Parliament is no stranger to controversial subjects and I received many letters from constituents about the Private Member’s Bill on Assisted Dying. Opinion was divided 60% against and 40% in favour. The Bill evoked very strong emotions and concerns on both sides of this sensitive subject. Parliament voted against the Bill and those people who wished it to proceed will be disappointed, but I suspect that the debate will continue. A further consultation will shortly take place on the new Thames Crossing, will it be adjacent to the existing Dartford Crossing or at Greenwich and will it be a tunnel or a bridge? Make sure you have your say when the
consultation begins. I was delighted to hear that the planned works to the Upminster Windmill site will commence shortly. This will be the end of a very long process by some very determined supporters, English Heritage, National Lottery, Veolia Trust, Havering Planning Department and the parents and pupils of Sacred Heart of Mary School have all worked together. There were many pitfalls along the way but we all look forward to seeing the project succeed. The Windmill is a much lived Upminster
landmark and an important part of local heritage. An education centre on the field will be an important facility to be enjoyed by school children in the future. Parliament welcomed members of the combined armed services on their return from Sierra Leone, supporting the work in the Ebola crisis. Our brave troops marched into New Palace Yard behind the Band of the Royal Marines and reminded us all of the immense debt of gratitude we owe to our armed services.

RUGBY WORLD CUP World Cup fever has gripped the nation after an enthralling opening game as well as a huge upset caused by Japan over the South Africans. We thought that we would help those people who have been captured and are just starting to tune in to the tournament by showing you the recent interview with three of England’s front row on their opinion on certain things prior to a ball being kicked. Who do you think your toughest opponent will be at the World Cup? Jamie George: I think Wales will be tough. A lot of other people have to travel a long way and based on the recent fixtures I would say they would be the main threat. They’ll be very difficultaand we’ve Australia diffcult nd tthen hen w e’ve ggot ot A ustralia as well. But Wales, I’d say, just because of the rivalry between us. Dan Cole: You’d like it to be in the final. I think every game poses its own unique criteria, if you look at Fiji in the opening game, you don’t want to look past that opening game because Fiji have upset us in previous World Cups. They’re going to be ready and it’s going to be the biggest night of their rugby careers. So, that will be tough. Joe Marler: I think they’ll all be tough games, the England vs Wales and England vs Australia games will both be tough, but I think the Wales game will be ferocious. What is your favourite World Cup moment? JG: 2003, obviously. That’s the boring answer. But I think it was more the journey that 2003 team went on; going in as favourites and then struggling against a couple of the teams, Samoa and then going behind against Wales in the quarter final. To come through and win that game was pretty special. DC: England winning the 2003 World Cup. I was 16 at the time and just watching at home, I was new to rugby, had only been playing for a couple of years but that was definitely the best moment. JM: Obviously ‘03 winning it, seeing the team winning it and then I quite
liked, for comedy in that tournament, when England had too many men on the pitch against Samoa. Also, Jonah Lomu running over Mike Catt. Who is the best player you have ever played with/against on show at the World Cup? JG: The Vunipola brothers probably. Their all round game, both of them, they’re big lads but they have so many contributions in a game and those contributions have such an impact on that game. I’ve not seen anything like that for a long time.

Best ever World Cup performance? DC: As a player it was probably Dusautoir’s effort in the World Cup final last time round against New Zealand. I think what he did was monumental. As a team I’d probably say England in 2003, the fact you go to extra-time against Australia in Australia, I think that’s the best performance with everything stacked against you. JM: Any team that beat Wales. Maybe Samoa in 1991. I was one, I remember it well though. Funniest World Cup moment? JG: I can’t remember exactly which game but Jonny Wilkinson had a kick in front of the posts in 2003 and so everyone had just run back because they knew he was going to get it. I think it might have been against Samoa. And he ended up hitting the post and came back to him, it was 15 on one and didn’t exactly go too well for him. Is there a souvenir you want from the World Cup? JG: The shirt itself I think has got to be the main thing. That would be a hugely proud moment for me if I manage to pull it on for a game. That would be unbelievable. DC: We got given a World Cup cap for taking part (in 2011). I think in Maori culture they have certain gem stones they give out, we got given one of them each. JM: I’ve haven’t really thought about

Dark horse? JG: I think a lot of the Pacific Island teams have come a long way recently. I think they’ve got some really strong talent and anything can happen in these World Cups, we’ve seen it in the past. DC: Samoa probably. If you look at the players they’ve got, I know a couple of them from Leicester, and I think a lot of the boys are based in Europe and are very good players. If you look at their results over the last couple of years, they’ve beaten Wales, taken South Africa close, when they get all their players together they have a very good side. JM: Uruguay.... An interesting insight into the tournament, as it unfolds we will see how accurate or perhaps inaccurate our boys were in their assessment.

