MARK FRANCOIS Conservative Parliamentary MP for Rayleigh & Wickford
In late May I held a meeting at Rayleigh Police Station, with senior police commanders, where I was briefed on their actions to combat an outbreak of serious instances of antisocial behaviour in the town, over the last few months. I discussed the situation in detail with Chief Inspector Glenn Westley, the District Commander for Rochford and Castle Point division (which includes Rayleigh) and with his new boss, Chief Superintendent Keith Baldwin, the new Essex Police Commander for South Essex, who recently took up his new post. We discussed the activities of a small number of aggressive youths, all of whom have been excluded from school and who have been involved in unacceptable incidents of antisocial behaviour, including a recent incident at the Lodge Pub in Rayleigh, where drinkers were violently abused on a pleasant spring evening.

The senior officers were keen to reassure me they will redouble their efforts to bring these errant youths to justice, including via the creation of a special team of officers to help police the high street in Rayleigh, within the next few weeks. The officers also asked me for help in making representations to Basildon Youth Court to deal with such offences more robustly in future - and I readily agreed to do so. In my experience Glenn Westley is a real ‘coppers copper’ and a good local police commander and I was reassured to hear from both him and his new boss of their determination to combat this utterly unacceptable behaviour by a small minority in our town. In essence, I have encouraged the officers to throw the book at these people, so that they can no longer be a menace to the law abiding citizens I represent.

Marketing for Businesses Creating a sales and marketing plan for your business is essential but it’s not the first plan you should be starting with. A View From The Church Recently in the church cycle of Bible readings (John 20:19-end) we’ve had the account of Thomas asking for signs that Jesus has indeed risen from the dead and appeared to the disciples (because he’d not been present at the first time of Jesus’ appearing after His resurrection), and often we dismiss Thomas as being “the one who doubted”, which seems incredibly unfair, since at least Thomas was the one brave enough to vocalise his doubts and questions; and what’s fantastic about this account is how Jesus meets Thomas in the midst of his doubts and answers the import questions directly, and head-on. This account shows that honest questions and doubts are a natural aspect of our journey of faith, yet unhelpfully the Church, the place where “all are welcome” has often been seen to be the place where you can only come if you already “believe”; such that there is this idea that you “first believe, and then you can belong” which is totally wrong! Since surely if the account of Thomas shows us anything, it is that Jesus would say “belong first, and then come to a point of belief”, for Thomas voiced his doubts first, and Jesus met him in the midst of them and Thomas came to a point of belief. I’d like to say, our churches need to be open spaces for all, for everyone no-matter their position of faith, their background, their experience, their doubts, questions, frustrations;
our church is that space to come with the questions; and yes not all questions might be answered in the way we want to hear, or are able to articulate, but at least we should come and be open and honest before God in a safe space for any wanderer on the journey of faith; for as we come with that honestly before God, and are open minded and hearted, then I’m sure Christ will and does meet with us. We often run in our Church the Alpha Course (alpha.org.uk) which is a great short course that introduces the basics of the Christian faith, and it’s not so much the course content of itself, though it is very well done, but rather the group discussions that take place afterwards, where open and honest questions and discussions take place, with no prejudice or discrimination, it’s that space for all who are searching for answers, meaning, or just a spiritual wanderer, can come and find a “safe space to belong” on their journey of faith and life. There’s a wonderful song by the Christian songwriter Martyn Joesph: Locked in my heart there’s a child Knocking the door to get out He’s asking the questions that hurt and Sometimes it’s a question of doubt I can’t pretend that it’s easy I can’t pretend that I win When your search in this life is over

f you keep an eye on best buys, you’d be forgiven for thinking that last month was a quiet month in the market, as headline rates have barely changed in the past few weeks. The names at the top of the tables remain almost the same too. Where we have seen changes, these have been minimal – Al Rayan Bank replaced Gatehouse Bank at the top of the 2 Year tables but the reverse happened in 3 Years with Gatehouse brining in a new best buy. However, this masks a number of changes below the top line rates which will impact savers. Easy Access changes Kent Reliance have removed their best buy 1.50% online saver and now have a 1.40% paying easy access account available online, in branch and via post. Virgin Money and Marcus by Goldman Sachs continue to lead the way paying 1.50% but Marcus has reduced the maximum balance from £250,000 to £100,000. While this won’t be an issue for many savers, it could indicate that Marcus is receiving a significant number of large deposits which it is now seeking to limit. Where there was a strong supporting cast tucked in behind Marcus and Virgin, paying rates between 1.40 – 1.50%, these have also diminished with Yorkshire Building Society, Sainsburys and Ford Money all either withdrawing or reducing rates. This leaves just Shawbrook (1.43%) and RCI Bank (1.42%) filling the gap down to 1.40%. The market has seen a significant movement of cash with around £30bn moving in to easy access accounts. This means that providers are seeing higher inflows to best busy forcing them to reduce or remove products to stem the level of savings. One Year Fixed Rates While Islamic banks, Bank of London & Middle

