C O N T E X T This section looks into introducing Sunshine to the reader. It covers the proximity of Sunshine within the Greater Melbourne Area of Victoria, Australia. It also introduces Sunshine in terms of who makes up the area and how it was made, as well as introducing the significant areas that can be found within the chosen precinct area. 4

The city of Sunshine is located 14.3km from the Melbourne CBD. There are two main ways to get to Sunshine and that is through driving using Ballarat Road or by public transport through riding on the Sunbury Line.

The area thrived under the John Darlington & Sons flFlour Mill until the late 1960’s, when it was acquired by another company, Allied Mills (Ford, 2001) .

The factory is now being used by different companies as a dance school and & hall (Montanasa Studios), a trade school (Ashley Institute of Training) and two churches (Imagine and Grace United Church).
THE SUNSHINE HARVESTER An aspect of Sunshine that really establised the area on the map was when Hugh V. Mckay created his agricultural machinery factory in Sunshine, greatly changing the urban landscape and its economy in 1904 (Museum Victoria, n.d.). Sunshine Harvester Factories

AMENITIES This section looks into the dwelling typologies of Sunshine, as well as the general amenities that is provided for the use of the community. We have also mapped related areas of interest outside of the precinct area. 8
URBAN ANALYSIS
It was a very important that within our initial analysis of the site and through exploring it, that we identify as a group what we recognise as the main activity centre within the region. It was quite clear to us that Hampshire Road presented both evidence and more potential on being the centralised hub of activity and so we have highlighted that area within our maps. Looking through the zoning map, this area is also within the major activity centre zone of Sunshine. Sunshine is currently being rezoned to expand their activity centre zone within a 30m buffer from residential zones to notify any new construction of building or carry out work of land (DELWP, 2018). The rezoning is part of the Victorian Planning Authority’s recent intervention to create an activity and economic centre within the vicinity of Hampshire Road (VPA, 2017).

We define green spaces as areas that have little to no developments on them. (Some of the areas have clubs and facilities near or within the vicinity and others, like the Old Municipal Building in particular [point 13 in the introduction map] have buildings that they have or are currently in the process of demolishing). Although our defined precinct area does not really present many green spaces, there are quite a lot of spaces just outside the vicinity. Many are used by the community for recreational purposes, as some contain bbq areas, skate parks, play grounds, sports grounds etc. It was a little hard to observe if the areas were activated during our site visits as it was often cold and raining, but it would be interesting analyse and activate the site further in terms of creating a healthy precinct.

group households which emphasises on the reason behind the different styles and types of housing to accommodate individuals within Sunshine.
I N F R A S T R U C T U R E : R E S I D E N T I A L A N A LY S I S According to the ABS, the different types of tenure in Sunshine ranges from owning the dwellings outright to not having the tenure stated in the statistics. This indicates the gap that needs to be further understood within this information and can be fully investigated on for the next part of this report. From the ABS, rented dwellings as well as dwellings owned outright are the prominent tenure type, sitting at 39.7% and 28.8%, respectively. With regards to weekly payments of rent in Sunshine, Sunshine sits at a median of $300 AUD per week in comparison to a median of $325 AUD per week in Victoria as a whole (ABS, 2016), with a difference of $25 AUD. On the other hand, dwellings which are owned outright with a mortgage sits at 26.9% with a median monthly mortgage of $1600 AUD in comparison to Victoria’s $1728 AUD, with a difference of $128 AUD, indicating that the standard of living of Sunshine is almost on par with that of Victoria. As mentioned, due to the gentrification that Sunshine is heading towards, the prices are likely to increase as time continues. Hence, the aim is to maintain affordability as well as having local and state governments determined to make the place safe and continue the inclusivity which Sunshine have always took pride in.

