The portfolio contains works on critical analysing ‘& intimate understanding of Hridaya Kunj’ through various studies and surveys aimed to ‘Understand the city’ from its planning, functioning, economical aspects and prevailing policies.

PREFACE

Mohan Karamchand Gandhi, an Indian activist who was leader of Indian Independence movement against British rule formed Sabarmati Ashram along the Sabarmati river is known as Hridaya Kunj. The Ashram was formed to help the Satyagrahi’s and to uplift/support Harijans (weaker section of societies during that time) who used to live along the Sabarmati river. Hence, there are residential areas formed during 1930 by Satyagrahi’s and Harijans. As a token of honour to Satyagrahi family’s employment is provided to their families in Ashram trust related activities. Even today immense importance is given to Ashram as all the politicians consider it as their temple and an example of patriotism. Sabarmati Ashram have played an important role in transforming this zone through its influence. Hence the policies are prestigiously designed and amended to conserve the essence of Hridaya Kunj. Hridaya Kunj, located on Western bank of Sabarmati river is a Special Planned development (SPD) zone is a large area identified for focused development around important structures and to control specific uses. Gandhi Ashram Comprehensive Area Improvement Scheme (GACAIS) is a special control regulation guideline for land-use in this zone. The zone is considered to preserve the character and environment of the area. The central part of this zone belongs to Trust Related to Gandhi Ashram Activities (TRGA) & AMC, while the surrounding area of Keshav nagar and Ranip comes under residential zone-1. The area along the 132’ ring road falls under transit-oriented development (TOD) while the slums of Ramapir Thekra are proposed for slum redevelopment housing project under Smart City mission. In reference to Hridaya Kunj and comparing it to other areas it can be inferred that Ahmedabad is now looking forward to meet its future demand. TP scheme played major role in managing land-use while the BRTS, AMTS and upcoming metro will make urban life more sustainable. The intervention of various policies and mixed-use development have played an important role in transforming Hridaya Kunj in a different way than other parts of city to understand the planning and socio-economic aspects.


Understanding the City Studio is a foundation course conducted by Faculty of planning at CEPT University equipping students with analytical, conceptual, methodological and communication skills. The studio focused on evidence-based learning by analysing the layers of city through strategically designed interviews, site visits and observations. Each student was given a precinct of one sq. km to critically understand the analyse the functioning on an urban area. There were 13 exercises designed for the course given a week for each exercise. Throughout the foundation course we studied various parameters of the city like land-use, streets, built-form & typology, public realm, Infrastructure, Income and Housing affordability, travel pattern. To implement an Urban project, we proposed a SPV (Special project vehicle) model to understand the cost of project and how revenue is generated through Urban projects. The data of site visits and surveys were mapped through various tools to get inferences which were presented among the faculty and students.

The precinct is located in Western part of city along the Ashram road with Gandhi Ashram and RTO as major landmarks. It is 5.6 km from the City’s centre and has an exclusive development as compared to other parts of city. The NH228 (Heritage Highway) starts from RTO roundabout links Sabarmati Ashram to Dandi, provides a fast mobility to Ahmedabad city connected via 132 feet ring road, New Ashram road and Subhash bridge (connecting East Gujarat). Population of Precinct is 158PPH/Ha.

HISTORY SABARMATI RIVER

Ahmedabad city was founded in 1411 along the river Sabarmati bank. It was an important water source for agriculture and cultural activities.

To support Revolutionaries, Sathyagrahis & to uplift Harijan society Mahatma Gandhi

Heavy floods of Sabarmati led settlement to migrate from river bank to inside agriculture land.

While the Ashram stays at the bank. Being, the main water source, the settlement happened along the river.

TRANSFORMATION ASHRAM ROAD IN 1940 The historical road led for Dandi March was constructed and named as Ashram road.

SUBHASH BRIDGE in 1973 Construction of new bridge gave relief to people to connect directly to other side of Ahmedabad.

There was no connectivity from East Ahmedabad to West till now, the people had to go D-route to other side. Internationally recognised Ashram was constructed with new Sangrahalya designed by renowned architect Charles Correa.

The bridge was constructed and opened when there was a heavy flood in Sabarmati.