Mortgages This is a crucial warning for anyone with a mortgage. Mortgage rates are at historic lows, but the window to take advantage looks to be slamming shut. The Bank of England Governor has said he believes UK interest rates will rise from their sixyear slumber at 0.5% before the end of this year. If that happens, today’s rates will look cheap as chips. So everyone with an outstanding home loan should be checking now to see if they can do better – and possibly lock in at a dirt-cheap rate ahead of possible rises. The potential savings here are huge - here’s a tweet I got from Christopher on the back of warning about this. “Sorted - mymonthly repayments fell from £785 to £533.” So let me run you through the 8 things you need to know. 1. Check your current deal. A mortgage is the biggest expenditure most people have, so I’m always slightly surprised that when asked, not everyone knows their rate and details. Check now that you know… a. The current rate: And monthly repayment and amount outstanding. b. Type: Is it a fix, tracker, discount or SVR (standard variable rate, ie, bog standard bank rate)? c. Deal deadline: If it’s a short-term deal, such as a two-year fix, when does it end? d. Term: How long is it, for example, 25 years, and when it must be fully repaid by. e. Penalties: Are there any penalties if you repay or leave early? f. Your loan-to-value (LTV): The proportion of your home’s current value you are borrowing. As an example, £80,000 on a £100,000 property means an 80% LTV. The lower the LTV, the better deal you can get, so if your home’s increased in value you may gain, even without other changes (both Nationwide.co.uk and Halifax.co.uk have tools showing the rough change in prices in your area). Recently we’ve seen two-year fixed deals (for those with low LTVs) plummet to almost one per cent - that’s unthinkably cheap and longer fixes and variable deals are at or near historic lows too. Yet a host of factors affect what your cheapest deal is, the easy route’s using a comparison site. Just plug in your home’s value, the amount you want to borrow and other details and it should list what’s likely to be available to you. Some sites only list deals available to brokers, missing out some lenders, including HSBC, Tesco Bank and First Direct. So it’s worth checking a comparison site that includes direct-only deals. These include my ownmse.me/mortgagebestbuys, andtotallymoney. com’s mortgage tool. 3. Fees can be £1,000s - factors them in. The smaller your mortgage, the bigger the impact fees have, especially for mortgages under £100,000. This can skew which is cheapest for you. So you should always incorporate the fees – do this by spreading them over the fixed or tracker period (as after you may shift again to another deal). Eg, £1,000 of fees over two years is £1,000 / 24 = £42 a month. Now you know your rate and what’s out there, work out the potential savings. I’ve eight tools to home in on the right answer for you atmse. me/mortgagecalc, including help comparing two mortgages and estimating if you should ditch your fix.
5. Can you afford a cheaper mortgage? 15 months ago mortgage affordability checks were introduced to stop people borrowing beyond their means – I believe that’s definitely the right move for those getting new borrowing or extending existing debts. Yet, perversely, most lenders (and from March all lenders) are forced to apply these rules to those trying to switch deal too, leading to some being told “you can’t afford to get a cheaper rate”. This is something I’m lobbying to try and get changed. Yet you need to be aware. Lenders will check you can afford your mortgage if rates hit 6-7%. They also want evidence of income, big bills and expenses, even eating out, so be frugal in the months before applying to make your situation look as good as it can. 6. Should I get a fix or tracker/discount? With a fixed mortgage, the amount you repay is, er, fixed, so it’s like buying an insurance policy against possible rate rises. Variable deals move with UK interest rates – sometimes at the provider’s whim. Currently you only pay a touch more to fix. Predicting future interest rate moves is difficult – though pundits think the general direction’s up, the question’s just how quickly. So instead focus on your finances. The more crucial the security of knowing exactly what you’ll pay, the more you should edge towards fixing - and fixing longer. If a rock-bottom deal’s your driver, edge to short-term trackers if cheaper. 7. Mortgage brokers can help boost acceptance. You can, and often should, use a broker to help you find the right deal. They have info unavailable to consumers, eg, lenders’ credit and affordability criteria. A good broker can ease acceptance by matching you to the right deal - and the mortgage interview’s quicker too. But ask the broker how much using them will cost and if they check all deals available to them, not just a panel of lenders.
Some phone only brokers likelcplc.co.uk are feefree, just getting commission from lenders - others charge fees like Which.co.uk (£499), but can cover a wider range of products. If you want face-to-face help, then ask friends for local recommendations or useunbiased.co.uk or vouchedfor.co.uk.
THIS IS A CRUCIAL WARNING FOR ANYONE WITH A MORTGAGE. 8. Is your credit score good enough? These days it isn’t just about getting the best mortgage, but the best that’ll accept you. Credit scoring plays a huge part of that, and managing your credit worthiness months in advance is part of the task. I’ve 36 tips in mywww.mse.me/creditrating guide, but some key ones include a) Ensure you’re on the electoral role, via gov.uk/ register-to-vote b) Never withdraw cash on credit cards. c) Never miss a repayment on anything – even late payments hurt d) Check your credit files at Equifax.co.uk, Experian.co.uk and Callcredit for errors – you have a statutory right to do this for £2 e) Avoid payday loans like the plague (both for your credit score and your financial health). f) Avoid other applications, such as credit cards and contract mobiles, just before applying.