THE ARCHITECTURE OF

e n i h s n Su To reflect on the culture and identity of Sunshine’s demographics, the housing types also falls into this category as shown in the images.
I N F R A S T R U C T U R E : D W E L L I N G M A P A N A LY S I S Besides the various housing types, there are three major dwelling structures which makes up Sunshine. The detached or separate house, the semi-detached house and apartments sitting at 67.9%, 22.5% and 9.4%, respectively. The map reflects the statistics and demonstrates the predominant dwelling structure -separate houses.
The housing typologies in Sunshine ranges from Victorian style to Californian bungalow to the modern designs over the period of the 1860s till present.
It is interesting to see that there are beginning to be many clusters of semi-detached structures close to the Hampshire Road, which we have identified as the activity centre of Sunshine.
Residential dwellings continue to develop as the suburb continues to grow in number with gentrification on its way.
This is seemingly becoming a popular trend in the developing areas of Sunshine, where a lot of house are bought for their lot and the existing dwelling is removed if it is not heritage listed/protected. After the existing home is demolished, a subdivided set of homes will be built on the site. Since a lot of lots within sunshine sit at around an average of 800sqm, it is possible to build two to three, or sometimes four units within the property boundary. As Sunshine continues to establish itself in various forms to fit into what’s best for the community as well as being part of Victoria, it is crucial to highlight the importance of two of the branches of infrastructure within the precinct – residential and amenities. These two aspects of infrastructure continues to aid the progression of the multicultural 4.9 km squared suburb, and finding a balance between both aspects will become challenging and imperative to the future development of the area.
Most of the houses that were built before the 1900’s and that have survived are currently heritage listed. Within the local government area of Brimbank, there are approximately 200 properties that are heritage listed and some within the documentation process. (VHD, n.d.) Most heritage listed properties that were made beyond the 1900’s were the Californian Bungalows that were built within the early 1900’s. HEALTHY STUDIO SUNSHINE PRECINCT

RESIDENTIAL GROWTH ZONES Throughout our general study of Sunshine, we found many large empty lots and some construction sites. If other areas of the zoning map is removed and only the residential zones are kept, it can be analysed that many of the defined boundaries next to the activity centre zones have actually been classified as Residential Growth Zones. This was introduced under Amendment C123 and promotes that the area have increased residential development (low to medium density housing), promote urban renewal and that the area must offer good access to local activity centres and town centres. (DELWP, 2017). There is definitely a correlation between where they have created the new residential growth zones and their proximity to the activity centre and hopefully we can utilise these in our proposal.

L A N D U S E M A P A N A LY S I S The land use within the precinct can be defined into six categories which are residential, commercial and retail, institutional and public use, recreational, industrial and mixed land use. In addition, some of the areas in our site are vacant. The land use in the precinct is very distinct. The distinct land use area are defined by two major roads in the precinct, which are Hamsphire Road and Ballarat Road. The commercial area dominates the precinct from the west of Hamsphire Road while the residential area dominates the precinct from the east of Hamsphire Road. Major Institutional land use, which are the educational institution, are located at the north of Ballarat Road, north of the precinct, while the major commercial and residential area are located at the south of Ballarat Road. Other institutional areas, such as temples and car parking, and recreational area are mixed within the commercial and residential area. Some vacant factories which considered as industrial land use are located at the top left corner of the precinct. The next set of analysis data looks into the amenities provided within the Sunshine Area, from Commercial and Retail areas, to the Institutional and Public Spaces. Which asks the question:

MAPPED AMENITIES It is quite clear that from this map that the activity centre that we had highlighted earlir proves to be the heart of Sunshine. Various amounts of the mapable amenities within area sit within and around the boundaries of Hampshire Road.
Ethnic
There are also two major Department stores within the precinct and those area Sunshine Marketplace and Sunshine Plaza. They are open for most of the day, especially in the case of Sunshine Marketplace, as it also contains a Village Cinemas and movies often run till midnight. This means that this area also has the potential to become a 24 hour entertainment precinct. Another interesting aspect that shows within this site are the significant amount of ethnic grocers that cater to the local and visiting population within Sunshine, as well as the thriving amount of ethnic restaurants as well. We only mapped out ethnic grocers and restaurants if theirname explicitly promoted a cultural name or aspect that related to what they were selling, but we do recognise that a lot of the retail stores within the areaa alswo cater to the multicultural population.

Upon further analysis of the ethnic grocers within the area, we see that most of the grocers are centralized to the precinct, and become sparse as you move away from Hampshire Road, leaving a large area in our precinct outside the 500m walking catchment, making it inconvenient for people in the residential zone of our area to reach a grocery store. There are a number of ethnic based grocers, with Vietnamese based being one of the most common, which maybe a result of the demand since immigrants from Vietnam have the percentage in Sunshine. Indian and Middle Eastern grocers are the second most common in the area. The data was differentiated if the name on the sign of the grocer specifically mentions or is written on the sign, determining the type of ethnic produce they sell.

