Thiswhakataua¯ki representsthe inalienable relationship of the hapu¯andiwiofthis regionwiththe WhanganuiRiver.

InMarch2017legislation waspassed in Parliamentestablishingaunique legal status fortheWhanganuiRiver, thatof Te Awa Tupua. Underthis new status, theriveris recognised asanindivisibleandlivingwhole. Comprisingallofthesmall streams andlarge streamsthat come together to formtheWhanganuiRiverfromthe mountains to thesea,incorporating allitsphysicalandmetaphysical elements.

Indoingso,the Te Awa Tupua (WhanganuiRiverClaimsSettlement) Act2017 establishes a frameworkat law to supporttheinnate valuesof theWhanganuiRiverpractised by Whanganuihapu¯andiwi for centuries. These four values,called Tupua Te Kawa,nowguideallactionsand decision-making to provide forthe healthand well-beingofboththeriver anditspeoples.

Theparadigmshiftsfrommerely speakingabouttheriver to actively speaking to theriverasa community ispowered by thisnew statusandthe

time-honoured valuesof Tupua Te Kawa

“Kauae ko¯reromo te Awa,me ko¯rero ki te Awa” -“Donotmerelyspeakof theriver,speakinstead to theriver.” Thatis, relate to theriverandseekits guidanceinallthings.

Thefirstofthe four valuesis“Ko te awa te ma¯ta¯punao te ora”–“The riveristhesource ofspiritualand physicalsustenance.”Hapu¯andlocal communitiesshareanemotional attachmentwiththeriverasmuch asaphysicalone. Thisemotional connectiondrivesourdutyofcare toward theriver.

Thesecond core valueisindivisibility: “E rere kaumai te awanuimai te ka¯huimaungaki Tangaroa”–“The greatriverflows fromthemountains to thesea.”If we are to addressthe river’s needs, we mustaddressthe riverasawhole.

Thethird value relates to the longstanding relationshipthat Whanganuihapu¯andiwihave withtheriver.Hapu¯andiwiare inextricablyintertwinedwiththeriver.

Thetribalmaxim“Koau te Awa, ko te Awa ko au”–“Iamtheriverandthe riverisme”speaksofa responsibility to care fortheriveroutofwhakapapa (kinship)withtheriveritself;a responsibilitythatcanneitherbe conferrednor removed.

The fourth valuespeaksofthesmall andlarge streamsthatflowintoone anotherand formoneriver:“Nga¯ mangaiti,nga¯manganuiehonohono kauanahei Awa Tupua.” This value recognisesthatall communitieshave aninterestinensuringthehealth and wellbeingoftheriver.Itisan affirmationthateachofthe streams (communities)oftheriver remain steadfastinour collaboration to that end.

Thus,adutyof responsibilityand careiscreatedacross communities of theriver– to actively collaborate overthehealthand wellbeingofthe WhanganuiRiver, Te Awa Tupua. Mostimportantlythe collective responsibilityinherentin Tupua te Kawa willbind,educateandguide successivegenerations to agreater andmoreinclusivediscourse over sustainabilityofnatural resources locally,nationallyandglobally.

Youneed to register yourdog: •whenitturnsthree-months-old •orwhen youfirstgethim/her •andthereafteron1Julyofeach year.

Alldogsmustalsobemicrochipped oncethey reachthreemonthsofage. The councilhasagraded registration fee structurethat recognises responsibledog ownership,neutered dogsandpromptpayment. Forany dogturningthreemonthsofage duringthe yearapart-feewillbepaid basedonthenumberof complete months remaininginthe registration year.

If youhave moved to theWhanganui districtwith your registereddog ordogs, youwillnotneed to pay your registrationuntil1July2022. However, pleaseletthe councilknow of youranimal’sarrivalassoonas practicablypossibleso registration canbetransferredfrom yourprevious authority.