PLOT Feeling Fruity
Few flavours compare with that of fruit freshly picked from the garden. Much of the fruit available in the shops (particularly the supermarkets) has been grown for it’s ability to travel well rather than it’s flavour and may have been picked well before it’s arrival on the shelf. If you fancy apples from your own tree, or a bowl of raspberries fresh from the garden, now is the time to act. Jobs for November:Start to harvest parsnips after the first frosts. Tidy up your greenhouse or polytunnel, wash out pots and seed trays before storing ready for the Spring Sow hardy peas or broad beans ready for an early crop next year. Use netting or chicken wire to protect your broccoli and cabbages from hungry pigeons. If you haven’t already done so, plant garlic and shallots. If your rhubarb is taking over, lift and divide the crowns before replanting.

If you are anything like me you will spend ages drooling over pictures of bushes dripping with blackcurrants or gooseberries, trees laden with apples, or bowls full of luscious raspberries but struggle to get to grips with the realities of production on your own plot! Patience is a virtue that is definitely required for growing your own, and this is particularly so with fruit trees and bushes. I have to confess to having an inclination to move on with anything that requires more than a few months to give a decent crop, but with most fruit you just have to force yourself to take the long term view and now being the proud owner of a 2 year old gooseberry bush and raspberry canes I can assure you that the waiting is worthwhile! Think carefully about where you will grow your fruit. Trees require lots of space (but are a wonderfully attractive addition to your plot) while bushes may be incorporated in your borders, but will probably need some protection if you aren’t going to loose a lot of fruit to the birds. Late autumn is an ideal time to add fruit to your plot as trees and bushes will be entering their dormant period. It is important to buy healthy plants and to ensure that they are dormant as they will transplant more successfully. If you are ordering from a reputable mail order nursery they are likely to arrange delivery to coincide with the best time for planting. You should also get
instruction on how to plant and care for your new tree or bush. Trees such as apple or plum may be grafted onto a variety of different rootstocks - this sounds complicated but all you really need to know is what effect this will have on the final size of the tree. If you have limited space it is possible to buy dwarf varieties some of which can even be suitable for container growing. Pollination is also an important consideration, some varieties are self -fertile and do not need a pollinator, while others may require another variety planted close by to act as a pollinator. When planting your tree out it may benefit from staking and protection around the base. One ‘fruit’ that is a little different and very easy to grow is Rhubarb. Rhubarb is actually classified as a vegetable, but certainly tastes good used like a fruit in crumbles and pies. November is the perfect time to plant out dormant crowns. Although these can be bought from nurseries Rhubarb tends to spread well when established and needs to be divided every few years so it is often possible to obtain surplus crowns from friends or neighbours. Plant your crown with the buds just above the soil and water well the first year. Once the plants have become established you can look forward to harvesting a good crop of delicious pink stems from Spring onwards - very welcome as the first ‘fruit’ of the year.

Ingredients for 4-6 servings: For the flan 120ml full fat milk 240ml double cream 100g full fat cream cheese 2 free range eggs 8 large moist dried apricots 1 tbsp honey One passion fruit 2 tbsp lemon juice For the roasted pears 2 pears Pinch ground cinnamon Pinch ground ginger 1 tbsp unsalted butter

1. Preheat the oven to 300F/150c. 2. Place the milk and dried apricots into a small saucepan and bring to the boil. Then remove from the heat and leave to rest for 20 minutes to let the apricots soak up some moisture and become plump. 3. Prepare the passion fruit by scraping out the seeds into a sieve above a bowl, use a metal spoon to scrape the seeds against the sieve to remove as much of the juice as possible, discard the seeds and add the juice to the mixture. 4. Place all of the ingredients for the flan into a blender and blitz on full speed for 2 minutes until all of the ingredients are well combined and smooth, pass this mixture through a sieve into a jug and then use this to fill 4 ramekins (or 6 ramekins if you want smaller portions). 5. Place the ramekins into a large roasting tray and pour in enough hot, but not boiling, water to come halfway up their outsides. (This is called a bain-marie or water bath). 6. Place the bain-marie onto the center shelf of the oven being careful not to spill any water into the ramekins which will ruin the flans (a tip to make life easier is to place the baking dish with the ramekins halfway into the oven before adding the water to the dish). 7. Bake for 20-30 minutes or until the custards are just set but still a bit wobbly in the middle. Remove the ramekins from the water and set aside to cool to room temperature. Chill until needed for at least 3 hours but preferably overnight. 8. When you are ready to serve the flans, prepare the roasted pears. Peel, core and slice the pears and place onto a baking sheet. Sprinkle the pears with the ground ginger and cinnamon and add the butter. Place into a preheated oven at 350F/180c for approximately 20 minutes until the pears are soft and the edges are turning golden brown and caramelized. 9. Spoon the roasted pears on top of the flans and serve.
