RUGBY The Rugby World Cup will be remembered as a huge disappointment in the eyes of many throughout the country as the home nation failed to deliver after they promised so much. However, after shocks, thrills, spills, end to end matches and heartache should we be hailing England 2015 as the best RWC yet?! It started with that opening ceremony and England stepping up to the plate against a tough Fijian team, then soon after that we had lowly Japan shocking the Springboks, surely the performance of the tournament. Facebook and Twitter took note and you felt the tournament had captured a wider audience than just your die-hard rugby fans. The elephant in the room is perhaps the England vs Wales match up. As other group games came and went with a certain predictability, the big nations were sweeping aside the lesser nations with the exception South Africa. A depleted Welsh side were written off, but this tournament seems to have been the story of the underdog and sure enough they pulled off an upset. However, there is no doubting the drama was something to behold for any sport fan, even if the result was not the right one for an Englishman. The decision in the dying moments to go for the win instead of kicking for the draw, the Welsh kicker and his somewhat bizarre but captivating ritual as he kicked from half way to give Wales the win, the World Cup received another huge boost in terms of worldwide acclaim, despite leaving the home nation fearing the worst. The underdog story continued... I must mention Romania, coming from behind against Canada, 15-0 down to win 15-17, a huge win in the
context of Romanian Rugby and world cup history made, as they are the first team to recover from such a deficit. Argentina round off the shock factor, but dispatching of 6 nation holders, Ireland, to put them into the Semi Finals, giving Los Pumas the chance of outperforming the Argentinian footballers and taking the trophy back to Buenos Aires. Of course the fact that England crashed out is bad for the tournament, every sporting event needs the home nation to turn up, the interest keeps flowing, viewing ratings are through the roof, pubs are full, rugby clubs across the country are heaving, however the expectation coupled with the group of death seems like it was too much to handle. Those who turned off their televisions the moment England crashed out would have missed an absolute treat. The lowest ranked home nation, Scotland, flew the flag for Britain by entertaining in back to back matches. The games against Samoa and Australia were amazing adverts for the sport and the World Cup, both teams scoring above 30 points in each game. The purists have also had their games to feast on, the Australians displaying the beauty and art of defence while down to 13 men against a strong Welsh outfit. And finally the All Blacks flexing their muscle when it mattered most in the knockout stages and making history by being the first team to retain the trophy. While we didn’t have a home nation in the final four, we did have the ultimate clash of the titans in the final, with the top two teams in the world and old enemies battling it out at the home of Rugby. Away from the on the pitch exploits, the atmosphere and attitude on show has once again ensured Rugby has once again shown up other sports, which I will not name.
You can hear a pin drop as one of the sporting wonders of the world, “The Haka”, is just about to begin. The opposition and opposing fans alike stand still sometimes in ore and more importantly in respect of the New Zealand war cry. Not only is this upheld for the All Blacks, but as Tonga and Fiji complete their opening sequences, there is always such grace in the way this is received. The RWC England 2015 has epitomised what a carnival and friendly atmosphere is all about, unlike my much beloved Football equivalent where the undertone of misplaced aggression and sore losers sometimes spills over into a very unsavoury situation. While we wait for another four years, I urge people to not think of the Rugby World Cup as a huge disappointment, but yet another example of this country being able to stage one of the biggest sporting events with aplomb as well as being fortunate enough to witness some of the breathtaking performances seen at a Rugby World Cup. The inquest into a sporting disappointment in this country is like no other, and sections of the press have already targeted their scapegoat, instead of perhaps doing what most true fans will do and accepting that the other teams in Wales and Australia had very good days.

On October 30, I shall present my Private Member’s Bill to parliament. My Local Government Finance (Tenure Information) Bill is short, low cost and will simply require councils to ask tenants in privately rented properties who and where their landlord is when they register to pay council tax. This database will benefit councils, the police, HMRC and most importantly, tenants in privately rented properties by identifying rogue landlords. The information could also be used for investigation into housing benefit fraud, illegal subletting, unregulated houses in multiple occupation, non-declaration of rental income, unreceipted rental payments, planning enforcement
and public health issues. Most private sector tenants are satisfied with their homes, but some do not meet decent homes criteria and present a threat to health or safety through damp, unsafe electrical wiring and gas appliances. Too many tenants live at the whim of a minority of rogue landlords, unaware of their rights. My Bill would make it much more difficult for criminal landlords to avoid identification and will enable councils, police and HMRC to take action against them to protect tenants tax credits.

Changes to tax credits are a move away from a high welfare, high tax, low wage economy to one of lower welfare, lower tax and higher wages. Tax credits rose from £4 billion in the first year to an unaffordable £30 billion of taxpayer subsidy to employers who pay low wages. To help people on modest income, income tax is down, the National Living Wage is up, childcare allowances are up and more people will be able to move towards independence.

