the debate. There is general agreement that the current provision to close unauthorised encampments and compel people to move on is not working well.

Parliament recently held a debate on unauthorised encampments, and I am grateful to those in the constituency who contacted me with information prior to

In particular, there is concern that Police guidelines regarding usage of ‘Section 61’powers are overly narrow – unless other factors, such as crime, general anti-social behaviour or criminal damage are present, the Police find it difficult to move people on. In addition, the legal process can be cumbersome and expensive, and a move even a short distance away to a new site down the road requires a fresh court application from the landowner. In some cases it turns out to be impossible to prove a link between people and these aggravating factors, leaving behind large

bills for local taxpayers or private landowners to clean up the land and restore it to its previous condition – such clear-ups have cost Basildon Council £40,000 in the last year alone. It is good news the Government has announced it will be holding a consultation on whether the laws in this area need revising. This should give due consideration to the view that the so-called ‘Irish Option’ should be adopted to render trespass a criminal offence. In the interim, the provision of transit sites would help to alleviate this issue, and we should also encourage other districts and authorities to develop legal sites – it is only fair that they also pull their weight, as Basildon has already created a good number of legal pitches.

RECIPE Bone Broth Ingredients: 4lbs beef or chicken bones 12 cups water 2 tablespoons apple cider vinegar 1 medium onion, roughly chopped 3 large carrots, chopped 2 leeks, chopped 3 bay leaves 4 sprigs fresh rosemary 6 cloves garlic 1 tablespoon black peppercorns

Method: 1. Preheat oven to 200c and line a baking sheet with foil. Place the bones on the sheet and roast for 40 minutes. Flip them halfway through.

5. For beef bone broth simmer for 48 hours, for chicken 24 hours.

2. Once they’re cooked, break them down and place in a large stockpot. Cover with the water and vinegar and allow to sit at room temperature for 30 minutes.

7. Transfer the broth to an airtight container and refrigerate for 4-6 hours or overnight. This will allow the fat to rise to the top and solidify.

3. Add the chopped vegetables and add to the stockpot. Bring to a rolling boil and then lower to a simmer. 4. For the first 2-3 hours make sure you skim off any foamy layer that develops on the top and discard.

6. Allow to cool slightly and strain.

8. Scrape the fat off the top with a spoon. This will leave you with a gelatinous bone broth when cold. 9. Store in an airtight mason jar or freeze until ready to use then slowly warm the broth over a low heat or drop straight into soups and casseroles.

It’s sobering to be reminded that 10 million military personnel died during the first World War and that 22 million military personnel, along with 28 million civilians, lost their lives in the second World War. Even more sobering is the fact that more than 140 million people have died, or been injured, as a result of war since 1945. In fact, in the past 72 years, over 210 million people have been killed or maimed as a result of war. And it’s because of this unacceptable loss of life that it’s right that we remember those who fought for our freedom and its right that we honour their sacrifice. As the Kohima Epitaph rightly reminds us: “When you go home, tell them of us and say; for your tomorrow we gave our today.” Some people believe that Remembrance Sunday, as a religious observation, is outdated and it should no longer be practised. Some say that the time for remembering wars long since past isn’t relevant anymore and that we should just get on with living our lives in the present. But that misses the point of Remembrance Sunday

