JOHN BARON Conservative Parliamentary MP for Basildon and Billericay

Andy Warhol once famously said that everybody gets 15 minutes of fame in their life. In my case, due to the stance I have taken on Brexit, I am probably on about minute 23! Given that I have been in the national media quite a lot recently, arguing passionately against the Withdrawal Agreement (WA) but in favour of a clean Brexit, I thought I would take this opportunity to explain to my constituents why I have been doing this. Voters in the Rayleigh and Wickford constituency voted by a margin of 67% to 33% to leave the European Union in 2016. Whilst this was not the highest Leave vote in the Country (in Boston, Lincolnshire, it was 76%) it was still one of the highest recorded. I have argued since, that 17.4 million people have effectively given MPs in the House of Commons an instruction – and that is something I have been doing my best to carry out. I have also met quite a few “Remainers” who have

changed their minds and now just want us to leave, ASAP. I and my colleagues in the European Research Group (the ERG), have sought consistently to point out that the WA does NOT take us out of the European Union. Rather, it leaves us hanging “half in and half out” – committed to a Customs Union, which means we could not make international trade deals of our own, and would still have to follow EU trade policy, over which we would no longer have any control. Once we had entered the Customs Union, via the “backstop”, we could never leave, without the EU’s consent. I therefore intend to argue for the Brexit that the British people voted for, even if that means leaving with No Deal. This may mean that you will see me on the TV again over the next few months, for which I hope you will forgive me.

Billericay War Memorial Refurbishment Continues Billericay Town Council has been able to complete the next stage of refurbishment works to the War Memorial due to the generosity of businesses, organisations and residents who donated to the project through crowd funding. The War Memorial now benefits from the replacement of the paving slabs and the coping stones. The contractors, H&B, removed the tree stump, repaired the broken brickwork on the WW2 Memorial and then replaced the coping stones and paving slabs. Cllr M Moore, Chairman of the Environment Committee, was delighted with the results. The Town Council plan to use the remainder of the money donated to repair and repoint some of the joints on the main Memorial stone and also some of the defective brick pointing on the walls of the Memorial.

The silhouettes will be displayed at the War Memorial every November as a mark of respect and remembrance for all those who gave their lives whilst serving their country. The War Memorial was erected in October 1920, a mere two years after the Armistice in 1918, such was the fervour of the public to donate funds for its installation and provide a lasting memorial. It is fitting that funds for the current refurbishment again came from public donations and that the War Memorial will be restored to full glory in time for its centenary next year. The Town Council is now looking forward to completing the remaining works.

Last year, to commemorate the centenary of the end of WW1, the the Town Council organised the illumination of the War Memorial and the installation of two “There But Not There Tommy Silhouettes.�

MAY Savings Round Up

I

f you keep an eye on best buys, you’d be forgiven for thinking that last month was a quiet month in the market, as headline rates have barely changed in the past few weeks. The names at the top of the tables remain almost the same too. Where we have seen changes, these have been minimal – Al Rayan Bank replaced Gatehouse Bank at the top of the 2 Year tables but the reverse happened in 3 Years with Gatehouse brining in a new best buy. However, this masks a number of changes below the top line rates which will impact savers. Easy Access changes Kent Reliance have removed their best buy 1.50% online saver and now have a 1.40% paying easy access account available online, in branch and via post. Virgin Money and Marcus by Goldman Sachs continue to lead the way paying 1.50% but Marcus has reduced the maximum balance from £250,000 to £100,000. While this won’t be an issue for many savers, it could indicate that Marcus is receiving a significant number of large deposits which it is now seeking to limit. Where there was a strong supporting cast tucked in behind Marcus and Virgin, paying rates between 1.40 – 1.50%, these have also diminished with Yorkshire Building Society, Sainsburys and Ford Money all either withdrawing or reducing rates. This leaves just Shawbrook (1.43%) and RCI Bank (1.42%) filling the gap down to 1.40%. The market has seen a significant movement of cash with around £30bn moving in to easy access accounts. This means that providers are seeing higher inflows to best busy forcing them to reduce or remove products to stem the level of savings. One Year Fixed Rates While Islamic banks, Bank of London & Middle