POLICIES & DEVELOPMENT Ashram as a symbol of national significance, the surrounding area of area is planned under SPD (Special planned development). To conserve and preserve the essence of Ashram GACAIS (Gandhi Ashram Comprehensive Area Improvement Scheme) was formed by TRGA (Trust related Gandhi Ashram Activities) and AMC. This led to establishment of Institutional zone in Hridaya Kunj zone. Now, Ahmedabad is looking forward by developing area and by providing Metro station to promote Tourism, TOD ( Transit Oriented zone), Smart City Mission to uplift slums and SRFD (Sabarmati River-front development) as Recreational cum mixed-land use development.

Government moved slum dwellers from the Sabarmati river bank to different locations, out of which Ramapir thekra is one.

Conclusion

Land CharacteristicsSince, the Majority of land within this precinct belongs to Ashram’s trust, Gujarat Government & AMC. There are total 109 urban plots in this zone. Out of which 25% of land area are Public and 75% are private. The areas of Government & trust land are much larger as compared to public lands in area wise, while private land parcels are more in number. As per Development, 24% of area is Residential, 41% vacant land and 20% Institutional area. RTO Ahmedabad

Conclusion-

This zone is an outlier while compared to other areas of city. This zone is focused for Institutional use and a major Infrastructure as a median to connect East Ahmedabad to west, connects Sub-Arterial to Arterial roads. A cultural heritage zone for its historic value. Hence, the decision for keeping such land parcels within city for Special development is a good idea to meet future needs and demand. The FSI of land in this zone is average while comparing to other areas. Land parcels along the roads and in TOZ have maximum FSI of 4 which is lucrative for developers because of Smart City mission development along the TOZ.

Recently, AMC has taken a decision in Waste collection process by replacing Silver bins by Secondary bins so that the waste collection happens door-to-door and there is no spill over of garbage along the roads. There is contrasting picture came in picture while comparing the Secondary bins usage in Keshav nagar and societies of Hridaya Kunj, the people in Hridaya Kunj utilizes the Silver bin very efficiently and throws the garbage in bins while in Keshav nagar people throws it outside the bins. Hence, open dumping can be concluded as the people’s way of living from society to society, awareness towards environment and cleanliness. The waste generation quantity is equivalent to the quantity of bins provided in the zone.

Refuse Transfer Station present in front of Ranip BRTS collects all the waste of West Ahmedabad zone. The waste from door-todoor is collected, compacted and then sent to Pirana Landfill site. There are total 5 refuse transfer stations in Ahmedabad which are established by AMC and runs by contractors. WOW a waste recycling centre is also established in precinct along the 132 feet ring road near RTO circle for recycling of electronic, paper and other recycled waste.

The Ashram being 55m in ROW is provided with double Sewerage network underground with manholes on both sides. While the other roads are provided with single side manhole. The Precinct consists of AMC Sewerage Pumping house in Keshav nagar where all the Sewerage is connected and pumped to Sewerage treatment plant. The network is well designed with it’s connectivity to STP. The manholes are in good condition and almost flat along the Ashram road allowing traffic to move fast without any disturbances. While the manholes in internal road are in fair condition. 38


How the intervention of development Schemes & Policies results towards equity? Policies plays an major role in transforming urban areas. The study throughout explains that every transformation has an economic, social and spatial challenges to develop a land-use and all developments are done to create a balance relationship between all Income group, age, gender, etc. In case of Hridaya Kunj, three distinct scenario can be seen in development 1. Central area as an Institutional & Ashram trust residential area (towards Best in Institutional and Capacity buildings) 2. Slums Rehabilitation through Smart City mission (to uplift living conditions) 3. Residential area of Keshav Nagar ( R1 Zone) 4. TOZ @ 132’ ring road ( for mixed land-use development) All these development have distinct policies and schemes for development. Slum rehabilitation, conservation of Ashram trust land and buildings, promoting pedestrianisation all these are the real examples which shows the fair play of government in Hridaya Kunj in terms of providing Infrastructure and facilities to the people. Hence, it can be inferred that Hridaya Kunj is kept under Special Planned Development zone because of its historic roots & importance which is helping its development through various polices and Schemes as mentioned on left page. The development is slow SPD zone, while TOZ is a fast developing area and upcoming metro station at RTO circle will boost the mixed land use development. The empty land parcels belongs to Government which are proposed for Cultural and Social public spaces. Hridaya kunj also provides fast mobility to the people traveling from East to West Ahmedabad.
