POLICY & ADVOCACY
As the state’s most trusted authority on health care, the AHA has a seat at the table for all major policy initiatives, with the goal of making improvements to enhance individual patient care and public health for all Arkansans. Through the AHA, Arkansas hospitals present a united voice to lawmakers and regulatory agencies.
HOW DOES THE AHA ADVOCATE FOR YOU?
• Monitors all proposed federal and state laws and regulations, commenting during the rulemaking process with support and/or objections in the interest of our members and the patients they serve.
• Crafts legislation favorable to the patients of Arkansas that also supports our mission and vision.
• Intervenes in lawsuits to offer insight into the broad implications of court decisions on patients and the health care system.
• Maintains relationships with legislators, regulators, and their staff members. This keeps the hospital perspective front and center in their minds at all times.
2024 ADVOCACY HIGHLIGHTS
• Continued our work with Medicaid officials on the UPL Medicaid Provider Assessment program.
• Maintained existing relationships – and forged new ones – with executive branch officials and state agencies that have rulemaking authority over hospitals and the health care system.
• Continued to work with and assist the Health Systems Pharmacists as they advocate for hospital patients’ access to affordable drugs and therapeutics.
• Continued our work with the Arkansas Department of Human Services in the development of the ARHOME program’s Life360 HOMEs.
• Provided expert testimony in legislative committee hearings on an array of topics vital to hospitals.
• Worked with various state agencies to promulgate regulations or implement processes in response to laws passed in the 2023 session, most notably:
• Rural Emergency Hospital licensure regulations.
• Prior Authorization enhancements.
• Regulations amending the reduction of the minimum number of training hours for licensure of a community paramedic to 160 hours.
• Enhanced data gathering and reporting to address hospital and health facility workforce shortages, particularly in nursing roles.
• Medicaid and commercial insurance reimbursement for depression screening of pregnant women.
• Appropriate expansion of the Safe Haven Act (baby boxes).
• Reimbursement by Medicaid and commercial insurance for newborn screenings added by the Arkansas Department of Health.
• Reimbursement by Medicaid for behavioral health services, including both screening and treatment, in a hospital outpatient setting.
• Prohibited any insurer from leasing, renting, or selling a health care contract or provider network

• Appointment of the GME Expansion Board and related regulations.
• Created a competition among hospital regions to raise money for the AHAPAC. Donated more than $30,000 to 81 candidates from PAC contributions.
• Continued advocacy to ensure that Medicaid fraction definition at the federal level does not harm Arkansas hospitals with reduced DSH payments and limited 340B-covered-entity eligibility.
• Ensured that the Department of Human Services, Division of Medical Services appropriation for Medicaid Expansion, which requires ¾ vote, was approved in the Fiscal Session. (SB 19 – Act 161 of 2024).
• At the Request of United States Senator John Boozman, served as moderator for a statewide panel to discuss maternal mortality and potential solutions. Panelists included Governor Sarah Huckabee Sanders, Congressman French Hill, Senator John Boozman, and a host of clinical experts.

• Supported outside counsel in protecting the UPL supplemental program from an attack by Physicians’ Specialty Hospital in the Arkansas Court of Appeals (2023 Ark. App. 197).
• Worked closely with the Arkansas Insurance Department and stakeholders to protect Arkansas’s 340B hospitals, other covered entities, and contract pharmacy relationships.

• Worked with the American Hospital Association and 340B Health to file an amicus brief on Act 1103 of 2021 (340B Nondiscrimination Act) in federal court in the Eighth Circuit.
• Upon the favorable ruling from the Eighth Circuit Court of Appeals, collaborated with various stakeholders and the Arkansas Insurance Department to enforce Act 1103 of 2021.
• Began preparing for an amicus brief filing to protect hospitals from predatory actions in releasing medical records to patients under the “Patient Right to Know” act. ( Baldwin v. St Vincent’s Medical Group )