altogether because it suggests that honouring the memory of those who died is honouring the kind of actions they found themselves having to make in the midst of a struggle that, in the end, none of them really wanted to be a part of - but believed they must be - if others were to dwell in the freedom and in the peace that God wants us all to have. Jesus said: “Greater love has no one than this that he lay down his life for his friends.” These familiar words from John’s Gospel chapter 15 verse 13 are often used on Remembrance Sunday and whilst we remember those who sacrificed their lives, and those who put themselves in harm’s way, we must understand that mankind can only do so on an individual basis for their family, or collectively for a country. Jesus, we believe, made the ultimate sacrifice on the cross for the whole of the world. There is a special service on Remembrance Sunday (12 November) at Emmanuel Church, Laindon Road, at 9.15 am (lasting 40 mins) when members of the Army Cadet Force and Royal Air Force Air Cadets join with us, before we gather, with the Royal British Legion, Churches Together in Billericay and representatives of many of our community groups, at the War Memorial in the High Street at 10.50 am, for an Act of Remembrance. May I encourage you, even if you are not a regular church attendee, to make a special effort to join with us on this most poignant of days? A Prayer for Remembrance Sunday: Everliving God, we remember those whom you have gathered from the storm of war into the peace of your presence; may that same peace calm our fears, bring justice to all peoples and establish harmony among the nations, through Jesus Christ our Lord. Neilsumner123@aol.com twitter.com/neilsumner123 Mill Meadows Local Nature Reserve, situated close to the centre of Billericay, is one of the finest ancient meadow systems in Essex. Primarily grassland, it also has pockets of woodland with some magnificent ancient trees, hedgerows, parcels of scrub, boggy areas and ponds. The fields and boundaries have changed very little in over 400 years and today Mill Meadows gives people an extraordinary taste of the former historic Essex countryside. The site is owned by Basildon Council. As with many of our nature reserves and parks, its management is supplemented by the work of volunteers, in this case the Mill Meadows Society. Both the Society and the Council have become aware that much could be done to improve access and information around the site. Although there are marked trails these are limited and the signage and some of the paths need repair. So the Mill Meadows Society was delighted to recently be awarded a National Lottery grant of £62,000 from the Heritage Lottery Fund (HLF) for a project to create new trails within the Reserve. There will be signposted walks with information displayed on the reserve and with more information obtainable from a new web site using phones and tablets. Users of the reserve will even be able to see where the cattle, an essential part of the management regime, are grazing. Many of the footpaths and bridges will be improved or replaced making it easier to walk, especially during winter months. Information about the site’s history will be also be added to geo-caches and there will be a short and colourful History of Mill Meadows published. Mill Meadows has a wonderful diversity of wildflowers, fungi, insects and invertebrates, many of which are rare. It is renowned for the orchids in early summer and the Waxcap fungi in the autumn but is also a good site to see many species of birds and butterflies. Our current web site www.millmeadows. org.uk has a map, pictures and information about the site and events. Robyn Llewellyn, Head of HLF East of England, said: “I’m really pleased that we can support this project to improve access and interpretation at Mill Meadows Nature Reserve. Thanks to money raised by National Lottery players, this project will help people to better appreciate and learn about the site’s rich biodiversity and history through new trail routes and a great programme of events.”

HOW CAN I START SAVING IF I DON'T HAVE ANY SAVINGS? Firstly, if you find yourself in this situation, you are not alone. Over 40% of people in the UK either have no savings at all or just a small amount of cash, less than £500, put away. Many people have had no pay rise, or below inflation salary increases, since the financial crisis. With the cost of goods and services rising, many would be savers would love to be in the position of having spare cash to put away every month but simply don’t have any money left over at the end of the month. There are plenty of financial advice sites and blogs that will tell you to give up that expensive gym membership, take a packed lunch to work and stop buying coffees and you’ll have loads of spare cash. I certainly advocate reviewing the standing orders and direct debits that come out of your account to make sure you are still using them. It is often enlightening also to analyse what you actually spend, rather than what you think you spend, on entertainment, clothes and eating out. However, we don’t all have the time for this and for many that coffee out with a friend is a pleasure, that gym membership is good for their health and the thought of packing lunch to work as well as everything else that needs to be done in the morning is too much! Fortunately, there is another way! In September 2013, a new service called the Current Account Switching Service (CASS) www.currentaccountswitch.co.uk/ came in to being. The reason for this was that in the UK we are statistically more likely to get divorced than we are to move our bank account. The government looked in to why this was and, for many, it was the fear of something going wrong or a payment being missed. CASS was

introduced to stop this by putting the banks in charge of the process of switching everything for you, rather than the individual having to change payments or set up new direct debits and standing orders. Now, it is possible to move bank accounts in as little as seven days. You simply apply for your new account, ask your new bank to move your old account using CASS and tell them which date you want to switch on and the rest is done for you! You will get any new cards, and internet banking log ins ahead of your switch and your balance will be transferred on the agreed date with all your payments set up. What’s the catch? There isn’t one – it is even guaranteed that, in the unlikely event that something goes wrong, that any charges or interest incurred will be refunded to you. All the major bank account providers are covered and almost all the market participates and over 3 million people have successfully switched bank accounts using the service. Why is this relevant if I have no savings? The introduction of CASS means banks are competing harder for switching customers and there are some great incentives on offer – both to switch and by way of perks in the new account. Up to £250 is payable - just for switching! This is money that you could use to kick start your savings. Here’s our run down of some of the best offers in the market. Clydesdale / Yorkshire Bank The best financial offer to switch comes from the B account offered by Clydesdale and Yorkshire banks. £250 is credited to your account within 70 days of your switch. You do need to meet criteria for the account such