East (2.20%) and Al Rayan Bank (2.17%) continue to lead the 1 Year tables, a number of providers have changed behind them during the month. We did see a short period where no non-Islamic banks were paying 2% or more. This has been remedied with Atom Bank launching a 2.03% product and Metro Bank increasing its rate to 2%. Atom has a very low minimum balance of just £50 but it can only be applied for via the Bank’s mobile app, which can be downloaded on to your phone. This may limit appeal for some savers. We don’t expect either rate to be sustained for long so do move quickly if either appeal. National Savings & Investments changes Index Linked Certificates NS&I, the government backed savings provider, is changing the rate on its index linked savings certificates. The products are popular because they pay 0.01% above inflation over two, three and five years. However, from May, NS&I will be calculating inflation using the CPI (Consumer Products Index) and not RPI (Retail Prices Index). The change means that a saver with £10,000 invested in the certificates will receive 1.91% using the new CPI measure and not 2.41% on the RPI measure, a fall of return of 20%. While these certificates are no longer available to new customers, those with maturing products face the decision of whether to reinvest on the new lower inflation measure of move their money elsewhere. The products still beat the inflation measure but savers with certificates maturing from May onwards will find deals paying 0.50% or more than the current CPI measure if they switch to ordinary

fixed rate bonds. However, the certificates are tax free and are guaranteed to beat inflation so savers considering switching should weigh this up against what may look like a compelling initial case to move. ABN Amro ISAs that are too good to be true We often get approached by savers with deals and offers that they are concerned about which look too good to be true, which we are always happy to help with. The last version circulating is targeting savers hunting for better Isa rates as the ISA season peaks. Savers should steer clear of fraudsters masquerading as the British asset management arm of one of the largest Dutch banks. ISAs purporting to be from ABN Aemro Asset Management offering 1 Year cash ISAs at 3% and easy access at 2.65% are a scam. Both ABN Amro and the Financial Conduct Authority are carrying warnings on their websites. Although the rates don’t appear high, they beat the current top cash Isa rates of 1.62% for 1 Year and 1.47% for easy access easily. The fraudsters appear to be using these lower headline rates to dupe savers in to believing they are authentic.

A View From The Church Living Between The Times Some people don’t seem to be able to live without excitement and stimulation in their lives. You know them. They are members of dangerous sports clubs. They take part in extreme sports such as Bungee Jumping and Sky Diving. We might call them adrenalin junkies. They are people who often regard the time in-between their activities as wasted time. Time that is unimportant. Time that doesn’t count. A waste of time. Those early disciples found themselves living between the times when Jesus rose from the dead. After His resurrection, Jesus spent time teaching and commissioning His disciples to teach others about the Kingdom of God. And, on the day of His Ascension into heaven (Acts 1:1-11) they were anxiously asking him when the next instalment of the divine plan would take place. When would His Kingdom be established on earth? Jesus tells them that it is not for them to know the times or seasons established by God and they would have to wait for His promises to come true. But, in living between the times, they were to be active, not passive, in their faith. Living between the times is when we are to work at the present rather than

that which is yet to come. But God knows that living between times isn’t easy, which is why Jesus told us this involves both waiting and praying (Luke 21:36). Waiting For many of us, waiting is a dreadful thing. Living between one phase of our lives and the next; between one job and another; between the time when the first child has left school and the last has yet to start; between the period when we have lost one dear friend and have yet to find another; are diffcult t imes for all of us. When living between the times, our eyes are to be fixed on the present moment that God has given us and what it is God wants us to do with it and in it. In living between the times, we are not to lapse into complacency or lulled into a false sense of security just because nothing seems to be happening. We are to be patient in our waiting. Living between times, can be a pause that refreshes. A time to strengthen our faith. A time to prepare for all that will come next. Praying Many Christian’s struggle with prayer. But prayer is not some mystical enlightenment for a chosen few - it should be a natural part of