AHA ANALYTICS
ANALYTICS
AHA Analytics, the Arkansas Hospital Association’s data services program, provides access to timely and accurate data and statistics for hospitals, offering members indispensable tools for strategic planning and quality improvements.
2024 HIGHLIGHTS
• Supported 78 member hospitals’ participation in the AHA Analytics interactive discharge data program, which gives users access to a wealth of unique information that supports many aspects of health care, from reducing avoidable readmissions to planning service line expansions. Most recently, Dardanelle Regional Medical Center and Unity Health – Jacksonville joined the program.
• Worked with members and the Hospital Industry Data Institute (HIDI) to expand the AHA Analytics discharge data program to include outpatient data beyond Emergency Department visits. In 2024, 24 hospitals were participating in this voluntary program with White River Medical Center and Stone County Medical Center joining the program this year.
• Partnered with HIDI to develop the Social Determinants of Health Dashboard. This program will launch in 2025 and allow members to access adolescent health data that influences health outcomes in their communities.
• Collaborated with DataGen to refresh 2024 Economic Impact Reports for member hospitals.
• Oversaw data collection and results reporting of the Annual Compensation and Benefits Survey, in partnership with Gallagher Surveys.
• Distributed and supported the administration of the AHA Annual Survey, in partnership with the American Hospital Association and the Arkansas Department of Health.
• Provided analytic support for various policy and advocacy activities, including monitoring Medicaid Upper Payment Limit, the AHA’s return on investment calculations, and analyses to inform Medicaid rate discussions.
• Provided data for the annual statistical issue of Arkansas Hospitals quarterly magazine, available in both print and digital formats.
• Provided CMS policy analysis to member hospitals for Inpatient Prospective Payment System, Outpatient Prospective Payment System, Wage and Occupational Mix Index, and Home Health Prospective Payment System rules in collaboration with DataGen.
• Launched the AHA Vitality Index Payer Scorecard interactive dashboards for AHA member hospitals. These new dashboards allow users to easily aggregate and analyze claims data including prompt payment, reimbursement, and denials. The AHA Analytics program currently supports 36 member hospitals.

OFFICE HOURS FOR MEMBERS
The Arkansas Hospital Association is proud to offer weekly office hours through the AHA Analytics Program, providing personalized support to our member hospitals. These sessions are designed to help members maximize the value of the program’s powerful tools and resources. Led by the Director of the Analytics Program, the office hours create a collaborative space where hospitals can explore solutions to critical challenges, including market share analysis, quality of care improvement, and payer reimbursement strategies. This hands-on support ensures members can leverage actionable insights to drive informed decision-making and advance their organizational goals.
EDUCATION & NETWORKING
Providing in-person and online learning opportunities for members, the AHA offers cost-effective courses, each tailored to a specific hospital role. Our Annual Meeting features industry experts and other thought leaders, who present on trending topics and best practices, and it brings our members together for networking and collaboration.

An in-person full-day Infection Prevention Bootcamp , and two virtual infection prevention events.

Certification in Infection Control (CIC) Prep Course, including one in-person event and eight virtual events. The cost of the CIC exam will also be reimbursed by AHA for those that successfully complete the exam by March 1, 2025, resulting in $1,500 total cost savings per participant.
• 99% of member hospitals and institutions attended at least one AHA educational event with more than 4,500 individuals attending in-person and virtual events.
• Partnered with 15 hospital associations across the country to offer a virtual series promoting leadership. Speaker fees for the series totaled $30,000, yet through sponsorship by AHA Services, AHA offered this series at no cost to AHA members. Continuing medical education, continuing nursing education, pharmacy hours, and ACHE qualifying education were offered at no additional cost.
• Utilized grant monies awarded to AHA from the Arkansas Department of Health (ADH) to offer one, two-day conference on hospital preparedness as well as planning meeting for the state’s 41 hospital regional leaders and secretaries, readiness and response coordinators, nursing home representatives, clinical advisor committee members, ADH representatives, and AHA’s emergency preparedness representatives.
NOTEWORTHY EVENTS
• Hosted the annual, two-day Emergency Preparedness Forum with more than 160 individuals in attendance each day. Presentations focused on a variety of topics including crisis communications, preparing for the next pandemic, and an ACHE in-person education hour panel focused on cybersecurity, among others. AHA secured $54,800 in Healthcare Preparedness Program (HPP) grant funds for this event.
• Offered to our member hospitals the opportunity to attain more than 150 hours of continuing education credit accredited American College of Healthcare Executives (ACHE) education, engineering, human resources, materials management, medical staff services, nursing, risk management, pharmacy, physician, ethics, quality, legal, and coding. Of this total number, 7.5 hours were ACHE in-person education and 30 hours were ACHE qualifying education. In addition, more than 10 hours of networking experience was offered.
• Provided staff assistance to 13 affiliated organizations in the production of in-person and virtual events, managing online event registrations, creating newsletters, websites, listservs, and managing board meetings, conference calls, and communications to members, consisting of more than 650 hours of staff work time.
• Hosted the 2024 AHA Annual Meeting in Little Rock on October 30-31. This year, the two-day event added vendor tables for the top three levels of event sponsors, a virtual trade show for all sponsors and supporters, and a VIP “meet and greet opportunity” with the keynote speaker for AHAPAC, Affiliated Group presidents, and AHA hospital CEOs. AHA’s annual awards were presented at an Awards Luncheon; specialty sponsorships were added; and a 1.5 ACHE in-person education panel was held on Thursday afternoon.
• Hosted the six-state Mid-South Critical Access Hospital and Rural Hospital Conference in Memphis, TN. Participating states included Alabama, Arkansas, Kentucky, Louisiana, Mississippi, and Tennessee. Topics included communication and verbal deescalation; a legislative and regulatory update from the American Hospital Association; the landscape of rural health; a hospital’s response to a mass casualty event; transitioning to a rural emergency hospital; preparing for the next pandemic; and inculcating a culture of quality and regulatory compliance.

