city is developed and alternative development strategies are proposed. Then these strategies are apraised to arrive the most optimal set of land use transport proposal for the city. The horizon year was set as 2040 for the proposals, two alternate scenario and one business as usual strategy was proposed. This portfolio contains work of scenario-1, Intervening the existing situation which solves the current problems and proposing for upcoming development in such a way it brings positive impact and changes for the city and its residents.

Administrative Boundaries:
The city of Vadodara is located on the banks of river Vishwamitri. It lies in the western part of the Vadodara district (Gujarat) and is its administrative headquarters and shares 5.13% of the district’s area i.e. 400 sq km.
Vadodara Municipal Corporation: Area – 153.75 Sq. km
Vadodara city is the predominant urban area in the district as it shares 88.2% (18,22,221) of its urban population (2011).
Vadodara Urban Development Authority: Area – 714.56 Sq. km
Being an Industrial centre, it is also known as the Educational hub of the Western India. It is also known as a gateway to Golden Quadrilateral because of it’s major rail & road connectivity to Delhi & Mumbai.

“The city of Vadodara currently does not have major congestion issues, other than bottlenecks
in city core areas and looking at the road pattern east west connectivity seems to be a major issue, however going by the growth trend the congestion is going to magnify, also the major reason being high rate of motorization of private vehicles, hence city needs the revival of existing public transport services and its reliability.

Due to high growth rate of Private Vehicles, and on streets causing danger to moving vehicles is a major concern.
- Parking facility for passenger as well as freight vehicles is very poor. - NH 64 & NH 48 (36 km) has 40% of total fatal accident of the city; which is happening because of the over speeding of freight vehicles. - Pedestrian are most affected in accidents having 29% share in total after 2W (60%) which is because of the poor pedestrian facilities. - Public transport is facing low rider-ship issue because of overlapping routes, poor infrastructure (less fleets, poor bus-stops). - Low mode share of PT (1%) results into high congestion, high carbon emission etc.

Vadodara’s level of Service when compared to other cities like Ahmedabad, Surat, Mysore is compartively very low. Low density roads, low area under road and high vehicular ownership is one of the reason for such low LOS. While the East-West connectivity of city is through core area having very high intensity commercial land-use along with less ROW causing congestion, bottlenecks, haphazard parking resulting in speed delays.

- Highest speed (54kmph) observed is on NH-48 connecting to Surat. - Lowest speed (10 kmph) observed is in core city area like MG road, Tilak Road, and CBD area comprising of race course circle, Old Padra Road, Alkapuri road, etc. - Ring road has speed higher than 21 kmph in morning while that is decreases up to 12 kmph on some stretch in evening .

Ultimate goal is to remove on-street parking and promote public transport rather than private vehicles.

“Presently, VMC and traffic Police together trying to manage parking issues caused by growing Private Vehicles in PARKING SCENARIO Vadodara. Off-street parking is paid while On-street parking is totally free to park. Side-by-side concern authorities are giving provision for On-street parking by marking yellow strips on road. Few parking are provided on footpaths, overspill of parking causes congestion and speed delays. Having future projections of Vehicular registration with same trend will have 2.5 times of vehicles as of present. Vehicles being parked On-streets reduces carriageway width, increases CO2 level, causes congestion, etc.
25% of Streets are On-street parking. 2.3 times is the projected Growth of Private Vehicles by 2040.

The Ownership of Private Vehicles is higher and consistently growing in Vadodara and lack of dedicated parking space has led to haphazard parking scenario in the city. Space under flyovers is getting utilized for parking .
• 2-W have increased 1.6 times from year 2011 to 2018 and are projected to increase more than double by year 2040. • Total 15 off-street pay & park locations provided by VMC, Railway, GSRTC and Private. • 18 On-street free parking locations. • Few of the inner city streets are provided with on-street parking, free of charge, on odd-even date alternate lane parking. • Legal and Illegal parking areas are marked and parking are done accordingly. Illegal parking are towed and fine are imposed. • There is a team of total 302 brigadier, 40 home guards and 70 Civil defence to manage traffic. Strategic Plan for Urban Transport System | Vadodara
Due to high growth in Private Vehicle Ownership city is lacked with Parking Spaces due to not following of GDCR parking rules, lack of law and enforcement related to parking causing issues like congestion, speed delays, Accidents, environmental degradation.

With Consistent growth rate of Private Vehicles, more parking spaces will be required in future which is an Infrastructural cost, affecting Vadodara’s economy and is a never ending demand. According to a Research paper survey 2016, it is observed that Vadodara people are willing to pay Congestion and parking charges if implemented to reduce congestion, and are also willing to change mode (which could be PT). It was designed originally as a walk-able market place enclosed by the walls.
Why to Intervene this area? - It is one of the most congested areas of the city with a high vehicular and pedestrian flow. - The average speed varies from 15 kmph to 10 kmph. - Road widths and gate dimensions do not support the streets function as an arterial street.
FORM AND FUNCTIONALITY: It is characterised a densely built character with 5 gates at the ends and intersections of the crossroads. The existing roads are narrow varying from 12m to 18m ROW.

Conclusion:
Parking issue can be solved through different ways. The first step is to take charge of public spaces, the introduction of parking management system attempts to provide hassle free streets contributing to safe mobility. The parking issue of Vadodara is multi-dimensional in nature varying from city core to CBD to rest of city. Availability of parking space is not an issue with Vadodara, it needs to be managed properly through a system using everevolving technology. The proposal of charging On-street parking on higher prices than Off-street parking will make change in peopleâ&#x20AC;&#x2122;s behaviour. Road design, plays a role in devising street parking spaces. Usually, the space between the carriageway and footpath is getting used for bus bays and parking. Footpaths are used for parking to manage parking demand in city. The current practice of free On-street parking needs to be changed. By changing parking space into a commodity, linking street parking options with existing structures in commercial & other establishments.