being a Christian and is, probably, the most important activity of our lives. We can pray about any situation/person/circumstance time, anyplace, anywhere. Brother Andrew says: “If we want to leave an indelible mark on the world, there is no more powerful way to do it than by joining in God’s purposes through prayer. Our Prayers can go where we cannot. While many things may seem impossible from a human standpoint, in the realm of prayer there are no impossibilities.” It’s amazing what happens when we pray. Former Archbishop of Canterbury, William Temple, famously said: “When I pray, coincidences happen, and when I don’t, they don’t.” When praying, we pray for perseverance to cope with the trials of life. We pray for strength to walk positively and purposefully as Christians. We pray against despair and doubts and fears. We pray for God’s grace in our daily lives. We pray that God will enable us to be stronger disciples. We pray for opportunities to share with others the good news of Jesus’ return. We pray: “Thy Kingdom come, Thy will be done, on earth as it is in heaven.” May God’s richest blessing be upon you as you ‘wait and pray’ for God’s plans for your life.

Tree Notes Are you a dendrophile? In translation that means are you enthusiastic about trees! We tend to take trees for granted until they disappear and it can be like losing a friend. Billericay is blessed with many characterful trees of a significant age that due to ongoing gap site developments and the “Local Plan” are now continually under threat. In short, they need a voice to campaign for their survival. The Basildon Borough Council (BBC) and their understaffed tree department cannot be everywhere at once across the c.45 square miles of our borough. The idea of the necessity of Tree Wardens occurred when five mature oak trees were “conveniently” felled over an Easter Weekend outside what is now a supermarket outlet in Radford Way. Unfortunately they had not been served with a TPO and as they were on private land the felling was not illegal. However, there had been no discussion with the nearby residents to seek their opinion. Subsequent discussions with the landowner and the supermarket for a “mitigation exercise” proved fruitless. Billericay’s Tree Heritage is now the worse for it. The BTW Group is a subgroup of the Billericay Town Council. The aims of our volunteer Group is to “raise awareness” of our town’s Tree Heritage and to carry out tree planting projects across the town. Our members are the “eyes and ears” of their local patch and check the BBC’s Planning Portal for development that may threaten trees unnecessarily.

Our town is raised above the surrounding landscape and with its oxygen emitting tree stock acts as a “green lung” providing us with fresh air so we are less likely to suffer from respiratory problems – a serious condition now that is prevalent in our cities. If the property has mature trees either in the front or rear garden then major development work could threaten their existence. We have experience with this type of threat where mature and healthy trees were felled unnecessarily. The Cater Museum Billericay’s Own Currency In May’s Cater Museum “Doorway into the Past” we discover a number of coins issued in Billericay. These “trade tokens” were issued after the Second Civil War when England was ruled as a republic. Between 1649 and 1660 no new low denomination coins were issued which led to a shortage and meant that giving change for everyday transactions was often diffcult. Imagine shopkeepers having no change for a £2 coin! Throughout Essex more than 350 different trade tokens were minted and issued. They were issued by tradesmen for their business - and were often accepted by other local traders. At a time when most people lived their entire lives within a relatively small area this system relied on the trust of those businesses in the town. In the Cater Museum’s collection are a number of Billericay tokens issued by five traders including this 1669 halfpenny token produced by Joseph Fishpoole - you can read his name around the coin’s edge. Joseph lived with his family at “Hurlocks” on the site of what is now the Blue Boar making his money trading in wool.

place of issue. Our token issued by Edward Rhett includes a sugar-loaf motif surrounded by his name. On the reverse are the letters E.E.R. (three initials were commonly used on trade tokens representing the initials of the issuer whilst the middle initial would often be that of the wife) and surrounding these we find “IN.BILREKEY.IN.ESEX”. Edward’s retail trade is unknown but we do know that he must have owned and lived in a substantial property as he paid the “Hearth Tax” on four chimneys in 1662. This was effectively a tax on the number of chimneys and was used to support the Royal Household of King Charles II following the restoration of the monarchy in 1660. Other tokens in the collection include those from Miles Hacklvitt featuring a motif of three tobacco pipes and Abraham Thresher, a prominent Billericay/Burstead family in the 17th and 18th centuries. The 16th August 1672 saw a proclamation issued by the crown ordering the end of minting trade tokens. Another proclamation followed in 1673 but it was only with a third in 1674 that the issue of trade tokens finally ceased. Billericay’s currency was no more.

Norsey Wood Open Day This year’s Open Day is Sunday 12 May from 11.00 to 4.00pm - entrance free.