WINTER A stark warning, not just for Game of Thrones fans… winter is coming. Yet don’t leave it till we’re knee deep in white stuff to sort bills, as changes can drag-on (sorry). So dust off your long johns, grab a cup of Bovril and snuggle up with my checklist to keep your costs down and the heat up. 1. Save £250+ on energy bills. Winter is of course the highest-use energy period. So the key is to ensure you’re on the cheapest possible deal – that may be changing tariff with your existing provider, it may be switching. The move across takes 17 days, so do it now to ensure you’re on the right deal before the cold snaps. Those who worry about this, don’t – it’s the same pipes, gas, meter and safety, and you don’t lose supply. The only difference is price and customer service. But savings can be huge. About 70% are on their provider’s standard tariff – across the big six this is an average of £1,095/year based on typical usage. Yet the cheapest open market’s deal is around £830 a year – that’s £260 a year saved, much of that in the winter months. However, as your exact cheapest depends on what you use and where you live – to find out, always do a comparison. Just make sure you select ‘all tariffs’ on a comparison site. You can use mywww.CheapEnergyClub. com which also gives switchers up to £30 cashback and then monitors you tariff after to check no one beats it, or anyOfgem.gov.uk approved comparison site. 2. Switch energy now and you could get £100s back. If you pay by direct debit, it’s likely you’re
in credit after the low-use summer. Most providers give it back automatically, but if they don’t, call and ask. If you’ve switched in the past five years, your old supplier may still owe you too. Asking for it back is simple and here’s a success to encourage you: “The balance owed to me from 17 months ago (which they never got back to me about) was £1,364.22. A brilliant result but I do feel an idiot for not knowing how much I’d overpaid, so I urge everyone to do the same as me and check.” – Col.escargot. 3. Free winter car check. Halfords.com is offering a free £15 winter car check, which includes checks to your battery, bulbs, wiper blades, oil and screenwash levels. You don’t need to book in advance, though you can online if you want, and the check should take about 15 minutes. There is no obligation to buy anything, but be prepared that staff might try to upsell you. The winter car check is on until spring next year. 4. Are you entitled to any extra winter help? Winter is a tough time for many as the cold sets in. But there are funds which may help… a) Winter fuel payments. If you were born on or before 5 January 1953 (and met other qualifying criteria throughout the week commencing 21 September 2015), you’re eligible for the up to £300 winter fuel payment. If you get certain benefits, eg, state pension, pension credit or jobseeker’s allowance, you’ll usually get it automatically – otherwise you may have to claim it. You do that by calling 03459 15 15 15.
b) Cold weather payments. Anyone on certain benefits, eg, specific income support, jobseeker’s allowance, pension credit, gets £25 for every seven days where there are subzero temperatures. It’s paid automatically from 1 November this year. c) Choosing between heating and eating? If you’re seriously behind, or in general financial hardship, you may be eligible for special tariffs/help. Try theHomeHeatHelpline.org.uk on 0800 33 66 99. 5. Do you know where your water cock is? Everyone should know where their main water off-switch is, otherwise known as a stopcock. Frozen pipe bursts create an average of £4k of damage, worse if you can’t find the off switch as your home floods. So if you don’t know, spend five minutes now finding out – typically it’s under the kitchen sink, in the boiler cupboard, or outside.
KEEP YOUR COSTS DOWN AND THE HEAT UP. 6. Full service car breakdown cover £41, basic for £16 – and if you’re renewing, haggle. Problems are more likely in winter and the consequences are more severe. For breakdown, home start and onward travel cover,AutoAidBreakdown.co.uk charges £41/year, though if it sends a truck and driver you pay, then reclaim. Or if you’ve got cover and are at renewal, haggle. In a recent poll I conducted, 84% of AA and 78% of RAC customers who tried got lower rates, like Graham did: “Thanks for the haggling advice. Just spent five minutes on the phone to the RAC and got my renewal
slashed from £252 to £151. Just over £100 for about five minutes’ work – that’ll do nicely!” Full help to do this in www.mse.me/ breakdown. For basic policies, buy through a cashback site like Topcashback.co.uk or Quidco.com and you can reduce the cost, eg, RAC basic is £27.99 a year and you get around £12 cashback, AA is a little more. 7. Free loft/cavity wall insulation, open to all. Energy firms face sanctions if they don’t meet Eco quotas, so some, eg,British Gas. co.uk,EDFEnergy.com and Npower.com give free insulation to anyone in England, Scotland or Wales with a suitable home (you don’t have to be their customer or on a low income). If you paid for this commercially, it could cost around £700. The savings can be huge. The Energy Saving Trust estimates you’ll see a reduction in bills of £300 a year compared with a typical uninsulated home. On average it takes 3-4 weeks to book a survey and a further two weeks for the insulation to be fitted (though it can take longer).

Scarves at the ready December is perhaps the one month where, in the build up to Christmas with roaring fires and shorter days, even the hardiest of gardeners may struggle to get out there and do the necessary for their plots.
Jobs for December:Continue collecting falling leaves and put them in a leaf mould cage ready for next year. Take hardwood cuttings of soft fruit. Cover your compost bins Pop some more manure into your digging efforts. Keep an eye on any slugs trying to get at your potatoes Keep your bird feeders topped up, especially if there is ground frost or snowfall. Keep mice away from your harvested produce. Cut back any creepers that have become a bit excitable during the year.
December often means hard frosts and you need to harvest your winter cabbages, celery and cauliflowers this month. Parsnips and swedes are pretty hardy so if you are a bit overrun with your crop you can keep these in the ground until you need them. If bad weather is forecast then keep some straw handy to cover them over and stop the ground from freezing thema in. Make sure that you check your stored crops for any sign of disease and remove any that look problematic. If the ground isn’t too sticky then this is also a great time to get out your hoe and work between your vegetable crops. Look out for any plants which might have been lifted by frost and press them gently back into the ground. Keep an eye on your Brussels too these should be starting now so try cooking them in different ways in your meals before the ‘big day’ (adding a spot of garlic can make all the difference) until you find something suitable to go with the bird. You don’t just have to eat them on Christmas Day you know!

These include hawthorn, holly, beriberi and indeed your holly can double up as a craft project for indoor decorations over the festive season. If you are planting these types of shrubs for our feathered friends then do try and put them somewhere quiet in the garden where the birds won’t be frightened off. Sit back at your window and watch them feed contentedly whilst you enjoy the view. Why not get out a few gardening books, grab a cup of tea and imagine how you’d like your garden to look next summer? More or less vegetables? Bigger shrubs, more colour? Whatever you choose, pat yourself on the back for all the hard work you’ve done this year and think how green your fingers really could be!