Ballarat Road’s laneway extends to 39 metres with three lanes on each side. There are only a limited amount of safe pedestrian crossings and because of that, a lot of people jaywalk the 70kmph zone.

Parking bays are a dominant figure in our area with 7 formal parking bays and on street parking along Hampshire Road and Devonshire Road. There is also one multi-storey car park near the shopping centre. The demand for parking is high with many of the parking limits the time to 30 mins. The data locating the parking times was collected based on signage in parking areas. Undefined refers to parking bays that have no signage or have more than one time of parking.

I N F R A S T R U C T U R E : R O A D S A N A LY S I S Throughout our initial study of Sunshine and the surrounding area, we have identified a very strong defining aspect of Sunshine. It is a very car-dependent city. The area has two main arterial roads, Anderson and Ballarat Road, and the surrounding railway tracks isolates the city centre from certain parts of the area. There is great difficulty for pedestrians to access amenities, especially with the residents that live/work/study within the northern part of the precinct. Distances between crossings can go over a kilometer. Some crossings do not have pedestrian lights or indicators along Ballarat Road, which is an issue of safety. There are many pedestrians who would rather choose to jaywalk across parts of the street rather than walk further down the road to get to a proper pedestrian crossing. Most actions created by the VPA are mostly short term interventions made to increase connections between the industrial and residential areas in the north and south of Ballarat Road. (DELWP, 2018)

? e n i h s n Su According to the Socio-Economic Index for Areas (SEIFA), Brimbank is one of the 11th disadvantaged cities in Australia. 11.9% of the population above 15 are jobless making in Sunshine the second highest rate of unemployment in Metropolitan Melbourne (ABS, 2016). The data compares the difference between the 2006-2016 industry changes in Sunshine. Food, accommodation and retail are all industries where the majority are taken in part-time positions which are the 1620 part-time labourers in Sunshine (ABS, 2016). Brimbank has an estimated 2,230 hectares of industrial land which approximately takes up 10% of the metropolitan supply. However, manufacturing jobs have gone down by 5.3%.

Our chosen precinct area also covers two main stations that can be found within the area, Albion and Sunshine station. Although there are many bus routes that cover the area, majority of the bus routes cover only the main arterial roads, leaving majority of its users to walk a further 10-15 mins max to their homes/destinations.

BUS STOPS MAP I N F R A S T R U C T U R E : T R A N S P O R TAT I O N Sunshine has good public transport service with a total of nine bus routes going through the precinct, two of which are night buses that run from the city after normal services have been terminated for the day. Three of the bus routes go through the city and some of the smart buses that pass through Sunshine go even further than the city. Ideally, the walkability catchment would be 500m between each stop to recreate the principles of the 20 minute neighborhood. Through our bus stop map analysis,
some of the distances between the stops exceed 500m, sometimes reaching 600m. Although, there are a lot of buses, in terms of frequency, the most common frequency bus intervals are between 21-39 minutes. This is how long people have to wait between buses, in approximation.
The data was collected for the longest consistent frequency rate, from 10:00am 6:00pm where bus arrivals are set to a certain interval.
The extended spacing between stops combined with the long interval may be a deterrent for some to use public transport.

This section looks into what makes Sunshine the multicultural hub that it is known to be. It looks into the national origins of its population, from ancestry to countries of birth, as well as the religious affiliations of the populace within the vicinity of the area.

68% of the local population of Sunshine have claimed that they have a religious affiliation, with the top three deviations being of Christian, Buddhist and Islamic affiliations. 32% of the population have claimed to have no religion or haven’t stated an affiliation.

The percentage of people participating in non-organised physical activities is 65.8%, while the percentage of people who are participating in organised physical activities is only 22.4% (PHIDU, 2014). Organised physical activities imply to physical activities that are organised by a fitness centre and recreational centres. Three of the most popular non-organised activities in Brimbank are walking (48.1%), jogging (12%) and fitness (gyms) (8.9%) (PHIDU, 2014).