2024 HIGHLIGHTS
• Healthcare Quality Improvement Contract with TMF and AFMC was successfully completed in September with 52 of our members meeting the contract improvement goals in reducing hospital acquired conditions and readmissions. Throughout the work, we also focused on patient and family engagement, health care equity, and eliminating care disparities.
• In partnership with the Office of Rural Health, reconvened the Critical Access Hospital (CAH) Leadership meetings.
• Convened the inaugural AHA Quality Advisory Committee in 2024 with 16 members from various hospital types to provide input and advise on quality improvement support needs.
• Created a CAH Quality Reporting Guide as a resource for new and existing hospital quality staff.
• Promoted the Emergency Department Pediatric Readiness Recognition Program through the Arkansas Department of Health and hosted an informational webinar.
• Partnered with the National Association for Professionals in Infection Control to offer discounts for memberships to staff at our member hospitals for the third year.
• Continued to provide monthly, virtual Quality Forums for our members to help them sustain their focus on quality and the topics that impact payment through the Value-Based Payment Program, the Hospital-Acquired Conditions Reduction Program, and the Readmissions Reductions Program. We also provided continuing professional development hours for the forums.
• Statewide Patient and Family Advisory Council: Now in its fifth year, the PFAC continues to be a forum for supporting patient and family engagement. AHA also cohosted a statewide Patient and Family Experience Collaborative in partnership with St. Bernards Medical Center in March and Unity Health White County Medical Center in October.
• With the AHA Education Team, participated in and served as nurse planners for the Approved Provider Unit.
AHA SERVICES
AHA Services, Inc. (AHASI) is owned by you, the AHA membership, and was created to serve you. AHASI connects member hospitals throughout the state with products and services that reduce costs and drive performance improvement. All AHASI vendors undergo a strategic vetting process to ensure that their offerings will help AHA member hospitals respond to the ever-shifting health care landscape.
2024 HIGHLIGHTS
• To date, Arkansas Hospital Association Workers’ Compensation Self-Insured Trust has returned $16,142,191 in unspent workers’ compensation insurance premiums to participating hospitals. This year, AHAWCSIT returned $299,998 of surplus premiums to current members of the Trust for fund years: 2003, 2010, 2016, 2017, and 2018. The annual percentage of the Trust’s income returned to participants has averaged 32.66%, all the while maintaining a healthy fund balance to meet all workers’ compensation obligations.
• Continued quarterly virtual meetings with Arkansas 340B hospitals, providing a forum for sharing ideas, strategies, and solutions.
• Continued the monthly AHA Cybersecurity Alliance dedicated to enhancing cybersecurity in health care across Arkansas. This forum allows the AHA’s member hospitals to share cybersecurity best practices while collectively enriching knowledge to bolster the security posture of Arkansas’s health care system.
• In November 2024, a state-sponsored Virtual Cyber Tabletop Exercise was conducted in which over 40 hospitals participated in resulting in hundreds of Arkansas hospital employees gaining new, important knowledge on how to react to possible cybersecurity attacks and following consequences.
• AHA Services offers monthly webinars to members, free of charge, on educational subjects shared by AHASI endorsed companies.
• In 2024, 36 member hospitals began sharing claims and remit data through the AHA Vitality Payer Scorecard, with six more expected to join in the coming months. The Vitality Payer Scorecard is an innovative tool that brings unprecedented transparency to hospital reimbursement practices, empowering advocacy efforts at both state and national levels. In October 2023, the AHA collaborated with Hyve Health to bring the Vitality Payer Scorecard to its
member hospitals. This partnership helps hospitals identify problem payers, analyze trends, and present data to policymakers. With access to a statewide Payer Scorecard, the AHA strengthens advocacy for fair reimbursement practices and engages with the State Legislature and administrative agencies. Nationally, the AHA collaborates with the American Hospital Association and other state associations to drive equitable reimbursement policies. Through actionable insights, the Vitality Payer Scorecard highlights payer issues, supports policy enforcement, and fosters sustainable health care systems for hospitals and the communities they serve.
• Paid $161,430 in sponsorships of the AHA Annual Meeting, AHERT Summer Leadership Conference, and Affiliated Groups meetings.
• In 2024, 10 Arkansas hospitals participated in the AHA Connectivity Consortium, receiving funding for connectivity needs such as broadband, network equipment, fiber infrastructure, and other critical components essential for robust and reliable hospital communications.