East (2.20%) and Al Rayan Bank (2.17%) continue to lead the 1 Year tables, a number of providers have changed behind them during the month. We did see a short period where no non-Islamic banks were paying 2% or more. This has been remedied with Atom Bank launching a 2.03% product and Metro Bank increasing its rate to 2%. Atom has a very low minimum balance of just £50 but it can only be applied for via the Bank’s mobile app, which can be downloaded on to your phone. This may limit appeal for some savers. We don’t expect either rate to be sustained for long so do move quickly if either appeal. National Savings & Investments changes Index Linked Certificates NS&I, the government backed savings provider, is changing the rate on its index linked savings certificates. The products are popular because they pay 0.01% above inflation over two, three and five years. However, from May, NS&I will be calculating inflation using the CPI (Consumer Products Index) and not RPI (Retail Prices Index). The change means that a saver with £10,000 invested in the certificates will receive 1.91% using the new CPI measure and not 2.41% on the RPI measure, a fall of return of 20%. While these certificates are no longer available to new customers, those with maturing products face the decision of whether to reinvest on the new lower inflation measure of move their money elsewhere. The products still beat the inflation measure but savers with certificates maturing from May onwards will find deals paying 0.50% or more than the current CPI measure if they switch to ordinary

fixed rate bonds. However, the certificates are tax free and are guaranteed to beat inflation so savers considering switching should weigh this up against what may look like a compelling initial case to move. ABN Amro ISAs that are too good to be true We often get approached by savers with deals and offers that they are concerned about which look too good to be true, which we are always happy to help with. The last version circulating is targeting savers hunting for better Isa rates as the ISA season peaks. Savers should steer clear of fraudsters masquerading as the British asset management arm of one of the largest Dutch banks. ISAs purporting to be from ABN Aemro Asset Management offering 1 Year cash ISAs at 3% and easy access at 2.65% are a scam. Both ABN Amro and the Financial Conduct Authority are carrying warnings on their websites. Although the rates don’t appear high, they beat the current top cash Isa rates of 1.62% for 1 Year and 1.47% for easy access easily. The fraudsters appear to be using these lower headline rates to dupe savers in to believing they are authentic.

The major event in April was the latest staging of the Rayleigh 10k Run which took place on the morning of Sunday 7th April when almost 500 runners took part in this popular event run over an interesting and varied course beginning and ending at Belchamps Scouts Activity Centre. Event Organiser, Rotarian John Cuthbertson, was pleased with the large turn-out and stated, “We have had many compliments, both verbally and via our Facebook event page relating to the great course, great organisation and fantastic marshalling.” The winner was Southend Athletic Club’s Lee Taylor in a time of 34 minutes 25 seconds with Hayley Lamkin, of the same club, taking the Ladies prize in a time of 40 minutes 21seconds. Rotarian John was pleased to report that the event had raise approximately £3,800 which goes to supplement the Rotary Club of Rayleigh Mill’s Charity Fund which will be used to benefit many local deserving causes as well as national and international causes.
John expressed his thanks to all the people who had contributed to the success of the event including the ladies of the Rayleigh Mill Inner Wheel, the Boy Scouts, The ATC, St. John Ambulance and to his fellow Rayleigh Mill Rotary members. The club has responded to the Rotary appeal for aid for the victims of the Mozambique Cyclone by donating £500 for Shelter Boxes, £1000 for the purchase of 6 Water Survival Boxes and £500 to the Rotary Donations Trust for the recovery stage following the disaster. The club also voted to support a Dental Nurse, Lois Barr, who is proposing to take up a volunteering opportunity in Uganda, by donating £250 towards the costs of her venture.