WHERE CAN PEOPLE GO TO GET FIT? This map illustrates the distribution of gyms and recreational centres in our precinct. As there are relatively less people participating in organised physical activities, the lack of and the disorganised distribution of gyms and recreational centres are possibly one of the factors resulting such phenomenon. Within our precinct, there are only three gyms and four recreational clubs. However, as shown in the map, the gyms and recreational club are not evenly distributed. For example, there are two gyms located near Anderson Road and there are three sport clubs spread throughout the map. Therefore, such distribution may affect the accessibility of different neighbourhoods towards these gyms and recreational centres. There are a number of recreational centres which includes public gyms, swimming pools, outdoor sports facilities and a new skate park with a basketball court recently opened to the east of our area. All these amenities are all within the recommended catchment of 400 metres created by DELWP to increase walking within an area.

LO C A L YO U TH S E RV I C E S As we have addressed services relating to general health and fitness, the Visy Cares Hub located within the heart of our precinct’s activity centre focuses on helping out the local youth community. Even though the average age of the residents of Sunshine is above the average age of Melbourne, 34 to 27 respectively, a third of the residents of Sunshine are still under the age of 25. The hub provides various services to youths that may need it, from mental health specialists to help with drug and alcohol abuse. The centre also helps with problems that may occur regarding situations of different cultural backgrounds to even help with education and employment. The centre really helps out the local youth, especially as the unemployment rate of Sunshine is 3.6% higher than the state average, 10.4% to 6.8%.
DRUG AND ALCOHOL ABUSE We have found many areas around our precinct that led to signs of alcohol and drug abuse, but these photos were taken underneath the H.V. McKay Bridge, where restricted access areas were broken and people loitered around. Photographs by Arianna G.

A N E CO N O M I C A N D E M P LOY M E NT P OW E R H O U S E The Victorian Planning Association have recently released a Precinct Structure Plan that promotes Sunshine as Victoria’s newest National Employment and Innovation Cluster. With this comes many changes that will benefit the precinct, with more jobs and developments being fasttracked within the area. To name a few of the goals from the PSP: (VPA, 2017) A future employment and investment attraction strategy for the Sunshine Cluster to promote investment and renewal opportunities that target jobs. Encouragement of widespread tree planting of publicly owned land throughout the Sunshine Cluster. Increased open space, connections and other uses along Melbourne Water and transmission easements and through strategic site redevelopment. There are a lot more planned strategic outcomes for this area and we’re looking forward to aligning our proposal to the existing strategic outcomes outlined within this document.

Although what is outlined within this document does not directly affect our chosen precinct area, the strategic outcomes outlined within this document and the current strategies and developments that are happening along with it will change the urban landscape of Sunshine within the near future. It is outlined that a lot of the area within the outlined site and the surrounding area will provide business and services to the Student Health Wellbeing and Education Precinct (SHWEP) (VPA, 2017). Another major change that will occur and one that we had addressed earlier was that a lot of the surrounding areas are going through some zoning amendments, changing much of the general residential areas into residential growth zones. This in turn will provide those who will work and study within this area a place to live nearby. We believe that addressing and learning about this precinct structure plan would be imperative to our future proposal as we are part of the Healthy Precinct Studio and the visions outlined within this PSP will greatly align to the nature of our studio. We can also learn from the analysis carried out within the PSP and learn to apply its strategies and approaches to our own data.

SUNSHINE IS GOING THROUGH A SEASON OF GENTRIFICATION. It’s very clear that Sunshine is going through a season of massive change. There are two major precinct structure plans running right now within this area of Sunshine and the surrounding local government area. It is going through many major developments, in both its population and in its facilities.

We have established a lot of evidence that our precinct area and the surrounding vicinity is a heavily car-dependent city. Despite the fact that there are a significant amount of public transport routes throughout and around the precinct, cars maintain being the dominant mode of transport due to the vast supply of major and minor roads within the area, as well as the immense amount of car parks.

The housing typologies of Sunshine create for an interesting urban fabric of different time periods, styles and cultural & personal identity. Alongside the housing typologies, the amenities that we have identified within the area attempt to be inclusive and multicultural as the population and community recognises that it is an area representing many countries and cultures. A LOT OF POTENTIAL IN TERMS OF MAKING A UNIQUE HEALTHY PRECINCT. Despite the fact that there are already many plans in place that are working towards making a better Sunshine for the surrounding community, we have found many different aspects of Sunshine that could pertain to be useful to making our precinct a unique and better Healthy Precinct. It seems that much of the groundwork that could potentially work into the proposal is already present within the area and we look forward to promoting Sunshine as Melbourne’s newest healthy precinct.