as having £1,000 paid in per month (typically for most people this will be done by having their salary paid in) and log on to your new account via the mobile app or online banking. The account pays 0.25% interest and comes with an instant savings account paying 0.50%. There are better rates on the market (the current best buy on www.thesavings.guru pays 1.30%) but for those who want to keep their savings in the same bank as their current account, it does at least pay some interest. Further information and applications can be found at: www.youandb.co.uk Halifax Those switching to the Reward Current Account will see £125 credited to their account within three days of the completed switch and will also be paid £3 a month just for being a customer. Put these in to a savings account and you will have £161 at the end of your first year plus interest. A minimum of £750 must be paid in each month so this may be more attractive for switchers on lower salaries. The main ones are paying in £1,750 a month, having two direct debits and registering for mobile and/or online banking. The account also entitles you to open a regular saver which pays 5% on contributions from £25 – £300


per month for 12 months. Further information and applications can be found at: www.hsbc. co.uk/1/2/current-accounts/hsbc-advance First Direct First Direct is an internet and telephone bank that prides itself in its customer service and phones are answered by a person, not a machine to direct you. They win pretty much every banking customer service award going but are also owned by HSBC so customers can use their branch network as well. They currently offer £100 to switch to their 1st Account and £100 if you are not happy and leave after six months but before a year has passed. You must pay in £1,000 in the first 3 months to qualify. They too offer a linked 5% regular savings account, like HSBC, and offer some of the cheapest loan rates in the market plus an overdraft of £500 with the first £250 of that being free. Further information and applications can be found at: www. firstdirect.com/1/2/banking/current-account Nationwide Although Nationwide do not offer an incentive for switching, they do pay 5% interest on their Flex Direct account on balances up to £2,500 for the first 12 months for customers who pay in at least £1,000 a month. For those who have their salary paid in to their account and then pay out gradually over the month, this may prove attractive. For example, if you have £2,500 paid in at the start of the month and gradually use that over the course of the month, you may average a balance of around £1,000 over the course of the month which could earn you £50 or so of interest throughout the year. BILLERICAY ROTARY CLUB Donations to Rotary charities continue to occupy our minds and our support. Mary’ s Meals (https:// www. marysmeals. org.uk) which supplies hot meals to over 1.2 m school children in less-developed countries for under £14 a year. We have supported Mary’s Meals for almost a decade and we celebrated their achievement of reaching the billion meal milestone by donating another £250. We have donated sums of £250 each to District Governor Nick Sillitoe’s nominated Rotary charity appeal for Mercy Ships and Build Aid, and gave support to his aim to plant a Rotary Wood in the RHS Hyde Hall Garden subject to all District 1240 clubs agreeing. And we also supported , as with RIBI , with donations to the world disasters of the floods in Nepal and Bangladesh and the hurricane horror in the Caribbean. Our proudest moments have been the development of our RotaKids clubs at Quilters Junior Schools and now Buttsbury Junior School. With the total support of RotaKids lead teachers and the school heads, we have established a community spirit which will see the two schools getting directly involved with our club events, eg: the Christmas Market and our own SoapBox Derby next May for which a sub-committee has already been meeting to put plans in place for an even more spectacular day for our big community event of the year. Membership welcome: We meet at Reids Restaurant in Laindon Road each Monday in the month for a three-course meal, good fellowship and conversation. And our aim is always to support good causes. BILLERICAY LIONS CLUB

To celebrate the 100th anniversary of the founding of Lions Clubs International, many clubs are creating Legacy Projects, to go on benefitting the community for years to come. Some clubs have worked with hospitals, for example creating Sensory Gardens, or planted trees, donated benches and all sorts of other projects. Billericay Lions got together with 7 other local Lions clubs, Basildon and Wickford, Brentwood, Chelmsford, Harlow, Romford and Thurrock as well as Chelmsford Lionesses, to create a near £5000, 250 metre all-weather bridle path through the woods at Barrow Farm Riding for the Disabled.

A cheque was presented to Karen Lehner, Vice Chairman, Trustees who in a thank you letter stated “The path will really come into its own as winter comes on. The full line up for the pre-display music concert has finally been secured. Organisers have been working hard to bring in some established favourite entertainers as well as the best up-and-coming acts onstage today. Prior to main-display blast off at 8pm, Heart FM’s popular breakfast show presenters, Martin and Su, will be back again to introduce the talents of Joe Fryd, Jess Folley (The Voice Kids 2017 winner), Amy Langmead and Leanne Jarvis (The Voice 2013 finalist). The evening is book-ended by DJ Damien Stone spinning his house style mixes. Event director, Marcus Bennett said “We have a great range of music styles on-stage so there should be something to suit everyone. Also, listen out for your favourite film sound-tracks during the main display. We have worked hard with Heart FM and Flashpoint to create a fantastic party atmosphere.” Marcus added “We have the usual wide range of food & drinks stalls to keep everyone fed and warm whilst watching the acts – this year we have also added pizzas, healthy-wraps and a special sweets stall for the kids.
